Peter, Senate Republicans have released their Health Care Law replacement measure, how did this draft, as theyre calling it, come together . Peter well, its been a few weeks now, a little over a month, Senate Majority leader Mitch Mcconnell did the lions share of the work, him and his staff which is a source of frustration for the rank and File Republican lawmakers who said even a few days ago they had not seen it, they didnt really know what was in it so it was a pretty topdown process but now its been briefed all the senators all the republican senators had a meeting this morning to go over it and released to the public and online and everybody else can digest whats in it. Well, youve been digesting it a bit. Heres your article. You write that the senate bill has deep cuts to medicaid. What are some of the key details in the bill . How does it generally differ with the housepassed legislation . Peter right, well, broadly i would say its generally similar to the housepassed bill it has cuts to medicaid and tax cuts that epeals all of the taxes that were in obamacare meant to pay for obamacares medicare expansion, repeals the mandate that you have to buy insurance and it kind of rejiggers the tax credits in the bill that helps you buy insurance. That is one difference between the house and senate bill. The house bill kind of created this new system of tax credits which helps give you money to help you afford insurance. It was smaller in the house. So the senate has increased a little bit. Basically kept the general structure of what is already in obamacare but it is a bit less generous in trying to reduce the federal spending. It gives people a little less help than whats in obamacare. There are those medicaid cuts as well as sort of a common feature in both chambers. In order to this, republicans cant lose much support. Democrats, they say they are against it. 13 several republicans, conservatives coming out and saying they dont support this either, who are they and what are their concerns . Peter four mainly conservative senators who this afternoon a couple hours after the bill was released announced theyre opposed to it in its current form. Its not over. They say they want to negotiate, they want to make changes. So its possible they could come around. Senator rand paul of kentucky, ted cruz of texas. Ron johnson of wisconsin and mike lee of utah are the four who issued that joint statement. And the reason between them vary a little bit but in general they want to repeal more of obamacare than this bill does. They want to repeal some of its regulations around preexisting conditions , for example, or whats called the essential Health Benefits which are required to be covered in an insurance plan. They say those regulations are driving up premiums and they want to get those premiums down. Its unclear if mcconnell shifts the bill to please them, he risks losing moderates. Its sort of a delicate dance that he has to play. And you mentioned the moderate. Susan collins of maine being amongwhat are they saying . Them. What are their concerns about what they know so far of this measure . They have concerns they have more toned down which tends to be the case. Moderates are a little more less outspoken than the conservatives. But there have been several moderate concerns. Susan collins, for example, of maine said shes worried about those medicaid cuts, especially after 2025, the cuts start getting deeper, actually, in the bill. Shes concerned about that. She thinks it might hurt rural hospitals in her state as well as beneficiaries of medicaid. Also, dean heller, the senator from nevada, he is up for reelection next year, probably one of the most vulnerable senators next year and hes worried about medicaid. We can see the medicaid changes in cuts are sort of a key issue here, especially for the moderates. When do you think well see how much this republican plan cost and when will we see debate on the senate floor about it . Peter well, it should be next week. A pretty fast time line which has gotten some criticism. Some republicans think theyre moving too fast and theyd like to take some more time to review it. We should get a Congressional Budget Office score early next week which will show how much it will cost and the effects on coverage are projected to be. So that should be early next week and then the debate will start around tuesday or wednesday of next week, were thinking. This could all change. If the objections dont go away , for example, and mcconnell wants to take more time, its possible to get pushed back. Its seeming like leaders want to push forward with this and get this over with next week and push it through.
