Many areside groups, stirring up trouble just to raise money. To paypeople to sign up their dues. It is a money raising scheme. They are trying to influence our younger, newer members of the congress to take positions on that they are stirring up interest in across the airwaves. The members voting card belongs to that member. That is how we vote. A goes into the computer machine on the top of the house and record your vote. No one will tell me how to vote except the constituents. No outside group will dictate what i do. Unfortunately, that has been the case here during the last a bit. I support the speakers statements. Fact thatple of the iny are only involved newspapers signups, before the ryan murray budget was announced, many of these came out not even knowing what was in this. I think he is right on target when he says it belongs to credibility. Critical be credible when you take that line. They said they were pushing the conference to shut down the government over whether or not to fund obamacare. You have to make the decision about whether or not to fund obamacare. The Appropriations Committee is not the place to legislate. There are house rules against security language that legislates authorization. We are a funding committee. We will go through the regular order of funding the agencies as best we can without attempting to legislate any particular one. Is that legislating . It is mandatory spending. Most of the funding for obamacare is in the entitlement side of the budget which we do not have a sayso over. This would require a law change. We will be looking at all of the funding. You have more than 160 members to vote for this budget topline. Are you telling your members that is an implicit endorsement that will come after it . I will tell them that. It is true. What we will be doing is implementing the ryan murray budget agreement they voted for. We will do the implementation of that. I would hope that those that voted for the ryan budget will vote for the implementation. That these almost always come with a string of things at the very bottom that say none of these shall be used to insert subject here. It can run the gamut. How do you keep that off when your members have been demanding a lot of that, especially on epa. How do he those off in a way that democrats will still be able to support the bill . Some of them we will not keep off. Some of them we will. That remains to be a subject of negotiations between the house and senate. Gain we are a funding committee. Not a legislative committee. We will refer many of them to the appropriate authorizing committee in the house. I do that routinely. Seven 7,000 miners that are jobless in the last few months. Two extend unemployment would require authorizations coming out of committee and going the regular process. We cannot do that. In your district alone, 67,000 folks are dependent on food stamps. Thisouse voted earlier year on a farm bill that would cut this by 40 billion. Why did you vote in favor of cutting a program that so many constituents depend on . Voted separately for foodstamp increases. Do you anticipate any form would cut the Foodstamp Program . Would that be harmful to constituents . Whatever the farm bill provides, in needs to address people and efforts to try to stir fraud and misuse of that program among others. I would hope the farm bill would have an appropriate foodstamp provision. Whatever we are looking at in the farm bill, the senate has 4 billion in cuts. An ofou look back to additional foodstamp benefits that is recently happens, you have unemployment longterm insurance that is going to run out with lack of action. And a possible additional cut to food stamps. Saying about the Republican Partys positioning to where people in that needed bracket . Is it time to be rolling back that level of assessment dutch public assistance . It would be set at a level consistent with the need. If i could jump in and asking about the next big date which will be raising the debt ceiling. ,ow that republicans particularly on the house side, some of them voting yes for this twoyear budget deal for higher spending levels are now on the hook to raise the debt ceiling to pay for that higher spending. Do you agree . Not necessarily. I think you can make that kind of an argument. 100 not think it is transferable. That isnows yet when going to come up. Would you raise the debt ceiling . It depends on what the conditions are at the time. Ive done that before. We have to pay our bills. Critics have said that the Appropriation Committee has not been able to be as productive as you had once been. There are several reasons for that. Looking forward to that. Does this affect their ability to do work . Committees never agreed on the number that we used to appropriate. This budget deal solves that problem at least for a couple of years. And i have mikulski talked about the need for us to get this bill done with with no big hullabaloo. Get it over with so we can march on quickly. Chance we havest had since i have been chairman. Long before that even for the committee to be able to operate the way youre supposed to be operate. Two thirds of the house ive never been through regular order on appropriations bill. Over half has been the less than three years. Most people in the house had never seen what you and i call regular order. I am determined to restore that. Can you guarantee that is going to happen this time . That is our absolute goal. In this business i cannot guarantee anything. That is our goal. Is on this you are hoping to the floor, it is under a role that allows members to amend it . It will be set over the course of time. We do not have the vehicle for that. We will see what vehicle is available. What challenges might arrive at members are allowed to amend it . You are getting into the ifs and we are not there yet. We have met several times. We had a good chance to Work Together on the last portion of this bill which most people thought was impossible to do. She is pragmatic. She is smart. Savvy. Everybody has been sitting here saying shut down over. Crisis done. Maybe. Sure. One of the things hal rogers was clear on is that is not quite it. There is still another step. Just as we got more than 300 votes, which is a good thing. Everybodys really happy. We are not done. There is another step you are. That is to vote for all of the numbers that trickledown and hundreds of pages of Appropriations Bills that flesh spendinga topline number agreed to meet in real life. Bills 13 appropriations put into one big omnibus package. It is an open question. Ofy agreed to the spending 1 trillion. It has happened in the past where they have agreed in the voted against the very bill that was set at that spending level. A big issue has been the Affordable Care act and funding it. I asked the chairman whether he would find it. Doesd indicate that he support legislation bills. It seems to be saying that he would fund the law. That is a big nono for a lot of his members. Whetherns to be seen they will still vote for a bill that funds obamacare. Theres a very fine line to cross against the finish line. 169 republicans voted for it. Are the odds of him turning around and voting for the Appropriations Bills . You vote for the topline number. Then he had to vote for the others. If you sit there and have an october shut down, you funded on the health care law. Marco rubio was saying it. This has been a very high profile argument friends and people who are very likely to want to represent the Republican Party in 2013. January 15 comes and goes there has to be a votes in the house the somewhat repudiates that. We have already seen earlier this year when you get into the you start filling that out. There are so many things that are funded that people have ideological opposition to. You are on the hook to raise the debt ceiling. Much traction. I suspect they will make it here coming up. In february we have coming up the debt ceiling comes back into play. There are churning measures they can take to extend that. It is an open question whether making it to april 15. I think everybody is pretty much saying there may have to be another debt ceiling vote to raise that before the Midterm Elections. Paul ryan may want to have another stab. All this will come into play with the elections in november as well as the primary elections that will be underway, very much in focus.
