Hopefully we will never have to use this power, but there will never where a time that we are not the most powerful nation in the world. The president s tweet follows his stark warning to north korea. North korea best not make anymore threats to the United States. They will be met with fire and fury like the world has never seen. Secretary of state Rex Tillerson says the president wanted to put north korea on notice. I think the president , what the president s doing is sending a strong message to north korea, in language that kim jongun would understand because he doesnt seem to understand diplomatic language. The heightened tensions with north korea follow in advance of its nuclear program, intelligence sources now say north korea has the ability to miniaturize a Nuclear War Head to fit on top of a ballistic missile. And in its latest salvo, north korea has threatened the island of guam. Lets get some more details on all of these latebreaking developments. Our pentagon correspondent Barbara Starr is with us. Barbara, these very deliberate statements issued bicey secreta of defense james mattis. You very seldom here from a secretary of defense and never casually. James mattis said in a statement to north korea, that it should discontinue any actions that would lead to an end to the regime and the destruction of its people. This is an effort to convince kim that he must give up this Nuclear Deterrence he thinks he has and that he cannot take these actions, especiallily after everyone saw the threat from north korea to attack guam. Theoretical, real or not, it is a threat against the United States. That is what youre seeing a response to. At the end of this statement, secretary mattis also using some very deliberate words, he says that the combined allied militaries, which is really the United States, now possessed the most precise, rehearsed, and robust defensive and offensive capabilities on earth. He goes on to say, north korea will be grossly overmatched and would lose any conflict it initiates. This is the u. S. Defense secretary spelling out what the u. S. Can do to north korea. So what kind of response are you seeing there, how are the folks, about 162,000 people live on guam, all u. S. Citizens . Reporter i just landed here less than two hours ago, and believe it or not, i flew from south korea, on a plane that was full of korean tourists coming here. The hotels, most of them are completely fully booked. It was hard for us to get a hotel room here. So the Tourism Industry is clearly still functioning right now. There was some gallows humor from customs officers at the airport, hey, are we going to get attacked . Officials statements have come up, and i should just add, there are no signs that i have seen of panic or preparations by the population here for any possible conflict. Then youve got a statement from the governor of guam, who said that there is no new threat to this island, to this american territory and the fact that the u. S. Secretary of state Rex Tillerson, just a couple of hours ago flew through this island and stopped for refueling and said he did not consider redirecting his flight and did not see any new imminent threat to guam. This isnt the first time that north korea has threatened this island. This is the westernmost kind of location for territorial u. S. , and, yes, there are a number of American Military facilities here like Andersen Air Force base which are used by bombers that have flown over the Korean Peninsula here, in shows of force, clear shows of force to the north korean regime. So whats the response of the Chinese Government to President Trumps threat to unleash what he calls fire and fury at north korea . So we have this statement out from the chinese minister of Foreign Affairs, stressing the complexity of the situation of north korea. China calls on the relevant aides to follow the broad direction ofry solving the Nuclear Issue through april means. Aimed at all parties here, certainly north korea and the United States. Will ripley in beijing, thank you ivan watson in guam as well. So what is the u. S. Strategy for dealing with north korea and what are the options . Lets go to our panel. It looks like the president , President Trump, jim, in a fire and fury threat drawn a new red line. If you take his words at face value, he did exactly that. We listened to the tape just a couple of minutes ago, he said if north korea makes further threats, those threats will be met with fire and fury. Thats the direct meaning of his words. Thats already been belied in the last 24 hours, because north korea has made further threats, as it often does, rhetorically this time against guam. And it has not been met with fire and fury. Secretary mattiss statement today, it was strong and forward leaning, you have a somewhat of an interpretation of the president s position here. That the u. S. Possesses unmatched nuclear capability. And if you look at the final sentence of this statement, the regimes actions will continue to be grossly overmatched by ours, it will lose any conflict it initiates. In other words saying, this is a military threat, so i think this is a strongly worded but reinterpretation perhaps walk back of the president s unrehearsed comments yesterday. We are gets a different tone from the u. S. Secretary of defense. And from the secretary of state Rex Tillerson, his remarks on that flight, headed back to the United States, refueling pointedly on guam. His remarks were very different in tone than what we heard from the president. You wrote a piece suggesting that President Trumps rarks sort of feed into the rhetoric from the north korean leader. He wants to make this about the u. S. Versus the dprk, even when they came out against the sanctions over the weekend, they pinned it all on the United States not the united nations. When you do this, youre actually helping him justify why hes building this program. As for the two statements, part of this each guys got a different world, the state department is into diplomacy, dialogue, negotiation, trying to find a diplomatic solution. General mattis has to be ready for a whole range of military possibilities here and he has to be forceful. And number two, youre seeing a reaction to the president s rhetoric, you have the state department coming out first. Rex tillerson doesnt like talking to the press on the plane, he had to do that. Same with secretary of defense james mattis, this is not what you usually see from him. But he had to put some context on the president s comments. Had the president not said that yesterday, i dont think you would have seen this. Some suggest that this is an element of good cop, bad cop, and thats the message that theyre sending to kim jongun. That would suggest that there was some degree of coordination, youre the good cop, im the bad cop, and were going to work things out. Secretary tiller son, put this in military terms, hes the anvil, and mattis is the hammer. Diplomacy is always a tool that must be used, even in conflict, you want to try to deescalate, you want to try to crush the enemy, but you want to deescalate and try to work a diplomatic solution. The secretary of state saying very clearly after the president , Everybody Needs to relax, breathe through your nose, and the secretary of defense, yes, i dont want you to think for a second that americas not prepared for military action. The first paragraph talks about the end of its regime and the destruction of its people. Hes getting right at what kim jongun considers the center of gravity. And mattis is saying thats not the thing to do. Dont mess with the United States because it will be the end of your regime and the destruction of your people. Thats general mattiss message. Number one, he did order a review, that review is still under way. You do not modernize nuclear so you see again, in mattiss statement, he kind of walks it back and said heres what the president did do, he said his first order was to emphasize our readiness of our nuclear defense, yes, lets up the readiness, but the president has not successfully executed an order to modernize our nuclear forces. Its going to take several years and hundreds of millions of dollars. They may have 30 or 60 nuclear bombs, the United States has 7,000 . Its an overwhelming capability. But the review is something you do all the time. Its congressly mandated. It doesnt mean that the Nuclear Arsenal isnt ready and capable right now. My view of all of this is our level of preparedness was at a heightened level three decades ago, two decades ago, earlier this morning it was a readiness for the conditions we are facing, in other words this combined what we have is a conflagration of words and we can kind of ratchet down the tension and im sure everybody on the peninsula is saying we got the message, if theres going to be fire, if theres going to be fury, whatever else, we the citizens of seoul are going to pay the price, we dont need to be reminded of that, what we have is a very Solid Alliance with the south koreans and we cant afford to lose that. But as of now, theres no sign the threat level has changed. Well continue to update you on the north korean tensions, but we want to get to another Major Development thats unfolding here in washington in the entire russia political investigation. Cnn is learning the fbi raided the home of the former Trump Campaign chairman Paul Manafort late last month, just one day after manafort met with investigations before the Senate Intelligence committee. I want to bring in our cnn crime and justice reporter whos following these late breaking development, first of all, this comes as a surprise, we thought he was cooperating, they say he was cooperating, what do we know about this seizure, what happened . Reporter yeah, wolf, youre absolutely right, certainly a surprise, were told fbi agents seized financial documents and tax records from manaforts home as part of their now expanding investigation into the Trump Campaign which now cnn has reported crossing the socalled red line that the president has talked about, the finances of people around him, including his family, certainly the reaction by the special counsel did come as a surprise to those close to manafort, especially, wolf, as you said, because hes being willing to cooperate, his spokesman just moments after the news broke with this statement saying that fbi agents executed a search warrant at one of mr. Manaforts residences, mr. M manafort has consistently cooperated with Law Enforcement and other serious inquiries and did so on this occasion as well. So this seems to be a tactical move by investigators. What do you mean a tactical move . Maybe hes not as fully cooperative as they have wanted him to be, or perhaps theyre trying to put a squeeze on him. Maybe there are some indications hes not willing to cooperate. But all along, certainly the people that we have talked to, that cnn have talked to that are close to him have always given the indication that he has been willing to cooperate, in fact as we know, he has handed in documents to the Senate Intelligence committee which has also been looking at some of this, sort of russian meddling and collusion. Really a surprise development, you see some of the documents received by the Senate Judiciary committee, about 20,000 pages from the Trump Campaign, manafort approximately 400 pages, he provided to the Senate Judiciary committee, and donald trump jr. Approximately 250 pages. I want to bring in our cnn legal analyst, laura coats and our cnn politics reporter and editor at large, chris calizza. The fbi would have to have any time of the raid, essentially. But what were seeing here is the idea of collaboration, he is handing over documents to the senate. Mueller is overseeing a criminal probe. Theres been no indication that hes been cooperative in the criminal probe. What you hand over to the house and the senate is very, very different. You already know that there is a magnifying glass over Paul Manaforts head, over other matters including his ties to the ukraine and et cetera. But now theyre saying, were not going to volunteer any information that the role of the investigators and the role of the fbi is to dig out information they would not otherwise be privy too and the search war rant helps that. So theres speculation, number one. And number two, talking about squeezing them out. This is about leverage, you would like to have people to cooperate in order to access and perhaps prosecute if theres ed to do so other big fish. Now manafort was the number one guy at the time of the collusion activity was heating up. He was certainly somebody who was at that meeting with the russian lawyer talking about the pretextual argument about adoption. Then he was talking about finances. He had very, very key ties to russia. If youre going to give information about other people in the campaign who may have been involved you want the leverage of other information. What i see here is speculation and very good investigation. I do not know whether or not there was a concerted effort to cooperate with both the senate and the special counsel. Its not every day that the fbi and the special counsel would launch a search warrant against a very, very high profile person . No, and the fbi coming to your house and taking things from it is clearly to send a message and to sort of say, this is you know, this is ongoing and aggressive. Look, i think its the latest in a series of things that we have seen post the one year of this investigation happening. We now know there are three dozen people involved in the investigation, a small u. S. Attorneys office, it was described to some of our colleagues. We know a grand jury has been empanelled, we know they have issued subpoenas. This is all moving forward. Its fascinating to me because this is one of the more public things we have seen, but its all moving forward with bob mueller and the other investigators on silence. And then donald trump offering ways to offer some Opposition Research on these people. A lot of noise on this end. This is a little bit noisy on the special counsel end, and i think meant to be so. But this is not an investigation that donald trump through all of his talk can stop, really. He can fire bob mueller. I think thats fascinating, theyre both moving along in their tracks one along with the other. Obviously Paul Manafort got the message very personally. But others who are under investigation right now, michael flynn, the former National Security advisor, among others, they might get a knock on their door early in the morning as well. There obviously was a sign that he wasnt fully disclosing all that he had. It sends a snag r signal that nothing is to be spared, it has to do with donald trump, but wow, this manafort guy, he might be the lynch pin of this collusion, he was the one the most ties to russia and the most contacts and they might try to turn him. Or Lieutenant General michael flynn. They seem to be the most deep in. What it says if youre still working on the White House Team is, ywow, how deep manafort migt have been, what they can turn up. And it makes it less of a witch hunt every time you have one of these tangible events where they had probable cause to believe a crime is committed, suspected you might be planning to destroy evidence, a knock on your door. Now this aggressiveness by which donald trump has approached rhetorically speaking the investigation. When fbi agents go in on a search warrant and raid someones home, they can take whatever they want, computers, files, whatever they want. Whatever is a part of the warrant and the scope of the evidence youre looking for, it can include electronic data, notes, computers, hard drives and whatever else. Cell phones that may be taken, or any records on tablets. It could be a very, very wide scope. And what this is telling you, talk about being quiet and carrying a big warrant, thats bob mueller here. Youre not supposed to use kid gloves, and the message it sends is you may have seen the nice hearings on capitol hill with a nice glass of water in front of you, but when the fbi is involved in it, you will not be treated any different than everybody else by the fbi is. Lindsay graham offered up two reasons why the u. S. Might, might go to war. There are two scenarios where we would go to war in north korea, if they attack guam or some other American Interest or our allies or if they try to keep developing a icbm with a Nuclear Weapon on top to hit the homeland. We would act. President trump has basically drawn a red line saying that he will never allow north korea to have an icbm missile that can hit america with a Nuclear Weapon on top. Hes not going to let that happen. Hes not going to contain the threat, hes going to stop the threat. Perhaps a different perspective, congressman boyle who is a member of the House Foreign Affairs committee. Do you agree with senator Lindsay Graham . To put it in context, we are now in the most dangerous part of the missile cris crisis in 1. When you put an opponent with his back against the wall, and you give him no option except to fight, thats what hes going to do. The brilliant of what kennedy did during the cuban missile crisis he put aside the warnings you say. I believe the way out for kim jongun and the north korean regime would be the preservation of that regime. Let me give you an example of what i just said. We said to Moammar Gadhafi if you give up your missile development, we will not invade. So were living with one of the unintended consequences of that missile policy. And kim jongun says its better to be a Nuclear Power and not believe the word of the west. It North Koreans have not been shy in saying, you know what . We dont want to wind up like moammar ca gadhafi and his nucl regime. This has been through four president s now, president clinton, president bush, obama and now trump. Assuming he is a rational actor, if we could go into a district bilateral negotiation and guarantee that we would not pursue regime change, it seems to me that we should give that a shot before we would have to preemptively strike their icbms. A preemptive strike would result in enormous casualties south of the demilitaryized zone, and in japan, tens of thousands of people within a day or two could be killed. Thats the reason why we should give negotiation a chance, recognizing that it may not work, i hope, by the way, that some of this rhetoric, while President Trump was clearly speaking off the cut, which is quite dangerous in and of its own rite. At least the logic behind it is trying to raise the rhetorical stakes to draw kim to the negotiating table before the u. S. Has to go to war. Should we have direct negotiations with north korea . I these we should. When we have before us in the Foreign Affairs committee experts, they are all over the map in terms of kim jongun and this regime. But the best analysis that i have read and that i have heard. Is that kim jongun more than anything wants legitimacy. We could legitimize his regime, which has been in existence for 60 years now, as an awful dictatorship and a cultive personality, but theyre there, theyve been there for 60 years and that should hip us get into bilateral negotiations. If we guarantee that we will not pursue regime change in exchange for a freeze in their nuclear technology. A freeze is one thing, but youre not optimistic that the elimination of their nuclear program, maybe they would just freeze it the way it is now. Well, initially a freeze, before you would get to a roll back, but theres no question that the critical point would be breached and would be passed when they would have icbms with nuclearized warheads that could reach the United States. Or guam and hawaii . When the japanese bombed pearl harbor, that wasnt a u. S. State either, it still caused us to enter world war ii rightfully so, so i dont make any distinction between guam and the rest of the United States.
