The white house wanted to celebrate the first 100 days, maybe commemorating might be a better phrase to use. It really has been 100 days of failure for this administration outside of the appointment of neil gorsuch as the night member of the supreme court. It took the changing of the senate rules to accomplish. Very little the white house did beyond the nomination itself. We look at all the other failures of achievement and the first 100 days to i do not say this weekly because the American People are the ones that suffer because of a lack of attention and focus on the issues they are concerned about. Nothing in terms of jobs or economy. Nothing to show in terms of health care. Show fory nothing to draining the swamp. My colleagues. About those issues after me. With theto start broken promises that the president has made to the american evil. Promises he made and he broke. To helpsed tax reform middle america. To help the average worker and person in the United States. So far the only proposals we have seen our proposals to help the wealthiest in our nation. They talk about revenue neutral, initially here in the house, but not distributional he neutral, meaning that the wealthy would pay less and the poor would pay more. Outpresident has now come with a plan of 15 for some corporations. Forelp sweeten it democrats, to entice us, it is a plan to help the wealthiest in this country. He wealthiest corporations in the world at the expense of our nations deficit. Look at the budget. Boost theempt to defenses by 10 , 54 billion, he would cut meals on wheels, he would cut drive training, he would job training, he would cut many of the things we need to grow our economy and invest in the people of this country. Hint couldure, the not have been louder after the election. If there was an issue democrats could work with the president on and get off on a good relationship, it would be infrastructure. There is not a single concrete plan to repair roads, tunnels, bridges and invest in the future of our country. It was a missed opportunity the first 100 days. Our hope on behalf of the American People is that the next 100 days is not full of lies. Not sure it not full of should have, could of, would of. But to help advance our country. Democrats and republicans alike get that. We need to see cooperation. We need to see a president who is willing to work with democrats. And not simply work on issues we can agree on, but stop attacking our constituents directly. Speaking of the have myself, i said this over and over again. I want to work on the issue of infrastructure. I think democrats and republicans alike see a lot of problems with the code right now. It is difficult to attack those issues and work on those issues when my constituency feels under threat by this president. There needs to be more radical change in the ways in which the president is approaching his office. I pray for the president. I pray for the people around him. Thank you. Good morning everyone. Imident Trump Campaign keeping jobs here at home, creating more jobs, and buying and hiring american. But in his first 100 days, President Trump has still not put forward a single concrete job creating bill. Helps done nothing to working women get ahead. For example, he promised to it introduce an infrastructure package in the first 100 days of his presidency. That is not happen. He promised to do something to lower the cost of childcare. Except for lip service and window he has not done that. Proposed to cut jobtraining programs of the department of labor, making it harder for people to get the training they need for the jobs of tomorrow. Donald trump has failed on the Campaign Promises that he made to the American People. His talk is been tough, but the actions of an week. His string of broken promises is probably why he has the lowest Approval Rating of any president olledpulled this early p this early in their term. The American People are growing tired of all of the broken promises. Too Many Americans still struggle to get by. Theyre working harder and longer just to make and ends meet. We want to see the president lay out a detailed proposal, not just a lot of broad brush strokes and insincere promises. The fabricator in chief cannot talk his way through the next four years. For us to remind everybody about where we are at approaching 100 days of this presidency. I will talk about health care. Have beenrst 100 days nothing but a hot mess. Nothing is a better example of that then the Republicans Health care repeal attends. Not reform, appeal. The republicans plan would strip coverage from millions of americans. Folks would be forced to pay more for less, which is the exact opposite of what this president had promised on the campaign trail. Their plan puts in h tax on our iors and gave a huge take tax break to millionaires and billionaires if they been successful. It would take us back to the dark ages when people faced discrimination for preexamining this preexisting preexisting conditions for asthma and having a baby. These first 100 days, all we have seen our policy that would hurt the American People and the american economy. And so that working with us to improve health care and to make our country healthier, the republicans are hellbent on caring insurance away from millions of families. That is health care insurance. In these 100 days, instead of moving america forward, trump has most us backwards has moved us backwards. It is hurting our economy, hurting families, and when i say back to the dark ages, i had a town hall meeting where a gentleman asked a question in front of one adjective the neighbors and said that he took ,hree trips to the hospital three operations, he said my premiums have gone out. I said, ok. When he was done, i asked him a question. I said, did this happen before or after the Affordable Care act kicked in . He said all of that happened after. I say, what wouldve happened to you before the Affordable Care act . Question,finished my he said they would have taken away my house. Please understand, ladies and gentlemen, with the Affordable Care act has done is addressed health care and address the fear of Getting Health Care when you need it. That is why i wanted to focus on a Campaign Promise made by President Trump. Very appropriate in that this is his first 100 days. If you look back, President Trump both to the American People, really the american working people and say, he would drain the swamp in washington, d. C. The difference was he would come to question and d. C. , clean house, get rid of the come to washington, d. C. , and get rid of all the lobbyist. What has happened . We all know. Donald trump has done nothing, in fact he has done the opposite. Michael flynnout who resigned as the First National security adviser. He failed to disclose payments he received from the russian government and russian entities. After he was removed from the nsa, he registers as a Foreign Agent on behalf of turkey. There is no excuse for michael flynn. Even the Oversight Committee seems to be bipartisan and the fact that he has broken the laws. President trumps former Campaign Manager now runs a huge lobbying firm with another former trump advisor. Yet, trump has said that lobbyists are going to be stopped. Instead, we see them growing and hading in influence if they connections to this president. They were not stopped at all. Consider the white house underrs log, which president obama was public. So you knew who was seeing the president. We do not have that. In the same light, we do not have his tax returns to know whether or not there are any connections. It makes you wonder why . Why can he release those tax returns . Talk about conflicts of interest. We have ivanka trump, special assistant to the president who obtained trademarks from china. It happened on the days she met the chinese leader. Finally the ties to russia. If theres anything we all know, it is the fact that they have been tied to russia. Russia has also influence our elections. The question is whether they are continuing to do more of the same. Investigationat and we have not seen it happen. What does he have to hide . All of these things have a common denominator. The president does not value transparency, openness, and promises he made to the american public. With that i would like to turn it back to the chairman. My let me thank my colleagues for being here. To add to that, the connection theeen russia and president s tax returns, he still refuses to disclose his tax returns. We are interested for a. A myriad of for issues. Im speaking about his business empire. Most in sport most importantly we should be concerned with the affected has on our nation. We should be concerned with who he has borrowed money from and whom he is beholden to. That includes anyone close related to mr. Putin and his regime. With that we will open it up for questions. There we are wednesday morning. We run out of funding on friday night. How concerned are you about the government funding extension . The American People are about the ability of government to continue to function. I think democrats have been supportive of keeping government open. We have a record in the past of working in a bipartisan way with our republican colleagues. They could not get the votes in their own caucus to keep government operating. Tostand ready and committed work with our republican colleagues in a bipartisan way. What we have said in the past we will continue to say, we are pleased that the president has indicated he is backing off from the wall. We want to see the bill itself. We want to see what is in the bill as it pertains to Border Security. As it pertains to the possibility of hiring Border Security and guards. Whether or not there are additional things for the purpose of detention. Those are also things we are concerned about. Border enhancement, that is what it is called. We are pleased the president is backing off from the wall. He said mexico would build this beautiful wall. Every time there were some outcry about it, it would grow 10 feet taller. That will that wall will not be billed, it is not going to happen. The sooner that the president realizes that, not only from democrats but also republicans, they do not look to see that wall ever built. They continue to work. My understanding is that the and theirors counterparts in the Senate Continue to work. Their hope is that we will have a clean bill and move forward. Reporter i wanted to followup on the issue of cost sharing reduction. There is a disagreement within your own caucus on whether this should be included. Your own leadership has different positions on this. I dont think thats accurate. That is how it is reported. If they were both here right now you would find them very much in unison. Sometimes interpreted to headlines. Understandingd in funding will not have on all of our constituents, especially those who have been able to take advantage of the Affordable Care act and now have insurance where before they were denied it. Lets be clear about this. It was a republican led lawsuit that led to the halting of these payments so far. They can withdraw that lawsuit right now. The funds are there for the purposes. Lets be clear, i think the American People know who is standing for the Affordable Care act. , who is in favor of the Affordable Care act . Who is opposed . If there is one promise that i hope the president does break, is that he stops attacking the Affordable Care act. It is only hurting our fellow americans. Im concerned this will be the one promise he continues to keep, his efforts to destroy it. We dont have to add money to the appropriations bill. This is not about new money. That is what the cr is about, to keep government running. I dont think my republican colleagues want to see this go unfunded. The instability they would create in the markets would be monumental. To themselves and in their states, where we have seen the expansion of medicaid. Also those states that did not comply with the Affordable Care act themselves. Did not voluntarily enact the measures themselves. The impact will be greatest in those states. And they are largely represented by republicans. I just want to say, not tongueincheek, it is complicated, and this president was making promises he couldnt keep. He did not realize these are real lives involved and real issues at stake. And he didnt realize when he made those Campaign Promises over and and over that he would dismantle the Affordable Care act and that he would be taking Health Care Away from tens of millions of americans. Reporter the speaker said that cost sharing is not in the cr. That there wont be any language about it at all. Is that a dealbreaker for you guys at this point . The responsibility of continuing the government falls upon the majority. They determine what bill comes to the floor. And in what way it comes to the floor. If they need democratic votes, they need to be talking to us about what is in and is not in the bill. If the speaker working on behalf of the president is making these decisions, lets be clear, they want the Affordable Care act to fail. They will do everything they possibly can to see it fail. Reporter will you vote for it or not . I will see what measures are in the bill. Many democrats it be opposed to voting cofor a cr. There are two different edges they are trying to conflict. Republicans were gleeful about winning the house, the senate, and the white house. Governingsibility of is on their shoulders and with their majorities, they should be able to pass a cr without a single democratic vote. If they are not able to do that, that is their fault. Again democrats will come to the table and work with them. We want a cr free of poison pills. Those poison pills are very intentional. They know each time they insist on including those, they are losing democrats. Whether or not they can unite their party and govern in the way they are supposed to govern rests on their shoulders. Would you guys trust statements from the white house that says we are to take care of cost sharing . Personally, i dont trust anything that this president says. Again, i am not trying to be funny. He has flipflopped on the most every single statement, sentence, every single tweet. Personally, i do not trust anything he says. I would like to see it in writing. I would like to see it done in legislation. My question would become a given that the nature of the questions you are asking, is whether or not you know something that we dont, is that republicans dont have the vote. The only time they will come to us is if they dont have the vote. 231 in the house, and that is a lot more than 218. What do they need from us . The only time they are going to discuss this with democrats is if they dont have the votes. These, are hearing it must be they dont have the votes. That is a good statement as to what the republican majority is doing, in terms of getting their people together. What about the idea that this is trumps first test drive on a spending bill, paul ryan, first time having a complete the republican congress, with a republican president and they are running out of track here. It is 11 00 on a wednesday morning and they will concede they are ready to do a cr, when the size of this bill would be extraordinary. Rople would want to see the iders. When the white house be to this . What do you see . This is less than stellar in terms of governing. These first 100 days have been by all measures, and i think observers, even neutral observers, as being a disaster for the president. Think and the speaker, too. It is a combination. They have a overwhelming majority in the house, they have a working majority in the senate, and they control the white house. I think the president has gone through a learning curve and he continues to do that. It may be sometime before the president understands the legislative process and limited powers of the presidency and congress itself. I think he got that first taste when he demanded a vote on the Affordable Care act. It is not his position to demand anything. Here in the house or the senate. To some degree, i am not so sure mr. Ryan was trying to indicate that did him, but that is what happened. They tried to put a bill on the floor. It was not primed, it was not ready. I think they paid the consequences for that. Look, we are all about understanding the ability to use training wheels to get the two wheeler rolling. If they need our help to govern, then they will need our input. That is where democrats would like to determine we have leverage. We look forward to working with our colleagues if that is the case. Otherwise they are in charge. That is a great question. All you need to do is the press has reported very well how many times the Vice President has met with the republicans, at least in our house, i used that example, and with the speaker himself, convening republican after republican after Republican Group of members to try to govern. The bottom line is that they have been failing. Yes, i would say personally this is 100 days of failure of the white house. At the same time, it is amazing how when a Party Decides they are going to try to do everything by themselves without including the other duly elected members of congress, this is what happens. They are falling on their face and they are falling short on getting any of the things done they promised the american public. One of those things about the Health Care Bill that failed was it was so bad, thing god we have some moderate republicans that would not vote for it because they were trying to go so far to the right, that they were pushing 24 Million People out of health care and United States. The list goes on. Rep. Crowley quite frankly if youre on training wheels, you should let the budget, the cr, be as least complicated as possible. Given that you have leverage ner, hashe aisle, and ba said, and leader pelosi has demanded that the costsharing reductions be a part of this bill. Not to beat it to death, but is that still the position of your caucus . As i said before, and quite frankly, we are not negotiating in public this issue. The appropriators are working in meeting with the counterparts in the senate to discuss these issues as well. Moneye are saying is, the is there. It is not about appropriating money. These are appropriators that are negotiating an appropriations bill. The president would like to see, and republican colleagues would like to see an increase in defense spending, reported up to about 15 billion. What the appropriators are doing now is negotiating domestic spending. To complement may become our to complement maybe or to recognize any adjustments in appropriations. The costsharing piece is not an appropriation. I think we as democrats stand behind the Affordable Care act. We always have. We always will. We know what detriment it will bring to our nation if the president , as he has stated, using this potentially has outage. Using this as a hostage. He wants to hold hostage the Affordable Care act. The American People know what he is doing. They see through this. My republican colleagues could withdraw their lawsuit and ship these cost saving dollars where they need it. They are choosing not to do that at the moment. Moving away from the spending bill, you mentioned earlier that the president s tax plan might have a couple sweeteners for democrats. It has been reported that one of those things is something that has to do with infrastructure. What infrastructure, combined with the tax plan, actually make you more willing to work with them on taxes, or would your caucus prefer that infrastructure was dealt with separately in a separate bill . Rep. Crowley a proposal does not an accomplishment make. Simply proposing something was it three days before the deadline of his first 100 days . That is not in a published meant. The president apparently has proposed a number of issues that have not come to fruition at all legislative lay. What i would suggest on this as difficult as it is to work in silos, as a member of the ways and means committee, i stand ready to work with the republicans to address the issues of the code itself, which is on its face overly complicated because it is an manyient, its unfair in respects and does not promote growth within the United States or overseas. Those are things democrats and republicans can agree upon. Lets talk about a number that israel in terms of the corporate rate. Rate, inporate forunction with that 15 partnerships creates a 2. 4 trillion deficit over the next few years. Deficit, not paid for. The president does not propose any paid for, that i am aware of. That is not responsible. That is not even a proposal quite frankly. That is just taking a number of the sky and saying, i like 15 . We knew we could get to 28 without much we could change things around a bit in terms of expensing. Getting to 25 , very difficult. To 5 iso 2 impossible. Getting to 15 is not even a start. The House Republican ways and means chairman is not starting at 15 , he is starting at 20 . They need to get their act together, quite frankly. They have not. As i said before, and i will say it again, a proposal does not an accomplishment make. It is a nonstarter. And also, by what joe said, to your question about infrastructure, they would be burning the candle at both ends. When you cut 2. 4 trillion to use for infrastructure for infrastructure, you are burning the candle at both ends. The president is juxtaposing himself against his own rhetoric. I would add on the tail end of that, they have proven incredibly inept at passing anything. Adding two complex issues together does not bode well for a successful outcome. I think they need to keep it simple. When they have yanked the Health Care Bill off the floor, we remember what speaker ryan said. Speaker ryan said, there is a difference they learned the difference basically as to what finally govern. That is where we are at. They are learning what it is like to govern. And it is not simple. Again, if learning to govern is what resulted with that mess, and now we are hearing about all these different deals they want to find out if democrats are willing to buy into, it tells me they are still having a difficulty governing. And they have to stop doing that because the cost is being paid by the american public. They have got to get their own house in order. The people suffering are the working people. They are the ones the president promised he would make life better for them and all they have managed to do is make things worse. House is getting a briefing tonight on north korea. How confident are you that this situation will calm down under this president . Where do you stand on that right now . Rep. Crowley what kind of a question is that . [laughter] rep. Crowley whether it will soften or reduce. It is a very dangerous time that we live in, with an erratic leader. Im talking about north korea. It is a threat not only to its initial region, but the world. We take it very seriously. We are going to we will hear what the administration has to say about this. And the hope is that we can find ratchet down and the rhetoric, hoping that will reduce the rhetoric coming from north korea itself. But what the plan is going forward, in terms of engaging the rest of the world i thought it was good to see the president s daughter shake the hand of Angela Merkel yesterday. It would have been nice had the president had done that as well, in anticipation that we need allies, we need the world working together to address rogue nations like north korea. That those relationships, beyond germany, includes france and includes Great Britain and more of our natural allies, includes india, and includes china. Thehis point, we vetoed resolution before the Security Council last week as it pertains to north korea. That is not what we had hoped after the premier met with President Trump. But it did happen. What is working and what is not working, i think it is good the president is coming to us on this. Leen torn to co other issues pertaining to the war powers act and role of congress as well. To haually, you should go rris right now because testifying now is admiral harris of pacific command. He has said from prior years that the thing that keeps him up at night is north korea. The issue we will have to resolve there is whether the president has the powers to do what he is doing there as well. North korea or member, korea is still technically we are in an armistice there.
