In other words, we got weak inspections in exchange for no more than a purely shortterm and temporary delay in irans path to Nuclear Weapons. Whats the purpose of a deal that at least only delays Nuclear Capability for a short period of time . This as president of the United States is unacceptable. Other countries think in terms of 100 year intervals and not just a few years at a time. The saddest part of the deal for the United States is that all of the money was paid up front which is unheard of rather than at the end of the deal when they have shown they have played the rules. Whats done is done and thats why we are where we are. The Iranian Regime committed multiple violations of the agreement. For example, on two separate occasions they have exceeded the limit of 130 metric tons of heavy water. Until recently the Iranian Regime failed to meet our expectations in its operation of advanced centrifuges. The regime intimidated International Inspectors into not using the full inspection authorities that the agreement calls for. Officials and leaders have claimed they will not allow inspectors on to military sites even though the International Community suspects some of those sites were part of irans clan destine Nuclear Program. Many people believe that iran is dealing with north korea. I am going to instruct our Intelligence Agency to do a thorough analysis and report back their findings beyond what they have already reviewed. By its own terms, the iran deal was supposed to contribute to regional and International Peace and security. And yet while the United States adheres to our commitment under the deal, the Iranian Regime continues to feel conflict, terror, and turmoil throughout the middle east and beyond. Importantly iran is not living up to the spirit of the deal. So today in recognition of the increasing menacy posed by iran and after extensive consultations with our allies, i am announcing a new strategy to address the full range of irans destructive actions. First, we will work with our allies to counter the regimes destabilizing activity and support for terrorist proxies in the region. Second, we will place additional sanctions on the regime to block their financing of terror. Third, we will address the regimes proliferation of missiles and weapons that threaten its neighbors global trade and freedom of navigation and finally, we will deny the regime all paths to a nuclear weapon. Today i am announcing several major steps my administration is taking in pursuit of the strategy. The execution of our strategy begins with the long overdue step of imposing tough sanctions on irans Islamic Revolutionary guard corps. The revolutionary guard is the iranians Supreme Leaders corrupt personal terror force and militia. It hijacked large portions of irans economy and seized religious endowments to fund war and terror abroad. This includes arming the syrian dictator and supplying proxies with missiles and weapons to attack civilians in the region and even plotting to bomb a popular restaurant right here in washington, d. C. I am authorizing the Treasury Department to further sanction the entire Islamic Revolutionary guard corps for support for terrorism and to apply sanctions to officials, annuals, and affiliates. I urge our allies to join us in taking strong actions to curb irans continued dangerous and destabilizing behavior, including thorough sanctions outside the iran deal that target the regimes Ballistic Missile program in support for terrorism and all of its destructive activities of which there are many. Finally, on the grave matter of irans Nuclear Program, since the signing of the Nuclear Agreement to the regimes dangerous aggression has only escalated. At the same time it received massive sanctions relief while continuing to develop missiles program. Iran entered into lucrative Business Contracts with other pears to the agreement. When the agreement was finalized in 2015, Congress Passed the iran Nuclear Agreement review act to ensure that congresss voice would be heard on the deal. Among other conditions, this law requires the president or his designee to certify that the suspension of sanctions urn the deal is appropriate and proportionate to measure and other measures taken by iran to terminate elicit Nuclear Program. Based on what i put forward, i am announcing that we cannot and will not make this certification. We will not continue down a path whose predictable conclusion is more violence and terror and the very real threat of Irans Nuclear break out. That is why i am directing my Administration Work closely with congress and our allies to address the deals many serious flaws so that the Iranian Regime can never threaten the world with Nuclear Weapons. These include the deals sunset clauses that in just a few years will eliminate key restrictions on irans Nuclear Program. The flaws in the deal also include insufficient enforcement and near total silence on irans missile programs. Congress has already begun the work to address these problems. Key house and Senate Leaders are drafting legislation that would amend the Iran Nuclear Review act to strengthen enforcement and prevent iran from developing an internet this is so totally important. However in the event we are not able to reach a solution working with congress and our allies, then the agreement will be terminated. It is under continuous review and our participation can be canceled by me as president at any time. As we have seen in north korea, the longer we ignore a threat, the worse that threat becomes. It is why we are determined that the worlds leading sponsor of terrorism will never obtain Nuclear Weapons. In this effort we stand in total solidarity with the Iranian Regimes longest suffering victims. Its own people. The citizens of iran have paid a heavy price for the violence and extremism of their leaders. The iranian people are just longing to reclaim their countrys proud history. Its culture and civilization and cooperation with its neighbors. We hope that these new measures directed at iranian dictatorship will compel the government to reevaluate the pursuit of terror at the expense of its people. We hope our actions today will help bring about a future of peace, stability, and prosperity in the mideast. A future where sovereign nations respect each other and their own citizens. We pray for a future where young children, american and iranian, muslim, christian and jewish can grow up in a world free from violence, hatred and terror. He said congress will work closely to address what he calls the flaws of this agreement. We listen he went further than all the advanced work going after iran and making it clear. He sees this deal that was negotiated during the Obama Administration with other permanent members of the Security Council. He sees this deal as a horrible, horrible deal and the u. S. The fact is this agreement covers only the Nuclear Program. It doesnt cover Missile Technology or terrorism. You can argue that it should have or you should have fought for that, but the agreement does not. Though the president is decertifying and saying it is violating the agreement, the senior advisers said publicly and repeatedly, it is not. The final point i would make it this. The u. S. From talking to sources over the last several months, we have been given the full picture that time and again people like the National Security adviser hr mcmaster and Rex Tillerson and the defense secretary james mattis tried to go to the president and impress upon him that you dont like this deal, but guess what, if we pull out, we are isolated by much of the world. This is not a Bilateral Agreement between the United States and iran. Other parties are involved here. This may be something where the president issues a lot of tough talk that makes him feel good and at the end of the day, congress and the senate need 60 votes to deal with whatever bob corker comes up with. He is trying to craft a deal and the congress can act on. If congress does nothing, we have been told by officials the iran deal stays in place. Until he decides it shouldnt. If iran agreed to that and most of the provisions were way beyond the next several years. Its very hard to see how weakening this deal will achieve what the president wants. He wanted to get from under that trap. This will be fraughtful. They have 60 days to consider this. Who knows what happens in the 60 days. This could Push Congress to pull the plug on the deal. If that happens, america will be isolated, not iran. The Treasury Department even as we are speaking. The new quite dogs and and the irgc guard core of iran. Is that seen as a violation of the agreement under the Iranian Regime . I dont think a violation of the agreement, but we have a large battery of existing sanctions against individuals and we have plenty of authorities to go after them. I think there is a risk that they will take this and try to retaliate against American Forces in iraq. You have to be careful. When the period said there have been multiple violations of the agreement in terms of the centrifuges and intimidating inspectors and not letting them go to military sites, does he have a point that these are violations of the agreement . No, he doesnt. What happened is this. On a number of occasions, there have been concerns about actions iran has taken. They were brought to whats already in the agreement. Thats basically a dispute. We control that with our european allies and we have the majority vote. Each of these where we had a concern has been resolved and iran pulled back from doing things we thought were questionable. Lets clear up one thing. There is access to military sites under the agreement. There is a red herring that they are not allowed to go there. If they have concerns about an activi activity, they can ask for access. They can get referred to the Security Council and a Single Member that is the United States can snap back the sanctions if they think iran is blocking access. Its not a question of violations and the president has decided not to certify the deal not in terms of compliance, but he said that the sanctions rethat has been provided is not appropriate and proportionate to the steps that iran is taking and is supposed to take under the deal. I long recommended that we shouldnt walk away from the deal. We should try to fix the deal. What he has done is sent a message to congress and the europeans that im going to give you time and space to fix the deal. That fear is motivating people to say we may have to fix this deal, but we definitely need to end the paralysis and push back strongly against the destructive behavior. I think thats the headline. If anything, the paralysis is during the Trump Administration. During the Obama Administration. Against vary malicious activities. Including sanctions on the books by congress and the administration and today. He is right. There is a larger strategy than the president talked about. It is right to try to push back and contain irans activities in various places that are profoundly against our interest. By creating a huge distraction, a self inflicted distraction ask raising up with an agreement that is working. That will make it harder and not easier to get focused and rallied. The difficulty is pronouncing that suddenly we have a Better Health care system. It takes time, it takes a lot of certainty and he he has injected into the marketplace. In april, as you know, allowing individuals to create the cooperatives, the group Insurance Companies that will allow them supposedly to have lower insurance costs, a lower premium, and that they can buy insurance across state lines. Today the Justice Department says other subsidies will go away and can you do just that. Right. That will create a system of higher rates. And everything that youre saying, i asked someone from the Obama Administration who had worked on this, and i said, what did you think about it . He said, quote unquote, its evil. Wolf, when you talk about cutting subsidies and trying to recreate market with uncertainty, you are hurting the least of these. Going back it what davto what d said, the people hurt by the lack of subsidies, im not just thinking about the africanamerican community, who at first when they joined in on the website thought, i dont know if i can pay for this, and a lot of them did not jump to it to click the button to enroll because they didnt realize that subsidies would help them get insurance. But im thinking about the poorest of the poor. Those in appalachia who need the aca, Affordable Care act because they dont like obama care. Because they didnt understand the difference. So im just thinking about those kinds of people and how this will hurt them instead of helping. The president is embarking on something he want to fix this, repeal, replace, whatever he wants to do, totally abolish obama care. He want to create something new but he doesnt really realize the ripple effect. This is where i think this relationship is what we are talking about with iran. He would like to shock people, dare people yeah. Shock and awe. Working to perhaps strengthen in ways that arent clear yet in either case. I think would he want to do a deal on obamacare that says a deal with the democrats. Yeah. Because republicans werent able to get it done. On the other end he wants to show there is something on the other end of it. He cant help the people not joining in. That makes the whole thing not work so well. But there are a lot of people who are benefiting and they will remember it is dup. Yesterday, the president said mark short told me that, a new effort to repeal and replace obamacare probably cant come at least until the spring of next year. But you know, there is an effort in the senate right now, lamar alexander, putty murray, democrat, they are working on fixes to the obamacare. There are problems with obamacare. They are working to come up with fixes. Potentially they could get significant support across party lines. They could. But the problem is, everyone on all sides, even the people in the Obama Administration said there are issues, but lets Work Together and fix this. But when you have a president held bent on just abolishing it period, you know, you could say lets fix it. He wants it the way he wants it. And it is not coincidence that everyone when they created it before, the repeal and replace, certain people were left off and certain people would be hurt. This is once again, it is following the pattern. So you know, they can come up with something that might help the people, but this president is going down the road of what we have seen before. He is hell bent on making it the way he want it. But he doesnt necessarily know how he wants it. People who have worked on this issue who worked directly with the president said he is pretty shallow. He he has seven years to figure it out. Piece by piece is not wait to get comprehensive change. David, also in april, trying to do away with several of the legacy items of the obama presidency, whether it is the paris climate accord, nafta, Trans Pacific partnership, Iran Nuclear Deal, as we just saw. The obamacare, Affordable Care act. Some of the legacy items, you know, he says, get rid of them. This could be a really perilous bet. Lets look at our recent history. A lot of what president bush did post 9 11 is in response to the president you covered, president clinton. What they described as more of a wishywashi Foreign Policy and they were going to be stronger an reject american power. We saw with the iraq years meant. So this unwinding of a predecessors legacy, is can be good politics. But its got its huge down sides. And it is interesting how President Trump is huffing and puffing but not quite blowing all these things down yet. But what cost . Gail, talk a little bit about what we heard from the president today. I know you were listening very carefully too his decision to decertify the Iran Nuclear Deal and say you know what, he will work with congress to work with a better plan and allies will have to go along with that. What was your reaction . It is fascinating. You have have dessert if ication. So you can decertify without causing it to collapse entirely. I think thats what you really saw happen today and a lot of people were worried, i think, that it was going to go the full road. I think that shows you a lot of what this administration has done, which is really to talk a great deal about making a break with the past. But when it comes down to the substance, there is much more of what was than you would have expected perhaps listening to some of the Campaign Rhetoric. You think the european allies, british, french, germans will go along with what the president has in mind . They have already registered very deep unhappiness. They have talked, just last month, what secretary tillerson was laying hints that this might be coming. The europeans said, listen, we have one potential Nuclear Crisis in north korea. We dont need another one. Secretary mattis, actually, even on the hill as recently as just a few weeks back, saying that as he saw it at that moment, the remained in the national interest. There are a lot of voices that said, listen, dont go looking for another crisis. I think what you see today is some measure of listening to those folks while also really accomplishing what he wanted to do from the president s perspective in terms of the domestic politics and really giving into folks who said this sbad deal, talk about how bad of a deal this is. But when it comes to actual substance, there is much less change than you might expect. How do you think, gail, the iranians will react to the president s tough talk . Well, i mean, they would certainly be watching very closely. They have said tle wont renegotiate the deal. But it is interesting. If you look what the is happening in the kerds, this is separate but related. Iranians have not tried to provoke the u. S. Ira iraqi kyrgyzstan had this big revere referendum. There was a thought that they he would come in hard, in terms of what the iraqi and kerds have done. They havent wanted to go too far because they know the kurds are american allies. So there is discussion from the iranian side and on their side, some sense after game that they can look like party that is really holds its own end of the bargain without aggravating the americans too theory on other fronts including and when it comes to the kurds. And the Treasury Departments decision today for practical purposes to designate the Islamic Revolutionary guard corps, which is a huge element hold on one minute. The president just made a statement moments ago. Lets listen. What it is going to do, is it is going to be time to negotiate health care that will be good for everybody. That money is a subsidy for Insurance Companies. Take a look at their stocks. Look where they are. They are going through the roof. From past, i dont know about today, but the Insurance Companies have made a fortune. That money was a subsidy and almost you could say a payoff to Insurance Companies. What we have to do is come up with Great Health Care. Thats what i did partially yesterday. Thats going to cover a big segment. But now for the rest, we have to come up with whether it is block grants or something else, and we just about have the votes. Now if the democrats were smart, what they do, is come and negotiate something where people could get the kind of health care that they deserve being citizens of our great country. [ inaudible ] why not just now [ inaudible ] we will see what happens over the short period of time. I could do it instantaneously but i like the twostep process better. [ inaudible ] no, because i think what we will be able to do is renegotiate so everybody gets we just took care after big chunk. Now we will take care of the other chunk. What would be nice if the Democratic Leaders could come over to the white house. We will negotiate a deal thats good for everybody. Thats what i would like. But they are always a block vote against everything. They are like obstructionists. If they came over, maybe we could make a deal. But the subsidy is really a subsidy for the insurance company. Thats not going to people. Thats making Insurance Companies rich. John . [ inaudible ] i may do that. I may do that. The deal is terrible. So what we have done is through the certification process, we will have Congress Take a look at it. And i may very well do that. But i like a twostep process much better. John . The deals made on baik wioba and executive order yes, great support. Can democrats say, look, come to the table and ne gotiate well, as you know, thats a big chunk and it is very popular. You will have millions and millions of people sign up of that. Im not doing that consciously, i will say this, john, that the democrats should
