Key battleground state in the race for the white house, and in just moments the current u. S. President will debate the former u. S. President as their partys presumptive nominees, a first in american history. We welcome our viewers in the United States and around the world to our studios in atlanta. This is the cnn president ial debate. This debate is being produced by cnn and coming to live on cnn international, cnn max and cnn is manual. This is a Pivotal Moment in the rematch for the nations highest office. Each will make his case to the American People with just under four months to election day. That evening, i am dana bash. Mr. Tapper i am jake tapper. Dana and i will moderate this evening. Our job is to facilitate a debate between the two candidates tonight. We want to share the rules of the debate with the audiences at home. Former President Trump will be on the left side of the screen. President biden will be on the right. A coin toss determine their position. Each candidates will have two minute to answer a question and one minute for responsible and battles. An additional minute for clarification is that the moderators discretion. Ms. Bash when it is time for a candidate to speak his microphone will be turned on and his opponents microphone will be muted. Each candidate at the end of the debate will get two minutes for closing statements. There is no studio audience today. Prewritten notes are not permitted during the debate. By accepting our invitation both candidates agreed to accept these rules. Mr. Tapper please welcome the 46 president of the United States, joe biden. Pres. Biden folks, how are you . Thanks. Mr. Tapper and please welcome the 45th president of the United States, donald trump. Gentlemen, thank you so much for being here. Lets begin with the debate and start with the issue voters consistently say is their top concern, the economy. President biden, inflation has slowed, but prices remain high. Since you took office the price of essentials has increased. A basket of groceries that cost 100 then now cost more than 120, and typical home prices have jumped to more than 30 . What do you say to voters who feel they are worse off during your presidency . Pres. Biden you got to take a look at what i was left when i became president. We had an economy in freefall. The pandemic was so badly handled. Many people were dying, and he said it was not that serious. Just inject a little bleach in your arm. The economy collapsed, there were no jobs. Unemployment rose to 15 percent, so we had to put things back together again, and that is what we began to do. We created 50,000 new jobs. We had a position where we had 800,000 new manufacturing jobs, but there is more to be done. Working class are still in trouble. I come from scranton, pennsylvania, a household where if things were not able to be meant met during the month there is a problem. That is why i am working hard to make sure i do with those problems, and we will make sure we reduce the price of housing. We will make sure we build 2 million new units, cap rents so corporate greed cannot take over. Corporate greed is the reason we are in this problem right now. In addition to that we are in a situation where if you take a look at what was done during his administration, he did not do much at all. By the time he left things were in chaos, so we put things back together and created jobs, had a situation where we brought down the price of prescription drugs, which is a major issue for many people. 15 for an insulin shot as opposed to 400. No senior has to pay more than 200 for all the drugs they will be getting next year, and we will make that available to everybody, to all americans, so we are working to bring down prices around the kitchen table, and that is what we will get done. Mr. Tapper President Trump . Mr. Trump we have the greatest economy in their history of our country. We had never done so well. Everyone was amazed by it. Other countries were copying us. We got hit by covid, and we spent the money necessary so we would not end up in it great depression, the likes we had in 1929. We got a lot of credit for the economy, the military, and no worse in so many other things. The thing we never got the credit for it we should have is getting us out of that covid a mess. He created mandates of that where a disaster for our country, but other than that we had given them back a country where the stock market was higher than precovid, and nobody thought that was possible. The only jobs he created are for Illegal Immigrants and bounce back jobs. He has done a poor job, and inflation is killing our country. It is killing us. Mr. Tapper President Biden . Pres. Biden the greatest economy in the world . He is the only one who thinks that. I do not know anyone else who thinks it was the greatest economy in the world. We found ourselves with a situation where his economy he rewarded the wealthy. He had the largest tax cut in american history, 2 trillion. He raised the deficit more than anyone had a one term. He is the only president other than Herbert Hoover who lost more jobs than when he began. The idea he did something significant in the military, when he was president they were still killing people in afghanistan and she did not do anything about that. We found ourselves in a position where you had a notion that we were this safe country. The truth is i am the only president this century that does not have any troops anywhere in the world like he did. Mr. Tapper President Trump, i want to follow up. I want to followup. You want to impose a 10 tariff on all goods coming into the u. S. How will you ensure that does not drive prices even higher . Mr. Trump it will not drive prices higher. It will cause countries that have been ripping us off for years, it will force them to pay us a lot of money, reduce our deficit tremendously and give us power for it if things other things. I gave you the largest tax cut in history. I also gave me the largest regulation cut in history. That is what we had the jobs, and the jobs went down and they bounce back jobs. He inherited 9 inflation . He inherited almost no inflation and it stayed that way for 14 months, then it blew up under his leadership because they spent money like a bunch of people that did not know what they were doing, and they did not know what they were doing. Probably the Worst Administration in history. As far as afghanistan is concerned, i was getting out of afghanistan, but we were getting out with dignity, strength, power. He got out, it was the most embarrassing date in the history of our countrys life. Mr. Tapper President Trump, over the last eight Years National debt has soared to record highs. Your administration approved 8. 3 trillion in debt while President Biden approved 4. 3 trillion. Many of the tax cuts you signed into law percent to expire last year. You want to extend them and go further. With the u. S. Facing trillion dollar deficits and record debt, why should top earners and corporations pay even less in taxes than they do now . Mr. Trump because the tax cuts for the greatest economy we have ever seen. It was so strong that we got through covid a much better than any other country. When we cut the taxes, as an example, the court tax was cut down to 21 from 99 blessed beyond that. We took in more revenue with much less tax, and companies were bringing trillions of dollars back into our country. The country was going like never before, and we were ready to start paying down debt, ready to start using the liquid gold right under our feet. We were going to have something that nobody else had. We got hit with covid, we did a lot to fix it. I gave him an unbelievable situation with all of the therapeutic send all of the things we came up with. Remember, more people died under his Administration Even though we had largely fixed it. More people died under his administration than our administration, and we were right in the middle of it. He had far more people dying in his administration. He did the mandate, which is a disaster. The vaccine went out and he did a mandate on the thing, which is the thing most people objected to on the vaccine, and she did a poor job. I will tell you not only pour their, but throughout the entire world we are no longer respected as a country. They do not respect our leadership. We are like a third world nation between representation weaponization trying to go after his political opponent. We have become like a third world nation, and it is a shame. I would love to ask him and will why he allowed millions of people to come in here from prisons, jails, and mental institutions to come into our country and destroy our country . Biden he had the largest National Debt of any president in a four year period. That 2 trillion tax cut and offended the wealthy. We had 1000 trillion errors in america i mean billionaires. They are in a situation where they pay 8. 2 in taxes. If they paid 24 , 25 , we would raise 500 billion in 10 year period. We would be able to make sure all of the things we need to do, childcare, eldercare, making sure we continue to strengthen our health care system, making sure we are able to make every single solitary person eligible for what i have been able to do with the covid excuse me, dealing with everything we have to do with look, we finally be medicare. Mr. Tapper President Trump . Mr. Trump he is right, he did beat medicaid nts destroying it to death because all of these people are coming in. They are putting them on medicare, Social Security. This man is going to singlehandedly destroy Social Security. These millions and millions of people coming in, they are trying to put them on Social Security. People wipe out Social Security. He will wipe out medicare, so he is right in the way did he finish that sentence, and it is a shame. What happened to our country in the last four years is not to be believed. It Foreign Countries cannot believe what happened to the United States of america. We are no longer respected. They do not like us. We give them everything they want and i think we are stupid. Ms. Bash this is the first president ial election since the Supreme Court overturned a roe v. Wade. This morning the court ruled on yet another Abortion Case temporarily allowing emergency abortions to continue in idaho despite the restrictive ban. Former President Trump, you take credit for the decision to overturn roe v. Wade, which returned the issue of abortion to the states. However, the federal government still plays a role in whether or not women have access to abortion pills. They are used in2 3 of all abortions. As president would you pluck abortion medication . Mr. Trump first of all, the Supreme Court approved the abortion pill, and i agreed with her decision and will not block it. If you look at this question you are asking, a complex but not really complex 51 years ago you had roe v. Wade and everybody wanted to give it back to the states without exception. Democrats, republicans, liberals, conservatives. And what i did is i put three great Supreme Court justices on the court, and they happen to vote in favor of killing roe v. Wade and moving it back to the states. This is something that everybody wanted. 10 years ago they started talking about how many weeks send this in getting into other things, but every legal scholar throughout the world, the most respected wanted it brought back to the states. I did that. Now the states are working it out. If you look at ohio there was an end result that was more liberal than you thought. Kansas i would say the same thing. Texas is different, florida is different, but they are all making their own decisions, and right now the states controller. Like Ronald Reagan i believe in the exceptions. And frankly i think it is important to believe in the exceptions. Some people you have to follow your heart, some people do not believe in that, but i believe in exceptions for rape, incest, and the life of the mother. You have to get elected also, because that has to do with other things. You have to get elected. The problem they have is they are radical because they will take the life of a child in the eighth month, nine month, and even after birth. If you look at the former governor of virginia he was willing to do this. He said it will put the baby aside and determine what we will do with the baby, meaning we will kill the baby. What happens is we brought it back to the states in the country is coming together on this issue. Ms. Bash President Biden . Pres. Biden it has been a terrible thing what you have done. The fast majority of constitutional scholars supported roe when it was decided. The idea that they are all against it is ridiculous, and this is the guy who said the states in six weeks you do not even know if you were pregnant or not but you cannot see a doctor and have him decide on what your circumstances are when you need help. The idea that states are able to do this is like saying we will turn civil rights back to the states and let each state have a role. There were so many young women including the young woman who was murdered and he went to the funeral. The idea that she was murdered by an immigrant coming in to talk about that. Here is the deal, there are a lot of young women being raped by their inlaws, by their spouses, brothers and sisters. It is just ridiculous, and they can do nothing about it. Ms. Bash thank you. Mr. Trump there have been many young women murdered by the same people he allows to come across our border. We have a border that is the most dangerous place anywhere in the world, and he opened it up and these covers are coming into our country, and they are raping and killing women, and it is a terrible thing. As far as the abortions are concerned, it is now back with the states. In many cases it is frankly a liberal decision, and in many cases it is the opposite, but it is bringing it back to the boat of the people, which is what everyone wanted including the founders if they knew about this issue, which frankly they didnt. Ronald reagan went to brought back, and many president s try to do it. I was the one to do it. This gives that the vote of the people and that is where they wanted it. Ms. Bash staying on the topic of abortion, seven states same topic, seven states have no legal restrictions on how far into a pregnancy can obtain an abortion. Do you support any legal limits on how late the woman should be able to terminate a pregnancy . Pres. Biden i supported roe v. Wade, which had three trimesters. The first is between a woman and her doctor. The second is between a doctor and extreme situations. The third was between the woman and the state. The idea that politicians are making a decision about a womans south is ridiculous. No politician should be making that decision. A doctor should be making those decisions. If i am elected i will restore roe v. Wade. Mr. Trump so that means he can take the life of the baby in the ninth month and even after birth, because some states democrat run to get after birth. The former governor of virginia come up with the baby down and we decide what to do with it. He is willing to rip the baby out of the womb in the ninth month and kill the baby. Nobody wants that to happen, democrat or republican. Pres. Biden you are lying. That is simply not true. Roe v. Wade does not provide for that. Only when it womans life is in danger and she is going to die. We are not for lateterm abortion period. Mr. Trump under roe v. Wade you had lateterm abortion. You could do whatever you want depending on the state. We do not think that is a good thing. We think it is a radical thing. We think the democrats of the reticles, not republicans. Pres. Biden for 51 years that with the law, and it was take it away because this guy with its conservative members of the Supreme Court and takes credit for taking it away. What is he going to do if maga republicans control the congress and they pass a universal ban on abortion across the board at six weeks or seven or eight or 10 weeks . Is he going to sign that bill . I will veto it. He was in. Mr. Tapper lets turn to the issue of immigration. A Record Number of Illegal Immigrants have crossed the border, overwhelming border states into rolling cities such as new york and chicago and causing safety and security concerns. Given that why should voters trust you to solve this crisis . Pres. Biden because we work hard to get a bipartisan agreement that not only changes all of that, we made sure we were in a situation where you had no circumstance where they could come across the border with the number of border please we have right now. We significantly increase the number of asylum officers. The Border Patrol indoors to me about my position. When he was president he was separating babies from their mothers, putting them in cages, making sure the families were separated. That is not the right way to go. What i have done since i changed the law . I have change it in a way that now you are in a situation where there are 40 fewer people coming across the border illegally. It is better than when he left office, and i will continue to move it until we get a total initiative relative to what we can do with more Border Patrol in more asylum officers. Mr. Tapper President Trump . Mr. Trump i really dont know what he said at the end of that sentence. We had the safest border in the history of our country. All they had to do was leave it. He decided to open up our country to people who are from prisons, mental institutions, insane asylums, terrorists. We have the largest number of terrorists coming over our border now. All terrorists, all over the world they are pouring in, and this guy just left it open, and he did not need legislation, because i did not have legislation. We have the safest border in history in the final couple of months in my presidency. We had according to Border Patrol, who by the way endorsed me for president , but i would say that, we had the safest border in history. There is never been anything like it, and people are dying all over the place, including the people coming over the caravan. Pres. Biden the only terrorist coming over the border jeweled three american soldiers, killed three american soldiers. That is the only terrorist. I am not saying no terrorist ever got through, but the idea that they are emptying their presence is simply not true. There is no data to support what he said. He is exaggerating and lying. Mr. Tapper you have said you will carry out the largest domestic deportation operation in american history. Does that mean you will support every undocumented immigrant in america including those who have jobs, those whose spouses are citizens and those who have lived here for decades . If so, how will you do it . Mr. Trump just one second, he said to be killed three people. The people we killed our al ba ghdadi and solemaini. He is the people who killed people with the bad border, including hundreds of thousands of people dying and killing our citizens. We are living in a rats nest. They are killing our people in new york, california, and every state in the union because we do not have orders anymore. Every state as a border. Because of his insane and stupid policies it people are coming in and killing our citizens. We call it migrant cried. I called it biden migrant crime. They are killing our citizens at the level we have never seen before and you were reading it. Like the three girls over the last few days, i just spoke to the mother. 12 years old, this is horrible what has taken place. We are literally an uncivilized country now. He does not wanted to be. We opened the borders nobody has ever seen it like and we have to get these people out and get them out fast because they are destroying our company. Look at where they are living. They are living in luxury hotels. Our veterans are in the street and they are dying because he does not like the military at all. I had the highest Approval Rating for veterans taking care of the v. What a million of them now of insurance and their families have it because what happened . Whether it was agent orange or burn pits they are all being covered now, and his Group Opposes that. We are also in a situation where we have Great Respect for veterans. My son spent a year in iraq working next to one of those burn pits. He was standing with his fourstar general and told them i didnt want to go in there because they are losers and suckers. Mr. Trump suckers and losers, they made it up. I am at a cemetery or im talking about our veterans, i am so glad this came up and he brought it up. There is nobody who is taken better care of our soldiers that i have. We have 19 people that said it was never said by me. It was made up by him just like russia, russia, russia was made up, just like the 51 intelligence agents are made up. Ms. Bash the topic of Foreign Policy, i went to begin with russias war against ukraine, which is now in its third year. Former President Trump, russian president Vladimir Putin says he will only end this war if russia keeps the ukrainian territory it has already claimed and ukraine abandons its bid to join nato. Are those terms acceptable to you . Mr. Trump first of all, our veterans and our soldiers cannot stand this guy. They think he is the worst commanderinchief, if that is what you call him, that we have ever had, so lets get that straight. And they like me more than just about any of them, and that is based on every single bit of information. As far as russia and ukraine, if we had a president , a president respected by putin, he would have never invaded ukraine. A lot of people are dead right now. Talk about numbers, you can double those numbers, to be triple those numbers. I think he interprets russia from going in. He was so bad with afghanistan. It was such a horrible embarrassment, the most embarrassing moment in the history of our country that when putin watches that andy saw the incompetence he should have fired those generals, no general got fired for the most embarrassing moment in the history of our country, afghanistan where we left millions of dollars of equipment behind. We lost 13 beautiful soldiers and 38 soldiers were obliterated, and by the way, we left people behind too. When putin saw that, he said, you know what, im going to go in and take my this was history. He never wouldve invaded ukraine, just like israel would never have been invaded in a million years by hamas. Do you know why . Because iran was broke with me. I would not let anyone do business. Biden i have never heard so much more lucky in my whole life. Mr. Trump no, they are not acceptable, but this is a word that should never have started. If we had a leader in this war. He has given 200 billion now or more to ukraine. That is a lot of money. I do not think there is been anything like it. Every time zelenskyy comes to this country he walks away with 60 billion. I am not knocking him or anything. I am just saying the money we are spending on this war. It should have never happened. I will have that were settled between putin and zelenskyy as president elect before i take office on january 11. People being killed so needlessly, so stupidly, and i will get it settled and get it settled fast before i take office. Mr. Tapper you have one minute. Pres. Biden the fact is putin is a war criminal. He has killed thousands of people, and he has one thing clear. He wants to establish what was part of the soviet empire. He wants all of ukraine, and do you think he will stop there . What do you think happens to poland . Belarus, what do you think happens with those nato countries . If you want to war you ought to find out what he is going to do, because if he does what he says and walks away. By the way, all of that money we give to ukraine, we give them the weapons, not the money at this point and are nato allies have produced as much funding for ukraine as we have. That is why we are strong. Ms. Bash moving on to the middle east, in october hamas attacked israel killing more than 1000 people in taking hundreds of hostages. Among those held and thought to be alive still are five americans. Israels response has killed thousands of palestinians and created a humanitarian crisis. President biden, you put forward a proposal to resolve this conflict, but so far hamas has not released the remaining hostages, and israel is continuing its military offensive in gaza, so what additional leverage will you use to get hamas and israel to end the war . You have two minutes. Pres. Biden everyone from the United Nations Security Council straight through the g7 to the israelis have endorsed the plan i put forward. The plan has three stages to it. The first stage is to retrieve the hostages for a ceasefire. Second is a ceasefire with additional conditions. The third is the end of the war. The only one who once the war to continue is hamas. We are pushing hard to get them to accept. In israel, the only thing i have denied israel are 2000 pound bombs. They did not work well in populated areas. We have provided israel with all the weapons they needed. I am the guy that organize the world against iran when they had a full blown icbm attack on israel. No one was accidentally killed, and it stopped. We saved israel. We are the biggest producer of support for israel of anyone in the world, so those are two different things. Hamas cannot be allowed to continue. We continue to send our experts and intelligence people to see how we can get hamas like we did bin laden. They have been greatly weakened. You have to be careful using certain weapons among population centers. Mr. Trump just going back to ukraine, we have an ocean separating us. The european nations together i have spent 100 billion or more than that less than us. Why doesnt he call them and say you have got to put up your money like i did with nato. The secretarygeneral said trump did the most incredible job i have seen. They were going into business. Almost 100 of the money was paid by us. He did not do that. You have got to west these people to put up the money. Over 100 billion were spent, and it is a bigger impact on them because of location. We have an ocean in between. As far as israel and hamas, he said the only one who wants to keep going is hamas. Actually it is israel. He has become like a palestinian, but they did not like him because he is a bad palestinian. Pres. Biden i have never heard so much foolishness. This is a guy who wants to get out of nato. The idea that our strength lies in our alliances as well. It may be a big ocean, but we have been able to avoid a big war in europe. What happened if you had putin go into nato. We have an article five agreement. If you want to start the nuclear war she keeps talking about, go ahead, let putin go in and control ukraine and going to poland and other places. He has no idea what the hell he is talking about, and i have 50 of the nations around the world to support ukraine including japan and south korea, because they understand this location has a serious threat to the whole of world peace. No major war in europe has ever been contained just to europe. Ms. Bash President Trump, just to followup, would you support the creation of an independent palestinian state . Mr. Trump i would have to see, but before we do that the problem we have is they spend we spent all the money. They kill us on trade. If you add them up they are about the same size economically. Their economy is about the same size as the United States. They do not want anything we have, but we are supposed to take their cars, their food, their agriculture. The big thing i changes they do not want to pay, in the only reason he can play games with nato as i got them to put up hundreds of billions of dollars, and his right about this. I said i will not support nato if you do not pay. They asked me that question, would you guard us at russia and a very secret meeting of the 28 states at that time, the nations at the time, and i said if you do not pay i will not do that. Mr. Tapper lets turn to the issue of democracy, former President Trump, i went to ask you about january 6, 2021.
