Well, uh you know, theres what one of my Staff Members said, remember the famous song, you know, good morning vietnam . Well, good evening, vietnam, and good morning back in america. Before we begin, i want to express my sadness by the loss of life and devastation caused by an earthquake in morocco. Our thoughts and prayers are with the people of morocco and my friend, King Mohammed the seventh or the sixth, i should say. My administration including the secretary blinken who is here with me today are working expeditiously to ensure that american citizens in morocco are safe and we stand ready to provide any necessary assistance to the moroccan people as well. Turning to the important visit here in vietnam. As the general secretary and i just shared earlier today, this trip has been an historic moment. Today, we can trace a fiftyyear arc of progress in the relationship between our nations from conflict to normalization. This is a new elevated status that will be a force for prosperity and security. One of the most consequential regions in the world. Weve elevated our cooperation directly to the vietnamese highest tier of partnership referred to as the comprehensive Strategic Partnership. That means the United States has strengthened our ties with another critical indo pacific partner. Our progress today builds on camp david trilateral with japan and the republic of korea and the United States, a comprehensive Strategic Partnership that the United States launched with asean last year and the engagement with Pacific Island with the Pacific Island forum. Our strengthened alliances with the philippines and the partnership with australia and the United Kingdom elevated quad engagement with india, australia and japan and the indo Pacific Economic framework for prosperity. And all the effort weve advanced from day one of my administration to demonstrate to our indo Pacific Partners and to the world that the United States is a pacific nation and we are not going anywhere. Now, let me also speak to a significant business we got done in india during the g20 summit. This was an important moment for the United States to demonstrate our Global Leadership and our commitment to solving the challenges that matter most to people around the world, investing in inclusive growth and sustainable development, addressing the climate crisis, strengthening Food Security and education, advancing Global Health and health security. We showed up ready to work and we showed the world, the United States is a partner with a positive vision for our shared future. As the g20, or at the g20, we made progress on issues like Multilateral Bank reform to get to those nations that are neither poor nor wealthy but could not qualify for you for them could not qualify before debt relief and increased , infrastructure needs not only in the global south but other parts of the world as well. We forged a groundbreaking new partnership that will connect india to europe with the middle east and israel with transportation by rail and by shipment through Energy Supplies and digital connections that are going to open up untold opportunities for transformative Economic Investment for the entire corridor. We also discussed russias brutal and illegal war in ukraine. And there was sufficient agreement in the room on the need for a just and lasting peace that upholds the principles of the u. N. Charter and respects sovereignty and territorial integrity. I want to once again thank Prime Minister modi for his leadership and his hospitality in hosting the g20. He and i have had substantial discussions about how were going to continue to strengthen the partnership between india and the United States building on the Prime Ministers visit to the white house last june. And as i always do, i raised the importance of respecting human rights and the vital role the Civil Society and the free press have in building a strong and prosperous country with mr. Modi. And weve gotten a lot of important work done and im looking forward to another good day tomorrow here in vietnam. And now, i will take your they told me they gave me five people here. Thank you for taking my question, mr. President. There you are i couldnt see you. Some question the sincerity of a Biden Administration and accuse the United States of containing china while pushing for diplomatic talks. How would you respond to that . Do you think president xi xi is being sincere as he bands the iphone act. I am sincere about getting our relationship right. One of the things going on right now is china is changing some of the rules of the game in terms of trade and other issues. One of the things we talked about, for example, they are now talking about making sure that no chinese, no other Chinese Government can use a western cell phone. Those kinds of things. Really, what this trip is about, it is less about containing china, i dont want to contain china i just want to make sure we have a relationship with china that is on the up and up and Everybody Knows what it is all about. Squared away. One of the ways you do that is talking about the same things. One of the things that weve done, i have tried to do and i poke with my staff about this for the last six months is we have an opportunity to strengthen alliances around the world to maintain stability. That is what this trip is all about. Having india cooperate much more with the United States and vietnam being close with the United States, it is not about containing china, it is about having a stable base. A stable base in the indo pacific. For example, when i was talking with president xi, he asked why we were why i was going to have the meeting in australia, india, japan and the United States and i said to maintain stability. I said it is not about isolating china, it is about making sure the rules of the road, everything with airspace and the space and ocean and International Rules are abided by. And so, i hope i think that Prime Minister xi i mean, xi has some difficulties right now. Every country has difficulties as the economy works its way through. But i want to see an economy with new following the rules. The next question was to bloomberg. Mr. President , with your comments of china and the economy you call china a ticking time bomb. Do you believe the country is destabilizing the Global Economy or causing china to be more aggressive what is your question again, this fan is going behind me, it is loud. No worries do you think the growth is destabilizing the Global Economy or and are you worried about that meeting between president putin and kim jongun. Look, i think china has a difficult economic problem right now for a whole range of reasons that relate to International Growth and lack thereof. And the policies china has followed. I do not think its going to cause china to invade taiwan, matteroffact the opposite, they do not have the capacity that it had before, but im not looking to hurt china, sincerely. We are all better off if china does well. China does well by the international rule, grows the economy, but they have had some real difficulty in terms of very economy of late particularly in the real estate side of the bargain. And i think the actions they are going to have to take her ones they are in the process of deciding right now. I will not predict what will come out, but we are not looking to decouple from china. What im not going to do is im not going to sell china material that would enhance their capacity to make more nuclear weapons, engage in Defense Activities that are contrary to what is viewed as, what most people think would be a positive development in the region. We are not trying to hurt china. Ok. Bbc. Semi correct . It is. I am with bbc evening news. How are you, mr. President. I am good. I just flew around the world. It is evening i would like to remind you. [laughter] in the last six months you had meetings with japan, australia and others and you are now standing in beijings backyard. And so some say this is part of your cold war and tell buddy, are they right . Is there a danger of the cold war and what of these meetings mean . I hope i see mr. Xi sooner rather than later. Its been 12 years. I hope i see him again soon. No, look, for example, one of the things we did in india, we provided for a new that will save everybody money and increase the global capacity south capacity to grow. Where going to have a new railroad from india all the way across to the mediterranean. Shipping lanes and pipelines across the mediterranean into europe and Great Britain and beyond. That is all about Economic Growth. It has nothing to do with hurting or helping china, it has to deal with everything from Climate Change to making sure that these countries can succeed economically and grow. Look, my thesis has been from the beginning, both domestically and in terms of Foreign Policy, invest in your people. Invest in the people. Give them a chance. Everything is better off when people if everybody in the world had a job in the morning they wanted to go to and they could put three squares on their table for their family no matter where they live, the whole world would be better off. That is the notion behind us. For example, one of the things we are doing in terms of i proposed a long time ago with g7 now it is g20. Is building a railroad all the way across the african continent. Think about it, there is no way to cross the african continent by rail and there is not direct highway across. Lets assume for the sake of discussion we talk about food shortages. Assume there was one country in that continent that had in excess of food resources, how will they get it to where they needed to go . How will they do it . That is why we in best invest the liens of dollars in solar facilities, the largest solar facility in the world, one of the largest and helps the whole region. And so i think we think too much in terms of cold war terms. It is not about that, it is about generating Economic Growth and stability in all parts of the world. That is what we are trying to do. Sorry, ok, am i pronouncing it [indiscernible] am i pronouncing that correctly . Yes, thank you mr. President. I have a question on the china crisis you just mentioned the g20, lets say the United States, [indiscernible] there was no agreement at the g20. How concerned are you about this lack of consensus . We did not we had an agreement to try to meet the goals of g20. We have exceeded those goals by the way. A lot of other countries have as well. For the countries that do not have the economic wherewithal they did not cause the problem in the first place. For example, i met in brazil. I started off way back in the 80s with a [indiscernible] he said if you owe us money we will forgive your debt if you maintain your forest because they will become they take carbon out of the air. And so for countries that cleared the and the countries that cleared their land and put cattle out and farming and did all the things that increased development. They in fact are one of the reasons why the main reason why weve gotten as far down the , road to disaster here as we have. And so it seems that if we have the economic capacity, we those nations should be getting together and providing help for the nations that dont have the wherewithal to do it the , economic wherewithal and the infrastructure wherewithal. And thats why, for example, i mentioned in the interest of time, i just mentioned angola again, angola has the capacity to generate megawatts of energy through solar energy. They dont have the economic means to do that, isnt it in the interest of the whole world . If they are in fact able to generate significant capacity to absorb, to prevent carbon from being released in the air . I think it is. So what were trying to do is help those nations, particularly in the global south where theyre not as wealthy where there are not as many opportunities to be able to deal with the things that they want to deal with. For example, and ill end with this, there is more carbon absorbed from the atmosphere on a daily basis, and i will look to my friend, john kerry who has forgotten more about this than most people know, correct me if i get this wrong john. But im quite sure im right. And that is that theres more carbon absorbed from the air into the amazon region, into the ground, the ground then in mid emitted in the entire United States on the same basis. Now imagine if people go in and do what we did 150 years ago and cut down the forest and start farming in that area no longer have that great carbon sink. It would be a gigantic problem. So we should be going to areas whether its in the congo or other places as the g7 nations and the wealthy g 20 nations and providing the kind of infrastructure they need to be able to benefit. And guess what, in addition to helping the environment overall and the only existential threat humanity faces even more frightening than a nuclear war is Global Warming going above 1. 5 degrees in the next 10 years. It would be real trouble. Theres no way back from that. And so theres a lot we can do in the meantime, for example, that pipeline, that railroad, were talking about going across from india throughout the middle east and across the mediterranean and all through europe, thats going to have Hydrogen Pipeline there, which is going to significantly reduce the amount of carbon emitted in the error. But it costs a lot of money to put that down. And the world is going to say its in our interest, collective interests to do it. So i have not, i have not given up at all on the notion that we are going to be able to how can i say it . I think, i think we can triple the renewable capacity for as it relates to Global Warming by the year 2030. Countries following the playbook, which is the one we passed, Clean Energy Jobs are going to create manufacturing jobs, for example, as a consequence of what weve done, we have the strongest economy in the world today. Right now. Today, the United States of america has the strongest economy in the world, in the world. Now, weve got more to do, but we have the strongest economy in the world. And one of the reasons were doing it, we changed the mechanism, how we deal with this. And that is instead of trickle down economy, that is if the wealthy and the corporations do very well, everybodys going to do well. Well, the truth of the matter is ive never bought that theory, but i think the times have changed and a lot of leading economists are beginning to agree with me just flat straight out academic economist. And that is we should build Economic Growth from the middle out and the bottom up. When that happens, everybody does well. Everybody does well. The wealthy still do very, very well. They have no problem. You can still be a billionaire under that system as well. But youre going to start paying your taxes if anything to do with it. Thats a different issue. But all kidding aside. So we have, i think the other thing is dawning on people. Many of you who are Foreign Policy experts who have been engaged for a long time. Did you ever think youd be sitting at a g 20 conference where everyone was preoccupied with the notion of Global Warming . Not a joke. Did you ever think that . And theres, uh, my, my brother loves having, theres famous lines from movies that he always quotes, you know, and one of them is there, theres a movie about john wayne. Hes an indian scout and theyre trying to get the i think it was apache, one of the great tribes of america back on the reservation. And hes standing with the union. So they are all on their horses and their saddles and theres three or four indians in headdresses and the Union Soldiers and union soul is basically saying the indians come with me. Well take care of you everything will be good. And the indian scout, the indian looks at john wayne and points to the union soul says hes a lion dog face pony soldier. Well, theres a lot of lion dog face pony soldiers out there about Global Warming, but not anymore. All of a sudden they all realizing its a problem and theres nothing like seeing the light. And i see im anybody who has not spoken . There were five questions. Thank you, mr. President. I hope you didnt think that only calling on women would give you softballs tonight. Pres. Biden i know better than that. If you gave me a softball, i wouldnt know what to do with it. You spent lots of time talking about all the time you spend with president xi and the importance of leader to leader communication. Yet, you have not spoken in 10 months. Do you worry this is disabling u. S. China relationship . The g20 communique did not name russia as the aggressor. Have you managed to rally more support around the g20 or is this emerging as a wedge issue . Does that change your commitment to ukraine . Pres. Biden it is a wedge issue with russia, which china has representation. By the way, i am my team, my staff still meets with president xis people and his cabinet. I met with his number two person here in india today. So, it is not like there is a crisis. It is not a criticism, it is an observation. He has his hands full right now. Overwhelming unemployment with the youth. One of the tenets of his plan is not working right now. I am not happy for that, but its not working. Hes trying to figure out, i suspect, i dont know, just like i would, trying to figure out what to do with the particular crisis they are having now. Some think it is a crisis of conflict between china and the United States. As a matter of fact, i think it is less likely to cause that kind of conflict. Anyway, i just think there are other things on their minds and i respond to what is needed at the time. Look, nobody likes having celebrated International Meetings if you dont know what you want at the meeting. If you dont have a game plan. You may have a game plan, but i dont know about you, but im going to go to bed. Yeah, we talked about stability. We talked about making sure the Southern Hemisphere has access.
