One that could one thing that could spell the success or failure is if young people sign up. Do you see young people embracing this program, today care about health care . Massachusetts is any barometer, i think young people will sign up. There are enough people that and rolled in those market places to ensure that the death spiral did not occur. There were not enough people to keep her to keep premium rates low. We want Health Insurance. Early five percent of millennials, born after the year 1980, state they do not want Health Insurance. This argument that young people for some reason perceive themselves to be infallible to illness or to accident is simply disingenuous. Host that five percent number, where is that from . It also gets to the issue of these huge bureaucracies you need in order to win the contracts to design websites. That is an issue that my generation views as unacceptable. That said, i also think we are a pragmatic group. Understand that from time to time websites are going to have glitches. Last week facebook had delays. Twitter is constantly overcapacity. That sort of issue we find on the internet is common. Deadline for enrollment is extended to compensate for the fact that there have been delays on the website, that is an acceptable solution for most people. Ad was highlighted in the Los Angeles Times what do you make of these kinds of ads . There is tongueincheek humor associated with them. About be helpful, talking insurance in a way that is more pop culturally relevant. Help in thisys sense of a Public Policy kind of you. Kind of view. People are looking at Health Insurance as a personal matter. It is why it is important to make things more personalized when we talk about insurance and offered to show the tangible threat of getting sick or getting pregnant or developing adding an an accident, which requires you to spend money out ofpocket if you do not have insurance. Opting out is fun to say but what are they proposing . People get insurance that does not have a competent package of Preventative Care associated with it the moment means you will end up paying for regular checkups out of your pocket, or if you get sick you will end up paying for drugs out of your pocket anyway . Is not financially more prudent on the individual level. I know that group is concerned about deficit reduction. If currently 18 of our gdp is spent on health care, that is insane compared to every other country that works competitively. European countries have nine or 10 of their gdp at healthcare cost. Accountable Care Organizations incentivize doctors to be financially rewarded on the basis of giving their patients less care and more preventative measures. Also more preventative measures. Currently, we have what is e for Service Medical system in which if you are a doctor, you are paid money based on every procedure you offer to your patients. Perversely incentivizes doctors to give people more care. The aca is moving that in a different direction. It is incentivizing people to be healthier, be less dependent on medical, which reduces the deficit and has less taxes on young people longterm. I welcome the opportunity to discuss that, but in terms of our longterm budget priority, we have to reduce health care in anrica, and the aca is important step in a direction. Caller i am from massachusetts where we started doing this a few years ago, this experiment of forcing citizens to buy a product from a private corporation. You know, i am not too happy with it. I see the penalty phase is about 1200 if you dont pay for it in massachusetts. He will be you will be assessed by the Massachusetts Department of revenue. It is kind of expensive. Beyond that, i see the benefits to the state budget, which is about 34 billion. Fully 70 billion of that is fully 17 billion of that is for paying for other peoples Health Insurance. It has fully grown from about 9 billion to about 17 billion. On the budget. How was i going to work nationwide . How is that going to work nationwide . Notion of the the Affordable Care act working nationwide is that if more system,pt into the there will be competitive bids for ebusiness on part of Health Care Company steered this was originally conceived of by conservatives. It was romneycare. The speared of having Health Insurers compete for consumers, and when they are competing for a larger pool, they will lower prices. That is how supply and demand works. That is what is article the more people opt in in the speared of cooperation so that the lock and work and aiken movies prices for everyone. I am on the border of this group. I am 30. But i am also a college professor, and i spent a lot of time dealing with Public Opinion and the political ideals of the younger generation. Personally learned the lessons of not having insurance as a young woman. Accidentsck climbing that interested not cover, and i issue, so an appendix i was fortunate to learn those lessons young. The effects of not having insurance and the value of having insurance. I see this general point of view coming from my students more and more as time goes on. One because they are concerned that they want get consistent jobs when they get out of college. They are stuck with debt, and theyre looking at the world from a more freelance point of view. So this idea that they will not have insurance from employers is something that i think is a constant concern with young people. Along with the general concern housing, employment here to secondarily, the second issue i see them being concerned about is this idea of longterm health. Ost and care they see elderly people not being able to afford their health care, they see their parents anchoring more Serious Health issues as they get older. They want to try to avoid falling into that sort of position in their life. They are looking for solutions for a largescale governmental change that will allow them to live in a society that is not burdened by these types of debt. I think theyre looking for very comprehensive conversations on the issue. I see students being very disgruntled with soundbite politics and with smallscale discussions that dont include comprehensive issues. That is just my comment. He longterm Health Care Costs you mentioned, i got to that i did earlier with the accountable feee organizations and the for service of a system which i think creates a wrong kind of a service, but you also have to deal with endoflife care, and there is a lot of data that shows there are incredibly high bills associated with the last few weeks of peoples lives. By designing living wills and encouraging mandatory living wills, that people have to preemptively deal with those issues, that will help lower cost. I also think looking at the cost of drugs, medical devices itself is critical. Yet again, if you look at the cost of certain medical procedures and devices in europe and australia, they are significantly cheaper because theres a more central thetiating force against companies to help drive down costs. I think the more we can create negotiating clout on behalf of a Larger Consumer base to lower cost. Study came out that 15 of youth out of school and work. Therefore you do not have as much debt. You will have some debt from room and board costs, but that is a lot more tenable for people. With regards to health care, i think the real problem is the fact that it is unaffordable for people. Most people want Health Insurance. How are we going to make that accessible to people . By encouraging people to opt into a pool. You are lowering prices for everyone, you are giving people preventative measures, and you are dealing with a Public Policy that is literally bankrupting americans. I dont think we can be so absolute as to think that any policy that encourages people to enroll is a direct assault on ones liberty. I think part of the reason we have opted into a society and social contract in the first place is to give up some sense of liberty for our collective general where fair. Welfare. And millennials should be in control of that. Your job does not depend on your insurance. Thirdly, you have got Childhood Obesity and earlyonset diabetes. Those are precondition those are preexisting conditions and young babel had to deal with that going forward. I think you should add that to your talking points to young people. I am not here to disseminate talking points, you but your point on preexisting conditions is spot on. There are a lot of young people today with asthma, which is a preexisting condition. The Preventive Care that is part of the Affordable Care act will make people less dependent on going to the doctor, and therefore will save money in their pockets, which they can put into the economy to grow the economy and create jobs in other places. Morgan chase co to reach a settlement with the Justice Department and other federal federal regulars over the scale that has turned out to be low quality Mortgage Securities in the lead up to the 2008 financial crisis. To explain the evolving deals that have been happening this week, we are joined by Dan Fitzpatrick who has been all over this story for the wall street journal. Dance instructor, thank you for coming on. Fitzpatrick, to it for coming on. J. P. Morgan settles with fannie , and we see a 5. 1 billion deal and there. Explain this. Designedis was always to be part of the 13 billion deal. The fannie and freddie deal was negotiated separately from this larger deal we have been writing about with the Justice Department feared fannie and freddie basically decided to do their own thing, put out their , jvm did the same last night, and the hope still is a they can wrap this into a larger deal, they are actually still negotiating, and that is not done. In fact, there are still some snags around that that we wrote about this morning. Host the larger deal is with the Justice Department itself. How many different charges would be wrapped up in the settlement, whether it is 13 billion or 13 billion minus the 5 billion to date . Some of that will we do not know the extent of yet. We know theres at least two, maybe three Justice Department we will call them cases because they have not yet reached the stage of the lawsuit. We do not there is also a lawsuit ryans Jpmorgan Chase by the new York State Attorney general, eric schneiderman. There was also a lawsuit brought by the credit union regulator. Creditor of the nations. And then of course there is this fannie and freddie deal that we wrote about today. Basically, what is underlying all of this is that Jpmorgan Chase is trying to get as many of these cases out from under it as possible. Settle all of them at the same time if they can, and really gets clearance on any sort of future lawsuits in this area, in the area of the securitization of mortgages, which is what a lot of banks did. A lot of these mortgages were to fannie then sold mae and freddie mac. They were among the biggest buyers of these mortgages leading up to the crisis, which is why the number that we sell this morning was so big. The 5. 1 billion. Host if you are the Justice Department or some of these other entities that have these cases that we have been talking about, why settle rather than move forward . Well, it is a very good question. I think one important distinction we need to make here is in the case of the Justice Department about what they have refused to do any negotiations with Jpmorgan Chase is to take a criminal investigation often table. Jpm has tried very hard over the last three months to basically get the Justice Department to say we will drop it in exchange for again this big number. I think this is a linewe this is a new that we are seeing the Justice Department take. We think they will do the same thing with other banks, saying you can write us a big check, but we are not going to drop these criminal investigations against uv could we might drop the civil investigations, which is what against you. Drop the civil investigations, which is what we are seeing here, but not the criminal peer frank lee, a a lot of things are concerned about it. But not the criminal one. A lot of banks are concerned about. Here is a an article the tiger paper roars host this task force that is restaurants that is referenced here, is lena. Guest explained that. Guest it was to reflect the selling going up to the crisis. It was in part to address criticisms that the government had not really held these banks accountable for any sort of misconduct to the crisis. There are a number of members on the task force, eric schneiderman, the new York State Attorney general is one of them. I think what that task force has done lets take the case of se issued a bunch of subpoenas, farmed out different aspects of the alleged misconduct to different u. S. Attorneys offices around the country. For example, the u. S. Attorney in sacramento, ben white, he was the one assigned to look at just jpmorgans issuances as opposed to bear stearns or Washington Mutual, the two banks that Jpmorgan Chase purchased during the 2008 financial crisis. Then wied was able to find ben white was able to find one female employee, a whistleblower of sorts, not cooperating with that investigation. That is a criminal investigation as well as a civil investigation out of that office in sacramento. Employee has pointed the u. S. Attorney to emails that seems to indicate or at least she fills seemed to indicate that she warned jpmorgan that higherups that jpmorgan that the press were not forthright, honest about the quality of these mortgages that were being sold to investors, the investigation. That one employee really helped , and itors elder case has given prosecutors deleverage any issue with Jpmorgan Chase to say we are not going to act down criminal. We can settle settle, but we will continue with this criminal case. We can settle the civil, but we will not consider but we will continue to promote oks. We will continue this criminal case. There is an Organization Called acorn they put a lot of pressure that put a lot of pressure on commerce would put a lot of pressure on the banks. Say is that i know there is sort of a big debate about but i think is still ongoing, right, about why the banks did what they did leading up to the crisis. In terms of the banking of all , providingrime loans loans to borrowers who did not have jobs or income. Know, there are obviously two sides to that argument. I think perhaps pointing to one side that might argue that banks to open up their pool of loans to as many borrowers as possible, borrowers who perhaps were lower on the income scale, and that sort of encourage them from washington and that sort of encouragement from washington is what drove them to make so many bad loans moving up to the crisis. A little bit talk about the role of the u. S. Government going back to when jpmorgan acquired Washington Mutual and bear stearns . Yeah, again, this is another debate that is still playing out. In a 2008, jpmorgan purchased first bear stearns in early 2008, really before the crisis. 2008, when the crisis was really at a full boil, it purchased Washington Mutual, which was a seattle based thrift that failed. Regulars took it over, and then after a bidding process, Jpmorgan Chase was the winning bidder. Reallywo transactions vaulted Jpmorgan Chase to the top of the banking world. Parts oft a presence the country had not been in before. Street, it really turns Jpmorgan Chase into the top player or one of the two or three top players on wall street. Jpmorgan chase benefited from these transactions greatly. At the time, they were to dod to do old both transactions. Jpmorgan was viewed as a healthier bank, a strong bank, as a rescuer. At the time, regulators were looking for strong banks to take over weak banks. As a result because this was happening so fast, jpmorgan did not do a ton of Due Diligence in either of these transactions. There were these hastily produced agreements, especially in the case of Washington Mutual. Here ine years later, this a doj settlement that we were talking about, jpm is in essence paying for some of the mistakes made by bear stearns and Washington Mutual before it even purchased these companies. Jpmorgan has argued to justice that you should not it is unfair to hold us accountable for the mistakes of these companies that we acquired. I think there is a view in that when jpmorgan inherited these companies, it also inherited their problems. We are now going to hold you accountable for that. One thing we wrote about this morning, one sort of interesting element in these talks, and we will see how this plays out over the next week, but there is a dispute between Jpmorgan Chase and the fdic, which ensures insures all of the nations banks, all of the depositors of the nations banks, i should say. There is a dispute over who should pay for the mistakes of Washington Mutual. Jpmorgan wants to put all the Washington Mutual liabilities in essence on fdic or on the receivership that is left over from the Washington Mutual failure. Fdic is saying it is all on Jpmorgan Chase. It is going to be up to the Justice Department to really make a decision about who is right. The settlement we have written about, 30 billion, hangs in the balance. Host or team billion dollars, hangs in the balance. Host what do we know about when that can be finalized . Guest there is a possibility over the next week again be finalized. Of course without that last week. On october 18. That is when a tentative agreement was settled during a phone conversation between attorney general eric holder and ceo of Jpmorgan Chase. They reach a tentative deal pier we thought they were be a deal last week, but there is the snack that i am referencing around the Washington Mutual liabilities that is really sort of how that. Were just going to have to see over the next week how that plays out, and that is why we saw last night fannie and freddie go ahead with their own deal. I think they just wanted to get that out there, not wait for this larger deal to come together because there is still some uncertainty around it. In the olden days before they were legal changes, banks were required to retain an interest in loans they made, and that was kind of a way that banks could be required to really have good practices because if they did not, they would lose money. Recently, the banks and others are allowed to secure their interests in these loans, misrepresent their quality, and then sell it off entirely. This is why i think so much of the bad stuff happened. ,y question is when was it and how much was jpmorgan and jamie dimon involved in changing the regulations so that they could not have any continuing interest in these loans . And securitize the whole thing and sell them off. Host Dan Fitzpatrick. Guest frankly i am not sure i know the answer to that. I will say that Jpmorgan Chase before the financial crisis more anistorically was Investment Bank then it was a commercial bank with branches and deposits. 2004 with theil merger of bank one and chase that it took on more of a retail presence. Jamie dimon did not become part of the company until 2004, 2000 five as part of that merger. He was the ceo of bank one. I am not sure i can draw a line the question that you are asking. I think it is sort of outside of his scope. Kiki on twitter points out that jpmorgan has set aside a reported 28 billion in reserves for these legal actions. She said because they knew mortgages would have further legal action. What further legal action are we looking at besides this 13 billion . What is the rest of that set aside for . St again, they do have 23 billion in legal reserves to cover any future settlements, legal costs, etc. So they are hoping that settlement with doj will clear up a lot of the mortgage stuff, although as we talked about, it is not settled the criminal case. And Jpmorgan Chase still faces scrutiny from regulators on a number of fronts. The regulators are looking into and daughterssons of chinese officials and whether or not there is a connection between that hiring and certain deals it was able to win in china. That is just one example. Another example is there is a criminal investigation into how or whether or not the bank provided adequate warnings around the fraud of bernard made off. For about two decades, Jpmorgan Chase was Bernie Madoffs primary day. Prosecutors are looking into whether or not the bank had any sort of inkling of what was going on, and if it did, didnt try to provide some kind of warning to regulators about that. Those are just two examples. I mentioned the mortgage rea lm. Even with the settlement, it is not a lemonade all of their problems there. There are still a number of lawsuits. There is one very prominent lawsuit where Deutsche Bank National Trust company is seeking damages as much as 10 billion from Jpmorgan Chase again over mistakes made by will Washington Mutual. Made by Washington Mutual. This goes back to the debate over who should pay for Washington Mutual the fdic or Jpmorgan Chase. There is a potential huge payment they may have to make. And then there are all these private investors. Forget for a moment about freddie mae and freddie mac. The governmentsponsored entities. There are all these private investors who purchase the same mortgagebacked securities that went bad. They are also now seeking huge payouts from Jpmorgan Chase. There is one group in particular, we wrote about this and this past week, that is seeking around 6 billion from again over these securities a bought that went bad and that they failed Jpmorgan Chase misrepresented in the selling of these securities. It is really a laundry list of stuff that theyre going to have to deal with. That is why the legal reserve pot is so large. Fitzpatrick. What about the individual homeowners that were pressured into buying these mortgages and then ended up the values after they take doubts, and now you have people short selling houses. I mean, you get the big payouts, all of the big payouts are going to the freddie macs and all over the place, but when is it going to trickle down to the individual, small people that got hurt . That asell, i will say part of this 13 billion settlement that we keep talking about, i should say there is a portion of that which we think is around 4 billion that is actually supposed to go to homeowners. Homeowners who are in situations than theye more owe more on the mortgages than the homes are actually worth, that they are underwater, the term that is used. Billion that the 4 will go to these homeowners in ,he form of rentable reductions reductions on the principle of their loan. The discussion between eric holder and jamie dimon that i referenced earlier, they talked specifically about targeting cities, big metro areas that were particularly hard hit by the housing crisis. Cameit was one city they up in their conversation. Jpmorgan has a pretty big presence there, and jamie dimon knows that area somewhat. As an example, a discussion around perhaps sending some of this relief to homeowners in a detroit in the form of principal reduction. There have been other attempts like this, these large settlements. There have been so many that it is hard to keep track, but there have been two or three in the last i would say two or three years that it had a component that sounds very similar to what i just described. Principal reduction, Loan Modifications for homeowners. Been mixedere have results and how effective those programs have been, and how much actual relief the homeowners actually see, i think the trick obviously here is in the execution, and there have been some stumbles on the part of not only the banks but the surenment, too, in making that that money gets to homeowners and that it is effective relief. That there is Effective Communication between the homeowners and the banks. It brings up the question of statute of limitations on some of these. Can you address that . Guest yeah, well, there is a case we have not talked about, another case this week with another bank, bank of america. A jury found that bank of employees well as one were both liable for fraud. Of thesethe selling mortgages to fannie mae and freddie mac. What is interesting about that in terms of the statute of limitations is that prosecutors have dusted off an old law left crisis, saving l and loans crisis from the 1980 for ths. They have up to 10 years to pursue these fraud charges. I think you will see prosecutors use that more often, especially now that they are successful in this case with the bank of america. That was a sort of surprise to many this week. Host because the previous statute went back to about five years, right . Guest exactly. We were same sort of an extension here from five to 10, meaning a lot of this activity occurred around 2005, 2006, 2007. Prosecutors have maybe up until 2017 to bring these cases. Dealing with this issue in the 13 billion is a drop in the bucket when you list all the securities that were bundled up. Talking about bernie made off, with their dealings with him on cspans own website, there was a hearing exposing him. A lot of their. A lot there. Can you address the tax write offs . We think a portion of this will be taxdeductible. What is in question is how much. It is at the discretion of the government to allow jpmorgan to take as much or as little of this as it can in terms of tax deductibility. One thing i do know about how bet works is that there will a penalty portion of this. Ettlement, about 2 billion there is no taxdeductible t around that. Ability around that. There are lawsuits or probes, like what we saw last night with the fannie and freddie may settlement. This jpmorgan have to admit wrongdoing in some of these settlements . Guest that is been a sticking point. It did not admit to any wrongdoing in the settlement last night. With the dojis settlement, what will they admit to . That is part of what is still being negotiated. Is being pushed to admit that they did not follow their own Due Diligence standards, which jpm has been resisting. As i recall, Goldman Sachs was involved in a lot of this funneling or whatever you want to call these processes. Why are they not being signed in . There really has not been as much scrutiny on that firm since. Now is now sort of the bank on the hot seat. Is entering a new phase where its trying to take a harder line against these firms, and not just except the boilerplate, we neither admit nor deny these charges, which i believe that was sort of the s. E. C. Casef the against goldman. Line inseeing a harder reaction to criticism, and also trying to hold these institutions accountable for what they view as wrongdoing. Jpmorgan lost more than 6 billion on a series of trades on a small london outpost of the bank. A group of traders made a bunch of bets that went bad. There were a number of investigations, hearings. Jamie dimon had to appear before a senate committee, the house as well. There was a lot of speculation jamiess might lead to departure. Speculationme more around this settlement, and all of the legal problems. Jamie has been resilient through all of this. One thing we have written about and others have written about is that jamie and his board seem aligned around this view, especially now that they are being unfairly punished for some that theacquisitions bank made during the financial crisis at the urging of regulators. That argument is right or not right, but the point being that he and his board do seem to be aligned in that view. Explain why helps he is still there, why he is still chairman, why he is still ceo. Appears that he has the support of his board, and for jamie, that is the most important thing. They did the origination, we mathematician. Whales, who have created these fake securities that are fraudulent when delivered to the public. Worldwide money laundering. Why in the world of these organizations even allowed to continue to operate . Supervisory suggestions would suggest that the higher it goes, the more they are fined. As far as the question about why havent individuals been held accountable, thats also very interesting. It has been difficult for tent,utors to show in which is an important element of any criminal case. A show that it was not just bad business decision or bad business strategy, that there was in tent intent to commit fraud. That is a really high bar. Washington journal continues. The College Board on wednesday released its annual report on trends and College Pricing and student aid. Joining us to discuss these reports is the editor of inside lederman. , doug this is a bit of bad news for families. Guest the College Board is the primary source of data on how much colleges are costing, how much students are spending. Probably the positive news is that the rate of tuition increases are slowing. The prices that people see in headlines and on applications 3 and 4 ,to between public fouryear colleges, it was about a 2. 9 increase, the lowest in 30 years. That is the good news. The other types of colleges were 4 . or 4 showing the average prices of tuition and fees for public, instate. A growing faster than it is still growing faster than inflation. That is the most positive news in here. Flipside of the monitor moderating or moderating influence there is what students actually pay, the net price, net tuition actually rose more than that. A rose for the first time in quite a while. That is because the amount of Financial Aid that the federal government thats how you come up with a net price. Support. Act out the the grant aid from the federal government, which had been sharply increasing in the late 2000s, started dropping in the last couple of years. ,hen you combine those factors what the average student paid at a public fouryear increased by 2 . What a student paid at a four your private institution rose by 4 . The Sticker Price is what gets the headlines. The net price is what is most important. This is the smallest one year increase in 30 years on the public fouryear school. What is that small increase being attributed to . Guest theres a lot of factors in how colleges said their tuition prices. The biggest factor for public is state institutions support. States our system works, provide support to institutions. Inhave seen sharp decreases state support, a steady decline in state support over the years. There was a big dip in the late 2000s in the wake of the recession. Supported public fall, where do they look for revenue . Usually to the students. The states have slowly started to come out of the economic downturn in the last few years, and start to put more money into Institutional Support and Financial Aid. A factors have allowed we saw a bunch of states freeze tuition. 12 of students this year saw no increase in their tuition because states were freezing tuition. Those things tend to edge up. They rose in a couple percent range too. For a lot of students, the amount they pay we tend to have a skewed perspective. More students are not residential than residential these days. For those who pay room and board, that is a hefty price. , which is whatl some of these College Dorms look like. Room and board, transportation the College Boards new number estimates the cost of a public fouryear in aboutoncampus school is 22,800 with all those things for one year. Out, onfouryear come campus, 36,186. The total is 22, like you said. That puts all that other stuff at 13, more than half. Your we are taking comments and questions. Six months after the program lost its funding, and to stay in college, i took many jobs offered on campus. Also, reading bulletin boards, i found many grant sources. Host the topline numbers on grants this year is that during 238. 5d 2013, about billion in Financial Aid was distributed to undergraduate and graduate students. Those come in the form of grants, loans, federal tax credits and deductions. We are seeing it dip down from the Previous Year on total federal grants and total federal loans. Fromow you those numbers 2012, 2013. Was 47 billion for federal grants, down from 52 in 2010, 2011. On the long side, 101 billion in 2012, 2013 on loans, down from 100 12 billion available in federal loans from back in 2010, 2011. Why . Guest there was a big expansion. You have to look at those numbers over time. It happened a little bit at the administration, a sharp increase in pell grant money. The pell grant is the primary source of grant money for low income students. That is the original purpose of federal Financial Aid, to allow people to go to college who would not have that opportunity otherwise. Pell grants went from 14. 8 in 2010to 37 billion or 2011, and it jumped back down in 2012, 2013 to about 32 billion. It was getting too expensive. When you see a federal program grow almost three times over seven or eight years, there was some concern in congress and elsewhere that it was growing too fast. Part of the reason it grew was that in those years, there was increase in aid awarded, but a change in criteria. These are not rich people, but people earning even into the low 50,000s a year. Higher education is countercyclical. People go to college when Work Opportunities are not great. We saw in the last couple of years was somewhat better great,ent landscape, not but better. People who had been going to college and getting pell grants went back to work. There was somewhat less demand. Reductions, have state or private group stepped in to help with demand . We have seen improvement in the state economy. There is been a ratcheting back up of state grant support. We had seen institutions making up the difference. The squeeze on colleges is that for them to find enough support to provide enough grant aid to students is getting harder and harder for them. We are seeing downward pressure on tuition. Ability to pay is being stretched past the limits. Shauna is on our line for independents, calling from maine. I was dealing with a banking issue with my mortgage. m a single mother and veteran i was going to school parttime and taking Student Loans out, and getting pell grants. It seems like the issues have been resolved with the Banking Institution on the mortgage part of it, but this past summer my Student Loans doubled. Financials though the institutions that are related to my mortgage lenders gathered my Student Loans up. With all the disarray going on , is itington right now going to be a double whammy . My Student Loans a bold doubled. I had to stop going to school so i could keep my home for my daughter. Im a disabled veteran. I still have my house. Product. Ll my now that my Student Loans have doubled in interest, and i cant afford to go back to school is a long topic. Its a long topic. Student loan Interest Rates have muchcomplicated and a fought political issue as of late. They were set to double last year. That was put off. But i would argue we should do is, lets step back. There is a real broad set of questions being asked right now about whether we have got the best way to finance the Higher Education system and people possibility to pay. Peoples possibility to pay. Families are being stretched beyond their breaking point, and inre seeing government reign what theyre willing to spend on Higher Education. That is why you have got president obama asking hard questions about whether we have the right set of financing for Higher Education. Host this report from the College Board also has information about student debt and how large it is. Student debt has doubled since 2005. The average debt owed by a student is 26,500. One interesting chart from that is the total amount of , 962nding education debt billion right now. 40 of folks who own some of that debt owed less than 10,000. 30 oh 10,000. Guest student debt is one of the issues that has driven home this overall financing problem. That is ofs those who borrow. 60 of students borrow for their Higher Education. Those figures have risen quite a bit. The total debt level has that figure, therellar is data showing it has hit 1 trillion already. That figure has really captured the public imagination. It has surpassed credit card debt. That is one of the things creating real public pressure on Higher Education to get this figured out. The debt levels are increasing. The 200,000 figures you cite are rare, but they are astounding, and they tend to be people who have gone to gradual School Graduate school, medical school, law school. Were going to see the biggest debt issues raised in some of the graduate degree areas where can wee people saying, really afford to be having people humming out of graduate school with 200,000 in debt coming out of graduate school with 200,000 in debt . Atre are people who look this and say, what the data shows is the federal government has fueled the ability of institutions to continue to raise tuition, and that now that the federal government has pulled back, the schools cannot find ways to do it. It is hard to argue with the we justo say, dont have to start bringing down the cost of education, period . It is easier said than done in some places. A lot of the things you might use to bring down the cost of education such as technology dont necessarily bring down the cost. Down the cost, you also bring down the quality. That is where the hardest discussions will be over the next three to five years, how can we bring down the cost of providing the education without hurting quality . Part of that property tax went to the schools, including western and michigan and all the state schools. We are paying from property, we are paying from taxes. Loans. Paying from the and the books. I can barely come home with a book, used, for 200. A height of how they can sell used books, and get that down a little bit . When you look at why College Costs what it costs, a is on the expenditure people. Faculty, staff. Would you go back to the figures you cited about what makes up , iftotal cost of education youre talking about room and board, the climbing wall has become the famous icon for critics of Higher Education. Its hard to look at the fancy amenities out there. The proportion of students who are at schools with climbing walls is tiny. Half of students attend schools where the tuition is under 12,000. Aning said that, it is expensive proposition and there are a lot of efforts out there. Her question about the textbooks, theres a lot of pressure on the publishing industry, on bookstores and others to try to drive down tuition drive down the cost of educational materials. That is one place where technology and digital can make a difference. Theres a Real Movement towards open Educational Resources that can really drive down the cost of education materials. Slower than people would like, but away from hard textbooks. There are ways that cost curve can be bad, but it takes time. Listing the average cost of colleges, tuition, room and region. New england being the most expensive. ,he middle states coming next followed by the western states, just about 20,000. The region with the lowest costs for a fouryear Public Institution is in the southwest, 15,757. That is average tuition fees, room and board for a public, fouryear University According to the College Board. Caller on the first chart he put up, the one that shows the percentage increases of tuition, it is truly interesting that one of them is between the outof state rate, 22,000 dollars versus Something Like 8,000. Which says that the funny 2000 probably represents the real cost. 2000 probably represents the real cost. At the bottom it said, size too to represent conclusions. Host if you follow this continuing line on room and board, fees, and total charge fees, that line is in reference to not having enough information for those statistics. He had to go to jazz solos to hear it saloons to hear it. As a grandparent, i see the pain that parents and students with all this debt they are acquiring through all the Student Loans. My question is, why when a student graduates, why arent they guaranteed a job . If you put out 60,000 for an education, at least guarantee me that when i graduate that there is a job for me. All these things contribute to the rising cost of education. All these things are things of the colleges think students are demanding.
