Gaza coming up. Meanwhile, the faa has lifted the ban on u. S. Carriers flying into Ben Gurion Airport outside tel aviv. The agency says israel is taking steps to mitigate potential risks to commercial planes. And we just got word that delta is now joining united and air canada in resuming flights to israel. And the behindthescenes effort to come up with a ceasefire, they are intensifying. The secretary of state john kerry, hes now in cairo after meeting with israeli and palestinian leaders. More details now on the breaking news coming out of gaza. The Deadly Strike that hit a u. N. School building being used as a shelter. The Israeli Military says its investigating the incident, but a hamas rocket, the Israeli Military says, yes, a hamas rocket, they are claiming might repeat might have been responsible. Theyre investigating. Cnn is joining us now live from gaza city. So ian, what are u. N. Officials saying . What have you seen . What is the very latest . Because the pictures, the information youve shown us, they are devastating. Reporter well, wolf, really theres a lot of uncertainty tonight in gaza over what exactly happened. Were hearing from many different sides, importantly, though, right now the u. N. Has yet to place blame on anyone from hamas. Hamas is saying that this was a strike by israel, saying that this was israeli artillery that hit this place. Now, the israelis are saying that it actually could have been a rocket, a hamas rocket that failed to take off and go towards israel that fell short, and thats what potentially could hit the school. Now, the israelis say they are investigating. And it will likely come out exactly what happened. But what i can tell you, though, is over a dozen people have been killed in this incident according to the Palestinian Ministry of health. They are saying that as well as over 200 people, we went to one of these hospitals. We saw the injuries. We saw the deaths. A lot of chaos, a lot of people looking for their loved ones trying to find out the status if theyre alive or if theyre dead. And when i was looking around to see who was injured, i was struck by just how many children and women and old people were hit by this rocket. When you look, these are schools where people are meant to take shelter. Theyre meant to be safe from the war. But that just hasnt happened over the course of this conflict. The u. N. Has said that twice that their schools have been hit by israeli fire. Now, the u. N. Has also said, though, on the other hand, that they have seen twice hamas rockets stored in u scho. N. Sch. These are supposed to be zones for civilians, noncombatants to go and find shelter. But in four different incidents, the u. N. Is reporting that that just isnt the case, wolf. Its important to note, too, ian and youre very familiar with this, youre there the israelis told palestinians, especially in some of the northern parts, get out of those areas, go to more secure areas. So a lot of these people went to that u. N. Shelter, the building that was hit today thinking it would be safe. Are there really safe places in gaza, which is such a heavily concentrated, populated area in a very small strip of land . Are there really safe places . About 100,000 people have fled their homes so far according to the u. N. Is that right . Reporter well, thats right. And really, there arent many safe places, really arent any safe places at all here in gaza. Like you just said, theres over 140,000 people taking refuge in these u. N. Schools, and theyre hoping that they can just ride out this conflict. As we saw today, that just really isnt the case. And there is a lot of suspicion over this attack. This u. N. School hit is the largest death toll, really the death toll that weve seen from an attack on a u. N. School, and theres going to be a lot of questions about how this school was targeted and was hit. We had a cnn crew that went back there just a little while ago to look around some more and what they described was a point of impact that was just barely scratched, really just scratched the surface of the ground, but shrapnel everywhere. And that has a lot of people wondering just all over gaza, all these people are in u. N. Schools right now are wondering if theyre safe. And i was at a u. N. School just yesterday looking around. And there are a lot of women, a lot of children, a lot of elderly, a lot of people who are hoping just to not become another casualty in this war, wolf. Yeah. Well see whether it was an israeli or a hamas rocket or mortar shell or whatever that was responsible for this awful, awful scene at this u. N. Shelter in gaza. Ian lee on the scene for us, thank you. The latest Deadly Strike reinforces the urgent need for a way to end the bloodshed. Secretary of state john kerry, hes back in cairo right now. Hes in the middle of his mission. Shuttle diplomacy. Some are already calling it. Hes pushing for a twophase approach to the ceasefire, but hes having trouble getting hamas to go along with that approach. Our Global Affairs correspondent has been talking with officials on all sides of these sight fire talks. Shes joining us now from a conference in aspen, colorado. Alise, explain what kerry means by this socalled twophase approach. Reporter well, wolf, the secretary wants the immediate necessity to be to stop the fighting. Both sides stopped the fighting. And then you can talk about some of the larger issues of the conflict. Hamas, as you know, is making sure its demands are met, opening up the crossings of gaza. Israel wants hamas to be disarmed, but secretary kerry is saying listen, we need to stop the fighting right now. Todays attack really underscores the need for that. And then we can talk about some of these larger issues and subsequent negotiations, wolf. This is really an egyptian proposal that was put forward days ago. The israelis accepted it. Hamas rejected it. Has there been really any Significant Movement based on what youre hearing, elise, since then . Reporter not really, wolf. Secretary kerry is saying theyve made some progress, but hamas really does seem to be emboldened over the last couple of days because some of the victories its had in killing Israeli Soldiers and the like. And on the israeli side, they keep having these rockets coming across. So while israel says its are r to stop the fighting, hamas is digging in. While egypt is the one having this proposal, it really doesnt seem that the egyptians have much influence on hamas right now. Elise labbott in aspen, thank you very much. Coming up later, were going to get both israeli and palestinian views on efforts to reach a ceasefire. Ill talk with a member of the palestinian parliament. Hes well plugged in. Also, the israeli finance minister, a member of Prime Minister netanyahus inner security cabinet. Both standing by. Well get the latest on an effort to achieve a ceasefire. But now to another major global crisis. The downing of Malaysia Airlines flight 17. Heres what we know right now. The u. S. Ambassador to ukraine says and im quoting now the responsibility for this tragedy rests with russia. Ambassador jeffrey pyott says moscow is supporting proyurussn militants. He says heavy artillery being fired into ukraine to advance the separatists campaign. Russia maintains it played no role in the crash. Reuters news agency is quoting a rebel leader in ukraine as saying separatist fighters did have a russianmade buk missile system, and it could have been sent back to remove the evidence. Meantime, u. S. Officials tell cnn some of the thousands of Russian Troops near the Eastern Ukraine border have broken into smaller groups, have moved within five miles or less of the border with ukraine. When asked about the situation on the border, Russias Deputy defense minister said dozens of ukrainian shells have exploded in russia, and moscow is simply showing responsibility and restraint. And now a new Disturbing Development in this story. A ukrainian journalist working as a freelancer for cnn has been abducted by prorussian separatist. Anton skiba was seized tuesday night by armed men. Cnn is making a public plea to the People Holding anton to release him immediately. Our ivan watson is joining us now live from donetsk in Eastern Ukraine. Ivan, tell our viewers exactly what we know what happened . Reporter well, imagine the scene, wolf, when my colleague and phil black and his crew were coming back from the disaster site of Malaysian Air flight 17. They pull up right outside this hotel where there was a group of gunmen waiting led by a senior official from the donetsk peoples republic. And they proceeded to identify this young ukrainian journalist, anton skiba, who had been working for us for all of one day as a translator and guide. They identified him and then promptly detained him, walking him away to a waiting car. We have not seen him since. Hes been accused both of being a terrorist and a ukrainian agent by the prorussian separatists here. We havent gotten any additional comment despite many requests for information from the officials here. A number of different press freedom groups and human rights organizations including reporters without borders, the committee to protect journalists, the United Nations have all called for skibas immediate release. The cpj saying that, quote, abductions and detentions of journalists are happening at dizzying speed right now in Eastern Ukraine. Among the people who have gone missing is a british journalist by the name of Graham Phillips who worked for the Russian Tv Network russia today. He disappeared tuesday night on the outskirts of donetsk. It is an increasingly tense situation as the war continues, taking place, in some cases just about a half hours drive away from the crash site of Malaysian Air flight 17. Wolf. Lets hope anton is released quickly and is no longer held. Ivan, be careful over there yourself. Thank you. Exactly a week after the downing of flight 17 and amidst all the violence there, the Ukrainian Government is now going through a political upheaval. Today the ukrainian cabinet which includes the Prime Minister resigned. Lets go to kiev. Sara sidner is on the scene for us. Sara, whats behind this . Reporter well, look. What the Prime Minister says is behind this is this is what was promised during the president ial elections back at the end of may. Basically that this was a fresh start for the electorate, that they could put who they want in place. You have to remember, there are still members of the parliament that are linked to the ousted Prime Minister who is still no longer in the country running from corruption charges. And, you know, what you are looking at is the government saying, well, we promised a fresh start, and now were going to give that you. It may seem a bit misguided to the rest of the world who can see that ukraine is dealing with really a threepronged crisis. The longstanding one is the economy and dealing with that. But the other two that the world is focused on is, of course, the downing of the plane, the malaysian flight and the investigation into that which ukraine is heavily involved with as well as whats happening in the eastern part of the country. Youve got a major conflict going on with prorussian rebels. And so this government has a lot to handle and now, of course, politics playing into all this. But to be clear, everyone sort of stays put even though they have resigned, even though the cabinet has resigned and the p. M. Has resigned, they stay put until a new government is in place to keep the stability here in the country, wolf. All right, sara, thank you. Sara sidner in kiev. Right now in the netherlands, a solemn procession is under way. 74 more coffins carrying the remains of flight 17 victims are being taken to a forensic lab for identification. Dr. Sanjay gupta is outside the military base where the caskets are being brought in. Sanjay is joining us now. Sanjay, youre a member of the American College of forensic examiners. So what is the identification process like . Its obviously much more different than your typical autopsy, i take it. Reporter yeah. I mean, just in terms of scale alone, wolf, its going to be very different. When you think about autopsies, there are several Different Things that the examiners want to establish, cause of death, manner of death and identification. With regard to cause and manner, you know, for the most part, thats established here. There may be some surprises or clues that emerge, but this is really about identification. And the basics apply, wolf. So we have theres an Incredible Technology that exists in order to be able to identify and provide that identification. But still, the examiners have to go have these conversations with people, these loved ones in their homes and ask them, clothing someone was wearing, jewelry, any identifying body marks. Theyll also obtain things like dental records and medical records and any dna. Wolf, you might imagine those are incredibly challenging, emotional conversations to have. And they want to make sure they only do it once. So thats part of what the examineres are doing now is trying to collect some of that information. Just behind me over here is the military base, wolf, where the remains are being brought. And i want to show you, wolf, within just a few minutes, theres probably hundreds of people lined up now along this road waiting for the procession of hearses coming from the airport, expected now any minute. Wolf, ill tell you, ive been here a little bit now. Ive visited this country several times in the past. Everyone, they say, was affected in some way by what happened with that crash of the flaplane. And you really get that feeling when youre here. Everyone has been coming up paying their respects. Its a very somber tone but also a collective one. People really coming together at a time like this. The investigators, i should point out, wolf, 75 of them represent countries from all over the world, countries from which passengers on that plane resided. Its a multinational investigation from a forensic standpoint, wolf. A sad, sad story. Sanjay, is there any sense how long this process of identification is going to take place . Reporter well, its always hard to say. And if you talk to the forensic examiners, theyll say look, were going to be very careful not to rush this. The thing they want to avoid more than anything else, wolf, is making a mistake. For obvious reasons. This is not something where if you made a mistake and misidentified, that would be catastrophic emotionally and otherwise. You know, they take their time. I can tell you after the plane crash in tripoli back in 2010, there were 104 passengers on that plane. It took about 30 days to correctly identify people on that plane crash. So i think youre not talking about hours and days but certainly weeks and months. Again, part of the process is actually talking to the families ahead of time and collecting some of those records. Some of that needs to be done even before the full investigation really begins, wolf. Sanjay gupta on the scene for us there. What a somber story indeed. Thank you, sanjay, for that report. Intense International Efforts are under way right now to try to achieve a ceasefire between israel and hamas. Secretary of state john kerry has been in the region meeting with palestinian, israeli and other leaders including ban kimoon, the United Nations secretarygeneral. Lets assess where everyone stands as far as a cease fair is concerned between israel and hamas. The founder of the Palestinian National initiative is a key member of the palestinian parliament. Hes joining us live from ramallah on the west bank. Where does it stand, what the americans call this twophase proposal, stop the fighting right away, hamas stopping shelling rockets and missiles into israel. Israel stops its strikes in gaza. And then deal with the second phase, all of the other issues. Where does that stand, doctor, right now . Well, the palestinian side and by the way, its not just hamas, its all the palestinian groups including the Palestinian Authority are calling for an immediate humanitarian ceasefire which could last five or six days during which time all the issues could be discussed on the table. The israeli official stand which was declared by the Israeli Government is that israel is refusing any form of ceasefire. And insists on proceeding with its operation which is becoming nothing but a huge massacre, killing so far almost 800 palestinians. While i am sitting here waiting for the interview with you, 15 more palestinians were killed. And 5,000 people were injured. Onethird of them are children. This is becoming a true massacre, especially after the israeli army has decided to attack even our schools which were thought to be a safe place for people who are deported from their homes by shooting them. And we are talking about almost 100,000 people who are in schools today. And today the israeli army attacked one of the schools, killed 16 people there and injured 200. In reality, 44 of the land of gaza, which is a very small area, only 104 square miles with about 1. 8 Million People doctor, hold on for a moment because i think weve just lost your audio. Is hamas and the Palestinian Authority right now, as far as a ceasefire with israel is concerned, on the same page . Because last week we were hearing differing things from hamas spokesmen as opposed to Palestinian Authority spokesmen. As far as you know, are they on the same page right now . Absolutely on the same page, especially after the meeting that took place between president abbas and the leader of hamas. There is an overwhelming agreement among all palestini palestinians, we need the ceasefire more than anybody else. We need the ceasefire to stop the bloodshed, to stop the killing of our children and women. And the Israeli Government doesnt want a ceasefire and continues its operation. And as i said, thousands and thousands of peoples lives are threatened now. Its reached a point of the israeli army attacking even the shelters that have the civilians in them like all of our schools, United Nations schools. Then we are witnessing a very serious massacre that is taking place. In addition to that you know, dr. Barghouti, youve heard the Israeli Military statement sorry for interrupting the Israeli Military statement is saying theyre investigating that incident, that shooting, that killed so many people at that u. N. School. Theyre suggesting its possible they dont know for sure its possible that it was a hamas rocket that was launched from gaza supposedly into israel but fell short, and it was a hamas rocket that hit that unra school, that u. N. School. Youve heard that statement from the idf, the Israel Defense forces. You know, wolf, this is a big, fat lie. Now that palestinians are killed in a shelter, they claim that palestinians killed palestinians . Who killed the 781 palestinians so far in gaza including 220 children . Israeli army. Now that they were caught attacking civilians in a shelter where people were forced to stay because they were evacuated from their homes, 300,000 people were pushed out of their homes with gunshots, with bombardment from tanks, and now that the israeli army attacks a school, they claim that it wasnt them . This is unbelievable. I think the whole why does israel refuse to send a u. N. Investigation committee, an independent commission, to investigate . Israel refuses that because israel knows that it is committing a war crime in gaza, and it insists on continuing this war crime, which is really not only killing people but creating such a humanitarian crisis with hundreds of thousands of people have no electricity, have no water, have no shelter, have no way of defending themselves. This area is very small. Its only 140 square miles with about 1. 8 Million People. And now the israeli army has practically occupied half of that area and pushing people out of their homes and killing them on the way. These are massacres, and they should be stopped. And thats why we want a ceasefire immediately. Israel was claiming that palestinians dont want ceasefire. Im telling you, all of us want ceasefire, and all of us want all issues to be negotiated including lifting the siege of gaza because this siege is an act of aggression. All right. Dr. Mustafa barghouti, thanks very much for joining us with that perspective joining us from ramallah on the west bank. Lets get a different perspective. Joining us, israels finance minister, a member of the security cabinet of Prime Minister netanyahu. Thanks for joining us. Good evening. I want to get your immediate reaction. We heard dr. Barghouti saying theyre on the same page, they want a fiveday ceasefire, but israel refuses to do so. Thats their claim. You say . I say that we have said yes to a ceasefire a week ago. And theyve declined. And then they had two huma humanitarian ceasefires. In both cases hamas used them to shoot at civilians and try to kill israeli women and children. So before we are talking about ceasefire, we should talk about the fact that how can we stop hamas from killing not only our children, not only our people, but also their people because they are in charge of what is happening right now in gaza. So is it true, though, that theyre ready to accept a fiveday humanitarian ceasefire, but israel is not . No, what they are saying they didnt say they are accepting it. They just said israel is not accepting it. Is israel accepting it . Israel is going to talk about it with all proper authorities, with the United Nations, with the u. N. , but first and foremost, hamas cannot expect us to stand still while theyre shooting at us, while theyre trying to take the tunnels underneath houses of civilians, trying to kill and kidnap israeli citizens. And you know what . There are more than 3,000 rockets that were fired upon israel in the past three weeks. What other country in the world will stand for this . Of course, we cannot say, okay, and whenever they want to plug it in, they want to plug it out on their own timing, now they want five days to rearrange the army to make sure they have ability to fire at us again, then this is not a humanitarian ceasefire. This is them trying to sabotage the whole process. We said yes to the egyptian offer a week ago or ten days ago. And they have declined. So they have to answer the questions. So this most recent incident today, this u. N. School, this shelter, are you familiar with it . Because i spoke to Lieutenant Colonel peter lerner, and he says theyre investigating the Israeli Military. Its an awful incident, a lot of civilians killed. They were seeking refuge there. Hes raising the possibility the Israeli Military, this could have been a hamas rocket. Youre a member of the inner security cabinet. What have you heard about this incident . Well, you know what . Unlike mustafa barghouti, we dont have the privilege of knowing everything about it. This is the exact difference between a functional democracy and somebody whos just dealing with propaganda and trying to gain pr points. As far as we know, theres one thing we do know. From this area, they were shooting at Israeli Soldiers. And they used schools as they did before, as a storage for rockets and also as a basis to fire at the Israeli Soldiers. The secretarygeneral of the u. N. , not an israeli, he says when hamas is using schools as storage for rockets and firing at soldiers from schools, then hes the one to be blamed for all the killings that happened as circumstances of this. So youre investigating it . Yes, of course, were investigating it as every proper democracy would under the circumstances. Youre the finance minister. I read in one of the israeli newspapers that israel has lost about 200 million over the past few weeks because of lack of tourism. That 36hour ban on u. S. Flights coming in and out of israel. How much of an economic setback has this been for israel . Well, we are a strong economy. We have sustained successes in the past few years. We can stand this, and we can stand a much longer operation. You welcome the decision by the u. S. Federal Aviation Administration to reinstate flights to israel. That was a major setback to israel. Yes, it was. And it was wrong. It was a win for hamas, right . Listen, l. A. X. Is ten times more dangerous than the israeli airport. How can you say that . Because the traffic there is so big. But there are no rockets flying around l. A. X. There are no rockets flying around the israeli airport. There was one. There was one that landed more than a mile away. Listen, the minute we presented the faa with the details and the facts of the matter, they say, okay, you can go back and fly there. Its totally safe to fly to israel, and i recommend it, i about the way, to everyone who wants to come in. But you know the state department issued a travel advisory saying that all nonessential trips to israel and the west bank for that matter should be avoided right now. Well, i understand american point, but im telling you, people feel pretty safe here. We know what were doing. Its the time of a military operation. Of course, there are hazards, but basically, to fly to theres no problem flying into israel. So youre sticking by that statement that l. A. X. Is more dangerous than Ben Gurion Airport. After being a few times to l. A. X. I hope i didnt offend people. I think they know about their own airport. I fly into l. A. X. All the time, and i feel pretty good. Its a fundraising swing to help democrats in the midterm elections. The white house has certainly taken some criticism from republicans, even in democrats who say the president should be back in washington right now dealing with the escalating crises in ukraine and the middle east and elsewhere around the world. Lets bring in our chief political analyst Gloria Borger in washington. Our senior political analyst, david gergen, hes in san francisco. And joining us from aspen, colorado, the former democratic congresswoman, jane harman. Hes shes now president and ceo of the Wilson Center. Gloria, how does it look for the president of the United States to be doing all this fundraising, traveling around when there are so many of these global crises going on right now . Look, wolf, were not seeing a lot of pictures of the president , and theres a reason, because they know that if we were to see pictures, if the press were to be let in to see the president hobnobbing with people giving an awful lot of money to the Democratic Party which, by the way, he ought to be raising. Theres an upcoming midterm election, that he would be criticized for it which is why the press is being kept at arms length. We dont see a lot of these pictures. We dont get the access that i think the press would like to have because they understand the optics are important, which is why theyre also taking pains to tell us that hes constantly in touch with the secretary of state, john kerry, that if he has to fly back to washington, he will fly back to washington. But its always this kind of delicate balance you have to strike when you dont want to seem as president that youre panicking, but you also dont want to seem disengaged or out of touch. And i think theyre having a little bit of trouble with that right now. David, the new cnn poll shows the president s job Approval Rating at about 42 right now. Basically unchanged since march. Thats not a great number by any means. How does the number, though, on Foreign Policy problems that the white house is dealing with affect the view of the public at large as how the president is doing . Because he doesnt get good numbers on Foreign Policy either. Well, thats right, wolf. And i think those numbers on Foreign Policy, 55 disapproval, actually underscore the fact that what i think this fundraising effort, while its understandable other president s have done it, i think its a political mistake. You know, the old saying the best policies make the best politics, and right now i think if the president were back in washington at the oval office, sort of masterminding the u. S. But i know that americans are tuned into Foreign Policy, because im here in aspen at this security forum, which you cancelled, wolf, understandably, because youre in one of the mainly hot spots in the world that we all care about. So i hope hes im assuming hes focused on it. John kerry is back in the region. He should be there. Hes trying to help broker a ceasefire. But it has to be on terms that will end this horror here, and if hamas continues to fire rockets, thats not a predicate for a cease fire. I just want to mention one other thing. Is more dangerous flying in and out because of the traffic theres, as opposed to ben gurion. Not so much. Outside of tel aviv. And if you look at our cnn polling, hes been suffering on that point, because more than half of the American People now do not consider him a strong and decisive leader. So thats his problem. Whether its on Foreign Policy, whether its on domestic policy, and, of course, the two interact. Now hes got all these crises that overlap. The enemy of my enemy is my friend in many of these situations. And so its very complex. And nobody doubts that the president understands the complexities of it. But his problem is that you have to kind of talk to the American People about it. And you also have to talk to congressional leaders about it. And this is where i think he fails. Congress is about to go to vacation, recess right now, david. I dont know who is who the president is going to be talking to the next few weeks. Theres a phone. He needs to be talking to his team and to foreign leaders. It came out yesterday, he hasnt had to talk to the head of turkey since february or Something Like that. But wolf, i think the question here is not only about how the president might be more effective and be more reassuring to the country, but there are also questions now about john kerry. The secretary of state needs help. You know, the Deputy Press Secretary of the white house put out a list a couple days ago, saying heres where john kerry has been engaged, and in the middle east on the gaza issue. Ten Different Countries and International Institutions hes been engaged with. That doesnt even include ukraine, the problems there, the fires in afghanistan. Syria, iraq, iran. The secretary of state, in order to be effective, cannot do this alone. He needs a very, very strong team. He lost his negotiator, chief negotiator, martin endick in the middle east. He needs a dennis ross type figure. Jane and gloria know dennis so well.
