Over the last couple of months, it has looked like the Assad Government has started to gain the upper hand. That means the government is less inclined to negotiate, because they think they can win. For a whole variety of reasons, the prospects of this geneva 2 conference materializing, and if in materializing, producing and except double outcome is much slimmer now than a couple months ago. Theres no immediate prospect for that stalling to be reversed. Over the longer term, we are an erao tack back to where both moscow and washington realize they have a host of issues where it is important for them to cooperate.
