Newsmakers, i heard guest our guest is dr. Ardis hoven. We asked her about expanding health care coverage. Classified as a disease obesity was classified as a disease. Doesnt make it more more open to be covered . I would look so. Clearly, Going Forward when the ama said this is something we want to deal with, we want to escalate conversation to a significant level. We are going to look at the roots we must change to make things better around obesity. Around hypertension what ever we choose to steady. Believe the insurers will be a part of this. The debate was lively. It was important. At the end of the date, the house of delegates supported this. And wisely so. Is it a perfect answer for everything . Probably not. After the end of the day, we know we have to do something about it. Ama president on newsmakers, here on cspan. By americasated Public Companies commit bronte is that Cable Companies. Interviews from the cable show in washington dc. We will look at issues a thing of the cable industry with Craig Moffett and learn about the Wireless Bureau with bureau chief ruth milkman. Who want to introduce you to Craig Moffett who is managing partner at a group called moffett to research. What do you do for a living . What i cover the equities. The stocks and telephone companies. I cover the equities. I just target my own firm. How did you get into that line of Business Customer i was an analyst for 11 years. After a short detour the running an Internet Business in 1999, i went back to the Telecom World and started writing about the industry. When you speak to people, do they listen . I hope so. That is the goal. I am probably no better on wall street as a cable and satellite analysts. I think of myself as a telecom guy having 25 years in the industry. Too very close they are two very close related industries. Future you think of the of the Cable Companies as they currently exist, what is the future . The first thing to remember is the cable companys are not media companies. They are infrastructure providers. That is all they are. The digital pipe. For 10 years, people Miss Understood particularly on wall street. They misunderstood understood what the companies were. They thought they were subject to online distribution and hulu and netflix. There will perceived to be old media dinosaurs. That is not what they are. They are infrastructure providers. That the best infrastructure that exists. In the vast majority of the company. The Capital Markets have come around to understand that. Stocks have done very, very well. The question is, what do you do they understand how strong the Digital Infrastructure is. There are genuine challenges facing the business. Particularly with respect to that that is Going Forward operates what have to resolve. What are some of the challenges . In the video power that theng cable industry and the satellite industry have been able to pass along price increases to rome whichh from an economic standpoint is a blessing. You have raise prices so much that lower income consumers are being squeezed out of the ecosystem. Meanwhile, the programmers are raising their prices from a distributors point of view a doubledigit rate. Perversely, the rate of price increases is so large that people are being squeezed out of the ecosystem and the content owners are responding by saying getting less unit growth because i am not expanded distribution, soft or raise prices even faster. Are watching the ecosystem blow itself apart from the inside. It is in slow motion. I am not suggesting the ecosystem is going to collapse in a short number of years. You are watching the foundation of the video ecosystem starts to crumble. Situation, isrner an example of that aware they have customers but higher rates . On the Cable Companies have been losing market share for years. What is different now is this phenomenal that people in the tub about for 10 years. Empirically, it did not show up and the numbers until the second half of 2010. People started talking about in 2003. In 2010, there was a watershed moment that the rate of subscription growth in paid tv dropped to below the rate of new household formation. Neuhaus on formation was already suppressed by weakness house formation was already suppressed by weakness in the economy. You had negative penetration growth. Celebrated since 2010. Now, the paid tv universe is terms. Ting in nominal the whole Subscriber Base is contracting at a rate of 0. 3 per year. That will probably continue to accelerate even if new households continue to improve. Hereave a genuine problem that you are no longer seeing unit group, you are seeing unit and kind. The cable, to share losses. You are seeing unit decline. It is a shrinking pie. The numbers cannot act the expect to get much better. Is it because of course cutting . Cord i would suggest it is not the way people inc. Of think of cord cutting. Access to all of the digital in the universe. The reality is a lower income american that may not have a broadband subscription. They are looking at the subscription as a necessary cost production and they are switching not to the consumption of netflix or hulu or online content as much as they are switching back to over the air broadcast tv because it is all they can afford. You are seeing and affordability technology so much a revolution. Craig moffett, are you bullish, bearish, or neutral on Cable Companies must work the cable companys a really good businesses. For the first time in my experience covering them on wall street in 11 years, they are fully recognized to be good businesses. The nature of stock picking is that it is good enough to be good for my you have to be better than people expect. For the first time, expectations are more in line with these businesses prospects. At least in the aggregate, the stocks are fairly when you , is that comcast model a model for the future for other cable companys as well . The idea of vertical integration as a pendulum that swings back and forth. Time warner cable was part of Time Warner Corporation and they unwound their vertical integration just about five years ago. Cablevision did the same and in the form assets of amc. Comcast would and the other direction and vertically integrated. Of the the balance industry has moved away from vertical integration than toward it. There are some regulatory complexities that go along with being the vertically integrated. Warner operates under decrees that last for five years. Clear righttirely now what that vertical integration and get them. A few years from now when those obligations are gone, and maybe we start to see more innovative ways to put that vertical integration to work. Right now, people are in the way to seek mode. Are the charters, the bright , ready for a Wireless World . Are we ready for wellness world . It depends on what you mean. Theres a lot fuzziness about this term wireless. When youre using your ipad, Something Like 80 of the time, you are probably using it via wifi. That may fill a wireless but from an economics perspective, that is a wired connection. When you think of wireless in the traditional definition, macro cellular has a very hard time competing with terrestrial broadcast. This is not just an issue of a function of not just the speed of the connection but how long the connection last. The fricassee. Wireless networks are not designed where people can go on all the time and stay on all the time to stream video. Fact, the world is not moving to wireless as quickly as people think. Wireless devices are capturing more of the usage, but a surprising amount of time, those devices are connected to wired networks. How closely do you follow what congress is doing and what the fcc is doing . Works very closely. Very industry closely. The Telecom Industry is capital intensive. It comes from a long history of regulation. Personally, i started working with the fcc back when i was a consultant in the late 1980s. Background from a where the divestiture of at t was a recent event or the breakup in 1984 was a recent event, you have a profound appreciation for the rules. Years done this for 27 with a lot that i spent in washington, yes, i have a profound appreciation for the rules. In the courts, could that adversely affect this cable world . In a counterintuitive way, if in fact the d c circuit overturns the fcc and vacates the open Internet Order a First Reading might be that would actually be a victory for the network operators. I am not so sure. They came to the open Internet Order would create a void that google and a lot of other Internet Service providers would step in to try to fill. Void andcreated that you acknowledge you do not know how it is going to be filled, it introduces a significant amount of uncertainty. I suspect Cable Operators would probably be better off with the status quo. Then throw up the entire question back up into air and waiting for it to be really resolved. The google, fett, the apple, the album firm, are amazon, arened they positioned to take a big chunk from the Cable Companies . Short answer is probably not. Remember, the Cable Companies are not media companies. They are infrastructure providers. If you understand that they are the physical layer, the network of distribution, none of those other players participate at the physical layer. Termpeople used to use the all of these alternative pathways emerge and into the home, would mean hulu and netflix and what have you. Those are not alternative pathways. Those are alternative aggregates. Precise andbe thinking separately about the aggregation and the physical layer. The physical layer is where Cable Operators compete. Google cyberde the project. It is not a layer where ac google or amazon. And they see google or amazon. It remains to be seen. Aereo is simply another way to do free over the air tv. It is not free. It is free to aereo. They are still charging customers for an experience that they could get over the air. And a lot to that dvr of functionality. It remains to be seen how the courts decide between the Second Circuit has come out so far. Ntario aereo and how those two different readings will end up getting resolved, whether the Supreme Court will determine the legality. Experience and technology perspective, it is an interesting designed not so much because of the antennas in the way that worked around the rules importantly,t more it is a interesting test of consumer appetite of paying seven dollars a month for an online streaming version of broadcast channels they could get for free over the air. For the cost of an antenna. When you think about the future of tv, what comes to mind . Tv,se the phrase future of i do not know if tv is the right phrase anymore. It is the future of video consumption. Suspect that in the old adage is everything changes less in five years and more than 10 they you ever expect. Now, we arerom still going to be looking at a world that is dominated by the traditional tv packages. People have waited for years to see a paid package fall apart. In some ways, that required a willful ignorance of the economics of the echo system to believe that what happen anytime soon. It is starting to happen. You are seeing erosion around the edges. Not to do seismic change Business Model or technology, but through the leakage of people. Over 10 years, itll be a large audience that programmers in the Entertainment Industry will have. O surf serve you are somewhere in the 510 year range when the stars to come apart. Whippet talking to Craig Moffett and have been talking to Craig Moffett. The communicators. Part ofe a counterpart the fcc organization emma the office of engineering as the organization on the office of engineering. They mostly deal with those devices. They make sure the devices are certified so they do not interfere with any other users of the spectrum. Whats what the issues in front of the Wireless Bureau right now . Big ones is the auction. Option we are trying to set up the opportunity for broadcasters to tourism their rights if they choose to two channel share or move to different parts of the spectrum. In return, get a part of the proceeds as as we range the spectrum, turnaround and sell it to the Wireless Companies for flexible use with the mobile broadband. What is your bureaus part of that . We have two parts. To figure out what the spectrum looks like once it is rearranged. What size is mark what amount of frequency is mark what geographical areas . We are responsible for auctions. Auctioning everything from licenses and Fm Construction permits. This will be the first time we ever offered money to a broadcaster. It would not be the first time with had a reverse auction. There are two type of reverse auctions. , ands in the universal does not have anything to do with wireless at all. A way of applying competition to make sure we are efficiently distributing universal service. Of 2012, we ran an auction in which different companies, Wireless Companies, were bidding for money for universal service fund to support that they would need in order to fill out mobile Broadband Service in their communities. Upgrading System Networks so that provide broadband or expensive to new areas. Nhats the only reverse auctio we have ran. Broadcasters a love the broadcasters and what to run a forward auction. Maybe that makes your job easier to have three commissioners instead of five. Less meetings at least. What is another issue confronting your bureau right now . Are lookinghing we at is whether we can remove barriers. You want and cell phone towers. Of course, as more and more people use broadband, we need more capacity. That means we need more towers. Carries the to expand their networks. Building new towers are adding new equipment to existing towers sales to smaller cells which are closer together. There are a number of things we can do to make infrastructure deployment go more smoothly and quickly. We are also working to look at those issues. , why are youan attending the show . We are so excited at the announcement of the cable wonder 50o do the million hotspots. 115 million hotspots. And it does not matter what the technology is, all of these companies are out there to get good service for their their customers. That is what we are interested in. And you are a lawyer by training. How do you get the Telecom Field at work when i was an law theol, i had worked in newspaper. I thought i will be entered in media issues. I came to the fcc thinking i want to work on issues.
