Mr. Doran at the risk of putting you on the spot, how many troops mr. Pregent 30,000 iraqs and syrians. Mr. Doran were talking a commitment of 60,000 troops. Mr. Pregent doesnt have to all u. S. S. , just a natoled, led force, becaus i dont think iraqe once it to be russialed. It instantly a strong natoled force that has the ability to say no, to put pressure on backup, to say no to iran and actually say were here to give you the political space to reconcile with your community so that you dont have these fanatictype organizations to come in and unseat otah and vintage of a disenfranchised population thats being oppressed by its central government. We have that in damascus, baghdad. Its a recipe for isis, a recipe for instability. When have you a sunni Population Center that used to look to the left and say americans are here to help us and now look to the , west and site why are you doing west and say, what are you doing, turning to the position in syria and iraq . Mr. Doran thank you for that. Mr. Ambassador, do you agree with mike that the United States can fulfill the role you would like to see it play with a relatively modest commitment of force . Mr. Istrabadi yes, i think so. First of all, im not a military expert obviously. He is. Im not. But i think it is relatively modest. I dont think there is an appetite. I guess im the only one on the stage up here that doesnt live in washington or the environ. I come from the hoosier hot line as it were. I dont think there is an appetite in the rest of the country for a large, longterm sustained presence in the middle east generally. Anyway, not in iraq. There has to be the American Public will tolerate a policy or will support a policy that is explained to them in terms of American Interests. That i think has been absent. What are the American Interests . The withdrawal of the u. S. Again, its a complicated matter. Aside from the military, the sort of political and intellectual withdrawal from iraq in 2011 leads to the rise of isil, which turns out to have all kinds of implications for vital American Interests. Not least of which is the effect that the refugee crisis it is in part causing is having on the european unity project, which has been a cornerstone of American Foreign policy since the days of dwight d. Eisenhower. So these things are in the interest of the United States, aside from the fight against terrorism, which is a common fight to all to the civilized order. I think the American People could be on board that program. Iraq has not been in the election at all other than who did and didnt support and when. Thats a fairly, shall i say, mundane debate. The interests, if any, and i think there are, of the United States, have not been debated at all. I think there are significant American Interests ensuring that iraq does not become a sort of sustainable environment for terrorism. Mr. Doran dr. Younis, are you in agreement . That seems to be what you are saying. Their impulses or proclivities, inclinations of the actors on the ground in iraq to work in a way that would further u. S. Interest if the United States would just change its posture. Is that what you is that your view . Ms. Younis yeah. I think saying the American People dont have an appetite for engagement has been a bit of a copout for this administration, which is really saying we dont have the appetite for engagement. Actually its about explaining to the American People what the cost of disengagement are. If you want to disengage, you need to have an honest conversation about what the risks to American Interest in the world are, and what the risks are typical order we have managed to build up. Htereally prepared to seed middle east to cede the middle east to russian leadership . Are we prepared to leave iraq and syria without having achieved a genuine and sustainable defeat of isis . The other thing when youre talking about cost is a relatively modest military and diplomatic and political cost in the short run, can actually save you incredible military cost in the long run, when you let instability take root and take extremist organizations take method that take massive swaths of territory and threaten not just regional allies but allies across the world and your self , at home. Suddenly then the cost becomes much more significant. So its about assessing the costs of disengagement and a , relatively modest investment out front can really pay dividends over the long run. Mr. Doran can i ask you about the russian factor . If you were to answer those people who say which includes, i think donald trump that the russians broadly share our interest in defeating isis. Why dont we bring them into the Security Architecture of the reason and work with them . A lot of people believe that the iranian interest are broadly in alignment with hours. How would you answer that . Ms. Younis the United States fundamentally disagrees with russia and iran on what the root causes of extremism are. We believe that extremism is driven by unrepresentative authoritarian political policies that exclude sections of the population that oppressed, and drive people into the arms of extremists and make the extremist narrative more and more popular and appealing. Whereas the russians and iranians look at this as a problem of control. The state wasnt able to exercise sufficient violence to be able to contain this extremist population. So their entire policy for defeating isis is just bombing the hell out of aleppo. Its just the use of force, and they have no political strategy at all for dealing with what the drivers of extremism are. Thats where look, weve learned this lesson a really tough way. Weve engaged in iraq. Weve engaged in afghanistan. And you know, you cannot kill an insurgency. You have to transform an insurgency. You have to reduce the drivers that inspire people to join these groups and you have to give people political alternatives. Thats why were trying to invest in governance structures that can actually offer people the things that they demand from their politicians rather than just simply relying on violence only strategy. Mr. Doran ambassador, did you have a comment . Mr. Istrabadi two points. On the last one im not sure its factually correct to say russians have been focused on isil to begin with. Certainly in their first intervention which began about a year ago and ended more or less in marchish of 2016 they were, in fact, more or less targeting the opponents of the regime who are not isil. Its not even clear. It seems they bought into the strategy, russians did, of being able to say its me or isil by allowing isil to sort of survive. The other point the doctor got absolutely right is on the question of engagement and the false dichotomy that has been created by the administration in terms of engaging in iraq, you either send in 150,000 troops or you do nothing. This was the response in zero and the administrations response what to do in syria and shes exactly right that by failing to calculate the cost of inaction we have far, seems to me, exacerbated the problem in syria. You have a similar calculus to make in iraq. What Vladimir Putin exactly what his strategy is is another story, today is another story. Today first intervention in syria, september, october 2015 that more or lesseneded march 2016, what Vladimir Putin proved in that intervention at least is that its possible for a foreign power to intervene with a limited strategic purpose to achieve that limited purpose at relatively low cost and to press the off button. The limited purpose, it seems to me, in that first intervention was to sure assad did not fall. He achieved that with virtually no significant losses in it, relatively minimal expense. Again, youre far more experienced on military matters than i. Thats a lesson i would have wished that those who always say, well, do you want 150,000 troops or remember vietnam in the u. S. Administration i wish those people had learned that lesson a year ago. Just to build on your point, there are others who say the use of military force is inherently counterproductive and also refutes that argument as well, i think youd agree. Mike, i wonder if i could turn, weve got a few minutes left. Everybody here flagged concern about iran in one way or another. I recently had a conversation with a very senior former military commander in iraq and discussed with him the role of iran in iraq. I posited the possibility that iran does not really want a unified iraq. It actually might be quite comfortable with a fragmented iraq and certainly an iraq in which the sunni areas are no longer really part of the political system. He, referencing other experts, dismissed this possibility out of hand. It came back to me, one of the comments that the ambassador just made, about iranian interests. I wonder if you can discuss this. Do you agree a fragmented weak iraq or assume they ultimately want to see a unified iraq. At least on that narrow area we have a shared interest. Going back to 2013, i argued iran needs the threat of isis to stay in iraq. It needs the threat of isis to stay in syria back to your point, the force is able to mobilize iraqi shia militias to go to syria. They didnt go to raqqah, they want to aleppo, other places, places that is would shore up assad regime, go after u. S. Backed rebels. They were comfortable working with the air force already and some leader have actually asked russia be involved in the iraqi situations. Iran wants to maintain leverage. One thing that kept al maliki was threat. Nice to say, keep me in power or they will come back. I dont believe that iran wants isis defeated in iraq, but i also believe it is balancing the Political Parties as they seek positions. If you just look at the motives, its been to take over places, sunni triangle, birth place of saddam hussein, take over these places, punish fallujah to protect shia fault line and allow Everything Else to just be pointed that way. Thats where the enemy is. To build up the militias, which they have influence over on the ground as opposed to unified Iraqi Military. They have influence in Iraqi Military as well. Federal police, ministry of interior, they just wear uniforms. These militia, part of the Hashd Alshaabi will brag i can wear the uniform of any military force on any given day. In many cases they have salaries from Iraqi Military and militias. At the end of the day will break towards influence to nfrl shia Political Parties beholden now to tehran. Mr. Ambassador, do you agree with that assessment . I do. Look, i collect maps. And my oldest map, i think, is from the 16th century. I collect maps of the middle east. Actually from iraq. My oldest from the 16th century. They got a little more expensive the further back you go. I only have one from the 16th century. Over the centuries you can see baghdad in one map will be part of the ottoman empire, next iranian then flips back. Countries may change regimes, governments come and go and regimes interest remain the same. Iraq is the battleground between great powers. It has been for centuries. With all respect to your senior former american commander, he ought to look at maps a little older than the ones the pentagon publishes today. These things have been going on in iraq for centuries. They will continue to do so, which goes back to my quoting robert frost about strong fences. Dr. Eunice, do you want to address that or have anything else to say before i hand it over to the audience . I note a little caution about iranian intentions in iraq. I think that controlled chaos is maybe pretty beneficial. A situation where theres some uncertainty, a range of actors that all have a relationship with iran where you can kind of control outcomes is really beneficial for iranian government. Actual disintegration of iraq is not at all in the iranian interest. Independence of kurdistan has been red line for the iranian government not least because this year weve seen a resurgence in the fighting in territories, taking up arms again, iranian suffering from their own separatist groups in their own kurdish region. The idea of having some separate sunni region in iraq thats supported by could be supported by saudi, see it as kind of talibanesque, thats not at all something iran is interested in seeing. But do you agree that pre2014 status quo of bombs going off in baghdad and creating uncertainty and some degree of chaos but not the threat of the total collapse of the state is in iranian interest . Its interesting because i think 2013, i think the iranians would see as kind of the perfect state of iraq. But of course, you cannot have 2013 sorry, for our viewers at home, could you 2013 you had a very strong maliki government pretty shia dominated with marginalized kurdistan and marginalized sunni population. And in incredible iranian influence over the iraqi government. The problem is the iranians might think of that as their ideal but you cannot have that without inevitable breakdown. Cant have 2013 without 2014. I dont know if they have learned that lesson. Not clear the iraq Political Class learned either. Thats fascinating. Ok. My question is to follow up on what has been said on iranian influence not only for shiite militias, media, but government itsself. I understand theres been a very serious infiltration of iranian agents into various Government Agencies and Security Forces, intelligence. Can you elaborate a bit more about whats going on . Thats, i think, really threatening to iraqs future. And your question is to all of our panelists . Yes. Mike, why dont we start with you. My role in iraq, i was there from 05 to 10 in some capacity was to look at the Intelligence Services, specifically iranian influence within those. The sunni the inis is what it was called at the time, basically former baathist Intel Service set up by the agency. It was very effective not only going after al qaeda but militias. The Shia Political Party in iran msnsa led by an iranian proxy. It was set up to mirror that organization. Once we took the hands off in 2010 after maliki won the election, ins went away and they replaced it. You had former intel guys , baathists, because they had to be baathists to get a job at the time. These sbblg officers went to ground in some cases, left the country, in some cases may have even joined isis in the beginning stages when it was a rejection of what was happening. My biggest concern was i literally saw units flip in 2005, sixth and ninth iraqi divisions had a healthy balance of 55 shia, 45 sunni where you didnt have to keep track of the numbers. It was an iraqi unit able to do things in baghdad. Within a year when general dempsey took over, in charge of the process, reintegration of shia militias, both of those divisions went to 95 or greater shia with heavy militia infiltration. The one thing i will say about Security Forces and Intelligence Services, only participating in the isis population are peshmerga units. There used to be kurdish divisions, battalions, iraqi army units, that has gone away. There used to be sunni battalions, brigades, sunni divisions. That has gone away as well. Now we have a hollow force of 150,000 Iraqi Military, predominantly shia and Hashd Alshaabi. You have peshmerga outside of the ministry of defense, but still listens to it doing these operations. So the Intelligence Services if you want a good target you go to kurdish Intel Services. If you want a good target against isis go to some of the shia Intelligence Services but youre likely to get sunni military, the whole neighborhood is isis, lets destroy that. Thats what weve seen in ramadi and other places. Very concerned about that, not only the change in the structure of the Security Forces but also the Intelligence Services. More importantly the Shia Political Party influence that kept that in place. Mr. Ambassador, any thoughts . One real quick thing. Prime minister abadi inherited security apparatus. Its still in place. Its the same one. It didnt go away when maliki went away. Palqui obvious photographed with a radio talking to these very forces, moving them around trying to discredit Prime Minister abadi. So can we say maliki did not go away and that he has tied a badis hands. He has the luxury of in the being accountable for any of the chaos yet controlling a lot of it. Would you say hes as influential as abadi, more influential. More influential. Abadi is maliki circa 2005. Maliki was a compromised weak candidate. Prime minister abadi is him. Mr. Ambassador, do you agree with that assessment . No. The Prime Minister is weak. He is weak. It is true. I think in distinction with al maliki, al abadi has his heart in the right place. He came in as a compromised candidate when the United States was pushing for other individuals who were unacceptable to parties outside the shia alliance, including kurds and allawi, so it settled on Prime Minister abadi. This is a real problem. What maliki did when he first took over was to sort of expel from the secretarygeneralship of the party. Abadi should have done Something Like that to maliki with respect to the state of law and he didnt. That was a political mistake. A lot of kerfuffle going on, the beginning at least engineered by maliki. Its a real problem. I think its part of the iranian game again to keep the state of iraq weak. To keep the politics of the state of iraq weak. This is fundamentally,ic, im going to go broader than your question. This is fundamentally the question we have to ask. What we dont know is what are people fighting for . There are certainly rank and file the the rank and file of the Popular Mobilization units and iraqi army, iraqi Security Forces as said are clearly fighting for iraq. They are not fighting for a united iraq. They are fighting to protect political turf. They are fighting to protect baghdad and points south but not the unity of iraq. We have squandered, the United States have squandered, iraquis have squandered the last 2 1 2 years by focusing so exclusively on the military aspect of this and ignoring wholly the political aspect. The military is a necessary but not sufficient element without getting the political aspect right, the political environment right. Well be back in this situation in two years and three years and five years. Would you like to weigh in . I just said on the iranian point, i think its less helpful to think of this in terms of iranian infiltration as thinking about iranian utility. Part of the reason why iran gets to be so influential is because they offer things to iraqi politicians and military access that are useful. Money. They really are helpful in gathering the votes together and helping to influence other actors and helping to build an alliance so you can get whatever your project is through the Iraqi Parliament. They are very influential actors in iraq but they are willing to get down and dirty and engage with iraqi politics on the level of individual politicians. Figuring out what they want. They like doing some great congressional lobbying. Its not that nefarious. There are nefarious aspects to it. We can compete. We choose not to. There are people who will happily take u. S. Help instead in building an alliance to pass something through the Iraqi Parliament that we think is actually in the better interest of stability in iraq. Yes, sir . I really joined the discussion, from the International Stability operation bringing it back a little bit to the u. S. Election. One of the candidates, donald trump, has specifically said that he would take the oil, if the u. S. Is involved. How much play has this received in iraq that you actually have a candidate that says if were going to be involved we take the oil . Dr. Yoonis, do you want to start . I think thats what iraqis have always thought they were doing. Thats a bit of a problem when pr is so bad they cant differentiate between some outlandish idea and often constructive policy of actually being. Thats on us for not making it very clear what weve been doing there. You mentioned in your comments iranian narrative about us is the one that dominates in iraq . I wonder if you would give details how the iranians depict us . An iranian narrative of what the u. S. Is doing in iraq is building its building its empire in the middle east to it can dominate and extract resources and to maintain american imperial domination over the world and that iran is the leader of the resistance axis that seeks to resist american hedge money. Oil domination has always been a part of that narrative. Ordinary iraqis, oil rich cities, then dont see investment in their schools and Health Services and see sewage on the streets. They are not seeing that money. Its going somewhere. They dont know where. It happens to be going into the pockets of corrupt iraqi politicians, not coming to the u. S. But for ordinary citizens they dont know the difference. Public discourse often a bit more subtle than it is in the United States. I suppose an iraqi reaction could be, well, we knew that but it really shouldnt be said in public. Ill get you on the next time around. Sorry. Thank you. Im wondering what should u. S. Policy be . Specifically should that include nation building, seemed to implied by speakers. If it does imply troops, the immunity question. Finally, which of the candidates is more likely to implement such a policy . Mr. Ambassador, do you want to take a shot at that . It does involve state building. Here i will invoke famously what reputedly was put at the colin powell pottery barn rule, the United States dismantled state of iraq when it was wholly unnecessary to do so in 2003. It was an idiotic decision, singularly the worst decision made in iraq at least. It does involve that. So i think that thats a part and parcel. Look, a place the United States refused to engage in state building when it seemed the mission was quote, unquote, accomplished was in afghanistan when the russians finally with drew. How did that work out for us . Here we are in the heart of the middle east, in an oil rich state, which if im right, if it continues down the path it has been on, if it breaks up, it will break up into, as i think i said, another somalia, except this will be a somalia where some of the factions at least will sell oil, smuggled on the market, some are doing anyway. There is a United States interest. As to which candidate, i cant really answer that question, because i havent heard either candidate address we have had a dispute between the two candidates as to what their thoughts and views were in 2003 and whether they were right or wrong in 2003, but i have not heard what they would do in iraq. Theres been minimal discussion about syria but none that im aware of on iraq. I cant address that part of it. Mike, do you have some thoughts . The most important part is a commitment to stay not as a military force but a force that continues to put leverage and pressure on baghdad, engage and do the right thing. It doesnt we have a very patient enemy and there are very patient actors in the middle east. They dont operate on western clocks. You tell the taliban youre leaving in five years, the taliban says the day after they leave well attack. Same with al qaeda and isis, patient actors in the middle east. The best way for us to do anything, if were going to send soldiers there and spend money there is not to say were going to leave until something is accomplished. When i say that, trust is built to the point where u. S. Leverage is continuous. Its not fleeting. A very dear friend of mine is a retired American General who always says on this question with his kids, he never had an exit strategy. He had a longterm engagement strategy, which moderated as they got older. I think the analogy works pretty well in iraq. You cant treat iraq as you did in 2003 and certainly not with what you could have done but didnt when there were 150,000 troops, american troops there. But simply kicking them out the door and saying, well, i hope you dont starve in the streets hasnt worked terribly well. Dr. Younis. I would make the point were engaged with an international coalition, doing heavy lifting, making significant contribution. Once mosul is liberated it is not about the u. S. Pouring in resources. It is about using the weight of the International Community and the coalition they have built up to support the goal of defeating isis. Those actors to remain on board for the task of stabilizing the country. Yeah. Im here at hudson, senior fellow. I would like to ask the ambassador if he could expand a bit on what he sees as the actual way of going about the state building project. Youve mentioned that the current constitution and current government is certainly weak and seems to be somewhat hanging on by its fingernails. One possible way of looking at the iraqis fate in the future would be going down the regionalization route and say, ok, there will be a sunni region, as some sunnis were interested before. Maybe even more than one region in the shia area so basra has a greater sense of its ability to controlity own future and so forth. That would be one way of trying to rebuild the iraqi state. I get the impression its not your preferred way. I wonder, do you have any other way of looking at the question how to rebuild the iraqi state and what that would begin to look like. Who are the people this would rest on . What youre talking about, the arrangement in iraq, which i think may be gaining some traction. Unfortunately i will say in iraq, let me purpose my remarks by saying that i understand that the kurdistan region of iraq, to the extent it remains in iraq, occupies a special status im not advocating the reintroduction of sort of the centralized state with respect to the krg. Thats an important point to keep in mind. Having said that, we have been in a phase, if i may use an analogy to american history, in the articles of confederation phase where a government in baghdad has been created, which is fundamentally devoid of all powers. It may it didnt work 250 years ago in a continent separated by two oceans from meddling neighbors. It is not working in the middle east in a country surrounded by hostile authorities powers, sorry. Powers. I would say to the kurdish leadership, the greatest threat again, please keep in mind the prefatory remarks i made about the krg, i would say to kurdish leadership the greatest threat that the kurds faced since 1991, but in any event since 2003 was not from baghdad but from isil, which arose because of a weak state, weak at every level, including level of politic and political environment ive spoken about. A baghdad thats too strong as was the case for too long under the rule and perhaps before i understand is unacceptable to many players in iraq. But a baghdad thats too weak has resulted in 2014, and were still dealing with that and potentially could be dealing for years with the consequences. There has to be an intermediate point. So a stronger we need a constitutional arrangement that creates a more cohesive state. And that builds state institutions. We have not only not built the physical infrastructure of the country since 2003, im talking about the part of baghdad part of iraq controlled by baghdad, im not talking about krg, before isil and before the crash of oil prices, seen myself. In the area south of krg, weve not built school, hospital since 2003. In addition as a state we have not built a single state institution over that period of time. So i think you have to create a stronger not a centralized government but a federal government that actually has powers, actually can act as a focus of cohesion and unity of the state. Trump i must tell you, the Bernie Sanders protesters had much more enthusiasm and spirit than this one. The problem with these hillary protesters is my people make all the noise. You cannot even hear the person. By the way before i get to yesterday,d you see president obama screaming and screaming . Just like the way he runs the country. Nobody listens to him. Screaming, ok . And i wanted to see the protesters, because these lying, thieving people back there, the media, they dont ever show my crowds. I was saying to them the other night in hershey, youve got to show you got to turn the camera. Any time they turn the camera there is a protester, because that is a bad thing. Last night, they had an obama protester, and they would not turn the camera to the protester. First time i have seen this. He kept screaming over and over again. No one would listen to him. The great state of texas about three weeks ago, they would say they do these phony polls, right . Some of the polls are good. I only really acknowledge if im winning, and, by the way, we are winning in a lot of polls. Lot of polls. [applause] mr. Trump we dont have enough time to talk about it now. Theres too many of them. I love those signs blacks for trump. [applause] that seems to be the big surprise so far of this election. Trump. For thank you, fellas. That is so great. That is great. Thank you so much. Thats a great honor. So, they kept saying, the great state of texas is in play, and it is supposed to be a republican stronghold. It is not supposed to be in play. I call my people. I was just there. We had a crowd, 20,000, 22,000. They had a line that went so long that local media is much more honest. They were showing a line that when all the way literally, it went miles. So then i get back, and, three is in play. Texas its even. I dont want to lose texas. One little problem we are killing them in texas. We are killing them. A guy gets on two days ago. A man named sid miller. Do not really know him. Wearing a big, beautiful, white cowboy hat. In fact, i want to find out where he got it. Its pretty nice. He says, you folks are getting it all wrong. These lines are for blocks or six blocks long. We have never had anything like this in texas, and let me tell you, all those folks, they are voting for trump. They are not voting for anyone else. [applause] mr. Trump so, texas, we are doing great in texas. We are doing great in new hampshire. We are doing great in iowa. We are doing great in ohio. Just left, going back again soon. Doing phenomenally well in north carolina. I think we are going to win pennsylvania. [applause] mr. Trump we are going to win pennsylvania. We are right there. They had me way down in pennsylvania, and last night, im looking. Jim, trump is even now in pennsylvania, too. Because they protect hillary. I do not understand it. I do not understand why. [crowd booing] when this is all over with im going to sit down with the Dishonest Media and have an honest talk. What is she going to do . She is a dishonest person. She has no energy. You know, you need energy to help this country. For instance, im going to be doing five or six of these every day. You need energy, folks. She goes home and she goes to sleep. Lock her up ] you need a lot of energy, so we are going to be doing at least five of these today. The arenas are all packed across the country. We are going into different locations, into what they used to call democrat strongholds where we are now either tied or leaving. Leading. We are going up to minnesota which traditionally has not been republican at all, and we are doing phenomenally. We just saw a poll. We are doing phenomenally well. We are doing well in colorado. We are doing well everywhere. We are doing well in places that they do not believe. They are saying, whats going on . Anyway, with obamacare, getting back to the boring subject its always a waste of time talking about it, because, when we terminate it, all will say is it was a bad experience for the American People. Premiums are surging because of obamacare. Companies are leaving, insurers are fleeing, doctors are quitting, and deductibles are going through the roof. Some as high as 15,000 and some higher than that. Yet, Hillary Clinton wants to double down on obamacare, making it much more expensive. You know what they are going to do to her and obama . , theyter what it takes are going to show you that it works. They listened to trump, never give up. We dont want to be shown. It is catastrophic. Im asking for your vote, so we can repeal and replace obamacare and have health care for every family in florida and great health care. Real change also means restoring honesty to our government. As you know, the fbi and i give them a lot of credit because they are fighting forces that they are not supposed to be fighting has reopened its criminal investigation into Hillary Clinton. [applause] mr. Trump they are also conducting a second criminal investigation into Hillary Clintons pay for play corruption at the state department. You see what is happening there. It has been confirmed that the 650,000 emails they discovered by accident can you believe it . 650,000 emails that is a treasure trove. That is going to be a lot of bad emails in there. They discovered it on Anthony Weiners desk, can you imagine . Anthony weiner has probably every classified email ever sent. Knowing this guy, he probably studied every single one, in between using his machine for other purposes. Including brandnew emails not previously turned over to authorities. However, the reports also show that the Political Leadership at the department of justice is trying very hard and as hard as they can to protect their angel, hillary. [crowd boos] mr. Trump remember, bill clinton just happened to see the attorney generals plane. He was going to play golf. Let me say hello. Lets get together. I thought it was 39 minutes. Turned out to be 45 minutes. Run on the tarmac, they had a meeting for 45 minutes, right before she was supposed to issue her judgment on hillary and maybe bill. Bill could be a target who knows . Because of what is going on. She met with him for 45 minutes. They discussed golf. That is about two minutes. They discussed grandchildren. Give them five. The rest of the time, what do you think they discussed . I would say, like, i hope you are going to be part of our administration. What do you think . What a disgrace. Our country has never been in a situation like it is in right now. Never been. So dishonest. It is a rigged system, folks. It is a rigged system, and it begins with the media because the media rigs it. [crowd boos] mr. Trump did you see those reports where the New York Times is sending them things, and they have things where reporters are sending them stories to check. Actually, i used to get good publicity until i decided to run. Now, i think i have they even say actually, the times said, we dont care if it is fair or not. It is the greatest pileon in the history of politics. I used to do very well, remember. But it was time to change our country. Remember, john podesta said Hillary Clinton has bad instincts, right . I say to people, i would fire him. He says so many bad things about her, and he is her top person. He knows her well, and i dont want a president with bad instincts, and she does. All you have to do is look at her record. Bernie sanders says she has bad judgment. Hillary created an illegal server to shield her. Thats why. She figured she was above it because she figured the department of justice would never do anything to get in her way, ok . It is a rigged system. The department of justice, if that happened to anybody else, they would have been in jail two years ago, folks, ok . What she did. Then she illegally destroyed and this is forget about what happened last friday. Im talking about the past. Forget about that. That is all gravy, whatever happened. She destroyed 30,000 remember this 33,000 emails after receiving a congressional subpoena the keyword being after and made 13 phones disappear, some with a hammer. If she were to win, it would create an unprecedented constitutional crisis. Remember, if she ever got into the oval office, hillary and her special interests and her donors would rob this country blind. I have no doubt about it. My contract with the American Voter begins with a plan to end government corruption and to take back our country from the special interests. [applause] mr. Trump they are not happy, folks. They are not happy. There are a lot of unhappy people around. At the core of my contract is my plan to bring back your jobs that have been stolen. Stolen by either very stupid politicians or corrupt politicians, meaning special interests get them to do whatever they want them to do. Florida has lost one in four of its manufacturing jobs since nafta, a deal signed by bill clinton and supported by hillary. America has lost 70,000 factories that is such a hard number to believe, 70,000 since china entered the world trade organization, another bill and hillarybacked disaster. We are living through the greatest jobs set in the history theft in the history of the world. There has never been a country that has lost jobs like we did, so stupidly, so easy to solve, so stupidly. [inaudible] mr. Trump we will, i promise. Goodrich Lighting Systems moved their jobs to india. Baxter Health Care Organization laid off 199 workers and moved their jobs to singapore. Tremendous, tremendous jobs, and its getting worse and worse and worse. We have with some of these countries mexico, in particular i have a great relationship with mexico. I met with the mexican president three months ago. Build a wall mr. Trump dont worry, i will build a wall. Build a wall build a wall build a wall mr. Trump and you know what . The harder they fight us, the higher it goes, i promise. No, but i met with the president of mexico. And he is a good guy, good guy. Good meeting, all of that. Love him. We have a onelane highway, goes right into mexico. Takes our jobs, our money, our wealth, everything. We get unemployment and we get drugs. Not going to happen anymore, folks. A Trump Administration will stop the jobs from leaving america and will stop the jobs from leaving the great state of florida, that i can tell you. The theft of american prosperity will end quickly and effectively. If a Company Wants to fire their workers, leave florida, moved to another country, and then shift their product back into the United States, we will make them pay a tax of 35 . [applause] mr. Trump problem solved. Problem solved. 99 and you never heard this talk of four. They give them loans. We want you to stay. They dont even talk to most of them. We will talk to them. First we will be very nice and respectful, and when they tell us know, we will tell them, lets not be nice anymore. And you know what is going to happen with that tax . They are never going to leave this country. They are never leaving. He knows. They are never going to leave this country. A Trump Administration will renegotiate nafta, and if we do not get the deal we want, we will terminate nafta and get a much better deal for our workers. We will immediately stop the job killing transpacific partnership, another disaster in the making that Hillary Clinton said is the Gold Standard. Yes, the Gold Standard for other countries, not for us. The Gold Standard for countries that want to be part of that deal. As part of our plan to bring back jobs, we are going to lower taxes on American Business from 35 to 15 with we are the highest taxed nation in the world, one of the main reasons that they are leaving. We will massively cut taxes for the middle class also. And by the way, do not hear it from me. Just look at it. Hillary clinton is going to raise taxes substantially. Highest taxed nation, she wants to raise taxes substantially. Thats not going to happen. We will also cancel billions in Global Warming payments to the United Nations and use that money to invest in america. [applause] mr. Trump that includes repairing so many of floridas problems. Usa usa mr. Trump thank you. Were going to repair so many of floridas problems, including the Herbert Hoover dike and the aquifer. But we are going to have so much money left over. You know what we want . We want a really beautiful, clean air, right . We want Crystal Clean water, and we want safety. We dont need to give hundreds of billions of dollars away we have no idea who is getting this money giving it to the United Nations. You know what that is called . Giving it to an open pit. We are going to keep our money here and take care of our infrastructure and take care of our environment, and we are going to lower taxes. [applause] we will also rebuild our inner cities. The Africanamerican Community has been treated terribly, terribly. Thats why im so honored to see those signs. I tell you, that is turning out to be the story of this election, the africanamerican vote. Watch. They have been treated very unfairly. Africanamericans and hispanics People Living in the inner cities there is no oh, you like that, hispanics, huh . How many hispanics do we have here . [applause] mr. Trump by the way, that is a big story. As you know, the cubans just endorsed me. They gave me the bay of Pigs Association award. We will be making a much different deal than they made with castro. That is a much bigger story than people thought. But the Africanamerican Community, the Hispanic Community, folks living in the inner cities, crimeridden you cannot walk to the store and buy a loaf of bread. You get shot. The education is the worst, and theres no jobs. We are going to fix the education, bring back jobs, and bring back safety. And i say to the Hispanic Community living in the innercity, to the Africanamerican Community, i say, what the hell do you have to lose . Im going to fix it. Im going to fix it. Democrats have been running that whole thing for up to 100 years unbroken, and they come in and say, we want your vote, and then you give them the vote you know this, right . They know. You give them the vote and they disappear for four years, and then they come back in four years. We have to show them it does not work that way anymore. They will never be able to do what i do. Look, im here doing five or six of these a day. Hillary goes home, she goes to sleep. If she wanted to do it, which she doesnt. She does not have the energy to do it, believe me. We will become a rich nation again, but to be a rich nation, we must also be a safe nation. Hillary clinton wants a 550 increase in Syrian Refugees pouring into this country [crowd boos] mr. Trump over and above the thousands and thousands and thousands already coming in. You want to see a problem . This will be the great trojan horse modern day version. Her plan will import generations of terrorism, radicalism, extremism into your schools and throughout your communities. When i am elected president , we will suspend immediately the syrian refugee problem. [applause] mr. Trump and we will keep radical islamic terrorism the hell out of our country. [applause] mr. Trump you look at what has happened in france. You look at what has happened in germany. No. We all have big hearts. We will build safe havens and get the gulf states to put up the money. What do we owe . 20 trillion. Think of it. But i will get the gulf states they have plenty of money. They have so much money they do not know what to do with it. They just have to be told nicely. We have enough problems. We dont need these kind of problems. A Trump Administration will also secure and defend the borders of the United States. [applause] mr. It has just been reported that as a result of our open borders, violent cartels have spread into all 50 states. More than 90 of those arrested are here illegally. After going through that, i hate to say this, but these terrorists are killing innocent americans, threatening schools, and destroying our communities. A government that will not protect its people is a government that is unworthy to lead. As secretary of state, Hillary Clinton allowed the most dangerous and violent criminals to come into the country, go free, and would not send them back to their home countries, and when they did, their home countries very, very intelligently said, we dont want them. Take them back, and we would never force them in. When we take these killers and drug and gang members back to their countries, they will be gladly accepted by their countries they will say, President Trump, thank you, sir we are so, so happy. Mr. President , we are so, so happy to have our druglords back , our killers back, our gang members back. Thank you, mr. President , on behalf of i will not use the name of the country. She cannot do more than 1 or two a day because she has no energy, but she cannot do it because they cannot get any people. But obama goes and campaigns for her. He ought to spend time in the Oval Office Getting jobs, defeating isis, strengthening of our border. Among those killed, americans like josh wilkerson, whose mother i have gotten to know during this campaign josh was a student in a high school, great student. He was murdered at the age of 17. He was tortured, strangled, and beaten to death by an illegal immigrant who should have never been in our country, and then his body was set on fire. 17yearold scarlet kits, her boyfriend and her mother were viciously stabbed to death in their lehigh acres home by an illegal immigrant. The killer was wanted for double murder and robbery, but he was released from custody, enabling him to come commit these and other horrible crimes, and the people that knew him begged that he be incarcerated or begged that he be thrown the hell out of our country, and the Obama Administration with their weak policies refused to listen. A Trump Administration will end this nightmare of violence. We will protect american lives, cancel all federal hunting of sanctuary cities. [applause] mr. Trump we will stop illegal immigration, deport every last illegal alien and dismantle every gang and cartel threatening our great citizens. These guys are tough and smart, in all fairness. One of the reasons we are going to mosul is we want to get the isis leaders. We think they are staying in mosul and we want to get them. We need different thinking in this country, folks. They should have kept their mouths shut, quietly, quickly, and viciously go in and then have a News Conference when it is over a week later. Right . And i am convinced they only did that for political reasons. They thought it was going to be a great quick victory. It wasnt. It was a disaster. They thought it was going to be a quick victory. And you know, hillary is running and she will get credit. Except we already had muscle. So we gave it up because of the way they got out and then isis was formed. Isis is in 32 countries. All of her people are doing the same thing. We are going to do this. Were going to do that. You have been doing that for 30 years. It will never happen. They dragged us into foreign wars. They left our borders wide open. We have no borders. And yet, we are fighting. A lot of people in this room have never heard of it. We want the border. We are fighting so we have a border. We do not protect our own orders. That will change november 8. A Trump Administration will never, ever put the interest of a foreign country before the interest of our country. And we will appoint justices to the United States spring court who will uphold and defend the constitution of the United States. Mama so i docifist not use this metaphor lightly but if you are out there campaigning or volunteering or campaigning, you are a soldier on a battlefield right now. Yeah. This summer, i had the honor of making the documentary film that introduced hillary at the Democratic National convention. Had to spend countless hours researching her, reading everything about her, interviewing people that knew her, and i spent hours eating and talking to hillary. Hillary believes that the American Dream belongs to all of us. You know all of that. Im going to tell you this use the next 48 hours to explain to people what it means to vote. Stake. What is at explain what the differences between a President Trump future and a president clinton future. I have been impressed with hillary for a very long time.
