Police are circulating this picture, the suspected attacker from surveillance video, but cnn cannot independently verify the authenticity of the photo. And nuclear north korea. Leader kim jong un says his country is close to testing an intercontinental ballistic missile. The technology could deliver a Nuclear Weapon and that would be a dangerous escalation by north korea. We begin with the trump transition right now. New claims about cyber meddling during the 2016 president ial electi election. The White House PressesSecretary Sean Spicer said on cnns new day. Its not a question of necessarily revealing. Remember, the president elect is privy to a lot of classified information, Intelligence Reports. Gets briefed by his National Security team on a daily basis. As president elect, he is privy to information that most people arent, and he is able to understand what the intelligence is and draw conclusion from that. He is going to talk about his conclusions and where he thinks things stand. He is not going to reveal anything that was privileged or share with him thats classified. Our krbt Jessica Schneider is outside trump tower in new york city for us. Jessica, the president elect continues to cast doubt on the intelligence that russia was behind the hacking. What is he saying about that . The president elect continues to play it a bit coy and cryptic. When he range in the new year, he told reporters that he does, in fact, have intelligence information that others lack. When he was pressed, he refused to say. He said he would instead reveal is after he meets with intelligence officials. Of course, the president elect continues to cast doubt on u. S. Intelligence conclusions that russians were, in fact, responsible for the hacking and cyber intrusions during the election season. It very important. If you have something to say deliver it by courier the oldfashioned way because no computer is safe. I dont care what they say. No computer is safe. Donald trump continuing to cast doubt on intelligence, but, of course, as incoming press Secretary Sean Spicer pushed back a little bit saying that the Intelligence Reports since they are not final. Donald trump is hoping to get more information that will help in his conclusion once he takes office whether or not those sanctions against russia were justified. Wolf. Jessica, the trump transition team, meanwhile, is back at work with some key cabinet positions remaining to be filled. What are some of the marnl ones that remain open . Well, the two key positions, wolf, remain secretary of Veterans Affairs as well as secretary of agriculture. The pool for secretary of Veterans Affairs actually got a little bit smaller this weekend when cleveland clinic, president and ceo dr. Toby posgrove withdrew his name from consideration as spokesperson for the cleveland clinic. They said that while dr. Cosgrove was very interested in this position, there were a number of high Profile Projects that are still ongoing at the cleveland clinicing that he wants to see through. A few other positions that need to be filled as well. U. S. Trade representative as well as solicitor general, and interestingly, the name being batted around for solicitor general happens to be top trump advisor, Kellyanne Conways husband, george conway. Donald trump today weighing in on twitter tweeting out this saying chicago murder rate is recordsetting. 4,331 shooting victims. Of course, that a bit of a dig at chicagos mayor rahm emanuel, the former chief of staff for president obama. Donald trump weighing into this. That will surely be a big issue in the come year here, and, of course, president obama will be in his hometown of chicago on tuesday giving a speech wondering if he will weigh in on the murder rate and this crime issue as well. Wolf. 762 people were murdered in chicago. The city of chicago this past year. More than 4,000 were shot. Hard to believe those numbers are taking place. Very hard. Our senior political reporter, david is our political director, and dana bash is cnns chief political correspondent. Dana, what do you make of the continued skepticism that the president elect is showing about russias involvement in the hacking . The fact that he is, you know, sofr over and over again reminding people in the Intelligence Community got weapons of mass destruction in iraq wrong. My understanding is not making people in the Intelligence Community whom he will need very happy, but perhaps it will be different once he gets this briefing and more importantly, once he gets into the white house and has people whom he knows with him during the president ial daily brief. The Intelligence Community, david, you and i remember, they did get it wrong on the weapons of mass destruction. Stockpiles that really didnt exist in iraq leading up to the war in 2003. They did. Theres no doubt about that. We also know that whole issue of supporting or not supporting the iraq war based on that faulty intelligence was at issue during this president ial campaign when donald trump was denying that he actually did support the invasion. As we know, we heard him say that on the howard stern radio show. Wolf, what is interesting to hear sean spicer this morning in trying to interpret what donald trump is saying here, it raises the question, i think, of throughout the Trump Presidency is he going to take every bit of intelligence and not draw conclusions, because he cant say that it is conclusive. Well, i dont know any Intelligence Report that says conclusive, 100 fact. Here it is. Thats not the way the Intel Community delivers information. As you know, to a president. They try to draw the best that they can, connect dots as best they can, and say here are some conclusions of this information, but nothing is 100 . It raises the fundamental question of how will donald trump make his decisions if he is not trusting the information he is getting from the Intel Community . He is going to get another briefing, presumably, by the leaders of the Intelligence Community as opposed to some deputy who has been briefed during the president ial daily brief. Presumably, he has some of this information already. The same information that some of the senators have as well. So far he has been remarkably consistent on this throughout this campaign. When he was just a candidate, casting doubt on this essentially saying it was anybody but russia. Whats striking about this is when he becomes president , if he has been so consistent in questioning and discrediting a 17 intelligence agencies, how does he look at them as credible once he is in office and how does he also have americans believe that theyre credible institutions too. At some point he is going to need these folks, he is going to want to make an argument about using force or whatever it is, and so how does he say then that theyre credible . Its sort of a question about his entire administration. What about the other avenues of information . Intake that he is going to rely on if this is dismissed. Rudy giuliani, for instance, said he has to get his own people in there, but who are his own people . These are career folks. Theyre not political hacks. Also, how, again, do they become credible folks . He has suggested, zeek, that some of the intelligence is politicized by political hacks, if you will, which is a real slur on the Intelligence Community, the career professionals who try to do their best to give the president or the president elect of the United States the best assessments they have. Thats certainly been his accusation all throughout this campaign. Theyre frustrated by the way can they trust donald trump . Is he valuing their information and trying to leak more of the information about the russia hacks to the press as well. That maybe might not be helping their case in terms of proving how not to politicize, and that is going to be a major factor in the Trump Administration where with intelligence and every other federal bureaucracy where he is going to try to shake things up. Theyre entrenched interests, entrenched ways of people who suicide bomb have been there for a long time, people that have been doing things a certain way for decades, and he is going to want to change rock the boat, and theyre not going to sort of sit idly by. Can we go back to the thing that he said about the fact that people should think about not using their computers so much and using couriers . Its a great Stimulus Program for the courier industry. But and the postal service, which, you know, were not saying that were against. Were all for. You cannot put this jeannie back in the bottle. Its actually the way he operates. He doesnt email. He uses his cell phone, but he apparently doesnt text or anything. He is operating and has historically aside from twitter, which is obviously the most modern of issues and dynamics, but besides that, its just not realistic. We do have to figure out a way to deal with this in a safe way, and i think he knows that. I think its a stop gap measure, but revealing this terms of who he is and who he operates. He did say in terms of tomorrow or wednesday, he would share information that only he has that the general public does have now. He doesnt get classified briefings, information the general public doesnt have. I assume he is going to share Something Like that without violating National Security or classified information. The pressure is on him to deliver either tuesday or wednesday as he promised he would. Although, yes, the pressure is on. I doubt he feels any of that pressure because all throughout the campaign and into this transition, there are times that donald trump has promised to reveal some things some piece of information and hasnt followed through on that. That being said, thank goodness he has information that we dont have. Its exactly that kind of information that i think the American People are relying upon him to have and to formulate decisions on. I do think he has stopped the one thing i think that he has stopped ruling out russia entirely. Like, he used to just say it could be this, this, and really could not be russia at all. You dont hear him say any more that he disbelieves that russia had any involvement or any action on this. I think he is laying the ground work perhaps to, again, say nothing is 1 00 conclusive so, you dont want to take actions without that kind of factbased information that he is relying on, but i have a feeling he is laying the ground work to some somehow acknowledge russias involvement. Otherwise, he will just be on an island. And this idea of we should just move on, right . Even if it was russia, we should move on, we should essentially have the trump version of a reset button with putin. That seems to be where he is going, which i mean, the problem is Lindsey Graham is not going to have it and john mccain and democrats as well. They want to i think the trump folks want to say this is a partisan issue. Russian diplomats from the United States, and he said, you know, im going to wait to see what happens and donald trump is inaugurated and becomes the president. He praised donald trump donald trump praised putin in that tweet, as you saw. Seeing a tweet of an ataboy from a leader like that was we know what he has said about Vladimir Putin in the past, but to see that in his 100 whatever characters is really remarkable. Maybe its the most brilliant strategy that nobody ever thought of. One clue we got this morning was from Joe Scarborough who said that he had a private conversation with him over the weekend and that trump said to him, well, the last two administrations after putin after russia made and after they went into crimea under obama, the whole philosophy of the last two administrations was to put putin in a box and in the corner, and that didnt work. He is trying something else. To open arms and try this and if it doesnt work, he will adjust. Thats all thats like the most thinking weve heard through a media host from a private conversation. We need to hear donald trump sort of ruminate and think aloud about how he envisions this. The tweet from donald trump about putin is there on the screen. Great move on delay by v putin. I always knew he was very smart thats a lot less than 140 characters, but go ahead. Yeah. Again, you go back to john mccain, you go back to Lindsey Graham. Im sure their heads were exploding when they read this. They think of Vladimir Putin very differently. As a murderer, as a thug, as the former head of the kgb. He is certainly going up against those folks, and i think we will see more of this when he has his cabinet in place, when we have those confirmation hearings. Well hear from tillerson. What is the trump doctrine of the world . What is the trump doctrine of putin particularly . Certainly republicans very interested in putin particularly around this its developing. Everybody, stand by. Coming up, president obama spending his last few days working on ways to defend his legacy from being undone once president elect trump takes office. Plus, Democratic Senators are planning a showdown of their own. Theyre targeting at least eight of Donald Trumps cabinet picks in hopes of at least stretching their confirmation votes well into the spring. We have details when we come back. Lets bring back our political panels. Zeek miller here, malik heshd son, and dana bash. Dana, lets talk a little bit about the big legislative showdowns were about to see unfold. One of the three big ones you anticipate lets say in the first 100 days . The first one is something that might sound pretty wonky, but its really, really important to republicans, and thats regulatory reform. When i say that, i mean the fact that for years and years and years republicans eight years really, but more importantly over the past three or four, republicans have complained that the regulations that the Obama Administration have put in place have it has been terrible for the Business Community and sort of hurt the economic process and so forth. You are going to see republicans try to push through those reforms. Remove a lot of the regulations that the president signed by executive order. Exactly. Which the new president can unsign by executive order. He can do that, but they want to also do it legislatively, and theyve actually passed this three times. To do it legislatively, it has to be undone by further legislation, which is much more difficult. It does, but the house has passed legislation three or four times. It got stuck in the senate. Presumably now it will be easier. The second is infrastructure reform. I bring that up because that is the one area that democrats its their go to area. Infrastructure package, i should say, where people say what are you going to do thats bipartisan with president dump, and they say infrastructure because thats been one of the things that he has talked about about trying to really fix our roads and bridges and so forth. The big question, the reason why its probably going to be a fight, is how is that going to be structured . Is it going to be money or tax credits . Well see. The most obvious is obama care. We know that the republicans are going to vote to repeal it, theyre going to do it in a way that will make it impossible for republicans to for democrats to block it. Theyre going to delay on the replace, but what happens between and how democrats they cant do anything with the votes, but how they message the problems that they will tell americans that that will pose for them. Thats going to be the new democratic minority leader. He likes the infrastructure idea. Pelosi. The devil is in the details. Because it scrambles the politics that were used to seeing in this town so much. Although im a little skeptical, i know the democrats are very hopeful that theyll be able to work together. Donald trump in his postelection New York Times interview said some surprise in his voice that, wow, i now ive heard how much of an emigma im putting words in his mouth to republicans this is. I didnt realize how opposed republicans were to infrastructure. Is donald trump going to say thats what he wants to maybe. Maybe that is a way that he wants to keep that trump brand separate from being attached to any one party. I know the democrats are really hopeful about it. The politics of immigration are always fascinating to watch. Obviously it was such a calling card for his entire campaign. Im looking to see what can get done on immigration. The boundaries of the immigration debate are totally different now than they were when the Senate Passed the immigration bill and it got nowhere in the house. Where they start, what they want to work on, how he gets some votes. They dont have 60 votes in the senate, so there is going to need to be some finagaling there. Then, of course, obama care which, you know, were going to start seeing this week when the house starts to lay the ground work. I know this gets wonky, but the fact that one of the first pieces that the republicans have to do to start unwinding this is rid thimsz of their own rules about spending and not increasing spending. I mean, this negative impact on the deficit, they have to immediately twist themselves idealogically into a pretzel a bit in order to accomplish this larger goal, and that is thats going to be something that is tricky for the republicans to navigate even though they have all the power. On the infrastructure during the campaign, donald trump always made a point. Look at the roads. Look at the bridges. Look at the airports. Theyre like third world la guardia he would always point out, a disaster. On that he has some a commitment, i think, not only from republicans, but from a lot of democrats as well. If they come up with the money. What are your three . Trade, child care policy, and immigration reform. Trade, again, this is one of those issues that scrambles the political deck here in terms of allegiances and orthodoxy. The gop is for free trade. This is something that obviously donald trump does not want. He wants higher tariffs. He has talked about it. Talking about pulling out of tpp. That is something that will probably happen pretty immediately. Probably day one. Probably day one. Then what happens with nafta. There is the option of just pulling out of that three country agreement altogether. It looks more likely that it will be renegotiated, but what does that renegotiation look like . Republicans certainly arent for the kind of high tariffs that he is looking at. 35 or so. Then again, maybe he is going to be able to get people like bernie sanders, people like elizabeth warren, those folks, democrats, who never have been a fan of free trade and serm ncer not a fan of nafta. On child care its going to be interesting to see the emergence of ivanka trump as a sort of first lady in the way that Michelle Obama took on school lunches. I think were going to see ivanka really make her mark in terms of increasing Tax Deductions for child care. This is something shes talking to Marcia Blackburn about, a congresswoman from tennessee. Also, seeing if she can get Maternity Leave. Six weeks of Maternity Leave for new mothers. Again, this is big government. Its costly. Again, it scrambles the political decks on immigration reform. This idea of donald trump talking about deporting two million to three million criminal undocumented immigrants. Well see what happens with that, if he is able to do that. I think hell see tension with local officials in states like new york and states like california. Its going to be youre right on the child care. Ivanka trumps big issue. He is going to get a lot of support from democrats on that issue as well. Your three. Infrastructure, russia policy, and then the Common Thread is sort of where donald trump breaks with his own party and where does he sort of try to reach across the aisle. Infrastructure being sort of the Christmas Tree dream of both parties where they can sort of attach other things too and then it becomes a mus pass vehicle of Donald Trumps first team. Well see how willing he is to do that. Obama care, i mean, if its going to be whatever the preel is, it will end up being obama care and trump is it might not have his name there, but thats what well start calling it. How in order to make sure that he doesnt end up sort of holding the political bag on that, it will be really interesting, and then also, russia will be sort of how well see the republicans trying to insert that issue into all the other legislative issues coming up. What are you hearing about this effort now to at least string out or delay confirmation of at least eight of these nominees that the president elect is putting forward. They dont have the votes to kill them. They need 50. Mike pence is the Vice President , president of the senate. He could break a tie. They have 52 to 48 democrats. Whats the point . The point is to make a point. The point is to say and this is what chuck schumer, the Incoming Democratic leader in the senate is saying today. You see the eight faces on the screen. These are eight that they are going to say, no, no, no, mr. President elect, were not going to put these through the Committee Hearings and Committee Votes and senate floor votes. You know, one, two, three. We need to take our time, and more importantly, theyre saying we need information. We need tax returns. We need, you know, some financial disclosures. We need information to go to the office of government ethics, which democratic sources say that a lot of this has not gone to. Its not just because these are, you know, fresh faces. For example, in the idea of rex tillerson, who is a ceo of exxon. Devoss who is of the amway fortune. Also, democrats are saying someone like tom price who has been in public office. You would think would be publicly vetted, but there are allegations that he might have been investing money in health care stocks, which would be actually a violation of the law if that is true. So thats why theyre saying we need more information. What can they do while they wait for that information . They can use the power of delay. Thats basically it. They can make speeches. They can use senate rules to string it out, which might mess up Mitch Mcconnell eights Senate Majority leaders other legislative plans, which would be just fine with democrats, so thats basically what theyre saying. Instead of narrowing a focus on identifying one or two nominees that they really were just going to put all is it really what i read into this is that the democrats have identified the target to just be, like, messing up the gumming up the calendar and just slowing the roll of the Trump Administration trying to get out of the gate instead of any single one nominee. Which is the reason is because they cant kill anything. They cant. Thats how we started. Its not possible. They do not have the votes to do it, and, by the way, we should also say that the big reason they dont have the votes to do it is because the democratic leader then, harry reid, changed the rules so they only need 51 votes. Are we hearing more from that american survivor . We are were hearing a lot of tales of people of what the survivors are going to get away from the gunman. Some people ducking under couches. I dont want to talk about what happened inside the club, but, you know, i want to say, you know, this is a very good country, and its so unfortunate that this is happening to you guys, and i really feel for everybody here. For me i wake up in the United States i wake up and eat breakfast. You have to wake up and think of this. I really wish everybody here the best. I have only met very good people. Wolf, he said you have toic away up and think of this, and thats something that has been happening here in turkey time after time. There have been a number of terrorist attacks over the past year and a half. Something that this country is struggling with, something that the Security Forces are trying to cope with. What about the investigation, ian, the manhunt thats underway right now . I assume its enormous. It is. Its a large nationwide manhunt, wolf. Were hearing from the deputy Prime Minister that there is hundreds of people involved in this. Theyre saying that they have eight people who are theyve detained, theyre interrogating them, trying to figure out what they may know. Also, they have a picture of the suspect. They have his fingerprints. Theyre not only looking for him, but anyone who could have helped him in this attack. One thick they also pointed out to defend the Security Services is they said they have thwarted 248 attacks, potential attacks, against turkey. They say this is just one man who slipped through, but this happened on new years eve. There was a tight security presence across turkey. Especially here in istanbul. This gunman, though, even though this nightclub was 250 meters away from the club Police Station was 250 meters away from the club, this gunman was able to slip in, kill 3 people, and slip away. Wolf. Injured dozens of others as well. All right. Ian, thank you very much. I want to bring in our panel to discuss and assess the situation. Fred flankton, a Cnn Senior International correspondent. They suspect service isis. I think that they certainly suspect that, and i think certainly are taking it seriously. You know, weve seen over the past couple of months with attacks that happened in turkey, also with attacks that happened elsewhere in europe as well is that when isis said it was behind something that at the very least they were the ones who at least inspired the people who were behind some of these attacks. When you look, for instance, at the berlin attack that happened recently where isis came out with a statement and said, look, this was what they call the soldier of the califate, it turns out this person did, indeetd, pledge allegiance to isis. That doesnt necessarily mean that the person needed have a lot in the way of lonlistic aal support, but it does mean that the ideology was there. As far as the turkish authorities are there, im assuming what theyre doing right now is checking out all the networks wrrks im sure that they must have some sort of list of people that theyre working through right now who they believe might be either affiliated with isis or have a positive attitude towards isis or perhaps be fans of isis in some way, shape, or form, that theyre working through right now. Theyre most probably also using electronic intelligence, trying to listening to phones, trying to listen to any sort of other electronic messaging apps to see whether or not they can get on the trails of this person because, of course, he is still out there, they believe, and he is most definitely still armed and very dangerous. Wofrl whe wolf. Colonel frank ocona, is it r for them to claim an attack like this in turkey. Whats the strategy behind that . As fred says, when isis claims this, it usually turns out to be true, and this is only the second time weve seen them claim an attack in turkey. They were fairly quick to come out with this, and they described very in detail what happened, and they are using two different terms. Theyre using soldiers of the cali califat and supporters of the islamic state. I guess people inspired. Why are they going afternoon the turks now, and were also satisfying increased activity in the baghdad area. Isis is trying to make it very painful for broet the iraqis who are launching this large scale operation to retail mosul. Theyre also trying to make it very difficult for the turks. The claim by isis said that the they were going after the turks because of their involvement in the conflict in syria. I understand what theyre trying to do. Theyre trying to make it so painful for the turks that theyll reconsider their operation in syria. I dont think its going to work, but theyve got a better chance there. In iraq i think its futile. Theyre going to make it as painful as they can for the iraqis, but i think the iraqis have the political will to continue to do that. In any case, as isis loses their capital city, racca and syria, and mosul, were going to see more of this activity because isis has to morph into a different organization. They may call themselves a state, but theyre going to be a state without territory. So far they havent yet lost mosul, although that potentially could happen in the coming weeks or months, and they havent yet lost racca in syria. Fred, it does i think everybody agrees that the potential is there for isis to morph into this new International Terror organization, if you will. The more theyre suffering in syria and iraq, as colonel francona points out, the more theyre going to unleash terror attacks at nightclubs and other places. I think that colonel francona is absolutely right, and i think i would add to that that theyre extremely dangerous, and theyre going to remain extremely dangerous because we have to keep in mind that if you look at turkey specifically and especially the south of turkey, i mean, thats the route that isis used to smuggle most of its fighters, the one that came from europe, the ones that came from other countries like, for instance, north africa or north african countries as well. They use that territory to smuggle them in and out of places like syria, places like iraq. Also smuggled a lot of their weapons through that very porous border as well. They have people who spent time in syria, who spent time in iraq, who maybe are leaving that area right now as isis continues to leave territory, and a lot of them will try to come through turkey to then go to other places, but a lot of these people are extremely battlehardened. A lot of these people are people who have killed in battle before, who have been under fire before, and that, of course, makes them all the more dangerous when they commit terrorist acts. Of course, were not sure whether or not this person who opened fire in this nightclub, whether he is someone who used to be in syria or iraq. Judging by the fact that he killed 39 people with some sort of rifle, leads us to believe that he is very, very dangerous. That certainly is something that syria that isis still has. Even as it loses its territory, says it becomes this Terror Organization without a state, but one that is still very, very dangerous and conduct can conduct attacks in many different places.
