Deal has been reached that by wednesday we will be able to consider a bill that has enough votes for it to pass. The fact of the matter is we are not there yet. There is discussion not only about writers which are the biggest impediment to getting an agreement but money issues. They are not as controversial as the writer issue is. Hopefully the republican majority will understand that what the appropriation bills are , the appropriation Skill Committee has worked in all these bills but the writers are complicating. They are not necessary for government to operate. They are political issues and issues upon which the party has real issues. We are not to include them but of the civic are being included. Want to talk about one of these policies that the democrats are proposing and end to the ban on gun violence. It something you and your colleagues have insisted should be included in the omnibus package. I think you mean not included. The ban. Right. Can you talk about how important this is an how many votes would pick up for democrats. First of all, this is something that has been in the Appropriations Committee for a long time. Its not a new writer but it is a writer that doesnt make sense. Its a writer that says you cannot Even Research the impact of guns on the health of our nation. That does not seem to make to me any sense. We are working hard to have that deleted. Its an old writer and the has saidf that rider it should not be included but that is certainly one of the riders for us. Will you be able to support the bill even if you dont get that provision removed . We think it should get removed calling it a redline i dont want too many redlines on the bill but it something we think ought to be removed, we think it makes sense to remove it but do not want to call it a redline. Votes does it pick up for democrats . If it is acceptable to us and there are not writer riders that are not redlines then you will get significant numbers of votes for the omnibus as we have in the past. The question is how many republicans will vote the matter re. T is in thei republicans are pushing to lift the ban on oil exports. Is that summing democrats will go for it to get some of the other things in their . As you know, on the senate side as well this is an issue which we would prefer were not in the bill. The billll that passed of representatives with a large majority of democrats putting against it but if in fact we cant resolve some of the other issues we feel strongly about including the alternative energy of taxand the extension credits for alternative energy i think this is not something that could not be resolved with republicans getting something they want and we want some we get something that we want. That is the process of negotiations. I think theres certainly been a lot of robust discussion surrounding that issue. One of the things that i want to see if we include that is a revision which will provide as we have done in alaska oil, the we have the American Maritime industryi think theres certaina lot of involved, the american helpn involved in that can in america it can help the National Security program by having the maritime Security Program in place which has payments going to the industry to make sure we have ships that can take materials that the armed forces need transported. It is good for National Security. That is something good to include if we are going to agree to the oil export program. Riders being the pushed by senator mcconnell are latest is that something democrats can live with . We are not at all happy with that. Last year we passed the socalled crumb the bus nibus. Bus crom believe those ought to be considered on their own merits. We believe there is too much money in politics and it is uprooting the integrity of the system. The intent of this as i understand is to strengthen the parties and perhaps we can independent expenditures but got to be in a separate bill. Can you talk generally how you see next week playing out in terms of the procedure and timing. Your of two separate aces of legislation, a 1. 1 trillion legislation package in a different political calculus. Republicans are probably more favorable to the taxes in the package, how does this play out on the floor next week . First of all, there are two separate issues. One is about funding the government ensuring they have the opportunity to operate in an effective and efficient manner and to defend our country. That is a must pass. Musthis bill is not a pass, it is an opt to pass ought to pass. I am not for the 750 billion bill being discussed. I think it makes the deficit worse and i think it undermines our ability to get to a comprehensive tax reform which speaker ryan has said we need, the president has said we need a think most of and most republicans do. From the standpoint of funding the government it substantially undermines the socalled discretionary spending. Thats spending a National Security and Education Health care infrastructure and other items which help grow our economy. The probability is where going in next tuesday at 6 30. If we have completed negotiations over the weekend my expectation is there will be a pro forma session. It means we wont be voting but the house will going into session for a short period of time. The reason that monday is important is because that gives the republicans, theoretically pass considerit and pass an omnibus appropriations bill as well as a tax extender bill if that is file of that point in time. I think thats what the procedure will be. We made do some suspensions on tuesday that will be relatively controversial but if in fact we are ready and have an agreement in the republicans believe they have the votes that we will consider both the tax extender bill and the appropriation or omnibus appropriation bill to fund the government wednesday. Does that go to the senate and can they pass it wednesday or will you need another shortterm continuing resolution . Assuming that we have an agreement and that all parties have signed off on whatever the agreement is than it is possible to pass it wednesday. If that is not possible, there may be the need for another shortterm cr until friday. But the majority leader mccarthy said today they did not expect there to be another shortterm funding bill. The way to get it done is to make sure that we have bipartisan agreement and that we do not try to force on the other side something that they dont want and cant vote for in which case we would have trouble getting the majority. Another complicating factor is always will he passed these appropriation bills to fund the government, the republicans, even though their leadership was voting for and asking them to vote for it these funding bills, they could not garner a majority of their members. When mr. Ryan became speaker he said he would follow the rule that says you have to get a majority of the majority. I think he is interested in doing that. Whether he can or not will be interesting to see. You talked about speaker ryan, can you describe your relationship with him . And a have a very Good Relationship with the former Speaker Boehner, you are emotional and upset about what happened, talk about why and what difference you have seen since he became speaker if anything. Its been a very short time so its hard to make an indepth analysis but time will tell. Paul ryan is very bright and very able. He calls himself a Movement Conservative which means he is a believer and although both he and Speaker Boehner are conservatives, i dont think its inaccurate to say that mr. Ryan is more ideological. Whether cannot that will provide him the flexibility that a leader needs to provide the kind of confirmation compromises that are necessary, we will see. We have had some good things happen over the last two weeks. We passed an Education Bill in a bipartisan fashion which was largely done while Speaker Boehner was the speaker. Whichsed a highway bill while not perfect was a bipartisan agreement and got overwhelming bipartisan support. We passed and defected the reauthorization of the export import tank which i was very involved with with republican members. We did that in overwhelmingly bipartisan fashion. We are shown in recent weeks that we could make very positive steps forward in a bipartisan way. Were having trouble getting there in the omnibus and the extenders tax bill but we will can leader mr. Ryan his caucus to come to a bipartisan agreement. We are prepared to do that every have demonstrated over the last month. Hopefully that will happen. But the jury is still out. One of the things im somewhat concerned about is the faction of the Republican Party that has created gridlock which has undermined the speaker and in this case mr. Boehners ability to be successful and thinks that mr. Ryan is doing a pretty good job. It either means that he will agree more with make eye partisan agreements tougher or that he has included them in discussions and that is positive. Is there anything different about the outcome and would have been the case if boehner were still speaker . We will have an omnibus that funds planned parenthood, obamacare and in all likelihood does not clampdown syrian refugees. So what will be different about the final product . From mr. Ryans standpoint either way i get along pretty well with paul ryan, i think he is very bright and able. Im glad to get some things done with him in the past in terms of fiscal responsible paths for the country but we have had some good conversations. I look forward to working with him in a bipartisan way. Standpoint, as you said before, frankly i think there will be some that say it has done a great do a difference. Butay be more stylistic, the reason is, to get something done at a time when you do not have unanimous republican, or at least 218 republicans to agree on something, then you have to go across the aisle. If you work across the aisle youll work similar to what john boehner did, as you move the business of america forward. The business of the country forward. About 10 minutes left. Lets talk about 2016 a little bit if we could. Can we get your thoughts on donald trump. He seems to be leading all of the republican polls. What does it say about the Republican Party and what would democrats think if trump with her nominee. Its not just trump you have the senator from texas ted cruz and ben carson in the mix of those who are obviously representing the more conservative antigovernment, disaffected, angry faction of their party and they are 50 when you add their votes together. So what it says about the Republican Party is they clearly have opted to represent the antigovernment unity party of trying to bring the Party Together of those who prefer confrontation and prefer as senator cruz has said not to compromise not to get an agreement but to stay in even if it means shutting down government for propositions that do not have the majority of the support of congress or the American People. I think what it says about the they are therty is party in many ways is not interested in constructively working with the other side or people who differ with them on the issues because they are so absolutely certain of the rightness of the positions they have taken. Democracy does not work that way. Come to consensus and you do it through discussion and compromise. People do that in families, as this is, communities, and is something we need to do in congress. You a lot of Establishment Republicans look at trump and horror if that were the outcome. Come to consensus that the other you look at way that in that chance we would have a chance of taking back the house question mark as you have heard me say, i think it is possible that we can take back the house with or without trump at the head of the ticket. But if trump is the head i think it will be pretty dramatic evidence for the American People that the Republican Party is a party that is more negative than more confrontational than consensus seeking and respects, many irresponsible in its rhetoric if trump becomes their representative. You have already thrown his support behind Hillary Clinton and you already had a fundraiser, can you tell us why, he came out so early for her. What would she bring to the table that will help her in 2016 . First of all she has great ability, great intellect, great lyrical skills and great experience. The race hase in the experience that Hillary Clinton has either on republican side or the democratic side. Been first lady both in andnsas and of our country has firsthand seen state and federal government operate from a up close and personal point of view. Second she has shown her electability by being elected to the United States senate handily in new york city and then showing herself to be a very Effective Member of United States senate, effective legislator consensus builder working across the aisle and so i think she has unmatched experience and capability. In addition, as secretary of state she has the kind of knowledge of the international community, of the challenges confronting the United States that we need. A number of her speeches recently have been very pointed in her commitment to making sure that america and americans are safe and secure and that we confront our enemies in a very effective and robust way and achieve our objectives. I think america will feel very comfortable with her as commander in chief as well as president of the United States. I know ihose reasons endorsed her early but i am enthusiastic about her candidacy im convinced she will be the president of the United States. Could you talk a little about the relationship between Congressional Democrats and the president. Loosing some concerns that the strategy toward isis concerns about the syrian refugee approach. Our democrats abandoning a lameduck president . When you look at the Economic Situation when he became president of the United States and he has turned it around. Congress and the democrats were very helpful to him and as the majority leader work very closely leader pelosi and leader veryd that he has had successful, anyway you look at the economy whether the value of the stock market, or new jobs created. Are we robust enough . Can we do more . , but he had one of the and difficult situations in the middle east and around the world. Year, the middle east is as complex and chaotic to managers i have seen it. Under some members of our caucus, i think we need to have ,n many ways a more robust wholesome, and engaged strategy in iraq. Differences between republicans and george bush when he was president and there are differences the between and bill clinton when he was president. That is normal, but the bottom line is that nobody is abandoning president obama on our side of the aisle. We work closely. Sometimes we agree and sometimes we dont, but i think you can see that in the overwhelming number of instances, there has been agreement moving forward on the domestic side and the international side. There is a worthwhile and important debate that continues to go on about what our best strategies are domestically and internationally. Particularly, you were concerned about the iran agreement. You are a very strong proisrael supporter. There was a lot of divisive rhetoric over that. Have there been any attempts from the white house to do outreach on that . Ive talked to desmet denis mcdonough, and the president. Have made it very clear that i think i ended up voting for the agreement because i thought that voting against the agreement would not make things any better. It would not have been the agreement that i would have negotiated, but it was the agreement that was reached and was supported by all of the nations as well as the United Nations so were moving forward. I think we need to move forward carefully. I think we need to make absolutely sure that you ran is meeting its obligations and i andvery disappointed distressed that he ran in violation of u. N. Sanctions had missile tests in the past few weeks. They clearly are in violation and i issued a strong statement on that issue and i urge the administration to do so as well. While there were differences while there were strong feelings, now we need to be united in making sure that the ran not only follows the agreement made with respect to nuclear arms but also is meetonted and called on to its obligations under International Law and to stop the spread of terrorism, to stop funding terrorism or participating in funding terrorists, not only in the middle east but other parts of the world. We need to be very pointed and vigorous in our oversight of their activity and when confronting that activity, to stop it. Senator, we are all out of time. Thank you for being this weeks newsmaker. That is an interesting question and one of the things we have heard from paul ryan repeatedly is it will be different next year. Year lawmakers are trying to the reason that we had to pass the short term bill on friday is because the short term bill before that had expired. Its one shortterm spending bill after another. Many members of both parties say its not the way to do business in the u. S. Government will see if that can change. So republicans need democrats to vote for this omnibus spending bill. It sounds like democrats have some leverage. , they havee leverage always had leverage on spending bills. For republicans this is a tough vote. Its always been a tough vote especially in the last couple of years under this report with the majority which has a lot of hardline conservatives who dont want to increase spending at all. And this package will increase spending on domestic and defense spending. So they will need democrats on gives nancy pelosi, senator reid and the white house a lot more leverage. So they have been pushing pretty hard. Interesting when you have the two tracks. Sideax extender on one its kind of like a balloon, if you push in one place, it bulges out somewhere else. Its kind of fascinating to watch both at the same time. Does this set the tone for next year . Remains to bet seen. Have we been discussing it has been quite interesting because the product that will emerge here next week is not going to look all that different from what would have come up under former Speaker Boehner pushed out by conservatives who hated how he did business on this kind of bill. But thus far, speaker ryan has been able to have been eating out of his hand. Because ofreasons is his promises that next year will be different. If he doesnt deliver, all bets are off. The house is completely different. Its kind of like they looked into the abyss after boehner and mccarthy had to withdraw from the speaker race and on the republican side they were looking at chaos. He was smart how he handled his ascension to speaker, he got by ians from all the disparate factions, but before he did he said this is what we need to do.
