Governor brown guys, im not sure what the reference to the calendar was. [laughter] i dont have a calendar. Although i know the days are drawing near. Anyway, thank you very much. Thank you for all of that energy and enthusiasm. Its just what we need for the battle ahead. Keep it up and dont falter. This is california. Were the sixth most powerful economy in the world. One out of every eight americans lives here. Almost 11 million, were born in a foreign land. When california does well, america does well. When california hurts, america hurts. When we defend california, we defend america. [applause] as the english poet, john dillon, said almost 400 years ago, no man is an island of himself. Every man is a piece of a continent. A part of a million. Whomfore, never send to the bell tolls. It tolls for the. A few moments ago i swore into office our new attorney general. Like so many others, hes the son of an immigrant who saw california as a place where through grit and determination they could realize their dreams. They are not alone. Millions of californians have come from mexico and a hundred other countries. They come here, making our state what it is today. Vibrant, even turbulent, and a beacon of hope for the rest of the world. [applause] we dont have the statue of liberty, with its inscription to give me your tired, your poor, your huddled masses yearning to breathe free. But we do have the golden gate and the spirit of adventure and openness that is welcome since the gold rush of 1848, one wave of immigration after another. For myself, i feel very privileged to stand before you this morning as your governor. As my father did 60 years ago. , my grandmother, the youngest of eight children, was born in very modest far fromnces, not very where we are gathered today. Her father, arriving in california, right here in sacramento in 1852, having left from the port of hamburg. Aboard a ship named perseverance. I just learned that last year. Perseverance. , perseveranceit and courage that built our state from the beginning. Its that spirit that will get us through the great uncertainty and the difficulties ahead. Its customary on occasions like this to layout specific agendas, but for the year ahead. Six times before here ive done exactly that, with enormous detail. As i have read through the state of the states beaches, i was amazed at how much all of us have done together. We have increased by tens of billions of dollars the support for our Public Schools and universities. [applause] we have provided Health Insurance to over 5 million californians. [applause] we have raise the minimum wage. [applause] we have reduced prison overcrowding and, most important , we have reformed the system of crime and punishment. [applause] it made california world leader in the fight against climate change. We passed the water bond, building up a rainy day fund, closing at 27 billion deficit. [applause] and during the last seven years california has reduced the Unemployment Rate from 12. 1 to 5. 2 . [applause] by the way, i say california, but not us. Hopefully it didnt cost too much interference. Anyway, two point 5 million jobs. Almost 2. 5 million jobs a been created, and thats not all. But this morning it is hard for me to keep my thoughts just on california. The recent election and inauguration of a new president has shown deep divisions across america. Upon no one knows what the new leaders will actually do, there are signs that are disturbing. We have seen the bold assertion of alternative facts, whatever those are. We have heard the blatant attacks on science. We have read the signposts of civilityracy, true working together, of scared or either swept aside. Saturday there was something else. Cities across the country, we witnessed a vast and inspiring fervor in the land. Democracy doesnt come from the top. It starts at the bottom. It spreads in the hearts of the people. The hearts of americans. Our Core Principles are as strong as ever. [applause] our country faces challenges. We must prepare for a very uncertain time. Reaffirming the basic intervals that have made california the great exception that it is. First, in california, immigrants arent integral part of who we are and what we have become. Our an integral part of who we are and what we have become. [applause] they helped create the wealth and the dynamism of this state from the very beginning. I recognize that under the constitution, federal law is supreme and that washington determines immigration policy. ,ut as a state can, and we have played an important role. California has enacted several protected measures for the undocumented. The trust act. The drivers licenses. A sick employment rights. Nondiscriminatory access to higher education. The dreamers, you made it happen. [applause] we may be called to defend those laws and defend them we will. Let me be clear. We will defend everybody. Every man, woman, and child who is hungry for a better life that has contributed to the wellbeing of our state. [applause] my second point relates to health care. More than any other state, california has embraced the Affordable Care act and over 5 Million People now enjoy the benefits of it. That coverage has come with tens of billions of dollars from the federal government. For any of that to be taken away , our state budget would be directly affected, possibly even devastated. Thats why i intend to join with other governors, senators, and with you to do everything we can to protect the health care of our people. [applause] replaced we planned parenthood has been unfairly attacked in too many places. [applause] third point, our state is known the world over for actions we have taken to encourage Renewable Energy and combat climate change. Whatever they do in washington, they cant change the facts. These are the facts. Climate is changing. Temperatures are rising. So are the oceans. National hat Natural Habitats everywhere are under stress. The world knows this. Countries signed the Paris Agreement to control greenhouse gas. Our own voluntary agreement, the under to allow you, has under , we cant fall back and given to the climate deniers. The science is clear. The danger is real. We can do much on our own and we can do more with others, other states and provinces, even countries, to stop the dangerous rise in climate pollution. Make no mistake, we will do exactly that. [applause] fourth is infrastructure. The Firm Intention to build and build big. Met with several labor leaders yesterday and committed to a 1 trillion investment of public works across america. I say, amen to that, man. Amen to that, brother. [applause] we will bid build new roads, highways. All across the wonderful nation. We have roads. We have tunnels. We have railroads. Applause. Get some [applause] as we face the hard journey we have to live with the better nature of our angels. We all have our opinions. For democracy to work, we have to trust each other. Strive not just for facts, but state them clearly. The famous dutch jurist said long ago, even god cannot cause two times two to not before. The science is clear and in our own eyes tell us that the seats in this chamber are filled and the sun is shining, we must say so. Not construct some alternative universe of nonfat that we find more pleasing. [applause] along with truth, we must practice civility. Although we disagree often along party lines, we can be civil to one another and avoid the rancor of washington. I urge you to go even further and look for new ways to work the on party and an act act as californians first. Democrats are in the majority, but republicans represent real californians, too. Way, those californians want to be heard, too, and want to be listened to. Lets Work Together to find more things to do together. We went beyond party for the Workers Compensation when we created the rainy day fund. Lets do it again to set an example for the rest of the country and in the process we will earn the respect of the people of california. [applause] now, thats a very good sign of potential bipartisanship. That may have been the biggest applause we got. Thats together, not separate. And then . Then there is perseverance. The sailing ship that brought my greatgrandfather to america was named perseverance. That is exactly what it took to and endure the dangerous uncertain months at sea, sailing from germany to america. But we now face different challenges. Make no mistake. The future is uncertain and dangers abound. To our it is a threat budget or to undocumented californians, or to our efforts to, climate change, or even more global threats, such as a financial meltdown or a nuclear incident, or a terrorist attack, this is a time that calls for courage and perseverance and i promise you both. [applause] let us remember, as well, that after the perilous voyage, those that made it to america found boundless opportunity. And so will we. Let me endring in the immortal words of woody guthrie. This land is your land, this land is my land. From california to new york island. From the redwood forest to the gulf stream waters. This land was made for you and me. Heres the part i really like. There are already 650 miles of fencing on the border, they tweet. This is from the chicago tribune, calling for congress to develop longterm funding , asirements for the wall part of the executive orders signed today by donald trump, abouteeted earlier today another issue on alleged voter fraud and will be asking for a Major Investigation into voter fraud, including those registered to vote in two states, those who are illegal, and even those registered to vote who are dead and many for a long time, depending on the results they say they will strengthen their voting procedures. The White House Press secretary, sean spicer, was asked about that issue today at the white house briefing. He wants to launch an investigation. To be clear, not just in 2016. In terms of registration for you have folks on the roles who have been deceased or moved . The 2016n just about election. This is about the integrity of the voting system. Where the studies to back up the suggestion that people who are dead are still on the roles . Attorneys representing the president elect during the recount emphatically stated that all empirical evidence suggests not the 2016 election was affected by fraud. How do you swear this . There are states that we didnt compete in where thats not the case. California new york, we didnt look at those states in particular. As a president noted before, he campaigned to any electoral college, not the popular vote. Places like iowa. He campaigned extensively to win in maine as well. To myll due respect brother in new england, you dont spend the time of time in maine to get that electoral vote. He would have campaigned more california, which he did not. There are big states, populous states in urban areas where you would have spent more time campaigning. But he played game according to the rules of. Thats an electoral strategy. The game. F thats an electoral strategy. But these issues and the bigger states are where we are going to look. There will be more on that as the week goes on and we will examine that further.
