The communicators on cspan2. Japanese Prime Minister shinzo abe received members of the british parliament. Saying japan would never move to terrorism. There was the murder of two japanese nationals killed by isis in syria. This is 45 minutes. [applause] i would like to begin my address with a few words concerning the terrorist episode in syria, in which japanese nationals were murdered. From the onset, the government pursued every possible means and we found profound grief that japanese have been victims of terrorism. I express my deepest of these and condolences to the families of the victims. The government resolutely condemns these inhumane and despicable acts of terrorism. Japan will never give in to terrorism. The government will continue to take all possible measures to secure the safety of japanese nationals at home and abroad including measures through humanitarian assistance, including food and medical assistant. Japan will steadfastly fill its responsibilities to the International Community combating terrorism. To take back japan, this is the only path forward. These are the words that i have lived by and expended every effort towards achieving over the past two years, following the results of the recent general election and having been nominated by both houses. I continue to bear the heavy responsibilities as Prime Minister of japan. Press forward with ever more dynamic across this path. This is the message the japanese people which was sent to me in the recent general election. Together with the members of the Ruling Liberal Democratic Party and the new party in this chamber, i pledge to people that we will fully apply ourselves to responding to the mandate we have been granted. Economic revitalization, restoration from disaster Social Security reforms, the rebuilding of education, the finalization of local economies as well as diplomacy and security. None of these paths for reforms will be easy, as they will be the most dramatic reforms from the end of world war ii, but we must, however, press forward with these reforms clearly discerning our vision for japan. We cannot avoid these reforms. After witnessing for himself the world powers of europe and the United States, where modernization occurred, there was a remark, as follows. Japan may be a small country but if the people can Work Together in a single mind to build up our National Straight it will be by no means impossible to be a nation that participate actively in world affairs. There is no reason that people should not achieve what their predecessors did. Now is the time for us to press forward as one, setting out on the path before us. Let us together dynamically embark on the most remember warm the end of world war ii. At the end of the war, more than 60 million japanese were engaged in agriculture. Today, that figure stands at 2 million, 1 8 if original number from 70 years ago. The average age of persons engaged in agriculture is over 66. Sweeping reforms of Agriculture Policy cannot wait any longer. It is to create a strong Agricultural Sector and to increase the incomes of farmers. We will carry out the first reforms of the Agricultural Cooperative in 60 years. The current structure of centralized cooperatives has will be abolished, and new cooperatives will become an incorporated association. Agricultural cooperations will also undergo changes. Agricultural business with ambition and drive will Work Together to combine strength to open up a new future for agriculture, including products for overseas business. Farmers and members of regional cooperatives will be at the forefront of initiatives. For the first time, we will engage in fundamental reforms and will develop a system by which hardworking local people can take the lead, and in doing so eliminate uncultivated land and further accelerate the consolidation. We will relax requirements for the Agricultural Cooperatives and will promote diverse participants into the Agricultural Sector. This is taken to eliminate uncultivated acreage, and we will promote products for which there is high demand. He will advance structure reforms to make sure the Agricultural Sector is competitive and market responsive. Change is the only eternal. This was spoken by a man who breezed in new life in japanese painting at engaged reform. We should not be afraid of change in the face of tradition. Agriculture is the very backbone of japan. It has protected our Beautiful Homes and communities. We must implement change now. We will accomplish agricultural reform without fail and create a new style of japanese agriculture, which young generations can have passion. We are aiming for global markets. There is also a tremendous potential in the 4th street and fishery industry. Last year, total exports of these products set a new record, exceeding 600 billion yen. However, this figure is still very small. The global food market is valued around ¥340 trillion. This will bring safe and delicious japanese produce to the world. We will step forward boldly into an open world, guaranteeing Japans National interests. We will work to solidify ground. Negotiations on the Transpacific Partnership are in their final phase and are now within sight, taking the lead with the United States in these negotiations. The government will aim to bring them to an early conclusion, and the Japanese Partnership agreement, we will accelerate negotiations to reach an agreement in principle within the year. In the face of an ever more globalized economy, any company that cannot compete internationally cannot hope to survive. This is something that the government recognizes, as well. We cannot avoid reforms required to meet this more open world. We will make it mandatory for the countries and companies to comply with a new Corporate Governance code aligned with the International Standards or provide an expiration as to why they cannot comply. We will also reduce effective incorporated tax rate by 2. 5 and reduce the current rate to less than 30 over the next few years. Advancing Corporate Tax reform we will bring taxation to levels that compare favorably internationally. The government will have a new patient oriented medical care system to assure that top global, worldclass care can be received in japan, responding to the wishes of those fighting illness and based on those applications, we will make it possible for patients to receive cutting edge medical care in combination with medical treatments already covered by insurance. Further, when the safety and effectiveness of such treatments are established, we will make them available through the National Health insurance system and will also work to enhance management transparency through the introduction of external auditors. Further, we will establish a new mechanism to promote Cooperation Among multiple entities with various specialties, enhancing Community Health care. The system reforms are soon entering their final stages. The distribution and Transportation Networks fundamental to the structure will be separated from Power Generation allowing free access to all. We will eliminate barriers to market entry. We will work to create a competitive and Dynamic Energy market. An expensive power supply is the lifeline of the japanese economy. We will advance responsible energy policies. The increase in electric tariff caused by the dramatic surge in fuel imports is placing a heavy burden on the daily lives of japanese citizens as well as businesses. Nuclear power plants that have been shown to meet the new regulatory standards will be restarted, paying the greatest attention to scientific and seismological determinants. With the support of the national government, we will advance work to develop thorough evacuation plans. In areas where Nuclear Power stations are provided, we provide careful isolation to gain the understanding of local stakeholders and others. Our policy remains unchanged. We will mobilize all measures to promote Energy Conservation and introduce Renewable Energy sources. Through the regulatory reforms of our cabinet, the first deaths were made towards realizing the dream of a hydrogenbased society. We will accelerate the establishment of hydrogen basis as well as fuel cells. Energy emissions the measures, including standards for large buildings. Safety, stable supply, efficiency compatibility with the natural environment. These are the factors which we will examine thoroughly as he examined the best energy mix for japan. We will also take the lead in measures to counter global warming. With the parties of the u. N. Framework on climate change, the government will formulate new goals to reduce Greenhouse Gas emissions and a concrete action plan. To move forward with all of these reforms, we are pursuing administrative reform. We will transform part of the responsibilities which have grown over the course of past administrations to other agencies to allow the government to fully and flexibly leverage the coordination capabilities to carry a priority policy measures. We will consolidate 17 independent administrative agencies into seven, but these reforms are not just about numbers. The purpose of this consolidation is to push forward with our different reform, not just Agricultural Policy that raises competitiveness by introducing inspection by agencies and other measures, we will establish a governance system suited to the work done by each of these corporations, enhancing their ability to implement policies. In april, we will launch an agency for research and development. This will engage in groundbreaking research at the development of new cancer drugs the application in clinical situations will make japan the worlds most innovative friendly country. This will attract the most prominent and talented researchers from around the world. We will create a system for national r d entities to provide a worldclass research environment. We will support the kind of Ambitious Research that can completely transform japans society and economy, including i. T. Robotics, marine, and biotechnology. Words and action are one. The worth of a teacher who priced actual practiced over all else and who mentored the young patriots who we will follow through on our Growth Strategy by carrying out bold regulatory reform. We will boost productivity and raise japans global competitiveness. It is clear what we must do. The question now is will we do it, or will we stay put . What we need not merely criticism. We need action. What we need is to carry out reform. I ask you all to join me in incrementing the reforms with then i towards japans future. [applause] three areas of economic policies we have pursued are clearly generating results. A number of bankruptcies of Smaller Enterprises reached its lowest level in 24 years last year. Over 80 of prospective graduates have begun the unofficial new year with job offers in hand. The percentage of those is the highest in six years and is the highest level in 21 years for high school rockets. For the last year, the ratio of job to job seekers are that there are more people seeking employees that people seeking work. Employment is also at its highest level since surveys began years ago. We will expand opportunities for Permanent Employment to temporary workers who desire it. Entities that dispatch personnel will be obligated to engage in moving people to Permanent Employment including by Encouraging Companies to employ them directly. We are also working to assure that temporary workers receive equal treatment as the regular employees at the companies to which they are dispatched. We will create a new environment in which everyones choices are respected. Last year, we saw the highest wage increases in 15 years. Expanded corporate earnings will lead to wage increases. Furthermore, it is becoming easier for smaller and Mediumsized Companies to pass on their cost with higher prices, thus sustaining the positive cycle of the economy. Government, labor, and management. To break free of deflation, we are changing the consumption rate until april 2017. Wage increases will continue in the spring of next year and also the following year, as we spread economic recovery throughout the country. As a result, the three targets of economic revitalization physical rehabilitation, and Social Security reform will be realized, piteously. In next years budget, the amount of new japanese government bonds issued will be above ¥40 trillion for the first time in six years and the budget will achieve the goal of reducing by half the deficit. We are also sticking to our goal of reaching a Financial Statement by 2020, plans drawn up by this summer. So although the consumption tax increase was postponed, the release will be used to help Social Security. Assistance for medical assistance for people suffering with intractable illnesses will be substantially broadened. From last month, 107 illnesses were made eligible for chronic diseases, distance to intractable diseases to be widened to 300 illnesses by july. The high medical expenses system from last month, and low income earners medical expenses will be used, and likewise for the burden that they bear. We will promote measures to respond to the problem of dementia in addition to prompt diagnosis and responses. We will create an environment that allows people with dementia whenever possible to live within the communities they are familiar with alongside Financial Support for the National Health insurance. Fiscal management will be shifted from cities, towns, and villages to prefectures in order to strengthen the foundations of universal health care. We will reduce nursing Care Insurance premiums for households with lowincome senior citizens, and pay of caregivers will be improved by ¥12,000 per month, and we will strive to enhance services. At the same time, overall nursing care costs will be held down in order to ease the burden on users from premium increases. We will move forward with the management of social welfare corporations clarifying the definition of retained earnings and reform the providers of Welfare Services that can to be to the community. We will assist households that are raising families with new systems for supporting children and child rearing will be implemented on schedule on april. We are committed to eliminating child care waiting lists pay for people involved in Early Childhood education and childcare to be improved by any equivalent of 3 , and we will respond clearly to various childcare needs, including expanding the Afterschool Kids Club that utilize Elementary School classrooms, with weekend and evening childcare for children who are sick. I have high hopes that women who are focused on childcare during the course of their lives also lend their support to this effort. We will launch the professional publication of childcare supporters. Child rearing is also a career. I have to see that women with their valuable experience in child rearing will use their expertise. I have firm faith in the power of women. I want to create a society where women have an active role and can shine with confidence and pride in their lives. We will reason that the bill to promote womens empowerment and get this passed at an early date. Localities and companies and others working together, we will create an environment in which women can be more dynamically engaged. Starting this year the percentage of women among newly hired Civil Service will exceed 30 . Our goal is to achieve a position where women have leadership positions in all sectors by at least a percentage of 30 by 2020. To this and, we will support companies that proactively recruit women releasing information about the percentage of women executives, and providing Vocational Training to women. We will provide diverse opportunities for senior citizens. Human Resource Centers will enhance their functions as providers of employment. Support will also be offered to expand Employment Opportunities for those with disabilities, intractable diseases, and other serious illnesses. If everyone can act with purpose and assume active roles in society, japan will no doubt enjoy robust growth, even in the face of declining birth rate and an aging population. To realize this goal, we must radically reformed the existing work system with its uniform working hours along with our social mindset. The options available for employees will be expanded to allow for flexible and diverse working arrangements tailored to each persons circumstances including the needs of childcare and nursing care needs. A new National Campaign will be launched to transform summer lifestyles. During the summers when the days are long people will be able to go to work earlier in the morning and enjoy time with emily and friends think. Expanded flexitime arrangements will allow employees to opt for longer working hours before their Summer Vacation in order to take longer breaks with their children. In the case of highly specialized job and new work arrangements, it will be established to allow employees to be evaluated based on performance rather than their work hours. Long work hours will be kept under control by raising overtime rates and other measures. Further, we will move forward to prevent overworked and create a society that promotes a better Work Life Balance by the creation of systems that assure employees can take their full paid vacation. Young people will shape the future of japan. I hope the young people live up to their fullest potential and play active roles in society. There are measures for the employment of young people. Over 30 of young people quit their job soon after being hired. We were therefore request that Companies Recruiting new graduates provide different tensioner employments with information on overtime trading, turnover etc. And also have Public Employment bureaus to not accept advertisements of companies deliberately maintaining a high turnover of young people. We will support young people in regular employment and their efforts to secure regular employment through Career Development subsidies. There are many attractive small and mediumsized enterprises. We will make sure that young people are aware of these opportunities. My daughter is currently working to find a job with a positive frame of mind. I have a 20yearold daughter. One wrote that her daughter is learning disability, and it was a long struggle due to the fact she was different from her friends. My daughters self worthy gradually worsened. Sometimes she would cry, wishing she would die. Her radiant faded each time she went to school. Nevertheless, she continued to attend school, determined not to be left behind. Her doctors stopped attending school are first year in high school. However, she then did the upward and alternative school and was able to rebuild her confident. The mother wrote she regained her courage and is now searching for a job, even while struggling with social prejudice. The letter concludes as follows. Children are a mirror of adults. Unless the values held by adults change, bullying will never and. And end. I hope japan becomes a place for me except diverse ways of life a society where people except each other. This is my small wish as a mother. It is only natural she should embrace this. The adults have a responsibility to create an environment where all children can learn and grow with confidence. The government will support diverse learning styles, including alternative schools. We will affirm the uniform system of Poultry Education comprised of six years of Elementary Schools and three years of junior high school. We will make alternative worms of education available during those nine years, which will not bind the students to their class. Rather than resignation or face failure, we want the children to know the joys of success. With the collaboration of local people, we will expand no cost learning support, such as the use of afterschool hours at 2000 locations nationwide. The futures of our children should not be affected by the economic circumstance of their families. Childhood poverty is a great challenge to the fundamental principle of sound society, that if you work hard, you will be rewarded. We will take methodical steps to immediate the financial burden that education places on low income households and realize tuition free education. We will establish an environment where students go to specialized training colleges or universities if they wish. Student loans for students will be expanded. For universities to come we will accelerate the trend away from interestbearing to interestfree Student Loans. We will assure that in the future, all students in need of Financial Aid will be able to receive interestfree Student Loans. Together, we can create a society with opportunities for everyone, where everyone can realize his or her dreams. Shall we together let us create such a society to mark society . Any program will waive the repayment of Student Loans for students who have taken a career in local regions. Nearly half of the young people in their teens and 20s living in tokyo said they wish to move to such regions. This is a very encouraging number. Local regions contain opportunities. We will strongly encourage support for young people as they take on their challenges. We will eliminate the practice of resting on personal guarantees, which means if you fail once, you lose everything. We will see that we eliminate this practice. In government procurement, we will give precedence to companies that have been in business for less than 10 years and increase opportunities for some to pursue new business. Further, we will support him when he said fine opportunities in local regions. Tax support will be provided to companies to locate their headquarters to these regions and expand investment and employment. We will provide support for the commercialization of hometown specialty goods. And we will also help them in the development of their markets. Regional areas will play the leading role in growth. In the past two years, the number of tourists visiting japan increased by 5 million and surpassed 13 million, a new record. We will aim for further increases by relaxing visa requirements and undertaking other strategic members. I will visitors to japan to enjoy the wealth of resources from north to south, including abundant Natural Resources beauty, culture, history, and food. We will enhance customs and Immigration Services in japan. We will reinforce the function of the airports, the gateway connecting tokyo to the rest of the world. With the understanding of local residents, some routes will be revived, and the takeoff and landing slots will be increased by 40,000 annually by 2020. We will increase the sophistication of Flight Control functions to increase landing and takeoff slots by 40,000. It opened outlook another airport will be constructed. We attach great importance in oak and alec to secure ¥300 billion for the prefecture every year until fiscal 2021. We will do our utmost to implement this budget. We will fully support the ingenuity and creativity of locality. This is the main drive of the mission to revitalize local economies. Administrative and financial reform that rewards the efforts of local regions promoted from the region perspective. We will expand the system of hometown tax where people can pay part of their taxes to the locality of their choice. Through the simplification of hometown tax, i hope many more people will become supporters of local regions. Likewise, this will fundamentally reform the current Central Government style decisionmaking and allow the pursuit of reform proposed by the local regions. We will adopt proposals for these regions and transfer authority to them, including the authority for the conversion of our land to other uses. Moreover a special zone system will be involved on a regional basis in order to carry out regulatory reforms to satisfy the ambitions of the local regions. The residence of mountainous regions and remote islands have maintained rich traditions and beauty of japan. We will create small but convenient communities that will bring together in one location the necessary Daily Services such as health care, welfare, education, and shopping. These locations will be linked with neighboring communities through public transportation. It is first and foremost important that people live safe and secure lives. We will step up our measures to ensure that people are protected against crime, such as docking stalking and crime against the elderly. We will have a tollfree number for children offices that will allow them to take early notice of call for help. Drawing on the lessons of the eruption, we will work with local areas to strengthen our measures to limit the effects of volcanic corruptions. The measures included proving our warning and evacuations is for tourists and to cope with floods and landslides caused by torrential rains come which have increased in recent years. We will maintain infrastructure prepare evacuation plans, and conduct drills. We will push ahead and making the nations infrastructure more resilient with the implementation of disaster mitigation. Last year, japan was hit by natural disasters, and Police Officers and other rescue workers performed demanding rescue work during each disaster, working night and day despite the danger. It was snowing a lot, and we were scared. Last decembers, many communities in a prefecture became isolated due to heavy snowfall. Children sent a letter to personnel, who were dispatched. We were overwhelmed with appreciation when the Defense Force arrived and helped us. We wanted to do something in return, so we are writing this letter. I also would like to take this opportunity to once again express appreciation to the rescue workers for their high sense of mission and responsibility. [applause] last october, the Training Squadron of the maritime selfDefense Force returned to japan after five months on a intercontinental tour. We must pay our respects to all those who fought for their country, regardless of their nationality. In this intercontinental tour they were tasked with bringing home to japan remains of 100 30s and soldiers who had been kept at wattle can now, a site of a fierce battle during world war ii. This was made possible thanks to the Prime Minister of the solomon islands. We will work to make sure that the remains of japanese soldiers, many of whom remain in other countries, are repatriated as soon as possible. This is our responsibility as People Living in the world today. In iwo jima, we will complete the evacuation work under the runway by the end of next year to accelerate their repatriation of some 12,000 japanese. The piece we have built today is built upon the precious lives of those who wished for the happiness of their families. The path japan has taken as a peaceloving nation will remain unchanged. Against the backdrop of a dramatically changing international situation, we will follow this even more tenaciously. We will fully and resolutely protect the lives and livelihoods of the japanese people. To this end, we are developing security legislation that develops seamless responses to any situation. This year marks 70 years since the end of world war ii. Japan has developed as a free and democratic nation based on feelings of deeper moores regarding world war ii, and we have contracted to peace and prosperity in the world. Taking pride in this, we must ye a nation that contribute even more to peace and stability in the world. And Japan Defense cooperative and also proceed with the realignment of u. S. Forces in japan in accordance with existing bilateral agreements. By the end of march, the housing area will be returned. I am strongly determined to realize the return of a marine base which is located in a city center surrounded by schools and houses. For this, we will continue to take steps to relocate the faith in another city while continuing our efforts to gain the understanding of the people of okinawa, grounded in the firm trust between japan and the United States. Well continue to engage in reducing the impact of the base in open outlook, not through unsubstantiated words but through our actions. In okinawa, not for unsubstantiated words but through our actions. For the peace and prosperity of the region, we are bound by it in separable relationship. Ive had a summit with president xi jinping. It is a relationship based on common strategic interests, and we took a significant step towards improving our relationship he is we will strengthen our friendship from a Broad Perspective while deepening dialogue at various levels in rise to meet the expectations of the International Community. The republic of korea is our most important neighbor. This year marks the 50th anniversary of the normalization of the japan relations, and japan will continue really engage to improve relations. The door for dialogue is always open. With russia, the reality is our two w countries have yet to conclude a peace treaty even now, 70 years after the end of world war ii. Action for action, japan will continue to make utmost efforts to achieve a resolution of the abductees. At the end of last year, japan launched an asteroid explorer, thus continuing our pursuit of space exploration. It will take into it asteroid crater to collect samples. The Core Technology that made this Mission Possible was conceived here. Although they were forced to suspend their activities in the aftermath of the great earthquake, driven by their passion, this group of engineers gave birth to a world first technology. It will be reborn as a region producing research and create a new industries. We will work to build up a cluster of robotics related industries in the region along the coast impacted by the nuclear accident. I would like many tourists to visit that region and hope that the reopening of the expressway will serve as a catalyst for the reconstruction of the area. Work at already begun on 90 of the projects from housing to areas of Higher Elevation and 80 of the Public Housing projects. Along with rebuilding homes, we will also strive to look after disaster victims, who are at risk of becoming isolated. We will provide them with ecological support and work on the livelihoods of those in the fishery industry. After collecting samples from the asteroid using technology conceived in fukushima, number two will return to japan in 2020. I have no doubt that at that time it will have undergone a complete transformation. Rather, the onus is on us to transform it. Wont you join me in reinventing that area as a region of new creativity and potential . [applause] in the same year, japan will host the olympic and paralympic names. We must guarantee that these are a success. With that determination in mind and under the guidance of the minister dedicated this task, we will proceed with fullscale preparations in many areas to counterterrorism. We will also have a new Sports Agency to promote the value of sports throughout the world. Further we will create an environment in which everyone from children to the elderly as well as people with his abilities or intractable illnesses can all enjoy sports. We, the people of japan, now have a shared goal in the year 2020. Last year, japan led the world in the successful extraction of full pledged fullfledged samples of the socalled burning eyes. By 2020, the commonsense notion that japan is a resource poor country may no longer hold true. Japan can change. It all depends on our will and our actions. Foreclosed am of 15 years, japan suffered from deflation. For close to 15 years, japan suffered from deflation. Nothing will change if we sit by idly feeling sorry for ourselves. If all we do is constantly criticize one another, nothing you will be achieved. [applause] people of japan, be confident. These were the words uttered by the Prime Minister who laid the foundation of japans postwar reconstruction. There is no reason why we, the people of today, cannot do it. I would like to call once more everyone of the members here in the chamber for the sake of all of the people of japan. Let us Work Together across party and faction lines to reform the electoral system and reduce the number of seats. Let us deepen public discussion regarding constitutional revision.
