Banks, jpmorgan and citi and bank of america and some of those guys, there are requirements that you have to rely less on borrowing and more on capital, which is Shareholder Equity in that anything. Toughest armies requirements now apply to the big global banks. A lot of dodd frank really does crackdown on those guys, the guys who are seen as causing the financial rice is. Franks creates so dodd frank creates is whole new system and the reason is the fdic which is sort of the regulator of a lot of banks in the country, has sort of always had the process. The Smaller Banks go in overnight and they sell it off or they restructure it, and they have a process for dealing with Smaller Banks. When we had a crisis, really we realized there was no process for dealing with gigantic global banks or dealing with nonbank Financial Institution like aig there it dodd frank really tries to get at that. What they say is that banks first of all have to write what is called living wills. It is like a banks will. A blueprint for if they were to fail, how they can be guided through bankruptcy. It is also a process that is taken over, which is, orderly liquidation authority, and dodd franky, and what it says is a Creative Process for it a gigantic bank is failing, to go in and seize control and selloff as of it and restructure it and try to find a buyer and all of these ends. Things. One of the things regulators have tried to do is make sure the banks funding structure is set up in a way that if a big wouldere to fail, they still have enough funding to keep operating in a resolution situation parent that is one of the things regulators have worked very hard on. I wanted to go back to one of the things the caller mentioned we have not talked about yet. A lot of democrats who supported this spending bill, youre talking about oversight of derivatives trading, which me me that in the spending bill, there is a rollback of dodd frank and in increase of funding for the commodity commission, and an increase in funding that you mentioned earlier. A lot of democrats and also the white house felt like hitting the funding boosts was something they did not think they would get out of republicans, and it might not be worth throwing back a piece of dodd frank that the regulators said does not make sense. Dodd frank is sort of more, it deals with a lot of things. There are structural things that say if youre a a deposit taking bank, you cannot make risky trades with your own money. Are sort of looking out for everyday person kind of hearts of dodd frank, which is what the Consumer Financial Action Bureau is supposed to do. Banksare general, make tougher, you have to have more liquid assets and less debt and those kinds of things thomas so dodd frank deals with a whole lot of different areas of the Financial System. There was sort of an argument after the financial crisis about whether we should just go back to glasssteagall. There are still a lot of people in congress who would be ok with that path. I think you are likely to see some people in the next Congress Bring up that idea, but i think it is pretty likely that dodd frank is sort of the structure we will be working under for the next decade or so. That this because we know employee engagement, satisfaction, and commitment, is the best metric we have today to understand the health of our government. The numbers are not encouraging. And now that more engaged, more committed and satisfied employees means employees who are giving their discretionary energy to get the job done. Their jobs are everything that our government does. Including, helping our veterans, or protecting us from terrorist attacks, or ensuring our our food is safe, water clean. These are important jobs. We need to invest in making sure that we have the right the right skills, and the right leadership, to do want to do. As a percentage of the workforce, it is much smaller it was then. Headcount is not the way we want to measure the effectiveness of the federal government. We want to look at what were getting from the government. We should focus on policies that help us get more from the government. Were not doing that right now. The way to get there is investing in the workforce. Many leaders and government see the workforce as a cost rather than an asset. They do not invest in them. Too many layers between the front line and senior leadership. One reason that this is the the federal environment, you have a very large of political appointees, 4000 of them, wwho come not or shortterm, they are incentivized to invest in the longterm. A big problem. There are definitely things to be learned from the private sector.
