Speaking of leverage, now since we have more leverage, what specifically are we going to do what are we doing to hold those folks who attacked americans i dont remember that it is rare when americans are attacked by folks from another embassy when we have videos. What are we going to do to hold them accountable . What are we doing . Iambassador power i dont have the details that you have. Rep. Diaz we can usually count on that and im grateful for that. Ambassador power we have channels in which these issues get race. We are in the process of normalization. We are not going from zero to 60 overnight. We are in constant dialogue with you and cuban society. As this process moves forward it is our job to show those individuals who exercise their peaceful rights that we have their backs and we will defend them and we will raise incidents like this again through every channel that we now have with the cuban authorities. I will have to take that. Rep. Diaz very briefly and that in the 30 seconds i have, in july, a ship sending illicit arms to north korea was captured and intercepted and pay them yet been very vocal on that. What of the consequences for the castro regime for sending illicit arms in violation of the u. S. Sanctions to north korea . So far, the consequences have been a meeting with the president for an hour even of the president didnt meet with the Prime Minister of israel. He spent an hour with the dictator of cuba and his family. So far the consequences of the north korean shipment and all these other atrocities has been recognition and normalization. What specifically are we going to do to make sure that the castro regime is been held accountable for shipping illicit arms to north korea . Ambassador power that incident occurred before the normalization process was announced in december. I think it does highlight in the prior administrations policy in place rep. Diaz negotiations were arty taking place. Ambassador power in new york we have done is condemned cuba for their involvement in that incident. We have secured something that is bureaucratic and technical but in my world, it is important. It is an implementation notice which documents cubas role in this which is something that they strongly objected to. Our challenge, as you know, are those who stand in the way of more significant action. These are precisely the kinds of incidents that we will not change our response to. We will continue this be cap. We will not pull punches on violations of international law. Rep. Diaz thank you very much. Rep. Lee let me just follow up and i say that i agree with her that the two state solution is the only option that is going to achieve diesel security in the region and for the United States. Let me just say. Ive legislation actually that ive introduced for several years now for congress to go on record supporting as two state solution and the Peace Process. Having said that, i want to make sure that we are clear that is important that both sides agree that a two state solution is the ultimate outcome and achievable and what they are seeking. I know the last few months that we have had some dialogue back and forth with regard to whether or not mr. Netanyahu wanted a two state solution and this process to move forward. I hope that this chain of events that is taken funds taken place since then that we are now back to agreeing that the palestinians and israelis deserve a two state solution and we are going to encourage that to continue. I think that the yuan is lets be very important in your role in that. I do know that we have a little bit of history of what took place as it relates to concern about whether or not the two state solution was still a viable option in both parties. Policy as well as throughout the region. Boko haram this is a Year Anniversary of the kidnapping of girls. Having said that, there are over a thousand girls who have been abducted from their homes in nigeria totally. It is a important that the u. N. Continue its involvement and the United States. We have supported the Un Security Council resolution calling for adding them to the sanctions list. We sent you a letter and we asked you that they be included and you did. I guess these recent events now have shown us that we have got to do more. Im wondering what the United Nations is doing and what we could do to support the International Community to adjust the kidnapping of these young girls and boko harams horrific actions in nigeria, and now their connection to isis and what you see as the next steps. Ambassador power thank you congresswoman lee. I thank you for your leadership on the slavery memorial which is important to not only know and commemorating the hard past, but also the very real occurrences of slavery in the present including the fate of the girls and how their living they are living and in the presence of boko haram. Boko haram and brief, i laterally, right from the beginning, we offered up intelligence and other assistance that the Nigerian Government wanted in order to respond to boko haram capture of those girls and also boko harams through the northern part of nigeria. We have also been very supportive of the regional Multinational Task force that has come into existence now with chad, cameroon, and nigeria to contest boko haram militarily. We realize it is not a military solution alone because of governance issues and economic deprivation in northern nigeria. That needs to be a just over time. It is similar to isis and they pledged allegiance to isis. Similar to our antiisis efforts, we need efforts on messaging and cutting off financing and there needs to be a military component. Because of the election in nigeria, we see ourselves now at a crossroads where this effort can be ramped up significantly. The president elect has committed himself. He made this a Campaign Issue and we are hopeful that with nigeria determined to tackle again the underlying issues in the north, but most specifically to find out which the girls are where the girls are, and not just the 200 but many more than that, not just girls but of course boys who are pulled out of classroom and shot in the head for wanting to learn. Boko haram meaning education is for bidding. With nigeria at the core and helping to resource this and with our support bilaterally in the force itself and with our continued messaging that needs to be military but a whole set of steps that need to be taken, we can move into a new phase. Just recently in the tail end of the election season in nigeria, nigeria began to step up his involvement in the north and boko haram is on its heels far more than it has been. Until they are eliminated entirely, no boy, girl, or citizen in giant. In nigeria or chapter cameron is safe. I want to say that i appreciate your work in the past for northern ireland. It is much appreciated. I just want to follow up with something that congressman ds brought up and you talked about the normalization process. Rep. Rooney one of the things that somebody from south florida he comes again no you come to know from the university of miami or one of the constituents is that when the big issues for the normalization process and want to get your take on it is that i hear the constituents that came from cuba that have property claims that felt like when they left that they would be returning in short order and were able to because of the castro regimes seizing their property. Part of the normalization process in my mind and i think would help a lot go easier and i dont know this is part of this, but im just couriers curious. His property claims lance, homes, and businesses going to be any part of normalization for cuban exiles in florida who are still alive in believe that once the castro regime falls would be able to reclaim that property . Ambassador power thank you. Let me say that we are now at the early stage of normalization process. And so the dialogues that we have begun in the dialogues on whether or not we can establish diplomatic relations are dialects and come it necessary to reopen embassies. We have started substitute dialogues like on trafficking with purses is persons. Telecommunications etc. We absolutely believe that these channels need to be used to push issues of concern to american citizens and People Living this country and that includes human rights which we spoke rudely about. It includes property claims and property efforts and property restitution. There are issues of u. S. Fugitives who are present in cuba that we cant ever forget about and we need to work through a Law Enforcement dialogue. Again, we are at an early stage but nobody is losing sight again of the needs and demands of american citizens. Rep. Rooney i know one of the arguments is that we do certain businesses with china and other countries that are communists in nature, but when i think is lost in the whole dialogue is that we have constituents in our state and our districts that come to us and ask us in various and i guess. Mario is closer than i am. It is so much more real than doing business with countries like china and trying to compare those two things is just wrong. One of my other questions that i had deals with it is kind of a political question, but im just curious. When you come to an end of a second term of a present in the policies that are in place under the Obama Administration and the administration would you serve how is your job affected by the policy positions that this president takes whether it is regards to iran, russia, what have you, and other people that you deal with, knowing that whoever the next president is going to be, whether it is wholly somebody on the republican side, might do something differently . You feel like you will have to hedge your bets and that is the reality you live in or do you do future planning . Ambassador power let my present answers predecessors from the beginning who lived through the election cycle, we have to do what is in the interest of the american people. The u. N. , in particular, if we were to reform peacekeeping and sexual salt by peacekeepers or deal with peacekeepers who duck and cover instead of protecting civilians, we may have to do investments now that may not see full return until two or three years pass. I think there is continuity that americans have in defending israels legitimacy and security in the u. N. I think we have something resembling a Bipartisan Coalition that recognizes that we are in a stronger position when we have paid our dues and we are leaving from a position of strength. That is something that this administration has and working very closely with and we have been able to ensure. Theyre such a great commitment on the part of the american people, including constituents and places that you always would not expect. We are counting monsters entities like boko haram. Again, things happen far more slowly than i would like at the u. N. Because there are 193 countries. In the case of the Security Council, their 150 countries. We need to keep plugging along on the reform agenda and the peacekeeping agenda and on the defending israels legitimacy and security. I hope that whatever happens in november 2016 or january 2017 that we have left a stronger u. N. And that our interests are better advance within the organization only hand off the baton to somebody who is running quickly and will carry that cause forward. Rep. Rooney thank you. Im going to change the world wide global threats. I think one of the most severe threats that we deal with other than the issue of weapons of mass destruction and issues such as terrorism is cyber. Rep. Ruppersberger what is happening in the world, whether it is a tax what china as examples billion builds of dollars as an example of stealing billions of dollars and their other attacks like the first attack that we have United States. Im wondering from United Nations point of view in dealing with all these countries, where is the status of the cyber issue . Have we taken the position on how to deal with this problem as far as cyber is concerned . And if in fact we are able to prove i dont know what mechanism that would be, that we can show that certain countries like a north korea or someone would make those attacks with United Nations be in a position to introduce sanctions in order to punish . Ambassador power thank you so much for the question. Let me start by agreeing wholeheartedly with the premise that Cyber Threats are one of the of a series most serious security threats that United States faces and we are starting to see affect around the world. Even the vaticans website apparently was hacked just over the last couple days. Rep. Ruppersberger it is going to keep happening all of the world. Ambassador power is going to keep happening. What you saw in response to the horrific north korean attack on sony is that we moved out with a very strong executive order and so the unilateral action within our own capability. Im a doortodoor in new york to my Security Council counterparts and made it very clear that was something that one could consider off to the side and that was something that actually have the kind of economic and even physical effects of a more conventional attack and so far as sony being shut down. There is also because are part of that. Course of part of that. I raise this issue to the Security Council and we convened on the human rights situation in north korea because the human rights atrocities is the canary in the coal mine in terms of other threats of this nature. We are looking at what the next at this step is into ensuring that other countries see this as being a threat of comparable gravity to the more traditional attacks that the u. N. Is dealing with. We are not there yet. It is not the case that we can move swiftly in the Security Council, particular giving the presence of permanent members who might resist this. To get people to see this lake other kinds of attacks, but we are moving out with information sharing and Technical Advice as to how countries and companies around the road can strengthen their defenses against this kind of attacks. Now that we have put in place the cyber executive order which goes well beyond the attacks carried out by north korea, i think that is something that we will seek to multilateralized within the u. N. Framework and through Regional Cooperation agreements. Rep. Ruppersberger three a role as the ambassador to United Nations, let me give you an example of china. China has been stealing dollars from our country and throughout the world. The good news is that a lot of that information was classified. A company was able to show the connection between Chinese Government and the military and a lot of these attacks. The customers were the new york times, and the Washington Post and other companies. We have the information and is porton to have relations with china and who they are because of how powerful they are, but we still need to deal with them. I think the best way to deal with china is through commerce. That hopefully will post together. From your role and knowing the evidence that we have in respects to china and your role in United Nations, how would you handle the chinese situation as example . We have the evidence to attack us. We need to get china to grow up and other countries to help us with a global type of system to handle the cyberattacks because this is really still from countries all over the world and trade secrets and everything. It is estimated that in the United States it is over a billion dollars total every year. How do you see that framework of your job as an ambassador to deal with this at a global level . We can try to do it in the United States, but it will not stop in the global issue without sanctions or some type of deterrent to have these other countries deal with it. Ambassador power let me start by saying that the bilateral tool that we have now put in place to this executive order can be really impactful because when there are significant harms being carried out by companies or government institutions a private hackers who have government affiliations, this is a tool that we can use in order to hold accountable and punish people who do that and to turn and indeed capacitive incapacitate their resources to strengthen their arsenal in the is aggressive actions. The challenge which i alluded to implicitly before in terms of Un Security Council action is that china as a permanent member and a veto holder. Our ability to move beyond the bilateral to the Security Council deals with china wanted to support such an effort. Rep. Ruppersberger my time is up, but i suggest that we put that as a higher priority when they are countries attacking other sovereign countries throughout the world. Ambassador power just because we may not be able to move an enforcement action does not mean that we cannot use the bully told but of the council and use that form in order to raise the alarm either about one countries actions or about the threat as a whole. Rep. Ruppersberger thank you. I will like to return these discussions to the Iran Nuclear Discussions for a moment. Senator kerry has said that sanctions would not be realistic. Our negotiating partners are chomping at the bit for this. We are told that sanctions will snap back in the event that there some kind of major violation disagreement. Rep. Dent it seems to me that that is wildly unrealistic. How can we expect sanctions to snap back at a time we know that assumes that the russians right now are lifting the sanctions by selling these antiaircraft missiles to the iranians which would basically prevent the United States or other nations from enforcing a Nuclear Agreement if the iranians were to violate this . My question is do you think it is realistic that sanctions would snap back in the event of a serious violation given the russians . The u. N. I cannot imagine that they would support this on us. Ambassador power it is gives me the ability to answer one of the questions that represent of granger made in her opening statement. First, let me distinguish the two kinds of sanctions that we are talking about here. And we have brought to the negotiating table. First of the very significant bilateral sanctions that we have brought to bear, including congresses licensing and the executives use the secretary a secondary sanctions. Those are extremely important and they were reinforced and amplified by one of the toughest sanctions regimes in history, which was achieved over the course of several resolutions up in new york. I think it is implicit in your question but just so everybody is on the same page, of course we will retain as United States the u. S. Sanctions architecture as we see the extent to which this deal is implemented, as we see inspectors seeking access to sensitive sites and whether they are able to secure that access. In other words, we retain a huge amount of power and snap back capability ourselves well be on the Un Security Council. Rep. Dent with the snap back sections be effective with our International Partners . Ambassador power because we have the ability to place secondary sections and because of the World Business occurs in u. S. Dollars in so Many Companies have access to u. S. Markets, i do. I think your question on the second layer which is the u. S. Un Security Council being so important. I want to assure you that we are going to secure the arrangement to allow for snapback in your in new york that will not require russian or chinese support. We are not looking at a situation where in order to snapback we would have to do a separate resolution along the lines of what we did in 2010 because we recognize that todays russia is frankly a different russia than that of 2010 and we want to retain this authority in this capability within our own power. Rep. Dent you are saying to me that snapback sanctions on our part would be effective. Given ayatollah khomeinis recent comments about the framework which are completely contradictory to what we are saying publicly, why would not enhance sanctions . Why would they not have an impact in snapback sanctions would . If we passed sanctions by congress, we are told that is unrealistic and it wont work and our partners wont support us. We would be isolated and on her own. At the same time russia and china can have snapback stations, but ours will be effective . Ambassador power there is a very clear answer to that. Right now, iran is in compliance with the jp away. Jp 08. As been granted the axis that needs to verify. It has been granted the access that needs to verify. Youre looking at a jpoa that has been respected and thus the idea of imposing sanctions at this point would seem very much at odds with the recent track record to the singers that from this area that we were talking about earlier which is a snapback scenario, which is when iran is in violation of any future copperheads of agreement. And that violation would be clear by virtue of the fact that iea gets access that it needs and reports that iran is carrying out the nuclear steps. Rep. Dent i see that my time has expired. It seems to me that a russian partners are sitting at the other side of the table on what i hear that they are selling the iranians now. I dont have a lot of confidence that the u. N. Is going to be an effective partner with us in the event that the errors of violation and the russians seem to be aligned with the enemy and other issues of power in the world, including the middle east. Thank you for being here with us and for the work you do in our country. Im sorry that my colleague from florida i wanted to make a statement before answered the question. In negotiating with cuba, it is going to have to be a game of giveandtake. Rep. Serrano yes, we have claims on the cuban government. We have americans who feel that they have property and that is a question that has to be settled. There are american corporations that lost property in cuba rightfully, not rightfully, but they did actually lose property and that has to be settled. But i always bring up something that people sitting in your chair scratch that had, because in all honesty most people have not thought about it. That is that one of the most popular types of music in this country is salsa music. Anyone who is into music knows that it is a meteor creation of many cuban residents rhythms. For years, we have been dancing to and listening to salsa with compositions and arrangements that belong to cubans in cuba who may no longer be alive whose relatives are alive and not a penny was ever paid and loyalties to them. I spoken to some people the business would tell me that we are talking about hundreds of billions of dollars, if not more. And when you see a movie in the seed latin music in the background nec latin music in the back on, it was someone who wrote it in cuba. Those discussions are both cited. There are people who live in cuba who are over here for alleged crimes that are committed over here. There are cubans hanging around the 50 states and territories who claim that they have sabotage things in cuba. My whole point is that is not a onesided issue. These negotiations will continue to be very delicate because we have claims on them and their claims on us too. Some people are going to come into a lot of money, but theres no much record on how much we all them. I want to ask you one question because my time will run out and that is in light of the presence plans to remove cuba from the state sponsored list of terrorism, which i strongly support, how can the u. N. Help the u. S. In normalizing diplomatic relations and taking cuba off the terrorist list . Is that a plus for getting more support from the u. N. To help us with this whole issue . Ambassador power take you, congressman. Thank you for raising the other issue. Ive not reflected on that before despite being a big fan of salsa music. With regard to the u. N. , what i can say is that up until the president s decisions from december, cuba has been a very polarizing issue and that would probably be an understatement. There is an animal resolution in the General Assembly in opposition to the u. S. Embargo with cuba that usually passes basically with the support of a majority of countries within the u. N. , but also with only a couple of no votes usually us and maybe on occasion israel. We have been very isolated in the International System which i raised, and given my earlier exchange ever cuba, i think the steps that we have taken have actually made it easier, i feel, for me to be cured heard on human rights issues before. Every time that i would raise human rights and this is something that would direct that you in the past when i would raise human rights concerns, 600 shortterm arbitrary detentions of cubans in the month of march alone. When i would raise that in a pass, all i would hear about is the embargo. Now i feel that i have a claim and a shot at making the case because of the version and frankly that this is all the people were doing in using it as a diversion. We were very isolated and now we are no longer isolated. I think we are in a stronger position to raise our human rights and democracy concerns about cuba. That is one example. We do that whether it is regards to individual prisoners. We tried to get an independent investigation into the death of a prisoner. This may change, but it is had a lot of support from the usual suspects, but also from some you would not expect. We are very sincere that any process of normalization or in the event that statesponsored designation goes ahead and is rescinded, that does not mean that cuba gets a pass on human rights issues of concern. Indeed, i think that we will be more successful in forging more coalitions and putting more pressure on not just United States, but others, and if we can get other issues put to one side and focus on what matters and that is the cuban people themselves. Rep. Serrano i thank you for your work on all this. Thank you. At the risk of repeating myself, i want to tell you about my background. I had a real privilege of serving as a pilot representative when i served in the air force with the implementation with the russians. Rep. Stewart i learned as a young captain and ive certainly this is true. If someone wants to cheat on the treaty such as this, they can find a way to do that. Theres no question in my mind that is true. I can give you many examples on why i believe that. The reason the strategic negotiations work with the russians and United States was that there was a modicum of trust between them. We had a generation of negotiating over previous treaties which were carried out and we believe that we can work with them because we both wanted the same thing. I dont believe that is true at all with our negotiations with iran. I appreciate your efforts to move forward on a very important issue, but i think that you and i and the Administration View their role in a very different way. If i can make one other observation and then i will ask my question. There has been much talk about snapback stations sanctions. I think that you and i would agree that it took extorting effort an extraordinary effort to put the sanctions in place. I would say that their fragile. Its a prize many of us that they have held as well as the half. Imagine if you would two years from now when multiple countries, and thousands of companies, with millions and perhaps billions of dollars in investment on the line, and every industry like oil, finance, shipping, an aviation i do not think that you will see snapback sanctions. I think it is going to be at interviews back. Is going to be it is going to be slippery as slimy. We are going to lose china and likely france as well. Once that happens, i do not know how you stop the dam from drinking. When other countries see these breaking, i dont know how we stop them. Im not asking you to apply because you already have and we appreciate your response to this point. My question primarily is this and that is that i ae. Many of us are frustrated with their inability. This is not a criticism of them but their iranian partners. The inability to get very specific answers to a long list of questions regarding primarily irans military installations in the role of those have played it in the development of their previous weapons in Nuclear Weapons programs. Do you share that frustration . And if you do, why do you think they will be any better and trying to implement and carry out this agreement . Ambassador power take you, sir and im unable to resist the temptation of responding to your opening comments. Because they are very legitimate concerns and when it comes to lack of trust for iran, we share it. This agreement and the framework and then the ultimate agreement is predicated on a lack of trust rather than in chess. That is why we are facing sanctions and talking so much about snapback and we will come back to your use back point and just a sanction ooze back point in just a second. [laughter] ambassador power i think what is important is the extent of the transparency regime. The agreement to implement and ratify the additional protocols and the modified car load code which would clarify everything once it is often built, but when the idea has struck, and the extent of the presence which we have not seen. The jpoa is only over a finite. Ofte period of time. One that was a concern, they had complied. You may say that is because iran is on their best behavior because they want to get a big deal done to rep. Stewart could you say that iran is on their best behavior, but look at what theyre doing from yemen. Ambassador power i can speak to the other issue. Ideal of the other issues every day on yemen and iraq. Rep. Stewart is worth making the point as well. This is as good as we are going to get with them. Ambassador power im speaking very narrowly on the nuclear issue. I do not think there is any improvement on irans behavior. I think we will work in cooperation with each other on most days. The fact that every part of the Nuclear Supply chain is going to be monitored by the iea. The ones that we know about coming back to Nuclear Supply chain, that is where the nuclear concerns are waged. We have to have a covert Nuclear Supply chain. Not just the Nuclear Mines that no one has ever heard of and Storage Facilities that no one is ever heard of, that takes a lot of work. And a whole lot of subterfuge and we retain the ability that we have demonstrated and we and our israeli friends have our independent ways of judging what is going on. We will also see quickly whether not the iea is getting the access that it needs and we will have a means of resolving any standoff in that regard and will go in favor of the iea. We will get to a point in violation or not. Let me just say that that is one of the issues along with the changes that need to be made in iraq and that those questions will need to be answered in the first phase before any releases coming. Rep. Stewart if i could just conclude and reemphasizing what both of us support here, if they want to cheat, they can find a way to cheat. Despite all the details that you have enamored here, they can still find a way to cheat. The iea is frustrated that they have not answered questions. Im deeply concerned that that will be the case two years from now as well. Ambassador power you can say the argument supplies with all this sanctions in place. The difference is that we will have more inspectors on the ground and more of an ability to catch them. Right now, the difference is that it will be a oneyear break out time which is in the u. S. Interest. Thank you, madam chair. Ambassador, good to see. I would to mix things up a bit. Im going to ask you something not related to cuba, iran, origin. Rep. Wasserman schultz even though i arrived, it was pretty well covered before i got here. I want to ask you a couple of questions that are near and dear to both mine and congressman lee and the stranger miss granger and that is the way women are treated in the potential for exportation and what we are doing about it in you and peacekeeping missions and funded operations. I want to ask you about the notion of training women peacekeepers. I know that we know that is a challenge and having more women peacekeepers at the u. N. Is that there are not a lot of women in military and police roles. As a result, there is a very small pipeline. I recently learned about a special Training Program that is for few moments where officers female military officers. It was the first of its kind in india and in partnership with u. N. Peacekeeping. A special task force for conducting female police officers. It was in new delhi. There were officers from 24 interpreting countries that participated in the core. It essentially is going to build our bench because i think obviously is important to have in very specific circumstances and woman a woman on the front lines of the u. N. Peacekeeping efforts. Not that men can do effective jobs, but with cultural sensitivities and gender sensitivities, having more women for a variety of reasons is really important. I want to ask you about that program and ask you if you knew enough about that model to suggest that maybe we can expand it and use it for training going forward. And generally what else can we do to train more women and put more women and peacekeeping roles that the u. N. . I was asking one question at the same time. The ongoing efforts to deter sexual exportation in u. N. Peacekeeping operations. We have sexual abuse and doing peacekeeping missions. And i would like to know what steps are being taken to address that issue because anything we can do to reduce and use our leverage financially to effect change there is important. Ambassador power thank you so much congressman, for the change of pace. And for that question. These are issues very close to my heart. They should be easier to fix than they are. In terms of the program be referenced, we are very excited about this. We are talking about it publicly as a way of encouraging more countries to institutionalize programs like this. We just recently passed another Security Council resolution which is a women, peace, and security resolution. In that, weeks was fully called and countries to increase recruitment of female soldiers and female police within their own militaries and then called on the u. N. To make moral point when it engages to send a demand signal that this is what they want. The numbers are strikingly small, but we have i have seen in the field in places like darfur, the effect it has when Women Police Officers are the ones to go in and engage young women who have been raped en route to getting firewood. It is a different dynamic and the sense of shame and trying to tell the story to a male not even from your own country or community, but from someone that does not seek your language. To what extent is this driven by russias battle with terrorists and the caucasus. Is russia still profiting from arms sales to assad regime . I would be interested to know your view of russias role in their region and in the world and in our future relations. Ambassador power thank you congressman. Its a question given russias role as a permanent member of the Security Council i grapple with everyday and see different manifestations of it everyday. First, it is really important, particularly today in this week, to point out that russias aggression in ukraine has not ceased. There was a significant drop in violence, but now that situation has escalated and it has escalated in large part because the separatist backed by russia did not withdraw their heavy weapons as they were supposed to under the minsk agreement from the front lines. Because russia maintained a presence. A regular Army Presence within Eastern Ukraine including commandandcontrol and training , convoys that are not inspected by the International Community. I think were expecting the 24th such convoys to move across the border lately. Blatantly. This is an area of significant concern and causes us again and again at a time we would very much like to see the minsk agreement implemented and move out of this. Time of confrontation and isolation of russia. We got to be thinking again about what are the consequences going to be a further aggression in ukraine. You have that is the most egregious example of russias defiance of International Norms. What do we need to know from this committees advantage point that we need to do to make sure this peacekeeping forces are funded . And regard to haiti, i believe the true production will take place very soon and will go back to what they were before the devastating earthquake in 2010. What is the timeline of this reduction and how will this affect the security in haiti . Ambassador power thank you, and let me just take this occasion since we have not had too much time to talk about budget requests, take it manage of the opening you have given me to make a fervent appeal that the president s budget request be fulfilled. But because i think you see with the haiti drawdown is that and the one in liberia that is now commencing gather the people of crisis has abated and no one can be overconfident about that. If we can consolidate in liberia , we have to increase in south sudan. It is actually a modest infusion given the scale of the threat. We have to fortify the mission and mali, because even today we had a Suicide Attack at a United Nations base. When you go through the list of the peacekeeping missions were asking you to help us find there is not one mission you would take off and say even cyprus, which everyone says is largely funded not by us but by the parties themselves. And given the number of crisis in the world the last thing youd want to do destabilize the Peace Process. My point is join us in this process of looking at these missions. We have cut the per peacekeeper cost by 18 . We are pushing every day on that. We know that there is a certain fluidity with other missions the to be increased. There is not an infinite pie here. We are carrying over a significant deficit from last year. Hopefully, less than one we thought we would be carrying. While our appeal looks bigger this year, the actual requirements are lower than what they were in 2015 for 2016. On south sudan we have put in place through this regions recent Security Council resolution a pressure architecture. We have a sanctions regime, and we need to go forward in collaboration with our friends. We are trying to broker this Peace Process with those that are responsible for the breakdown in talks. We have to be strategic about that and think about how to ramp up or what the right sequencing is. We are very drawn, as a you, to the idea that stemming the flow of arms to this region might be another factor that could change the calculus. The Biggest Issue in south sudan is that the leaders that this congress and our administration and our predecessors supported have not put the interests of their people above their own parochial desire for power and selfpreservation.
