My fellow colleagues, yesterday i joined many of my House Democrats alongside democratic President Biden as we celebrated the passage of this new law at the white house. During the white house visit, i kept thinking about the millions of americans this monumental law will help. I also kept thinking about the texans and constituents across my district who will benefit significantly from the impact of this law. The Inflation Reduction Act will lower families costs in savings range interesting health care to energy costs. But well also look closely to see how important this is if when we look at it closely well see that it has many lifesaving aspects in this law. This law lowers Prescription Drug prices like insulin, which is critical. My family getting medicare the ability, the ability to negotiate prices of Prescription Drugs not just simply accept what big pharma says, but negotiation. It also prevents price hikes and caps outofpocket costs to 2,000 to medicare beneficiaries. Capping outofpocket 2,000. Madam speaker, for residents for those of mine in texas these savings can literally save lives. My district is 77 latino. Studies from the c. D. C. Show that latinos are 70 more likely than white nonhispanics to be diagnosed with diabetes. And they are 1. 3 times more likely to die from diabetes complications. On top of this, about 11 , 11 of texans have diabetes. Shockingly studies show that one in four diabetics in texas have rationed, have rationed their insulin to make ends meet. They are literally putting themselves at risk of death and more complications because of the price of insulin. Lets just let that sink in, madam speaker. One in four diabetics. Ration a lifesaving drug. Simply because the prices are high and because our country has higher Prescription Drug prices than any other developed country in the world. This simply breaks my heart. Its tough to think about this because this issue does also hit very close to home. I know all too well how people that have family members that are suffering from by dye betees, i know their diabetes, i know their pain and i know how tim pacts their livelihood impacts their liervelihoods. My mother passed away from complications due to diabetes. Now i am one of 10 children, five of us, five of us are also affected by diabetes and are on insulin and a brother is on dialysis. I know firsthand how important insulin is to ones health and i cant fathom a country where people cant afford this lifesaving drug. While more must be done for those diabetic patients not on medicare, this law is a monumental great step forward in making insulin accessible to all. I promise to keep fighting for those that are not on medicare, for those not insured and for those too poor to get access to insulin. The Inflation Reduction Act also reduces the cost of Health Insurance for millions by extending the Affordable Care act subsidies for three more years. This will lock in Lower Health Care prices an average of 800. Now, 800 may not sound a lot to some people but in my district and across america, hardworking families know the value of 800. In my district, madam speaker, there are about 55,000 people who are enrolled in Health Insurance plans through the Affordable Care act. So thats about 800 for these texas families to use for school supplies, for food, for gas, and other basic necessities. So the passage of the Inflation Reduction Act is a massive victory for people in my district and districts across america. Of a Telephone Company made sure two small towns, kennebec and presho who would be the envy of the most cot poe poll tan kos poe poll tan areas of the world. It was the first Telephone Company in south dakota, all the way back in 2013, to have 100 of its customers connected with fiber. So, yes, ladies and gentlemen, these were titans of the Rural Broadband arena. But when i think about connectivity and these gentlemens contribution to it, i dont just think about Rural Broadband. I think about the connections they made with their families and their communities. It would be hard to do more for sioux falls or for scouting than mark did. It would be hard to do more for pure athletics or his community than greg did. Hard to do more for his church or for outdoors or for the Salem Community than brian did. Or for kennebek or for his family than rod did. The contributions that these gentlemen did for their communities is staggering. And so madam speaker, its altogether appropriate we focus on their contributions of broadband, these four titans of this industry. I also think its important to recognize when they thought of connectivity, when they made a contribution of connectivity, it was about the human connection. Addy mae collins, denise mcnair, Carol Robertson and sint in a wesley who died in the Baptist Church in birmingham, alabama, 56 years ago. On september 15, 1963, as the four little girls were getting dressed in the bathroom of the church basement, preparing to sing in the choir, 19 sticks of dynamite placed underneath the church exploded, causing the int interior walls to actually fall in. The crowd of about 200 people who gathered for the 11 00 a. M. Service, they evacuated the church. But the church was filled with smoke and underneath the debris lie four little girls. Along with the little girls who lost their lives, dozens of others were injured that day, including Sarah Collins rudolph, the younger sister of addie mae collins, who were in the basement along with the other girls. Due to the violent nature of the attack, thousands of africanamericans protested across the state of alabama and in response, George Wallace called the police to break up the demonstrations. The violent clashes between protesters and police resulted in massive arrests and the tragic loss of two more lives, two little boys that died that day, Johnny Robinson and virgil ware. The two boys, one 16 and the other 13 were killed within hours of the church bombing. Following the attacks, several people, many of whom were members of the k. K. K. , were arrested but none of them, none of them were actually prosecuted until 34 years later. Described by dr. Martin luther king as one of the most vicious, tragic crimes ever perpetrated against humanity, this racially motivated act of terrorism focused americas eyes on birmingham, alabama. Bringing in to sharp clarity the injustices that sparked the civil rights movement. Alt although we will never replace the lives lost, the passage of the Civil Rights Act of 1964 and the Voting Rights act of 1965 proved their sacrifices were not in vain. Today, as we flekt on our reflect on our painful history, we know that every gain in the fight of civil rights has been paid for those who sacrificed for a vision and a dream bigger than themselves. As a direct beneficiary of the legacy of the four little girls, i was honored that the very first bill that i passed in this body, posthumously bestowed upon them the congressional gold medal to ensure this never will never forget their sacrifice. I not only question where i would be today without the influence of the four little girls but more importantly, i questioned where america would be today. The premature and senseless deaths of these four little girls awakened the slufsherring consciousness of america and galvanized the civil rights movement. It was their memory that carried john lewis and those brave foot soldiers unafraid across the edmu ed edmund pettu bridge in alabama. And Lyndon Johnson that passed the Voting Rights act of 1965 and those that had the Freedom Fighters to move this nation closer to the highest ideals of equality and justice for all. Madam speaker, as we commemorate the 59th year since the bombing of the 16th street Baptist Church we as americans are called upon to reflect upon the legacy of the four little girls and to know them by name. The legacy of the four little girls paved the way for a more equitable and more just future. For that we owe it to them to pick up a baton and carry it forward. After earning a bachelors deshe taught for over 15 years. As georgias first lady, she made childhood literacy improvements her top priority. She visited schools in every single one of georgias 159 counties, spanning across 180 school districts. Across just eight years, she read to students in nearly 1,000 classrooms, touching tens of thousands of lives. She donated copies of her memoir, memories of the mansion, the story of georgias governors mansion, to every Public Library in the state. On top of these accomplishments, she was a devoted wife of r of 56 years, mother of four and grandmother to six. A shining example of the qualities every person strives towards. Rosie graduated high school and followed his older brother, bob, at the citadel in south carolina. He was a member of the Varsity Baseball Team and editor of the college newspaper. He was commissioned as the Second Lieutenant in the army and deployed to lead an infantry in the korean war. He was part of the 82nd Airborne Division and was stationed in germany when the wall was built. He managed to graduate from the u. S. Army war college and later served as executive officer at the pentagon. It was there he received his received his first of three general officers stars and was transferred to fort stewart. He became an institution in our community, serving on boards for the ymca of coastal georgia, Vietnam Veterans memorial savannah, and the citadel foundation. His legacy is one of patriotism, dedication, selflessness and a love for his neighbors. My prayers reside with his family and friends during this time of sadness. Watkins, the church has been a cornerstone of the savannah area for years. They installed chimes within the Church Steeple so they could hear the call to worship bells every sunday morning. These bells became popular within the Port Wentworth community. The church experienced tremendous growth. There was a need for an educational building for the churchs youth. In 1960, a new wing of the church was dedicated. The 1970s brought even more changes to the church. The church expanded its Music Program and decided to build a new sanctuary. The sanctuary was then dedicated in 1973 and still being used today. Today, the first Baptist Church is under the leadership of reverend mognan. Congratulations, Port WentworthBaptist Church, on this wonderful milestone. I rise today of a loving fatherinlaw, carol coppage. He was born in georgia. His family migrated to adel, georgia. Immediately after high school he served as a member of the United States navy during world war ii. On august 21, 1949, he met betty jones, his future wife of 73 years. As a member of his community, he was among the best. He was actively involved in his church, Trinity United Methodist church, leading sunday school and local 306 for many years. He spoke fondly of his trip to the National Boy Scout jamboree in 1971. He was part of the lions club and served as house captain for many years during their christmas and april event. Traveling to all 50 states and daily walks with the mall walkers that ended with mcdonalds biscuits were some of the small joyce that they shared together. A constituent and veteran and a doctor. I want to recognize him for this long overdue recognition that he deserves for his contributions to our country and to our community. Born on january 21, 19202, dr. Strickland served courageously in the u. S. Military during world war ii from 1943 to 1946. During his service he led a squadron of soldiers as a sergeant in the historic 761st tank battalion, known as pattons panthers, they were the first africanamerican tank squad to see combat in europe. They were not permitted to serve alongside white troops. And they were the ones who went in to liberate concentration camps. Dr. Strickland and the rest of the battalion were crucial to advancing freedom internationally and racial equality domestically. The 761st tank pa talon battalion also assisted in making sure that those that were trapped are jews that were liberate in these camps were able to get out. The things that he saw were horrific. His son, henry, had reached out to my office to let us know about his service and about the fact he had not been recognized. So today i am proud to announce that dr. Strickland will receive eight medals, eight awards for his conduct, including the good conduct medal. He will also receive the American Campaign medal. The European African Middle Eastern Campaign medal. The world war ii victory medal. The army of occupation medal with germany class. The Honorable Service lapel button world war ii. Back in july over 50 chicken plants that currently participate in the Waiver Program received a notification from the department stating that within one month these plants must participate in a third party study in order to retain their line speed waivers. In addition to grant ago Third Party Group unlimited and unannounced access to poultry plants, the study also requires these plants to submit heaps of data and burdensome paperwork. Failure to participate in this Study Results in chicken plans slowing production by 25 , creating supply chain mayhem in the industry and undeniably posing a serious threat to food availability. The Biden Administrations line speed waiver rule forces an ultimatum on poultry plants, burdening both consumers and workers already battling supply chain disruptions and hyper inflation. For the sake of a vague intrusive and unnecessary third party study on worker safety. All of this means better, more Accessible Health care, and more money in nevadans pockets. But im also incredibly proud that this bill will tackle our Climate Crisis and stand up for nevadas future. The west is facing the worst drought in 12 centuries. In my district the dire situation at lake immediate is make meade is making headlines all over the world. This bill will help mitigate the harmful effects of our droughts by funding Environmental Restoration projects and investing in conservation projects to increase water levels in the colorado river. Its going to take all of us to fight the Climate Crisis. In this bill supports nevadans on the ground and their effort to save energy and money all along the way. I rise today during hispanic heritage month to recognize karolina padilla. Historically, hispanic heritage month has recognized their achievements in the United States. I can think of no better way of recognizing hispanics in my district than car laine padilla car laine karolina padilla. She immigrated to nebraska with her husband and three children. She worked for a nonprofit primary health care facility. During her time she worked in a variety of Health Departments in both administrative and leadership positions. Additionally, she worked for catholic charities. She worked to develop social programs for women in need of assistance for english as a second language as well as women facing issues with domestic violence. During this time she realized one segment of the population, the latina elders, were largely overlooked. She found the Intracultural Center in 2009 in south omaha. The Senior Center has extended much farther than the Latino Community as it includes refugees. Today, the intercultural Senior Center is a unique place where they found belonging regardless of ethnicity, socioeconomic background and any other differences that creates separation and isolation. As the population ages and becomes more diverse, she will continue to embrace the elderly and bring awareness to the community about the aging population. Congratulations to ms. Mr. Speaker, i rise today during the Ovarian Cancer awareness mo month, those who have survived or unfortunately lost their hard fought battle. A rare but badly disease, only 18,000 women will receive a new diagnosis this year, but this past march, our communications director, danielle jenson, was one of them. The deadliest of the reproductive cancer, only 20 are diagnosed early stages 1 or 2, with a fiveyear survival rate of 70 . The risk of women getting ovarian is about one in 78 in their lifetime and estimated that thousands will lose their life to Ovarian Cancer. Dan danielle was diagnosed with stage 2 and recently completed chemotherapy. If a woman has never carried a pregnancy to full tirm or had a term or had a child after 35. A history of ovarian or coalo reco rectal cancer Colorectal Cancer includes some. Frequenturiation, fatigue, pelvic, abdominal changes are symptoms. They should be of concern if they dont go away after two weeks following interventions such as changing diet or exercise. Its because of this that cancer is referred to as the silent killer. There are different treatments for Ovarian Cancer. Danielle had surgery and went through six cycles of chemotherapy to kill any cancer cells. Some will undergo radiation to treat it. One year ago the remnants of Hurricane Ida came through my district, results in catastrophic damage to our new york 16 community. This hurricane originated in the gulf coast and arrived in new york several days later, still so strong and dangerous that it led to the tragic death of several neighbors. Among those killed were fran and ken bailey who were professors at iona college. I stand here today in their memory and in community with families, friends, and neighbors who lost loved ones. Hurricane ida brought historic levels of flooding to new york 16. The evening the storm hit was scary and chaotic. We were not collectively prepared for the amount of rain we received. And people watched with shock as their homes and neighborhoods flooded. At times in the night, we got tornado warnings, followed by flood warnings and then followed by more tornado warnings. This is not an area of the country that is used to these sorts of hurricanes. And i remember feeling terrified and confused as we all tried to stay safe. In the days that followed, students at new rochelle found themselves with a completely destroyed library. Congr congregants had remnants picking up the pieces. I visited constituents homes and Small Businesses in yongers, mount vernon, rye and the sense of despair was palable. People could not check in with loved ones of the saw hill, hutch, spring brook and others were deep underwater. Our immigrant neighbors had damage to their Community Resource center and the ymca was left completely destroyed. For thousands of neighbors, Hurricane Ida fundamentally changed their Financial Wellbeing and housing stability. The Recovery Process and trauma from that storm continues today. In the days following, our community showed an incredible amount of resilience, and as i reflect, these moments of solidarity come to the forefront of my mind. First responders ensured everyone was safe. The rye soccer team, volleyball eem and countless others took to the streets to support our neighbors. Times like the tigers volunteered with the Fuller Center of housing of Greater New York city to help members of the first Baptist Church remove pews that mothers would pray on and the hymnal books that contained songs of strength and power. Organizations like the red cross and feeding westchester provided food to those in need. The mayors, councilmembers, trustees in the bronx, bronxville, east chester, greensberg, hastings, mount vernon, new rochelle, pelham mobilizes emergency resources to keep people safe. We worked alongside county executive latimer, diaz jr. And the governor to expedite damage assessments. This led to President Biden declaring a state of emergency in new york and the allocation of muchneeded fema resources. From there we helped constituents with fema applications and hosted multiple visits with the u. S. Army corps of engineers to plan longterm recovery. Let me be clear. The Climate Crisis is here and it is real. And i refuse to let my district b bear the brunt of inaction. We worked to secure flood mitigation funds, advance flood prevention studies in Westchester County and help make our communities resilient and kickstart the Clean Energy Revolution that we need. But more needs to be done. As a father and former educator, i am deeply concerned about the impact that increased flooding will have on our children. Thats why i introduced my Green New Deal for Public Schools to ensure our School Buildings are resilient and that students can thrive. And i believe that the vast majority of the American People are absolutely exhausted and want the government out of their lives, out of our personal lives, and Justice Thomas opinion about nullifying marriages, about getting rid of Birth Control is an extreme overreach. This is a country built on freedom and it is time for us to stand up. The exhausted majority, democrats, republicans, and independents saying we want limited government and we want it out of the private lives of american citizens, especially the women of the United States. Madam speaker, i rise to talk about a very important issue in this country. This country is a country that has been and was founded on the idea of freedom. This country lhas fed more people, clothed more people, cured more people and liberated more people than all the other countries in the world combined. And the source of American Power has always been the Great American middle class, which we need to have an aggressive policy to rebuild. And the strength of the american middle class has always been connected to our Energy Policy. Do we have a policy in this country that will allow us to dominate the world in manufacturing, to dominate the industries of the future, to keep costs low for both business and consumers . And so im rising here today in support of this permitting process bill that we will be voting on here this week. This is an important opportunity for us to mobilize and move the Natural Gas Industry in places like ohio to both reduce costs here for manufacturers and consumers and for us to export this product abroad to make sure our allies in europe are able to get cheap natural gas so theyre not hooked on vladimir putin. Theres an opportunity here to sell to china whos putting on one coal fired power plant a week. This is both a jobs bill. This is about putting money in peoples pocket by reducing energy costs and this is about helping our allies abroad. The number one country to reduce co2 from 2005 to 2019 was the United States of america. If we do that around the world wife the opportunity in the next five to 10 years to dramatically reduce carbon around the world and meet some of our Climate Change goals. This permitting bill is acknowledging the fact that the average duration of some of these projects is 4 1 2 years to get the permits. The 25 of these projects take six years. If you are doing a hydrogen project, five years. 11 federal and state agencies. You wonder why the average americans so frustrated or average business businessperson is so frustrated to interface with the American Government as a business or a consumer for that matter is maddening. It is limiting our ability to create jobs here in the United States, to power the United States, and to meet our climate goals. This is a win across the board. So this permitting bill is for 42 of the d. O. E. Projects, Clean Energy Transmission or conservation. Only 15 are for fossil fuels. But its all gummed up. We cant get any progress. So this bill is an opportunity for us to streamline, provide some framework, to streamline this process so that we can get moving on some of these projects. So that we can dominate these industries of the future. My district we have two natural gas power plants. We need more. We want to build electric vehicles, electric trucks, cars, tractors. Batteries, solar panels. We want to move in the hydrogen. We have so many opportunities in this country. But its gummed up by an old corroded government that doesnt know how to interface with business. I am supportive of this permitting bill. I think we need to streamline this process. For decades now the Federal Reserve has diluted the purchasing power of the u. S. Doll amplet decimated private decimated private industry. And divvied the hard earnings of citizens amongst washington and wall street. Let me be clear, inflation is at its root a monetary fraud and the Federal Reserve is the biggest counterfeiting operation in american history. This isnt a debate. At this point in our history its really no longer even a discussion. Decade after decade the Federal Reserve has repeated the same cycle of corruption and destroyed our economy in the process. The Federal Reserve buys bonds from the government. Printing dollars to finance these purchases. Then they deceive us into accepting this newly printed and inflated paper as currency by making its new dollars look like real currency. This is the very essence of counterfeiting. The Great Depression of the 1930s. The great inflation of the 1970s. The 2008 recession. And now the 2022 recession. Were caused in full or in part by the greatest currency fraud operation ever attempted. Bethesda Presbyterian Church was established before the American Revolutionary war. Its first sanctuary was destroyed during that war and two more were built in 1790, 1806. The sanctuary present today was designed by robert mills. The eddie face is more eddie physical is more ediface is more classical. The sanctuary completed over 200 years ago in 1822 is the work of mills architecture strongly influenced by jeffersonian class sism. In fronts of the kang two wary is a monument dedicated to the memory of dekalb, a Continental Army soldier build in 1780 at the battle of camden. In 1985 the church and monument were considered National Historic landmarks. The churchs mission is to know, to love, to glorify, and to serve our lord god.
