Confirmed what we all knew, but they made clear that Many Americans with preexisting conditions would face soaring costs and frightening limits on the care they need. Some people with preexisting conditions, many of them would no longer be able to afford coverage of any kind. The c. B. O. Report confirmed that gutting essential Health Benefits means many people would see huge Cost Increases for basic coverage like maturnt care, opioid addictions and Mental Health treatment. E report also confirmed that any injury or notice of an illness, Many Americans will find they have been paying for Health Coverage that doesnt cover much at all. Trumpcare means higher costs and 23 millions losing protections, a crushing age tax and stealing from medicare. Could go into detail about each and every one of these things, but maybe if you ask me, i will. Here we are again, a billionaires tax cut disguised as a Health Care Bill, one of the largest transfers of wealth once again from working families to rich and corporate america. In that regard, trumpcare has a great deal in common with the president s budget. Stealing from our investments in jobs, working families in the future to give tax breaks to millions. I come in this room and this rug gets me. Trump budget is a stark showcase of the president s broken promises. Just think of it. The president said im going to be the greatest job producer that god ever created. Instead the budget steals hundreds of billions of dollars from critical jobs and infrastructure and education. The socalled Health Care Bill and the budget is about 3. 5 million jobs lost. In terms of health, the president promised he would free the earth from the misery of disease. Instead in addition to the devastation of trumpcare and what that means, he wants to chop more than 7 billion from the n. I. H. Budget, onefifth of its total budget. Social security and medicare, the president said he would not cut medicare, medicaid or Social Security but slashes Social Security disability benefits and steals billions from medicaid on top of the 140 billion that is in trumpcare. A combination of over 1. 4 trillion in cuts in medicaid. And all that that means to lorning term care for seniors longterm ome in health care centers. Its a middle class benefit medicaid for longterm health care. What it means to children and others is devastating as well. The president s budget lays the groundwork for privatizing the v. A. And does deep damage on Rural Communities and makes colleges more expensive for students across america. So everybody gets hit in this budget unless you happen to be very wealthy. The president s budget is shortsighted and a cruel plan and perfectly reflects the republicans in congress. Its perfect in that respect. This is the same budget, the ryan budget, the road to ruin that was advanced by ryan as chairman of the Budget Committee and price, too. The budget should be a statement of our values. This is a moral document. Its not a statement of anybodys values. It gives new meaning to the term on poverty. Not only that, it goes after the middle class. What did the middle class ever do to donald trump that he is taking it out on them in this budget . So, here we are, we will continue to ensure that the American People know what the stakes are. We had thought coming into this administration we would be talking about jobs, wheres the infrastructure bill . We are four months later. We hoped we would be talking about revising the Internal Revenue code, lower the corporate rate, close special interest loopholes and the rest, have a middle class tax cut. Where is their plan . The plan we have seen from the republicans is 5. 5 trillion to the deficit. 5. 5 trillion that is money over hose years, 10year figure uld cover the shortfall in Social Security for 75 years. They want to talk about we have to balance the budget and go after entitlements. We should subject every dollar we spend or tax dollar under scrutiny. We t creating growth, but get trickle down everything. Trickle down health care, trickle down tax policy and the rest to benefit those at the high end at the expense of the middle class. The people of the state will determine who will represent them in congress. I view that as a mom and grandmother. We try to have some level of dignity as to how we treat people and who we are, the behavior we expect from our own families. And to see this person who wants to be one representative into the house of representatives wannabe trump a and treat people harshly like that. That is Donald Trumps model and we have to say, come on, behave. Behave. That was outrageous. Who the republicans put in their conference is up to them. I hope its up to the people of montana to demand a higher standard of behavior for the sake of our children. How do you explain that to children . You ask a question, im going to strangle you. Ms. Pelosi well, you know i ve always said of all of the beautiful constitution and First Amendment and all that it guarantees, freedom of the press is the guardian of the gate. This is the place that all of you, even though i may not agree with what you write or dont cover, thats another story. But the fact is, we are the champion of freedom all over the world, and we have to respect that. And its a tactic. Ts a tactic to attack the press. And we really have to say this is about the constitution of the United States. And behavior that creates alternative facts and fake news and all these other mischaracterizations do a disservice to our democracy. And the fact is, ok, so you are not happy about how the press ou or what you are doing and you weigh the equities. And freedom of the press is essential, essential to the security of our democracy. And by that, it is the insurer that our constitution will be respected. We take an oath to protect and defend the constitution and all that implies in terms of checks and balances, Holding Elected Officials accountable and issues like freedom to assemble and freedom of speech and the rest. We have to protect and defend the American People and intelligence is an important way to do that. Im not going to speak to this particular incident, but the fact is that we all that we have courts, we have congress and we have the executive branch. And theres the checks and balances have to work in all of that. But i dont know what the particular i have not been briefed on the particular case. Right from the start, i criticized what the administration was doing when i was Ranking Member of the intelligence committee. Under the rules, though, as a Ranking Member, i couldnt share any of that information with anyone else. I wrote to the n. S. A. And got back a very redacted letter that didnt say so much, but nonetheless, we have been having this challenge all along. And one of the things we put into legislation was the president s commission for protect privacy and civil liberties. Reporter madam leader, there is a story that has been out having the i. T. What is your opinion about keeping this person under investigation and should have this role . Ms. Pelosi people under investigation by the attorney general of the United States. Ou have a very specific charge there. I havent followed that so closely. We have been busy with a lot of other things. Im not sufficiently understanding the situation to make any concern about it. But there are plenty of people who are under investigation who still have their jobs. The ter on health care, department of health and Human Services came out with a report saying they believe premiums have doubled in the last four years. What is your response to that . Ms. Pelosi who said that . Reporter health and Human Services. Is there a point where democrats can put their own bill or potential repairs separate from the republican process . Ms. Pelosi first of all, if you look at the calculation that they made, its a very bizarre calculation. As i have said to the republicans and to the president over and over, if we are going to find solutions and get results, we have to stipulate to facts, not to interpretations or calculations designed to misrepresent the facts, which i think that does. In terms of as we said all along, we have asked over and over again for us to have the opportunity for the secretary to negotiate drug prices which is the leading cause for although we have slowed the increase of costs of medical care in our country, the factor that keeps going up is the cost of prescription drugs. Part of the problem with what we have now is, the republicans are engaged in a selffulfilling profess si. They said the Affordable Care act doesnt work but not willing to extend what is in the bill, which is reinsurance and have not been willing to fund the navigateors for the outreach because you have to have a bigger, larger pool and not been willing to do the cost sharing. It is still the law of the land. Hello. You have not passed a bill to repeal it yet. And even if you can, your proposal that you are going to do has not passed. Its still the law of the land and they are still undermining the cost sharing which has the biggest impact on behavior and decisions of Insurance Companies because its about stability and certainty, as much certainty as possible in the marketplace. So if we could come to agreement if the Affordable Care act is to be judged, it should be enforced. Having said that to your further point, yes i know the bill very well. I know some things that i would have liked to have in the bill to begin with that i think would be good to do and i thought thats what we were going to do with the president , but he was determined to have this repeal and replace with a bill that is again a tax bill disguised as a Health Care Bill. T we are always ready, infrastructure, tax policy, you name it, health care, we are always ready to have a conversation. On any bill that you pass can always be subjected to scrutiny to see what can be done better once you see the implementation. Part of what is happening and what the republicans have not allowed to happen in the Affordable Care act and dont ask me, you ask the providers and Insurance Companies and the rest, the uncertainty they are injecting into it is part of the reason there are some challenges, but do not accept kind of a bogus report from the trump health and Human Services department. Reporter im wondering for your impressions of President Trumps foreign trip so far and do you think it has been successful . Ms. Pelosi do i think its a success . Heres the thing. I was in four countries, five countries during the break and during that time if anybody said anything to me, not the heads of on understand to be respectful of our head of state and we dont engage in any conversations of that kind with them. But any members of society but people we had met with outside the officials of those countries and they would bring up President Trump and their criticism and i said thats not why we are here. We dont criticize our president when we go abroad. We may have our disagreements, which we fully air in our own country, but we dont go overseas and criticize this president. If thats what you came to this meeting to do, thats not why were here. Well have things to say about his visit. I have said, i thought it was unusual for the president of the United States to go to saudi arabia first. Saudi arabia . It wasnt even alphabet call. Notice the previous five president s, president reagan, president bush, president clinton and president bush and president obama. Four of them went to canada first and one went to mexico, president bush, in our hemisphere, but our friends and neighbors. What was the Decision Making process to go to saudi arabia first . Thats the question i have. And what policies flows from that and further questions i will have when the president returns. Reporter you mentioned the cost sharing reductions and you had initially asked as the omnibus specific language to be in there and statements would continue. You settled for trumps words that he will continue to make the payments and he has done a series of interviews saying i might stop the payments next mornlt. Does that undermine the trust between capitol hill and the president and how much does that affect negotiations moving forward moving forward on the budget . Ms. Pelosi when i spoke to the president s chief of staff and mulvaney, i told them this language we would put in the bill would serve purpose. Assume for a moment that you pass a Health Care Bill, you would need this language. So this is in your interests as well as ours, but more importantly, its in the interest of the American People and great health and whatever certainty increased certainty that that would bring to the private sector in this. It wasnt saying settling for. They just wouldnt put the language in. They did call and say the president is going to do this and then said the president is going to do that. Since then the court has intervened and have 390 days which the court of justice said we could proceed with cost sharing because 90 days is 90 days, but its not certainty. Maybe the president thinks theyll pass a bill into law by then. Would be happy to have this language there. It would be a sample play to say we know what was needed but we decided not to do it even in the transition time that would have been helpful to the American People. So here we are. And whats interesting about the budget is that its just the face of the Republican Party in congress. It was so devastating to average every day working people. It was so advantageous to the wealthy and to corporate america, both in terms of the Health Care Bill and the budget. 1. 4 trillion cut from medicaid. Children. Lps poor over 40 , 50 of longterm health care which is a middle class benefit is paid for by medicaid. Thinks going to have an impact on americas families. Taking money from poor neighborhoods in terms of title 1 and spending it other places. Its really stunning. And part of the education budget in our country that is federal is small but directed to people th disabilities, all of that in question and reduced. Think of local School Districts and maybe your children, my granddaughters in Public School and already had a meeting at their school what they are going to do if the federal government stops whatever it is doing in terms of idea, children with disabilities, even though it is not enough. So this was about what it means to you and your community and your neighborhood and your household. Its not about policy. Its very personal and i would hope people pay attention. There is so much there that we have to carefully select what are the priority items to talk about because this is why we come here. This is the budget. This is the blueprint for who we tax and how we spend it, who benefits. Over the last eight years, the United States spent more on defense than all other nato countries combined. If all nato members had spent just 2 of their g. D. P. On defense last year, we would have had another 119 billion for our collective defense and for the nancing of additional nato reserves. We should recognize that with these chronic underpayments and growing threats even 2 of g. D. P. Is insufficient to close the gaps in modernizing readiness and the size of forces. We have to make up for the many years lost. 2 is the bare minimum for confronting todays very real and very vicious threats. If nato countries made their full and complete contributions, then nato would be Even Stronger than it is today, especially from the threat of terrorism. Senator sanders kicked off the hearing by charging that the budgets repeal of the estate tax would give massive breaks to the countrys wealthiest families. Including President Trumps family. Which he estimate wood save 4 billion and the Walton Family of walmart fame, which he said would save 52 billion. Senator sanders also asked mr. Mulvaney to explain why americas richest family needs a 52 billion tax break, while people who rely on programs such as meals on wheels and medicaid would be left out in the cold under President Trumps budget. Chairman. Before we go further, i find it unfair that mr. Mulvaney and many people in the Trump Administration disparage the director of the c. B. But your budget thinks that it is good Public Policy to provide 52 billion dollars in tax breaks to the wealthiest families in this country, a family already worth 128 billion. You think a family like the walter family, that are worth more than d 65 million, are just in desperate need of massive, massive tax breaks. You think that sheldon aidleson, who among other things, contributed 5ds million for the trump inaugural, is in need of a massive tax break, as well as the koch brothers. My question is pretty simple. I want you to tell the American People why you think it is a good idea to give 3 trillion in tax breaks to the top 1 at a time when the rich are becoming much richer, while at the same time youre going to throw 17 million children in this country off of health insurance, because of the unconscionable cuts that you are making to medicaid, why youre going to throw seniors in the state of wyoming or the state of vermont off the meals on wheels program, maybe the one nutritious program that they get a day, why youre going to throw women and lowincome babies off of the w. I. C. Program at a time when infant mortality rates in this country are already high. Do you really think its a great idea to tell a lowincome pregnant woman that youre going to take away the w. I. C. Program, take away nutrition programs from children, in order to give a massive tax break of 52 billion to the Walton Family . Please explain your logic to the American People. Mr. Mulvaney ill see if i can handle each of those in reverse. Ill handle the cobb first. The c. B. O. First. The results are awful. Mr. Sanders but you appointed him. So lets go with that. Mr. Mulvaney i measure performance by results. If you continuously mr. Sanders your opinion is that the results are terrible. Im suggesting that it was a member of the Trump Administration who appointed this gentleman. Not some kind of radical democrat. Mr. Mulvaney so we can agree the c. B. O. Puts out that data. Mr. Sanders no, we cant. We can agree that you guys are beating up on a man that you appointed because you dont like his results. But get back to the question. Why tax breaks for billionaires mr. Mulvaney because theyre not right. W. I. C. Serves all participants. Theres no change there. Meals on wheels is not reduced at all. The change we make is through the mr. Sanders so you eliminate the block grant, that frunds the funds the program. Mr. Mulvaney the program is funded through the oldage or Senior Nutrition Program through h. H. S. Which we dont change. Mr. Sanders thats not true. Mr. Mulvaney it is true. The cdbg program is a block grant to the states and some states do choose to use some of that mr. Sanders you eliminate that program. The bottom line is mr. Mulvaney senator. Mr. Sanders answer the question. Mr. Mulvaney the total money for meals on wheels that comes from cdbg is 3 . Thats it. I dont know how you can possibly contend mr. Sanders youre eliminating the program that funds not only meal on wheels, but many other programs at the discretion of governors and mr. Mulvaney i would be more than happy to have a long discussion about c. B. C. You asked about medicaid as well. The slashing of medicaid, the dramatic cuts to medicaid is a Slower Growth rate of medicaid. Theres one year exception during the Affordable Care act, where excuse me, the American Health care act, where the bill calls for the end to ex pandpangs. Theres a small reduction that year. But generally speaking, over the 10year budget, medicare spending goes up every mr. Sanders so does health care inflation. We go through these games every single year. Inflation is going up faster than money that youre putting in. Bottom line is, tell me, let me get back to one question. Why do you think the Walton Family need as 52 billion tax break . Mr. Mulvaney my guess is that youre basing that assertion on the only tax detail that we have in the budget. Mr. Sanders the repeal of the exactly. Mr. Mulvaney if we want to have a talk about why were repealing, that id be more than happy to do that. Mr. Sanders tell me. Mr. Mulvaney ordinary people are paying more. Mr. Sanders no, ordinary people do not have a wealth of 128 billion. Mr. Mulvaney the average mr. Sanders thats not an ordinary person. The question is answer the question. The wealthiest family in america gets a 52 billion tax break as a result of the repeal of the estate tax. Tell the American People why you think thats good when you cut medicaid and programs for kids. Mr. Mulvaney we dont cut medicaid. Were talking about repealing obamacare. The results mr. Sanders 23 Million People off of health insurance. Thats right . Mr. Mulvaney the c. B. O. Number that i think you just agreed could be wrong. Mr. Sanders i didnt agree to that at all. Mr. Mulvaney that we repeal mr. Sanders why does a billionaire family get a 52 billion tax break. Please tell the American People. Mr. Mulvaney we think its wrong that ordinary folks lose coverage. And we want to get rid mr. Sanders ordinary people. Is the Walton Family an ordinary family . Mr. Mulvaney no, theyre extraordinary. But ordinary people are losing Coverage Today under obamacare mr. Sanders i asked you why the wealthiest family in america mr. Mulvaney because we repeal obamacare. Mr. Sanders no, you end the estate tax. Mr. Mulvaney senator, im sorry. I thought the assumption was we were looking at the tax reductions that are contained in obamacare. Mr. Sanders no, thats not what were talking about. No, no, no. Were talking about the repeal of the estate tax which you just mentioned. Mr. Mulvaney the budget assumes a deficitneutral tax a plan. Because when we wrote the budget, we did not have nearly enough specifics to assume what youre assuming which is the specific reductions. Yes, the proposals that the white house published about three or four weeks ago, the principles that we set forward, does include a reduction of the estate tax. Mr. Sanders repeal of the estate tax. Mr. Mulvaney youre right. But i think its mathematically impossible to take those general principles and assume a direct impact on a particular family. Nobody can do it. Ive seen estimateses from groups that say its mr. Sanders thats mr. Mulvaney 2 trillion to 10 trillion. Sand thats not true. We dont know when people are going to be dying, thats for sure. Mr. Sanders but you can make those estimates. Mr. Mulvaney we dont know when people are going to be diing . Mr. Sanders . No but the truth is if the family is worth mr.
