Its interesting because we are ending a second week where the president has indeed reached a deal or the beginnings of what could be a deal with democrats. It is the sign of a clear new strategy by this president who wants to get something done and learned the lesson of health care. Of course there was not an accomplishment. When he was flying back to washington from florida, he explained the new governing style that now includes democrats. I guess we dont have that clip. What he said was i guess we dont have the sound. I will tell you that next week is not going to be short on topics. I think first of all we can all say it is a new day at the un. The un has shifted over the past several months. Its not just about talking. Its about action. They get used to acting resolutions whether with the un reform or Peace Keeping. They are all anxious and the Vice President and the secretary of state. And to show the strength that we have in the world. The first time that the president has addressed the General Assembly and he will make quite an impact in terms of the issues that we are dealing with. We have three events that will be extremely important. The president will highlight the reform of it. We have a massive reform package being led by the secretary general and stream lines not just the processes, but the budget as it goes forward and makes the un much more effective. We have the president headlining theest that would support the secretary general and the impressive part is we asked them to sign on to the supportive reform and 120 countries have signed on and will be in attendance. The Vice President will be doing two very important briefings. One on Human Rights Council and now more than ever, human rights matters. We say all the time if a government doesnt take care of its people, bad things will happen. We are seeing that in multiple places and all the reason why the Human Rights Council needs to be effective. The Vice President will support the reform and need to be drawsed when it am cans to human rights. The second is on Peace Keeping. They have taken every mandate and changed it. Basically we have saved a half billion. Before anyone thinks its a travesty, if there was a challenged area, they would throw more troops at them. Now we are making sure they are trained and arm and making sure we are more effective so its smarter and it cut half a billion and in some cases we have to increase and decrease. Having the Vice President talk about the importance of the Peace Keeping being effective is very important. As i said, there are no shortage of issues with north coares being front and center. Terrorism efforts and how we counter that is a huge topic on what we are dealing with. The humanitarian issues we face from around the world. The General Assembly will be active and i think the u. S. Is going to be strong next week and we look forward to a good week. Thank you, general. The biggest Foreign Policy challenge. About a month ago the president issued a threat to north korea for fire and fury. As you know at the un Security Council, you imposed tougher sanctions on north korea. Both are not changing. Is that something that you are contemplating. You can weigh on this as well. What was important is that we try to push through as many Diplomatic Options that we have. If you look at the resolutions that passed in the last month, they cut 30 of the oil and they banned the laborers and 90 of the exports. They ban joint ventures. They have taken in the words of north korea, they have strangled that and that will take time and it started to take effect. They continue to be provocative and reckless. At that point there is not a whole lot the Security Council will be able to do when you cut 90 of the trade and 30 of the oil. Having said that, i have no problem ticking it to general mattis. He has plenty of options. The point that these sanctions are just now taking effect. What is important is rigorous enforcement so we can let the economic actions and diplomacy progress as best we can. We ought to make clear what is different about this approach. We are out of time. As haley said before, we have been kick the can down the road and we are out of road. For those who have commented about the lack of a military option, there is a military option. Its not what we prefer to do. What we have to do is call on all nations, call on everyone to do everything we can to address the global problem short of war. That is implementing now the significant sanctions that have gone into place and convincing everyone to do everything they can. Its in their interest to do it. Whats different about this approach to north korea is worth noting. First of all, there is consensus among all key nations that denuclearization of the peninsula is the only acceptable objective. The second thing is this is not an issue between the United States and north korea. This is an issue between the world and north korea. The third recognition is there is a lot we can do about it together. We need time obviously for any strategy to work. It is a sound approach to a difficult problem. We will see if it succeeds. Ambassador haley, at a conference call, jonathan from the senate and International Studies said next weeks unga will be just as much the world taking it. They said its like speed dating from hell and a sophisticated dance that neither secretary of state tillerson or the president have a strong point on. What would you say to people who are wondering how the u. S. Will do. There is a lot of interest of how they will do. We will be solid and strong and if you look at the meetings the Security Team has, these are important meetings. This is going to talk about the issues and the issue in burma and venezuela and nobody will grip and grin. The United States is going to work. With all of the challenges, the community will see that. This is a time for us to be serious and talk out the challenges and make sure action follows it. In addition what we do and we have been criticized for not being involved too much. Especially by the third. When you go to new york, in addition, how are you going to address the criticism . We had led humanitarian efforts and human rights in general is important. Thats something we have been loud on which is the fact that you have to protect the humanitarian side and the democratic republic of congo. The fact that we are trying to deal with burma and find out ways to get access in there. Yemen is something that the United States has been working very closely with the saudis on to make sure you get access. We have been as active and vocal in leading the charge on access in all of these areas. We are making a difference. Just in syria, we had over 3 billion we have given in terms of helping that situation. Venezuela, you saw what we did with the sanctions. We are making sure they get that. We are taking that seriously and thats of utmost importance that we get front and center of that one. You mentioned the terror incident overseas in london. The president tweeted that it was sick and demented people in the sights of Scotland Yard. Prime minister may said that was not helpful. Did the president share information that he was not suppose to and why was he speculating . He was communicating that obviously all of our Law Enforcement is focused on the threat for years. Scotland yard has been a leader as our fbi has been a leader. If there was a terrorist attack here, god forbid, they were in the sights of the fbi. He didnt mean anything beyond that. Im not clear. Generally terrorists are a focus or in a specific incident they knew this was coming . I think he means generally this activity is what we are trying to prevent. These organizations that we are responsible for and whatever comes out remains to be seen. It is likely that Law Enforcement had been working on that problem. Were you on the call with Prime Minister may . I was not on the call. More un action that could be taken, are you hopeful that there is any chance for a full oil embargo as they wanted or at what point he said this was a small step in the last vote. Disagreeing with you, but secretary tillerson agreed with him. At what point do they put tougher sanctions on china to put pressure on south korea. They talked about wa a sanction this was. The first was a billion dollars. And just imagine in this happened to the United States. A 55 reduction in diesel and oil. Overall ban of natural gas. Overall ban of any substitutes and textiles and stopping the program that is modern day slavery. Stopping all joint ventures so Foreign Investment goes in there. We have cutoff 90 of trade going into north korea. They are saying that this was whether some believe its big or small, what the president is saying this is just the beginning of what we can do. Its going to be by the time we get going on this if we have to go further, this will look small. It was a massive sanctions bill. The fact that we had a 150 record and china and russia on board, that is important. We cut 30 of the oil. Is there more you can do . There is always more you can do. You get into the humanitarian aspect of it. At what point are you going and hurting down to the people of north korea. We will always explore all options. Today turkey, russia and iran agreed to deploy 1500 monitors. Does that leave the u. S. Behind and what exactly will the focus be when you talk about syria . In general, you said the meeting between the Prime Minister and the president , how much of that will take place in that meet something. The efforts have been remarkable and to see how we bulldozed through isis shows how strong the u. S. Has been in partnership with them. We are also looking at post isis. What does that look like . Iran is not going to be in charge and not going to have any leadership in that situation where they can do more harm. Syria will always be a topic and we continue to be strong with no chemical weapons and making sure we are looking at the humanitarian situation. The u. S. Is a strong person in the resolution for syria and will be until everything is stable. I think we are not going to be satisfied until we see a solid and stable syria. That is not with assad in place. We will continue to be very effective and be a part of that process to get to a resolution. I will say that of course the president will talk about the prospects for lasting peace among a broad range of issues with really all of the leaders he is meeting during the week. Eye quick question. The first is the fact that president putin and president xi will be there and general, you have been insisting a lot on the respect of sovereignty. Wo wouldnt an investment be part of getting involved and having this stronger impact . I think its going to be strong and have an impact. You have two very strong foreign minsters that will be there and the idea that we will be talking about syria and north korea and iran and all of the other things, it will be serious discussions and the fact that president xi and putin could not be there will not change the talks. Thats their choice to not show up. I want to say that the assembly is not a substitute for bilateral relations. The president has been working very closely with president xi on this common problem. The discussions will continue and continue in the context of multilateral conversations. They avoided certain World Leaders and problem avoided will they speak to the president while he was there. The United States designated them after he victimized his own people and denied their rights under his own constitution and i think the president made clear, he is willing to talk at some point in the future and it would have to be after rights are restored to the venezuelan people. The future of india and Security Council with this issue. The reform is still being talked about and its something that india wants. We will have to wait and see. Education right now, the sanctions will work towards north korea. You have to look at how much has been cutoff. They started to feel it and they are getting ready to feel 90 of their exports going away. 30 of the oil, imagine what that would do to the United States. He believes there is Great Potential in the United Nations, but the world is seeing it. It is becoming more effective. Did it articulate his attention to funding at all levels . You laid out chin migration, this is referring to the idea that people given status in a bill could not then sponsor relatives later for immigration status. Has he drawn a red line on that .
