Of time. Also today from the cdc, a new estimate of how many people may be infected with the coronavirus while experiencing no symptoms at all. The cdc says as many as 40 , 40 positive for the virus but not sick showing no symptoms. The cdc also estimates about half the covid19 transmissions happen between people before they get sick. Across the United States, look how many states are now reporting a rise in coronavirus cases. In some areas the rise is significant. Florida, georgia, south carolina, today were hearing texas all reporting record or near record high numbers of confirmed covid19 infections in a single day. This sharp upward trend of new coronavirus cases and soaring hospitalizations drawing this dire warning from one of the nations leading Public Health experts. What were looking at is what i think is going to be one of the most unstable times in the history of our country unless we figure out a way to do something, unless we implement a federal plan. We still can do this, but we need a president engaged. We need a white house engaged. Just days after the Texas Governor greg abbott told television station kriv that covid19 numbers would look worse going into next week, the latest numbers are backing up that ominous warning. The state today broke its alltime record for new cases in a single day. For the second time in this pandemic the number is crossing the 10,000 mark. Texas just topped a quarter of a million cases and the numbers have taken off since mid june. Joining us now the mayor of austin texas, steve adler. Mayor adler, thank you so much for joining us. We see things are bad. Apparently, you can correct me if im wrong, getting a whole lot worse in texas right now. Tell us, first of all, whats happening in austin, texas. Numbers are going up and it is precarious and were on the edge. Our icus are getting more stressed. Were looking at horizons that scare us, but were also now beginning to get calls from other parts of the state that are hit harder even than we are asking if we can take folks. Its a scary time. You know, we had a community here in austin that took this warning probably about three weeks ago, started more religiously wearing face coverings, really serious about distancing and we can see the impact on numbers. I mean, if anybody still wants to suggest that masks dont make a difference, they just have to come to austin and look and see whats happened in the last three weeks. The question for us is going to be did we do it soon enough to be able to avert whats going to be just what would be a horrible situation. Certainly horrible, indeed. I understand, mayor, that the Austin Convention center is now being set up to have a Field Hospital inside that can serve up to 1500 patients. It reminds me of what a couple of days ago they were doing in new york city. The javits Convention Center was turned into a Field Hospital as well. It wont open for, i understand, nine more days, is that right . Thats right. We had to make that its a fourweek startup to open up a facility like that and where we were four weeks ago is we were just on a trajectory that was just screaming upwards. We made the call then to open it. It will be available for us i think on july 20th, 22nd. My fingers are still crossed that were not going to need it, but, again, we are on the edge. What makes this hard is that you have to act now to impact numbers in two and three weeks. Its not anything you can impact overnight. Well, as of right now do you have enough hospital beds potentially to make it that long until the Convention CenterField Hospital is ready . We can make it until the Field Hospital is available, yes. And im okay tonight, but when i look at the trajectories, there are a lot of scenarios that have us immediately in the situation where we cant and thats why the discipline that the community began to show about 2 1 2 weeks ago with respect to masking and distancing is critical. Im watching whats happening in cities around the country that have gotten their numbers low and now theyre relaxing. It looks like too many of them are going to try to redo what we did in texas when we opened. Austin, again, is a cautionary tale. Cities cannot open in any way that looks like what they used to do before the pandemic. Weve seen people waiting outside in long lines for covid19 testing in austin. Were showing our viewers some video of that. I understand it topped 100 degrees there today. Are people still waiting in those long lines even on these very hot days . Sometimes they have to wait for hours and hours and hours. People are waiting because they have to take the tests. Ill tell you right now, there are so many people that want to take tests, we dont have the number of tests we want. The labs are not returning the tests quickly enough to make the information as usable as it should be. Were not finding out that someones affected early enough so they can isolate so we can better contact trace. We, again, are in such a precarious place here right now in texas. Governor abbott, the Texas Governor, is ordering most texans to wear a mask finally. It was long ago you and other mayors were begging for that authority and he said no. Does this mask rule of his come too late right now . I dont think we know the answer to that question. I mean, im real happy that it came. You know, we were going to our community and saying, dont Pay Attention to what the governors doing or not doing. We have to do it here anyhow, but its a huge difference when the state leader or when the president conveys to their jurisdictions that its not only something thats advisable but its necessary and its mandatory. Theres a huge difference in the messaging. Right now the messaging coming out of d. C. , the messaging that we had in texas that while it was good, it wasnt required, is one of the hardest things that youre dealing with locally because masks make a difference. You just have to look and see whats happened in our city in the last two weeks. And the cdc now says, 80 of the people who have coronavirus are totally asymptomatic. They dont know they have it but they can certainly spread the disease to their parents, grandparents, friends, neighbors and it potentially could be very deadly. Yeah, thats been one of the really genius things about the virus. I mean, for a microorganism thats motivated to spread, one of the most devious things you can do is give people enough of a viral load to transmit it to other people while they barely feel anything or dont feel anything at all. And so when we first met this virus we were hoping that most people who spread it would look ill, you know, as they do in flu, would have fever, would be coughing, sneezing, but as time goes on, were finding that this virus is able to spread either when people have no symptoms or when the symptoms are so mild they dont really consider themselves to be too ill to go out. Thats why its so important to wear masks because we cannot judge for ourselves whether we are spreading the virus. When weve seen a disease do this and Different Levels of severity, we think about why some people are susceptible and i have a culprit that maybe its going into overdrive causing more harm than it is good. We are only seven months into studying this virus. A lot remains to be learned, wolf. For example, why are thousands of americans who became infected in march still suffering symptoms right now in july . We dont have an answer for that. We still dont understand why is it some young people die . In the meantime, we need everyone to assume they are susceptible. We need people not to go to covid parties which i keep hearing about. Even dr. Fauci says theres so much were still learning about this virus. Dr. Chiu, the New York Times reports have obtained a 69 page cdc document says fully reopening schools and universities remains the highest risk for the spread of coronavirus. Give us some perspective, dr. Chiu, on whats going on. Everyone wants their kids to go back to school. Yes. We all want our kids to go back to school, and i will tell you this fall i have four schoolaged children. I do not think theres anyone who wants their kids to go back to school more than i do, so im heavily invested in this question, but the truth is there really there are two main components. One is what are schools going to do to prepare for the return of their of the children . And there are a lot of things involved there. Making sure that they transform the physical space so kids can go back, have testing and isolation and Contact Tracing protocols. Making sure that they know exactly what theyre going to do if case numbers start to rise, have protocols for dismissing their students if that is the case, and also have provisions in place for the noneducational needs like nutrition, social support for children who can never make it back because of chronic illness. Also need to have strong support. And then also when school is dismissed, if they need to go back to a virtual setting, that we make sure that every student has the resources so that their education is not interrupted this year. Its a huge challenge. We need to support. They will need billions of dollars of support at the federal level, much more than theyve gotten to make this a reality. The other part is whats happening in the community. If we want schools to open in our neighborhoods, then we need to be acting now to lower our Community Transmission rates. I think everywhere if we are not doing the basic things we need to bring those numbers down and those rates down, we cannot look our teachers and staff in the eye and ask them to go back in. We will need to protect these front line workers before they can go in and feel comfortable teaching our children again. These are life and death decisions. So much at stake right now. Well, as you know, the stone case was prosecuted while i was attorney general and i supported it. Tonight Robert Muller made a rare Public Statement reacting to this writing in the washington post, and im quoting him now, i feel compelled to respond to broad claims that our investigation was illegitimate and our motivation improper and roger stone was a villa maria of our office. The russia investigation was of paramount importance. He was convicted because he committed federal crimes. He remains a convicted felon and rightly so. Whats your reaction to all of these developments . Well, last night donald trump gave us an ugly abuse of power, and tonight robber muller stood up for the truth and law. The most powerful thing he does in his op ed is remind us of basic principles and truths. The russia investigation was legitimate and necessary. Russia, in fact, interfered in the 2016 election. The Trump Campaign knew about the interference, they welcomed it and they expected to benefit. Roger stone lied to congress to try to cover that up and protect the president. Ive worked in the Justice System, wolf. False statements, perjury, obstruction of justice. If those go unchecked, they will tear down our system. To try to dismiss them as process crimes i think is completely unwarranted. Nia, what do you make of the divergence we have now seen between the president and his own attorney general on this case . The attorney general, bill barr, when it comes to roger stone, seems to be on the same side as robert mueller. Thats right. Very, very surprising because, remember, bill barr is somebody who people will essentially say is somebody whos in place and protecting the president. The president didnt like jeff sessions, he brought in barr and so far theyve been in lock step in many instances. In this instance thats not the case. You heard barr there say this was a righteous prosecution and he was happy with the sentencing as well. Listen, we havent heard much from other republicans in terms of what they feel about this. We heard from mitt romney. He said this is evidence of corruption. Pat toomey also not pleased with what the president has done here. By and large, a lot of silence. We do know that inside the white house there is some disagreement about what the president did here, and i think we do know that the president doesnt necessarily think there is a great deal of a political up side to doing what he did by commuting this sentence because he did it on a friday, right . Its a news dump on a friday thats typically what administrations do to get bad news out that might be politically damaging. Its not clear that this president thinks theres necessarily anything to be gained with his base or his voters by making this decision, but we do know that this is a decision that is a long time in coming. Hes telegraphed it and talked about it for months and months as this case unfolded and the sentencing came down so he does it right before roger stone is supposed to report for this 40month sentence next week. What do you think, ellie, about the president clearly on a different page than his own attorney general when it comes to roger stone . Yeah, well, first of all its good to see william barr stand up for the rule of blaw. I dont think he did that earlier. I dont think hes doing that with respect to the Michael Flynn case but good that he took a stand. This shows you how far out on a limb the president is here. How willing he is to give roger stone a pass. You have to ask the question, whats at stake here. Remember, donald trump tweeted praising roger stone for staying quiet during the investigation. He said roger stone has guts and roger stone said yesterday that he could have turned on the president and thats one of the reasons he was expecting some sort of commutation or pardon. So lets keep that in mind as we try to figure out what the president s motivation might have been here. What do you think were four months away from the election in november. Is this going to have legs . Is this going to be an issue at all . Are people going to forget about it within a few days . You know, probably the over arching things that people will be thinking about when they go into the voting booth will be covid, which this president obviously isnt focusing on at this point even though he wore the mask today when he went to go see those veterans at walter reed. So i dont think this will necessarily have legs. I think it will underscore for a lot of voters who dont like this president a reason why they dont like this president. Hes essentially picking and choosing his friends and interfering in the Justice System to do his pals a favor. Somebody who was obviously acting to protect this president when he lied to congress and obstructed congress as well. Listen, i think voters by and large made their minds up about this president over the last 3 1 2 years and what theyve seen over these last many months was the way he has handled covid and handled it poorly according to most voters at this point. This is something we know the president wanted to do and well see going further does he do this with other people . Right . You think about paul than for the. Hes someone that the president has talked about, tweeted about saying he thinks Paul Manafort was treated unfairly. Were working with ventilators left with Single Digits of ventilators left. We have triple patient assignments now. We have three covid icus that are completely full. On top of that we have covid care patients, Critical Care patients in the e. R. Units waiting for a bed. Congressman, why is this happening . This is happening because of bad leadership, bad leadership at the white house and bad leadership at the governors office. The reason they were protesting, there was no reason to protest. They did not shut down to stop the spread of coronavirus and was taking the cues from the president. And then when we finally did, they did shut down. We shut down businesses. We turned around the spread of this infection. We opened up too early. The reason, we had a governor who wanted to appease the president. Were paying for it. We had thousands of young men and women crowding into clubs and bars as if there was no pandemic happening and this governor did nothing until it was too late. Even then he has not done much of anything. This governor has taken very little action. Trying to make excuses. We heard that nurses first have perspective. Congressman, what are you seeing in phoenix . What are you seeing around phoenix for that matter as well . How is this affecting you and your family . Well, you know, less than half a mile from my house is a community college. Right now theres averages of eight hour waits to get covid testing. And thats really, you know, obviously heartbreaking. These are largely working class latino families that have no insurance so theyre trying to get free tests. The essential workers of the state were forced to go back to work to feed the state. Now theyre suffering the consequences. My own personal life, ive taken my son out of day care. Hes not going back to day care. I dont want him to get sick. I dont want him also to bring the sickness back to my family or to his mothers family who has some of this immunocompromise. Im lucky. Im an american that has a good paying flexible job. Theres a lot of people that dont have that choice. More importantly, they dont see any real choices or leadership coming from their government. Thats a sad statement. Whats the most important thing that you and your fellow members of congress should be doing right now . Is it time for more stimulus money . Other kind of help . Well, we are, yes, on the federal side more stimulus money to encourage social distancing. Arizona has the worst Unemployment Benefits in the country. We dont want people to go out there and work to survive and accidentally spread the infection. We need to go back and expand on the pp program to keep our businesses open. We need to bring in more resources into arizona. Right now were asking for medical volunteers to come from all over the country. Id like to see the military come in and offer some of their professional medical services. Id ask the governor to actually make that ask to secretary esper. I think that would go a long way. And, you know, we as a delegation are asking this governor to take some leadership. Impose more issues im sorry, impose moorman dates when it comes to social distancing. Impose a statewide mandate when it comes to masks and start a true Contact Tracing program so we can actually contain the spread of this virus.
