Boris, the administration has been severely criticized for the response so far to the virus. What could we hear in a little while from president . Well, wolf, you are likely going to hear President Trump try to reassure the American People that everything is fine and under control, and not just with the focus of the public as a whole, but specifically on investors. We are told that the president is frustrated about the performance of the stock market watching mixed results over the last few days and angry with officials within his own administration over their response to the virus. We are likely going to hear the president reassure people that everything is fine and we may hear more traffic restrictions coming from the president on areas specifically impacted by the virus like japan and south korea, wolf. I take it that you are hearing news, boris, that maybe the president may be naming a new czar to deal with the crisis . Yeah, that is right, wolf. We are hearing behind the scenes that the white house is considering naming a czar specifically to handle the response to the coronavirus, and White House Press aide specifically denied that today, but a source tells us that the president is concerned, again, that some of the administrations officials are not doing enough to respond to the coronavirus, and with retold that ta we are told that the health and Human Services secretary alex azar may not be up to the task to handle this coronavirus. And so that he has made decisions without the president s input, and that he would like more contact with azar, and also to allow more americans who were quarantined in asia and admitted to the u. S. , and then days later he acknowledged it is the right place, and he said at the time he was venting to sources and people close to him saying that it is a poor decision and that people should be fired. As what we have been told, nobody is fired, but the president is upset ander canning to beef up the staff to address this crisis. And we know that Dow Jones Industrials is sliding down, down, down, and another 100point slide and he is angry about that as well. Boris sanchez, back to the white house, and i want to bring in the chief medical correspondent at the white house, dr. Sanjay gupta, who is waiting at the white house the hear what the president has the say about the coronavirus outbreak. Sanjay, what measures could the president announce in a little while that could curb the spread of the virus here in the United States . Well, when we are talking about having a uniformed response here, you have to understand that it is touching on so many sectors of society. Clearly the medical side, but homeland security, and National Security, and so the idea of having somebody who is in charge of this, like we saw, wolf, we bow l had with ebola and somebody put in place is important. We are hearing from the cdc, that it is not a question of the, but when, and so many of the strategies put in place in china and the United States were designed to slow down the virus spreading, but not to stop it. It is very hard to stop it. It is a small virus that does not respect borders or boundaries, so what have they done with the time is one of the things that we are going to be listening for. Have they put in preparedness, and pandemic sort of prepared ness principles in place, and are they in contact with structures around the country to determine how it is going to be handled. Those are the things that need to be done, and we have seen that work with other outbreaks and you are starting to see a plateau of china and so some of the structures have helped, and is that put in this country, wolf, is the question. Are americans at least right now safe from the virus . Well, the numbers are very small. Around 60 now, and one more person was confirmed as having the infection. So very, very small numbers in the United States. So, if you have symptoms at all, it is exponentially more likely to be a cold or the flu. But a couple of caveats and one is clearly, you will hear from the head of the cdc and other Public Health officials that this is going to start to spread within communities within the United States, and it is going to happen. They have been clear on it for some time. And luckily, most of the people, 8 of 10 people who get this infection are going to have no or minimal symptoms, and that is part of the good news, but how do we prepare for, you know, potentially hundreds of thousands more patients in the hospitals . Right now, the risk is very, very low. But i think that it is what do we do with the time that is bought. This time has to be put to effective use. Talk about that, because the cdc has warned publicly that americans could face what they are describing severe disruption to their daily lives. What could that look like . Well, i think that what the name of the game is for individuals and citizens in the midst of an outbreak ultimately that we might see here is social distancing, and this idea that you have to separate yourself from the people who might be infected. That might mean kids are staying home from school, and people are staying home from work, and public gatherings, you know, minimized. It is also meaning that people have to sort of looking at their own houses and say, look, if i have to stay home for a couple of weeks, do i have everything in your house . The supplies, the medications if i take medications or young kids or do i have what i need to take care of them. Hospitals will probably stop doing the elective operations and they have to plan to take care of patients in other settings. So suddenly, wolf, any public building could become a place where the patients are cared for and high school gymnasiums for example is something that you hear about in pandemic preparedness plans. So it is the social distancing that is manifesting itself in all sorts of ways. Again, it is going to make a difference in terms of the tried and true Public Health techniques and to curb the outbreak and keeping people separated for a period of time can bring the numbers down. And sanjay, you are there in Briefing Room and ready to ask the president and others to show up at the briefings, and of course, we will have live coverage of that, and sanjay is going to be back with this soon, and much more coming up on the coronavirus fears coming up now. And there is more important news. Regarding the South Carolina primary, we will have voters hearing from four of the democratic president ial candidates in cnn town halls beginning after the situation room, at 7 00 p. M. Eastern. Our Political Correspondent abby phillip is joining us from charleston. And tonight, abby, they will have a debate that is described last night as chaotic and messy, but after the debate, joe biden scored a major endorsement and update our viewers. Well, wolf, the debate was a free for all and a lot of people came out of the debate saying that it did not dramatically change the dynamics in the race. But one thing that the Biden Campaign is hoping will change the dynamic is this endorsement that he received this morning from congress jim clyburn. Clyburn is known as a Political Force here in South Carolina. He has remained neutral in the race up until this point, but he put his weight behind joe biden in an emotional endorsement press conference earlier in the morning urging the south carolinians to vote for biden. Biden aides say this is the springboard and not necessarily a firewall for biden, but he is counting on the africanamerican voters to put him back in the top tier of candidates. And that is partly because his place as the frontrunner this race has been largely taken by Bernie Sanders. Now, the vermont senator was under fire last night in the debate, and he has been defending himself from criticisms coming from virtually all of his fellow candidates. Take a listen to some of the back and forth between the candidates. The conditions here is Mother Emmanuel Church and nine people shot dead by a white supremist, and bernie voted five times against the brady bill. Bernies plan does not explain how to get there. It does not show how to get enough allies into it, and it does not show enough about how the pay for it. I dug in, and i did the work, and then bernies team trashed me for it. If you keep on going, we will elect bernie, and bernie is going to lose to donald trump, and donald trump and the house and the senate and some of the statehouses will all go red. Now, we are hearing joe biden talk about how he does not believe that voters are looking for the revolution, and that is pointed language pointed squarely at Bernie Sanders. Now, with a few days left here on the ground, biden is counting on a big win in South Carolina to have some momentum going into super tuesday states, and other candidates like pete buttigieg, the south bend mayor warning that if on tuesday, something is not done, Bernie Sanders could end up with an insurmountable delegate lead that the other candidates are simply not going to be able to stop him from getting the nomination. Wolf. Abby phillip in charleston, South Carolina right now. Abby, thank you. For more on this, we go to jim clyburn who is the House Majority whip and the number three house member currently and endorsing joe biden. Congressman, thank you for joining us. Tell us why you think that joe biden has what it takes to win the nomination, the democratic president ial nomination, in light of the very impressive momentum that we are seeing for Bernie Sanders. Well, thank s very much for having me, wolf. I have known joe biden for a long, long time and i have been here in the congress for 28 years. I spent all 28 years working closely with joe biden and i knew him before i came to congress. I taught history and spent time studying the history almost everyday some aspect of it. I used to spend a lot of time with joe and him talk about delawares role in the brown v. Board of education and those are five case. And South Carolinas role, and how our states were so similar. A lot of people dont realize it, but delaware is number eight in the percentages of the africanamerican votes. So we look at his experiences, at his comfort levels with dealing with diverse issues, and Diverse People with diverse backgrounds. Joe knows the people i try to represent, and that to me is important. Looking at the record ngts a. Im proud of his record. He wrote the violence against women act and he wrote the bill that extended the Voting Rights act for 25 years. He has been a partner with barack obama for the eight years in the white house, and we put together the Affordable Care act, and he worked hard and i worked with him. He has colorful language in describing what was done when we passed the bill. So he has the background and the experience and i am comfortable with the fact that he is best. Here is the question, congressman, and you and i have known each other for a long time and would it have been better for him if you had come out a week ago or two weeks ago or three weeks ago and endorsed instead of now. There has been early voting in South Carolina going on as you know. Yes, it would have been better for him and me maybe, but it would not have been better for the South Carolina Democratic Party. We have this primary in the preprimary window, and i was asked way back when the decision was made not to go out so early making my endorsements or undercutting the primary itself, because it might discourage participation. So i tried not to get out in front of that. I promised the television sponsors or partners with the Congressional Black Caucus institute that i would wait until after the debate before i make myself public and that what i did, because it is not just about me or even about joe biden. It is about building a strong Democratic Party in South Carolina. It is about Jamie Harrison and those others who will be running for the congressional and legislative seats. That is one reason that i think that joe is best, because i believe he is the best person for us to be running with if we want to keep the house and get the senate back and then elect legislators all down the line. That is why i am doing it. Jamie harrison is challenging lindsey graham, the incumbent senator from South Carolina. As you know, the former Vice President is confident that he is going to win South Carolina saturday, but he also says that hit is just as important that he wins even by only one point. Do you agree . Would one point be enough to propel him into super tuesday which is three days later . One point may be a win, but it is not the propelling that we need. I want to see a much bigger victory than that, and i want South Carolina to play the usual role. When bill clinton came to South Carolina, he had lost eight contests, and we propelled him into the presidency. And barack obama came to South Carolina, and he had just lost New Hampshire the week before, and lost it big. But we propelled him tone tinto nomination and the presidency. And so i want to have a big victory to propel him into the nomination and the presidency. One point is not enough. And what if joe biden doesnt win in South Carolina, does he have a path forward . Well, i am not doing all of those analyses, but to me, emotionally, i would not see a way forward, but that is a decision that he is going to have to make and the decision that his camp will make, and they are the ones who are keeping up with the fundraising and all of the other activities involved in the campaign, but as for me, i think that it would be tough if he were to lose South Carolina. South carolina is clearly critical right now for several of these candidates. I know that you have to run, but one final question, congressman, before i let you go. If Bernie Sanders were to win the president ial nomination, would you support it . Absolutely. I will support whoever the nominee is. Thats not my problem. I dont want to see us winning the presidency and then losing legislative seats, losing the house of representatives, not being able to win the senate. We won the presidency with barack obama, and then in 2010 we lost sight of the fact that it was a time to redistrict, and they lost legislative seats and look at what happened to the redistricting. The legislators at the state level by and large, they reside wh decide what the congressional lines look like. So we need to win the congressional seats and senate seats and we need Jimmy Harrison to win, and we have other outstanding candidates and great young people running for legislative seats in South Carolina. So we need a ticket that is strong to win the seats as well. To press you on the point, and you know, if Bernie Sanders were atop the ticket lets say, you fear that others down ballot as they say would suffer if a selfdescribed democratic socialist would suffer . That is what they are telling me. I left texas, and i got down there with conrad are saying that it is going to be a challenge, but i think that vesey is going to be fine. We have challenges in colorado and new york and california. I really believe that we could put ourselves in jeopardy if we are not careful with the way that we run the campaign in the fall. Clearly the elections matter, and one thing to be in the minority of the house of representatives and another thing to be in the majority, and you clearly like to be in the majority and you want to retain that status. I love to be the whip. I love nancy pelosi being the speaker of the house. If we lose the house, no more nancy pelosi speaker of the house, and no more jim clyburn as whip of the house. I dont want to see that. Yeah. All right. Congressman jim clyburn, as usual, thank you for joining us. Thank you for having me. Okay. We have breaking news coming into the situation room. Reports ofatalities in what milwaukee, wisconsin, are now calling a critical incident. Our National Correspondent bryn g gingrass is updating us. We know that the fbi, and atf as well as others responding. We know from the affiliate wfdi that there was a active shooter on campus and to find a safe place and to remain in lockdown. Two of the affiliates of ours are reporting that there are fatal tis, and cnn has not independently confirmed any particular number as of yet. But we also know that the ceo of molson coors was at a distributors meeting held in houston. The meeting was cut short and he got on the plane and headed back to milwaukee at this point, too. So certainly, as you can see there from the images, there is a lot of things going on and we are still trying to get more information and expecting to hear from the mayor of milwaukee in a short time. But the major headline there is local affiliates, two of them are reporting a number of fatalities on the molson coors campus which is of course is a big landmark really for that area in milwaukee. What youre made of, were made for. Usaa once again, we are continuing to monitor the breaking news out of milwaukee, wisconsin, where fatalities are now reported after a shooting incident at the moulson coors complex and we will update you on the new information that we are getting and standby for that. We are standing by for President Trumps remarks about the coronavirus outbreak. As of today, there are 60 confirmed cases here in the United States, and we have these numbers 80,244 confirped cases globally and worldwide 2,769 deaths mostly in china, but they are spreading in other countries as well. Joining us is the democratic representative Debbie Dingell of michigan who questioned human Health Secretary alex azar, and based on the testimony, is the administration prepared to handle the threat of the coronavirus . Well, i dont want to start any kind of panic in this country, but i think that we are asking a lot of questions. We are worried about this supply chain. Yesterday, in testimony before the senate, he talked about masks. Two different kinds, and how many would be needed and what the availability would be in this country. We need to worry that if we have an increase, an significant rise, do we have what we need for the medical professionals . We need straight guidance of when you need to wear a mask and when you dont. If you are an ordinary citizen like someone like me. So we have to make sure that we are not discriminating against people, and asian communities are talking about hate incidents now, and they are not going to restaurants, but we have to use common sense, and we could start with making sure that we wash our hands frequently, and that anybody who has not had the flu shot gets the flu shot, but i am worried and worried about the discrepancies about what the president says and his team says. You asked the secretary, secretary azar about the problems with the supply chain for protective gear and for drugs anded a medici amedicine satisfied with what you heard about this issue . No. We need more information and we have to find out how quickly we can bring the manufacturing of these equipment and drugs as an aside back to this country. We have to discuss how we manufacture in this country and the relationship to National Security and what do we do for the short term and the long term. A lot of the drugs are manufactured in china right now. And you asked the secretary about funding being transferred out of other agencieagencies, a you believe that the 2. 5 billion funding that the administration is asking for is enough . Most of us dont believe it. And if you were listening to secretary, he was quick to hedge it and say this is the beginning. Senator schumer said that it would require 8 billion, but what we are doing is that our Appropriations Committee experts are working to see what they think that the amount is. When you have this kind of the crisis, quite frankly, it is better for everybody to be working together, because this is a matter of National Security. We need to make sure that the experts have the resources that they need, and i fear many of them are not allowed to tell us what they need and we need to get them up here and subpoena them and make sure that we are getting the facts. Representative Debbie Dingell, thank you for joining us. Thank you. All right. We are going to continue the follow the shooting, and the reports of the fatalities in milwaukee seems to be on going right now, and we will have a full report on whats going on right after the quick break. And also tonight, the cnn democratic president ial town hall beginning at 7 00 p. M. Eastern just after the situation room. Joining us is the Foreign Affairs columnist tom friedman who is the author of the best selling and important book thank you for being late. You can see the cover there. And thank you, tom, for coming in. Thank you. And i wanted to get your response to the Trump Administrations response to the coronavirus right now, and how do you feel that the Trump Administration is handling this . I have a compassion for the administration that is trying to handle with a pandemic, and so i the only thing that i see is talking up the market, but we need to put the scientists forward and make sure that we are fully funding the cdc, and the best medical technologists, and to have the experts Going Forward and for the president to say that you should buy stocks right now is not what i am looking for. And the critics are suggesting that because the market dropped 1,000 points plus monday and another 1,000 yesterday and another 100plus points today, and they say that he is more concerned about the stock market than the health situation. Well, focus on the medical issues and put the medical experts forward and stop trying the gain the markets. And you have visited to china many occasions with the u. S. china relationship and what is standing out the you about the u. S. And china right now and how the two countries are dealing with the crisis . Well, the most disturbing trend about china is that china today it is so much more open than 30 years ago and so much more closed than five years ago. Xi jinping has taken china back and you are going to have zeke emanuel on, and we were talking about the challenges to deal with a virus like this, you need a lot of collaboration and china is still a very closed country. That is a real problem, because to deal with a global pandemic, you need cooperation of experts from both countries. So i worry about the trend in china a lot right now. A lot of the people have said that the Chinese Government has said that they have seen now 78,064 cases of the coronavirus in china, itself, and 2,715 deaths. But some people are skeptical. They believe that the numbers are higher, but those are the numbers that the Chinese Government are releasing, and what do you say . We dont have any independent corroboration like bodies of the w. H. O. And they are struggling to get their arms around it. So it is the most disturbing feature of xi jinpings administration. It is a much more closed place. We thought that china was on a trajectory to open, and it has been closing there. Is frustration within china for the lack of information and leadership within their own country. So what you seeing, wolf, comparing it to sars is that back with sars, you know, the number of Chinese Tourists was diminimus, but today, there is a giant chinese middleclass that is traveling around the world, too. The world today it is not just interconnected, wolf, but it is interdependent and you are seeing the interdependence reflected in the speed at which this virus has spread globally. Talking about what is taking place in the United States. The new piece in the New York Times you suggest that in order to beat donald trump, the president of the United States, the democratic nominee needs to forge what you are calling a National Unity ticket. Let me read a line from the article. If they dont join together, and if the democrats are opt for a circular firing squad, you can kiss the america that you grew up goodbye. Those are pretty powerful words. Well, wolf, i believe that if the democrats do not put a candidate forward who can win this election, hold the house and possibly take the senate, donald trump could sweep the table. You could have a republican white house, Supreme Court majority and house and senate. And if you think that donald trump is unrestrained now abusing norms and institutions, and imagine what it would be like if he ran the table . That is scary. Reelected for another four years and not only the senate, but the house is republican, and he could name more Supreme Court justices . He would be able to destroy all of the norms of this country, and the democrats have to find a way to come together with the moderate and the progressive wing. One cannot win without the other, and much more importantly, wolf, one cannot govern effectively without the other. Bernie sanders faction is 30, 35 or maybe 40 of the Democratic Party, and that is all. They cant win an election with 35 of the party, and they cannot hold the house with that and they certainly cannot take over the senate with that and they cannot govern effectively with that. So there has to be a some kind of the gathering of the elders of the party whether it is schumer and pelosi or president obama and i dont know who has to come together, but these people need some adult leadership here right now if you are watching the debate last night, and the last few debates, it is squabbling children. It is really frightening. It is not uplift org reing or reassuring. You wrote that Michael Bloomberg is the candidate best suited to defeat donald trump, and you still believe that . Well, mike, he had a better debate last night. I do believe he is someone who can actually bring the different wings of the party together, and he has the resources and i think the toughness and the smarts to take on trump. There is going to have to be some kind of walltowall coalition, and that is why i propose in the column well, walltowall coalition is one thing, but you need a president ial candidate and what if it is Bernie Sanders . Well, if it is Bernie Sanders, i dont see the democrats winning florida or pennsylvania and let alone the national government. And you know, running the table on the election, i dont think it is going to happen. I dont think that bernie is a coalition builder. I see a stubborn ideological guy who is telling me that cuba had a Decent Health care and education and deprived the people of the freedom to realize their full potential. What are you talking about, okay . So i dont see him as a coalition builder. He has never been as a senator, and so i dont see how he is going to be as a president. I see him as a quiet stubborn ideolog ideologue. Tom friedman with his book thank you for being late an optimist guy looking to thrive in the age of acceleration. Thank you. And we are about to get an update of the shooting that is happening in milmilwaukee, wisconsin where fatalities are being reported. And we are also set to go lye to the white house with the president s remarks on the coronavirus. This commutes been pretty rough, huh . Its great actually, ive been listening to audible. Its audiobooks, news, meditations. Gotta go hey you know, i do think its weird youve started commuting when you work from home. Ill be in my office. Download audible and start every day off right. We are following breaking news, talities are reported after a shooting in molson coors complex in milwaukee. And bryn is monitoring it for us. And what is the latest . We have a number of updates. We heard from milwaukees mayor tom barrett who talked to reporters and said that multiple people have died there at the molson coors complex there in milwaukee. He believed that one was the shooter and not giving a definitive number here and calling it a horrific shooting has occurred. He was not able to say exactly where this shooting on the campus occurred. He is still waiting for Law Enforcement to give an you date, but we know from the Milwaukee Police that this is still an active scene, and however, there is not in a active threat. So that is going to suggest that there is no major concern at the moment on that complex. We also know that molson coors has put out a statement saying the following, there is an active situation at our milwaukee facility, and we are working closely with the Milwaukee Police department. The top priority is the employees and we will provide details with conjunction of the police. And we know that the ceo was at a conference in houston and he stopped the conference short and headed back to milwaukee, and you can see it is an active scene there, and we are waiting to try to get the updates and the atf, and the fbi, and the Sheriffs Department and milwaukee pd are all involved in the active scene trying to get answers to what exactly unfolded on the very large campus there in milwaukee, wolf. Any information at all about a possible motive of the shooter . We are not learning that yet. And again, the mayor making the comment that he believed that the shooter was one of the multiple people that he said that possibly killed in this, and again, that is a big campus. It is hard to determine right now at this point, are we talking about the employees or tourists, and of course, we will learn this information as the investigation progresses, wolf. Back to you. Once you get more information, brynn, let us know. I want to bring in Law Enforcement experts, and joining us is charles ramsey, and former Philadelphia Police commissioner and also chief of police here in washington, d. C. , and so when you are getting this preprliminy information, chief ramsey, what goes through your mind . Well, another horrific incident is the first thing that i am thinking about. I am hearing the same thing multiple deaths at the scene including the shooter. And i have heard that as well. There is information that we dont know yet in terms of the numbers although i did hear a number, but i am reluctant to give it out, because you have families that you have to be concerned about. So it is my understanding that the shooter is deceased and obviously the police are going to be thoroughly searching the area to make sure that there are no additional threats, and they can tend to the injured if there are any wounded. I have not had any information at all about people who were injured as opposed to killed. Phil mudd is with us as well. He is our Counter Terrorism analyst and former cia Counter Terrorism official at the fbi as well, and so what is going through your mind when you hear preliminary information. We dont know much, just multiple fatal tis aities and including the shooter, himself. And the word from the mayor is that we are in a safer situation than a couple of hours ago, so as the intel professional, you are looking at the first question did we identify the shooter. As soon as you can identify the shooter, you would get to the intel questions that i would have, and can you get from 99 to 100 certain nothing else out there. And that is once you get the identification, get to the social media and the coworkers and talk to the family and who is living in an apartment for example and be sure that even if the shooter is down, there is nobody else out there. It sounds like there is not, but you have work to do on that front. And senator Tammy Baldwin in wisconsin saying that gun violence has taken too many lyes in milwaukee and the mass shooting is heartbreaking. I think the question that you will get tomorrow, questions like and we faced these before in places like florida, are there red flag issues here where somebody saw something that would have led Law Enforcement, had they been givenen a k an inr maybe they should have had a red flag violation. That is a tomorrow question. A lot of information that we still dont have. Chief ramsey, well get back to you. Thank you very much. Phil mudd, thanks to you as well.
