And whats your background for that position . My career has been at the Cross Section of sort of tech in the private sector, capitol hill but particularly in leadership and in the political space. I like to say its a zen diagram of winning campaigns, improve government and getting some tech chops every now and what is your training . I was trained in oldschool coding. I was pretty good at action script, which is a totally defunct language no. W. And doing communications marketing. I have always been pulled between those two worlds. To before we get wear a you are here today, how important is tech to a campaign . Matt i think it has become a core competency. It touches every aspect of the campaign. I cannot stress enough how important it is to win an election. Obviously the higher stakes the election gets, the more important that becomes. As activity director of the Republican Senatorial committee, one of our primary focus is was making sure that the Republican Senate campaigns or doing Something Like this as well. Cycleccessors in the 2016 continued that. Ran the most sophisticated without in 2015 question. Technology has become conditional to how you succeed. When we read in the newspapers that someone is crunching the numbers, what does that mean . Matt internet context it means using situational awareness, and what they are likely to do on election day. Absentee, it is no longer a oneweek window. It is possible technology and a realtimeta to sense of where voters are, their likelihood of supporting your candidate or opponent, and the likelihood to vote. You put those data points together and have a general picture of how the election will go. At least if you are doing it well. What do you look at when you look at a voter . Do you look at their Facebook Page . Campaigndepends on the and the level of sophistication. At the more advanced levels it is possible to use a long list of data points. Consumer marketing information. These trends go all the way back to 2004. Over who has the edge over these tools. That will continue for some time. Sometimes we have had the edge, sometimes they have had the edge. How can i put data points together to give me a more accurate picture where voters are . Leveraging all of the data that you gather as a campaign. You think about all of the doorknocking, online surveys and using that data in a centralized way. , whats is true for them does that say about where other people are . At the president ial level, that is something both the republicans and democrats are doing at a level of sophistication is at least equal to what you see in the marketplace. Laurels. Rest on your how significant is microtargeting . Matt this is a slightly outdated concept personally. Building charges of voters that elected george w. Bush for a second term. It is more possible today to use it in a more individual level. Not in a spooky, i know about you kind of one, but to identify voters that never would have been captured by microtargeting. Virginia, lets say there is a country that is overwhelmingly democratic. There has starkly been no public internet historically been no republican turnout there. As a result, there are a lot of low hanging fruit for statewide elections. There might be 10 republicans that, they dont vote because they think it doesnt matter. Both sides have been good at this. I know i am not going to win arlington county, but how do i get that 10 or 15 republican down to those totals. When these come down to a couple thousand votes, these can better. That is a traditional level. One of the buzz terms we use a lot is big data. Matt that can be overplayed like any kind of buzz term. The data is the most valuable asset that you have. Data that exists from the previous campaigns. This has been important in the last couple cycles. If someone volunteered in a. Ycle is that for sale on the market somewhere, someones big data . Of volunteerds data is usually pretty proprietary to political parties. There are obvious exceptions. Meetings more available in the marketplace they power ecommerce transactions, targeted facebook ads. One of my favorite analogies is the auto industry. I am not an expert in this by any means. I am told from that moment of therest when you see an ad, auto dealer essentially has three months to get you to buy a car statistically. They spent a lot of time managing resources, who is in the zone, and lets get them to the lot. If you show any hints of interest, you will see 3 months of auto ads. Is similar in the election. There is a lot of commercial data points that can be used for augmented data. It is a space race. How does that translate into your current job . Level, it fundamental is broader than that. Technology is fundamentally disruptive in every sector of our economy. Entertainment, news, banking, challengetion i anyone to think of a sector that has not been impacted in the last decade. And yet government is woefully behind in that area. This is more than a surface windowdressing problem, this is treating a disconnect between the way we live our lives, this ondemand 24 7 world where we can watch web videos from egypt at 35,000 feet, and the way that government works. That disconnect is getting wider. How do i leverage what i have learned from Tech Experience and campaigns . It is like, how do we apply technology to make government work better . Which has a side effect of taking money, making it the ultimate posy nobrainer in my view. It is not necessarily because were geniuses. It is because the disruption of technology is so fundamentally challenging our entire technology. Government has no choice but to reflect that. I dont think we have been through this before. Our democracy was created in an agrarian society. It survived and thrived, and improved upon itself as we went into an industrial society. We are at that same Inflection Point today. That great and amazing ,pportunity to not just survive but create a more perfect union. You think about the meeting on television. Amazinge main it is the role it continues to play, like cspan, and presenting a sense of ownership over our public institutions. Imagine what interactive technologies can bring to the table, not just watching these debates. That is my day job. Is there a different set of rules for government than business . Matt yes, and rightly so. Government is a public institution. Some of those rules need to be modernized and changed. It is now having the perverse effect. Their examples like that, email and privacy reform. The last time it had been reformed, top gun was the number one movie. Withaw that has to deal technology, it has to be reformed. Some of those rules need to be changed. The opportunities can in some ways be very impactful. Whook back to those folks started in the 1950s, tinkering with tv. I read a great article about how they did it. We are these serious grownups that will deal with newspaper endorsements, you guys playing with tv over here. Those guys not only became central to winning campaigns, but created things like 60 minutes in the information space. You can see an evolution with technology and politics. Ago 10 years dory cycle, the people that are becoming more important to a campaign. It is not the only thing. I think that reflects the reality where the tech is. New republican administration. What are you seeing . Matt tremendous opportunity. The first point i would like to make is that when it comes to tech policy, we have been bipartisan in a collaborative area. Last year through the Innovation Initiative we passed 35 bills. In less than six months the average bill had 380 votes. These bills are going on to become law. The last bill that the president signed i believe was an innovation bill. Before you even get to the context of the Political Energy withhere is a new administration to do things. This is a consensus driven area. I think we will see a lot of progress. When you think about this Party Alignment, hopefully it will create the opportunity to do more structural changes that will be beneficial for our democracy. Land . Re does privacy matt it is one of those Great American debates. That has been the topic of our entire conference and the new administration. There are important determinations that need to be made. Making sure we are aware we are setting precedents that will continue into the digital future. Thoughtfulbe very and sensitive to the fact that we are sending we are setting a second that lasts. A precedent that lasts. They are very thoughtful about the president s they are setting. Is important for the public to be engaged in that debate throughout it as it plays out because it will have such big implications for the way our society functions. You were in grade school when the telecom act was signed. Is it time for a rerun . Matt i know this has been discussed by the community chairs. [inaudible] it is a highimpact thing. That is one of the structural things being looked at. Anytime you have a Party Alignment you have to start looking at tackling those issues. I believe that bill was passed in the 1990s. Lior the unique thing about cyberreason is our mindset. We understand Cyber Security operations. I spent years in israel, then a few years in my Government Agency through the cia here. We have people that come from interpol and other agencies. In general, cyberreason is bringing general knowledge of what the adversaries are after. Then we develop the technology to protect these companies. Do take that mindset you do that as a computer or private security . We created a new big data a. I. Technology. The mindset is the same on how you find terrorist attacks. It creates something that is very powerful. How far along are we with Artificial Intelligence . A. I. A what if people use as a bad word. A. I. As af people use bard word. You defined the things that are normal and that are abnormal. Level 3 analyst is looking for an attack, usually they will have a hunch. Process. A real just a hunch, but a real attack happening in this country. How did you get started in this area . Lior in 1995i joined the israeli army. Inave been involved different shapes and forms. Some of them i can disclose and some i cannot. Is there a large Tech Community in israel . Lior yes. Think about israel as Silicon Valley on terrorism. The amount of entrepreneurship that happens in israel is phenomenal. Just in our space, there are more than 420 companies in the Cyber Security area. It is like every 2 people that left the army had an idea, they will pursue their dream and they will not stop. When did you find cyberreason . Lior i sounded it with my two cofounders in 2012. Since then the economy has grown from three people to 220 people. We have offices in tokyo, tel aviv, boston, and that you can. Why boston . Lior we were looking for a place on the east coast. We knew we were going to have development growth. In order to make sure those groups worked as one instead of two separate teams. We decided that we wanted to go to the east coast. With new york and boston, we decided we would be able to recruit more talented people in boston. We did the right choice. We managed to grow the team to more than 200 in boston. Did you consider washington . Lior we didnt to be honest. Considered, but back then washington wasnt even on our list. You are here at the state of the net conference. What are you doing here . Lior i believe that the Cyber Security agenda in general is super important and needs to be pushed. Cyber security is not a problem that can be fixed with technology and be gone. It is a problem that is here to stay. If our companies are not going to push and educate everybody about cyber programs, then i think we will be in a big problem. I think right now we see a lot of progress in the private and public sector. We understand that we need to start working together. If we are not going to work , then those things are gone. Your presentation was a chat with judiciary chair bob goodlatte. What did you talk about with him . Lior the new studies about encryption. Basically it was more about the use of encryption, and what is ok and not ok for the government. Meaning, is it ok for the government to put back door encryption in order to access information . In the old days, the question was of course yes. In these days, the answer is not so simple. Once you put any vector in a technology, yes it can be used for the government, but it can be used for hackers as well. We have learned in the past few years, if there is a backdoor, the hacker will find it. How do you hide it . Then you have a much bigger problem of sharing information. This way of sharing information has become public. Interested to is make sure that this is good because it protects everybody. Believe privacy is super important. There is no doubt about it. On the other hand we believe security is important. That is why we said earlier it is not an easy yes against encryption, or no. This is how we make that happen. We enable the government to do their job and enable private companies to do their job. I dont think there is an easy one line answer to this question. Are there state actors in the spring . Lior the answer islior definitely yes. And this is part of the education as well. If you look at the math, there are two forces in the arena. One or the state actors from many different countries. Countryhat every major understands that Cyber Security is a topic they have to address. Ai same thing with military, r force, and others they need to have a cyber force. What were seeing is another force that is becoming stronger and stronger, and this is the criminal. Suddenly you can encrypt files, you have bitcoins that allow you to get the money. Suddenly you have a strong Business Model that criminals seize. We will see state actors and criminals become stronger and stronger. Are the types of clients who are the types of clients that go for your products . Itr we realized in 5 years goes from fortune 1 to Midsize Companies that understand at the end of the day, if they are not going to protect themselves with Cyber Security, they will be gone. That is a risk to the business, not just their clients. We have clients from fortune 500 down to 200 people companies. What about the government . Lior youre not working yet with the government.
