Advisor Jake Sullivan said the Biden Administration will unequivocally represent reject calling the votes of violation of ukraine sovereignty. Good to see you guys on tuesday. So we are closely monitoring the impact Hurricane Fiona is having on puerto rico and as the president has said, we are keeping the people of puerto rico in our prayers. I want to provide a brief overview of our response to date. On sunday, before the hurricane made landfall, President Biden issued an emergency disaster declaration to ensure the federal government has was ready to surge resources and Emergency Assistance to puerto rico. Yesterday, as you all know, the president called governor from air force one to discuss puerto ricos immediate needs as the storm made landfall. Karine and today fema administrator will be on the ground to assess the Emergency Response. Right now hundreds of fema and federal responders are on the ground in puerto rico, including u. S. Army corps of engineers, power restoration experts and urban search andres cue teams. More federal responders are arriving in the coming days. Power restoration began yesterday and fema is continuing to work to restore power and meet needs for generators in the meantime. President biden is receiving regular updates on the storm and these emergency efforts and we will all continue to keep the people of puerto rico and all those in the path of the storm in our thoughts. Also, we have a special guest, as you all know, National Security advisor Jake Sullivan. Hes here to preview the unga meetings and events the president will be attending this week. The president s going to be leaving later today, as you all know. And any other Foreign Policy questions you may have. Jake . Its all yours. Mr. Sullivan thank you. Thanks, everybody. Good to be with you. Im just going to make a few opening comments on what we expect from the trip to new york. A couple of comments on development with respect to russia and ukraine and then id be happy to take your questions. As you all know this evening, President Biden will Board Air Force one for new york to participate in the u. N. General Assembly Tomorrow. And we believe that the president heads to new york with the wind at his back. Were making historic investments here at home, our alliances are as strong or stronger than theyve been in modern memory. Our robust united support for ukraine has helped the ukrainians push back against russian aggression and were leading the world in re response to the most significant transnational challenges the world faces, from Global Health to global Food Security to supply chains to tackling the climate crisis. Meanwhile, our competitors are facing increasingly strong headwinds and neither president xi nor president putin are even showing up to this global gathering. The president will deliver his speech before the u. N. General Assembly Tomorrow morning. This is the traditional speech the president makes annually in which he will describe his vision for american Foreign Policy and principled leadership in the world. Among other things, hell offer a firm rebuke of russias unjust war in ukraine and make a call to the world to continue to stand against the naked aggression that weve seen these past several months. He will underscore the importance of strengthening the United Nations and reaffirm core tenants of its charter at a time when a perm meant tphepbt member permanent member of the Security Council has struck at the very heart of the charter by challenging the principle of territorial integrity and sovereignty. He will make significant new announcements about the u. S. Governments investments to address global food insecurity, and hell lay down in detail how the u. S. Has restored its Global Leadership and the integrity of its word on the world stage by delivering on the promises that we make and that he has made as president. On Global Health, on climate, on emerging technologies and so much else. Throughout the day, the president will hold meetings with some of our closest allies, including his first bilateral meeting with new Prime Minister liz trust of the united kingdom. In the afternoon, he will host the pledging session for the global fund to fight hivaids, tuberculosis and malaria for the seventh replenishment conference. The global fund enables programs that prevent, detect and treat the deadliest diseases that we face and ensure countries have the resources they need to build strong, Resilient Health systems within their communities for today and for the future. We expect that this pledging conference will produce a historic outcome in terms of the commitments made, financial commitments made by our partners and by the United States. In the evening, President Biden and the first lady will host the leaders reception, where they have invited almost every head of delegation from around the world, including some of the few remaining leaders that he has not yet had the opportunity to meet. In the context of the u. N. General assembly, im also pleased to announce that the president is endorsing doreen for the next secretary general of the telecommunications union. She possesses the integrity, experience and vision necessary to transform the Global Digital landscape. The next secretary general of the i. T. U. Will play an Important Role in making sure that our Digital Future is inclusive and acceptable for everyone, especially in the developing world. Now, if youll bear with me, id like to just make a few comments on reports were seeing emerge from russia today. Since russia launched its fullscale invasion back in february, the Ukrainian Military and the ukrainian people have resisted admirably. First ukraine repelled russias attempt to conquer kyiv. Then ukraine held the line in the donbas and most recently ukraine undertook a successful counteroffensive in the northeast. It is in this context that president putin appears to be on the brink of pursuing two action. First, as weve been warning for months, russia appears to be proceeding with plans to hold sham referendums in areas of ukraine under its control and even in areas of ukraine not currently under its control, in direct violation of ukraines sovereignty. Russias rushing to hold these referendums in response to ukraines gains on the battlefield, as well as to prepare for potential mobilization measures. These referendums are an affront to the principles of sovereignty and territorial integrity that underpin the tpha International System and that fly at the heart of the United Nations charter we know that these referendums will be manipulated. We know that russia will use these sham referendums as a basis to purportedly annex these territory, either now or in the future. Let me be clear. If this does transpire, and obviously its not a done deal yet, but if this does transpire, the United States will never recognize russias claims to any purportedly an exed parts of ukraine. We will never recognize this territory as anything other than a part of ukraine. We reject russias actions unequivocally and we will continue to work with our allies and partners to impose costs on russia and to provide historic support for ukraine. Second, we are aware of reports that president putin may be preparing to enact mobilization measures. Like its sham annexation planning, this is reflective of russias struggles in ukraine. He may be resorting to partial mobilization, forcing even more russians to go fight his brutal war in ukraine, in part because they simply need more personnel and man power given the success that ukraine has had on the battlefield, particularly in the northeast, but even pushing into other parts of previously occupied russian territory around the country. The bottom line is that russia is throwing together sham referendums on three days notice as they continue to lose ground on the battlefield and as more World Leaders distance themselves from russia on the public stage. And russia is scraping for personnel to throw into this fight. These are not the actions of a confident country. These are not acts of strength. Quite the opposite. And the United States and our allies and partners in the International Community will stand against these transparent efforts on the part of russia and stand firmly with ukraine and the ukrainian people and with that ill be happy to take your questions. Yeah . Reporter thanks. Both the sham referendum [indiscernible] also the president is ordering partial mobilization. How does that [indiscernible] ukraine able to hold the gains it has made and continue countermeasures . Are you worried about russia countering the countering measures at this point . Mr. Sullivan russia has made clear its going to continue to try to fight. But holding sham referendums that everyone in the world and everyone in those territories recognize as being shams isnt going to actually strengthen russias hand on the battlefield. And in fact we continue to see day by day the ukrainians applying pressure against russian positions, both in the northeast and in the south. We expect that to continue in the days ahead. And we continue to supply ukraine with the Weapons Systems that we believe it needs to be able to successfully prosecute those offenses, including an announcement of more than 600 million in weapons just last week. Up to a total of more than 15 billion at mr. Sullivan nobody is resting on the laurels of the recent ukranian successes. The ukranian military is consolidating the gains and continue to make further gains and defend against russian counterattacks and the United States and allies and partners are providing them with the level of support for them to be able to carry out those efforts. [indiscernible] how long ukraine can withstand those assaults . Mr. Sullivan our basic assessment between the consistent, steady support that the west has provided and has indicated as President Biden, we will continue to provide as long as it takes and between that and the skilled courage of the ukranian forces and willingness of ukranians to take up arms, they will show on the battlefield that it is not going to fall prey to russian aggression and push back to conquer territory and take over the country. In terms of russia putting more troops on the battlefield, that will have an impact on the battlefield equation but it will not undermine ukraines ability to continue make ingains. Reporter can you walk us through of the president s commitment of taiwans defense and not a policy shift [indiscernible] mr. Sullivan the president said in his interview on 60 minutes we continue to stand by the onechina policy and we continue to stand for peace and stability. The president has reiterated those basic commitments on every equation including in this interview where he specifically and reenforced the onechina policy. He was a question, hypothetical question and asked a similar question back in tokyo and gave the same answer in may back in tokyo. Someone said specifically to him, have you Just Announced a major policy change and he said no. I answered a hypothetical question. When the president of the United States wants to announce a policy change, he will do so and has not done so. [indiscernible] mr. Sullivan all i will say is, the president is a straightforward person and answered the hypothetical and answered it before in a similar way and also been clear that he does not and has not changed u. S. Policy towards taiwan and stands behind the historic policy to taiwan and has helped keep peace and stability across the taiwan straits. Reporter is your expectation this will shift that conversation in some way and give russia more leveraging when those conversations happen . Mr. Sullivan the key right now is to provide ukraine what it needs to be able to make gains on the battlefield because in our view that will strengthen our hand. And that is the divisive factor in determining how things play out in the conflict in ukraine and given how transparent and how in a way thrown together this whole russian political effort is, announcing a referendum three days from now in a territory that the russians are either holding by brutal force of occupation or dont hold at all, a, it is not a move of great strength on the part of the russians nor do we think it will give them Additional Authority at the negotiating table. Quite the opposite. It is the act of a country that has suffered setbacks, militarily and those setbacks are creating a circumstance in which ukraines capacity to achieve its objectives are enhanced and not diminished. [indiscernible] mr. Sullivan we have seen public reports and i dont have anything to report and expect the mobilization. Reporter i want to ask you about [indiscernible] what more are you learning about the russian invasion . War crimes case that is being built and what is the next step in that process . Mr. Sullivan i had the opportunity to talk to my counterpart, ukranian chief of staff and he gave me a report on what the ukranians are discovering around izium and he said this is worst than butra as ukraine deoccupies towns that have been previously occupied by Russian Armed forces and finding evidence of these mass atrocities and the United States will work with the International Community through every mechanism to hold russia accountable for this. That is not an easy process. And then taking steps to hold them accountable. But we are committed to that process and we are committed to seeing it through the critical part of our overall strategy. You mentioned the 60 minutes interview and he was asked if he was briefed on the top secret documents found at maralago. As National Security adviser, have you been briefed on the potential ramifications of these top secret documents being stored at maralago . Mr. Sullivan i have not been briefed and it is being handled by the department of justice and the director of national intelligence, a member of the National Security council has indicated they have been pursuing the analysis and assessment and each of them have communicated to the press and the public which they are communicating and being handled in those channels and i have not been briefed. Reporter can you talk about how the ukraine counteroffensive will be employed by the president and in his speech how will he talk about it . And take credit . How will it be explored. Mr. Sullivan it will feature prominently and the bravery of the ukranians and to reclaim territory previously occupied by the russians. The main thrust of his presentation when it comes to ukraine will be about the United Nations charter and the preliminary that the country cannot conquer their neighbors by force and cannot seize territory by force. And he will speak to every country those who support ukraine and those so far have been on the sideline. Now is the now to stand behind the premises of the principles of the charter and free people fighting for their land and freedom, they are going to fight with a freedom and capacity and endurance that can outlast any wouldbe conqueror and that is going to be about an International System that worked for all countries and pushes back against aggressors to violently attack their neighbors. Reporter specifically on the u. N. Charter and the u. N. Council, will the president be speaking on that . I know the ambassador has laid out a series of premises presume preliminary . I expect the president will speak to the question of neuvment security reform while he is in new york and whether he communicates publicly or privately we are still working through today but this will be on the agenda and make a Public Statement that is more specific than the premises principles. Reporter what is the administrations [indiscernible] mr. Sullivan i saw a Public Statement about that and i have not communicated directly with him and refer to the foreign assets of treasury. We have in the past provided for various forms of exemptions for the iranians people to communicate with each other and the world but i cant speak on that case because it has to be handled at the treasury department. [indiscernible] mr. Sullivan you cannot conquer your neighbors territory by force and peace will come to ukraine if russia abandons that effort and see every country. They can do it publicly or privately and sending that message to moscow is the most vital thing we can do to produce peace in that region. Reporter what is President Biden going to announce. [indiscernible] mr. Sullivan u. S. Is a cohost to Food Security and the president hoped to go to it but because of the queens funeral, he was unable to make the scheduling work. We are in a very robust on humanitarian assistance and significantly greater than 100 million and work on financial facilities to help build agricultural systems and resilience in the developing world in africa and latin america. The president will be pressing for the elimination of export bans and so there is a better supply of food to the world market and prices come down and he is focused between climate and food, because the impacts of Climate Change on the Agricultural Land of many countries in many parts of the world is significant and severe and through some combination of technology and adapttation we believe we can protect that land and get the level of Food Production necessary to reduce global food insecurity. He will speak to those things both with leaders in new york and robust section of his speech devoted to global Food Security as well. Reporter is there any discussion of removing russia as a permanent member of the Security Council . There are discussions about them violating the charter [indiscernible] mr. Sullivan it is not something he will raise tomorrow but when a permanent member it strikes at the heart of the u. N. Security council and should lead everyone to put pressure on moscow to change course. Reporter can you tell us any more with the families of Brittney Griner and call for their release . Will that be a public message or private conversation . Mr. Sullivan the president had a long session with elizabeth wheel. D. M. Anand Brittney Griners wife and they were both very detailed discussions of what the United States is doing to try and secure the release of them both. And its time to end the unjust detention of these two individuals and the president and just to talk about it, he would be available and in that sense, it was President Biden in the way you have seen in many other contexts and look into the eyes of the family members and reenforce to make sure that we get them home as rapidly as possible. Fundamentally, the United States at the direction of the president has been prepared to take significant steps in order to secure the release. We have communicated that to the russians and had direct discussions with the russians over the past few months. President biden is trying to get them home and the russians understand what we are prepared to do. And from our perspective and it is up to moscow to move forward with this and keep you posted as things develop and those conversations including through channels between the white house and kremlin. Reporter is that a message on the world stage . Mr. Sullivan when it comes to Global Health, from the point of view dealing with pandemics and what covid19 we darn well be better prepared for the next one and having a financing facility. It means making sure that we are more rapidly as developing vain capability and we have to move testing and treatment to a much larger and more rapid extent than we have so far and he will talk in his speech at the u. N. About the need for the world to learn. [indiscernible] is that a shift and is that because [indiscernible] mr. Sullivan the speech by President Biden to the world. I can promise you, he will talk about his support for democracy and his believe that democracy is the model for his own citizens. That will continue to be a hallmark of President Bidens Foreign Policy and hallmark of any major address he gives. He will say for every country in the world, they all signed up to the principles of the u. N. Charter. This isnt a shift that democracy is the right system to deliver at the end of the day but it is a way to speak to every country gathered in that haul including countries that have come out and expressed more concern and whatever you believe and everyone should be prepared to understand on the basic underlying principle of the u. N. Charter and he will send out a vision that democracies can deliver for the world and what that world looks like, human rights and Human Dignity and speak collectively about an issue of emerging global security. Reporter the meeting tomorrow. She indicated that u. S. Indiscernible] does that surprise you. And can you preview the meeting tomorrow what the president might say about Northern Ireland . Mr. Sullivan u. S. Trade deal. It is not a surprise. And that would be a fair statement. And as President Biden has said, he is looking to move beyond the old model of an f. T. A. To a model that is more geared. That is going to require it as well. I think they will talk about the economic relationship and talk about the Current Energy picture and talk about the war in ukraine where the Prime Ministers truss ha and discuss the challenge posed by the p. R. C. And the president will communicate his strong which is the touchstone. And we must collectively take steps. The u. S. , u. K. And the republic of ireland to ensure that it is protected and he will encourage the u. K. And European Union to work out an effective outcome that ensures there is no threat to the fundamental principles of the good friday agreement and will speak with her. Reporter what is the president going to say about iran tomorrow . Mr. Sullivan he is going to communicate which is the United States has been prepared for a mutual compliance return to the jcpoa and if iran is serious and accepting the formula, we could have a deal and you heard the same thing from the europeans who have made clear. I do believe that there will be multiple opportunities for us to consult with the europeans while we are in new york and european will have its own engagements. And well see if anything comes of that. I dont expect a breakthrough in york. But well see what happens. Th. [indiscernible] our responsibility to hit the citizens of free countries and we believe this is a regionwide responsibility. What you will see is enormous diplomacy to deal with the migration issues coming out of nick rag what and venezuela wall. Thanks guys. [indiscernible] mr. Sullivan i sent out a tweet very shortly after the reports emerged of this shocking event and from our perspective it is a reflection of the complete repression and brutality of a regime, a woman simply to exercise her basic rights could die in this way and we are not surprising that people of all walks of life come out in iran to object to that and say that is not the kind of society they want to live in and not consistent with any countrys obligation under the u. N. And universal declaration of rights and the United States will speak out and im doing so right now. [indiscernible conversation] karine he will be back another time. I promise. The president is going to speak at 1 00. We wanted to give you time with jake and last time he was here in july. I have a couple of things at the top and will take as many questions. At 1 45, President Biden will deliver remarks on the disclosure act. The disclosure act would require new requirements by super pacs and corporations, unions, political organizations and others. President biden will speak about the importance of protecting our democracy by getting dark money out of our politics and closing loopholes and to influence our elections and courts. President biden believes that our democracy must serve all people equally and republicans should join democrats this week in passing this bill. Speaking of ensuring democracy serves all people equally, today Marks National Voter Registration day and encourage all americans to register to vote and check their registration location and status. The right to vote is sacred. Republican controlled state legislatures have passed laws made it harder to vote and counter administration. The Bidenharris Administration is committed to using every tool to protect the vac credit right to vote. Last year on the anniversary of bloody sunday, President Biden signed an effort to promote access to voting. The president and Vice President continue to urge the senate the freedom to vote act and john lewis voting and change senate rules to prevent a minority of senators from blocking action to protect this fundamental right. Does the president plan to [indiscernible] reporter there are reports [indiscernible] karine we have received word of the flights and coordinating with state officials and local Service Providers who are prepared to welcome these families in a manner as they pursue their asylum claims. Reporter staying on the border, the president campaigned on addressing the root causes of migration. And what exactly went wrong here . Karine let me put it into context and talk about the facts of what you just mentioned and the numbers we have just seen the numbers we have seen by d. H. S. They are fleeing communism. Falling from authoritarian regimes. They are causing a new migration challenge and we are seeing a new pattern. Not just a southern border and our western hems fear. Migration has come down for three consecutive months and down by nearly half and what we saw the increase with anything rag what, cuba and venezuela is up. There is a change in the pattern. But what we are doing and tend to work with our regional partners and address this new challenge as safely, orderly in a humane way that is a Campaign Commitment that the president has made. But you have to remember not everyone who arrives at the border gets to stay. There is a process in place that we have been moving forward with. You heard us talk about the individual encounters and has increased and historically. D. H. S. Expels migrants and so those who cannot be expelled under title 42 are screened and processed to have their claims heard by an immigration judge. So again, there is a process that we have been moving forward with. More individuals are encountered at the border and without a legal basis to remain will be removed or expelled. [indiscernible] karine those without a Legal Process who remain or expelled more than any other year. And you have seen how historic the numbers have been and make sure we are expelling. But heres the thing and we have said this many times. There is, we have solutions and brought solutions to day one. The president is clear, he put forth a comprehensive immigration bill, piece of legislation and what we would like to see is republicans come to the table with a problem we have seen for decades when it comes to our immigration system which was mismanaged by the last administration. We have put forth a solution on how to move forward. But with what republicans want to do is they are moving forward with political stunts. This is a political stunt being done by Governor Desantis. And what is going in venezuela and nick rag what and cuba, they are fleeing political persecution only to be used as a political pawn by the Florida Governor and that is something that the people in florida should be asking, why is he doing this . Top House Republican in the white house [. [indiscernible] karine the president said and he was very clear in the interview, covid remains a problem and were fighting it and we have to continue to make sure we are fighting this ones in a generation pandemic. Heres the thing, what he believes and we can acknowledge that the maximum amount of progress we have made and when this progress walked into this administration where again this ones in a generation pandemic was mismanaged by the last administration. 220 Million People are fully vaccinated and in a place where it is a lot more manageable and there are tests and treatments and convenience. We we no what works and for oversix months, over six months, congress has been made aware as have all of you, you have heard us speak of us and heard from the experts and doctors of our need for the funding to ensure we have access to these tools and continue to have access to these tools and for over six months there have been new excuses for why they do not want to ensure that u. S. Is on the front. Jake mentioned this about how we have to be prepared of the next generation. We have to be prepared for the next potential pandemic ensuring that we are leading the way when it comes to research and innovating and keeping testing readily accessible. If we lose these things we have to ask republicans why didnt they act. That is how we are going to continue to move forward on this. We believe covid funding is important of how we move into the future. Reporter are there any more oneonone with the president karine i dont have anything else to lay out. Reporter on puerto rico, and talk about the Emergency Response and some sort of pandemic infrastructure issues that led to the reasons why puerto rico has a weak guide and im curious why their focus on the infrastructure and infrastructure bill, why more hasnt been done to shore that up. Karine on the grid and give you an update. Damage assessments and due to the scope and full power restoration will take several days but on anything specific on that and the power, we refer you back to the department of energy. To your point, the bipartisan infrastructure law was so critical and so historic and important as we are dealing with infrastructure and dealing with grids, dealing with our our bridges and tunnels, the things that arent only going to make us competitively but deal when you have extreme weather, make sure we are able to endure and have an fracture that holds up. This is the importance of this legislation and we will continue to have conversations with the local government in puerto rico and our Team Continues to do that and i dont have any specific numbers on how funding is going to be able to help puerto rico in the long run, but this is something that the president has talked about for some time. We have heard from the last administration, it was a joke of how we were going to improve our infrastructure. This is a president that made it happen because of his leadership. So, again, we are going to help puerto rico in the best way that we can. And continue to be in touch with them and see how we can get them into a better place as it relates to their infrastructure. Reporter you said the white house indiscernible] who have you received word from snr. Karine i dont have the specifics of where we got word from but we have been closely coordinating with the folks in delaware, the officials in delaware, our headsup did not come from Governor Desantis because his only goal is to create chaos and use migrants as pawns. It is political theater and not getting to a solution. We have a solution that we are happy to have bipartisanship on on an issue and look at the immigration system. But we did not get word from Governor Desantis and this is a political stunt. Reporter you dont know karine i dont know who alerted us. We have been in close contact with the delaware officials on the ground. Reporter did the white house ever try to get in touch with Governor Desantis or Governor Abbott to reach an understanding. Karine they are using people who are leaving communist countries as a political stunt. Instead of naming. They should call on their senators in their state, call on senator marco rubio and ask senator rick scott and they did not vote for direct funding when it comes to department ofhomeland security making sure we are dealing with this issue. Thats not what they did. This is a political stunt that they are taking for their own political narrative. It is not about really dealing with what is happening and coming up with a solution. Reporter in terms of that and the white house did not support these people, does the white house support the idea, the concepts of states further from the border accepting more migrants and sharing some of the board by increasing number of mig grants whether from cuba, nick rag what or venezuela. Karine we are not having children abandoning. That is not burden sharing and that is not the definition. It is a cruel premeed today stunt. That is what they are doing. We are happy to have conversations about ways to further improve border processing and we could be doing more if republicans in congress would stop blocking our efforts to pass comprehensive Immigration Reform and funding historical funding for d. H. S. Again, this is not what border sharing looks like. They have used the lives of people who are fleeing persecution from communist countries and using them as a political stunt. If the governors were more open and transparent, would that be accepted . Karine he put forward on day one a comprehensive Immigration Reform, ways to deal with what is at stake and deal with a broken immigration system. And what we are asking is for republicans in congress to help us come up with a solution and look at what this president has put forward on day one. I think im being clear here.
