Of these 48 Million People, 3,000 every year die from diseases that are largely preventable. Under authority and clear Regulatory Framework achieved by the food safety modernization act, the f. D. Without this amendment, rules protecting the publics food would be delayed for months and causing delay in all agency rulemaking. Mr. Ratcliffe while this is an important area of regulation, unfortunately, it is another area which has been riddled with bureaucratic overreach by unaccountable bureaucrats and their whims and political agendas. We should strengthen the courts ability to check these attempts of overreaching and reasonous interpretations. I urge opposition of the amendment and i reserve the balance of my time. Mr. Thompson thank you, mr. Speaker. I rise in recognition of the Selfless Service of volunteer firefighters across pennsylvanias 5th Congressional District. Yesterday, as a 35year veteran in my own Community Fire department, i joined with volunteer firefighters and actually one paid fire company from across the 5th Congressional District in discussing their service and the challenges they are facing. I was joined with 20 departments taffingd with serving in jefferson and potter and collarion counties. As a volunteer firefighter i was interested to hear about the concerns of funding and adequate training and one of the biggest problems, declining enrollment. I look forward to working with these Fire Companies to address these issues. It is hard to overstate the importance of the men and women who put their lives on the lines to protect their neighbors and communities. Rachel hoff, the first openly republicanof the Platform Committee made a plea for a neutral stance on gay marriage. He runs a look. Is that the when you go with . One, lines 17page to the bottom of the page and then the top of line two and then replaced with language that is going to appear on the screen. A strike in replace amendment, mr. Chairman. The first three paragraphs of the section not marriage are the three that deal by merely with the marriage and if i might read the language i am proposing instead. I do not have a copy myself. It is known the screen and we went to make sure we believe that marriage, we believe marriage matters. Both as a religious institution and the fundamental personal freedom. Because marriage, greeted in love and lifelong commitment, its one of the foundations of civil society, as marriage thrives, so our nation thrives. We believe that the health of marriage nationwide directly affects the social and economic wellbeing of individual families and undermining families these to more government cost and more government control over the lives of the citizens. Therefore, we believe in encouraging strength and stability of all family. We recognize that there are diverse and sincerely held views on marriage within the party. And that support for allowing samesex couples the freedom to marry has grown substantially in our own party. Given this journey that so Many Americans are on, including republicans, we encourage and welcome a thoughtful conversation among republicans about the meaning and importance of marriage and commit our party to respect for all families and fairness and freedom for all americans. Todaynored to be with you and to be serving as the first openly gay member of the republican Platform Committee. [applause] proposed today is simple. It acknowledges the diversity of opinion within our party on the issue of marriage. Im not here asking you to endorse my own constitutional right which have men made clear by the recent Supreme Court decision last year. Im only asking you to republicansat many that sent us here to do work this week agree with me. We should not be excluded from our party. As a Committee Member under the age of 40, everpresent the majority of millennial republicans who support the to marry. Im also proud to be joined by 64 of young evangelical republicans who support allowing samesex couples to marry. Our party once a future, we should be mindful of the statistics and we must evolve. We all agree on one thing, the importance of the institution of marriage to our society. Gay and lesbian americans like me are simply asking for the opportunity to join the institution, to ensure that institution and to strengthen that institution. We are your daughters, your sons, your friends, your neighbors, colleagues, the couples that the next to you at church, and one day when im ready to marry a woman i love, i hope it will be made. Freedom means freedom for everyone, including gays and lesbians who should have the freedom to enter into relationships and receive the same protections as heterosexual couples. In high school i chose to be a republican. My parents are not republican so i was not born this way. [laughter] republican because i believe in the same as the bulls that you do. Same principles that you do. Freedom, individual liberty and freedom of government. Im here 15 years later still in this great party despite the hurtful rhetoric and our stamp on this issue. A layout today is that you include me and those like me and not exclude us by simply knology acknowledging that thoughtful republicans represent multiple views on the definition of marriage. [applause] rachel hoff is a Popular Committee delegate from the district of colonial. You can see all of todays rnc platform meeting in about an hour. Our road to the white house continues to my Network Donald Trump holds a rally with indiana governor mike pence. Live at 7 30 p. M. Eastern on cspan two. Libertarian president ial candidate gary johnson advised president ial candidate william weld talked about the importance of participating in the president ial debates this fall. They must reach 50 in the polls to be allowed in the debate. From the National Press corps, this is about an hour. This years election has been described as one in which voters will hold their noses while they make their choices. But presumptive nominees, Democratic Hillary Clinton and Republican Donald Trump have disapproval ratings above 50 . There ever were a moment for a third party to break there, it seems that it is now. But will it happen . Todays guest, libertarian president ial ticket will have something to say about that. We are pleased to welcome former new mexico governor gary johnson , and his running mate william weld, the former governor of massachusetts. They both served as republicans and other and to as libertarians. This is the second time johnson has headed the Libertarian Party ticket. He ran in 2012 getting 1. 3 mykonos. Million votes. Recent poll showed him to better the super the real clear politics average shows in a fourway race of clinton, trump, jill stein, and johnson, johnson take 7 of the vote. In order to a. Televised president ial debates, he will have to do even better than that and hit at least 15 . A requirement set by the commission on president ial debates. Beforecent appearance the u. S. Conference of mayors, doesnt called himself a physical fiscal conservative and social libertarian. Libertarians take the best ideas of the republican and Democratic Party. As new mexicos governor he boasted of cutting taxes 14 times while balancing the budget. His running mate is another former governor of a blue state. Was massachusetts chief executive from 1991 to 97. He won office with 51 of vote and was elected. In a speech at the 1992 republican budget, he used a phrase, i want to get government out of your wallet and out of your bedroom. Johnson has climbed Mount Everest. What he and governor wells are tempted to do is just as daunting. Speak forr cats will about 10 minutes and family 2 questions. Please give a warm National Press club welcome to governor gary johnson and william weld. [applause] this is about the most crazy election that any of us have ever seen. You know how crazy it is . I might be the next president of the United States. [laughter] im gary johnson. Im the former governor of new mexico. , elected as a republican in a state that is toone democrat. I think it was very significant. With me is bill weld, former twoterm governor of massachusetts. Twice in a elected state that approaches 41 democrat and related the second time by the largest margin in the history of massachusetts politics. Libertarian nominees for president and vice president. We are on the ballot in all 50 states. That is something that no other thirdparty will enable to lay claim to. [applause] bill and i are classical liberals. Physically fiscally conservative and socially liberal and we also happen to think these military resulted in the unintended consequence of making the world less safe, not more say. I think we are safe. I think we are skeptical. I think most of you fall into that same category of being classical liberals. I think most of america falls into the category of being classical liberals. Fall, republicans dont into this category. And part of that has to do with the republican nominee for president. They are not socially tolerant of all. They are not welcoming todays gays, lesbians, women, ethnic minorities and i will say as a border state governor, the banks using regarding immiation are absolutely incendiary. The fact that he is going to deport 11 million undocumented workers. That he wants to build a fence across the border. That they are murderers and rapists when in fact they are lawabiding citizens and they are hardworking and they are just looking to improve their lives as we all look to improve our lives. And democrats, im afraid, dont either fit into the category of being classical liberals. Everything about the Democrat Party is free. Free everything. Government will provide you with everything you need and i think we all recognize that nothing is free. Somebody pays for that. Of the day,d government grows with democrats and taxes go up. And when taxes go up, that is money out of our pockets that we could be spending on our own lives that shouldnt we have that money to make choices in our lives as opposed to government determining what is best. I have been asked, would we be satisfied with getting 50 of the vote 15 of the vote in the general election . Absolutely not. We would not be doing this if there werent the opportunity to actually win. The only opportunity that we have of winning is of being in the president ial debates. To be in the president ial debates, we have to be at 15 in the polls and we think that is very doable. Consensus number right now is at about 10 . That is up from half of that just six or seven weeks ago. We think will make our case over the summer. We think we will get to the 15 . We think we will be in the president ial debate and we think anything can happen at that point and i am speaking to the fact that we have the two most polarizing figures in america today. If mickey mouse was the third name in any of these polls, mickey would be pulling at 30 because he is a known commodity. But he is not on the ballot on all 50 states and bill and i are. We began campaigning a month ago. Governorstogether as of the respective states. We were good friends than and we were are good friends now. , bill my wildest dreams weld is my running mate. He was a role model for me prior to becoming governor and i have always held bill load on a pedestal. The fact that he is my running mate adds incredible credibility to this run. E plan on running as a team if we plan on governing as a team. Were not going to have separate theirwould seek to divide president and the vice president. This is a 2for1. In our administration, appointments are not going to be based on politics. , ather you are democrat republican, everyone can apply. , as governor of new mexico i prided myself on the appointment i made. I actually interviewed for every single appointment that i did make and that is the plan i have running for president of the United States. People, best republicans, democrats, unaffiliated. Residency eld presidency, no insults, no threats, no bluffs. That is what you will see in our campaign. There is plenty of that to go around without the two of us adding to that. No selfserving sanctimonious lectures will come out of the johnsonweld administration. [applause] our standard for governor in governing will be the health, safety, wellness of american citizens. And the goal to make that happen is to have a robust economy. I did cut spending in new mexico and when i say cut, the historical growth rate of Government Spending in new mexico i cut in half. Something that had not been seen before. I cut taxes 14 times. Bill weld cut taxes 21 times. Caps on us to support legislation that will simplify and lower taxes. Provide proposals on how to actually make that happen. Government can provide a level Playing Field for everyone. Crony capitalism is alive and well. Crony capitalism has everything to do with government getting involved in everyday affairs. Caps on us to reduce that role caps on us to reduce the role count on us to reduce that to supportount on us legislation. In 2012, rick perry was beating his chest over the fact that he created more jobs in texas than anyone else running for president. They did an analysis and actually it was gary johnson. [laughter] asked to respond respond, government does not create jobs. Butprivate sector does government can provide a level Playing Field and i think i greatly contributed to that as governor of new mexico. Understand what washington does not. That is that money comes from taxpayers, not from the government. Government does not create jobs. Consistently lower tax burden and Regulatory Burden will give Business Confidence to move forward and that is something that we will provide. Thisre not guessing about we are not guessing about this. Two former governors running for president of the United States. We were asked the question from an Editorial Board meeting, so you just support to take this on faith . Dont take this on faith. Google gary johnson, google bill weld. This is for real and this will make a difference. Give us a chance. And we will make a difference. Im going to close here with johnsons seven principles of good government. One is become reality driven. Find out what is what and a few decisions and actions on that. Number two, always be honest and tell the truth. It is extremely typical to do any damage to somebody who is willing to tell the truth. Regardless of the consequences. Number three, always do what is right and fair. Learn to ignore your critics and continue to do what you know to be right. Number four, determine your goals. Develop a plan to reach the goal and act. Dont procrastinate. The republican and democratic parties have now run the course of all monopolies of becoming arrogant and calcified. They like an electric utility with a guaranteed rate of return. Gerrymandering has desulted in extreme partisanhoo on both sides of the aisle. The two major parties seem to agree on only one thing. Perpetuating their own duopoly. But the debacle he is sick. Duopoly is sick. A storm is brewing this year. It seems possible that the Republican Party may even crack into. That is not necessarily a bad thing. It happened twice before to the Republican Party in times of political or meant. Former president Theodore Roosevelt founded the boulders party. Bold moves party. Moose party. In the mid1850s, the southern faction of the wing party split off to become the know nothing party. That party was driven by three things, antiimmigrant fervor, violent rallies, and conspiracy theorists, i kid you not. Sound familiar . The know nothings this appeared in just three years, but the whigr half of the wake party free branded as the public and party went on to elect abraham lincoln. In a number of ways, gary johnson reminds me of abraham lincoln. For starters, sheer physical strength and endurance. Lincolns prowess as a rail splitter was legendary. Gary johnson is a worldclass athlete. Not everyone. He has been a contestant in four ironman triathlons world cap in. His climb the highest Mountain Peak on each of the world seven continents. Climbing Mount Everest with a broken leg. When you ask him how he does all that, gary says, i just put one foot in front of the other. Again, kind of her mice me of lincoln. He was asked how long should a mans leg he and he said, long enough to reach the ground sounds like gary. He is lincolns wisdom as well as his obvious honesty. , i hope thaty sticks. [laughter] if honest gary becomes our president , i can assure you that there will be no trimming in the white house. A,deception, no flimflam or no appeals to the base or angels of our nature. It is just not in him anymore than it was in abraham lincoln. As Justice Robert jackson famously wrote, great nations like great men must keep their word. I wish i did not feel it necessary to say this, but i do. Gary and i believe it is important for the United States of america to keep its word. It is important that our ourident not abrogate treaty obligations or blatantly violate our agreements with our trading partners. As one of the Major Party Candidates has proposed. A priceless asset of the United States, which i see all of the world, we are the envy of the world is that our society and our economy are based on the role of law. Candidly, mr. Trump seems to prefer the role of bullying and bankruptcy. Trump, estion to mr. Tomorrow, instead of taking out the art of the deal, and time, ing it for the 400th take out the United States constitution and read it for the first time. [applause] this is from the cato institute. My pocket for 20 is. In terms of relations with other countries, gary and i are inclined towards resumption of nonintervention and restraint where u. S. Goods on the ground or let on foreign soil is concerned. I think we have all seen in recent years that actions to and his regime change can have cost. They are moral and economic and rippling and unintended consequences. What the middle east and north africa are examples. At the same time, we believe strongly that invincible defense responsibility. Requires america maintain and demonstrate the most powerful military in the world, including air supremacy and neville supremacy. Naval supremacy. We are the only candidates on the ballot who believe in Free International trade in goods and services. Guided by the rule of law, again. [applause] of peoples personal lives, we are tolerant. We are inclusive. On hundred billion people in the United States have smoked dope. Dont tell us they are all criminals. Leave that to the states. Dont tell us that addiction is only a crime. And not a Public Health emergency, which it is. [applause] dont tell us that an 18yearold can lead an army platoon into battle in falluja but cant think of your drink a beer. [applause] in conclusion, gary and i have talked about some of the nuts and bolts that anchor our positions at candidates. I would like to end by addressing something bigger and more urgent than any single one of those issues. Something that may be the most important reason voters should give gary johnson and bill weld serious and close consideration. It seems to me that as a nation, the American People have a big elephant in the room. Im not talking about the confused and stumbling republican elephant, or the tired and overworked democratic donkey, the fact is that both andr parties are struggling having trouble connecting with the usual and natural goodwill of enthusiasm and support of the american public. The tectonic plates of our democracy are shifting. As alladapting come democracies must, to the push and pull of our evolving citizen body. And the innovations of our time. For transitiond and change to be a scary or contentious or violent process. As it unfortunately has seemed to be at several points during Major Party Primaries and friends to be at the upcoming conventions. The tone of this election season has often seemed to echo that of warfare. People are squaring off and taking aim at each other. Pete set on edge. Id filled with and get anxiety. This is not how we should do things. Once there never was a democracy yet that did not commit suicide. Gary johnson and i refuse to stand by and watch as our beloved democracy turns on itself. We are running because we believe we can embrace change and keep america both safe and sane. We propose to Work Together as a close team with open hearts and ,inds, with optimism and called with transparency to make sure that every voice is heard and every man, woman and child in this country gets their fair liberty the bounty and that of the glory of life in these United States. We believe we really cant do this. We hope you voters will give us a chance. Thank you very much. [applause] thank you. As a reminder to the audience, the general public is invited to the lunch at the National Press club. The applause is not necessary a sign of the journalist approving of talking points, we will turn to questions now. Weld, use theor term flimflam, as clay clinton and all caps have trust concerns, how can you reassure the public that they can trust gary johnson and bill weld to make important decisions . That is the scrutiny that is taking place right now. It is rifle scrutiny. Rightful scrutiny. Google gary johnson and bill weld. I would say that if you are governor of a state, particularly a geographically small state like massachusetts and new mexico, theres nowhere to hide. You are closer to the people in the president is to the vast majority of people in this nation. We are both twoterm president governors and if we had not been trustworthy, we would not have been to turn governors and you would have known it. [applause] johnson, do take more of both away from Hillary Clinton or donald trump . In the polls where they have actually done an analysis, we are taking more votes from hillary, but by margin that is not discernibly discernible. I think it will be equally from this is a and twoparty dinosaur, we think we will be the comet in this equation. [applause] you talked about googling you guys. Butter seem very unsatisfied with the nominees of the major parties, what are the biggest obstacles you find to breaking through as libertarians . The biggest obstacle is just appearing in the polls. Right now we are an afterthought. Right now it is clinton and trump and that is the pullback is reported. As an afterthought, occasionally you will have gary johnson and bill weld added. If at the very onset they would johnson, trump, clinton, i think that would result in the 15 that we need to be in the president ial debate and the added scrutiny that will go a long with that. That is fully really need at this point. More scrutiny. You would like a threeway pull . Trump, just that. We are pursuing the president ial Debate Commission on the basis that if you are on the ballot in enough states to mathematically be elected, that you should be included in the president ial debate. Although we are paying for this lawsuit 100 , we included the green party in the lawsuit also from the standpoint of fairness. My understanding that the green party will be on the ballot and 37 of the 50 states and can. Arner 270 electoral votes we will be the only thirdparty on the ballot in all 50 states. Governor weld . Am notme add that i concerned or worried about this percentage point. Now, gary has0 pulled at 1113 in some polls. He has pulled at 1619 in a number of states. He pulls ahead of mrs. Clinton among independents and a couple polls. It lies in my mind that when donald started last year, he was not even 1 . He was an asterisk. As gary mentioned, we have been at this remote and we are at consensus 10 and we have not begun to fight. The numbers, i dont think they will take care of themselves, but we will take care of the numbers. [applause] johnson, the guard 1 of the vote in 2012. What do you believe you can do this you to get above that . In 2012, said to me its too bad you do for caught you never caught on. In 2012, i started to run as a republican and the issue was that in the debates for the Republican Party, they would issue criteria that would say b, cad to be at 2 in a, poll and you are only in the nameoll, whenever my appeared in a poll i was equal to or ahead of those on stage. This year, my name is being included in the poll. In thousand 12, i was not included in 1 National Poll running for president. The trajectory or level of support was this was the trajectory line. At election date that was 1. 3 million votes. I was disappointed. Discount told to not 1. 3 million votes. That that was very significant. The trend has continued. This has been the trend line since 2012. Now that it is at 10 , it is getting noticed. This tone stucco from this. At some point they do this. This is the difference in 2012. We have finally broken through the level that gets us noticed. 10 does not get you elected president. Do you worry about being perceived as a spoiler the Major Party Candidates such as ross perot or ralph nader . I will lose no sleep if that is the label given to me and i will reiterate, this is a party t needs [indiscernible] a couple questions for you. You were a former doj official, to believe Loretta Lynch overstepped her bounds by meeting with bill clinton . I dont think she had much. Hoice something he stepped onto her plan. I have not been as troubled by the whole email affairs as many have. I thought jim, did a good job with it. I thought his conclusion that no reasonable prosecutor would indict that case with the right conclusion. Do other to have private enough servers . Yes. Several. Terms have been on good with secretary clinton since you were a young staffer in 1974, president clinton nominated to be ambassador of mexico, hawaii challenging her with a thirdparty candidacy rather than having her move to more libertarian views . I think gary and i represent the views of the majority of people of the United States. As we have said, we are fiscally responsible and we are open and inclusive and tolerant on social issues. Our own party, the republic and party is not there. The Democratic Party to be honest is not there. They are not the party of fiscal restraint. I think gary and i consider this , it is a great pleasure and honor to stand before the American People, but it is also something of a duty. That wayst way because of the absence of substance made by a lot of the Presumptive Republican nominee mr. Trump. I was a federal prosecutor for several years, i was head of the Criminal Division of the department of justice, i spent a lot of time in a courtroom and i look forward to the opportunity of helping dissect the statements by mr. Trump so people can better understand their business or lack of business. Baseness. S or lack of selfdefense from International Perspective for a libertarian . Make no mistake. If we are attacked, we will attack back. The notion that libertarians are isolationists. We are nonintervention. Andfact that we intervene that the interventions have the unintended consequences of making things less safe. We want to rule the world with free trade and diplomacy. Partydy for that, we intervene in iraq and afghanistan, what would you do as president with isis . Up and itt make this was not intentional, but if you look at syria and libya, we go in and back the moderate opposition in both of those countries and the moderate the operation opposition is aligned with isis and al qaeda. Was this intentional . Its what happened. You cant make it up. With regard to afghanistan, i supported afghanistan from the beginning. We were attacked, we attacked back but we had accomplished defeating al qaeda after a very short amount of time and we should have gotten out. We should get out of afghanistan immediately and im not saying that is not good to have consequence, but it is consequence that we can do with. By consequence, we dont want to put those that have been allied with the United States in harms way that if we pull out, there will be some sort of genocide that takes place. We can take care of that. But look, if we pull out of afghanistan 20 years from now, the consequence is going to be the same as if we pull out immediately. Are we really going to stay in afghanistan forever . Just before the United States went into afghanistan, a highlevel cia delegation was sent to moscow to make sure the russians were not going to go berserk when we came into a country militarily that was so close to them. It ministration was worried about that. Not wanting to set off a Huge International incident. The russians laughed and laughed and said, you go right into afghanistan. You have all the fun you want better. The russians had the example of the British Empire before them. We had the example of both the british and the russians. You talk about one of the biggest hurdles you had was getting attention. Have you as thirdparty how do you break through . To get the attention of the media . Make no mistake. The media is, does present to candidates for office. Make no mistake in that we are getting attention. Unprecedented attention. Onreleased a Campaign Video thursday of last week and we have gotten all over 5 million views. That is unheard of. Thereis an appetite out and it is a huge appetite and we intend to be that main course. [applause] this question notes that both of you are very civil and politically correct. At the president ial elections get heated, nasty and personal, have you and governor weld 20 take the gloves off . Plan to take the gloves off . Iran to campaigns for governor of mexico where i did not mention my opponent. I just think people are hungry to vote for someone as opposed to the lesser of two evils. Beings something that is exemplified in this race beyond any race ive ever seen before. Said, this should be about the issues and it should be about a debate, and it should be about a debate on what the other candidates are saying. When i ran for reelection in new mexico, i was the incumbent. We did a poll right after i got the nomination running for reelection, i was up by 10 points, conventional wisdom, i controlled the debate process, how many times should i have debated my opponent, well, little or none, my choice was commanded aided my of debated my opponent 28 times. I think government is about transparency. I think running for office is about debate and discussion revolving issues and not what we currently have going on. In 1996, i read unsuccessful race children senator john kerry. The stakes were high. We were both at the height of our powers. 75 populated. No one would say that was not a hardfought fair and equal fight. We agreed very early on to a debate. 8 debates. Go back and look at them if you want to see if they were vigorous and hardfought and civil. They were. I think that sets the standard. We agreed, personally we negotiated an agreement to limit Campaign Spending to 8 million. The easily could have raised 2550,000,000 dollars but we thought it would be better to have more time for substance. It can be done that way and it was. Since were talking about campaign finance, government ultimate you struggled in 2012 with raising donations. Had the nations improved and how much money do you believe you will raise the cycle to compete . Gary, when signing on that i enjoyed fundraising. Financelsons national chair. Was mitt romneys cochair in new york city. I do enjoy it. People are writing 50,000, 100,000 checks. The money looks to be still there from my old friends answer my own races. And new friends as well who are frankly, it a lot of them think the libertarian message is a breath of fresh air. I think at the end of the day come if we have not raised well into the millions of dollars, we will be taken seriously. That would be a minimum standard. We will not have a billion dollars to compete with mrs. Clinton, but if we are in the debates, that is an almost unlimited amount of earned media and the web and internet has changed so much that, again, im not worried about that being outcome determinative. It seems like a lot of the campaign is based on getting into the debates. What happens if you do not get into the debates . If we dont get in the debate, we keep active in the campaign and we raise issues that need to be raised. We say things that need to be said that art been said but, we would not be doing this if we didnt think that was not just possible, but its going to happen. To, you saidalked you want to take the best ideas from both parties. What are the best democratic ideas and what are the best republican ideas . When you look at the Republican Party, theyre supposed to be about Smaller Government first and foremost. They are anything but. You can challenge them to be that. I think that is a unique opportunity as libertarians to challenge republicans in what they should be good at which a Smaller Government but republicans, they pick and choose and after all is said and done, budgets are still big, just areas that republicans want to spend money and that democrats, how about challenging them on civil liberties. We have the highest incarceration rate of any country in the world. That is mandatory sentencing. That is the war on drugs. Challenge democrats on those issues. As bring an end to that. Energy policy. Marriage equality. So many initiatives that the democrats could embrace but that is not happening either. Both parties being all about spending and nothing about results. That . My at favorite poet and ideas are introducing more competition both into the government and economy. I think in areas as diverse as health care, virtually every department the federal government could profit from the introduction of more competition. When i was governor, chairman of the National Council on Public Private partnerships, which i think a very promising, the republicans and a generally friendly to those ideas. On the democratic side, and im not saying the republicans agree with this, but causing wages to rise is something that has to happen right now to scratch the itch that is vexing the United States. I greatly increase the earned income tax credit my first year. A way to help the working poor. Making and two kids, 27,000 a year. That person. Gap between welfare and comfort. Fear and income tax credit is both a state and National Tool for addressing that. More aggressive retraining and resettlement policies by the government when industry like the Auto Industry moves out of a geographic area, would be hopeful as well. An emphasis on free trade. High tradecreates job. You might lose a few lowwage jobs but you gain more high wage jobs. You can target industries, i did this in massachusetts, targeting biotech, software and telecom because the average wage in those industries was over 50,000 in 1951. We give Us Industries what they wanted and they grew. That may be a violation of orthodoxy,. We got results. My took over, we had the highest Unemployment Rate of the 11 industrialized states. At the end of my term, we had the lowest. I think it was a result of those policies. Governor johnson, he mentioned the war on drugs. Lets talk about that. Some questions submitted about marijuana. You want the states to decide . How party go on legalizing drugs far do you go on legalizing drugs . The only drug im advocating legalizing is marijuana. I do think that is going to have appeared as president of the United States, i can schedule it as a class one narcotic. Californiast that going to vote to legalize marijuana recreationally. Of the 25 states that have medicinal marijuana, of the four states that are recreational in the district of columbia, all of them come all that has happened at the ballot box with just a few exceptions. Whenoing to predict that california posts to legalize marijuana that legislatures will embrace it and make it happen. This will be the Tipping Point for the legalizing of where one appeared i think what we legalize marijuana we will take a quantum leap when it comes to understanding drugs and drug problems in that first and foremost, it is a health issue. Not a criminal justice issue. When we talk about heroin, and im not advocating legalization of heroin. We dont know how to do that, but with the heroin epidemic, and opioid overdose situation, when you look at cities like amsterdam that have implemented Harm Reduction strategies, strategies that reduce death, disease, crime and corruption, that is exactly what they have done. When we look at cities here in the night is states, cities have to opportunity, if you want really address the heroin overdose issue, open up Health Department labs that would ask a test heroin the consistency. And i guarantee that for those that participate in bringing in their heroin does to be tested that there would be less overdose. Needles, buy Clean Needle Exchange programs, you reduce hepatitis and hiv significantly. There are so many strategies out there are reducing the things that we really care about and believing that the strategies will take a real foothold after we start off with marijuana. , legalickly marijuana prescription drugs, statistically kill 100,000 people a year. Not onea products, document to death on the recreational side, ive always maintained that merely legalizing marijuana fully to less overall Substance Abuse because it is so much safer than Everything Else that is out there, starting with alcohol. In colorado, the campaign to legalize marijuana was a Campaign Based on marijuana being safer than alcohol. Not out there by himself. When i was in office, i supported methadone programs and Needle Exchange programs. Maybe we were both out there because i took a lot of heat for that. These ideas have been around since the early 90s. They were not just invented. Loveless nominated for ambassador of mexico. Jesse comes locked his nomination because he was progay, prowomen right to choose and promedical marijuana. In 1997, that was me on trial also. Weve had several questions submitted about this, when was the last time you smoked or ingested marijuana. . I did this about two months ago. About two months and when you tell the truth, you dont have anything to fear. Ive always maintained that you should not be on the job main impaired. As of two months ago, this is a 20 47 job 24 7 job. As president , that is also a 24 7 job. In my lifetime, i think i have more that demonstrated my ability to be self disciplined. I have not had a ticket alcohol and 20 90s. I was not alcoholic, it had everything to do with rock climbing and being the best that you could possibly be. Component thatth i think is lacking in politics. Productsd marijuana two months ago, who would know, my best friend. If i had said, i dont use it or have not used them, my best friends would consider me a hypocrite and i think hypocrisy is the one unforgivable in life. Doing one thing and saying another. [applause] are you saying that if elected, you would not ingest or smoke marijuana as president . That is correct. Subject, you get your wish. There in the waning days of first term of the johnsonweld administration. What does america look like . Experienceis is an experienced by citizens of new mexico and it is an outlook experienced by citizens of massachusetts. Wow. There is a fairness to all this. Equality andsolute leadership. It is transparent. It is honest. I might disagree, but what i see is a process where issues are looked at first and politics are last on the agenda. If they even exist at all. I would say people would be happier. I always made it plain in massachusetts that i wanted folks to have a good time at the end of my tenure, i think they were happier. [laughter] it is more general than that. Ive said that president president reagans succeeded in making people feel good about being americans and that is something, that was my close to my prepared remarks. It, witht your mind to a willing heart, and you really want it to happen, he can make people feel better about themselves. Justman, win or lose, what do believe you can do this year to make the Libertarian Party a sustainable threat to the democratic and republican parties . Win or lose, this is win. It is a win for the Libertarian Party. Bringing attention to the Libertarian Party and its , asciples and as i told both of us percentage of the Libertarian Party, look, were kind of in the middle when it comes to the Libertarian Party. I think as a result of this candidacy, the Libertarian Party moves from the clubhouse to the auditorium and those within the Libertarian Party can make the pitch too much bigger audience and i think most people in this country are libertarian. It is just that they dont know it. If you are elected, how would you work with economist that would include the libertarian stucco congress that would include no libertarians . This is a huge opportunity. Challenge republicans. Government and that does not mean planned heretic. Parroted. Smaller planned parenthood. And the wars. Stop the intervention. Stop flying drones that are killing thousands of innocent people. Get involved with the declaration of war and a path Going Forward when it comes to our for policy. [captions Copyright National cable satellite corp. 2015] foreign policy. Opportunity that neither a democrat or a republican can lay claim to because they are so polarized. [applause] i think it would be in advantage that our appointees would not be chosen on the basis of Party Loyalty so people would not be suspicious of working with our appointees. They would note that roughly half are republicans and roughly half were democrats and that they were not among the most partisan. Somebody has to take the first step in getting away from this hyper partisanhood. By definition, not being republican toward democrats, that might give us an entering wedge. I cant believe at the end of the date that the people who serve in washington and Congress Really want to have a country perceived that the capital has sunk into the partisan gridlock. If they can get away from it, i think they would. I know most of the members, they are very decent people. Including people who are demonized in the press every day. They are decent people. Given the opportunity, i think they can Work Together with each other as well as us. Appointees, his whether they are democrats or republicans, i guarantee they will have a libertarian event on the web. One of the things i enjoyed about being governor was bring to the table the people who whend know the most of you you look at the shootings, which communities have the best record when it comes to police violence. Which committees have the worst records when it comes to please islands. Here were a Common Threads the department of justice comes into play here and i have to think that we can improve on things. Thank you, governor street before asked upon a question, a few announcements. A reminder. The National Press club is the worlds leading professional organization for journalist. We fight for prepress worldwide. For more information about the club, please go to our website. Press. Org. Some upcoming programs come on july 14, avril mike rogers, director of National Security agency will speak. August 1, john jarvis will be here. August 14, awardwinning actor michael york will be here. Our guest with the traditional National Press club mugs. It is empty, sorry. [laughter] my last question, i will keep this up. You had to up, if choose between the two, would you vote for donald trump or Hillary Clinton . No one was to go first. The Libertarian Party has been around since the early 70s. There is always a libertarian candidate. I would the libertarian. Vote libertarian. [laughter] as part of my role in the campaign to try to hold mr. Trump changes manner and if that did not happen, he would leave me with little choice. Thank you very much for speaking. I would like to thank the staff and institute. We are adjourned. [applause] i can get a car loan for 1 . Im interested in a president that is willing to mitigate that an express concern for millennials like me in similar situations. Regardless of who it is, the Biggest Issue is the polarization. We are supposed to be added states of america, it is not serving anyones interest to have this type of polarization as said by the opinion makers and blogger sphere, the flaming rants on the internet. If we dont come together, it does not matter who will be president. We will get more and more of the same. Nothing is black and white. No issue is so extreme as we are being told that it cant be sold solved. When everything of the other side, you are going to far to the extent, it is not going to help. The next president needs to unite a lot more than is being portrayed in the campaign right now. The division of our country is the single biggest enemy that we face right now. Ive had the opportunity to meet many of you last night and i know youre taking off from work being away from families and pay with their own expense, this is one of the most important jobs that we have as citizens of our nation is to develop the republican platform estimate of conservative principles and ideals. As listening to the National Anthem and the pledge of allegiance, it reminded me of the great nation we live in and how we have such wonderful opportunities to express our opinions, and together and assemble and safety and have freedoms that we enjoy today. Thank you for all that we are doing today. Thinking. Congresswoman . I agree, amen. Thank you all for being here and god bless you. Prayerope that wonderful is heard by god so that he will bless us with wisdom and unity. A couple housekeeping amended. The first has to do with allowing grammatical corrections. If we make a mistake and the final draft, we are able to catch those along the way, we will be able to make those corrections, things that dont affect the document or change the substance of any amendment or plank, is there objection . Hearing none, so order. Especially to allow the chairs to allow the chairs is that the order of the subcommittee reports. In order to keep things fully moving without objection, the governor and commerce woman will control the order in which we address the subcommittee reports and tomorrow, this will allow us to use the time more efficiently. And get staff anytime they need to incorporate the agreedupon amendments from the subcommittees. Any objection . Hearing none, so ordered. How to call the council justin reimer, if you would come in and expand the definition of state and the rnc rules and how the term includes the u. S. Territories for the purposes of this platform as we are a committee of 112. Thank you. For clarification, in defining the term estate and state as it is referred throughout the Republican Party, within the for guidance in and the rules of the Republican Party. Specifically one b which makes clear the term estate is to include u. S. Territories and district of columbia. The relevant part of that definition. For the purposes of this rule and all other roles, state or states shall be taken to include american samoa, the district of columbia, guam, northern mariana islands, puerto rico in the virgin islands. And the virgin islands. Thank you. With that, we do have an understanding of that. Motion i wouldr need to deal with and that is the fact that we are a tempora committee and the full Committee Meets next monday. We will meet again at the Convention Center after the convention has gone in and we will come together to actually approve the platform that we are proving here tomorrow and that you will be working on and crafting over the next two days. With that motion, i call on mr. Dictator from wyoming. K shaner from wyoming. Under that all issues coming for the temporary Committee Platform debate completely and fully. Is there asecond second . A second has been heard. Discussion . Seconded. Reconvene on monday, july 18, to take a supreme a vote to confirm actions of previous meeting. All those in favor signify by saying i. The eyes have it. Last night we talked about all the people of all the different back onto are part of this platform and we talked about the incredible number of folks from what we do not do and i would like to ask now, anyone who has served in our military come any of our veterans who are serving on the platform, could you please stand and let us thank you for the commitment you have made to this great nation . [applause] thank you. I know people are chomping at the bit to get to the platform and subcommittees. I would to call on utah member Boyd Matheson who has comments. Thank you. Delegates, the concept i want to share this morning that we talked about with the chairman, has to do with our focus on principles. It has been said that ideas built believe in the world like cannons, that thoughts are more powerful than armies and that principles have one more won more victories ben horseman and cherries. Inspiring ideas, transformational thought and powerful principles, these have the center and driving force of the Republican Party since the very beginning. Movementoln launched to really save a nation and to form our party, years ago when i was chief of staff of senator likely come on occasion we would get together with a person and we would philosophize world events and solve problems. One of those nights, the doctor raised the idea of a platform similar to 1860 that lincoln ran on. It was 1200 words in length. Britain directly to the American People speaking britain directly to the market people speaking part for language. Y colleague, to mi david has in his possession the 1860 54. You are welcome to see it after. It is a platform of rentable. Principal and what unites us as a party. For a pot from to have party, it. Ust be read if we are going to be the party of the hardworking americans, we should deliver to them a message and a platform that they can read in a signal sitting. It in millennials can do 140 characters, certainly we can do better than 33,000 words. [applause] platforms like anything else in politics tend to get bigger over time. Unfortunately, as they become more dense and the more dimensions to create a real distance between the authors and the only audience that really matters, and that is the American People. We need to have discussion about the things that separate us. Through public in party, one this is not sameness. Whene always at our best we are the party of big ideas debaten, even roiling and im sure if we will have some of that over the next two days and that is the way it should be. That is a good thing. That is what makes us unique as republicans. It does not the finest define us. We are not defined by our agreements, we are defined by what unites us other party. And we need to make sure we send a clear message to the American People about what we are all about. Lets defined as principles. Lets lay them out to the country. Rather than just had out every specific on every detail and toue, lets go back identifying and then powerfully communicating the principles that unite us. I was at a fourth of july party may friend came up and told me about a conversation he had with his teenage son about politics. My friend wanted to know the answer to his sons questions. Republicans . That is a question we should all be thinking about on this committee today. I would venture today to guess that none of you are here as republicans because of some sublime item in the budget or your position on whether the president should have trade authority or that the taxcut should be a certain percentage of gdp. You are here because of our principles. Conservative principles that have lifted more people out of poverty, field more freedom, created stronger homes and her upcoming shes been any set of principles in the history of the world. That is what unites us. The chairman said yesterday. There are many who want to convince us that we are divided and whether that is the media, the liberal left, special interest groups, they want us to believe we are to divided. We have a battle to prove once and for all not only as a party, but as a nation, we are not too divided to do with accounting issues of today. We cant buy into this mess of division that tells us we should retreat into our social classes and races and parties and special interest. Theres a lot to unite us. To put, we need to simply put our principles first. Last and always. Thank you. [applause] paraphrase madison because hamilton is getting way too much publicity. He said it will be of little avail to the party or the American People if the platform be sold so voluminous that cannot be read and so prescriptive that it cannot be understood. Our principles provide is power. Our desire to have an allencompassing document often weakens us a party and as a nation. The 1860 platform begins very simply with a focus on reentering the declaration of independence as our unifying statement of visible the constitution as the framework to ensure that those principles are observed. It is a simple thought from. 17 points. Principles and very few set of policies. Work. Vative principles we know they work. We should never bury them so deep in their binder, paragraph, said pages that the American People cannot recognize what those principles are. Governor fallin mentioned yesterday, the moment she recognized and realized she was a conservative. Why . Because she read principles of this party. It is principle. Im here to tell you, there are countless individuals in this nation, callous groups and countless communities who need to have experience with a partys principles. It will change the country. The American People are starving for a dialogue about principles. They never asked for that conversation in a frank focus group or ask for that and that an ap research poll. But they are starving for it. Are asking us to deliver it. We live in Uncertain Times in uncertain election cycle. People want to hear that certain trumpet of true conservative principles. We for two together and little draft, 1000 177 words. Just for you to think about and ruminate on. Andow, it is too late, they are probably right. Wisenk we would also be particularly as go we go to our committees to recognize that in an age when even positive , weemental change happens live in a quantum change world. We need to do things differently. The Founding Fathers just tweaking can purchase tax code or adjusting his Regulatory Regime never would have sparked a regimen revolution that touched and captured the hearts in minds of the people. Copyill have before you a of this resolution of this idea that would ask you to ponder and consider it. At maximum, we should adopt such a platform and trust our principles will prevail and change this election cycle and everyone that follows. At minimum, we should adopt this language as some sort of preamble and then we should barnstorm the nation and invite the American People to read it. Read it in a single sitting in front is in a conversation about the principles that we know will elevate every single american. Time to send our ideas, our thoughts, our power for principles through this country least, cannon at the very all of us should take a document home and read it around the kitchen table. Share with the people we care about and talk about in coffee shops and gymnasiums and online. In we should begin a new dialogue and when we are asked why we are republicans, it is my my hope that we will be able to bully declare we hold principles, these knowing that the principles of this party will not only create a better, brighter to do for america, that a new earth of freedom. Thank you, very much. [applause] ready to break to the subcommittees. You know where the subcommittee rims are. Lunch is going to be on the same level. You come out of the subcommittees, lunch will be ready. We will start at 2 00 p. M. To consider the first plank of the platform. That will be the energy plank that we will start on. See back here at 2 00. And discuss what is best for our future. We do so in honor of you like our father who founded us, we asked for your direction, protection, and may we honor you and remember what think when said unless we have you at the front of our helm, and lets you help us remember this. Help us remember we are one from one creator. Creature our founders mentioned in the declaration. Bring us together for the good of our nation to on a year Work Together to find ways that will help fellow americans be the best that they can be with a gift that you have given them. Help you suppose each about today that honor you. Remember that we honor you, love each other, Work Together so that each of us can go forward in the gifts you have given us in the work youre prepared for us and that you can once again bless this nation. As they work to make this nation great again, help us remember that that will best happen only restore this nation once again to you. Father, son, and holy ghost. Amen. My pledge allegiance to the flag of the United States of america and to the republic for which it stands one nation, under god, indivisible with liberty and justice for all. For those who are joining us for the first time, on the republican senator from wyoming. Fallinby governor mary from oklahoma. Congressman Virginia Foxx from North Carolina and were delighted to have joining us the chairman of the republican National Committee. I h introducing, until you this book about Ulysses S Grant and it took president lincoln, he went to the prayer, the indication made at that first Republican Convention that lincoln, you list what grant did it civil war had found himself moving up to the lincoln intoident five different generals to be got to grand prix the reason he wanted grant was because grant fights. Have a chairman who fights every day for us, for our party, for america. These dummy and welcoming Reince Priebus. Thank you, everybody. No need for that. [applause] thank you. Good afternoon, everyone. We have talked a little bit and in someesterday of the subcommittees, i want to thank you so much for your time. And your care and love for this party. And the things we believe in. To make this a better party and we appreciate all of you very much. I went to think the chairman of our Platform Committee. Our cochairs. This committee will be well served you have artie been well served by these three stars of our party. I want to recognize all of your service, but also your families that are sacrificing for you all to be here today and all the kids and siblings and everyone else that knows what you are doing and appreciates the work that you are putting forward. Im looking forward to a lively and respectful exchange of ideas. Our Program Committee for democracy in action. People coming together to talk about what is the best way as a party to move forward. Alternately, our platform will be one which all of our candidates can be proud of. Reflexive a is its unifying approach that considers diversities held by many republicans in this room on but many republicans across the country. We have 112 delegates given input and crafting a platform that represents the diversity of voices in our party. This is a tremendous contrast from the democrats who have 15 people in the back of the room fighting between clinton and sanders supporters as for what the party stands for. We have been an open and and this is inty an open and transparent process at every step of the way. Weve actively sought out grassroots input and set up on forms at gop where anyone can leave feedback on the issues. Democrats keep things quiet because they dont want to let anyone know the agenda is about. The preamble of our rules and party goes as follows. Be resolved that the Republican Party is the party of the open door. Hours of the party of liberty, the party of the quality, of opportunity for all and favoritism for none. Willw that this committee write a platform that honor those values which have not only made our party great, but have made our country great. Forward, i thought the prayer was great. She said it well. That weor to a platform can all support, but i also look forward to a lively and respectful exchange of ideas. With that, i would to thank you again and got bus to all. All. D bless you thank you. In terms of the input we have had, we put together a powerpoint on this, i would like to share about how many people have been involved in putting together the rough draft of the platform, here today to work on as you have this morning. We created this site so you can in establishing and reaffirming our partys corporate suppose there was the most important elections of the lifetime. We have an unshakable commitment to life, stress of the fence, an economy that creates opportunities for every american. We know that these values are the values that built america. Under eight outstanding leadership team, we are going to incorporate the best ideas as we preserve the foundational values that republicans have always believed in. We are dedicated to personal freedom. That is what we want your input, your ideas and your vision. The principles we stand for are at the heart and soul of the party. Go ahead and let us know what is important here so that we can either the Republican Party of today and the Republican Party of tomorrow. We have 155,000 responses received on topics people think most are important. National defense, border security, energy independence, the economy, restoring the american dream. Ofepeal and replacement obamacare. We have lots of input. Calls and meetings on all sorts of issues. Telecom, energy, transportation. These are some of the things we heard. We heard obamacare is not working. It must be repealed and replaced. We heard strong borders. They are critical. Economy is the number one most important issue. And we heard we need a Strong Military and we have to support our troops. These are the things we have heard across the country. Defending the Second Amendment restraining executive power important to me. I want my children to believe in the american dream. Faith and family are cornerstones of the gop and we must stand up for our veterans. Thewe put together all words that have come in, you can see the most mentioned items. Freedom, people, veterans, faith, job, education. These are the things we heard 155,000 people. That is why we are here today. What ive heard from each and everyone of you last night go long with these 155,000 responses, but i heard from all of us if they are focused on things the American People care about are concerned about. Jobs, the economy, National Security. The next thing i heard about was , so much had to do with what we have been through the last eight years and we can have another four years like the last eight. [applause] this nonstop nightmare of the president s misguided obsession in terms of economic redistribution of than Economic Growth has hurt us in terms of job and the economy. The third day i heard about is the effectiveness of government. The week that the activist government they have can be ineffective government has absolutely been discredited people we have seen is that it can become to complicated and to course of and be can can be punishing. Before we turn to the product of your hard work, i have a charge to the delegates as we get ready , today we assemble to Lay Foundation for americas future. We consigned to the just judgment of history the follies and offenses of the obama administration. Which is respected neither the American People or the constitution. It has crippled our economy, undermined our health care and has disregarded the rule of law. His turn in the world into a cauldron of interlocking prices leaving our military week and allies mistrusting and adversaries emboldened. All this entirely too familiar. It reminds of of the world of 1980, after four years of jimmy carter. When an discredit presidency was called into account by the American People. Our response then was a republican platform was told that trip. Tells the truth about our country apparel and about our nations prospect. And we must do the same this platform with this immunity encourage shown by those who made their Ronald Reagan platform a manifesto of liberty ll. Opportunity for all il for a new era and new generations that included an appeal of the platform, and so, in this for public in python, we call out to the American People with gods help, let us now, together, make America Great again. [applause] let us now make a new beginning so with that, we will begin. We will begin with a first part of the platform, the agriculture, energy, environment subcommittee. I would like to thank the Committee Workers for their incredible good work and vick for any comments you would like to make. Thank you. Thank ourike to energy, and the environment committee. We were target we brought a diverse trip of thoughts. I know there will be amendments and will discuss those. Many the amendments were discussed in the subcommittee. With that everyone on the committee will be able to support. Was to have this portion of the platform look at and support the way the republicans the True Department of resources in the country. Committee will be supportive of a plank we will put out. Im happy to have chairman armstrong say a few words as well. We are excited and thankful and ready to discuss any possible amendments. Anything you would like to add . I think the overreaching theme of the platform before us is one that fosters and encourages Domestic Production of our food and natural resources. They feed our families, power our homes and our significant economic drivers for a healthy economy. I think the platform lines the things out it in the interest of time, that would be all i have for you. We have a few amendments and i may have to chairman to chime in with regards to the amendment. We will try to take these in order of the work our way through this subcommittee report. To the subcommittee on America National resources. If anyone does not have the most updated version, who will make sure you have that. If not, i would like to turn to the first amendment. And is page one, line two three. Thank you. I would if i could have every person who speak say their name and state even if i have mentioned it and go ahead. Rhode island. I would like to change some of the language to include and incorporate our commercial fisherman and the industry they represent and agriculture. Thank you. Any discussion on this . Favor . Ready for all in it is adopted. Thank you. Is from maine. Nt page three, line two. Senator eric breaky from maine. I would like to put in some that whenhere republicans are in control of the federal government, we will allow states to put restrictions in place so that snap benefits cannot be used to purchase junk food. In man, we have been leading the way in welfare reform. Our legislature, with a republican governor sent a waiver to the federal government asking for the ability to prohibit junk food from being purchased with welfare dollars. Taxpayer money. The obama administers in quebec and said no. Ironically, the and in snap stands for nutritional. Can i confirm that everyone has a written copy of erics amendment . I dont even have a copy. Is it on your screens to view. It is now appearing on the screen. Can people reading from your seat. Says we will restore those positions provisions. We will also allow states to restrict the purchases of junk with taxpayer dollars. It should not be spent on candy and soda. Any discussion . Please identify yourself. Honolulu. Is there going to be a definition of junk food . We sort of know what it means. But that is like chips and things . Not macadamia nuts . Additional discussion on the amendment . Please identify yourself. Scott johnson, georgia. We as private sector to deliver these benefits, where it has been tried and states, it is very problematic. It is very problematic to have because asefinition ok butple, oreos were chocolate covered oreos were not. Benefits inthese the private sector by retailers and in a lot of cases, serious penalties to those retailers who have very difficult times with the Delivery Systems making that determination and therefore giving themselves a good bit of liability. Im against it. Before going back to the array original, yes maam. Tracy from ohio. I think it is too broad. You can buy a case of red bull, but you cant buy toilet paper. We need to either expanded or redefine it but im not, junk food is too narrow, i think it should be a bit broad. It should be common sense. Well have to allow the states to that one by one. Top 40. Ate from california. Shared an opinion about this. It sounds like michelle obama. When we are tried to show tell people what to eat, we supposed to the party of individual freedom where people eat what they feel they need to eat. I agree with adjustment who just said that we have to define what is junk food . What about ginger out if you need that for your stomach to feel better . I think it is not republican. Gentleman from maine. You, im in favor of this proposal. Unhealthy eating is causing our nation billions of dollars in health care and i agree that if you are buying something with your own money that is your choice. What you buy, what you eat. If you are using federal dollars and state dollars to supplement your food intake, it should be with healthy food. In addressing the question of vagueness of junk food, everyone understands what junk food is. Out, theys vetted could get to specifics of what they felt needed to be put in for language to make it clear what would be in the peer system so that absolve the businesses peter system the would disallow certain foods that are unhealthy and costing us billions of dollars in health care costs. Delegate from california. I hope we dont become the party of the food police. [applause] this is something that mayor bloomberg tried in new york. It was not very popular. It wont be very popular with our budget. I think it was a big mistake to try and tell people that are using snap benefits what they can and cant eat. As a republican and conservative, i would be opposed to the government taking this position. Delegate from virginia. I think that the language is not broad enough. Regulatorynot have when they do. If the federal government that does not have. Theres no enabling legislation. Even allows for snap. Needsk that part of what to be done is addressing the authority of the states themselves to try to regulate whether or not they will allow the funds to go up to the federal government in the first place. Im looking to support this because i dont think it is a guiding principle of the Republican Party. Any other discussion . Back to the author of the amendment. Where we oversee a lot of the welfare program, let me speak to
