When we launched this as Vice President i traveled to every major Cancer Institute in the world and one thing that struck me most was how silos each of these were and how little of sharing information occurred. Thats what i wanted to make sure we have a full government wide effort in the first ever cancer cabinet could one of the great things that my Vice President and i did was give me authority to task anyone within the cabinet began work on coordinating on cancer so we came up with this cancer cabinet to break down the silos that was within our power and that includes the department and most folks may not think first up for example i remember i said i want a nasa photo. [inaudible] they have made many contributions. The department of defense or the department of energy with super capabilities. We have made important progress. We have secured 2. 5 billion in bipartisan funding from congress to establish what ive long called arpa h advance Research Project for health not just for defense but for health and breakthroughs in prevention diagnoses and treatment for cancer and other diseases not just cancer. So this was in addition to the 7. 3 billion in funding was secured from for the national Cancer Institute this year alone. We signed a pact act and pact act into law one the most significant laws at there to help veterans exposed to toxic materials to provide benefits for them and their family safe pass Inflation Reduction Act which will total outofpocket Prescription Drug costs for seniors on medicare at 2000 a year including expensive cancer drugs that cost 10, 12, 14,000 a year. We give medicare the ability to negotiate Prescription Drug prices and we are securing commitments from companies nonprofits and patient groups to increase screening to prevent exposure to toxic substances and delivering innovation that helps navigate the diagnosis. Everybody needs a navigator and when you hear that word cancer cancer its also creating a National Network to accelerate Clinical Trials to ensure that we reach a historical underserved community. Theres a lot of underserved communities and as a matter fact my work on trying to move on the environment and global warming. Their a lot of communities that are cleaning up but thats why committed 40 of all those to those communities. In the next few weeks we will award 250 million for Cancer Related Research and Innovation Project we are helping people quit smoking the single largest driver of cancer deaths still and we are modernizing our Cancer Research breaking down silos so new data is available to as many experts across the country as possible. The bottom line is this cancer moon shot today it provides possibilities. During the campaign i was asked what was the one thing i would do if i were president if i could do one thing and i said i would cure cancer. Not because its the most frightening thing that exists out there that we used to think we could handle anything and cancer weight gave up on the notion that we could cure cancer. Everything we have ever put our mind to we have been able to do and i was trying to make the point that its important we keep that spirit and that sense and i said Beating Cancer because we can because i want to inject a sense of optimism and what we can do as a country. They are still a lot more work to do and thats why im focusing here today to coordinate as much as we can to find out the progress we are making on the cancer cabinet and with that i will turn it over to jill. Thank you mr. President. Am im a second full day as first lady of visited the center and d. C. To highlight a program that helps people navigate their Cancer Program and since then as part of the biden cancer might shot i participated in more than 40 engagements and visited almost a dozen states. Ive seen worldclass cancer hospitals Community Health centers and clinics on lands. Ive worked with sports leagues in advocates businesses and media and ive joined republicans and democrats who are helping lead this work in our communities because this is not as you well know a red issue or a blue issue. The human one and earlier this year in new orleans senator cassidy and i saw how funding from the national Cancer Institute is changing lives in louisiana helping nurses enroll patients in remote areas in Clinical Trials. Two weeks ago in madison senator baldwin and eyes toward the lab working to transform how we screened for cancer. It was pretty fascinating and we spoke with advocates and providers about how federal funding the president called for his budget would help more wisconsin women get screened for and Cervical Cancer and later this week i will begin visiting Emory University where researchers just received at the first to arpa h. So they can fight incurable cancers. Ive met with patients and families and Health Care Workers and researchers to share whats working and what isnt. And when i brought their stories back to the white house the president listened. Last year i visited a small Health Clinic in the nation outside of tucson, arizona. The people we met spoke about their struggle to find funding to meet the needs of their communities were so many are touched by cancer as you all know. So the president got to work and in his budget he proposed over 100 million for the Health Services to provide more cancer prevention, screening and support services for communities. Everywhere i go my focus is on the Patient Experience and what i have heard again and again is that we need, as joe was talking about, patient navigation programs and yet these programs need more support. Because as we all know everybody agrees cancer is daunting and complex him when someone who knows the system is by your side every step of the way it changes everything. Navigators lead to Better Outcomes for patients. Since navigators arent generally paid for by insurance most medical practices cant afford to provide them. So, the president expanded the number of grants for these programs and he worked with the centers for medicare and Medicaid Services to propose a new rule that when finalize will allow medicare to pay for patient navigation services. We are also working with privatesector to find ways to bring these services to more people in this fall we will convene Industry Leaders here at the white house. Of all the thing cancer steals from us time is the cruelest. Anniversaries and holidays missed, pages of photo albums. We cant afford to wait another minute for better solutions, better treatments, better cures and thats why we are all here and thats why im asking you to paint and just a little bit more to push your stance just a little harder for all the families touched by cancer across the country that are in a race against time. This is the urgency of now. For joe and for me this is the mission of our life and i look forward to hearing from all of you about the ways i can help advance and lift up your work.
