Of fight about it. You were saying you feel like there has been an Inflection Point reach. David miliband over the last three or four weeks scale as complexity has not just hit Television Screens but has also hit the consciousness of people. Last year set a grisly world record, 20 billion world refugees leaving their home. Homeless in their own country as a result of war and disaster. It had never been reached before. Inncreased last in greece. People are saying what can be done. What can i do . That is significant and important. Italyear the pope was in which is one of the italian island spirit he talked about the globalization of indifference. Its peaks to what senator booker was saying. That sense of indifference has been broken. Molly ball what does that mean . What does the future hold . Wave ofliband the refugees is a trend and not a blip. Why is it happening . The world has never been more peaceful when measured by wars between states. What there are is civil wars in the states. 2530 of them. That is driven on the one hand by a huge convulsion. States are not able to hold the ring. 4 million in food insecurity. 30,000 killed in the civil war. Be on this, a weak and divided International System that no longer provides an anchor against civil war. Those three factors seem like a trend and not a blip. What can humanitarian do . People they can staunch the dying. It takes politics to stop the killing. Are we going to see that dualism playing out . Hopefully to greater effect. A real challenge to politics is becoming more difficult. Molly ball do you think this could have been prevented . David miliband what couldve been prevented . Molly ball the situation in syria. David miliband if you think that foreign half years and said do you think it is inevitable that there will be 3. 5 million and others in humanitarian need, i think to believe that is to fall into a terrible culture of pessimism. I do not think there is an inevitability that the syrian state was going to break. But you had called for military intervention. David miliband i am the leader of a humanitarian organization. I have my own staff on the ground on syria and elsewhere. What i always say to people is when you are weighing the risks and actions you also have to weigh the risk of inaction. It is very important that we are able to speak to the fact that political failure is driving the scale of death and destruction. The war in syria does not just look like a war without end. It looks like a war without law. The government is dropping this on their own citizens. One has to stand up for the ideas that there are humanitarian actions that can be no stereo and taken. They say this is my military tactic there that will be not appropriate. Molly ball do you think the u. S. Is currently doing enough . David miliband no question. What is the u. S. Doing to resettle refugees . 1800 Syrian Refugees have been missed in the United States in the last four years. Historically they have been a leader. No way is the u. S. Living up to its traditions. I always say to people it is hard to get into the u. S. As a means. In any other it is probably more difficult to swim across the atlantic. It is very difficult. The second thing the u. S. Is doing where it has a better record is in respect of support that has been offered for help inside syria and the states. This is important. Jordan is one of the closest allies. It has got a population of 6 million. It has 700,000 registered refugees. You can immediately see it. That is the whole of england coming to the united date in the space of four years. The American Government has offered about 4. 5 billion of humanitarian Health Inside syria and the neighboring states. In the face of the scale of the problem you would have to say there needs to be a bigger global coalition. Almost the worst thing that is confronting us is not just deduct and the destruction but the fact that the civil war has political process to bring to a close. If you think to the balkans in the 90s they were fail political processes but at least there were political processes. Politics andon of military action if brought the war to a close. There is a real sense that the toon war has been any difficult box for many government. Molly ball what do you make of the escalation by russia . Isid miliband my instinct that it is born originally at the weakness of the asset regime. Allys been a strong avocado years. Havee not to have time to an decision to 34 weeks ago reflects the weakness of the assad regime. Severely it complicates the discussions that happen about nofly zones, no bombing zones and the rest of it. I think that is very significant , notably for people we are trying to serve in the country. What it means for the longterm future i think is open. Clearly is is a big powerplay. It is a very big geopolitical, geo diplomatic powerplay by russia to say to the extent there is a vacuum were going to make sure. Molly ball he said syria would never be stable as long as the sagas in power . David miliband one aspect is that the sauce has waged war on his own people. Has waged war on his own people can never be developed and going and the range of rebels. The people i met these last week i and living in aleppo. I am an engineering student in damascus. There is 20 terror in syria twin terror in syria. I am being conscripted into the assads army and then i have ice. Sis. Both sides are critical. Molly ball i want to switch gears to american politics. You worked closely with Hillary Clinton as her counterpart. Now that she is running they are cycle analyzing her. Metaphorical ink. It is all pixels. They are spent trying to take your her out in it she is stressed really. What in your dealings with her did you feel you could trust her . David miliband completely. I am not a voter so i am not going to say who i am going to vote for. What i would say is one thing that people will do not see in politicians, and i did not , Hillary Clinton came in and january 2009. One of the most things that were striking was what a good of listeners she was very a lot of desk a lot ofns politicians are good speakers. She had a sense of purpose that was very striking to me. That was my greatest reflection on working with her. I would say it was a very striking relative. Molly ball it is not sound like much fun. David miliband it was a lot of fun. Molly ball there was an email released yesterday where she was you. Zing emailing with sue blumenthal. She had just got the news of what happened in the labor election. She blames it on tony blair. Clearly more about tony then david or and. Do you agree . Molly ball you cannot blame it on other people. You have to take it for yourself. What is very significant for visa. E with a you have your own issues you need to sort out. Nationbuilding at home matters. We have been hearing about this criminal Justice Reform issue. Certainly if you live in any other part of the world the most striking feature is domestic policy has to be allied with warm policy. We live with an interdependent world. In a village if your neighbors house is on fire, your own houses on higher. I would be interested house Foreign Policy removes from something out there and nothing to do with us to being part of the discourse. It seems to me that the successful politics of the aligns National Domestic internal priorities the external, whether in respect to trade for the environment Climate Change were security. Those have got to be part of the narrative. I think we are having our own struggle with that in the u. K. With the debate about europe. West, we were the big offers the stage of globalization. Partly political and partly economic. The west turned it back on globalization. Lets make it more fair and sustainable and stable, but for western countries to turn away from globalization is very dangerous. In theall you mentioned debate against europe. We are having our own debate in this country. Donald trump said he would send all the refugees home if they ever get here. Is it a moment when people are very fearful of being displaced and people do want to turn inward and away . Will not make it America Great again to send home all the refugees. [applause] remember what is a refugee . Someone who has a wellfounded fear of persecution. What has this country offered . I went to Junior High School for a year at the age of 12 or 13. Andarned about the idea ideals that founded this country and have built this country. One of them is that people who have a wellfounded fear of persecution can find a home here. I live in new york. Go to the Staten Island fairy. You look at the statue of liberty and you are told it says bring me your poor and humble masses. That is not an invitation to confuse a refugee from an immigrant. Abouthe debate immigration becomes confused with the debate about refugees that is dangerous. The integrity of the state is a that has a right to International Law and imposes obligation of states around the world. That is a precious projects of the horrors of the 20th century. The institute of the rights of refugees. It is something we have to hold onto. Every country needs and immigration policy. But for refugees and the absolute right they have for protection is incredibly important to hang onto. Molly ball at this point dont they become immigrants . David miliband how do you handle when you have a very large number of people coming into a new country . Isnt that a challenge to assimilate those people . Molly ball america take 70,000 refugees a year. You country of 63 Million People. Cant just germany has 90 Million People and will take 500,000 each year. The Prime Minister italy, 60 Million People at the leading a big reform to try to strengthen the country. Hundred 20,000 people arriving per year as refugees. Yes you have to have a proper process. Yourhome 98,000 people last year who did not buy as refugees or people you had a wellfounded fear of persecution. Issues aboutre are how you integrate people into the local community. This country above all others has shown how you do it well. Oforganizations since 7 8 our budget in international work. And 26 u. S. Cities we resettle 10,000 refugees a year. They become extraordinarily patriotic and productive americans because they are working. Andre getting their kids education. They always feel a huge sense of pride. Given the experience here at helping people become productive citizens, given the dna tests securitygo into the vetting for people, it is not right to have the fear that somehow these people are going to poison the country. Theyre going to be productive citizens of the country. In the few minutes we have left i want to go back to u. K. Politics. I need someone to explain to me what is going on with the labour party. David miliband how long have you got . Fortunately, there are only two minutes. Europeano understand politics has the power in the u. S. Center right and center left candidate in all countries are finding it hard to get traction. Rightre being outflanked people who are left of center or right of center. What is the reason . Comes back to globalization. For it to rise they are finding it very hard to answer the call that supporters to concern social order in the face of globalization that they embrace. On the centerleft, how in the face of globalization do you eliminate inequality . That is the prism through which i would understand the changes politics. Ss european the challenge for centerright in centerleft is to show the centerleft that government can that actually limit inequality. Centerright there are challenges of how to answer the concern of supporters for continued social order. In the u. K. We have a fixed parliament system. That debate is at the moment. Molly ball to support corbyn . David miliband i always vote labor. It is my core. I am in america so im not a participant. I am an observer of u. S. Politics. Molly ball there has been some talk about your potential return. Is that something youre contemplating . David miliband no. Im focus in the middle of this gargantuan crisis. Im running an organization with 21,000 staff in 35 countries. We are in the front line of and International Agencies withdrawing. We are in the front line from aleppo and it damascus right there into the neighboring states. We are in afghanistan and greece. We are resettling in the u. S. Were seeing the whole arc from the beginning to end. Quite frankly, it is consuming of my activity. Molly ball you are getting phone calls . David miliband i have not lost my friends that is what youre asking. [laughter] mi getting phone calls about going back into british pop talk politics . No im not. Molly ball really . David miliband they are phoning you more than me. They are talking about how does labor recover from a devastating general election. They are talking to me about i saw you on the news from greece. I see people going on. We have a massive crisis. What do you think we should do . People are respectfully interested in what im doing as well as what i think. Molly ball david miliband, thank you so much. Tothe Supreme Court began it thousand 16 term tomorrow. It was held at the cathedral of Saint Matthew here in washington.
