From the mother who divides her time in order to pay her rent. And save a little money to help her parents. From the retiree who gets his time to teach children the importance of protecting wetlands. These are the stories i will think of when i consider president obamas time in office. History books will record the signature policies. But i will remember what i hope we all will remember. My time in office may be nearing an end, but i know that canada and the world will benefit from your leadership and your in years to come. [applause] so canada was the very first country i visited. [applause] what makes our relationships arent unique is not just prosperity, its ever enduring commitment to a set of values. Justint alluded to by that no matter who we are, where we come from, what our last names are, what faith and ofctice, here we can make our lives will he will. The great pioneers and prospectors to push west across the forbidding frontier. ,he dreams of generations immigrants, refugees, that were welcomed to the shores. The hopeful runaway slaves who went north on the underground railroad. Struggle,r history of said dr. Martin luther king, canada was the north star. The freedom road links us together. Were bounded as well by the service of those who defended us. The beaches of normandy. These guys of the baltics. More recently in the mountains of afghanistan, training bases in iraq. Their sacrifice is reflected in the silent rows of arlington and in the peace tower above us. Today we honor those who gave their lives for all of us. [applause] we are linked together as well but the institutions that we dont to keep the peace. A United Nations to advance our collective aspirations. To ensure our security. Americans and canadians didnt watch sidebyside. We are linked by a vast web of commerce of goods from one end of this continent to another. We are linked by the title friendship and family. And in my case and outstanding brotherinlaw from burlington. I give burlington a shout out. Our relationship is so remarkable precisely because it seems so unremarkable, which is why americans are surprised when our favorite actor or singer turns out to be canadian. [laughter] [applause] the point is, we see ourselves and each other. Our lives are richer for it. As president , i deepen the ties between our countries. And because of the progress we made in recent years i can stand before you and say that the Enduring Partnership between canada and the United States is a strong as it has ever been and we are more closely aligned than ever before. [applause] while we meet at a Pivotal Moment for our nation and for from this vibrant b can look upon a world that has benefited and normally from the International Order that we helped to build together. We can see that same order strengthened by the accelerating forces of change. The world is by him as every measure less violent than ever before. It remains written by old divisions and fresh hatreds. More connected than ever before, but even as it spreads knowledge and the possibility of greater understanding between peoples, it also empowers terrorists to spread hatred. And death. Most recently in orlando and istanbul. The world is more prosperous than ever before. Alongside globalization and technological wonders, we also inequality and wage stagnation across the advanced economies. Workers andmany communities fearful of diminishing prospects, notches for themselves, but more important for their children. And in the face of such rising uncertainties, it is not enough to look at aggregate growth rates for stock prices or the case of digital innovation. If the benefits of globalization accrue only to those at the very top. Was a opportunity and investment in our people at home. Minister, Pierre Trudeau once said, a country after all, is not something you build as the pharaohs built pyramids and then extending it to defy eternity. A country is something that is that every day. At a certain basic shared values a. What is true of countries history of the world. What i want to talk about today, how to strengthen our institutions to advance these commitments in a rapidly changing world. Let me start with our shared economic vision. To all we do our commitment opportunities for all of our people as to be a decent piece of our world. At the centerpiece of our world. We are so fortunate because both of our countries are so wellpositioned to succeed in the 21st century. Firsthandtions know the also power of free markets and innovation. It has helped run some of silicon valleys most innovative country. Our students study at each others worldclass universities. We invest in research and development, and make decisions based on science and evidence. And it works. Created these extraordinary economies of ours. But if the financial crisis has taught us anything, its that economies do better when everyone has a chance to succeed. For long people thought that companies countries have to if a ceo makes more and a day than a play makes any year, that kind of inequality is not just bad for morale and a company, but that for the economy. That workers are very good customer for business. [applause] if a young man in ohio cant pay bills, that has ramifications for our economy. It tensed on the possibility of growth. So we need growth that is rod and that list everybody up. Including policies that do right by working families. Those the common denominator of progress is our people. Not numbers, not abstract and, it is about our people and how they are doing. Of course, many who share this progressive increase of vision can be heard now arguing that investments in our people, protection for workers, for tax policies, these things are not enough. For them, globalization is inherently right towards the top 1 . Therefore what is needed is an and to trade agreements and International Institutions and arrangements that integrate national economies. Understand that. I know why its tempting. We draw a line or on borders, that it will give us more control. Particularly one of the benefits of trade and economic integration is sometimes hard to see or easy to take for granted. And very specific dislocations are obviously real. Theres just one problem. Trade are giving into protectionism and this 20 to economy will not work. It will not work. [applause] even if we wanted to, we cannot see ourselves off from the rest of the world. Brexit, people oh, how is this going to work. The drag bunt economic weakness in europe and china and other countries is having on our own economies right now speaks to the degree to which we depend, our economies depend, our jobs, our businesses depend on selling goods and services around the world. Our Domestic Industries can sever what is naturally a Global Supply chain. So for those of us who truly believe that our economies had theork for everybody, answer is not to try to pull back from our interconnected world, it is rather to engage with the rest of the world. To shape the rules. So they are good for our workers and good for our businesses. Between ourrience nations points away. Canada have the largest bilateral trade and investment in the world and we are stronger for it. [applause] that means the company and quebec can create jobs in north carolina. The problem is that some economies and many of the fastestgrowing regions of the world, particularly the asiapacific region dont always abide by the same rules. Oppose unfair tariffs or suppress workers rights. Or they may say low Environmental Standards make it hard for businesses to compete fairly. With the transpacific partnership, we have the ability to not only open up these markets to u. S. And canadian products, and eliminate thousands of these unfair tariffs, which by the way we need to do because they are already selling here under existing rules. But we are not selling as much as we should over there. It also affords us the opportunity to increase protections for workers and the environment. And promotion rights promote human rights. Including strong prohibitions against you in trafficking and child labor. That way our workers are competing on a level playing field. And our businesses are less prone to pursue a waste to the bottom. Combined, with increased investment in our own Peoples Education and skills and infrastructure, and research, development, and productivity, then we can spur the kind of sustained growth that makes all of us better off. [applause] the point is, we need to look forward. Not look backward. Can also help write down old divides. I thank canada for its indispensable role in hosting our negotiations with the cuban government and supporting our efforts to set aside half a century of policies. [applause] i know a lot of canadians like going to cuba. Maybe its because they havent had americans crowding the streets and beaches, but that changes. As more americans engage with the cuban people, it will mean more Economic Opportunity and hope for ordinary cubans. Agree as americans and canadians, that was the countries like ours cannot reach our full potential while others remain mired in poverty. That too is not going to change in this interconnected world. There is poverty and disease and conflict in other parts of the world, that spills over. As much as we like to pretend that we can block it out. Commitment to new, Sustainable Development goals, we have the chance to end the outrage of extreme poverty. More ing [applause] we can bring more electricity to africa so students can study at night. Businesses can stay open. We can bandage discourage of malaria in ncicap. Zika. We can do that. Is within our grasp and we can help those who are working to replace corruption. Transparent, Accountable Institution that serve the people. As leaders in global development, the United States and canada understand the development is not charity. It is an investment in our future prosperity. [applause] because not only does such investments and policies help poor countries, they are going to create billions of customers for u. S. And canadian products. And they will make less likely the spread of deadly epidemics to our shores. And they will stabilize price of the world that threaten the security of our people. In fact, both the United States and canada believe are on security announces prosperity is enhanced when we stand up for the rights of all nations and peoples to the security and peace. [applause] times whenre are unilateral action is necessary to defend our people, we believe that in a world where wars between great powers are far less likely, that transnational , ourts like Terrorism Security is best advance when nations were together. Disputes that do arise between nations should be wherever possible results peacefully with diplomacy. The International Organization should be supported. That multilateralism is not a dirty word. [applause] and certainly we are more secure when we stand united. Against terrorist networks and ideologies, that have reached the very doorstep of this hall. We honor all those taken from us by violent extremists. S john routesadian off and robert hall. [applause] with canadas additional contributions including training iraqi forces we will destroy the terrorist group isil. We will destroy them. [applause] we will continue helping local and sharing intelligence from afghanistan to the philippines and we are pushing back comprehensively against those networks. Hatredcontrast to the and nihilism iteris, we will work with partners around the world including particularly muslim communities. [applause] for Processing Development and opportunity. Because they are and must eat our partners in this effort. [applause] meanwhile, when nations violate International Rules and norms, not such as russias aggression against ukraine, United States and canada stay united along with our allies and defense of our collective security. [applause] doing so requires a range of ,ools like economic sanctions but it also requires that we forces ready for 21st century measures and invest in new capabilities. As your ally and is your friend, moree say that well be secure when every nato member including canada contributes his full share to our common security. [applause] the Canadian Armed forces are really good. [applause] thank you. The predrawn together in our common defense, so must we Work Together diplomatically. Diplomacy results are really quick. It turns out even the most intractable conflicts can be resolved. Even our own hemisphere just in the last three weeks after half a century of war, columbia is poised to achieve a historic peace. The nations of north america, world be an important part of columbia Going Forward including working to remove landmines. Around the world, canadian and american diplomats working together can make a difference. Syria where the agony and suffering of the Syrian People tears at our hearts. Our two nations continue to be leaders in humanitarian aid for the same people and although a true resolution of this conflict so far has eluded us, we know the civilolution to war is a political solution so that the Syrian People can reclaim their country and live and canadians and americans will work as hard as we can to make that happen. [applause] we reaffirm our commitment to keep strengthening the peacekeeping that saves lives around the world. Threat however, that we cannot solve militarily. Nor can we solve alone. That is the threat of Climate Change. Climate change is no longer an attraction. Abstraction. Its not an issue we can put off for the future. It is happening now. It is happening here in our own countries. AreUnited States and canada both arctic nations than last year and i became the first u. S. President to visit the arctic, i can see the effects myself. Glaciers are melting at alarming rates. Tundra is burning, permafrost is thawing. This is not a can. Conspiracy, this is happening. As an agent for it generation Arctic Sea Ice may disappear. Skeptics and six can insist on denying whats right in front of villages who are sliding into this the sea dont have that luxury. Rising seas are swallowing lands and forcing people from their homes. Around the world, stronger storms and more intense droughts will create humanitarian crises and risk more conflict. This is not just a moral issue, not just an economic issue, it is also an urgent matter of national security. Before too long, we heard the confrontive crime and change Climate Change means destroying her own economies. Carbon emissions of the United States are back to where they were two decades ago even as we grow in our economy dramatically over the same. Period. Alberta is working hard to reduce emissions while still promoting growth. If canada can do it and United States can do it, the whole world can achieve Economic Growth and protect our planet. We can do this. We can do it. [applause] we can do this. We can help lead the world to meet this threat. Weeady together in paris, achieve the most ambitious agreement and history to fight Climate Change. Lets bring into force this year. With our agreement with mexico to be announced today, lets generate pass electricity to Clean Energy Sources within a decade. Building on the idea that began in montreal three decades ago, stop omitting dangerous greenhouse gases. America and canada are going to need to be the way. Lead the way. [applause] just as we are joined in our commitment to protecting the planet we are also joined in our commitment to the dignity of every human being. We believe in the right of all people to participate in society. We believe in the right of all people to be treated equal. We have an equal shot at success. That is in our dna. The basic premise of our democracies. Agree thatcan all our democracies are far from perfect. They can be messy. And they can be slow. They can leave all sides of a debate on satisfied. On satisfied. Justin is just getting started. In case you have figured out where those gray hairs come from. More than any other system of government, democracy allows our most precious right to find their expression. Enabling us to the heart, painstaking work of citizenship to continually make our country better. Challenges. To write past wrongs. What ame minister powerful message of reconciliation it was here and around the world and your government pledges a new relationship with canadas first. Nations. [applause] democracy is not easy. It is hard. Living up to our deals can be difficult even in the best of times. And it can be harder when the future seems uncertain. Or when an response to legitimate fears and frustrations, there are those who offer politics of us versus them. The politics that scapegoats others. Refugee,rants, the someone who seems different than us. We have to call this mentality what it is. I threat to the values a threat to the values reprocess professed. The values we seek to defend. Its because we respect all people that they were world looks to us as an example. The colors of a rainbow flag that flown on Parliament Hill have lit up the white house, that is a testament to our progress but also they work there means to achieve true quality for our fellow citizens who are lesbian, gay, bisexual, or transgender. [applause] our muslim friends and neighbors who run businesses and serve in our government and in our armed forces and our friends with our children. Teams, we have to stand up against the slander in the hate. That is our obligation. That is who we are. Thats what makes america special. Thats it makes canada special. [applause] here in canada in america for the first time a woman is the presumptive nominee of a major party. [applause] i have a bias on these issues, but our work wont be finished until all women in our country are truly equal. Equally, treated equally. Opportunity ase men. When our girls have the same opportunities as our boys. That is where we need to be. [applause] let me say this, because i dont feel particularly politically correct on this issue. I dont believe that these are American Values are canadian values, or western values. Believes,in justin and i hope all of you believe, these are universal values. We must be bold in their defense at home and around the world to and not to shy away from speaking up on these values. [applause] i fear sometimes that we pivot and defense of these values. Thats why i will continue to stand up for those inalienable rights here in our own hemisphere, places like cuba and venezuela, but also in more distant lands. For the rights of citizens and Civil Society to speak their mind and work for change. For the rights of journalists to report the truth. For the rights of people of all states to practice their religion freely. Those things are hard, but the right. They are not always convenient, but the true. They are true. In the end the end, it is this respect for the dignity of all people, especially the most honorable among this, that perhaps more than anything else binds the two countries together. Being canadian, being american is not about what we look like a where our families came from. It is about our commitment to a thats why together we must not waver in embracing our values. Our best selves. That includes our history as a nation as emigrants. And we must continue to welcome people from around the world. [applause] our economies are enhanced by the addition of new striding immigrants. This is not just a matter of economics. Escape torture and migrants cross desert seeking a better life, we cannot simply look the other way. Cant label people as possible terrorist who are involuntarily fleeing terrorism. [applause] we can insist that our security is preserved. , but ivean something moments like this, we are called upon to see ourselves and others. Because we were all once strangers. If you want a stranger, your grandparents are strangers, your greatgrandparents are strangers. They did not have their papers ready, they fumbled with language face discrimination, had cultural norms that did not fit. Yourme point, somewhere, family was an outsider. And so the mothers, the fathers, the children received today, they are us. And we cannot forsake them. As americans and canadians, we will continue to welcome refugees and we can ensure that we are doing so in a way that maintains our security. We can and we will do both. We can and we will do both. We are increasing our support to central america. Nations willited post a global summit on refugees because in the face of this crisis, more nation safety step up and meet our basic obligations to fellow human beings. It will be difficult, and budgets are tight, and there are and notte issues everybody is going to be helping. But we can try. People of goodwill and compassion show us the way. Greek island is pulling families handing out germans sweets to migrants are wary stations. The synagogue in virginia and biting Syrian Refugees for dinner. Here in canada, the world has with canadians across this country opening up their hearts and homes. Livinglects citizens suits to keep refugees warm in the winter. We have seen her Prime Minister welcome arrivals and extend the hand of friendship and say you are safe at home now. Feele see the refugees who that they have a special duty to get back and sees the opportunity of a new light. Like. A girl who fled afghanistan remembers being greeted and this country by helping hands and the sound of robin singing. Today she serves and in this chamber and in the cabinet because canada is her home. [applause] a country is not something you build as the pharaohs built the payment. The pyramid. A country that is something that is built every day out of certain basic, shared values. How true that is. Are to have had day,e before us, day by brick by brick, build these extraordinary countries of ours. How fortunate, how privilege we are to have the opportunity to now, ourselves build this world a new.
