George is right, i would be stunned to see significant turnout. The democrats are making a major push, particularly in louisiana, georgia, even alaska to get people to the polls. If they are going to win these races, all of these places need tremendous turnout particularly among enormities and young people. Host some of the headlines from today, here is Washington Post. Drama in the home stretch, gop closes in but it may not and on election day. In in early voters turn droves to cast their ballots. One story from the miami herald. The final push. Lets go to lena, portland, oregon. Say that would like to first i have already voted and i think as a person of color i would like to say one of the problems that weighs heavy with me i want to make this sound as good as i can, as respectful democrats ie look at how they are running from obama. Grimes she was enough to make you want to cry but all over the country they are doing that and the man has done better than haveabout any president i ever known, i m 65 years old. What do you want from him, he is not god. People are not voting with their pocketbooks, they are voting grace. Voted, ilike me, i have felt hard fallen because it doesnt matter whether i vote, i would never vote for a republican but the democrats are such cowards anything to get elected so they seem to be just as powerhungry as the republicans. Lena rings up at highprofile kentucky race, our house candidates running away from president obama as much as the senators . Good lena had a really point in this is a growing debate, the you go all in with the president , get your base to come out or run from him. What is happening in a lot of these house races is democrats are running in hostile territory. For instance in southern West Virginia, nick needs to win by 90 . President obama internally poling when thauf kind of dynamic its really hard for Nick Ray Hall to say i know you dont like obama but still vote for me. Theres a nuance he has to do. I cant think of any specific ads but hes definitely not hugging president obama and inviting him to come into the district. You bring up nick ray hal listed in your recent story out from yesterday one of the most vulnerable house incumbents. Who else makes that list according to the roll call analysis . We have some interesting members. Illinois tops the list. Theres a bad feeling in illinois this year. The gubetorle race is dragging down democrats. He got a late start to his campaign and he as freshman. So he really hasnt established his brand. Most people think nick ray hal is the most vulnerable. Hes got a good local branch they call him nicky joe in the district. Thats why we felt he wasnt number one we moved him down kind of contrary to conventional wisdom. Another closely watched one lee terry. Guest yes. Host the most number two. Guest and he is a republican. He made a comment during the Government Shutdown about how he needed to accept his paycheck when a lot of other members were turning him down to pay for his nice house. That has not sat well. People on the street can repeat the advertisements repeating his quotes verbatim. So he has a very toxic presence right now. So his problem is not necessarily whats going on in the big picture but it reflects the anger voters feel. Host if you want to check out that entire list its roll call. Com. Talk about tossing the bums out. The dissatisfaction that voters have. Have we seen more members than usual this cycle be defeated more incumbents be defeated this cycle than usual . Guest we thought there may be a wave of incumbents being challenged particularly on the republican side with tea party challengers. We didnt actually see a great deal of that. A lot of the incumbents managed to dig in. At the moment one of the most exciting on the republican side remains pat roberts of kansas where you have hes actually running an independent named greg orman theyre neck and neck. Hard to tell whats going to happen. Host are we going to see more independents run in the future . Guest thats an interesting question. You could in theory now have a three or four member independent block in the senate at the end of this election cycle which would be pretty remarkable. You know, independent candidates still have the same problem that its hard to get name recognition its hard to get Party Support and frequently in many states they cant get on the ballot. The Ballot Access issues are extraordinary for third parties and independent. So e it remains ab institutional problem where you cannot get easily on third parties on a ballot and theyre not going to win lots of seethe but theres an enormous dwiss satisfaction with both parties. So its a nice opportunity for rossdz perot or high dollar figure to step up and fund their own campaign in 2016. I wouldnt be surprised if you see somebody trying to make that case. Host but easier than a house or senate level . Sometimes. But its hard tore get traction in those small races if the parties are so even trenched theres no other avenue for you. I think theres a couple in new york in the house seats trying to get on the ballots and again trying to get traction and attention. Its hard to do. Host gerald in highland, california. Good morning. What i want to mention i see both parties doing this same thing. Its the same old sandwich different mayonnaise nothing is going to be done at the ballot. Its going to take something much more severe because these guys are lying lawyers both sides of the parties. They never tell the truth. They dance around the issue. They will not answer you yes or no. And were frustrated. I am so sick of this nonsense. Its like somebody telling me theyre peeing on my leg and its only rain. And gerald had an interesting point and reflects the unique thing about this cycle, which is in past cycles theres been anger at one party or the other. President obama, president bush, congress. But whats going on here is voters are angry at both obama and both the republicans. And its really what were trying to do is figure out where the anger is concentrated more and how it plays out. So this is just a very interesting dynamic. And they want to throw the bums out but then they hate the other side, too. So its just its a very, very strange cycle. Ost a question for you. I havent heard too much about them at this point. I think that theyre going to fall in line. I dont know that but it seems like the fact that kay hagan is still in a tight race that the republicans are coming out. If they were going to sit that one out she wouldnt she would be walking away with this. So i dont know too much about that but it seems like the fact that these races are still competitive means that theyre saying theyre going to come out. Host your thoughts on the future of Tea Party Versus Establishment Republicans after the 2014 cycle . Guest well you still see some appearance of tea party candidates. Like in louisiana rob main nuss is probably going to be a critical factor. He doesnt look likely to win. Hes taking maybe 10, 12 of the vote but he may very well deny a flat out victory to the republicans. So and sara palin is still up with advertisements this weekend for man ust. So there still is an element of voters who are really disappointed with the Republican Party are not ready to embrace the Democratic Party and the Tea Party Still expresses i think the tea party to the degree there is such a party it still represents where they are on the spectrum. Where the question is when they walk into a voting booth and see a tea party or third party an outside candidate will they cast that vote or will they cast a vote for the bill cassidy or the other republican who seems to be more likely to win and a better choice than a democrat. And until the last vote is counted on november 3 how can you come on tv and just unless you know something that the public doesnt know . These republicans are going to take over . And this is my last thing. I asked a couple of months ago from George Washington to george bush as far as Foreign Policy goes, how many men did they get . This president from bin laden to ben gaza who we spent millions of dollars tracking down. The president has gotten his men. Host i want to stick on projections and how you come up with these tossup categories leaning one way or the other. How does u. S. A. Today do it . Guest well, its a great point. I want to underscore this exactly. None of us know anything. This is all based on prediction, on polling, on our understanding of the races, on sort of feeling the mood on the ground. None of us know anything. The voters go to the polls on election day and they make the decisions. All we are offering you at the moment is what we call educated guesses. And thats one of the reasons why when john asked how come the various u. S. A. Today, the rothenberg, roll call all have slightly different analysis, thats why. Its because nobody voted. Well, in the early voting states people have vote bud we dont know how theyve voted. So all of these are based on what we know about the voters and how the polls have trended. I give more faith to polls over time than i do any specific individual poll. So last night the iowa poll showed joanie ernst up 7 points against bruce brailleie. Thats the biggest lead any time since the election season. Does that mean that joanie ernst is going to win by 7 points . Yorning so. But what it does reflect is a trend if you look at all the polling over the summer into the fall you will see that joanie ernst has done well and better in all the polls. That suggests momentum in her direction. So i dont mean to say and i dont think any of us mean to say heres the outcome. We know whats going to happen. I will tell you that every reporter i know has their own sort of betting pool like, well, i bet you its going to be maybe 8, 6, 7, 5. Were doing our best guessing and trying to give the viewers an opportunity to hear what we think is the most likely scenario or the trend in the election. But we are not calling races. Host the Des Moines Register oll, heres the chart of it. Abby give us an example of predibblingting a race and coming up with how you go about calling leans or tossups. Do georgias 12 strict down there. Guest thats a hard one. And im very glad that this year Stewart Rothenberg is the main caller of these races and that has been taken off me because its one of the most stressful parts of the job. Georgia 12 is fascinating because you have john bareo who is a blue dog democrat who has been in office for years and years. And he is what we qual a white whale republicans keep trying to come after him and he keeps getting reelected. He runs some of the best ads of the cycle. He host and is always listed as the most vulnerable or one of the most vulnerable at the beginning. Guest and we have quit putting his name on the list because its it just never happened. So its almost a superstitious thing. The republicans dont talk him up as much as they used to. They dont even want to go there. So the other thing thats good for him this year beyond the superstition and the fun of it is that michelle nun is at the top of the ticket and could be offering him some relief that he hasnt had in years past. But hes just a really testify lon candidate who can make the case to his voters that i am a democrat but you know me and you like me and keep sending me back. So i have this fear weve kept him off the list and then this is the year he losings and we get it wrong. Host what does the race ranking right now . And bring all of our businesses people getting fired and losing their jobs. And here i just got a 73 nterest hike on my health care premiums. Any democrat that would vote that never read the law nancy pelosi should be fired. She really should all of them. Arry reid. Does this cause the downfall of the American People . And also, i have to say is why didnt the lady that got beheaded in Oklahoma City after the president got on and talked about trayvon martin, about that other eric holder incident and Michael Brown which we feel bad about . But why was no attention brought to that lady that got her head cut off . And also host you bring up several issues. I want to stick to the Campaign Issue of health care and how thats played this cycle. I want to give paul singer the politics under u. S. A. Today to talk about the evolution of that as a Campaign Issue in campaign 2014. Guest its really interesting. Scott browns race in New Hampshire gave sort of an interesting perspective on it. When he first announced that he was going to be running for senate in New Hampshire, all of his press releases for the first three weeks were obamacare. That was all they were. Obamacare is lousy. This is early in the spring this year. Over time his press releases began to change and other topics began to come in, particularly terrorism and ebola and things like that. And i think that is a good barometer of how obama care has played during this election season. We thought originally that it was going to be the issue that drow people to the polls. All the republicans would say the obamacare was a terrible thing and its destroyed america. And we thought democrats would refuse to take any credit for it. What has been surprising is to see in some races, even in arkansas mark prior having an ad saying i was proud to vote for health care for people who had existing conditions. I was proud to vote for health care for your children to stay stay on your health plan. So democrats have found some things that they can embrace in the Affordable Care act. And republicans as the thing has turned out not to be as unpopular as they have expected have turned to other issues. Obamacare the Affordable Care act is still an issue that republicans cite as being part of the problem that needs to be fixed or repaired. Theres Much Less Energy on sort of replace the whole thing, tear it out and start over than there would have been a year ago. Host talking about some of the senate races. Are you seeing the same dynamic in the house races that youve covered . Guest were absolutely flum oxed by how few ads were seeing about obamacare. We were amping up and expecting that. I think part of it is that voters do find things that they like about it. Specific issues within the legislation. I also think its just the ads have been run to death for four years and they no longer register with the viewer. So i think its more i think its partially a need to be more creative with ads but i think its also clear that its they need to branch out to other issues and add to the competence issue, the chaos in the world issue. Its just one of many issues rather than the dominating issue. Host talk about all the campaign ads this cycle. I want to show some of the Late Campaign ads. Heres one from Mitch Mcconnell playing on the idea of the number of Campaign Commercials in his own campaign commercial. You know, a lot of people try to tell me how to do my commercials. We see you between two trucks. That sounds dangerous. Hey, mitch. What about using a talking baby . Thats been done before. Well then with you and blood hounds . Thats not going to work. Maybe its enough to say mitch fights for kentucky. Maybe this isnt such a bad idea. Im Mitch Mcconnell and i approve this message. Host is it time for those kind of ads . Who does not like politicians and blood hounds . Guest i think at a certain point you are still trying to make the message to your voters that you hear them, you understand what theyre saying. And in fact a lot of voters now are saying please stop were tired of it. This is an opportunity to make Mitch Mcconnell a little more personable. Which again for mcconnell is an important point to make. Hes not the most likeable guy. I doipt mean hes bad. Hes very in his shell most of the time. Heres an opportunity to show hes just another guy having fun. How are you doing . Host good. Go ahead. Caller i just watch these ads and i understand that theyre trying to get reelected for a job that theyre not doing. None of them. Obama included. He hasnt done anything. The only thing i see him doing is [inaudible] he got out on the golf course. I dont see [inaudible] hes not a leader. He doesnt take responsibility for anything. And the democrats just run off behind him. I just dont understand that. Host abby give you a chance to jump in. That image of president obama on the golf course. Gave a lot of attention at what was going on around the world and what the United States was dealing with . How did that play out . Guest people are unhappy with it. Its not reassuring. I think it just speaks to the larger issue that they feel like that many voters feel like theres a competence issue. Sometimes i feel like democrats on the hill are angrier at president obama than republicans. They feel like he hasnt done the things he needs to do to take care of himself politically to help them. And even though he wont be on the ballot to give them cover or make things less bad for them and theyre having to defend themselves and fight his fight for him in the districts where theyre running. Its on record that president obama has created more jobs than in all the 8 years that bush was in spithe of the fact that from day one of his presidency the republicans and their corporate buddies have deliberately held back jobs figuring that the next president would be a republican like romney and they would get a sweeter deal. But heres the facts. Governor scott here in florida when he was a ceo of a hospital before he became governor ripped off medicare the federal government for billions. And see thats how they operate. They dont like the government but they like to steal or exploit government by just like in georgia where nun the democrat is running against this purdue the guy that owned general dollar store. He bragged about outsourcing jobs. He bragged about it. I dont figure it out. But then look at paul ryan. Look at his budget. No benefits for the unemployed. No help for the students. Guest to some degree your last two callers encapsulate a lot of the issues that were seeing on the trail, which is that for republicans the conversation is very heavily about obama and harry reid and the failure of the National Democratic agenda they would say. Bomes been a bad president. Is the message. They terrorist attacks are growing. And thats a bad thing. Ebola is out of control. For republicans on the campaign, a lot of these campaigns all across the country its obama is the first message. For the democrats, its the exact opposite. Thafere trying to focus on whats gone on in the state, what has the senator or the capped date done in the state to help the state grow its jobs, to help the economy improve. They dont want to talk about obama at all if they can avoid it. It is almost as if theres two campaigns. Theres a Republican Campaign which is about the National Issues theres a Democratic Campaign about the state issues. The question is which one the voters here. The advantage the republicans have is that obama gets much more press and the bad things happening in the world get much more press than the good things that might be happening at the state level that the democrats want to emphasize. Guest if i could jump in on that. One thing she noted that ive found remarkable is that the Unemployment Rate is down and the stock market is soaring. And its not the economy is not an issue on the campaign. Bank accounts are growing. 401 k s. But we just do not see the economy surfacing in advertising. Theres no victory lap in the Democratic Party that im seeing. Its about almost everything but the economy. So its a fascinating dynamic that in six years how far the country has come and its just not anything anyone is talking about. Your show isnt long enough to mention every failure obamas been by far the worst president. The most horrible thing is hes taxing our military in forward position in combat while he and his husband or wife, whatever you want to call them is spending money overseas. Hes aided the muslim brotherhood. And the big problem with our country is the g. O. P. And the dnc, which two people we need to vote for . And until we change the country is screwed. Host how would you change it . Caller the what . Host would you change the primaries . The way candidates are picked . Caller we have more choice than like dancing with stars or Something Like that. But to pick over 300 Million People picking between who is going to be our president were told two people. Plus our government tells us how much theyre going to make. We the people should tell the government how much theyre going to make. If they overspend the government they should be fired or in jail. Host some of the frustrations that the caller brings up. Guest if i remember correctly and i cannot guarantee that i do. But oklahoma is one of the hardest states for a thirdparty candidate to get on the ballot for the presidency, which is sort of interesting. And remember this is again a wacky thing about america. Our National Elections are run by states independently. So who you can vote for for president in oklahoma is not the same list of candidates as who you can vote for president in massachusetts. Every state has their own Ballot Access rules. And so across the country the president tial ballot, who you can vote for, is different. And while the democrats and the republicans will be on every ballot in every state, the libertarians, the Constitution Party, the green party, pick your other independent or third party, will not be on the ballot in every state. They have to spend time and money litigating this issue to get on those ballots. And so jim is right that we have more choice in the tooth paste aisle than we do in the president ial ballot most years which can imstunning to people. Whether that is good or bad is not my department. I dont do good or bad. But i can tell you that it is always been an issue that the rules are different and who you can vote for is different depending on where you live. Host the last caller with a bit of criticism for the president. Aby i want to give you this tweet. Guest thats an interesting argument. And the Republican National committee has made part of the mid term elections the hire harry reid or fire reid which is what they did four years ago with fire pelosi. So they are definitely trying to pin this on harry reid. Harry reid is not as well known as president obama is obviously. He is a senator in those you have to spend a lot of money branding folks. And branding a person like harry reid in television advertising. But the republicans are definitely trying to pin this on the Senate Majority leader. Host one other story from roll call. Senate democrats super lawyer prepping for overtime if you want to talk about preparations made by democrats and republicans for the day after the elections. Guest and i wrote a story about it two years ago. Its amazing how they think these things through. The legal arguments. This is not something the National Parties would be doing something wrong if theyre ing about what do do f a few years ago there was the minnesota recount and it was it went on for months and it was a brutal process. And they sent in the two top you rs, and they just could lose the legal argument of these things by how slow you move. I think we saw that with the president ial contest in 2000. Host caller good morning. Im amazes as i drive around town on my particular street theres not one Campaign Sign up. The only sign up in anybodys yard is the guy thats remodeling his house. I go down the main drag, the for a ns ive seen are local juvenile judge and state representative. I havent seen one portman sign or the people running against them. Casic wont even debate his opponent whoever it happens to be. Ive never seen such a lack of i want rest. Its almost like tuesday is just the day after monday next week. And as far as the health care issue, my wife and i both are on medicare. We got our reenrollment for prime time and heres the sad news for you republicans. My premium went down, my coverage went up, my copays went down. The coverage that extended. The only problem we have with the Health Care System is the socalled done nut hole which they can say what they want its not closing. The only thing thats getting smaller is the amount that i have to pay for my drugs once i hit the doenut hole itself. Host i want you to pick up the first part of that. Guest thats astounding. I used to to decide who is going to win by driving from cleveland to akron or driving tomorrow cleveland to mount vernon, ohio. Particularly the drive from cleveland to mount vernon, ohio, youre going through this rural stretch and every sign along the roads was a yard sign and you could kind of do your own poll driving down the road and counting how many say bush and how many say kerry. Pick your election. And i would sort of decide my guess on who was going to carry ohio by counting the yard signs. So if youre seeing no yard signs out in new fealed, ohio, i think it speaks to what weve been talking about here that there is a lack of excitement for any of the candidates. Theres a lack of interest and a lack of people wanting to really be engaged p. And to some degree these races arent competitive and people dont bother. Guest thats the key point. There is no senate race in ohio. And redistricting has wiped out what was once the most competitive map in the country with a bunch of seats that would go each cycle democrats would lose one year republicans would lose the other year. Redistricting has totally upended the ohio map and we barely give any coverage to the buck aye state just for lack of competition. Host in terms of milestones that people all over the country can watch on election day, a recent politics story talked about some of the five milestones to look for. One of them is in maryland. Anthony brown defeats larry hogan in a very tight race gotten tighter in recent days. Become the first African American governor of maryland that would make this democrat only the third black person elected governor in the United States following doug wilder in virginia and patrick in massachusetts. And then also out in utah mia love in utah ds fourth Congressional District. Would become the first black republican woman elected to congress. So just two of the several milestones that u. S. A. Im calling in bauds i want to talk about the senate race in West Virginia. We have two women that are running. One is from the house of representatives she willy moore cap to and the other one is the secretary of state naturally tenant. Now, shelly moore cap to her father was arch moore. And as governor he went to prison. He admitted for to his embezzlement from the state black lung and teachers retirement. So as we look at this race, gnat li tenant doesnt have a chance. Sheltly moore cap to as the republican she puts on 20 ads on the local channels on the tv. Shes had so much money. And the people are not being represented of nor do they hear the facts. Host what do you have spent some time in West Virginia . Guest absolutely. I actually have asked the congresswoman about this, about her father and his past. Her argument is her father did a lot of good for West Virginia, he helped build the roads, he brought kindergarten to the state. And as i think you have to judge the person by the person themselves and theres never been any evidence of corruption from the congresswoman. And so i think its an issue that i asked voters about. Some care about it some did not but its i think its very interesting she is definitely running as she willy moore cap to and not she willy moore. Host robert up next. Good morning. Caller good morning. I want to talk about the medicare obamacare. I was a democrat until carter. I voted for him the first time but the second time i voted for reagan. Since then i know that the republicans are not perfect but they certainly havent been lying through their teeth like obama especially with the obamacare. Because he told people first that they would have their same doctors, they would save 2500. And for seniors like me, im 78 years young, he said that took out 700 billion out of the medicare system. So for that man that says hes paying less, im paying more. The charges that you pay medicare, they take out of your money is going up. And then their copayments on everything like hospital care, ifive to go in. And different treatments. I would have to pay more for all of them. So its not been were not picking on obama. Were just i just feel like he as liar that back in the old days we believed that liars can be thieves. On just im not picking him because he put himself up to be picked on. Host paul. Guest i would be interested to see in about five or six years what the legacy of obama care is is. For president obama this is really the signature achievement of his presidency. Its the bill is called the law is called obamacare because it really is the law that will be his brand. And the question is going to be where are people in five years . Is this the landmark or social policy achievement of the decade . Providing expanded Health Care Coverage to millions of americans. Or is it a complicated disaster that raises peoples rates and that forces providers out of the Health Care System . I really think its too early to tell. The initial rollout has been very challenging. It is very clear that more people are insured than were insured before the law passed. Its not clear how happy they are with that insurance. And i think that its going to take a couple of years before democrats can march out to the electorate and say we are the party that brought you the Affordable Care act and Affordable Health insurance. They want to be able to say that. That was the reason for this law. They want to be able to claim that as their legacy. And at the moment they cant. Lets see where they are in four or five years. My suggestion is that we look instead of towards all the problems that the real problem causing, we understand that the president has addressd to us that the system is broken. But he hasnt been very descriptive as to exactly why its broken. And its very important that we understand. Because our government is our National Security and our safety in our nation. D if we dont make sure that Government Works for us, then were stuck with running elections before fixing the real problem. Host edward was addressing you there. Guest and i will say that im an infrastructure guy. I love how Government Works. I find it to be a fascinating topic. I actually occasionally run a blog on that topic. Part of the issue for governing at the moment has been the gridlock in congress that makes it impossible to have meaningful review of Government Agency programs. So it used to be that there was a system every year you would begin appropriating for the following Year Congress would begin having hearings on programs, discussing what is working and not working reviewing those programs and then passing detailed laws that go through the government cutting funding for things they dont care about any more, increasing funding for things we care about more. That process is basically dead. For the most part now they just reappear at the end of the year at a mad scramble. The built by half a dozen people silting in a room for three or four days of allnighters and they produce a bill and goes home. So we have lost the ability to manage really carefully manage the way our government operates. And that is the blame of both parties is probably partly the blame of the white house as well as the congress. The fact of the matter is our government runs largely at this moment on band aids, string, and bailing wire. And its not good for any of us. My issue is that if we want to be a nation based upon truth and success, first of all we have to be truthful. Everyone is in it for themselves. People vote on issues that reinforce their personal beliefs. So if you want to make a lot of money, then youre republican because you go for the big machine. If you are a democrat you virtually believe in the people. But the problem is that once they getheheine then they start stealing. So nobody is concerned about the people. The people dont mind if you wear nice suits and play to be astute and go to these universities that teach you how to steal from the people and the loopholes because you are transparent to us. We see right through you. Host abby, can you talk about that frustration and how youve seen it. Guest it was interesting. It wasnt necessarily on the cam pape trail but this week i called one of my democratic sources and said is the there going to be an incumbent that loses that were not expecting . Are we going to be surprised . And my sewers said absolutely source said absolutely. And that incumbents, what is going to shock people who are even in safe districts is they are going to see the lowest vote totals theyve ever seen in their careers. That fewer people are going to vote for incumbents than ever before. And eist just a reflection of the anger of this caller of the voters across the country. That theres just disillusionment. I assume it goes back to the economic crisis to the wars in iraq. But its just a sadness, frustration, anger that the American People feel towards the people they vote for. Host and paul singer, a not 2014 question for you but in the last two minutes, i want to give you a few minutes for jim traffic cant, a former member of congress from 1985 to 20 2002 that you covered closely. The last time you were on the show. And youve written a few stories about the congressional career and your time following jim traffic nt. Guest you know, he was an interesting guy. He was a very blustery former sheriff. Cleaned up the mob out of youngstown. But he also represented an area that and i mean to cast no aspersions on youngstown. He came from an area where a certain amount of petty crime was kind of assumed in politics. And traffic cant ultimately first beat the rap on a charge that he was taking bribes from the mob. And then the Second Time Around was convicted on charges of taking bribes essentially from contractors in his district. And he went to jail. There was a funny thing about him is that there was no doubt he was corrupt. He was taking kickbacks from his staff literally making them pay him back. But he had this extraordinarily kind streak towards the underdog. He would walk into a courthouse and bluster about im going to kick their butts. And then he would turn to the Security Guard how are you going . Everything going all right . Good. And take off his metal things. He would pat the court artist on the back. There was a fundamental gentleness in jim that i thought people missed. And they missed it in part because he was intentionally trying to cover it. He was trying to make it about the bluster not about the fundamental love for the people. At the same time, he was colorful, hetches corrupt and he went to jail and i think he probably deserved it. Its been around for a long time. So if you register to vote or not, if you live in a state that has Party Registration whether you register republican or democrat. What elections you vote in. Really that information is compiled into a profile of whun whats the likely amount of turnout in elections . And then from there you can bill back and develop a vote or really figure out how many votes will it take to win this election and how many people do i have to talk to . Are host when a voter has somebody to knock on the door with an ipad in their hand what is the information that the campaigns are using to knock on your door . Guest really, any publicly available information. Voter registration status. In terms of an offline contact like that where you go into a voters household a lot of times compiled with consumer data and predictive aplitics that has grown in taking that information to predict who your target audience is whether its for persuasion or turnout. And really how do you know the right target. Host how do you predict voter behavior . What are the metrics . Guest well, its a very tough question to answer. There are hundreds of rows of information about every single voter that lots of firms in washington throughout the country use to figure that out. One firm call catalyst will actually gather not just voter data. So theres a registered voters in individual states, but magazine subscriptions, previous voting behavior. All that in one place. Guest its a very difficult job but campaigns have stepped up to the challenge. There are all sorts of tools available in the private space also in the political space allow you to track trends at the very least. And certainly almost every campaign now has someone who is monitoring their twitter feed, monitoring facebook feed every minute. Host and mr. Beach on monitoring not only their own twitter and facebook feed but also potential voters twitter and facebook feeds. Guest social media is really a leading indicator of where the conversation is going. I think a lot of campaigns have been monitoring the aggot level for years now how that conversation is shaping up. Really now theyre also figuring out who is talking about them or the right issues because those are really good voters to reach out to to build your coalition. Host heres a story in todays Washington Post by george will. He writes i assume you dont appreciate a comparison to tamni hall guest no. Every election is determined by a few points. Incredibly close elections all over the country especially this year the reality is being able to taylor your messages to a specific audience takes a lot of work and Technology Helps us do that. I wouldnt say that that process necessarily relates to tamni hall in any real way, i believe, i would say that having the ability of targeting voters that are potentially swing voters or folks actually your group of voters that you want to turn out makes it better for a democracy for people to participate. Again, campaigns all they want people to do is go to the polls and vote for who they believe in host how much of a Campaign Budget is directed specifically for these get out the vote, the last 7b2 hours or some have said it should be 720 hours . Guest i would say that the last three months of a campaign are devoted as george mentioned to either persuasion or geotv. In the last 72 hours i would say at least 30 of that is devoted to geotv. And its not the last 72 hours. Its the last week and sometimes a mix of persuasion and geotv. But right now youre seeing people knocking on doors, making phone calls 679 hundreds of thousands, millions of phone calls. And serving millions of ads. Host who does it better republicans or democrats . Guest i think its a little different for both. I think theres probably parity in the turnout i think that if anything the kind of democrat operation has been modeled off what we did in 2004 and 2006. I think the one advantage you look at turnout like a 38 priority just because of early vote at this point 16 Million People have already cast their ballot nationwide. Really also Voter Registration kind of building the pool of eligible voters and voter identification which is going to people you dont know enough information about to turn out 57ped figure if you can move them into your column or not. That actually could be a oneor twoyear process. Host we would be interestd in hearing our viewer stories about voter Contact People coming by your house with these eye pads and cell phones and what they say to you and your experience. Our phone lines are open. The numbers are on the bottom of your screen. Mr. Walsh, i want to give you a chance to answer that question of which party does it better. Guest i tend to believe the democrats do a much better job. There are a number of reasons. Our technology is centralized. Eres firms out there like ngp van makes sure every campaign will have its voter file in one data base as well as tools enable them to do door knocking to make phone calls to do digital 50d ver tiesing. So having that centralized data base not just of the technology but also the data base itself with all the previous voting behavior allows it to be a lot more efficient 6789 and then with mobile avepes now allows it to beam information directly back to the same data base and have in realtime updates of which way votors is going to go. Host unless you want to jump in. Guest i would say turnout plays a really big role in mid term because we have millions of voters that we have confident, supported. One of our candidates in 2012 that wont cast a ballot this year they create an audience that geotv has an impact on. Host lets talk to some of that audience. Way. You are directing the adat a bloc of voters. It could be republicans or independent that live in a given district. To jims point, you took at television advertising, right now, 80 of the broadcast advertising since labor day has gone into the wrong congr Congressional District because they are not matched up with political districts. So geographically alone, it means that voters who dont even have the legal ability to vote arent seeingmentaling for those cam pangs. Does that mean television. Are going to go the way of the dinosaur . I think adjustable advertising is probably a longterm end point for that but optimized linear buying is the phase we are in next. I thought that the i just thought that the method that president obama used in his voting tactic in terms of getting all of his people together on the computer in a computerized system really worked well for the democrats over the last voting trimester. Host mr. Wolfe, can you talk about history of this effort to Bring Technology to this stage of the Campaign Game . Absolutely. Mike will tell you this as well. The reality is that some of the technologies that allow you to match a voter to an online profile really were so expensive in 2008 and 2012 that local candidates really didnt have the opportunity of being able to use them. Unfortunately, because of firms like my own, we have been is able to monetize that technology for local candidates in a way that allows us to revise that level of granularity to local races to the u. S. Senate campaigns. Does your firm and ds political do this different, or are you both doing the same thing when it comes to these efforts . I agree with jim. Both firms our firm has city council races, county recorder races, elections that continue afford to really, you know, individually buy that technology before aggreg gated as software can utilize it today. Hundreds or thousands of dollars . 500 is the entry point . We are at 500, also am it is sort of amazing to think of this technology from an efficiency standpoint. The reality is local campaigns have so little money to actually reach voters with. Right . They dont get the millions of dollars to be able to run a t. V. Campaign. Sometimes they cant even do a direct mail campaign. Its just so expensive. Being able to reach voters with online media thats so much less expensive is a real boon. Numbers on Campaign Spending on Digital Advertising by cycle, in 2012, 159 million spent on Digital Advertising. This according to a recent article in the la time project they could year, 271 million spent on Digital Advertising and for 2016, the expectation is nearly a billion dollars spint on Digital Advertising. We are talking about that field and get out the vote efforts. I want to hear your stories in our last half hour of this segment. Jill is up next, land on lakes. Good morning, jill. Caller hi. I have a question. Your guest indicated and from phone calls my family has received, that somehow people know who people are voting for. I would like to know how they know people what people people are voting for and arent ballots supposed to be secret . And isnt that illegal . At the end of the day, no one knows who you are going to vote for. The way campaigns typically identify is they will make a phone call to a house. Them knock on a door and ask a volume you know tear to ask tu, you know, who your voter preference is. But then there are also predictive models where if, you know, perhaps you have received a phone call from a campaign asking what your opinion on an issue is, because your opinion on a specific issue, there can be some Predictive Value to that information that allows you to decide which way a person is going to vote. Mr. Beach did you want to jump in . Yeah. Its really likelihood. What campaign feels your likelihood to support the ccand is. Resources are so limited, you want to spend them on who they are persuadable. At the ends of the day, you have no idea. The folavorite distinction o the political hack is between the privacy of your vote and the privacy that you vote. Modern politics is heavily dependent on knowing how often you make it to the polls, driving poll, and i have beens creasingly direct ways to get you to the polls. The difference between that you vote and who you vote for, the distinction there. Sean up next in illinois on our line for republicans. Sean, good morning. Coup caller good morning. Companies like you guys, they seem to know so much about each voter down to very, you know, intricate parts of their lives and so forth. Why cant you guys and firms like you figure out who has already voted so, therefore, that individual does not have to be barraged 24 7 ads whether it be through mail or so forth. If you could do that, you could safe your clients fortunate. Thank you very much. Mr. Walsh, i agree with you. Campaigns should be identified who is voting early. They do have the ability typically, depends upon your state and your locality. But they usually do make those public records available to cross you off of the list so to speak. Unfortunately, if you are experiencing an inundation and being inyou know dated with telephone calls, its probably because whatever campaign is not doing its job as e firnlt as possible. How does ds political do it . We match voter files with browser cook i recognize a and anonymize. We match before the election and takes out the early voters. Is that how you do it at targeted victory . Yeah. We work with a data trust on the republican side and, you know, we pull a data trust . An organization on the republican side that am, you know, basically houses the partys voter information and collecting information by state is one of their key responsibilities. The 16 million who have voted we have in our system and are taking out of the universes. On the line for the democrats. Caller good morning. First i have to say about cspan. Our entire stoof actually worked in Democratic Politics for a combined 40 years. You know, we all used to do door knocks, recruit volunteers for campaigns. And i think it actually takes a sensitivity to Democratic Campaigns and Democratic Candidates and the democratic constituency to be able to serve candidates the proper ways even with new technologies. Whats the ballpark budgeted to do what you guys do each cycle . Well, i mean this is expensive stuff. So being able to have the right partnerships means that, you know, its in the millions. Miles per hour beach as well . Yeah. We were a partisan technology on the right side similar to jims company on the left that only serves candidates on the right. And again, its taking millions of dollars of Technology Development and getting it down to ballots where thousands of cam pages can use it host jason in arlington, virginia, just across the Potomac River from us. I recommend that cspan change one of their phone numbers to libertarian because as long as they keep putting out the republican democrat choice of lesser of two evils thing, the democratic process so to speak is going to be retarded by the ability of the voter not to understand whats going on. My best example of this is in all of the debates pretty much across the entire country, the debate hurdles for whatevertibility candidates have been in a debate, adrian riley, in 2006, to be in the debates, he would have had to pull 7 . This time, its 15. Rob harver in virginia, it was 10 when he ran for governor a year ago. This year, its, uhoh, 15. So whats going on across is both republicans and democrats can agree on one thing, in a prochoice democrat and a freemarket republican, the one thing they always agree on is nobody gets the stage but them and you will have the same interventionist Foreign Policy decriminalization stuff kept off of the discussion. Our opinion at ds political is that its important to have a partisan bent because, you know, again, when we are placing the buy, we need to be able to trust that you are not telling some other candidate running against you or that, you know, exactly where we are doing that media buying because thats a tactical decision we are helping our clients make. To be honest with you, i dont know the answer to that question. Any thoughts . Talking new technology, twitter from michael which of the new media do you see as coming of age Going Forward to the 2016 election . Mobile. Mobile advertising is the order of the day, both in 2014 an especially in 2016. The ability of lets think about it. When you walk into the booth, whats the one thing you are carrying with you . You get past the voting booth. The reality is, its going to be your mobile device the. Even if you are standing in line this am coming tuesday waiting to vote, you are strolling through, you know, facebook or what not, hopefully, a campaign is going to have the ability of serving you an adat that time. I think in 2016, with the explosion of mobile devices, which pretty much everybody has at this point, thats going to be critical to identifying im sorry. Reaching out to voters in a granular way at the last minute and throughout the year during persuasion. Mr. Beach, whats coming down the pike . Yeah. I was wondering what you gentlemen thought about the last minute ads and flyers, and i believe at least in North Carolina and georgia where there has just been some major release where they are talking about trayvon marchton and another ferguson if you dont vote and, then, also in florida, the receipt ors association has put onat adsay we know whether or not you are voted and next time we will tell your neighbors wheth whether you voted. Host mr. Walsh, these efforts to get out the vote . Unfortunately, sometimes, you know, geo t. V. Efforts can equate to Voter Suppression efforts, especially in areas where there is sort of a racial bent to the campaign. Hopefully, most campaigns are spending the majority of their geo t. V. Budgets in a positive way to get their voters out. For instance, the gs political, most are going towards strong democrats we know for a fact that they are patrol going to vote democrat, and we will serve them ads as much as we can. Host mr. Beach, your thoughts on whats sometimes called a vote shaming. Here is that piece from the fix in the Washington Post. They talk about this letter, Democratic Party of new york reading in part, as well be reviewing the New York County official rovoting records after the upcomingly to determine whether you join your neighbors who voted in 2014. If you do not vote this year, we will be interested to hear why not. What do you make of some of those campaigns . The academics, a lot of those are done by university studies. This year,home, they will publish results when they are done. Both sides right now have millions of voters. Again, that vote in 2012 that, you know, we need to get to the polls in 2014. You have wendy davis up in texas. Incredibly important to get out the hispanic voter, especially in places like that. Using offline data like you would for, say, a piece of mail to a specific household, it is possible to use that same data to the identify hispanics online and serve as, you know, where they are probably browsing. So being able to identify that offline makes it much easier to identify on line. Mr. Beach, did you have anything to add . Yeah, probably one of the best digital efforts is the campaign in texas, a huge race on both sides. It really is taking data, you know, to reach voters and, you know, whether its the language that they are, you know, most a customed to using or what the targeting says is an important thing because you have multiple blocks of voters that you cant putting a Winning Coalition together without. When i get robo calls, i get enraged at being invaded and hold it against the candidate and the more emails i get asking for repeat donations, the more determined i am not to do it. Does that go into your al gorithim . There is something known as frequency and the idea of inundating you with political messages unfortunately is something that i nor michael will be able to control. Its going to happen. It gets annoying to receive 100 phone calls in a day or, you know, all of the various campaigns out there. What i would say is that from the point previously, targeting those specific messages to the right voters, i think, will help with this a little bit because that way, you know, we can track how much frequency you have received over time and make sure that you are only receiving the message that is relevant to you. Receiving a phone call about gun rights or marriage rights or environmental rights, these are things if you care about them, receiving a phone call to remind you to vote on tuesday might not be such a bad thing. I think you are starting to see the numbers that we are probably not in parity with the democrats in that area yet, but definitely are gaining ground. I would like to make a comment about the data mine that these two gentlemen use they dig into my background they inaskedveyed my privacy and do this without compensating me. Then they use that data to call me at inconvenient times for me, and i do vote early. So the calls are a waste of my time. I do track who calls me the most, and i vote for the person who calls me the least. So they are defeating what they are trying to set out for this one voter. Host mr. I do Digital Advertising that targets specific groups of voters with messages where they are already browsing. So, for instance, if you were if you were online and you were shopping for something online or you were just reading the news, chances are, if you were a targeted voter of one of our cam pangs, we would be serving you an adwhere you were going to go anyway. So the experience is not quite as intrusive, we hope. And we found that to be true as well. But again, its something that allows you to have that message tailored to the issues you care about host mr. I think really its in both campaigns interest to be as efficient as possible. So by not, you know, we dont want to call people at inconvenient times. We want really every call, every door knock and every adto be as effective as possible the probably the evolution of tactics has not gotten to the point where, you know, we are not missing votes sometimes but we want to be as efficient as possible and every impact have an impact. What is going to try to be done to make sure that doesnt happen such as recently in an election in the philadelphia area, 112 of the democrats voted democrat. I dont know how that could happen. And, also, without a single republican vote. And reports of machines automatically converting republican votes to democratic votes so whats going to be done about that and how can we make sure that all of the votes are honest some . Thank you. Host mr. Walsh, your area of us expertise . I can comment. My experience has been that typically, you know, any laws to supposedly stop voter fraud are often masking preventing people from vote. Thats not to say voter fraud isnt something we should absolutely Pay Attention to but the reality is, i would say that, you know, talk to anyone in florida in 2000 and ask them if they didnt think republicans should be accused of voter fraud as well. Its something that plagues, i think, our entire system, but at the same time, needs to be viewed through a prism of making sure that eligible voters, no matter what, can vote as easy as possible while at the same time, making sure we are looking out for voter fraud. I think like california, where, you know, the ballots of democrat districts is definitely out of whack with the portion of republican voters, fewer districts are really in play. So the turnout is really drich driven up in target districts across the country on both sides. I think it makes it much easier to be able to figure out what message you should be using. I was wanting to comment on the Voter Suppression problem we have down here in North Carolina. They havent implemented all of it. Even the idea of some people thinking there is a process denying them the right to vote makes people not wanting to go to the polls. Most time in a minority community, highimpact community, there are an issue with discrimination and there is very difficult for some people to understand how that process works. But it does exist. It does happen. I worked for the civil rights movement, getting people to vote ever since the early 60s when i was in high school. In North Carolina, the processs has not changed. But of course, we are Getting Better at it. So we are continuing to move forward and become better citizen citizens, better voters. David, you are calling in on your line for republicans. Is there one party you are more concerned about when it comes to this issue . Oh, yes. Definitely the Republican Party because what happened is if we continue to shift votes from the minority communities or the communities of color into other parties, whether it be independent or liberal parties, then thats going to continue to deteriorate that party. And so we want to because my goal has always been and i believe more minorities ought to be in both parties. There needs to be the split so you can understand from which side or the other that people are friendly or what ideals people are looking forward to.
