Filipinoamerican, latino, africanamerican, it is an extra ordinary place to represent. How would you describe the relationship between Silicon Valley and washington . Ro khanna it is an emerging relationship. I think there is a frustration in the valley with the type of bureaucracy in washington. In the valley it is defined by a culture you are not afraid to take risks summit to fail risks, to fail. I think people think of washington as riskaverse and cautious. There is a cultural difference. On the flip side i think that people in washington have a real sense of our obligation to the nation. Sometimes i think Silicon Valley needs a dose of not just what theyre doing for technology, but what can they do for the country. As a how do you instill person representing Silicon Valley, how do you bridge that gap . Ro khanna i think this election was a wakeup call to a lot of saying, yes, there is extraordinary innovation and economic growth, but there are a lot of places that have been left out. In rico ready and economist at howeley has talked about there is a tech multiplier, 300 much piloting areas doing great. If youre outside of those metropolitan areas you are stagnating. I think one of the things Silicon Valley has to think about is, how do we create technology am a jobs, and opportunity across the country and partner with other places. Post is there anything you and congress can do to make that happen . Host is there anything you and congress can do to make that happen . Ro khanna if you look at Apple Computers they are creating jobs in Silicon Valley, but they are also creating the iphone and a software. The software. There is somebody in kentucky who has created a fourmonth educatethat not only people former coal miners and others on how to use ios software, but guarantee them a job. Apple says there are probably 2 million jobs that you could have by understanding basic web design, web creation. You dont have to be a software programmer, you just need the basics. How did they do this in kentucky . They had a grant from the appellation Economic Development center. That is a federal program. Congress could support programs like that that are not abstract Training Programs, but concrete, tangible skills that will lead to the jobs of the future. Host congressman, how can washington best help ease companies with tangible legislation . Ro khanna i dont think the question should be how should they help the company. Sometimes apple or googles interest might not be the interest of the average person. I think the question washington should ask is how do we make the jobs of the future accessible . Had we create those opportunities . How do we create those opportunities . We have to figure out what the credentialing will look like for the jobs that are available. Not everything will require a fouryear degree. I am not as concerned about people getting for your degrees or phds. What are you doing after high school that will get you a credential that will actually get to a job . I think the federal government should be looking to credentials that actually are relating to employment and having conversations with the private sector and funding those types of apprenticeships. Host funding. Ro khanna funding but also be creative about it. Mismatch aor misconception by some companies that they have to go to stanford or m. I. T. And higher from a certain hire from a certain elite institution. I grew up in pennsylvania and there are plenty of brilliant people with great skills that might not go to a fancy university. Companies have to think broader about how they will get their workforce. On the other hand our government needs to think about what type of credentials and skills are going to lead to employment. One example is anyone who understands how to operate on an ios iphone platform or android google, in a few months, they can get a job. Anyone who understands basic Cyber Security in a year can get a job. Not to be a partisan about it, but we had a president elect that had become a celebrity by a show called the apprentice we ought to do more of those type programs when it comes to tech jobs. One thing about these programs that are so important, for every one of these jobs created, there is a multiplier of four or five other jobs. Look at my district, i told you the companies, only 20 are actually involved in tech. Fuelsch industry restaurants, dry cleaners, it has a bigger Multiplier Effect than manufacturing. Host we want to get to david mccabe. David you mentioned job training, i think one thing that is interesting that we see is that we see often the pace at Silicon Valley is faster than the piece pace. That people can keep up with for example, over creates this uber created this new job force. If the government is training people, how do you make sure the training keeps up with Silicon Valley . Ro khanna on the training thing, there cannot be a promise without a job. A lot of times i think people in the abstract talk about Training Programs and you go and folks say, we have been trained, but no job. You actually have to tie training to jobs that exist. Lets take the example of driverless cars. I think some of the negativity of the job displacement has been overblown. Even if you have Autonomous Cars he will not displace Truck Drivers you will not displace Truck Drivers. Most airplanes are largely self operating, but we still have pilots to maintain the airplane. I would not want to get on a plane without a pilot, even though most of takeoff and landing is automatic. Similarly we will still have Truck Drivers even if it is driverless. The challenge will be those Truck Drivers will now need a slightly different bill skill. They will need a proficiency and comfort with technology. They need the ability to adapt and change. The skills that we need to teach javaot, you have to learn or proficiency in a certain android technology, the skill we have to get people is a technology proficiency, literacy that will allow them to continually adapt. David ro khanna i think that is easily doable. David can a Silicon Valley be created anywhere . Ro khanna i think it is unique. I wish we could create more clusters, but were there a lot of things that went into it. There was a university, venture capital, strategic federal investments. That does not mean that we cannot create other innovation clusters and encourage entrepreneurship. Steve case has a Great Program about investing in venture capital, not just Silicon Valley, but going across the country to invest in the future entrepreneurs. We dont need to have Silicon Valley everywhere. They would probably be a boring country. It is great we have different occupations, different cultures. What we do need is innovation and some jobs of the future accessible to all parts of the country. They dont all have to be Silicon Valley, but they all need to have some Tech Innovation hubs. That is doable. Host what have you heard from some of your constituents about the Incoming Administration . Ro khanna there is obviously concern. There is concern in particular issues of Civil Liberties and rights. You look at a place like the valley, it was founded by people who were immigrants. Grove. Sk and andy thisave a sense that incredible diversity gives us a strength because it gives us alternative perspectives, leads to risktaking, innovation. There is a concern that the administration not be too inward looking and still recognizes the extraordinary contributions and the competitive advantage we have the nation where everyone from the world aspires to come here. I think that is one of the biggest things that you hear. Host as a president who still uses twitter on a regular basis. He uses one of the products they came out of Silicon Valley. On a business side, is there concern . Ro khanna the question is what is he going to do . My perspective is, ok, we know some companies have trillions of dollars offshore. A good idea to bring that money back. The president has talked about that. The devil is in the details. Are we going to bring this money back in a way that will help main street, or will it help wall street . If we bring it back and it goes into cash buybacks as it did in 2004, we will have a bump in the stock market, but we will not have an expansion of jobs in my districts or across the country. If you did it in a way where it is linked to expanding payrolls, investment in actual job creation some of and i think it would be productive. Ank there is a lie at lot of weight and see. Wait and the. See. David what do you think the effect of his trade policy is on the Tech Industry . Was not for the transpacific partnership, i think the pharmaceutical protections went too far. It would have deprived to go around the world of potential lifesaving drugs. I think the balance of power with the multinational corporations went too far. On a more philosophic level, when we know in this country that there are folks who are anxious about their prospects, about whether their kids are going to have as good a life as they did, our First Priority has to be, how do we build our own workforce . Had a wee bit provide them with the opportunity before prioritizing global trade. I think this election showed us there are a lot of people who are not part of the innovation economic growth. I rather we focus first on them then focus on trade. David a lot of the companies in your district are committed to global expansion. Apple has courted the chinese market. It seems like they are close to a deal. I am wondering how you think that position might jive with the companies you represent . Ro khanna i think there are also taking about expanding in the United States. Google opened a data center in Oklahoma City in oklahoma. Salesforce bought chase tower in indiana. Created almost 1000 jobs. These are companies also looking for their Strategic Interests and partnering in the United States. Even if theyre not directly creating jobs, they are creating potential app developers. As a congressman who represents my First Priority has to be how do we provide these opportunities to people in this country. Host how can your Current Committee assignments help your work . Ro khanna i was fortunate to be on a Budget Committee which of course is debates the big issues of economic priorities. Where i fundamentally disagree with the president is his idea is that if we just have the right tax and trade policy we could somehow bring these old jobs back. Is, you have to think about the jobs of the future. It is patronizing to say that if you are a coal miner or thank them for building the great country we have, but it is patronizing to say that their kids may not aspire to do something in technology. The question is, how do we create that opportunity . That requires in investments in training and building these skills. That is the missing part of the president s agenda of job creation. You cannot just solve this by tax and trade policy. The Budget Committee will be debating those big issues. I am on the Armed Service committee where we will talk about Cyber Security. That is going to be a huge issue. Get into Cyber Security, Silicon Valley, washington, and the Trump Administration. There can be a mix of issues. Ro khanna the first thing is the Job Opportunities. Orther you are president republican or democrat, we know there are about 240,000 jobs in Cyber Security needed. We know that we dont have people skilled. A College Close to my district in oakland is showing a model where in two years of training you can get somebody certified in Cyber Security and get them a job. You dont have to be a programmer or go to m. I. T. Or stanford. You get two years of actual training and you can get a job in Cyber Security. There are huge Job Opportunities in Cyber Security. The frightening thing is, even if we care about our competitiveness, cannot put all of the burden on Cyber Security on private business, especially small and mediumsized. Most of the burden falls on the companies themselves. We need the government to have some sense of how we can protect Cyber Security so these companies are not having to bear all of the burden and the cost of protecting their own data. An unwillingness in Silicon Valley to work with this administration . Ro khanna i wouldnt say that. There is a skepticism. It is no secret a lot of people in Silicon Valley supported the opponent. A lot of them went when the president called to meet with the president. The question is, what is best for the country . There is going to be resistance where people think the president ss policies are not good for innovation, job creation, the middle class. First question is what is good for the country . If the president proposes something that is good for the country, there will be cooperation. And example i was interviewing somebody on the Budget Committee yesterday, the president called for the application of drugs from canada , a great policy, in my view. The republican witness was actually opposed to Donald Trumps plan, and was in my judgment, just articulating the pharmaceutical view. I will support it. I hope others from the valley would too. Think that could expose you to criticism from some of the people in your district . We have seen you said Company Leadership might support the president when the Administration Priorities are in line with their own. There was a story yesterday about how employees at uber our anxious about their ceo working with the president. I am wondering how you balance Corporate Leadership with the files that work employees that work there. Dont think Corporate Leadership is behind job creation. I think about the little guy , it works of these Companies Think the leadership with a that. Would tell you that. I think it would be irresponsible of me to think i represent the tech leadership. I am there to represent the entirety. On areas where the administration is doing things, which i think are fundamentally good for the american people, like allowing the import of restriction drugs, there i think we should find some way of working together. We get a not mean rubber stamp for policies that are corporate in nature. Is an example if the ministries and comes to support repatriation like in 2004, that Corporate Leaders want him a but i think it will only benefit the Corporate Leaders and will not create jobs for ordinary people, i will oppose that. My lens is, does it help the actual people in my district . Does it help people in the country . Not does it help some elite company. We have seen your new colleagues Pressure Tech companies over issues like diversity and Safety Measures in the sharing economy, are you willing to pressure the companies in your district, many of which have supported you . Ro khanna first of all i think there is an issue of ethics. I was joking, its i were to do some ofwere to do between the president has, i would be disciplined. You cannot use your office into bullying a company. You have to respect that. That said, i will certainly speak out for a policy perspective on things that will help increase diversity. Things that will help incentivize Tech Companies to pay their fair share of tax, to not outsource tax burden. We will stand up to them on issues of privacy. Net neutrality will be a strong one. I policy perspective i certainly have no problem standing up to tech interest. You will not see me tweeting at Tech Companies saying, you need to hire x. I fundamentally think that is not right to use your position to do that. David how would you balance the interests of the Tech Companies with the interests of low income people in your district. Income inequality is a huge issue in the bay area. Ro khanna i dont think there is always a conflict. I will propose a massive increase in the armed earned income tax credit. We need to make sure people who are working and right at the poverty line have a sustainable wage. I dont think that will face massive opposition from the Tech Community. Aam going to be sponsoring walmart tax, the companys underpaying them plays should share the public costs. Bagshould not be able to groceries at walmart and have to be on food stamps to buy groceries. If well marked and other companies are doing that, they ought to pay for that underpayment. Their policies there are policies i have that i think the Tech Community would be behind. If they are not behind it, so be it. By first obligation is to the people in the district. Host did you see that recent Facebook Post by a woman named melissa, calling out the companies. She is a tech executives in Silicon Valley saying that the rest of the world needs to get on board. She used some rather salty language basically saying you need to be more like us in Silicon Valley. Is there a disconnect between people in the valley and the rest of the world . Isnt a little bit isolated . Ro khanna the valley has to think about not only what is good for the valley, but the country. That is something i ran on. Trumpon, iident tweeted back to supporters and said california should not succeed. Secede. I read a poll that 30 of californians are contemplating this. People have forgotten the extreme very sacrifices that people in this country made so we can have the freedoms. I have the honor to represent my constituency. , no on to region print new or, no company is greater than the United States aremerica no entre nous no company is greater than the United States of america. You and it valuable for your district to have peter teel close to the president . Ro khanna he is an individual, i disagree on a lot of things, the gawker lawsuit, i didnt say it is valuable to me or the district other than the fact that the district, i think believes in the Free Expression of ideas. Peter teel is entitled to his worldview and articulating his policies. A lot of his policies i will disagree with. That is what robust public debate is about. I dont think we should assert discourage that. Host what do you think of the new chairman of the fcc . Ro khanna i tweeted at him about that you hallowed he about Net Neutrality. The open access to the internet is critical. Especially in the past election. We saw how much an impact the internet has on democracy. If we start to charge for access to the internet, that is going down a dangerous road, in my view, for fundamental equality and democracy. I will fight very hard for the principle of Net Neutrality. He has not replied to my tweet yet. I congratulated him and said, what is your view on Net Neutrality. David the likelihood is high that tom wheeler rules will not go away. Is a legislative effort to reach a compromise on the principle of Net Neutrality, what should that look like . Ro khanna i think it should be title two. Their needs to be congressional legislation. What is the compromise . Positiont is a correct that you should not have more speech because you are rich and you can pay for more access and faster lanes on the internet than someone who does not have money. Power the democratizing of the internet through sanderss campaign, and some who supported trump. We dont want to make the internet like broadcast television. I will continue to take the view of Net Neutrality. In the long run that will be vindicated. David you would not support a legislative compromise that included no throttling, paid prioritization, but prohibited title two. Ro khanna look at the details. I supported the Affordable Care act even though i think we need medicare for all. If there is a legislative compromise that i thought advanced a move towards Net Neutrality i might support it. Certainly i think the right way to do it is to have congressional legislation on title two. Not get that could in the Obama Administration and that is why the fcc rules are subject to being overturned. We need congressional action. David you think democrats might be more willing to come to the table . Ro khanna i think the democrats are pragmatic. I dont think they will fall on their swords if there is a legitimate compromise. A lot of times these things sound good and when you peel the onion they are giveaways to corporations. We have to see the details. They say, we can create millions of jobs, we need people to have the skills that will enable them to fill the jobs. I think that by far is the number one thing you hear.
