Welcome to the minnesotas seventh Congressional District debate. Will have the incumbent collin peterson, a democrat. And Torrey Westrom, the challenger. To pioneer Public Television, minnesotas seventh Congressional District debate. My name is amy and i will be your moderator this evening. Well start out with opening remarks from both candidates. Onto ll then move something prayer questions. And then we will wrap up with closing remarks. Asking questions this evening are two members of the media. Have reed anthonson. And jp. Welcome, genteleman. Tonights candidates are peterson and Torrey Westrom. Welcome, gentlemen. Were now going to look at a map of this district. The seventh district includes western side n of minnesota, with the exception of the southern counties bordering ila. The largest city in the district is morehead. In this er cities district are alexandria and marshall. The seventh is actually the largest Congressional District in minnesota. We will now start with the both of remarks from the candidates. Both candidates have 90 seconds for the opening remarks and the coin toss was won this evening peterson. Entative i want to ou and thank find your Public Television for hosting this debate. I want to thank my constituents from the seventh district for honoring me with being able to serve them for the last 24 years. Works ot as someone who across the aisle and by being in office for a period of time, moved to a top the agriculture committee. I have been at the table writing the 2008 and 2014 farm bills. Probably the premill a compass went of this congress, getting a farm bill done. It took a little longer than we wanted. Very nuary, we passed a good farm bill that not only farm safety nets which is what most people think about when they think about the farm bill actually, there is a lot more to it. We had a very good conservation title that expanded significantly. Of the farm parts bill. Help evelopment which has us build new facilities across this district. Farm bill has been a very important thing for this district and now we are in the process of getting it implemented. Were making Good Progress, but it will take a while. That is one of the main reasons im running for reelection. Bill ake sure the farm gets implemented correctly and the folks that are against it dont take apart. In addition to that, we are working together in this build new airports, roads, va clinics, and also critical access hospitals. Thank you. Would like to welcome Torrey Westrom to the program. Thank you. As you know, i lost my eyesight in an accident when i was 14. To serve the ing state. I believe our state is headed in the wrong direction country is headed in the wrong direction. After 24 years, representative peterson has not done enough to stand up to the big spenders. Under his watch, we have seen under his watch, we have seen the National Debt skyrocket, obama care pass the Keystone Pipeline still not built because of the obama administration, and cap and trade legislation passed to the house with congressmans peterson support. Here in minnesota, we balance the budget. We believe in hardworking common sense and we need someone to represent those minnesota values in washington. As your next congressman, i will dedicate the attitude and perseverance i have had my entire life to represent our minnesota values in washington. Thank you. We will now move on to the questions. Each candidate will have 60 seconds to answer the question and there will be opportunity for some limited rebuttal. The first question will be asked by jp and representative peterson will have the opportunity to answer first. Is there anything washington can or should do to prevent a western minnesota recession . Thank you, jp. The new farm bill change the way we did the safety net. In the past, we had this direct payments that went out no matter what the situation. Under the new farm bill, we are going to put a four on prices to really pay ing off given what has happened with prices here in the last few months. A new safety net. We have crop insurance, which the main safety net, new groups that are currently in the process of being implemented will do a lot to put a floor on the price decline. Thank you, representative peterson. Mr. Westrom, you may get your answer. Agriculture is a very important part of this district. I have an agriculture background. I have been a strong, arguing voice for farmers and a community. I will continue to be that strong voice in congress. I would have supported this past years act bill and the farm bill. Something that allows them to do what they want with their they want arm the way to farm and not have government tell them what they need to do. Jp a couple of things government also needs to do is get out of the way of farmers. Obama, epa stop trying to put more land and water under federal epa control. Build the Keystone Pipeline so can call our grain we need things like that. The current in ministration is not getting it done. Senator westrom, the next question will start with you. Westrom, and rural and minnesota a challenge is not so much job creation as it is what can we do to ensure the jobs that are available right now get filled . Reid, that is a good question. One of the most valuable things we have in our communities is our students and our children and having jobs for them to come back to it so important. So having a Strong Economy and a strong job environment one way you do that is get regulations, the government out of the way but we also have to have strong Educational Opportunities and Educational Opportunities that are attainable and assessable for students that want to further themselves in higher education. But then we need to make sure they have good paying jobs when they leave college, so that they can pay back their student loans. One thing that i have heard is a travel the 38 counties, a lot of manufacturing jobs need to find more students and loss field. You for the question, reid. This is one of the things i hear a lot about. Probably the number one thing i hear about is that we cannot find enough qualified people. What i have been trying to work on the past few months is trying to tie together the educational system at the Vocational School level also the secondary school level with the jobs that are available and the district. Were making Good Progress in some of these places. Their new high they have four academies that start in the getting these d folks experienced, seeing the opportunities out there in the district. Then they are working together with the Vocational Schools and that is the kind of thing that folks to happen because are telling me that these kids the to start to see opportunities that ninthgrade instead of a wait till they get out of high school. So we are working on it and we to do more work to make sure it happens in the future. Thank you. Reid, would you like to ask another question of representative peterson. Last year, minnesota residents and farmers face propane shortages. Be done to ensure that we do not have propane shortages again . A lot is artie been done has already been done. Them in another of the other folks have storage from master. That is probably the main thing from last year. We also need to get these pipelines working in the right direction so that we have the access to the product, but last winter was a perfect storm. We had a cold is falling ever had. We had wet crops that needed to be dry. And it kind of talking together at the wrong time. I think we are in much better into this winter, but, you know, folks are working on this. Continue to keep focused and we do not have a problem going into the future. Senator westrom. The propane prices lester to be aware of. Know several companies around this district and the state are to have more storage, but we need to have pipeline built rather than lobbied by nancy pelosi and president obama. We cannot put people in charge like nancy pelosi that will block these things. Pipelines are safely to move oil, and we need to have that back in railcars can be our area with the ability to also bring and propane in. On railcars ow rely pipeline because the echoes through benson is now not moving propane anymore. Fisher could even be worse. Sense d to build common projects like this. Thank you. Jp, we are back to you. Senator westrom, were the federal k out budget entitlements such as and care, Social Security, the federal portion of medicaid. Are they a part of the discussion . I think making sure we have those programs so they are 20 years be available from now is an important discussion to have. In the we have to rein outofcontrol spending. Our National Debt is now nearing 18 trillion. Congressman peterson, since he office 24 years ago, it was at 4 trillion. Now it is at 18 trillion. So we have to have a big discussion on how we would balance the budget, but it has to be all in context. Preserve the current programs so those enrolled and near retirement are protected, but reasonable, incremental changes should be looked at in a bipartisan way. That is the way to change it and that is what you have to do to address this problem. Some of these programs will be bankrupt in 20 years. Thank you. Jp, for the , question. You cannot take any part of the when t off the table youre trying to get the budget resolved and get it under control. Out of how we got into the current problem wwas the fact a bipartisan et vote or effort on the budget control act in 2011. The only committee that did their work in that particular was the agriculture committee. We produced a bill that cut our budget by 24 billion. If all the other committees have done something similar, we wouldve had a significant reduction in the budget deficit. I have supported budget amendments. Unfortunately, we have not been way to get one all the through the process, but were going to have to look at all aspects of government. In the case of medicare, the spending has come down. Medicaid is not going up as fast. And Social Security, we just to take the cap off. Thank you, amy. We talk about balancing the budget. You cannot keep passing raising the debt the National Debt ceiling by 1 trillion like congressman did this past year. To balance the budget at the same time as you raising the debt ceiling because that is our childrens future at stake. I that would be something would advocate for, as well as a balanced budget amendment. We have that in minnesota. Congress needs one too. Raising the debt ceiling is not authorizing new spending. All it is doing is authorizing the payment of what is happened. You tie the budget situation to the debt ceiling, you would end up shutting down the government, wwhich is exactly what they did a year ago. Would all like e to not raise the debt ceiling, but we have to pay our bills. Raise the didnt debt ceiling, we would end up defaulting on our debt. Jp, your next question please. Regarding national security. You favor using Ground Troops against isis or isil if the current air Campaign Proves ineffective. No. A sustinct answer. I think the bigger question here though is the failed administration. It is too bad that it took so president obama to recognize the isil threat. Recognizes eone who these patterns that is why we need change in washington. To shake things up. We have a president who sort of implement today travel ban. I people around this district asking me travel this ebola s with crisis has the four noble care act hurt or helped residents of the seventh Congressional District . Known as obama care. I call it the unAffordable Care act. It is not working in this district. Farmers, Small Businesses, families continue to see of rocketing premiums, loss choice in healthcare. Not delivering the promises when they pass this legislation. Is not delivering what we told it would. We can give a good part of it, but you cant keep this in place and have our Small Businesses who keep telling me they are seeing 60 premium increases are more. Just last night, i picked up my kids at church. One of the couples came to talk to me after church and 400 per are seeing a month increase because of obama care. They havent fixed it in four years. It is time for change. Representative peterson. I did not vote for the Affordable Care act. One of the reasons i do not vote for it is because i actually read it. Actually, i do not read the whole thing. I got halfway through it and knew it wasnt right. That is why i have not been willing to appeal it. For example, people i do not know how many times people have come to my office with Young Children who cannot get coverage. They were asking for help so insurance for their families. If we repealed it, we would lose it. Also, the 26yearolds on your policies those are positive things. But we need to do now is work is not of the bill that working and too much of that bill was written for the Insurance Companies and the drug companies. That is exactly the wrong thing i do and the main reason voted against it and we did not fix the medicare disparity situation. When you spend 1 trillion and cannot fix that, theres something wrong. You enator westrom, would like a rebuttal . Thank you, amy. The votes to pass obama care was four years ago. Since then, congressman peterson continues to vote to keep this the law of the land. He has now said he wont work to repeal and that is the wrong direction. We cannot give up. Our families, our farmers, our Small Businesses the lady who just talk to me last night, they need to have more hope that we can take the good things, rewrite it, and deliver what was promised. Thank you, representative peterson. The first two years, they do not try to repeal it. Then they tried to repeal it 51 times. The senate was not going to take it up, the president was not going to sign a bill to repeal his law and he is going to be president for the next two years. I have told john boehner, was a friend of mine, that we can fix the problems that senator westrom is talking about, but they do not want to do that because it is too political. So the democrats want to keep everything, the democrats want to repeal everything, the reality is that everything is wrong. You touched on this a little bit earlier in one of the answers. Hospitals, clinics, and Public Health services throughout the an trict are preparing for ebola case. What should the federal governments role be in helping them . The focus should be that the one to the front lines have the resources they need, the training they need, to deal with this. I think that we have done a pretty good job of identifying going to problem is come from and where it is going to enter. Are now travel airports ons on five where the where 95 of the folks come in. Asked here in minnesota to have them at we do get s because folks from that part of the world coming to minneapolis. I think the resources should be given to these folks were going to have to deal with this on that level. As i mentioned earlier, we should have had better leadership out of our president than the current administration. Need to have confidence and competence, uptodate information which has been a big concern. Like i said, we should have travel restrictions. Should have a president that recognizes this. Is the kind of common sense i hear out of voters in this district. We need a president that show some leadership. Thank you. Reid, you may ask the next question. Sometime yet this year, the has made plans is the federal government doing enough for habitat creation and sustaining the habitat that is out there . Think the pheasant population has certainly increased since i was a youngster. Since most of us there is not very many pheasants 20 or 30 years ago. So i think there has been a good mix. It is not to have government accepting that they couldnt get productive out of production and that takes land off the tax paid or reduces the taxes on it but rather, it should on the environmental and s such as along rivers, streams and lakes. I think those balances have met pretty well lately. The conservation reserve would say is h i responsible for bringing back and ducks and dear, is something that i have worked on my entire career. I got up to 36,000,000 acres. The last happened to few years is as the price of you rental has gone up, have seen people come out of the Conservation Reserve Program because of economics. Enough in ot paying the crp so we had to lower the cap. In 2008, it was cut to 32 million. The reason we did that is because we are going to end up at that level anyway. So we use that to create the original Conservation Partnership program. Which will be a big advantage for the red river valley and the Minnesota River valley in Going Forward and controlling floods and other kinds of problems. We have done about as much as we can. In a i was 14, lying hospital bed, just after the likely told me i would never see again, i could never imagine that one day i would be here running for the privilege to serve my community in congress. I was fortunate. I had parents and others who were not let me give up. The following summer, i was right back up their baling hay. That expense is tommy two things. Time to here is never a make excuses. Second, there is always a way to get things done. Like most minnesotans, i am tired of hearing excuses out of washington. Our childrens future ddepends in the ining outofcontrol spending, fixing obama care. The mess in ee washington. My name is Torrey Westrom. Im ready to take on a challenge the challenge. And i ask for your vote. I want to think highly of Public Television for doing this debate. At the to tell a story end here to kind of illuminate. The chairman he was going to do a medical improvement bill, he cannot get any democrats to support him because they do not think he was doing enough in their regard. I was working on rural hospitals at the time. Critical access hospitals, a 15 at the time, had that limit. He came to me and asked if i would work with him. So we worked on the bill. It was brought to the floor and in that bill the beds were raised to 25 and reimbursement to 25 . After three hours on the floor, heat for my of leadership to switch my vote, but at the end of the day, we got the bill done. Without that provision that many of my 39 , critical access hospitals will not be here would not be here. Republicans voted against it and it passed by one vote. I e reason it did was because saw an opportunity and went and made it happen. That we need hing washington and i will be doing that and i ask for your vote on november 4. Thank you, gentlemen. Have you with us on what could be a defining week in these elections. Early voting starts tomorrow. Absentee ballots, as you know, are already coming in. This morning we begin with the recent south florida. Congressional district 26 spans all the way down to key west. Its 800,000 residents are almost evenly in thirds among republicans, democrats, and independence. The incumbent democrat for last two years has served on the last two years for the Public Service commission. Challenger Carlos Carbelo is in marketing and Public Relations and is a member of the miamidade school board. Thank you to both of you for being with us. Begin with the most recent question which is why do man think you are the best for the job . Why should you be elected . In about 30 seconds or so, congressman, go ahead. It is about representing the interests of south florida. You get a chance to sort of understand the breadth and scope of this area. This is one of the most incredibly beautiful areas in the world. It is about our nature, it is about a people who work your one of the most diverse districts in the country. The opportunity to represent and give a voice to the 800,000 people who live here. You are in washington, to have south ar has a voice and act on the interests of the people of south florida. Same question to you. Thank you. It has been a rough couple of years for this district. All the economic challenges, a lot of young people graduate from our universities cannot find work. The all of that, we have had just a host of terrible headlines. Cheating to win elections, people going to jail for absentee ballot fraud. The page on to turn this scandal, corruption in floridas 26 Congressional District. I really think it is time to new generation of leaders to step up and start solving the problems that this nation is facing. Who is going to fix Social Security and medicare . Was going to reform the tax system . Where are the ideas we have been sorely lacking in a ngressional district 26 for few years now . I would like to follow up with that because hold on just a minute hold your thought for just a second. You are right, there is so much about this race that has been so negative. Been hit very hard by opponent on Social Security and medicare. Do you really think Social Security and medicare are ponzi schemes . Why use that word . Of course not. I am 100 committed to sell security and medicare. I have two parents were beneficiaries of both services and i believe in securing protecting these programs for as they beneficiaries exist today, as well as those nearing retirement. We know that if we do nothing Social Security and medicare, both programs will be insolvent. What i was expressing is a concern that a lot of young in this country today that they are paying into programs that may not exist for them the shorthand excuse me shorthand that you use connotes criminal activity. They are big entitlement programs that face financial challenges, but that phrase are you disallowing would be criminal, young l, is if all these generations of americans were paying into these programs then cannot reap the benefits. I want Social Security and medicare to be strong today, but also for tomorrows seniors. The problem in politics is that when you talk about solutions, and sincere honest with people and tell them what we can do about making country get criticized for it. That is a very disingenuous a very disingenuous attack the problem here is to scare people. Because i know that there are thousands of people. Tens of thousands of people who depend this is not an entitlement, michael. It is a right you have earned, you have bought into. I expected to be there. I know what it did to my father who is paying 1800 per month for his health care before he turned 65. This is the problem. He talks about turning a page, but what he is turning the page 2 is fear tactics and scare tactics. This is one thing when he is in front of us to paris france and that is not acceptable one thing he says when he is in front of his friends. Michael, you refer to it as a ponzi scheme. You and i remember how many times Social Security, in theory, has been at the edge. Michael, it is still there and it will always be there. We make a sacrifice what are your solutions . Numbers show that social on its way to insolvency. You grow the economy, these programs grow. When you do not exempt millionaires and you allow contribute into the system, it can go further. Just like when they said it was going to die in the 70s. When you scare people, that is the difference. We have to Work Together hold on, just a minute he says i am trying to scare people. You talk about the tea party . That is another scare tactic. I am not a tea party member. The candidate that your campaign recruited and likely wait lets stick to Social Security and medicare for one more moment. What did you mean by means testing . What means do you know what that means . What does that im going to tell you. Perhaps we can start their. The funds would be better used to give them to seniors who are in need. These are solutions, ideas to make the program solvent. Is said all we have to do grow the economy, but that is not worked out. What we have to do is reform sure it is to make strong and so that young, working americans can also benefit from these programs. These tactics of trying to get me against her parents is immoral. That is what you are doing. You are doing it with a bunch of young republicans and calling it a ponzi scheme. When you mention he didnt understand the term. He said a 12 year limit on Social Security. What do we do . You out turn 77 we put to die . The reality is that this is an the american t of compact it is a slow you change over the decade and it has a huge impact on the actuary tables. More importantly, what you have this is the s that greatest single social program in the history of the world. Let me give you an example with medicare. When medicare was put into not e, 50 of seniors do have health care and 30 of them lived in abject poverty. The whole deal is to invest in the system so i can grow he just made a very important point. The average Life Expectancy is 79. A tenure limit for benefits of course not that is the gradual shift as people come into the system. Gentlemen, hold your thoughts. We are going to move on here. Carlos, in 2001 or 2002 you started the company. Then you went to work for senator george lemieux, you became a state like what a nader. In your that company in es name and it remains your wifes name and legally that allows you not to disclose your plants. You are abiding by the law, we understand that, but in the interest of full disclosure, why dont you just tell us who your clients are. Questions stand your on this issue and i understand your concerns. The media rss to get as much information as possible. I file not one but two disclosure forms every year. A congressman only has to file one, i filed to. The state requires a lot more information than the federal one. I have been able to answer any specific question about the work i have done. On top of that, a lot of the work i have done has been on the record, in front of the camera. I am proud of the work i have done. I understand that the Garcia Campaign wants to make an issue and muddy s, to try the waters, but the bottom line i follow the law and i invite his campaign to start following the law, as well. Can i say, it was not the Garcia Campaign that brought this up. It was a blog. She, in the media brought this up. I do not think anybody is disputing that you follow the law. Surrogate of the public to find out what their officials do who who they get paid by and who they are encumbered to. Under that sort of scenario, why not just tell people . Like i said, i am willing to answer any question that anyone is asked. Not going to do by the way, you talked about the blogs. A lot of times, other campaigns work through blogs, but what im willing to do is to continue answering any question i have had. I have been transparent about the work i have done. I have contacted reporters over the years. Is t im not going to do allow this campaign to become about my past work. Be about the issues and, by the way, it should be about our campaigns. This is a legitimate issue to ask you, have you os, among your plans have worked for Texas Governor rick perry. Know all those plans. Let me tell you of course they paid us. Mr. Garcia knows them. They used to be the owners of Republican National bank. They are victims of the corrupt government of ecuador and our to not just tell public the media as t well about the nature of the government of ecuador. Two journalists and to so many others. By the way, michael, even if i had discloses client on a do lic disclosure form, they not require you to say how much companies pay, but they paid is fairly for the work we did. Look at what is important here, who he represents. We do not know, we have to guess. He says hes going to be transparent, but we have to guess. That is just not fair. You have said you knew nothing about it. Been that that have jeff garcia and other senators were involved in requesting absentee ballots and you do not know . The way these campaigns run, wide, they are large, they are spending millions of dollars. Happened in this campaign is when you ran a campaign, you are not allowed to bring an absentee ballot into the office. Let me be clear, what we have done is been transparent from the beginning. We made a statement. Our statement was that we do that is the ut it, fax. The state Attorneys Office and rness of any wrongdoing we moved on to do the work that people of south florida i can change the story, but that is not the story. Those are the facts. Jeff garcia was indicted, you did not fire him. No, no. When jeff garciawas indicted, he was fire that night. That ended that night. Lets stay on this just a little bit longer. A name that has recently come a possible show candidates in the 2010 he registered as a democrat and secretly ran as a republican. Of what rrecently happened who you beat for the seat two years ago is now implicated in running a shell candidate. He not your campaigns justin . I have never met him were you involved in recruiting absolutely not. He was one of jeff garcias closest friend. What is it that i can say have never met him and we have been clear about this from the getgo. No one has interviewed us about this issue, it is just the facts. May i Say Something . Garcia ran a campaign looking at the camera that like this one saying david was corrupt, it was unacceptable knowing that in campaign had very likely recruited and illegally financed a strong candidate. And while his 2012 campaign was committing absentee ballot fraud. So there is, at the very least, a question of judgment here. I tickled responsibly for all the actions of my campaign and the people who work for me know that this kind of is unacceptable if you guess, he will tell you, but we do not know if that is true or not because we have to guess. We have been transparent from the getgo. Wrong e found something we fixed it and moved on. To make an allegation, it has nothing to do with myself. We were transparent and clear here.
