We talk with two powerful senators who have a history of working across the aisle about how to avoid an economic meltdown. We should never put the credit of the United States at risk. Government defaults on its debt. Its never happened, but thats what were facing if republicans and democrats dont agree on a deal to raise the nations debt ceiling by the end of the month. Next week, President Biden meets with top congressional leaders from both parties. But will they agree to compromise . Tonight, we sit down with two senators to explore if were headed for an economic cliff. Maryland democrat ben cardin and Louisiana Republican bill cassidy. Senator cardin, how bad will it be if the u. S. Defaults on its debt for the first time in history . In the real world, what will it mean for people who rely on Government Services and government checks . Chris, first, its good to be with you. It will be a disaster. You can see the specific impacts on our veterans on our seniors, their programs are going to be cut dramatically. But its the reputation of america. Its the cost of our debt, the cost to taxpayers, the loss of americas use of the dollar as the International Currency would be at risk. It would be a disaster for this country. We should never put the credit of the United States at risk. My guess is this is one of the few areas the two of you are going to agree on. Senator cassidy, were talking about reneging on the full faith and credit of the United States government. What would this mean in terms of the markets, jobs, and the overall economy . I think ben put it well. But i think the real question is, how do we get out of it . I would argue that now is the time for president ial leadership. There is a not just a vacuum of president ial leadership, i say its a black hole. People come to senators and say, oh, would you put together something that could rescue our country from this problem . I say, until the president engages, it doesnt matter what we do. So its more than a vacuum, its a black hole because its sucks out leadership from every place else. If its going to be so terrible, joe biden needs to step up. Okay, so youve anticipated where i wanted to take this. The president is meeting with the top congressional leaders of both houses next tuesday at the white house. What do you expect from that meeting . And honestly, how real are the chances, loongt the situation here In Washington, that this time we could go over the financial cliff, that we could default on our debt . Id like to think that that is unlikely to occur. Its always been in the past, people have threatened it. But its always come through. But when you look at this meeting on tuesday, i actually see schumer and mcconnell as window dressing. This is between the president and kevin mccarthy. And is just to explain, because the house is run by the republicans, and obviously the white house and the senate are run by democrats. Correct. But i say this because the Spending Bill has to originate in the house and the president has to sign it into law. Its got to pass the house majority. You may not like that, but its not to and the president s got to engage. Until the president engages seriously, nothing moves forward. Im glad that the four are meeting. I think its important that theyre meeting. But i think the engagement needs to take place on next years Spending Bills and Appropriation Bills and revenue bills, not on holding hostage the full faith and credit of the United States. So yes, the president is engaged. But senator cardin, you say hes engaged. The fact is that they met in february, House Speaker mccarthy, President Biden. They havent met since then. Where has the president been . In other words, even if you want to say were going to separate spending from the debt, were not going to make one contingent on the other, why not engage on the issues of spending and the economy and then pass a clean debt limit . Were already paying a cost for getting this close. Its already affecting our reputation. This should not be an issue. See, i think youre avoiding the point. If the president were showing leadership, sure, the circumstances may not the chess pieces may not be where you want to have them. But they are where they are. Now, if you want to do it differently, that we have have some budget talks here and a debt ceiling there, you need to make Movement Towards that. Not say, bring me exactly what i want and i refuse to engage until i see exactly what i want. Thats not president ial leadership, thats president ial passivity. We need an active president. Bill, the as you point out, these bills originate in the house. The house should have sent over a vehicle that we could work on, not what they did, which is a nonstarter. We shouldnt be in this debate. We knew this at the beginning of this congress, that we had to pass the debt ceiling. We should have done that when you say nonstarter, it is an opening play. Its not at all. Then offer a counteroffer. The counteroffer is, pass the debt ceiling extension, lets sit down and talk about the budget. Thats how weve done it it in the past. Thats actually not true. Pelosi was an expert at drawing these out and then extracting something from President Trump. A total expert. Now, the idea that, oh my gosh, weve never seen this before In Washington, just defies history. I love the fact that were agreeing on all this. Let me ask you, before we move on to some of specifics, as we sit here today, what are the chances give me a number that we are going to not pass the debt limit by june 1st or june 10th, whatever it is, and were going to go into default . I would hope that, for the sake of our economy, for the sake of our Economic Future and americas reputation, we will not go off the cliff. Were too close to the cliff right now. Tell me what president joe bidens going to do. Is he going to be passive . In which case, call it 80 . Is he going to engage like previous president s have engaged . Then i would say 5 . The real variable here is, do we have president ial leadership . Or do we have president ial passivity . Senator cardin, lets look at the plan that the republicans, House Republicans, passed last week. 3. 2 trillion in Spending Cuts over the next decade. Repeal of some Clean Energy Tax breaks. Some new Work Requirements for welfare recipients. I understand its an opening bid, theres a lot of stuff there thats unacceptable to the democrats. But the economy, our National Debt is now 31 trillion. Dont we have to take drastic steps to address that . Weve already spent this money. Were going to pay our bills. When youre talking about spending programs and Revenue Programs of the future, you do that during the budget. We have to do it by october 1. Otherwise, government is in threat of shutting down. Theres enough leverage back and forth in negotiating the spending programs for our country. Dont do it on this bill. This is a debt ceiling. This is the credit of america. This is weve already committed these dollars. We have to honor our debt. Senator cassidy, wheres the basis for negotiation if Speaker Mccarthy and the House Republicans are going to take a make a bunch of proposals that are unacceptable to democrats . Speaker mccarthy has people never before voting for a Debt Ceiling Increase Voting for this bill. You may say, we cant accept it in its current form. Give us something back. We three are married, i presume all happily. My wife will bring me a proposal, ill say, dear, im not quite sure, well have a negotiation. Consider this like any sort of typical kitchen table, do we take a vacation here, do we take a vacation there . Bring something back. We need president ial leadership, not president ial passivity. By the way, let me point out the idea that theres nothing we can stop Spending Money on is absurd. Right now the president ial pause on Student Loan Repayment adds 5 billion a month to our indebtedness. It moves that Debt Ceiling Crisis day, if you will, that much closer. The original rationale for that pause for Student Loan Repayment was the Public Health emergency. That has ended. So the president s policies are actively making the situation worse. The idea that we cant do anything is just a little bit kind of like when you say we cant do anything, what about increasing taxes on the wealthy and corporations . You know, im struck that the president , of course, always its his goto, 4. 5 billion. The argument its also going to have a negative effect on gdp. Ill just say that. But lets put up with something which is reasonable. The president s got 4. 5 trillion in taxes bill, youre criticizing the president s revenue proposals, but we need to get into those discussions. Im with you on that. Just dont do it holding our country hostage with a default on our debt, thats ridiculous. This seems to be one of the democrat arguments or hopes is that in the end, that the pressure is going to be on republicans, republicans will be blamed as we get closer and closer for putting the country in jeopardy on the debt and that, in the end, your party will blink and pass a clean debt ceiling. What are the chances of that . I cant say that. All i can say is right now, the president is like rope a doping. He is just like, pound me a way. Im going to blame it on old, evil, mean republicans and theyre going to have to fold. It seems like the president s looking more for an issue for a real act than hes looking for an opportunity to lead our country as the leader of all americans. I would argue that president s got to be a leader. Im seeing no leadership from this president. Coming up, our conversation turns to how much more youre now paying thanks to inflation. I continue our conversation asking the senators how far should the fed go in the fight against inflation . And are we at risk of a recession . I hope that those Exercise Restraint i believe in the independence of the fed, so im not going to dictate what theyre going to do. Im going to tell you this, though. Interest rates have a negative impact. Increasing Interest Rates have a negative icket pact on our economy. I onlook at employment numbers, i think our economy is strong and i hope that we can find a way to have a soft landing so that we can get back to a more reasonable pressure on how we use Interest Rates. Senator cassidy, how much confidence do you have in the Federal Reserve to get inflation under control without tanking the economy . Theyre in tough shape. And i will say, the feds trying to keep up with this administrations policies. Joe biden inherited low inflation rates. But you can start targeting the increased inflation from when he passed his 1. 9 trillion package after the pandemic was over. But they by golly wanted to spend it, and on a partisan basis they did. They continue to pursue policies which pump dollars into the economy. Theyre in tough shape. We need the administration to help them. Thats another reason why we need to have a negotiation in which we lower spending. Joe biden also inherited a large debt thanks to the Trump Administration you voted for his bills. Not the 2017 tax bill, i did not vote for wait one minuteness now, my friend. Wait one minute. I love the two of you together, getting a little handsy here. Youre blaming everything on politics here, but lets be clear about what brian inherited. He inherited a large debt, he inherited a 2017 tax bill he added to the debt. The Trump Administration also added to it. No, i agree. But then 2017 tax bill is one of the leading causes for the high debt we have today. It gave tax breaks to the wealthy and large corporations, and were paying that cost today. If we move beyond Talking Points thank you. We can talk about the tax cut and jobs act bill which gave us record low unemployment, which gave us Income Growth disproportionately among the lower incomes these are the trump tax cuts for the wealthy and corporations. As he phrases it. Thats what they were. I would say, this would be the trump tax cuts, the congressional tax cuts that actually created the best economy in any of our lifetimes. Why do we have so much debt . In the c. A. R. E. S. Act no, wait a minute. Weve gotten too much into the weeds. Inflation is clearly a problem, and well have to satisfy are see what the fed does, whether or not it works, whether the landing is soft or hard. Senator cassidy, you are a dealmaker. Youve never seen a problem that you havent tried to work out a bipartisan compromise to settle. You are right now leading a group of ten more than ten senators of both parties who have a plan to try to save Social Security. Here you are calling out treasury secretary yellin about President Biden, take a look. The president knows many people on Social Security then why doesnt the president care . He cares very deeply. Then where is his plan . He stands ready to work with thats a lie. That was pretty rough. First of all, how serious is the problem with Social Security . And whats the plan . Of you and your colleagues, to try and save it . 30 years or more, actuaries have been saying Social Security will go insolvent roughly in the mid2030s. Theyve now moved that date up a year, saying it goes insolvent in 2033. When that happens, the three of us, who will be over 65 thank you. I think you will be. Will see a 24 decrease in our benefits. Now, that will actually double the rate of poverty in other words, people already on Social Security people already. Were not talking about younger people . Everybody. Thats by law. It isnt like, it may happen, it may not. By law, it will go unsolvent if we dont have a plan to address it. The president has not advanced a plan. Hes proposed 4. 5 trillion in taxes, as ive mentioned, not a dime on social. In fairness, neither have the republicans. Thats not true. Well, i mean you just mentioned ive been working on it. And i would argue im going to hear your plan, but for instance, both President Biden and President Trump are both pledging to do nothing. Oh, believe me, i think that trump and biden are showing negative leadership. We talked about black hole of leadership, both of them are trying to take from the Public Square and honest discussion of the fact that under their policies, poverty among the elderly will double. And both of them should be excoriated for that. Whats your plan . We have a big idea. What it does is, like every other funded pension plan in the world, take 1. 5 billion, put it in a separate fund, invest it in the economy are we hold it in escrow for 70 years and allow it to grow. Invest in the economy . Putting it in the stock market . Stock market, real estate. We already do that with other trust funds in the federal government. We do it with the thrift savings plan, the federal employees savings plan. Canada does it. Wisconsin does it. I mean, like the birds do it, the bees do it. Everybody does it. You said 1. 5 trillion . Correct. Wheres that coming from . So the initial amount would have to be borrowed over five years. Wait a minute, youre a death lock, you want another 1. 5 trillion . The difference of it is even In Washington thats real money, senator. The difference, in this it would be held in escrow. In here, it would be invested. It actually balances. The money offsets it. If you had, to you could take and it put it back out. So it actually offsets. Youre not buying tanks and youre not paying for unemployment benefits. Over 30 years, over 70 years, that money grows. And we can bridge Social Security into solvency. Senator cardin, i guess two questions. One, what do you think of 1. 5 trillion . Which as lot of money. Secondly, which would be very different from what Social Security has done with its trust fund up to now, putting it in the stock market . Our trust fund, we dont go into Social Security trust fund. No, as compared to what we have done with the current Social Security trust fund. Youre taking the money and putting it in the market, which we know is up and down. First of all, like senator candy, working with democrats and republicans, trying to get things done, thats critically important, how we get things done. It would be easier if we didnt have the threat of default on our debt. It would be nice if that was off before we start borrowing more money, that were not jeopardizes that. All right, lets move on. Number two, what i like about senator cassidys proposal, we need to maintain at least maintain the benefits of the Social Security system. We talk about middle income families and retirees. They depend upon their Social Security checks. We want to make sure theyre going to continue think of the idea of taking money and putting it i understand this is new money, but putting it into the stock market . Which can go right. Which people suggest that this is the foot in the door to privatization. Right. We have to protect the guaranteed benefits under Social Security. And we so thats my number one priority. Im willing to listen to any proposal that protects the guaranteed benefits under Social Security. And under our proposal, we guarantee those benefits. Finally, senator cardin, you have Just Announced that you are going to retire. Youre not going to seek reelection. Thats a better way of putting it. In 2024, you fill out your term. After basically a half century in public service. Well it will be 58 years, so youre over. I understated it. How come . I think its time. I have to be realistic about my age, realistic about the fact that the decision i make today is really an eightyear decision. Two years of running for office, a sixyear term. I think its the right decision. Why do so many of your colleagues hold on to office or seek reelection when theyre as old as you are or even older . No, i mean, its a serious question. And i understand its a personal decision. But you say its time. I think most people would say youre 79, is that correct . Thats correct. Its time. Why do so many politicians of both parties ignore that . I think every person has to make their own decision. I dont think age is a disqualifying factor. I think im making the right decision for myself and for my family and for the people of maryland. I want to thank Senators Cardin and cassidy for sitting down together. If i was a cowboy id be wild and free rolling around these towns like tumbleweeds you thought the west was wild but you aint saddled up with me if i was a cowboy id be a queen you say its not a Concept Record but it does have a thread, which is . Its got a Traveling Thread in it. We wrote most of this record in 2020 when we didnt have Pressure Writing for anything. We went to our farm, kind of holed up. What better to write about than travel when you cant . So we kind of lived vicariously through this record, through this process. Whats funny is they always say, Life Follows Art Or art follows life. In this case, wrote the record, it came out, my husband and i took a monthlong airstream trip last summer. So i felt like i was kind of living out some parts of palomino and all the characters and stories we told. I want to talk about the acm awards. Because you have the most of those in history. 38 acm awards, including nine consecutive female artist of the year awards. How do you explain that . I mean, i dont know, it sounds really big when you say it like that. Theres no way to make it sound small. I know, its just you know what im just so thankful that the national community, the Country Music family, has lifted me up all these years. Its my lifes work. Its what ive dedicated my whole life to. Been doing it since i was 17. So the acms has always been great to me. I watched Country Music awards, not just for the acms but some of the other letters. And it seems to be more of a community than pop music or the oscars. I mean, the thing that i always love about Country Music shows is you all get up, you all seem to know the words to each others songs. I mean, there is a lot of backbiting . Or is it really like that, that its a community . It really is like that. Theres friendly competition, which we need and everybody likes, i think. But everybodys kind of rooting for each other. Theres room for everybody, you know. Nashville is a little big town, if you will. Its a big city with a smalltown feel. You know, i think that everybody sort of roots for each other. Because the end of it, were all friends. We all respect what each other does, at least. It is very different going to other award shows after youve been going to Country Music award shows. If that werent enough, the acms and your album, youve got a new cookbook out. Its called yall eat you say the name. Yall eat it. And the rest of it . Welcome to our pretty bitching kitchen. Which is part food, part memoir . Yeah, it is. Its a lifestyle book. Its kind of a book about sisterhood and stories of how i grew up and the women that surrounded me. What are some of the most down home texas dishes that you feature in the book . Well, theyre all pretty down home. My moms meatloaf is our staple. Its probably what started this whole process of wanting to put this book out. But the thing about the recipes in this book is theyre complements to scoreries that are in the book. And theyre very approachable. We try to make things easy so we can spent less time in the kitchen working and more time together. You have, i think its fair to say, a definite persona in Country Music. Earthy and honest and more comfortable, quite frankly, in jeans and boots than in a fancy dress. Yeah, i do have my boots on today. Well, the question i have is, is that the the down home, is that the real Miranda Lambert . Yeah. I dont really change much. Whether im the miranda on the stage or the miranda sitting right here or just at my farm with my animals and no makeup. Im kind of the same person. Of course, theres elements of my job where i have to take it up a few notches and be a certain, you know, performer. But my musics always been honest and i always kind of keep it real. I read somewhere that you once said, i didnt want to be seen, i wanted to be heard. Is that what its all about for you . Yeah. You know, when you first get into this entertainment industry, theres people that will try to change you. And theyll see a blond Country Singer with blue eyes and sort of theres, you know there was risk of people trying to dress me in a way that i didnt want to dress. Or change my sound. And i just wasnt going to go for that, even really young. I just kind of knew, its not about that, its about what i have to say. I knew i had some really great messages i wanted to share with the world, and i wanted that to be through song and not through, you know, a crop top or i dont know, something fake that didnt feel real to me. You know. So i was really about sticking to my guns, especially my early years in the business of just really wanting it to be about the music. Your first big break came back in 2003 when you were in a tv competition show. Yeah. Called nashville star. And here you are at age 19. Ohoh. The way they used to stare as you watch me roll away she loves you and you need me but theres some things we cant share im on a Greyhound Bound For Nowhere so i read a story that you finished third, and you were thrilled that you didnt win because that meant that you didnt have to sing someone elses song. Is that true . And if so, why would that have been a problem for you . I never tried out for idol or anything because i wanted to sing my own songs. I wrote that song, Greyhound Bound For Nowhere, with my dad when i was 17. And when they said, you know, if you make it past certain weeks in the show, you get to do your own songs. That was so important to me because this was the first time i was, like, letting the world see who i was as an artist. I knew that it was really important to establish myself as a songwriter. You talk about the fact that some of your music is more somber than you are. Some of your songs are about cheating lovers. Yeah. Right . And heres one case. White liar. Yeah. Hey white liar truth comes out a little at a time i expect its like a fire slips off of your tongue like turpentine and i dont know why white liar that skunk. I know. Thats my real dad walking me down the fake aisle. Is it really . Whos the skunk . You know, just another one. My parents were private investigators. Im going to get to that. Well, thats where i think the cheating the love for Cheating Songs started. I had to deal with it in real life. Im going to ask you, do you know heartbreak firsthand . I started writing songs at 17, and i hadnt really had my heart good and crushed yet, as far as songwriting material. But as life goes on, you know, you have your first real horrible breakup. Or life just, you know, does what it does. And im definitely lucky because i can use my songs to get through it and to epp help other people through it. Is it a form of therapy, to write white liar . Because a lot of my songs, especially my early songs that got the most attention and that were released were pretty fast in terms of a firebrand, the word people use all the time. I. World as a couple. I grew up in a pretty, like, simple childhood, as far as mom had cookies after school, we went to church every sunday. But during the day, they were doing some crazy stuff. Catching People Cheating was kind of their job. So it was, you know look back, especially at the clinton case, i was about 13 when that happened. Luke, my Little Brother, just kind of stayed with my grandma, went to school like normal through all of that. Now when i tell people as an adult, theyre like, what . How many crazy stories do you have . Im like, well, theres peeks at some of those stories in my records. Tattoos. You have a bunch of them. I do. Tattoos i like that. Theyre not showing right now. Secretary of Homeland SecurityAlejandro Mayorkas who spent the last two days of the border has said it already is secure. Earlier this year i asked him what he means by that. What does secure mean to you . It certainly doesnt mean people arent able to get across the border illegally. Of course. By that measure the border has never been secure, right . Since the department of Homeland Security was created individuals have evaded by what measure is it secure now, sir . There is not a common definition of that. If one looks at the statutory definition, the literal interpretation of the statutory language if one person successfully evades Law Enforcement at the border, then we have breached the security of the border. So what we try to do whats your definition . What our goal is to achieve oprational control of the border, to do everything that we can to support our personnel with the resources, the technology, the policies that really advance the security of the border and do not come at the cost of the values of our country. And i say that i say that because in the Prior Administration policies were promulgated, were passed that did not hew to the values that we hold dear. Thats a point welltaken, but on the question of security, on the question of peoples ability to come across the Border Allely and get into this country, we have all seen the scenes of floods of people walking across shallow points in the rio grande. Weve all seen the pictures of encampments in downtowns in pel paso, places in arizona. Weve all seen the pictures of the flood of migrants coming to new york. Youve got mayor adam wheres, the democratic mayor of new york city, saying hes overwhelmed by migrants. By those standards it is not a secure border. Chris, i would say that by those standards what powerful evidence of the fact our Immigration System is broken. The vast majority of those individuals have not sought to evade Law Enforcement but have actually surendered themselves to Law Enforcement and made a claim for relief under our laws.
