Next call on the boston bomber appearing on the cover of Rolling Stone ray in ohio. Dont it is a cliche of judge the book by its cover. Not only do i think a lot of people have a problem because they would like to see him as a heinous monster. No one had a problem with george bush when he put saddam husseins son, when he killed them over there in the middle east, he put the picture all over the place and no one had a problem with that. Host eric an erie, pennsylvania. There was an earlier calller had stuff to say about people rush to judgment in condemnation on this. They know the first syllable of the content or any position or views that are expressed, the idea is information. In an age of american journalism having been so incredibly degraded were the former deal for an hour of informational broadcasts has now become a competitive advertising hour and stories of celebrity breaks up breakups and all kinds of other stuff that is designed to distract, this bomb that went off in florida. What will we hear about that . This guy on the cover the people of Rolling Stone, i have been reading them for over 30 years and they know the market and culture and know they have to be shocking to start the conversation. I applaud them for being willing to discuss it in detail. The Washington Post next call on the boston bomber being on the front cover of Rolling Stone next month is from jesse in michigan. Dave in michigan. Good morning. Good morning. I heard all of the comments. Many are right, and many are conflicting with each other but still right. The one wrong comment, the one way out of line is the one that protested the stores not selling the magazines. Saying they are violating freedom of the press. That person needs to understand those individual owners of those businesses have their right to sell whatever they want to sell. Property. Their if they do not want to put the magazine on the shelf, it will not be on there. Go someplace else and by the magazine if you want it. Leave the store owner alone and let him run the business the way he wants to run his business. That is what is wrong with the country, people with that mind set. All that said, what you think of him being on the cover . Caller makes no difference to me. I will bite the magazine or not by the magazine. Buyuy the magazine or not , a magazine. Inler what happened columbine and oklahoma, we felt the pain. One black kid was killed for no reason, we did not feel the pain of black people. This is the difference in the mentality of the United States. I would like to end with this, we now have hispanics in the United States profiling black people as suspicious. Black people, you need to start worrying about your own business. Get out of Immigration Reform. If you people in washington cannot get it together, black people you need to be worried about the Voting Rights act and the jobs. Cedar town,in georgia. Talking about Dzhokhar Tsarnaev being on the cover of Rolling Stones. Sandy in claremont, south dakota. What do you think about all of this . Caller on this issue, i think we should burn some books while were at it. I wanted to talk about cspan putting on the representatives. Why are democrats a was first . That is my comments. David is a republican in maryland. Here in the suburbs of washington. I wanted to say we should hold the media to a higher degree of professional journalism. Theyre getting out of hand with their sensationalism reporting. If we did not put a stop to this and turn our back to the journalists that are trying with all their might to bake make the best story they can without having any kind of moral conviction in their reporting, then we are continuing that. Karl in west virginia. Go ahead with your comment. Yes, sir. You did a program to months ago on the media as whole. My comment is the way the media allocates time and energy. I am 75yearsold, and i watched the hearings on the nixon thing. Go after aill rabbit. The important stuff like the irs thing, the Obama Administration using irs and the fbi and the Justice Department to defeat his political opponent in the last election. I guarantee there has not been more than five or 10 minutes on the mainstream evening news on this subject. The media me how could pick up an insignificant thing and blow it out of the portion blow it out of proportion and ignoring something as important as this fire resting. I do not understand it. That is all. Host the editor of the National Review as an op ed in politico rich lowry oin politico this morning. Democrat. Lsdale, caller i feel this is because of our national paranoia since 9 11. Were surrendering our rights to the patriot act. There is all this talk about terrorists attacking us because they present our freedoms and are surrendering our freedoms right now. It looks to me like the terrorists are winning the war. What about putting him on the cover . Would you have done it . We will never know. Next call from kingsley. Caller i wanted to comment on the cover of Rolling Stone magazine. At the same time, i think they have the power to put him up there to tackle the conversation. Was theer one time he man of the year of something so we all know what he did. The fact that i did not applaud what he did does not mean he does not have the right to put him on the magazine as well. Herald, theton Boston Police commissioner edward davis reaction. I am disgusted by it and should have given the victims more consideration. I think each magazine has the right to put on the cover what they want to. I think Rolling Stone put on the cover what they want to. Th that has controversy. I would also like to say i agree with the first woman, the last woman that said why do you have to have the republicans on first every morning. While the people are getting ready for work, we want to hear democrats first sometimes, too. I think you have a bad mix up. Washington page of times host ken, lancaster. Republican line. Caller i have a brief comment to make. I am a veteran, black, and american. I am american. Im a veteran, and i am black. I would like to Say Something about immigration. Immigration is going to hurt the black people tremendously. Theyre doing more than just landscaping. I am independent. Republican and democrat. Obama suspect look like . Is he supposed to be old and gray . This is the face of a terrorist. This is a very bad man. Thank you. Lancaster. In riverside, california. Whyer i wanted to ask everyone is offended by this kids picture on the cover when they should black operatives in the area at the timing the time the bombing happened. Where is their picture . Journal leadreet editorial this is how the wall street journal concludes their editorial met call on the boston bombing call on thenext boston bombing suspect being on the front of Rolling Stone next month muchr i really do not see difference when people talk about glorifying this young man on the cover than the Television Media when the bombing first occurred, use all this coverage constantly and it showed pictures of each young man all through these hourlong Television Programs dedicated solely to phase out suspects. Not havegh i may chosen to do that if i was an editor of magazine, it really is not any different than what the Television Media is putting out. Host renamed for bill clinton at an event wednesday. Former president bill clinton began remarks by saying that accolade could easily have gone to his Vice President , al gore. The epa building is now the William Jefferson federal building. Next call. And caller i did not find anything wrong with what Rolling Stone did. I think they did not do it to glorify him but to show young people to show young people that a terrorist is supposed to be working this way or that way that this could be someone going to college with you. We have different views of the older generation does. If you have children, you know that. I think when they see that it will ratchet their attention, but when they read the article they will be able to see if that this is not someone to be glorified. This is someone that i could go to school with, someone that might not grab your attention because he looks so normal. I think that is why they did it. I give them credit for it. Going to read the article . Caller yes, i am. Host if you would like to read it, it is at rollingstone. Com. From the hill this morning, urging congress to restore Voting Rights act host lead editorial in usa today in a side editorial, darrell issa has an editorial this is the wall street journal horn lake, mississippi. What do you think about to stone cover withlling Dzhokhar Tsarnaev on the cover . Caller i believe it is misleading. I will not know until i read the article with the intent was. I do not feel it is nearly as egregious as the Mainstream Media and the coverage of the George Zimmerman trial in florida. Host wilbert and mississippi. Timesage of financial the lead story this morning in usa today the new yorkry in times last call on the issue of the Rolling Stone cover caller good morning. Good to see you as usual. Were looking great. I have been watching you for years. The thing on the the magazine, what is going on Rolling Stone is a musical magazine. Now everything is going into politics. I think everyone should be responsible at this point. Stop sensationalize and getting roarse in the emotional up fo about security. People are having a problem any time we go to beautiful functions we are supposed to be celebrating and then bombing. I have not read the article get, but images are very important, and i think Everyone Needs to Pay Attention to images, because the images are the first things that go into the mind. Then we can go in and read. I think it is very important that the media becomes more responsible now, because i see we are in very hard times now and we all need to start paying attention, and of course, i love america. I miss home. Good to see you, peter. I cannot speak now. It is good to see cspan. Always very good to see you. Have a beautiful day. God bless you. Host coming up, a couple members of Congress Talking about several different congressional issues including health care and bipartisanship. A republican from wisconsin, the green bay area. A democrat from new jersey. Those guests are coming up. We will be right back. [captioning performed by national captioning institute] [captions Copyright National cable satellite corp. 2012] 3] i decided that he was a delicious subject for a biography when it dawned on me that he had been not only at abraham lincolns bed side immediately after his assassination, but also at the bedside of William Mckinley in 1901. I thought, who could this fellow be . Of course when i opened the archives i realized what a rich subject it was. His life has to book ends at either end of his biographical shelves. It ramekin was his personal secretary lived in the white house for four years. So much of what we know about lincoln comes from his intimate contact with him. On the other end of his life he served not only under mckinley, but he was the secretary of state for teddy roosevelt. You have these wonderful, iconic book ends of American History. You realize all of the chapters in between an American History from the civil war through to the beginning of the 20th century, he is a presence and everyone of those chapters. His fingerprints on every one of those chapters. In many cases he has written those chapters of American History. Sunday atliaferro 8 00 on cspan q a. We do not know enough about our first ladies. Watch the presentation from Martha Washington to ida mckinley weeknights and august starting august 5 on cspan. Journal gton continues. Lehost let me introduce you to ribble. Ressman read fribbid what is that . Congressen i came to 2. 5 years ago there was no place in congress were republicans and democrats could come together. I was naive enough to believe we could go into a Committee Meeting and we would sit there and try to hash things out to figure out what the best path forward is. Not exactly how congress works, as you know. A group of us started meeting and we wanted to implement reforms in how we worked together. One of the things we wanted to do immediately was to try to change the town, how we speak to one another. That starts by building trust. We started leading to the other about a year and a half ago. I was contacted in my office saying we have been working on a Similar Initiative trying to get members of congress to the other to come together and talk about solving americans problems and would you consider rolling your group into our group and see if we can get Critical Mass . So we did that. Today we will have 75 members of congress, republicans and democrats, house and senate members, coming to the other to tell the American People we will stop fighting, start fixing and began focusing on solving the problems of this country. Members. Ut 75 how many republicans and democrats . Guest it is split almost evenly. Strategically we have tried to build it with some level of parity. If a democrat wanted to join, we needed to find a republican. We also said we would love to have you, as long as you come with the right mindset that you will come in here with the idea of solving problems and find the places where we overlap. But you have to find a republican and bring them with you. Republican and new democrat at the table. Host is leadership involved in this issue . Guest no, they are not. They are aware of what is going on and does not feel particularly threatened by it. How do Committee Chairman get hurt by bills that come to them in a bipartisan fashion . That is all good for americans and good for congress, for the speaker obviously. They did not seem to be to try and buy it at all. Ynn jenkins is a member of the problem solvers. Labelshat is the note organization approach to you . Uest it is an outside group they have been building a group of citizens who are calling on congress to actually start fixing things. Their voice grown, gets louder obviously. I think that is a good thing. We are now starting to be heard. If we could take the issue of health care that congress voted on yesterday. How would your Group Approach what is going on with health care . Guest not sure. I think at some point bigger issues will come to the floor. We will introduce nine pieces of legislation today that are focused on areas of agreement, centered around government efficiency. However, i think at some point we will want to delve into the larger issues that might include health care. He will have to have an ongoing healthcare debate because the cost of medicare will drive the countrys agenda for a long time as well as also security. These are programs programs that are severely underfunded. As the population changes and birth rates decline, they will become increasingly difficult to fix. This is the type of group that could shape the dialogue about those issues. Host some of the bills were introduced to, make government work. The time. Ime, save do not duplicate, consolidate. Talk about those first two. Those of both money issues. Guest we passed a scaledown version. This was written by jim cooper. He is a democrat from the tennessee area. Very good friend of mine. I was the republican lead a year ago. He got frustrated for the fact that the past three years there has been no budget. In people were cynical. They said it will not work, you will never get it done. The full version required both chambers to come to congress. As well as getting all the appropriation bills that on time. That has not happened in about four decades. A very rare occurrence here in washington. The Republican Leadership picked up in january. All of a sudden the senate has a budget on the floor. It was a good idea. We will continue to work on getting the full version passed. Is myxt one, saved a dime bill. Right now we budget in a one year cycle. The digit business community. And i apply this to the budget process. You create the budget, do the appropriations in the first year in the second year you measure what you just did. You watch how it works. You do oversight and take what you learned in the second year and apply it to the next budget cycle. We of not finished preparations on time since i have been in congress, my third year. What this will do, we believe, is a historic change. Something that every president since Ronald Reagan has supported. 83 codesponsors. Cosponsors. Host what is the resistance . Guest i think there are certain Power Centers and appropriators dislike the idea of a budget because it takes one step of power away from them. They view it as a loss of power. I view it as empowering them to do oversight. A shift of power. Changes what they do. Not only did the appropriate but the budget after. Agencies are following through. For me, more to do with taking one bite out of the apple. Every agency has the ability to spend up to their budget. If they could only do that one time, you will see a fairly nice savings just on that aspect alone. Host james tweets in guest that is not what they believe at all. Askuld challenge i would james to take a look at the nine pieces of legislation we are offering today and challenge him, what about these bills dont you like . Ive heard this from conservatives and republicans in the past that are fearful that we will turn as all into rhinos as far as the republicans go. My question back to people who believe that is, what is it that you so lack confidence in that you were fearful to have what you believe taken into the arena of ideas . This is not about burning heretics but building confidence. Do you consider yourself a conservative republican . Myself aconsider conservative republican, and my record reflects that. Haveroblem solver group we very conservative members like myself and others. We have aggressive members including peter welch from vermont. I call myself a republican with a small r and an american with a large a. Host congress and reid ribble is our guest. Congressman, given what was cheney,d yesterday, liz andy mikeand and, in a primary. Is there a fear . Guest it depends on what the voter makeup is in your district. I represent a district that is divided 50 50. If you are in a district that has been gerrymandered to be very regular very little, your big threat comes from the heart or the hard right. We live in a country that has a representative republic, whatever those voters are, they are sending someone to washington that represents the broad interest that they have. If you cluster all democrats together or republicans together, you have a situation where you might not the red enough or blue enough. Host is there a solution . Guest stop gerrymandering districts. Host will that happen . Guest it is happening in places across the country. Under a typical election, most voters believe they are sucking the representative, but behind the scenes, representatives are selecting their voters and that is a problem for our democracy. Of congress, mber would you not preferred to be in a true red district . Guest i could have pushed harder to get my district more red. I chose not to. It causes me to moderate my tone, respect be respectful of every citizen the talks to meet. We have ideas all over the place. I am a little bit of an outlier in that regard. I also believe in term limits and others do not. Host what is your background benchmark qwest background . Commercial roofing contractor. Host why did you run for congress . Guest i was concerned about key friction points that have been caused i government, by government, and among them, clinical dysfunction, congress work, a taxt policy that is not competitive globally trade problems, governmentinfused problems that cause the economy to slow down. I felt i could come in and be a voice to fix some of those things. Mike beats into intosentative tweets reid ribble how do you feel about the task or role . Republicanse few voting . Out of guest regarding the has and will, i have a disagreement that it is followed. The fiscal cliff, the farm bill, the highway bill, those are all bills were this bigger did not follow the rule and they were passed in bipartisan fashion each time. The you are a member of Agricultural Committee and marie says food stamps should not be on the farm bill. It should have their own bill. They do have their own bill. It was a step the leadership felt would be the best way to advance it, however i think in the longterm it is a good change and a good shift so that the social welfare nature of food stamps and the need for food stamps carries its own weight under its own merit so that we can evaluate food stamps separately from a farm policy or agricultural policy. , whenea in the 1970s get connected them was to urban voters to vote for agricultural policy. Now, food stamps dwarf agricultural policy. It is about 80 of the bill. Separating them and debating each on their own merit is a good step forward. Host next call, the white, houston the white d wight, houston, get urban voters to vote for agricultural policy. Texas. Od stamps caller what is amazing to me is you could call your group no labels, and you have taken 38 votes on the Health Care Act. Spending that is good of the american dollar on 38 votes over a short time on one issue, and in addition to that, i would like to ask you about the idea that you are from wisconsin and wisconsin was seen as one of the major battlegrounds for redistricting and the implications of what youre governor did when it youre governor did when it comes to Voting Rights. He ran on one agenda, and when he got in, he went to another, particularly pertaining to labor. Host lets get a response. Texas. Guest there is a lot there. Regarding the Affordable Care act, it is a bill that is highly controversial. It was pushed through the congress in a closed room by democrats only. It had no republican support whatsoever. What you are saying is House Republicans responding to the americanact, it is a bill that y controversial. Peoples voices asking for the problems in the bill remedied. Many of us believe the bill in its current structure cannot be remedied and it should be replaced. As far as no labels, how i can be a member and do that, no labels does not asked any member to set aside believes, but to set aside patriotic tone and Start Talking the tone and Start Talking about this. Regarding what went on in congress, im a federal member of congress. I will peoples let the runner r deal with those issues Governor Walker and you those issues, but i appreciate the question. Host frank is in west virginia. Republican line. Caller the first question asked something about if you get a passed, it would go along with the democrats, and you said to at certain bills and tell you what we do not like about them. My problem is the climate that we are in, and i will use the Immigration Reform passed, it wg with the bill as an example with marco rubio backing it it might sound good as a bill, but barack obama and eric holder have proven they will not enforce it if they do not like it. They will enforce the part they like, and even sue states like arizona to keep them from enforcing the law. How can you have trust in leadership like that . Guest that is a great question, and you hear a lot from republicans who feel that the president will arbitrarily choose to enforce or not enforce laws. The second article of the u. S. Constitution is specific on the president enforcing the laws of the land when they are written. It is the president s responsibility to enforce them. Republicans have a right to be angry about that. That is a separate issue than what we have here with no labels. It is true about any piece of legislation we have passed. We have to hold the president accountable for the actions he takes like you would hold your member of congress responsible for the decisions they make and rhetoric they use in the halls of congress. Voters have more say than they believe they have, and you have say right now by voicing your span and i c appreciate the call. Host do you think the president has been bipartisan . Guest not particularly, to be honest with you. He did talk with us early in the year and had some outreach to the house of representatives in a large group, but he has focused more on thehost do yout has been bipartisan . Guest not particularly, to be honest with you. He did talk with us early in the year and had some outreach to the house of representatives in a large group, but he has focused more on the senate side. I have reached out to the president , offered to play golf with him. I would be happy to engage in any conversation. Host is this a no labels chart 11 ways to make a presidency work . Guest this is an outside group, that comes together, with recommendations on how to make congress and the presidency work. Host regular news conferences make the parties pay for fundraisers, reduce the number of appointees subject to confirmation, up or down vote ho is there anything here that you disagree with . Guest not really. There has been a lot of discussion on senate appointees. The constitution 11 ways to me president gets to appoint certain candidates and i am not a fan of having senate roadblock and. Things. Alternately, the American People make the correction. Ultimately, the American People make the correction. Really often get to know whether the functions function correctly if the appointments get stop. I would like to see all vote up or down, and if you do not like this person, have the president elect someone else. Host do you think the Nuclear Option discussion in the senate the last couple of weeks has been helpful to bipartisan spirit . Guest it has been helpful to good government. The senate, by having a higher benchmark, it builds in a larger level of security about one side, the majority, jamming something over top of the minority. We saw that with obamacare where there were enough votes to cram legislation through. I having a super majority byed in the senate, having the super majority required in the senate, it slows it down and forces an agreement which is beneficial to democracy. Ray is in california. Caller i would like to know why the house as a problem going to conference with the senate. All the agencies deserve to have their budgets considered and completed by october 1. For the first time in four years the senate has passed a budget, and what you are speaking about is why we have not gone to conference. The wrangling that you are seeing happens on most hills. Bills. The conference rules have to be established and they have not been able to come to an agreement on the rules. Were getting close, and i am hopeful we will get the budget to conference. This is not an uncommon occurrence. I have seen in my short time here. Hopefully we have the ability to get the framework worked out. Tweeps in since you are doing your job, working bipartisan, are you getting primary threats by the tea party . Guest i am not, and part of my work back home is to make sure i with to everybody, meeting organizations that represent the right and the left, no matter how far they go. I given the opportunity to weigh in on things. They will measure me on how i vote and how well i govern. They want the problems resolved, and i would dare say they support no budget, no pay, a reduction of duplication in government, videoconferencing, fixing the va. These are things all americans can rally around, so if we can rally around them, why not do that . Host what is videoconferencing . Right now, hundreds of billions of dollars are spent by federal employees traveling around the country and the world for meetings. What we are proposing is to begin to restrict some of that travel and use technology for federal agencies to communicate with one another. Videoconferencing is a Technology Used all over the corporate world and it has saved lots of money for the private sector. It is common sense reform we ought to apply to congress and federal agencies and we are looking for to do that. Traditional, typical washington way of doing things is it seductive . Guest not to me. Usually by the end of the week i want to be sleeping in my own bed and i am happy to go back to wisconsin. Have you seen people fall into the washington way of doing things . Guest i think there is a seduction therefore some. The number one question i got running for congress was how are you going to keep washington from changing you and my response has been consistent washington does not change anyone, but it merely under the spotlight of the media and scrutiny reveals who you were before you went. Joseph, bristol, connecticut, republican line. Reid ribble of wisconsin is our guest. Caller good morning, cspan, and good morning, nsa, because i know they are probably listening. I am curious why the American People do not understand why our ties to israel are hurting. I do not understand why we spend 6 billion a day on israel. President obama agreed to give them 30 billion over the next 10 years. Guest israel has been a staunch ally in a very dangerous part of the world. Years is 3over 10 billion a year predominately driven by defense spending defending israeli and u. S. Interest in the region. A place to operate in safety in that region of the world. That relationship is critical to foreignpolicy, and that is where you see the funding. The president is not appropriate that money. The money is ultimately appropriated by congress and the president signs off on it. Host wild and wonderful tweets that relationship is critical to foreignpolicy, and that is where you see the funding. In gerrymandering is a method for fixing the game in the free marketplace of ideas. Guest i would agree with him. I have spoken out about gerrymandering district since i came to congress, and he is right, every state has the authority to fix it and you are starting to see states do that. Host laura makes a comment on the twitter feed friendships and relationships would make the legislative process work better. Guest i completely agree. It took me making the effort to outte democratic colleagues to dinner, orin lunch, because e are sequestered every time we meet. Congressman delaney as a great idea for funding on transportation. He came to see me in my office yesterday. That is a rare occurrence. By going out and building relationships, trust, and i think not only do the American People not trust the congress, the many did not trust each other. Vitriolicrman by the nature driven by the vitriolic nature of our campaign process. You come in after you have been decimated on television, and you come in with a distrust for the other side. You come in distrustful. By getting to know someone, becoming friends with someone, you can open lines of communication and look for areas of overlap and agreement. The reason we do not find agreement is there are not enough people looking for places where we agree. You can find it if you seek it. Host your state has a diverse senate population. How often do you work with the two of them . How often do they Work Together . Guest i cannot speak to the relationship they have. With them. S working the senate is the statehouse, which represents the broad state interest. Our offices Work Together a lot, almost weekly. Host do you have Good Relationships with both . Guest i do, and it is important that i do. We are representing the voters of northeast wisconsin and i need my u. S. Senators on board. Host joe is in North Carolina. Independent. Caller good morning. Guest good morning. Caller it is really simple, yes or no, term limits of two terms, you cannot be a lobbyist, you can not work for boeing because you voted something for them you do not have healthcare, you do not have a pension. You get to that point, you will not be slapping each other the back saying fred, vote for mine and i will vote for yours. You do not piggyback anything on legislation to keep it rolling. You vote for one item at a time. Guest i think you are on the right track. You might have taken it too far. Am in my second term it took me my first term to build relationships that are required to advance things in congress and understand the parliamentary system we have in the house of representatives with the roles, but i agree that iin term limits selflimited myself that four terms. A lot of americans are unaware that the average time someone spends in the United States house of representatives is 10 senate, 12,n the but there are those outliers that are here for a career and that is what they do. I believe in turning the congress over. Eight years makes a lot of sense. Turning it over brings in new urgency. I have no problem with expanding a ban on not taking a job as a lobbyist. I do not ever what else you talked about, but those types of things we are not that far apart on. Two if you get reelected more times, is that it . Guest that is it. Host would use it out and come back . Guest i do not know. If the People Choose to keep me i have two grandchildren that will be teenagers. It is appealing to be engaged in their lives. I do not get to see them that much. It has been the toughest thing i had to give. I would like to spend more time with my family. If my country calls in some type of service, i would entertain that, but im not seeking that at this point. Host what is the biggest frustration with the way washington works . Guest the dishonesty of the political regime. All you have to do is watch a commercial, whether it comes packa super cap super or a committee, they are playing the false, dishonest that there court and it damages the national dialogue. The American People have taken that lead. Read facebook or any blog and you see the anger that is festering up. That plays into that. It is totally counterproductive for getting anything done around here, and to the degree that i could help calm people down and bring adults together that is about, labels is all getting the adults in the room and having conversations about what ails the country and how to fix it. Bend, donald is in south indiana on our republican line. Republicans do not like obamacare. I heard you are supposed to do tort reform. What is your plan . Tell me. Guest you will see it here in a few weeks, probably after the august break. House republicans will be planing an alternative that was authored by tom price of georgia who is an orthopedic surgeon. It will include putting free market principles back at play. It will bring patients closerit market principles back at play. It will bring patients closer to providers. It will allow you to buy Health Insurance across state lines. It will fix the tort policies. We will bring that forward knowing full well the senate will never take it up and the butident will not sign it, the question you are asking is legitimate if you do not agree with obamacare, what is your plan . I think it is prudent and intellectually honest to bring it forward and we will do that. Bill real in kentucky in kentucky. Caller the first is i would take that, crack reid out of mind my name, reid out of and i do not know how they dispute the 31 Million People becauseunder obamacare a report came out that dirty one million will be uninsured 31 million will be uninsured. Nobody in the Republican Party talks about the fact that a yearn making 31,000 a will have to pay 12,000 dollars for their healthcare. A person making 50,000 to 100,000 will have to pay 20,000 to 25,000. Host before we let you go, when you hear the word bipartisan, what does that mean to you . Guest there is no way to be bipartisan with a democrat, i could tell you. Caller there is no way to be bipartisan with a democrat, i could tell you. Regarding the numbers on obamacare, it is hard to follow, but we know the Business World is adapting to the new law, saying set the rules, and do not change them. What we see is a restriction of hours because now fulltime is 30 hours. It has historically been 40 hours. Businesses, retail, they are working to a more parttime work force. Youll see people moving off of employersponsored healthcare. Smaller companies are shedding healthcare policies and letting people go into exchanges. And the cbo agrees that it will cost a lot if it continues. One of the reasons the president wanted to expand the employer mandate for a year is because they have problems and they want to try to fix them. The way you start a relationship is not from a position of i will never be able to work with that person, but rather what can we find to agree on, and maybe we cannot find anything we agree on and you just recognize the that, butrealities of that does not mean we should not try and i will continue to do so. Host finally, and Agricultural Committee question what impact is does the epa have on the farms in your district is there a disconnect between the epa and smalltown farmers . Guest there is. I have a large agricultural footprint. We are number one in cheese production. We produce more cranberries anywhere else in the world. The epa is the number one thing when i first came to congress, we would time it takes a constituent to mention the epa and it would be in the first four or five minutes of the conversation. They are concerned about the epa, some of the restrictions that seem ridiculous to a normal, working farmer. Things that their family has been for five generations is all of a sudden bad, so the epa has been a problem for americas agricultural. Host what is the no labels event youll be holding today . Guest at 11 00 a. M. , we will bring in 70 members of congress, republicans and democrats, we will launch these nine pieces of legislation, and tell the American People that we have a group of members of congress that are committed to solving problems. We are committed to finding areas of common agreement and where we can find agreement, we will do that. We will let the American People know that congress can work if people are willing to take the risks of leading. Therell be some political hits, so i am proud of the members that have come to Work Together. It is tough for democrats to work with me. I am a conservative republican, so there is a risk for them as well, so if they reach out a hand, i will reach out a hand back. Host is there a website address or twitter . Nolabels. Org and you can follow the meeting all day. Host reid ribble, republican of whats johnson wisconsin, thank you. Coming up, Bill Pascrell, democrat from new jersey, will talk about healthcare legislation and other congressional issues. After that, we will look at the pentagon efforts to recover p. O. W. Mia remains. A news update first. It is a 30 1 a. M. South africans are marking former president Nelson Mandelas 91st birthday. With ains in a hospital recurring lung infection, but doctors say his health is steadily improving. Here in washington, congressional leaders are hosting a ceremony to honor the life and legacy of Nelson Mandela and the event will boehner, ouse speaker nancy pelosi, mitch mcconnell, marcel marcia fudge and the South African ambassador to the United States. You can watch that live on our span. Org. Guest c also on our website, they hearing on Data Collection opens. It Associated Press reports john inglis disclosed that the nsa sometimes conduct what is known analysis, meaning the government can look at the phone data of a suspected terrorist, the data his contacts, and finally, all of those peoples contact. If the average person called 40 unique people, the government records of 2. 5 million americans when investigating one suspected terrorist. Those are the latest headlines on cspan radio. When the government affects the new economy, it grants everyone a life pension with which to raise the standard of existence. It increases the value of wages s property, raises scale of everyones wages. That can bereatest distilled his economy in government. The first sound video we have this Calvin College Calvin Coolidge talking about economic policy. It is fascinating to hear in this early sound technology. We will reach again very soon when there are tremendous amounts of material waiting for a new generation to discover and make something meaningful of it. There are a lot of stories that can be told in our collection, and we are so eager to make more of it available for people to discover. Host more about early Public Affairs films sunday at 7 00 p. M. On cspan three. Washington journal continues. Longtimening us is horseman Bill Pascrell congressman Bill Pascrell from new jersey. Right before we went on the air you are making a comment about the mood in washington. What was that . Guest i sense in the last two weeks, and maybe it is a misperception, but that there is we oughtt around maybe to take some thought to the low ratings of the congress of the United States, lower than the worst disease in the world, for crying out loud, and maybe we should be talking to each other about things that we have fixated on that we have the right decisions and the other side has all the wrong opinions. I sense that in the last two weeks. I do not know if it is because of the polling, or people have come to the agreement and terms in their own mind that we have to get something done because we have done very little. Lets face it. The proof is in the pudding. We have done very little sense january, fighting, continuing to fight, and i do not see this in a bipartisan way. Good ifit is something it is real. Host are both sides guilty of not getting anything done as you say . Guest i would like to say republicans are more guilty, but yes, to answer your questions. Host we were just talking to congressman reid ribble. Guest civil republican. Host what you think about this no labels group . Do you think their outreach will be affected . Affective . Guest i think people have a right to know. Reid ribble is the kind of guy that can reach out to the other side and you do not mind working with. He does not claim to know all the answers. I would say yes to your question. Want to invited you talk about the current state of the health care legislation. You are there at its earth a couple of years birth a couple of years ago. You see is to when where it today, what is your reaction . It waswe knew complicated to begin with. We took a long time to write it. On ways and means, it was our job, primarily. We knew it is implementation, so that is why we face in over five phase did five or six years. Complex, hat it is there will be things that happened during the implementation. Things will change. It happened with Social Security , medicare. This was a big done as you say . Guest i would like to say republicans are more guilty, but yes, to answer your questions. Change because now we are saying you will no longer be allowed to be uninsured. You have to be covered because it falls on all the rest of us to pay for your insurance or healthcare. Weple do not realize that pay an average of 1000 to those people that could afford it but do not, so we cannot wait for you to get sick. It is working out fine. There will be some delay and some acceleration, but i think we change. We had a 20 page document for application to the process in the beginning of the year and now it is down to three. We are attempting to make it less bureaucratic, more understandable, so that the average person will know what is going on. I do not think the education of the public has been very good. I think it needs to be better. I would fault the congress and the administration. Every day when you look at the congress, we have voted 39 times to repeal the thing even though the major part of the bill was deemed to be constitutional. The election is over. Lets get on to it. We want to have people covered, people cared for so they are not simply words of the state. Host what was your reaction when the president delayed businesses having to provide health care . Guest i was not surprised because many of us have had calls from businesses with more than 50 employees. They were very concerned they would not be able to face up to what were the bureaucratic necessities and they needed more time to do that. I do not think it is any big deal, but now my friends, brothers and sisters on the other side of the aisle are talking about if you do this for his misses and corporations this is an exchange of seats here if you do it for the businesses and corporations, why can you not do it for individuals. They do not understand the legislation and i would argue they did not read the legislation. Host your republican colleague had this to say. [video clip] it is not a surprise that we had a problem with obamacare this Affordable Care act, not because of the way it was run through the congress, but really the concept of the democrats trying to overlay on the American People a system of government controlled healthcare that does not work. It does not work and will not work in america because america had a vibrant, Free Enterprise system, whereby a person, whether they are an employer, an employee, or just a member as a regular citizen could contract to get the health care they would choose to have. The reason why health care has become more expensive is that the federal government does not pay their fair share for medicare or medicaid. Congress doesates not adequately pay their fair share for our seniors or four happens is, so what it is taken out on people that work. It is showing up in their cost of health care. So, rather than trying to fix their problems and their responsibility, what president obama and democrats did was take it, more of it, the cost and a system on the American Worker rather than living up to their responsibility. Pascrell . Ressman bill peter my good friend sessions, im happy to hear him talk about more money and more money for medicare and medicaid. I like that part of the speech. The other part of the speech has no relation to reality. This is not a government plan. The Insurance Companies will have more business than they can handle. Competition now. There are plans that are being exercised in each of the states of the union, some more than others. I think that is important. When he says this is a government plan, to look at one aspect of the is not the whole story. I would disagree with him wholeheartedly. Host where does new jersey stand when it comes to the exchanges . Probably leave it to the federal government, unfortunately. I think exchanges are very ortant whether the state important. Whether the state or the federal government does it, it is immaterial. Will improvetates the medicaid program, it is a question many will face. Ore people will be on medicare we want people to be covered. We do not want people to think we do not need insurance unless i get sick because then it is too late because all of the times before that you sought medical care there is a good possibility that the government or other families paid for your healthcare. Host statistics show it is young people that are uninsured and not that eager to get insured. Guest well, interestingly, anybody under 65, children and are 55dults, people that like the fact that i call them young adults, but of those people, one out of five, and it is probably higher than that, have a precondition, so therefore they have a more difficult time getting insurance in the first place. In fact, if they do get it, their premiums go through the roof. This will help them because preconditions will be removed 26, by the way, if you are and under, you can be on your parent or guardians healthcare plan. Young people have to understand they cannot wait until the sickness is upon them because many times young people will push it off to the side and the situation gets worse and their insurance, when they finally do get it, premiums go through the roof. Host this chart is from the department of health and human services. The u. S. Census bureau is one of the sources. It shows the population of the 308. 8 million, 48. 6 million uninsured. Guest i am glad you brought up the question of age. When we had the debates about medicare over the last four or five years, one would conclude the only people we are talking about in terms of healthcare are older people like myself, which is not the case. Young couples are struggling with this problem day in and day out. Businesses are struggling with this problem. The system, i said to peter sessions, my good friend, the system could not be sustained. You needed to go in a different direction. Companies were going bankrupt because they could not afford healthcare cost. The fact is i am not making it up. Those are the statistics you pointed out looking at the age differentials. What i am saying to you, the Affordable Care act, call it obamacare, whatever you want, what is it going to do . What hasnt already done . As it already done . What about the millions of seniors that have gotten rebates on prescription drugs . Young people that are now part of their parents insurance . People with serious preconditions young ladies with Breast Cancer they do not have to be worried that they will be set up on if they do not have insurance. It is not perfect legislation. We have never passed a perfect bill ever. Only god is perfect it you struggle with perfect. You struggle with what you have and try to make it better. Host representative Bill Pascrell is our guest. Mary in wyoming on our democrat line. Caller good morning. I would like to talk to a white man. You speak and people should listen. When obama retires out of the presidency, since he cannot get the republicans to do anything, have him by a business called obamacare and run it the way you want it. Got it . Guest got it, and thank you for the call. Host michael, republican line. Guest good caller good morning. Representative, you sound like a reasonable man, and i want to point something out to you. I have a number of friends that are hospital and doctor administrators, and within the Affordable Care act there are codely 20,000 new building lines. They do not know what they mean. They keep going to different government organizations to get the meaning, and what they are really hearing is give it your best shot and we will tell you whether it is right or wrong, and i translate that to well, we do not know how to do it either. Is this something you have to focus on . Guest absolutely. There are many bureaucratic issues we need to overcome. This is something new. We started with 25, 26 pages in the original application. We are down to three pages. We should be addressing this. I am sure secretary sebelius as this high on her list of things. Doctors and hospitals have to be clued in on what has to be done and how they are treating patients. I think what you say makes a lot of sense. I am doing everything i possibly can on ways and means and budget to rectify that situation. T the next call from comes from bob in florida. Guest good morning, bob. Caller good morning. Host go ahead with your comment. Caller the previous representative was talking about companies reducing hours, and they have been doing that for years so they do not have to pay people benefits. I would think that this new healthcare thing would get in there and say we need to regulate some of these people. Everybody wants to be regulate, but some of them can afford to, but just do not want to. They are greedy. After saying that, i do not know why that if you take the hospitals and the doctors, they could have people make payments to them monthly and do away with Insurance Companies. If you go to a hospital that is local to you, send them a little bit of money every month and come up with a payment plan. Host we will leave it there, bob. Guest some people have looked at the Insurance Companies as the middleman, but i do not think the middleman is going away in this regard. There needs to be changes because we want to increase competition. One of the ways we will bring down premium costs is to have competition in the field. We do not have that many people selling Health Insurance plans in many of the states. This leaves it to the few who do, and they write their own costs and that is what you need to pay. Competition is going down. Thanks to the Affordable Health care plan that president obama together, ngress put this is going to be a reality and it is starting to be a reality right now. Weets in i matt t have blue cross and blue shield and the opinions keep going up. Why . Will have to move to something else, and you will have an opportunity to do that if you are not covered by your business plan. If the company you work for does not cover you for Health Insurance, you can move around and decide which health plan you wish. The changes begin in october of this year. People should be looking at this right now to get a good idea of what plans they want. The cheapest plan might not be the best plan. , do youother tweet think Health Care Insurance should separated from employers . What are the advantages and its advantages . Guest one of the plans we floated earlier was the single payer, and that did not have the votes, so we continued on. That is why i get a charge out of those on the other side who call it a government plan. Insurance companies are not calling it at all that at all. Host how satisfied are you with the final legislation . Guest i was disappointed having helped write this i am the culprit, i plead guilty with acute care. I do not think we handled it well. This is a growing problem in later years for people as to what kind of services will be available, what is covered, what is not covered. We had a piece in the Affordable Health care plan, and we decided afterwards we could not afford it, so it is on the back shelf. We need to do something about that. Number two, we could have gone further in terms of pilate programs concerning liability. I think it is a major problem. My lawyer friends do not like it when im in europe, but when i ring it up, but so be it. Frivolous suits. We understand they are affecting the cost of health care, but you show me a plan where we have a threshold and your premiums go down, and that is something i could accept. Expanded sot to be that we get to a conclusion faster than we are getting right now. Host polls show 70 or more of the public supported either singlepayer or a public option. This is a tweet from dfw librarian. Cindy. You are on with congressman Bill Pascrell. Caller good morning. All of this talk about money and medicare, it seems to me they are only concerned when it affects their pockets, and they are not concerned with what all the people lost over the financial crisis right down to their 401 k s, where they are only getting their retirement to lookw, and they have at that and remember for the rest of their life they are missing another check. I do not get why nobody has ever answered for that mess. Guest there are very few people that have answered for that mess, as you put it. Very few people have been tried and gone to jail. I do not wish that on anyone, but you are right in your assessment. Getting back to the healthcare situation, when you say people care only about themselves, people do not realize how much they are paying out of their own plans for everybody else. Per family. 1000 it is a lot of money. It adds up in the end. I want everybody to be covered. Affordable health care not work unless everybody is in. All in, texas hold em. This is what we need. So that there are no reloads. People freeloaders. God forbid you might not be well next year. Host the tweet the problem with exchanges is they include mostly unhealthy, young, and those with low wage jobs which shifts costs to those least stable. Guest that is not true. Therell be a plethora of lands and youll be able to pick plans and youll be able to pick what is best for you, and that includes middleclass people like you, like me. Anybody can go into these plans that feels the competition will make them a better deal. That is something you need to look at very carefully. I think that those exchanges are a great idea. It gives me a choice. If you have insurance now, keep your insurance. You have no problems. 95 of the companies is this is in this country, less than 50 people the mandate does not even apply to them. Deal oute making a big of something that will be just a few people, and that does not mean it is not important, but it means we can approach it and handle it. Pascrell, ressman bill we read an article from the National Journal talking about the white house working with the senate on bipartisan potential entitlement reform. What are your thoughts on entitlement reform . Guest well, i am concerned on what the reform will finally be. I hope we have some say on what that entitlement reform will be, and that is still a guaranteed benefit, because if there is any change from a guaranteed benefit, i will not support it. I think it is critical. We had similar fights over Social Security when the republicans tried under president bush to privatize Social Security. If you privatize Social Security, the consequences would not be pretty, and the American People turn that down. I am glad the president is talking to the republicans in the congress. And he will get around to talking to some of us, too. Host what is your view of Social Security, medicare and medicaid . Guest Social Security is in good shape. I think there are other ways we can do this. Lindsey graham and i worked diligently to to increase the amount of tax on our incomes. It up so that we can bring more money into the system. I mean, it will not heal itself. We have to do something about it. Medicare is a different deal. Affordable Health Care Act extends the life of medicare by eight years. Nobody wants to talk about that. That is a positive thing. Look, talk about the positives as well as the negatives, and we will have some deals down the road. I want yourt thoughts on new Jersey Governor Chris Christie wow, we do not have time. Let me say this, this is an age of celebrity, and age of same. We have been taken over by reality tv. I think that governor christie has done good things in new jersey. He handled the storm exceptionally well. I think he had a tough Economic Situation which he inherited. Cannot blame the whole thing on him. I think his responses have been attackedhat we have the pension systems of public workers, and i would imagine attentioner hand, should be on the contract. You need two to tango there. I think that celebrity is more important in substance and politics, and i think that is not good. You have to get back to what the person stands for. I know problems with governor christie i have no problems with governor christies character. He leaves a lot to be desired in terms of substance. In terms of property taxes in the state, in terms of economic i think forth from the bottom in terms of employment. There is good and bad. I consider them both. I think he is more of a celebrity than a gubernatorial candidate. Host i will read the rest of that tweet ask the representative for his thoughts on new jersey governor christie and providing social services for low income poor new jersey ians. Governor christie has tried to recuperate over the last year. I hope he gets back to where it should be. He has been very poor on womens issues as well. You know, the most vulnerable. This is what we do. What is great about the Healthcare System system under the obama plan is that gender enemy. Will not be an did you consider running for the senate seat of the late senator lautenberg . Guest i sure did. But last year i had a tough primary, as you know. Host you ran against another member, right . Guest that is absolutely correct, and that member moved. Ack to what was his old issue it took a lot out of myself and the family. I am fighting to represent the ninth district of new jersey. I mean, people are tired. I really want to serve the ninth district. I want to serve the people of new jersey. That is what i want to do and i am trying my best. Host have you endorsed either mayor booker or congressman colon . Guest speaker oliver is the only one that came out and endorsed me last year when i ran in the primary. Congressman malone and congressman halt are good friends of mine. I have to work with them day in and day out. Cory booker is cory booker. He has been a celebrity himself. I like it when he talks substance am a really talks it, not gives me a sermon on it. I have not endorsed anybody. The election the primary will be august 13, so maybe 10 people will show up. It will be like a statewide board of education election. I have to take issue with the governor as to making it a time when nobody who is coming out in the middle of august . The general election for the senate will be in october. People are going to be over the top and terms of how many times they go out to vote. But the governor did it legally and that is where we are. Next call comes from sam in bridgeport, connecticut. Caller thank you. I was like to rest the congressman, where is all this money coming from for all these programs . Our country is in debt and has all these albums to take care of. I like the fact that he is focusing on the people there and the United States, and he is trying to take care of them. But where does the money come from . Guest that is a very good question. That motivates all congressmen in regards of what side of the ideal they are on. You do not want to make more that later on. We did have a tremendous amount of debt. President obama inherited a tremendous amount of debt. But that is what you do when he went for congress, when you one for president , when you run for governor. You have to deal with the situation you were elected into. You have to deal with these things. There are subsidies within the Affordable Health care plan to help you by the insurance, depending up and down what your income is. I think that this is investment, investment in education and investment in health are Good Investments for our government in the future. You say, well, were doing in debt we reduce the debts over the last year. We had a tough recession, some would call it a depression. There has not been one recession we have come out of in the 20th century were the government did not spend money. Invest money. If no one else is investing capital, who else can do it . So you go into debt it is not like a family budget. You go into debt hoping that in better times you will pay off your debts, and that is what were trying to do. Were trying to handle that and address it at the same same time keeping america strong. Host james, arkansas, democrat. Caller good morning. Out thatnted to point with the medicaid expansion, i think there is a stigma attached to medicaid. But with that many more people that will have medicaid, i think the demand that it gets better and a lot of states and the demand that that stigma gets removed for republicans, seems like they want to keep a few people with medicaid because they know that fewer people with could be stigmatized. What do you think about that . Guest if you watch the previous show here, you heard one of the leaders of the Republican Party say the government does not put enough money into medicare and medicaid. I found that to be very, very interesting, and i agree with it. I would agree with your summary of what the situation is now. There should not be any stigma to medicaid. This is something that we pay into, and this is something that you followerting if on hard times. Not everybody on medicaid is disabled. There are a lot of different reasons. Thank you for calling in. Host a tweet guest when you use the word forest, please understand what you are saying here. You will have some slackers, as i would call them, who are waiting for something to happen in their own health life in order for them to come to the realization that youre going to need coverage or else youre going to break the bank. Well, it is too late then. The situation is that we are paying now for that individual, and there is no reason why we have to do that. So lets try to have everybody covered, so everybody hasotthern everybodys part. There are no free lunches to use tom a a republican word. Jim asks, how smart was it to have a 95 penalty contrasted with a multithousand dollar premium . Well, we want premiums to come down. I think at least we have seen so far that premiums, the increases have not been what they were in the previous five years. I think that is a great sign. New york state just reported yesterday, well, the New York Times that a story yesterday that the premiums have really. Ome down in that state those people covered by certain plans. This is what we want. We need to control let me say this, we need to control the cost of health care. We can never have enough money for resources to pay and continue the process as it is now. So would put things into Affordable Health care clan so we put things into the Affordable Health care plan. You put things in there to lower the cost, preventive care. Every senior can get a free checkup. Many of the plans have younger people getting free checkups. We put things in there to lower the cost. As i said before, even the question of liability. I will go for a liability plan, you lower the premiums. Those are the only conditions i would vote for. But i think we are making progress. There is no question in my mind, this does not work unless we begin to control those costs. Tony, princeton, west virginia, our independent line. Caller thank you for allowing thanks for taking my call. My main concern about this whole thing is there was an article time march in magazine. One of the things that the healthtalks about is care is a sellers market, and we are all and buyers with a little mark little knowledge and no ability to negotiate. Trillion market, but hospitals charge pretty much what they want to with not much of a relationship to the cost. It also cites that the medical industry spends 5. 36 billion on lobbying congress along with big pharma. I was in the Church Business for 20 years, i was in the Insurance Business for 20 years, and one of the main drivers of mainthem was the cost drivers of the premium was the cost of the medical drivers. I am sure there are a lot of different components. But it seems to me that we are treating a symptom and not treating the cause. The symptom is high insurance premiums. There are other things he can say about Insurance Companies as well, certainly. You cannot shop for health care if you are lying on your back in the operating room with chest pains. You do not get to negotiate the price, you just do not want to die and you will find out what the cost. That is if you are fortunate enough to live through it. Then you have a lot of people with insurance, they talk about a High Percentage of bankruptcies are people that actually have insurance host lets get a response from congressman pascrell. St that is why a system the system being implemented could not work. It cannot be sustained. You have 60 of the bankruptcies and businesses based upon health care costs. Could not be sustained. We cannot do that. Plus, we had millions of people not insured, which you and i are paying for. I understand your point. Costs. To control the this is not going to be simply talking about a plan where you are not concerned about the final cost. You have got to lower those costs so people are able to afford. You are going to have competition. You are going to look into these plans if youre going into these exchanges, and you will decide which plan is best for you or what you can afford. I think this is reducing the past increases that we have had in terms of premiums in those plans. I think you will see those costs contract rather than expand. We cannot continue to have 20 increases every year. Diane, garden city, michigan, just a few minutes left with our guest. Guest how are you today . Caller good, thank you. I have a quick question. We need more information on these exchanges. But i would also like to know, care ofre be a Standard Health benefits in these plans that you said they will cost different amounts and stuff . Will all of them at least have a standard plan to take care of the people . Guest yes, there will be a minimum. There will be a basic. If you go to the exchanges, you are going to see that. Decide what your plan is and if you will need something that is more effective as far as your own health is concerned. Yes, the question is very, very important. I am surprised if you have a computer, go on there and find out what the requirements are, what the minimums are. Very, very important. Capital a letter at the and i will give you that information as soon as possible. Host a tweet guest many of us would hope that, but the fact is that we have a good plan now. We will make it better as you go along. And the fact is that a single payer is something that was considered, just like the public option was considered and was removed. Whether we ever get to that, if this plan does not work him of that is another story. I cannot predict the future. Host lisa, shreveport, louisiana. Toler hello, i would like know what i can possibly do i am divorced. I have no insurance. I do not know where to go to look. I have no job. And i am desperate. Host what is your question to the congressman . Caller i would like to know where i should go to find out the best way to get insurance at the lowest cost . Go is first place i would your congressman, whoever that might be. He will be able to get you the answers as to what you should turn to, who you should turn to. I think that is very important. Say you are divorced, you do not have a job, so that means that you might be eligible for other bevices and you might eligible for medicaid. It might be that youre eligible for indigent care. I do not know what your Economic Situation is overall. But i would go to the Congressional Office. Let me tell you something, everybody goes to the Congressional Office to get a cat out of the tree or to get something that is important that you deserve. Go to your Congressional Office. Host how often do you have those types of calls to your District Office . Guest many times, and we have three caseworkers and that is what they do. They need to be knowledgeable about where to send people. Networking is important. Who you contact so that you are not caught up in a bureaucracy. And you do not send the person that is calling you in on a bureaucratic nightmare trip. So i think that is very, very important. In fact, i think it is the most important part of my job. I mean, we are all caught up in reality tv of washington and the to carebut our jobs are for those 750,000 people in our district. That is my main job. Host a couple of tweets nothing in the bill that says this, but the Supreme Court has acted upon the question of the mandate in the first place. The executive branch of government has the authority under the Commerce Clause in that this is critical to the implementation of the entire piece of legislation. Because it will not work unless everybody is in. And i use that cliche before hold em, butexas it is true. James asks how many Small Businesses how many plans do Small Businesses have to choose from . 50st if you are under employees, the mandate does not apply to you, does not apply to under 50, under 50 employees. You may choose to go on the exchange yourself or send your employees and to those exchanges. You can do that now or wait until october 1 when the exchanges formally open. Host would you support any legislative changes to aca . Guest yes hear the liability issue is something we really did not address. A cute care acute care. Our seniors are not being cared for to the extent they should be. There is a very confused system right now. Those are two areas i would definitely address. Host we have been talking with congressman Bill Pascrell, a democrat from new jersey, about the health care legislation. Thank you for your time. One more segment left. I want to show you this headline. And lacy rourke will be our guests. This is a recent article u. S. Search for mias failing. In the years immediately leading up to the revolution, his name was better known than washington or franklin. Dickinson wrote many of americas first state papers and many of the highest level documents, policy documents, constitutions, legislations, but he also wrote many more things for ordinary American People and spoke to them in a way that very few other leaders did. These include newspaper articles, poems, and americas first patriotic song. John my interest came out of my interest in early american political theory and religion. I started out studying quakers in the colonial period. When i got to the revolution, his name kept coming up. I cannot find anything about him or very little. What was there was very conflicted and nobody seemed to be able to understand his actions. Learn more about John Dickinson this weekend as booktv and American History tv look at the history and literary life of dover, delaware. A. M. Eastern0 30 on booktv. Sunday at 5 00 on cspan3 American History tv. Washington journal continues. Host in our final segment, we want to look at the issues of mias and the u. S. Government search for their remains. This is a story that appeared in the Washington Post recently u. S. Search for am i as sailing. Internal study says and that forgement mars hunt remains. We want to introduce you to Juana Summers. She is with politico. What is this joint powmia accounting command that were are going to be discussing . Guest it is a hawaiibased unit responsible for tracking down the roughly 83,000 veterans that are still missing from past american wars. Sickdeal with for in evidence with forensic evidence. There has been scrutiny for not moving quickly. There is a host of issues with the process and how quickly they have done it. , how mucha summers does this cost the u. S. Every year . Very expensive. There is a lot of International Cooperation involved. It is a very costly effort but also a very important one that is central to what the Armed Services and what the pentagon does. The pentagon says they believe this is one of their most important efforts. Host what are the complaints about how the military has gone about looking for these . Guest there was a recent story in a recent gao study that shows this effort is hugely mismanaged. Things that are very baseline, the bureaucracy does not have a specific list saying who the people are that they are looking for. There is a fractured command structure. Very basic organizational things are lacking. That is what we have heard. That is from the Veterans Community as well as here on capitol hill. Host how do they know where to look . We are talking world war ii, vietnam, and korea . What about afghanistan . Guest most of the scrutiny is coming from looking at the wars that are again told. There is a report that detailed how teams would go in and look at actual bones and remnants and analyze them and laboratories to try to figure out who these or get or good that information back to their families. It is quite extensive and rigorous to make sure you are identifying the right person. It is sometimes 20 or 30 years after they were killed. , you Juana Summers mentioned a Government Accountability office report, gao report. What did that report say about this effort . Guest the most striking thing in the report is that it said the pentagon had the knack to present a plan as to how they were going to double the rates of identifications made of mia soldiers by 2015. The report has not even been completed, so they have been criticized as being sluggish, inefficient, mismanaged, not keeping pace with what the pentagon had expected to be reaching at this point. Host our other guest is lacy rourke, National Coordinator for the National League of powmia families. What is your organization . 1970, it was founded in an organization that represents Family Members of those missing and unaccounted for, killed in action with remains not recovered. We have had people who were prisoners of prisoners of war during the vietnam war. Host how many people are in your accounting . Guest vietnam war has exactly 1645 people unaccounted for, individuals who were originally missing in action, also killed in action with remains not recovered, or those listed as p. O. W. And considered to be last known alive at this point. Host what about korea or world war ii . Numbers, rld war ii more than 73,000. More than half of those are deep water loss is, battleships that went down in ocean. For those individuals we know were killed in action, unfortunately, no remains were recovered. 7800. Rean war is roughly with those, again, more than half of those are killed in action or mains not recovered. With the cold war, there is a little more than 150. We have maybe half a dozen or so from the 1980 costs to current. We have three contractors who are unaccounted for from Operation Iraqi freedom. And we have the one young man who was being held captive. Host when you look at this joint powmia accounting command, what is your groups opinion of their efforts . We do are very believe that overall the Accounting Community needs some reorganization. A lot of power plays are going on, but we fully support the work that they are doing. Armed forces, the life Science Equipment , the work they are doing is important and they are doing the best that they can with the resources they have right now. Host is the report accurate . I think there is a lot of merit to what they are saying. I also think there is a lot of extenuating circumstances that go along with the issues that are brought up in host it in this article in the Washington Post, says part of the joint command effort have been dysfunctional to total failure according to an internal study which was suppressed by military officials . Guest that is something the press reported last week that there was an internal study that still work for jpac that describe that total failure as a complete ineptitude of this effort. The story went on to detail that the commanders did not want this study to see the light of day. It has been the basis of criticism we have seen in the last week over this issue. Area code if you like to talk about the pow mia issue or the military organization that is searching for pow mias. We have an unusual line set up, a fourth line for active and retired military. Juana summers, one of the things we found in the research is held large the team is that goes out and does the searching. You had mentioned it is scientific. Who is on the team . It is a very broad based team. This is not just for five individuals. It is a vast number from different wars and different territories. This is a very large team. There is a scientific component to it and administrative staff and other uniformed personnel how did theyurke, determine where to look . Guest there is a lot of investigation that goes on before it is acted upon. There is Research Done initially on the research and Analysis Group here in washington through dpmo and further Research Done by jpac. They have intelligence that is collected by the gentle man and you find it is a process. You look at the history and delaware last known coordinates were and you start to look at where things might have gone and you look at patterns and your interviewing locals and soldiers who were with the man, you are doing interviews with people who might have seen something, Fighter Pilots that there were fighting against you begin to correlate the fact of where a spot might be. Unfortunately, your first investigation might not necessarily yield the results youre looking for but i think the idea is if that did not work the first time, you have xed that spot as a possibility and then find the next logical spot host in north korea, jpac digging up remains that the North Koreans apparently had taken out of storage and planted in former American Fighting positions. Guest i dont know enough about the particular incident they are talking about to comment on it. I will say that the idea that we paid the government for the remains i think is inaccurate. There is a lot of cooperation that goes on within these recoveries. That is money and food aid is given to the individuals who are working and the governments are using their workers and working with them very to say that we simply pay for this is inaccurate. One thing i will say that with all the remains that have been collected, we have gone through and have begun identifying and number of them. I think that is important factor to remember that all of the remains we are getting, we are working to identify and as we do, removing people from those lists. Is finding answers for Family Members as we go on. It may not be the way we wanted to but we are steadily finding the answers for those Family Members. Host 202 the area code. Our fourth line is set aside for active and retired military. Fromll begin with a call oliver in covington, ga. , a democrat. Journal. Ashington caller how are you doing . Documentary about people staying overseas instead of coming back,. Do you have a record of those people . Host once again . I saw a documentary about people who decided to stay overseas like people who stayed in vietnam. Host thank you, sir. Is there an accounting of those people . Guest to be honest, i am not sure but i have never seen a list of individuals who decided to stay. I think the number would be very small. I would recommend that you visit the defense prisoner or missing Persons Office and contact one of the individuals in that office for that answer. Host how big a deal is this at the pentagon . Guest this is a big deal for the pentagon. The information in this gao report as well as the Associated Press report last week is usually embarrassing for the pentagon. They say this is a program we need to take a second take a second look at. Note thatrtant to there is progress being made. People are being maimed and their names are getting back to their families but it is the inefficiency as to the speed at which that is happening is blistering. Host who is general mckeaugue who runs jpac . Guest his name will be in the spotlight. They would like to see him testify about where this effort has gone off the rails. The joint pow mia accounting accounting command based in hawaii. 83,000 or so americans are still missing in action. According to jpac. Gave, most that you of those were from world war ii, 73,000. Most are on discoverable . Guest at this time, yes. The technology does not allow us to go to the bottom of the Atlantic Ocean or the pacific ocean. I think it is important to remember that jpac and the general and his people are working to get to as many as they possibly can. Host operating annual budget next call comes from jack in auburn, maine, good morning. I just had a point by 9 11, when the towers fell, they fell faster than the rate of gravity host that is not the topic we are discussing now. Tom is retired military and North Carolina i m. A. Good morning, caisson survivor. We have an organization i only found out about two months ago. Am 100 disabled. Im a bilateral amputate. Host could you tell us what a caisso survivorn is . There were approximately 8000 at the base case on. Is an organization of survivors were in that timeframe. I only recently found out about it because they dont advertise. I founded by accident and it is a wonderful thing because i thought there were two survivors from my platoon and there is approximately 20. I had not considered the people who were medevaced out but they were there. What id like to talk about is the people, the vietnamese people are very open. That is something i have discovered. The government is very secretive. How much cooperation are we getting from the vietnamese government . Do the teams that go in talk to the local people . These are the ones that can really tell them, the older ones. Host thank you for your information. Guest thank you for your service, tom. As far as the cooperation we receive from vietnam, the government and the people, we get a great deal of cooperation from them. They recognize the importance of this mission for us. It is the cornerstone of our relationship with vietnam, the accounting effort and the work that we do became the Building Blocks of our current economic and political relationship with the vietnamese government. Im not saying it is perfect and we do not have challenges but we do receive a lot of cooperation. As far as the vietnamese people, a lot of our information that goes into the fromtigations are received interviews that we do with the local people who may have been in the area and it may have seen Something Like former soldiers and village people. Host anything to add to that . Guest it is important to note how important these interviews are. It makes this process works battered but if you get information, the ids are done quicker. Host keith missouri, good morning. Outer my call is to point the militarys own shortcomings where it comes to searching for pow mia is, the pentagon has appointed a twostar general in charge of the program. Starl we put in a four general and put more emphasis on it for the military, we are not going to achieve success. Since the Carter Administration and Clinton Administration and the current Obama Administration, the de emphasis of the importance of our military also attributes to the problem. Thank you very much. Reallyi think it is important to note that this is becoming a political issue. Just yesterday after the study ayottet, senator kelly called four meetings to get to the bottom of this to show the shortcomings of this effort. Also jackie spear and other lawmakers on both sides of the aisle say this is to go step further. But what the Inspector General of the pentagon to do a full accounting of this organization so the Global Community is not discounting this issue despite the budget battles. Host if people want to read the report for themselves, is it Available Online . Guest have believed a full report is 87 pages and is available on the gao web sites. Host richard in california. Firsttime caller. I would like to know are the survivors of mia and pows hello . Host please go ahead caller out is that is the government giving them and support for the missing spouses and if not why . Thank you and i like cspan. Guest i think it is important to know that the Family Members of those who are listed as missing receive a great deal of support from the government. We have the Service Casualty offices that work with the Family Members helping to provide information throughout the year. Every year, the National League of powmia families hold a meeting in washington, d. C. And the Family Members from the South East Asia and vietnam war are invited to participate. We invite the members of the Accounting Community to provide briefings for Family Members. They have case file reviews throughout the year and every Family Member who has someone on accounted for can contact their casualty officer and get information. Made,n identification is there is a great deal of effort and consideration put into health Family Members are briefed. There is a full briefing and a casualty assistance officers that helps walk them through the process of Memorial Service and burial. Theres a great deal of effort. Huntsville, alabama caller good morning. Thank you for washington journal and cspan. I am retired military, air force and army. I hope they are stepping up their efforts in this work. I dont want to fathom what would happen if a female was captured. I worked next to some great females and that would bother me so much if one of my comrades, if the now captured, it already bothers me about the man but i cannot imagine if a female was a prisoner of war. Summers, has Congress Look at this issue . Guest there has not been a whole lot of congressional action but this will become a volatile situation in the months ahead. I would expect after lawmakers return that they would take up this topic. Host here is a tweet guest the mission of the accounting issue is the fullest possible accounting. That means the man returned alive, the identify remains, are evidence. Family members will be given as toh evidence as possible as why that is the case. We have a decent success rate with identifying remains. For the vietnam war, we have accounted for over 1000 individual since 1973. I think that is a great number. Is when remains recovery mission, they are sent back to the Central Identification Lab in hawaii and through their work and the work of the armed forces dna lab in dover, those remains they do dna analysis and we have a massive dna databank of Family Members of those unaccounted for and those are compared. Its dna results are made, that is generally the first threshold they look at. Host rockville, indiana, go vietnamller i was in in 1970. A young man that lived north of me was over there at the same time. He was special forces and he was killed inside laos. And i have the accord as to where he was killed. Is laos permitting the u. S. Government to go in and bring our heroes back . Guest we do a lot of work with the laos government. Vietnam, andaos, cambodia. If you have information that might be useful as a veteran that you think might be useful in a recovery process, please feel free to come to our website. Contact information is there and send the information to the office and i will be happy to forward that on to dpmo and jpac and they will do further investigation. Host do you know how many teams are out right now . Guest im not sure how many. Host do you get tips in your office about where to search . Guest we do. Any information that is provided to us by individuals whether it is from in the states or if we get dog tag reports or individuals in vietnam from cambodia who believe they have found human remains, we send that along to the appropriate offices. The steps are followed up. Host are the families updated regularly or is the information kept from them until it is completely finished. There is communication throughout the process, throughout the year especially depending how involved Family Members are. Search and families are less involved than other families. When a Family Member context the casualty officer, they can get the most uptodate information they possibly can. During case file reviews, families to set up those reviews are given as much information as is available at the time. Isbelieve that process lacking somewhat. We would like to see the information chain move faster. We feel there is a great deal of information from Family Members. Charge think it is appropriate and Family Members would much rather have as much information as possible while it is coming through. After it has been analyzed properly. Better to have that information than to wait one year and get it once a year. Guest thats absolutely correct and i think that is one of the things these reports hint at is the chain of leadership and how fast information is analyzed. That is a sticking point. Host colorado springs, jan. How your i dont know can account for every person lost especially overseas and i dont understand why we can say after 65 years that that person is gone and maybe provide free counseling. We have so many young soldiers today that need health care and jobs and help with their families. I just wonder if the millions that were spending looking for these bones are really the best way to spend those millions. I come from a military family and i have respect for what people have done. I just dont understand after 65 years that people are still looking for bones. Im sorry. Thank you. Your call. Kyou for i think it is important to understand that you have to go back to the idea of the Accounting Community. We will never be able to recover the remains of every individual on this list but the idea is to find answers for Family Members. I believe it is a natural human need to want an answer and want to know what happened to your Family Member in their last moment. I believe the vietnam war families especially have a greater understanding of the fact that half of them will probably never receive remains. But the knowledge of where their family was when they saw what the second step circumstances were that led to that, i have seen a person find out a Little Information that puts them one step closer and the change in their demeanor, the change their attitude is amazing. It is a humbling experience for me. The idea is not to find remains for everyone but to at least find answers. This is a 50 million effort at a time when the pentagon is strapped for cash. We look forward to how much money and time we should be devoting to this effort. A full accounting is important. Perhaps the price tag will change as we go forward. Host degette involved with this . Guest i in turn with the league and i was in college. Was a vietnam war veteran and my grandfather was a korean war veteran. When the position of National Court never opened up, i thought it was opportunity to support our military and Family Members in a unique way, to use my history and political background to do something that i could look back on and feel like i have made a small difference. These Family Members are some of the most amazing people i have ever met and it is an honor and privilege to work with them every day. Host what happens to remains that have no surviving relatives . Guest the remains of individuals who have no surviving relatives are actually the chairman of the join chiefs becomes the designated person in charge of organizing that burial. They are given a great deal of care and a great deal of service. I believe there was one individual recently where that was the case. I believe it was a korean war veteran. I am not sure 100 . Summers, looking at these two reports, will there be any reaction fallout from the pentagon . Fart the pentagon has so been tightlipped. They concurred mostly with the findings of the gao report and the general feeling we got is that the pentagon must do better. I dont think this is an issue that either the public or congress is going to let go of easily. You had people in the pentagon saying for years is one of our greatest responsibilities. Right now, all the evidence has pointed to the effort not working as well as it should. I would expect this would not die out. Host tom and michigan, go ahead. Military, i retired am calling on the democratic line because i could not get through. Im a vietnam veteran. While i was on active duty in odd is, i witnessed 20 that were buried. These were men that i personally disarmed because i was a demo man and i saw them put in body bags at an officer ordered them to be buried in a way is contradicted to the way marines do things. It was done all the same. For years, i have tried relentlessly to try and get the league of families to help me get these bodies home. I had gotten into a maze of bureaucracy where until the costs 1. 5 million to start a dig. That is ridiculous because these men were buried in body bags. I know the approximate location. Host lets get an answer. Guest thank you, tom. I dont know exactly the situation you are speaking of. If you like to contact the League Office here in the next few days, i would be happy to take information from you. It is important to know that in Southeast Asia and especially vietnam, there are unique circumstances that go with that. One of the issues is the acid soil of vietnam. Because of the acid soil, the remains and evidence is literally eaten away over the years. While there may have been body bags for these individuals, at this point, it is not clear as to what we would be able to find. If you like to contact us, i would be happy to speak with you and pass as much information along as i possibly can dpmo and jpac. Host guest you in regular contact with the military . Guest we have a very Good Relationship with the Accounting Community. We fully support them and believe in the efforts they are making. It is important to remember that very new toague this command after starting october 1. He is working diligently and was at our annual meeting in june. Good handle on the issues that are internal. He also understands that there are some things that need to be worked on between the relationship of jpac and dpmo and i think he is doing everything he can to direct to address those. General wear had a comment earlier about that. Does a twostar general have impact . Guest i dont want to weigh in on that necessarily. Good point as to someone who has been in this job for less than a year, this is a sore point with a lot of complexity and a Broad Mission and a large number of people they are trying to find out about. Perhapsnt would be that it is shortsighted to write off someone with less than a year in the job. Host fayetteville, North Carolina. Caller good morning, i would like to make a couple of comments and some of them are derogatory. I called in on what i thought was the military and the first thing i was asked is whether i was republican or democrat or independents. Im an american, first off. Im retired military. That has donee anything to recover our american servicemen, i would like to give credit. I thought i heard why after 60 years someone would want to know or question why they would recover the bodies . Anyone that thinks like that, i have very low opinion of. The American Fighting man all the way from the civil war, revolution rework to current has given everything for this country. Cannot give something back, we need to shut it down. Im sorry for the negative comments. Host thank you. That will be the final comments for todays program. Lacy rourke with the National League of pow families and Juana Sommers a politico have been our guests. The house of representatives is coming into session. They are working on Student Loans today. [captioning performed by national captioning institute] [captions Copyright National cable satellite corp. 2013] the speaker pro tempore the house will be in order.
