Were is asking in part because of the comments this past week by speaker of the house john boehner who said he may be dialing back the immigration issue in part because of a mistrust between Congressional Republicans and the white house. [video clip] you know the past 15 months we talked about the need to get Immigration Reform done. This is an important issue in our country and kicked around forever and needs to be dealt with. Having said that, we outlined our principles last week to our members. Principles that our members by and large support. Put together by the Leadership Team and they believe it. But i never under estimated the difficulty in moving forward this year. And the reason i said that we need a step by step commonsense approach to this so we can build trust with the American People, that were doing this the right way. And frankly, one of the biggest obstacles we face is the one of trust. The American People, including many of my members, that the reform were talking about will be implemented as it was intended to be. The president seems to change the Health Care Law on a whim whenever he likes. Now hes running around the country telling everyone hes going to keep acting on his own. He was talking about his phone and his pen and hes feeding more distrust about whether hes committed to the rule of law. Listen, theres widespread doubt whether this administration can be trusted to enforce our laws and its going to be difficult to move any immigration legislation until that changes. Guest thanks for having me. Host as you look at this issue following the comments of Speaker Boehner, how likely is it that the house would act on immigration this year . Guest as he said, the prospects of Immigration Reform getting through congress this year were already very difficult. But i dont think anything he said on thursday declared the end of any chances. Republicans for months have been saying this is one of their main concerns. Republicans in the house. They worry about a repeat of 1996 the last time an immigration bill was passed by congress where they legalized about three million undocumented immigrants and promised Border Security but it didnt happen. Youve heard from the House Republicans the past year is this idea the first thing they need to be assured of is the border will be secured and that interior Immigration Enforcement was going to be enforced. So this is something thats not a new tact by House Republicans. Weve been hearing it for a while. Obviously theres a lot of concern that boehner is just now speaking about this and hes citing this as a reason for him to be concerned. They just had their retreat with the republicans so obviously thats something he heard quite a bit about. Just to give you an indication, the day after boehner made those remarks, the house g. O. P. Whip Kevin Mccarthy from california is saying we have to move forward on immigration. I think youre going to see them continue to work. I think what he was doing is highlighting what is and what has been their main concern. Host let me share what national review, a conservative publication, has been saying about the immigration issue, pointing out a key player is congressman bob goodlatte, republican of virginia, the chair of the house judiciary committee. The house has approved four bills that addressed Border Security, interior enforcement, guest worker visas and highskilled worker visas and pointing out that the media quote, doom and gloom surrounding Immigration Reform has been entirely overblown. Yeah, thats the interesting thing about where we are. Theres a soors of bills, you know, you heard boehner talk about going for a step by step approach towards immigration as opposed. Com mention bill as opposed to the comprehension bill the house passed last summer. They have five bills passed through the committee teed up ready to go to the house floor and whats missing, the elephant in the room here, what theyll do with the 12 million undocumented immigrants in the country. Were expecting a couple bills to be introduced in the next couple months. One that would deal with young, undocumented immigrants, those brought to the country when they were kids, known as dreamers, and then another one possibly to deal with the rest of the population. In the grand scheme of things, theyve already got five bills that sort of make up a lot of the components of Immigration Reform passed through committee, debated, and ready to go to the house floor, so really were just looking for all they need is a couple more bills to get this thing moving. Its not as daunting or overwhelming as a lot of folks think it is it. Host while i have you on the phone, alan gomez, i want to you ask about the tone of the immigration and said its time for us to act on this. He didnt scold House Republicans but said hell give them time to act and many call a piecemeal approach and many republicans said they would not go for. What were seeing out of the president is what we saw out of him a year ago when the senate was going through their process of considering an immigration bill. At the time it was very much hands off. I think he understands if hes out there kind of railing against republicans, if hes kind of trage to use his bully pulpit to get them to get moving, thats going to naturally cause a lot of them to sort of shudder and maybe hold off and that created a bit of space for them last year in the senate to get passed. They passed their bill in june and immediately you heard the president take a more aggressive approach with House Republicans saying ok, the Senate Passed their bill, lets get moving, lets go as time as worn on and hes seen the difficulties of trying to get it through that house chamber, hes up in the last few months, especially the state of the union, he only had one paragraph dedicated to immigration, and a very clear indication hes sort of giving them that space that they need to do their own thing, to work their own plan out. Host finally, alan gomez, for those republicans with an eye on 2016, where are they on this issue, senator rand paul, former governor jeb bush and Chris Christie and others who clearly want to expand the base in order to have a chance to win the white house in 2016 . Guest several of them have been calling on congress for a couple years really to get things moving, jeb bush in particular has been calling on the House Republicans all republicans, excuse me, to sort of, at the very least, soften their tone against undocumented immigrants, against hispanics in the country. Chris christie has sort of adopted a bit of a dream act in new jersey allowing young, undocumented immigrants to attend college and receive some Financial Aid up there. Marco rubio, senator from florida, is one of the sponsors of the Senate Immigration bill. But he but after the Senate Passed their bill, hes kind of backed off from the bill and hes not so enthusiastic about it. We see a bit of a mixed bag. I think some of them, as you mentioned, they look at what happened last election where mitt romney received 27 of the hispanic vote and what they see as so critical a reason to go ahead and move forward with Immigration Reform, not because they think its going to automatically win over all the hispanic vote in the country, but i think senator john mccain of arizona has spoken quite well about the idea that at least getting Immigration Reform done, at least allows them to start having a better conversation with hispanics so they can Start Talking about things like the economy and jobs and Health Care Without having that sort of cloud over their head that theyre doing so poorly with hispanics on the issue of immigration. So yeah, i think this is something a lot of them definitely have their eye on for 2016. Host your piece in fridays usa today you used the word hispanic a poor way to describe rich cultures. Can you explain . Guest were kind of looking at the idea in talking in general terms like this when were trying to, you know, hispanics absolutely do make up a huge chunk of this country now, a very growing population in this country. You know, the point were trying to make there is that its very difficult, i think, sometimes for americans to sort of distinguish between different has panics and i think people tend to lump hispanics into sort of one bag, if you will, and, you know, i cant tell you how many times ive been asked if im from mexico when im of cuban descent, not that im offended or anything like that, its just the idea that there should be a better understanding, i think, of where the difference between a mexican and argentine and brazilian and a venezuelan or cuban. And those sort of distinctions i think help because i think in this country, theres a lot of a lazy approach to it, calling everybody hispanic and throwing these preconceived notions on all these folks when they come from varied places and different cultures and different economies and face different struggles. And if that that seems to be the obstacle, thats the choice that needs to be made. The first problem that i have is that in the 1990s, when america had prosperity, there was a shortage of jobs in health care. There was a shortage of people available to work in construction. Also, silicon valley, we had the tech boom. There was a shortage of high skilled workers. That is no longer the case in this country. Technology jobs have for the most part windle to the point where people are scrambling and fighting for those jobs either way. Throughout the country. In health care we do not have the same doctor shortage that we had before. I do not see where the huge need is for immigrants to still come into the country if there are not enough jobs for americans living here right now. I went there in the company of a friend who knows a lot of young people. Been people who may have there for an elderly family member. I asked the young lady next to me, who is from china, a student at the university, and she is an attorney. That in order to intern she first has to get the promise of the internship, which is a fourmonth internship. In order to fulfill the internship, she has to go to the Social Security office and get a Social Security number, at which point she has not only the Social Security number for this fourmonth job, but she also has the ability, now, to apply for credit cards and a drivers license. I said are you going to be staying in america . She said she was going home. I said do you give back your Social Security number . She said she got to keep it. There are many inside and outside the Republican Party who argue that if nothing is done to address immigration, the Republican Party is just going to ride out the whole hispanic vote and eventually wither. The other side of that argument is just as interesting. Republicans who say that if we pass comprehensive Immigration Reform, we are going to destroy the party, because you are going to have a generation of hispanic voters indebted to democrats. Do they have a point . You can also look at it in another way and say will democrats destroy their affinity or the affinity of hispanic voters for democrats if the democrats are not willing to compromise . Many republicans, i think the majority, are for expanding work them come out of the shadows, normalizing their resistance, making it that they do not have to be feared to be seen in the daylight come over they can get a legitimate job and pay taxes. It stops short of the citizenship russian. Democrats are not willing to compromise, where voters say gosh, what you go halfway to the republicans to get something passed . Not get everything they wanted. Some hispanic voters, i think there is division on this. Most are in favor of trying to normalize the systems for the 11 million here, but i think you would find a significant percentage are not so avid that they would not try to take something that steps in the right direction. The president has run out of excuses on keystone and it is time to make a decision. Lets be honest, this decision should not be a hard one at all. Andscience, the economics, common sense all basically point in one direction. As far as i can tell, ideology is the only thing that could lead to a different decision here. So, is president obama on the side of the middle class . The side of leftwing special interests . He needs to use that pen to show us where he stands. Really, he ought to do it today. , where arekarpinski we on this issue . Step in as is one long process. There is another 90 day review. Review period. That is a step in the process. Lets be clear. The science is not about the issue of Climate Change. The president himself has made a lot of positive steps on Climate Change and we look forward to more of that this year. The issue is simply whether the pipeline will get built or whether that pipeline does or does not get built, clearly not as much pollution will come up. The community has consistently said that Climate Change is a problem and that the pipeline would be a major impact. The dirtiest oil on the planet comes from those parts fans. We need to leave a significant amount of fossil fuel reserves in the ground if we have any chance of solving the crisis. We need to step need to take steps forward, not backward. Been a much greater exposure to natural gas of late. We have had tougher standards on air and water in some places and we have a right to know where those chemicals are being injected into the ground as we move forward. As you know better than me, there are pipelines all over this country moving all kinds of resources around. That is going to continue to happen. It is all risk, no reward. It is not going to create more than 50 or so permanent jobs. That particular pipeline makes no sense. Of course, many pipelines have been built, many more will be built. Clear that Getting Solutions through this congress on Climate Change and many other issues is very, very difficult. The interior department, the levels of of energy, government that they gave to the personn is the perfect to be in the white house at this point who understands how to use the executive branch to do the job they are supposed to do and make progress on the jobs he cares about. Hasnows the issue well, he studied it as a great addition to the white house. In the letter he said that the president has been leading the transition to the low carbon Energy Sources and understands the need to create a balanced approach for all forms of development. Some of the biggest measures we took were in late 2008 and in march of 2009, when we put in a very big program. That program, the beginning of it, was very broadly supported. That intervention would provide very much needed Monetary Policy support and it would add to the liquidity of markets in general, still under great stress at the time. The beginning of it was a broadly supported idea. That, it gave us the opportunity to give us a chance to see what the effects were into analysis and so on. The staff analysis and a pretty large literature that is out there, in johns bibliography, there was some of that in there, it has suggested while there are differences in views about how effective qe is, the great majority of studies have found there is at least somewhat effective, and that given we of whatthe limits conventional Monetary Policy could do, we felt we needed to take additional steps here for the most part, it has been supportive. Who have votedks against it or been critical of in some cases, argued that in some cases it was not needed or Something Like that. Ofo not think a large number people on the committee feel it is inherently not effective. The discussion with ben bernanke last month. As you hear from a former fed chairman, what can we expect with regard to quantitative easing this week with regard to janet yellen . Is she a confirmed supporter of qe3 and what is the next that gecko step . The chairman started reducing the program by 10 billion a month. They are now at 65 billion per termh of purchases of long treasures and securities. Janet yellen has pushed hardest on the Community Committee with these extraordinary measures, to have the fed do something more to help bring down unemployment and get the economy going again. You will hear her defend that. At the same time, explain why the fed feels the economy is doing well enough right now to slowly reduce that program. Qwest we talked about this before. In laymans terms, what is quantitative easing and how does it work . The fed quantitive easing, the fed uses its ability to print money, to buy longterm Treasury Bonds and mortgagebacked security. The thinking is by doing this, they are pushing down longterm Interest Rates and that they infer spending and hiring and hope that will boost the economy. They are doing this because 2008, shortterm Interest Rates, the conventional pool they used, influenced the economy, it has been at zero. They cannot cut Interest Rates below zero. This is less effective than their normal toll, but the supporters of it feel at least doing something more to spur economic growth. Cut some Interest Rate and this editorial from the Weekend Edition of the wall street journal, you read the news articles, but it is called jobs in the fed. It is called the evidence rule after charles evans, saying essentially the central bank in 2012 indicating it would be its guide when it would consider raising Interest Rates. Even with mediocre job growth guest this is a huge issue for the fed. Deathly something we can expect janet yellen to be asked about during her experience on the hill. That 6. 5 unemployment threshold, the fed did not expect the Unemployment Rate to come down as fast as it has. One of the reasons it has is because millions of people have left the workforce. There is a big question as to what that exactly means. Are those people coming back gecko back . There are implications about where we are in january with 6. 6 , how accurate of a gauge ,he Economy Health is at really. What the fed has the doing lately, under chairman bernanke, and we expect janet yellen to do the same, they have been backing away from that number. They have added language in their policy statement that says they expect to keep rates very low, well past the point they hit the 6. 5 Unemployment Rate. It is a problem. There has been a debate within the Community Committee. Do they lower that to six percent or 5. 5 . Now there is a qualitative approach. Hit will explain once they 6. 5 , they will look at a broader range of economic and labor market indicators and that they really do not expect the second they hit that target to raise Interest Rates. She said in a speech last spring on longterm unemployment that these are not just statistics to term unemployment is devastating to families and individuals. He states how it has been a failure and how it has helped wall street and not main street. I would like to read two sentient death sentences from the article. It says the central bank continues to spin q e as a tool for helping main street. I have come to recognize the program for what it really is the greatest wall street bailout of all time. That, the fact that the average Family Income has gone down 4000 a year, from 56 the from 56,000 to 51,000, and yet inflation continues to go up, that is because of the 5 trillion the fed has been pumping into the system and going into wall street. The callercriticisms mentioned are widespread of qe. There are members of the Federal Reserve policymaking committee who do not believe it has been effective. Amongis great concern supporters about what the risk of these programs are. It is not something the Federal Reserve has done before in history. In placementint, is not going up your that is one of the point supporters point to that so far, they say the economy is so weak the program a massive spike in inflation. So far, it has not. Reserve officials have been concerned about how low inflation has been. Target of two percent. Lation has consistency consistently come below that. Something theyre concerned about. The fed were silent on these issues, when asked about their january policy statement, because they mandated the domestic one and they are not seeing any issues that would really hurt the u. S. They do not really watch it, but they do not tend to respond to shortterm fluctuations. They need to see a Bigger Picture and more data that there is a more persistent problem going on than fox relations in the stock market. To the gas station and get gas in your car, you try to rent an apartment, or try to buy a house, the house it is incredible. Over 400,000 for a single home in the washington dc area. How could anybody afford Something Like that . It is destroying the country. Inflation is being ignored by all the economists. Measures of inflation are not perfect. The numbers are by no means the our thing they look at on national figures. It is true in certain pockets of the country, including here, that housing prices have gone up an incredible amount. It is not true across the country. Where theplaces housing recovery has not been very strong including in areas where there were lot there was a lot of overbuilding, or detroit, where the economy is not that strong. Folks are not having that does. Having those same issues folks are not having those same issues. Increasingly wall street and whether it fares well is divorced from the wellbeing of u. S. Main street guest that is a widespread sentiment. It is true and you see that in unemployment numbers we have had an incredible run on the stock market and yet there are millions of people who have been unemployed for a long time and millions of others have dropped out of the labor force. People think it is because they are just discouraged. These are the questions officials are struggling with, trying to see, how healed are we . It does not always look that great from main street. There is a lot of conflicting data and mistry they are trying to puzzle through. Ron says i am not sure i understand the point. Federal reserve officials feel confident in when they started to pull back that they are seeing sustaining growth, that it was time to do that. We are in a waitandsee. The job creation primarily came into construction with 48,000 new jobs, also job creation in professional business services, 38,000 jobs. We sure and hospitality, 24 thousand new jobs. 21,000 in manufacturing and 7000 in mining. And yet, the big question in all of this, how many are underworked or no longer getting benefits and the system . A broader measure the Labor Department, the broadest measure , the 12. 7 , including people working parttime who would want to be working fulltime, and also discourage workers who have not looked for a job recently but they would like one.
