It changed that none of us wanted, nor a change that we would wish on anyone else. Although each of our paths to recovery have been unique and we have all traveled at our own pace, we continue to move forward. Today, i will not focus on the past, but be mindful of our successes and thank those who have helped us take our first steps, reclimb our first mountains and reclaim our lives. To the First Responders, for running into harms way and giving us the aid that we needed. To the doctors, surgeons and their staffs who completely gave of themselves to ensure that our most severely injured were given a chance to live again. To all Law Enforcement agencies who worked tirelessly and quickly to make our city secure between. To the physical therapists and counselors who continue to support us physically and emotionally. To the boston athletic association, the one fund contributors, and the countless others who, combined, gave us the strength to recognize each day as a new beginning and the hope for a brighter tomorrow. Thank you for your love, compassion and generosity. You have touched our hearts in a way that many times our gratitude could only be expressed through our tears of joy. During the early days, you gave us the opportunity to mourn, to grieve, and to reflect in private on bolyston street and through the creation of the one fund, you immediately provided critical and much needed financial and emotional support. You have been proactive in anticipating our needs and are completely devoted to each and every one of us on a personal level. To the survivors, although your journey has not been easy, and the road is still long, your inner strength, determination and resolve displayed during these past 12 months have made you an inspiration to many. And we do that because we know that someone around the bend, a stranger, has a cup of water, around the bend, someones there to boost our spirits, and on that toughest mile, just when we think weve hit a wall, theyll be someone there to cheer us on and pick us up if we fall, and this day, next year, on the third monday, the world will return to this beautiful American City to run harder than ever, to cheer louder than before, for the 118th marathon, and bet on it. One year ago, my husband, major adam davis, had just returned from afghanistan, where he was fighting the war on terror. Uninjured. We took a long walk into sunny boston and in a matter of seconds our world was changed forever. It is difficult to believe it has only been one year. It feels like only a few weeks and we have a long road yet to walk. I stand here today as a proud bostonian. Although adam and i just moved to boston three short years ago, the city has stood by us, supported us and helped us heal. Together, we held each other in the face of terror. We grieved in the face of tremendous loss. And we grew in the face of adversity. Our Survivor Community is not something any of us have chosen to be a part of. Yet we are just that, a community. There were many moments we could have not made it through, had it not been for one another. We find peace in providing a shoulder to cry on. A warm embrace. And a hand to hold in a crowd. We know just by eye contact what the other is feeling. I am thankful for our friendships. And as i look back on this past year, i think of the lessons that we have learned and have had to relearn, that no milestone is too small to celebrate, even walking into a nonhandicapped bathroom stall for the first time, doing a happy dance. Its the little things. I also learned that moods are contagious. Our community, our city, our First Responders, our surgeons, our physical and mental therapists, would not and will not let us fail. And their unwavering devotion to strength is why we stand here boston strong today. I have also learned that it is okay to not be okay. That we still have to let ourselves grieve. We can stay in bed even for a few days. Yet it is that boston strong attitude that gets us back out. And when we cannot find the strength to do it ourselves, we have those around us that lift us back up. My wish, if i were allowed to grant one, is that we use this day not as just a day of remembrance but a day of action. I wish that everyone who is facing adversity today would have the support that we have had. If anyone is wondering what they can do, what you can do, i would answer, look around, people in your Community Need your sur port. They need your patience and they need your time in dealing with similar situations such as ours. Let april 15th be a day when we all Work Together to make this world a better place. The biggest lesson of all the lessons that i have learned over this past year is that something in your life, in anyones life, can go horrifically terribly wrong in a matter of seconds. Whats your policy . The underwater search for Malaysian Airlines flight 370 should resume soon. Crews hope to send the bluefin21 drone back into the ocean. The first search yesterday was cut short after the vehicle encountered waters deeper than it was programmed for. Officials now say the initial search didnt find anything of interest. They say the aborted mission was disappointing, but the drone performed like it was supposed to. Malaysian authorities responded to the question of who will get custody of the planes two black boxes. The transportation minister says determining who takes charge of the devices is not as important as finding out the truth. The initial search by the bluefin21 was supposed to last 20 hours, including two hours down and back up, but a source now says the mission lasted less than eight hours. For the latest, lets go to our correspondent will ripley in perth, australia. What are you learning, will . Were still working to confirm with the joint Agency Coordination center whether the bluefin21 is back in the water yet. We know there was some rough weather in the area that was delaying them getting that submersible back in the water. Its mission on monday, late monday night, had to be cut short. It was aborted only 29 in. So less than a third of the work was completed. Were told the reason for that, as youve said, the submersible got down and the water in the area was deeper than the programmers bleaprogram ers believed it was. They program a route ahead of time. Then the submersible goes down and does its work. It stays about 100 feet above the ocean floor. If the submersible floor detects the ocean floor drops below that 4,500 meter mark where the pressure would become dangerous on the submersible, it could actually harm the equipment, thats when the machinery aborts the mission and goes back to the surface. They program in tmed in a coupl other backup routes but those backup routes were too deep. This raises the question, does this equipment have the capability to do what needs to be done in this area of the ocean with those extreme depths. Theres a lot of expectation on that bluefin21. Do authorities where you are consider this a setback . I would say that its considered a setback, but they also do acknowledge that the equipment did exactly what its designed to do. Obviously, they would like to complete a full mission, which is 20 hours two hours down, 16 hours of scanning, two hours back up, then four hours to download the data. The fact they got a limited amount of data from a much shorter mission, thats a setback when theyre trying to get information turned around as quickly as possible. Again, all along, the search chief has been trying to manage expectations, saying they expect this to be a slow process. It appears setbacks like this come with the territory. Will ripley on the scene for us in perth, australia, with the very latest, thanks, will. Well have march ore on this st coming up. When we come back, arwa damon, she is now in ukraine reporting on the latest tensions, and they are escalating. Stand by. Lets go to ukraine now where Government Troops are heading into the disputed areas of eastern ukraine. Prorussian militants have seized government buildings in as many as ten cities and towns. Ukraines acting president promised action to move the demonstrators out and today were seeing the first evidence of that operation. Our neick patton walsh and his crew saw armored troops heading north out of donetsk into one of the areas where militants overran a police headquarters. Lets bring in our Cnn International correspondent arwa damon joining us from kiev, the capital of ukraine. Based on everything youre learned, where does this operation stand right now . Well, wolf, its still very much in its initial stages but ukraines acting president owe Lech Sander Turchynov saying that special forces managed to recapture one city from terrorists. Vowing very soon there will be no more terrorists on ukrainian territory, a long with that military mobilization. The government also dispatching about 350 members of a newly Trained National Guard unit. Its members former activists themselves. Plus, were seeing a lot of civilians taking matters into their own hands. But this is an operation that a lot of ukrainians weve been speaking to in kiev want to see the government undertake. The government coming under Harsh Criticism for its perceived inaction. This sort of military might, this sort of military push into the eastern part of the country, could potentially have some very dangerous consequences, wolf. It could be a powder keg, if the Ukrainian Military, for example, arwa, as you well know, goes too far, that could trigger literally a civil war, if you will, the russias would then be tempted to actually move in. They havent done so formally yet. But this is a really, really tense moment. Give us a sense of the anticipation there. It most certainly is incredibly tense because no one is entirely sure what the rippleon effect of this sort of military action is going to be, and that is one of the reasons why the Ukrainian Government was perhaps reluctant to take such military action alongside the fact that they say they did not want to see any more bloodshed. There are great concerns that the russians could potentially retaliate. Russia does have 40,000 troops along the russian ukrainian border, with russia saying theyre there as part of a military training exercise, but at the same time, the russian government has maintained it reserves the right to protect its own interests and to protect the russian speaking population in ukraine. The United States amongst the many actors here that has been trying to convince the russian government to pullback its troops to avert any sort of escalation of the tensions here, while the russianings are saying it is basically up to the west to try to determine whether or not ukraine finds itself in the midst of a civil war. So were were seeing right now, wolf, is really the beginning of what could potentially be a very tenuous chapter in this countrys history. Arwa damon, reporting for us from kiev. Prosecutors announced charges against the white supremacist accused in the shootings that left three people dead outside two jewishaffiliated facilities near kansas city. He is facing one count of capital murder, one count of premeditated murder, but federal hate crime charges have not yet been filed. U. S. Attorney says his office is still investigating the incident. For more on all this, George Howell is joining us live from kansas, right outside of kansas city. What can you tell us about the charges that have now been formally announced, george . Wolf, we know something now about this sentencing what prosecutors could go for in this case. They could choose to go for life without parole or they could go for the Death Penalty, but at this point they do not have to indicate what their plan will be in this case, except to tell us, now, that we know cross is facing two charges, one charge for capital murder. Capital murder for the death of william corneron and his grandson. His 14yearold grandson. Remember, they came here to this community center. He was supposed to compete in a singing competition. Both were shot and killed in their car. About a mile away, this is where terry lamono was shot and killed at a retirement home. That is the second charge, a charge of premeditated murder. First degree premeditated murder. I want you to hear what Prosecutor Says about an hour ago so you can get a sense how they prove to move forward in this case. Take a listen. The Death Penalty . It is too early to make that decision. That is an option under the first count of capital murder. The options for the sentence are life without parole, or if we choose, we file a notice of requesting the Death Penalty. That is something we dont have to file when we file the charges. That is a dont take that decision lightly. That decision will be made after we get all the facts and evidence of this case because we want to make an informed decision before that is done. Reporter at this bpoint, th bond is set for 10 million. We do expect to see him at a bond hearing within the next hour. As you know this guy, he is a former leader of the ku klux klan, a white supremist is group among other thickings. Investigators say it was a hate crime when he opened fire at these two kansas city area Jewish Centers but the three people he wound up killing were not jewish. Will this affect whether or not officials formally file federal hate crime charges . As this was described yesterday, by the officials, by the police department, i believe, they said it was because of his intent. To hurt people, to harm people, to kill people. That he had a problem with, for lack of a better word. That could constitute a hate crime. So we understand from what police said yesterday that they believe it should be prosecuted or gone after as a hate crime. You heard all of the evidence, as we were gathering the news, as we first got here, and we heard from these witnesses who said, you know, he would go to people and ask them if they were jewish. Also you heard what he uttered in the back of that police car, something that i certainly wont utter, but you saw the evidence there, Police Believe it should be charged as a hate crime. As you mentioned, these prosecutors, they have the option to apply federal hate crimes charges to this case. We could see it later down the road. At this point, theyre still going through all the evidence, all the information, before making that determination. All right, george, thank you. George howell on the scene for us outside of kansas city. Were heading into day 40 of the search for Malaysian Airline flight 370. Now the underwater vehicle helping in the search called the bluefin21. Youve spoken to the operators of the bluefin21. Is it actually back in the indian ocean . I got an email about three hours ago from an official at Phoenix International, as you mentioned, they own and they operate the bluefin21. This official said three hours ago that the auv, the autonomous underwater vehicle, was back in the water. Were trying to get clarification what that means. Is it back towards the same depth it was yesterday, is it closer to the surface . Were not sure. Were trying to get some clarified information on that. The mission was aborted automatically by the bluefin itself yesterday. Aborted because it started to go deeper than it was programmed to go. According to officials with the u. S. Navy and Phoenix International, the company which owns and operates this bluefin, it was programmed to go between 4,200 and 4,400 meters down, thats between about 13,700 and 14,000 feet but the water in that area was deeper than expected. Its about 14,700 feet. Once the bluefin tried to follow the bottom to that depth, its safety mechanisms kicked in and automatically sent it back to the surface. An official with Phoenix International told me it did what it was supposed to do and he said that first mission, while it was shorter than intended was, quote, a very good first dive. He said they were able to collect two lines of side scan sonar data, each about four miles long and a mile wide. He said the data looked good but it did not detect any wreckage, wolf. All right, brian todd, thanks very much. I want to go back to boston right now. Its one year exactly to the day when we had that terrible, terrible bombing in boston, at the boston marathon. The Vice President joe biden is speaking. Ive never, never, never witnessed a tribute like ive heard today. Jill and i jill and i are honored to be asked back. And let me say to those, quote, survivors. My god, you have survived and you have soared. It was worth it. I mean that sincerely. Just to hear each of you speak. You are truly, truly inspiring. Ive never heard anything so beautiful, what all of you just said. I really mean that. [ applause ] and youre dangerous, young man, you are really good. Im serious. Its just absolutely remarkable. Governor, mayor walsh, you always speak well. Tommy, i can tell you one thing, theres not a Single Person in here whose heart you did not speak to. They understood every single word you said. Every single word you said. Youve been my friend for a long time. The reason they heard it, your heart is as big as this city. Its an honor to be with you. Tom, boston athletic association, what a first of all, thank you for having jill and me. What an incredible job youve done in the one organization. This is an important day. An important day for the survivors. I think you bostonians dont understand, its an important day for the nation. Its an important day for america. And the families of martin and lingzi and krystle and officer collier, this is, i know from some experience, this is a bitter, bittersweet moment for all of you. You know, those of you, and many of you have gone through your own sorrows, know that it the anniversary that is, quote, celebrated and brought trip bru tribute, it brought every memory back in sharp relief that in a sense you almost would rather not have it happen. But, as i said to you when we talked in the back of the auditorium, thank you for your courage. Thank you for your courage. Because and i hope you take some solace again from the outpouring of love and affection and all the people of this great city and the country. But its still difficult. Its i know that no memorial, no words, no acts can fully provide the solace that your hearts still yearn to acquire. But i hope it eases your grief a little bit. As i said, it takes incredible courage for you to be here. I want you to know that youre an inspiration. Without knowing it to people all across this country who suffered tragedies. Theyll see you. Theyll hear you. They know of you. And the fact that youre here, i promise you, gives them hope that maybe, maybe, they can overcome what theyre facing right now. Its the one thing i think you vastly underestimate about what youre doing for so many people. In dealing with your own grief with such courage. You inspire them. And we owe you for just being back. And to patrick and adrian weiss, david, all the survivors here, elsewhere, youre living proof, youre living proof that america can never, never, never be defeated. You are the proof of that assertion. So much has been taken from you, but you never, never have given up. All the other survivors that are not here, not even those tough days when youre lying in the hospital bed, looking, staring at the ceiling saying, god, i dont know how i can do this anymore. I dont want to do this anymore. And wondering how much more can you take. But youve mustered the courage, you got up and you kept going. Youve brought an awful lot of other people with you as you walked on, on that prosthetic leg. And youre here, youre undeterred and youre unyielding. That stubborn perseverance the mayor spoke of in the face of unfatct mobile challenge, that just pure courage, thats just courage. My mom, and they kid me, i talk a lot about my mom, but my mom was a really great old irish lady. She had an expression. She told us from the time we were ikids. To me, joey, youre defined by your courage and youre redeemed by your loyalty. The four of you are the purest example of my mothers standard i have ever met. Youre defined by your courage. And youre redeeped by your loyalty. You just didnt say take care of yourselves, you reached back to help so many more people. And the loyalty that youve inspired in this great city. And even though im not a boston fan, i love you guys, man. What an incredible city. It really is. You are an incredible incredible city. And i know politicians arent supposed to say that, that youre not a red sox fan, but from where i come from, if you root for the red sox, you got the living hell kicked out of you, so there was good reason not to be a red sox fan. You know, you have become the face of americas resolve. Not unlike what happened in 9 11. Youve become the face of americas resolve for the whole world to see. You know, i travel around the world. Ive traveled over 900,000 miles just being Vice President around the world. People know all about you. They know who you are. They know your pride. They know your courage. They know your resolve. They know who you are. And you know what, thats why the twisted cowardly terrorists who acted here and other places do what they do. They try to instill fear. They try to instill fear so that we will jettison what we value the most and what the world most values about us, an open society, our system of justice, our freedom of religion, our access to opportunity, the free flow of information, ideas and people across the country. The willingness and capacity to gather anywhere and any numbers and say what we believe. Thats their objective. Thats what they attempted to do and directly in boston is to make us afraid. Not just boston afraid, to make america afraid. So that maybe, maybe we begin to change our ways. Thats the objective. The very soul of who we are. They figure if they instill enough fear, we will change. And an infuriates them that we refuse to bend. Refuse to change. Refuse to yield to fear. You are boston strong. But america is strong. Theyre not unlike you. All around america, thats what makes us so proud of this city and this state. What makes me so proud to be an american. Is that we have never, ever, ever yielded to fear. Never. Just look what youve done over the past year to recover from the attack. You formed support groups. You established foundations. Colleges set up scholarships and local businesses have supported charity drives. Houses of worship have provided healing and comfort. And so much more. Your organizations like the one fund. Have gone on above and beyond, to raise millions of dollars to help the families and the victims and the survivors and the city recover and rebuild. And youve taken greater pride in the community that stood by you, protected you. Pride in the worlds greatest doctors. Nurses. Emts. National guard, members of the national guard. Veterans, teachers. Of course, pride in the worlds greatest Police Officers and firefighters. Mentioned repeatedly today. Last year, i had the great honor of asking to speak at a service for officer collier at m. I. T. When i arrived on that field in campus, thousands of men and women in uniform stood in line as far as the eye could see. It was incredible. They showed up because they share a fundamental obligation to serve and an unbreakable sense of duty. Its not just what they do, its who they are. Its who sean collier was, patrolling, protecting the campus and community he loved. Its also what officer dennis simmons, who put his life on the line last year in a shootout to hunt down the killers. He suffered a severe head injury and ultimately he had succumbed. Also, as mentioned by the mayor, its also the firefighters Michael Kennedy and ed walsh recently, recently had to deal with when they responded, engine 33 responded, and theyre grieving families knew every single time they responded to an alarm Something Like this could happen. Yet we know theres not a single moment, not a single moment of hardship that america has not been transformed by. Made stronger by. We know this with certainty. Because its the history of the journey of america. Its written not just in the brave men and women weve honored today in uniform, but its anchored in the undaunting courage and uncommon resolve of ordinary americans. Thats the incredible thing about america. We teach our children this in schools. That these are qualities engrained in our national character, stamped into our dna. They animate our national identity. And they continue to define who we are. Last years marathon, the whole world witnessed ordinary citizens, ordinary citizens doing extraordinary things. Delivering blankettes and water. Doctors running through the finish line. To the hospital to care for the hospit wounded. Residents and store owners opening their door to folks for shelter. What has become an iconic photograph is carlos. Carlos in his cowboy hat. Pushing jeff bauman off the scene. After having broke both legs. That photograph, that picture, is hanging on walls around the world. Carlos did what you bostonians do and americans do. Carlos ran to him. Rather than from him. A normal human instinct is to run from, not to. Wasnt a firefighter. Wasnt a trained medic. He wasnt a police officer. But yet he instinctively, he ran too. Thats what bostonians do. Thats what bostonians did. Thats what the whole world saw. Thats what america does. And next monday, on patriots day, when im told up to 36,000 people line up to start the marathon, you will send a resounding message around the world, not just to the rest of the world, but to the terrorists, that we will never yield. We will never cower. America will never, ever, ever stand down. We are boston. We are america. We respond. We endure. We overcome. And we own the finish line. God bless you all. With nothing useful apparently. I dont think thats surprising. This is the first day of the search. This is really a difficult operation. Theyre in uncharted waters. They dont know the depth. I dont think it was a huge setback. Its going to be a long haul. Theyre going to get it right. Eventually this bluefin 21 can be programmed to go deeper. Because thats what its made to do, right . I dont know, the way they talk, the people that make it, it could be lost if they go deeper. It may not be able to withstand much deeper. Its right at the threshold how far its supposed to go down. Is there anything better than the bluefin21 . We heard oceanographies towing a sled that could go deeper that is connected by cable to the ship above. Then they would be getting a realtime stream of data. Now they have to wait until it comes back up and download the data, because theres no communication while thats deployed below the surface. That sounds like it could be a lot more lengthy than this bluefin21 operation. Its harder to manipulate it, to move it. But thats their other option. We heard the malaysian transportation minister say today that in his words, its not important who gets control of the planes black boxes. They just want to make sure the job is done. What does that say to you . I think hes trying to downplay this concern that it wont go to the right people. I think hes just being kind of flippant about it, to say well take care of it. Its a u. S. Made plane, the black boxes are made in the u. S. The ntsb has the most experience in dealing with this. Wouldnt the australians say to the United States, you know what . Well defer to you, youre the experts on this. I think theyll take a look at the condition of the box. But the question is, do you want to take another two days to get the data down. Whats another two days . I know. But once they get the box, theres going to be enormous pressure to say, lets get a look at it, lets get the data downloaded safely. My request eis, if the malaysians say to the australians, you take a look at it, the wise thing for the australians to do then would be to, you know what, let the United States take charge. They might. They might do that. Do you think they would is this. Im not sure. I think if they think they can handle it or do it jointly. Exactly. Have it in their lab in australia, and just have the ntsb and maybe the french or the british experts all participate in how they download the data. How much time do you think this is going to take .
