If you are a democrat you can come in here and vote. Here we are days later trying to count 2 million votes in arizona. Same counting, Maricopa County. If you listen to fox or the rightleaning media, it all comes from democratic states. That is not really painting a proper picture. Here is where this state stands on Raphael Warnock with 49 point nine percent. Herschel walker out 49. 8 . No candidate achieving the 50 plus one needed. This is gone to a runoff. We are joined by Stephen Fowler with georgia public broadcasting is joining us by a. Good morning. Walk us through what a runoff means and how this is going to work. Is there mailin voting . Is this going to be an election like what we saw on tuesday just happening in december . Guest georgia is one of two states that does runoff like this for primary and general elections. Since nobody receive more than 50 plus one vote we have the two top vote getters go to a runoff. Georges massive voting law change that took place in 2021 means that the runoff timeline is four weeks after the election rather than nine. So that means voting early and super charges the timeline. Because the Runoff Election cannot start until Election Officials finish the election, the certification process will not be finished until thanksgiving even though we know it will be a runoff. In person early voting cannot start until the saturday after thanksgiving. There will be a minimum of one vote of early voting instead of three and absentee by mail ballots will have a tighter turnaround. Most of the people that requested mailin ballots are people who are over 65, disabled or have another reason why they need a ballot mailed to them. The short answer is, in a typical election pumped up on steroids. Superfast and as a result, will have a lower turnout. Host what are folks saying about the ability to meet that supercharged timeline . Guest the Election Officials have been through a lot since 2020. At the beginning of 2020 before the pandemic, they rolled out the countrys largest implementation of a new voting system. They were trained on that. There was an election with the pandemic, mailin voting. The people that work the polls and get people trained have gone through a lot. They are prepared for this. The law that changes election was passed back in 2020 one. Another thing to consider is that in a general election we have to do what is known as a risk limiting audit. The secretary of state is going to announce one state right race where Election Officials use a statistical model to poll random batches of votes from different counties and different methods and count those and ensure that the results are accurate and not in the sense that it was 50 the first time and it was 49 a second time. If they pick the georges governors race they would do these random batches of votes. And if brian kemp has more votes than stacey abrams, then that audit satisfied their needs. Election officials are tired. They are optimistic they can get this done and they are going the extra mile to make sure the voters have a good faith experience. One of the reason it went to nine weeks is because there is a federal law for military and oversee voters that extends the time that they are allowed to receive their ballots but georgia got around that by sending those military voters a ranked choice instant runoff ballot. Overseas voters sent back to ballots. Their general election choices, the second one will be opened in the runoff and they have to rank their choices. If they voted for the libertarian, hes not in the runoff so their second choice whether it was the republican or democrat will be was counted. It is a way to have their voters have their votes counted. There has been discussion about the legislature extending the timeline further. We will see how this for weeks go. The thanksgiving holiday tends to interfere with county offices being closed voters out of town and campaigns not trying to bombard people with rallies while people are at the dinner table. Host where is it expected that the libertarian candidates votes will go . Guest it is unclear whether those people will support Herschel Walker or just not vote. The reason chase oliver got 2 is that there is a sizable number of Republican Voters that do not want to vote for Herschel Walker. They do not think he is fit to be a senator but they will not vote for Raphael Warnock. We saw with their preelection polling, a number of republican saying that they would have a protest vote for the libertarian. It is very unlikely that many of those voters go back to Herschel Walker because not voting for walker was the reason they chose to cast a ballot. In the governors race, brian kemp received 53 of the vote, Herschel Walker finished 5 behind that. One in 10 voters said they would vote for anyone but Herschel Walker. That is a considerable amount. Host the question about more ads on georgia voters tv. Is there any idea of how much was spent and how much more will be spent over the next few weeks . Guest it is a good day to be a television owner today in georgia. Hundreds of millions of dollars between the campaigns, the Senate Majority project in these outside groups. Georgia has been blanketed with ads, mailers for the past four years. It has become such a battleground state. We have seen early reporting that republicans are doing whatever it takes to pour money into get Herschel Walker elected. I saw on twitter last night senator jon ossoff was rallying other senators says share fundraising links to have people raise money for warnock. The fact that georgia has this runoff in december, while everybody else should have the answers means you have an outside money, outside attention in this outsized pressure to produce votes for their sides. Host how do these campaigns intend to spend their time and will there be another debate . Guest we are already seeing campaigning happened. The dust is not even settled and it is still election week and Herschel Walker is campaigning with senator ted cruz that will be a key part of him winning the runoff. We are already seeing Campaign Events happen. Strategists and operatives barely had 15 minutes to rest before getting back to work. We have seen a massive ground game on the republican side spearheaded by brian kemp who has stepped in and place of the state party. Stacey abrams has a lot of dedicated followers that will stay ready for Raphael Warnock. We are already seeing the campaigning happened. As far as the debate, that seems unlikely. There was a large saga of Raphael Warnock accepting three different debates. Herschel walker not accepting those. Then proposing his own fourth debate and warnock agreeing to that. With this tight timeline and the reaction that the debate had for both candidates. Warnock said it helps show how walker was out of touch and not ready. Just 70 reporting. To talk more about arizona we are joined by the Arizona Republic National Politics reporter via zoom. Good morning to you. Why are we had 70 two days out . How much longer will it take . Guest it will take a couple days before we have all of the votes counted. The trajectory of some these races may put them to be called ahead of the final count. This is not new in arizona, this is what we do every cycle. We are good at counting the preelection day ballots that came in early ahead of the election, we did pretty well on the election day counting, but then there all of those people who drop off their mailin ballots on election day and we have to see verified signatures and whatnot that leads to a lengthy post election day counting period and that is where we are now. Host who did those mailin ballots generally help as we look at this Arizona Senate race, who is likely to feel the impact from those ballots yet to come in . Guest there is an estimated 600,000 ballots still to be counted across the state. Of those 340,000 are in Maricopa County. I am told there is a batch that includes 17,000 ballots that were dropped off or deposited on election day that are figured to be very republican. The balance will be republican leading, but far less so. There is no science to it. Each cycle needs to be slightly different. There are expectations republicans will probably do well with another batch. After that it trips into a batch by batch result and it depends on where they are coming from, which part of the state in which part of Maricopa County which is the states population center. Host mark kelly up by about 95,000 votes at this point. That is the senate race. I want to take viewers to the governors race. What is going on in that contest . Guest last night there was a batch of ballots that were counted and released in Maricopa County and while a lot of folks had expected that to be the batch where kari lake overtook katie hobbs, that did not happen. At this point we have katie hobbs, the democrat, headed by about 13,000 votes over kari lake, the republican. Still a very close race and are a lot of ballots still to be counted in that race could end up flipping. Host why is mark kelly doing so much better than katie hobbs, with just a 13,000 vote margin . Guest the better way to ask is why is Blake Masters doing so much worse . I think that is the story of the arizona elections at the statewide level at this point. Of all of the statewide competitive races in arizona, Blake Masters, the Senate Nominee for the republicans, has the fewest votes of those candidates. Kari lake has been noticed as a potential republican star in national circles. She is within striking distance of being able to take the governors race, but Blake Masters will need to see republican votes go his way to be able to overtake mark kelly. Mark kelly is an incumbent who is relatively popular even before entering office. His reservoir of goodwill is certainly greater than Blake Masters, who has been an unknown quality and then and unlike quantity for a good number of people, including a good number of republicans. Host the other race we focused on was the secretary of state race. Take us to that one. Guest this is a race putting the democrat, he is the former recorder of Maricopa County, that is the office where he counts the votes in arizona. He is running against a state representative, he is perhaps best known as an election denier who are in to Donald Trumps endorsement last year. Early on. He is in oath keepers he is an oath keepers and has come to symbolize the Election Denial Movement and he is finding himself trailing by a similar margin to buy what kelly leads in the senate race. Fontes has a few more votes and we can infer from this there are a fair number of republicans who view him as a bridge too far. Host before you go, there was a caller from ohio concerned about voter fraud in arizona specifically. Something he had heard about somewhere. I forget where he got it from. Concerns on that level, conspiracy theories about food fraud. What can you tell us about that . Guest the short answer is there is something credible and nothing that seems to be widespread. We went through this in 2020 with a very significant investigation led by parsons for the republicans and they cannot find anything credible. This time around there were widespread problems with tabulation machines being able to read ballots, but it did not mean the ballots were spoiled or damaged. It is my understanding those problems have been remedied at those ballots will be counted. There is no evidence to this point of widespread fraud in arizona. When will it be 100 . Guest not as quick as everyone would like. County officials have emphasized time and again they care more about getting it right than they care about media plantains being able to call the race. They are counting through the weekend and they should be done by saturday because there is a deadline for them. Host how many ballots are still outstanding . Is it all mailin ballots . Guest there are about 100,000 ballots waiting to be counted, 70,000 of those are in clark county which is the county where las vegas is, it is the most populous county and the bluest in terms of politics, than there is also 40,000 ballots in the county where reno is, the other urban district, though it is little swingier in terms of politics. Those ballots are expected to help democrats. Most of those were sent in the mail or dropped off at drop boxes and we have seen from election day that those heavily lean democratic. Host 70,000 mailin ballots left out and cortez masto down by about 15,000 to 16,000 votes. You think there is enough there and what is the expectation . Guest i am not paid to forecast or predict but the word in terms of political watchers and analysts in the state is it is looking good for Catherine Cortez masto. There are about 16,000 less than 16,000 votes she needs to catch up on. There are plenty of opportunities to do that. It is looking pretty good for her. Not clear enough anyone is willing to collect, but youre probably feeling pretty good if you are her right now. Host from the senate race to the governors race, that has not been called yet either. Take us through the latest. Guest Catherine Cortez masto is at 16,000 balance that she needs to catch up. The governor is at 34,000 ballots he needs to catch up on. That is a much bigger margin so he needs to win a pretty sizable chunk of those. A lot of people are worried about that race, or the democrats are worried about that race, that is around of that is a lot of ground to make up given therell still be support for his competitor. Host his competitor is joe lombardo. Who is joe lombardo . Guest he is the sheriff of the county where las vegas is located and this is the first election after the pandemic. A lot of people have strong opinions about how the pandemic was managed and we are seeing that. A lot of our down ballot races are favoring democrats. Their margins are a lot smaller in terms of the number of ballots, but the governor has one of the biggest margins so clearly people are speaking their mind about how they feel he led the state. Host focus more on the down ballot races and the house races in nevada this cycle. What did we see . Guest we have four house seats, one is republican and was caught right away and the other three are held by democrats but with redistricting are all highly competitive. All are leading by very small margins, but because the outstanding ballots are from clark county, our urban centers that trained democratic, we are expecting them to gain those leads, increase those leads going forward. Host at this point what are you watching for the next batch of ballots to come in nevada for viewers who want to stay on top of the story, what should they be doing today . Guest clark county is releasing theirs into big batches in the afternoons. They do not have any specific time but it is early afternoon nevada time. We will see something later today.
