Trouble for republicans and President Trump. The survey shows Democrat Conor Lamb pulling ahead of Republican Rick Saccone in tomorrows special election in pennsylvania. President Trump Campaigned for saccone this past weekend and the congressional race is seen by so many as a referendum on his presidency. Pat is a director at the polling institute. He joins us now. Patrick, break down these numbers for us. Whats the latest . We have a bunch of different models and weve been using these for the special elections, but a month ago sac krrksaccone ahead by a comfortable margin. Now what weve seen in past elections, particularly in alabama and virginia, he is also ahead by a low model of just two points. Thats a margin of error, certainly. But there has been a big shift toward saccone. Not only is he getting a democratic surge, but over the past two weeks, hes been able to convert a lot of leading people in this district. But they are blue collar voters who have democratic roots, and i think conor has been able to relate to them. People seem to like Conor Lambert than rick saccone. You have conor lamb at 51 , rick saccone at 45 . Thats a pretty large spread, right . It is a pretty large spread. Right now the momentum is certainly with conor lamb. It certainly looks like that. President trump is hoping his decision to impose tariffs on steel imports, aluminum imports will help republicans in this pennsylvania race. But your poll suggests that might not necessarily be the case. What do the numbers say about the tariff issue, which is a significant issue in western pennsylvania . Right. We tried to tie it directly to the vote. 96 of voters said its not going to change their mind at all on who they vote for. Saccone has a slight advantage on this but that doesnt change the voters. 43 say its going to help their economy, 36 say its going to hurt their economy because of other importers who use steel where they work at. This is kind of a wash right now. The other thing we dont know exactly is the impact that the rally had with trump there saturday night. Most of our polls were done before that happened. But it seems that for every extra voter trump turned out for saccone, there was a democrat who decided to vote for lamb. Once again for conor lamb, 45 , for rick saccone the republican. The polls close in pennsylvania 8 00 p. M. Eastern. Patrick, thank you very much for joining us. Now to President Trumps plan to combat gun violence and make the nations schools safer. The plan is notable for whats in it, certainly, but also whats not in the plan. It does call for some stricter endorsement of background checks, requirements that pave the way for arming some schoolteachers. But it does not include raising the age limit to purchase assaultstyle rifles, something the president clearly expressed support for in the wake of the Florida School massacre. You cant buy a handgun at 18, 19 or 20, you have to wait till youre 21, but you can buy the gun, the weapon used in this horrible shooting at 18. The people in this room pretty much, youre going to decide. But i would give very serious thought to it. Lets go to our senior White House Correspondent jeff zeleny. Jeff, the president has been tweeting on guns and School Safety today. What is he saying . Because the impression based on the plan released last night was hes walking away from his earlier suggestion that raised the age limit from 18 to 21 to purchase certain guns. If hes tweeting and not talking about it, if the president has a bully pulpit to use, something to draw attention to an issue, hes certainly not doing so today on guns. Hes not holding a public event to talk about this, so were about one month after that parkland shooting, and of course he convened a listening session here. He talked about it extensively. Now he is backing away from some of those proposals. Lets take a look at what he said this morning on social media. He said its very strong improvement and background checks will be fully backed by the white house. In legislation moving forward, bump stocks will be out. Highly trained teachers will be allowed to conceal carry depending on state law. On the 18 to 21 age limits, watching court cases and rulings before acting. States are making this decision. Things are moving rapidly on this but not much political support, to put it mildly. So moving on this but not like he said he was three weeks ago or so, wolf. But the president certainly not talking about it, not drawing attention to it today here at the white house, wolf. The president s plan, jeff, also calls for setting up this socalled Blue Ribbon Commission on School Safety headed by the education secretary betsy devos. This commission may consider age restrictions on some firearm purchases. This commission could be in business at least for one year, were told, before they come up with some recommendations. So this issue once begin comes up again. Give us some background why the president has decided to form this Blue Ribbon Commission. Wolf, certainly interesting. Forming a commission is certainly a common, typical thing to do in washington, but its far from suggesting or proposing or writing legislation. In fact, at a rally in pennsylvania on saturday evening, the president had this to say about forming commissions. Lets watch. We cant just keep setting up blue ribbon committees with your wife, and wroyour wife, and you husband. They meet and they have a meal and they talk. Talk, talk, talk. Two hours later, they write a report. Look, thats what i got in washington. I got all these blue ribbon committees. So, wolf, certainly interesting the president would say that on saturday evening and then about 24 hours after the fact would, indeed, announce the exact same thing on one of the most important issues of our moment here. So it is certainly not as vocal as he was being a month ago when he said he would be the president to change things on guns. Well see if that happens, wolf, but certainly an interesting Blue Ribbon Commission the white house has announced, wolf. They form these commissions when they dont want to go ahead and make a final decision, because its politically too difficult for them to do so. Jeff zeleny at the white house, thanks very much. For more on the president s gun and School Safety proposals, lets bring in political analyst rachel bates and senior political analyst gloria borger. I guess the president by all accounts pitched this issue of raising the age from 18 to 21 with the nra. The nra came out very strong, immediately after the president said it was a good idea, to oppose it. Dont forget, the president had a private meeting after parkland with members of the nra, the top echelon of the nra, and at that point they made it clear its something they couldnt accept. It seems to me since the president has spoken about it multiple times, one way for him politically to get rid of it, was to kind of kick the can down the road, which is effectively what hes doing with the Blue Ribbon Commission. And hes putting, you know, betsy devos in charge of it. You know, she is somebody that is not known to be as strong a proponent of, you know, lowering the i mean, raising the age for younger people to get guns. But now at this point well have to see what happens. But if youre a kid in parkland, and you heard the president originally and youre hearing the president now, you have a right to say, why are you changing your mind on this . Because as recently as yesterday morning, rachel, the Deputy Press Secretary at the white house was on abc, was talking to jonathan carl. Even yesterday morning only hours before the final announcement was released, he said this. Yeah, the president has been clear that he does support raising the age to 21. As federal policy. For certain firearms. There will be recommendations to states, a task force. Im not going to get ahead of it, but that will be a component, raising the age. It wasnt a component, they didnt raise the age. Theyre trying to have their cake and eat it, too. Theyre trying to say the president supports raising the age, he wants to be for stricter gun control measures, but hes not willing to put the Political Capital behind it. The nra is unwilling to raise the age for any kind of weapon. If the president wants to do that, hell have to really stick it to his party, go out there and call people and try to whip this. Youre actually hearing him sound more like a republican. Before he sounded like a democrat. Republicans on the hill were very concerned about that meeting he had a couple weeks ago where he endorsed a couple gun control measures. Now hes saying its up to the states to do the age thing. That was something specifically paul ryan said. After that, this idea has bloated. Were not hearing much about universal background checks. Its a whole different president now. The obama poll serv poll we t has rick saccone at 45 , conor lamb at 51 . A 6point spread right now. If things were going swimmingly, things would be going well for rick saccone, who is a big trump supporter. Also the president Just Announced tariffs on steel, which you would think would play well in this district, and im sure it does. And both sides have put a lot of money into this race. The president has privately mused, according to reporting out there, that saccone is not a good candidate, so you can see hes starting to distance himself a little bit from it. But this should be a shooin. This should be an easy win. To go back to the gun issue, one of the reasons the president isnt jumping into this wholeheartedly is because he knows hes got a lot of republicans out there who he would put in a tough place for the midterm elections if he did, and who would have to oppose him. So his instinct was to embrace on the gun thing, and then he pulled back. Now hes doing the tariffs because he wants it to help him in a state like pennsylvania, and it may not. The ramifications of a democratic win tomorrow in pennsylvania over the republican ramifications for the president and a lot of other republicans would be significant. Yeah, not only did trump carry this district by 20 points, but this is a district that has been republicanheld for Something Like 15 years. If they lose a district like this, theyre in big trouble in the midterm elections. As you mentioned, the president saying not the best candidate. We are hearing the same thing on capitol hill, theyre trying to downplay him, saying hes a little frumpy. Hes running as a democrat but he sounds like a republican. So theyre trying to sort of make excuses already saying this is not the typical situation that were going to encounter in the midterms. Theyre saying conor lamb, the democrat, is way more conservative than the democrats were going to see come up on the ballot in 2018, but i think they know theyre in trouble and this is going to look really bad for the president and the party. We can always overread these midterm elections, we look at one race, and we look at another race. But the president s popularity is under 13 . Webb his supporters are strong, but if you see in a district like this where he won by 20 points and hes got a candidate that is not as flawed as, say, roy moore was in alabama, then you have to start asking some questions about whats going on. And the president went to his district this past weekend to campaign for rick saccone, the republican didnt talk about him a whole lot. Talked about him for three minutes, 70 minutes about himself. These reports out there that the Michael Cohen team and his lawyer are seeking an injunction to prevent 60 minutes from airing, the interview, is that going to fly . So theyre smart to have that 130,000, which is far less than normal for arbitration, because they want to avoid that very thing. The House Intelligence Committees investigation into possible Trump Campaign collusion with russia is nearing an end. Its a move thats sure to infuriate the democratic members of the House Intelligence Committee who say there is a lot more work to be done. Lets go to senior Congressional Correspondent manu raju. A significant moment. What have you learned . Reporter we expect them to announce they are done interviewing witnesses as part of the russia investigation thats gone on for more than a year. The House Intelligence Committee is riddled with part stan strife almost from the beginning. The role of the chairman over the memos that came out this year and witness interviews that have taken place. Democrats have contended that not enough interviews have been conducted, not enough witnesses have produced documents and there have not been enough subpoenas issued for a range of documents from the democratic perspective. But republicans say its gone on long enough. They believe they have come to consensus that there was no collusion between Trump Associates and russian officials as part of the 2016 elections. Well, there are certainly pocket where is the students are doing well no, but your argument that if you take funds away that the schools will get better is not working in michigan. You had a huge impact and influence over the direction of the School System here. I hesitate to talk about all schools in general because schools are made up of individual students attending them. The Public Schools here are doing worse than they did. Michigan schools need to do better. There is no doubt about it. Have you seen the really bad schools . More concerning are the policies of this administration. Their unwillingness to protect student civil rights, invest in public education, unwillingness to do whats necessary to make our schools safer from gun violence. What does she need to do now as the education secretary . You are clearly concerned about the level of education in private schools. Well, if you look at michigan where the secretary is from, michigan has been declining in performance relative to other states for the last few years in no small part because of policies she supported. Like what . Policies that turned schools over to forprofit Charter Companies more focused on profits than students, unwillingness to invest in public education. There are more opportunities for affluent students, not enough for low income students. Those are places where she could be leading but isnt. Some of the Charter Schools are pretty good. As you look nationally there are places where you have high performing charters, but the problem . Michigan is there is no accountability for charter performance. You have a proliferation of low performing schools, examples of corruption, and you dont have the commitment in michigan that you have in other states to ensure quality in the charter sector. Has she reached out to predecessors including you to come in, sit, talk, get some advice . No. We had conversations before she took office, but not since. I worry that it doesnt seem like there is a lot of listening to teachers, students, and the things they are concerned about. How concerned are you that funds for Public Schools around the country are going down in exchange for some of that money going to alternative, other school of choice options . Very worried. If you look at indiana you see huge dollars going from Public Schools being shifted to private schools through voucher programs that dont have real accountability for performance, dont ensure students are doing well getting what they need. The argument is parents should have a choice. Public versus Parochial School or Charter School private school. The question underlying that issue is dollars. I believe dollars should go to Public Schools that are publically accountable. If a parent chooses Something Different thats their choice. There is nothing more important than education, as we know.
