Start because there was never any pow tore a crucial signal beacon . Im wolf blitzer. Youre in the situation room. Were following two major score stories right now. Thousands of protesters taking to the streets in Madison Wisconsin after the Fatal Police Shooting of an unarmed teenager. Were following the latest details. Major battles are under bay right now on two fronts in iraq. In the north Kurdish Forces back are advancing against isis. Further south, iraqi troops and shiite are gang ground against isis near takrit as americas top general arrives in iraq to assess the situation. Well talk with democrat senator tim kaine, our correspondents and analysts and guests are standing by. Lets begin with barbara starr. She has the latest. The chairman of the joints chief of staff landed in baghdad today for consultations. Iraq has been relying on iran for help in many of its recent gains. General everyonecy perhaps reminding the arook kays that the u. S. Is putting a lot of muscle power of its own into this fight. Iraqi troops and malitia near takrit taking down isis flags, inches closer to liberating the city from isis control. The objects, an iraqi viktly against isis backed up by help from iran. Senior u. S. Officials watching across iraq and syria as indications sporadically grow that isis could be in trouble. After nearly 3,000 Coalition Air strikes, the days of freely moving around in large formations flying black flags and taking territory may be over for the group. They can no longer do that. And its principally because of the effects that weve had. Its not about just kinetic effects alone. Signs that isis may be fracturing in some local areas over the strain of attempting to function as a state. We are seeing anecdotal evidence of resentment and even resistance in those areas that are controlled by isil. Isis having trouble providing basic municipal services. Electricity outages, shortages of food air strikes have forced them to go to a lot of individual mom and pop refining stills. But dont count isis out yet. The group has resorted to some conscription but fresh recruits including some from the west are still flocking by the hundreds to syria and iraq even though thash losses are mounting and some even being killed if they try to leave. I dont see evidence right now that isis is falling apart. I do see evidence that isis is having some trouble in governing some territory, that there is internal squabbling among the foreign fighters. Thats pretty standard from the range of these groups. We get back to barbara in a few moments. Theres break news out of wisconsin. This is the uncle of the teenager Tony Robinson who was 19 years old. He was unarmed. Shot and killed by a Police Officer friday night in madison, wisconsin. The mother of Tony Robinson is expected to speak shortly as well. I want to listen in and hear what theyre saying. Americas racial lines are completely and 100 blurred. My sister is a white mother of a black child, black children who have white and black relatives. We are all multiple races and we each have our own complex heritage. Theres in way you could look at me no way you could look at tony or any of any nephews and be able to determine 100 what we are in terms of our heritage and our ethnicity. This is a bigger issue than tony. This highlight as universal problem with Law Enforcement and how its procedures have been carried out, especially in light of what happened over the summertime and many of the events weve witnessed circulating around the news. And specifically as it pertains to the systemic targeting of young black males. My family grew up here in madison. I grew up down the street on north i guesser sol street. I lived on dayton street. My mom has been a resident of the east side virtually ever since i can remember being in madison. And honestly its so hard to come to grips with the fact that my nephew was killed in an area that we have been such a big part of. And that means so much to us. Wisconsin in general but particularly the east side. We know what willie street is and what it means to us. Its supposed to be a liberal area if not the most liberal area of madison. Our hands are stained with the blood of my nephew and were all left with deal with the aftermath. He belongs now to everyone and thats something that weve had to accept. Hes now a champion of progress. Law enforcement, i want to make this clear, Law Enforcement is necessary and most cases their efforts are very heroic. We dont doubt that at all. I implore you all to support as much as possible but my family asks for privacy. Privacy especially from the media. There will be a time there will be a time to address all of the questions that need answers, that need and demand answers. But for now we ask the privacy needed to grieve the loss of a true staple of our family. Theres one issue that my sister wants to be put to rest. Tony robinson jr. Is not a father of any ever been involved in any paternity suit. I emphasize the word junior. Its hurtful and i ask that we all hesitate to speak on everything until the facts have been made clear. This needs to be heard. I need everybody to tonyrobinson. Spread the word. Lets get justice for everyone who fell through the cracks of the justice system. Something needs to change. At this point its obviously like assad its so hard to let go of tony because he meant so much to us. I feel stoic in my demeanor here being in the same spot that any nephew was murdered. Im five years older than him. With that being said i just encourage everybody to support as much as possible tonyrobinson, justice. Fortony. Retruly appreciate you. Anything we can do to bring awareness. Tony was a loved one of ours and well his him. Theres nothing we can do to bring him back. We want to know the facts of the matter and nothing else. With that idea in mind i will be taking a couple of questions. Please understand i will be screening anything specific to the details of the investigation. May as well not be asked because i am not in a position to answer them. Ill do the best to answer the question that i can answer. Yes. How do you describe since friday what your family has gone through . How has time gone by . Is it any easier to deal with now than it was on friday . No. Thats something i spoke to a lot to my far and a lot of people that i look up to and go to for advice. This is something were going to deal with for the rest of our lives. I know my family has had a hard time dealing with this. In terms of me its pretty much surreal. One second you look at hashtags and realize thats my nephew. They speak about tonys grandmother and im like yeah thats my mom. I havent come to grips with it. I just havent because theres so much that still needs to be done. So thats why the privacy is that much more important. Yes. There was about 2,000 people in the rotunda today. What would you say to the people that want to get involved and make change on behalf of tony. Please support as much as possible. We need to bring awarsens. Thats the most important thing. People know whats going on and having if facts of the matter. What i do ask, we are not proponents of antipolice in terms of the chants that i hear going on, in terms and in regards to another trusting police. We dont condone that. We understand that this was an individual act that obviously the entire an individual act that the entire Police Department has to take the responsibility for. But we understand that cops are necessary, i shouldnt call them cops. Police officers and Law Enforcement is mandatory. We need to change our mindset about the police. And that starts with procedural action theres very little i want to say about that. Im very upset with the way theyve been treated. My sister still has not been able to see my nephew her son. And in some regards, some regards i feel like it could have been handled a lot better and a lot more respect afforded to us. [ inaudible question ]. Well hes known to any to most of his friends but to the family hes known as terrell because we have toni sr. Over here. Terrell, a lot of his identity was formed because of his racial ambiguity. We lived in toton for a while and i remember terrell not being able to hang out with a lot of the kids because their mothers talked to us and said they didnt want them hanging out with a black kid. He felt like a misfit all his life. Terrell just wanted to be loved, honestly. And for that reason he kind of got love from bad people not bad people but people making poor decisions and as a result made some poor desuggestions. Thats something we all can relate to. We dont think tony is a saint. We paint him as a human being, a 19yearold who made a terrible mistake at one point which is completely disassociated from this act. Its upsetting because they try to associate his past with this act to paint a picture about the type of kid he was. I think we can all look back on things we did when we were 19 and thank god we werent caught for some of the things we did. I know personally i can say that. I just want you guys to know that terrell, he was a good kindhearted kid who was happy and wanted to be accepted and loved. And that desire for love led him to bad places. But he was somebody who paid his debt to society, and was actively trying to better himself. And theres nothing else that question can ask of people. The chief of police apparently came to your grandmothers house. Youve expressed understanding for police. And the chief of police have been apologetic. Do you accept his apology. Were not going to comment on that at the matter. Funeral arrangements have not been cemented yet. Were in the proprocess of that. As we know well absolutely let the people know because i know a lot of people want to come and support. Well give that opportunity 100 . Do you think the protests have been peaceful so far and do you want that to continue in. Absolutely peaceful protests. We want no further tension with the Police Officers. Like i said this is an individual act that the Enforcement Agency is now responsible if terms of pr. We understand this is not how everything goes. And if im aware i was made aware that earlier there was an incident where there was a man shooting live rounds and he left the scene without. We understand the necessity for them. But once again that does not excuse what happened. How are you coping . Thats a good question. Obviously none of us have experienced loss on this level. Theres no real blueprint on how to cope. I can speak for myself. I havent coped with it as of yet. I understand but i havent dealt with the reality of the situation. Thats something imgoing to go later when theres not as much business to do so to speak. What you been doing together in the past 48 hours sf. Everything. We move as a unit. We try not to isolate anybody for too long. We want to be around and make it clear that its okay to cry, its okay to express your feelings. Thats what makes us human. Every day youre human, its a great day to be alive. [ inaudible question ]. Yes, absolutely 100 . I wont comment further but absolutely 100 . Ill take three or four more questions. [ inaudible question ] other cases around the nation. How does that impact you individually . Its surreal. Its surreal. Because i absolutely remember hashtaging trayvon matter. And mike brown. I moved up to new york when i was young. I immediately came through when i found out what was happening. But its surreal to realize my nephew is now a hashtag. Not to say thats all he is. But to know that his physical presence will never be felt by me is something that im never going to forget that if. Never going to forget that. Do you see this as similar to those events or different from nose events . Similar but different. We dont want to stop at black lives mat per because all lives matter. To look at tony and say hes black just off of his appearance is something were basing off of legislation that was almost 150 years old, less than that. Im referring to plessy versus ferguson. Terrell is a mixture of everything. Hes black, white, a mixture of everything because we all have our own complex heritages. I would say its the same but its different. We plan to engulf that in a Larger Movement thats universal which is the problem that the way the Police Policies are being carried out specifically as it pertains to young black men because the numbers dont lie. What are some of the changes that you would like to see as a result . Ill speak very very briefly on that. I speak about universal issues such as body cameras. Now if the body cameras are around we dont have this conversation because we all know exactly what happened. Tasers also. And the use of the procedural force, the force of continuum, you know not escalating the violence too far as its brought to you. Ill leave it at that. And lets be very clear, very, very clear, it takes one bullet from trained, from a trained gunman to end a life. It takes one bullet. And we know how many were fired. Based on what you know should officer kenny face charges . Im not ready to comment on that. I trust wisconsin and the way theyre handling the investigation. We spoke to investigators from dci. We trust them. Question trust them to handle this with integrity and to treat it as it comes. We dont want our biases involved. We dont want anybody elses. We want them to act strictly as fact finders and thats what theyve assured us. We believe a in and have confidence in that. Confidence even though you say you havent been pleased with the way that investigators have worked with your family . Or is that separate between dci and Madison Police . Those are two separate people. Just because people trip doesnt mean theyre lost. People make mistakes. We understand this is a tense situation. Theres no real blueprint on how to proceed. We keep that in mind. Because this is an independent investigation have you been able to get the answers that you guys are looking for in. No we have not. We have not. Interacting with the public . Im not prepared to comment on that. Ill take one more question and after that were done. What makes madison different from ferguson . What makes madison different from ferguson is that its the fact of liberalism. Its on the surface but underneath this is somebody who grew up here. I went to east high in my 10th grade year. I remember the segregation. Me and my friends set by the steps. Not to distinguish us, were all the same. I just remember a massive segregation being around. And its an air of lib ra lichl thats push mostly. And when you look at the capitol, things are different in terms of whos running the government. So i would say, like i said its different but its very similar. What would you hope that the conversation around the Kitchen Table would be tonight after people hear you speak. This is the last comment. I want the conversation to be about Tony Robinson. I want people to find out facts for yourself. You dont need to hear from me. Theres plenty of information. He has a facebook that has been skrut niezed already. But the point is that people have been picking and choosing what they see. Theyre not using this in the lens of a 19yearold kid with access to social media who at any moment who knows what you might say. You can look for yourself. You can see what type of kid tony you can see the differences of people that support him, of all creeds people support him, crying their eyes out. I want to make it clear that its the support from people that makes this easier to cope with to know that people truly care about tony and care about the type of person he was and not the type of person hes being perceived as. With that being said i appreciate you coming out. We will not be taking further questions. Thank you for supporting tony. There you have it. The uncle of Tony Robinson the 19yearold unarmed man who was shot and killed by a Police Officer friday night in madison, wisconsin. You saw the huge demonstrations on the streets there as well as in the state capital in madison. Were going to have much more on this story coming up. Stand by for that. But theres another important story were following right now involving u. S. National security. First how republicans invited israels Prime MinisterBenjamin Netanyahu to Warn Congress about the proposed nuclear deal with iran. Now 47 senator republicans have sent an open letter to irans leaders warning that any agreement not endorsed by the u. S. Congress wont hold up. Democrats are calling it a political stunt. Theyre raising serious issues now that it could propel a another u. S. War. Joining us now key member of the Armed Services and Foreign Relations committee, democrat senator tim kaine of virginia. Thanks very much for joining us. The white house is furious that your republican colleagues, 47 of them have signed this letter an open letter to iran saying dont get excited about any deal the Obama Administration may negotiate with you. Its up to congress to aprof it and congress doesnt want to do that. Your reaction . Its highly disrespectful. There were elements of the way that the speech was handled last week by congress that were also disrespectful. So the issue is how do we keep our eye on the policy rather than all of politics. And i think the we do that is let the president and the negotiating team finish the negotiation. Let them do their best job to weigh in and say its a bad deal before theres a deal to try to write a letter to the iranian leaders and undercut the president and the p5 1 negotiating ability is foolish. Congress will have an opportunity to look at this deal. Im a cosponsor of a bill that is equally sponsored by democrats and republicans to set up what is the appropriate procedure for review of a deal if one is reached. Wu we aukt to wait and see if theres a deal and then review it. Rather than going off with political stunts. Do you think congress should have that role specifically to authorize, to approve of a deal . Wolf in this sense, yes, not only should there be, there really needs to be congressional review. To the extent that the deal is about unwinding and repealing congressional sanctions, sanctions imposed by statute, then see, congress has to be involved. If the president wants to give sanctions relief under executive sanctions that were not part to have statute, under International Sanctions that were not part of statute, the president has the ability to do that without congress. But what iran wants is the unwinding of the congressional sanctions regime. And that will require a congressional review. And theres ample time to do it after a deal framework is announced. But we couldshouldnt be saying its a bad deal before theres a deal announced at all. These 47 republicans led by senator cotton of arkansas theyre saying the same thing that the visiting Prime MinisterBenjamin Netanyahu said last week when he addressed congress. I know you decided not to attend that speech by the Prime Minister. You were upset about various aspects of that speech. Theyre basically saying the same thing. After theres a deal thats signed with the other members of the Security Council and germany, its too late then. You have to speak up noup. Your reaction to that . Wolf, thats completely false. The contemplation of this is that the Security Council if they announce a deal would announce a framework. Then it would take three months to convert that into a deal. Congress is going to have ample time to review this. I support the notion of congressional review because i dont think the president can unilaterally bargain away congressional sanctions without congress being involved. But again what you heard the Prime Minister say last week its a bad deal. No theres no deal yet. Why pour cold water on it before its done. You lead the folks to believe you would be against any deal. We need to undertake diplomatic steps to see if we can end the Iranian Nuclear program. Any second thoughts abyour decision last week to boycott that speech by the Prime Minister . The speech was very unfortunate. I went to visit Prime Minister netanyahu in his office six weeks ago to talk to him and others in the region about iran. Im deeply interested in what they have to say. But this was a speech that was fundamentally timed to try to influence the israeli elections. Congress should never be used to try to put their thumb on a scale in a foreign election. Thats the reason i didnt attend. Tim kaine, the democrat senator from virginia. Thanks so much. And thanks for being patient with us while we had the breaking news out of madison, wisconsin. Coming up an apology from jihadi john, the isis killer apparently feeling a little remorse. And a fashion model is hiding after witnessing a murder. All being tied to the gunman who murdered people in the kosher supermarket siege. Lets go in depth for analyst. Joiningous paul crook shack, and joining us from baghdad ben wedeman. Paul what can you tell us about the four individuals who have been detained. I dont think theyve been formally arrested yet. But theyve been taken into custody for six days. Well thats right, wolf. Four arrests, one of whom was a French Policeman. According to french reports, he was romantic cli involved are with a close yoesh sate of coulibaly. He was trying to help coulibaly get weapons and was arrested a couple of weeks after the the january attacks. Not clear exactly why she was arrest. Ed ed. Some saying she tried to look up some information on her former lover on French Police computers. The other new information coming out of france right now, paul is that local media there reporting that a travel companion of one of the kauai chi brothers may have had aspiration to target americans. What are you learning about that . Thats right. This is a report in the newspaper in france. And the report is that a french extremist accompanied one of the kouachi brothers in yemen. And when this french extreme mist was in yemen, he was tasked by al kei ga in yemen to launch attacks against american interests in france. Of course we know that the american terrorist mastermind suspected to be mind the Charlie Hebdo attacks wanted to atake the states. So its possible that originally this conspiracy was larger than going after Charlie Hebdo. It perhaps involved going after americans and American Target in france. Jihadi john isnt apologizing for his actions including beheading those individuals that isis had taken hostage. Instead, according to sunday times, quoting an informed source saying hes apologized to his family his parents for the problems the troubles that his revelation of his identity have caused them. What does that say to you . Well not much wolf. Look i assume these guys love their mothers. But this is not it doesnt humanize him, doesnt make he less barbaric. Hes responsible for the torture and brutal execution and beheading of americans and humanitarian workers. I dont think it tells us much. You know, his parents are paying some price in terms of the publicity. But he wasnt the only one whos left from great britain. Hes one of three from the same school who left. The british are having to contend with the problem. Ben, youre there in iraq. I know youve spent a lot of time in recent days watching the battle unfold in takrit. There are now these suggestions that were getting that isis seems to be in a disarray. Theyre losing, becomes disillusioned, some foreign fighters. What are you seeing on the ground there. Is isis weakening right now . Reporter well certainly when you look around the various fronts here in iraq theyre definitely taking a beating. We know for instance that south of kakuk, peshmerga fighters retook villages in the last 24 hours, killing 100 isis fighters with gang 100 square kilometers of territory np in takrit in the last three days iraqi forces including militias and the iraqi army progressed 50 miles down the road to crete. Theyre now about an mile from the center of the town. What you see there on the front lines is overwhelming iraqi force being focused on the remaining isis fighters in the city. What were hearing from the iraqi forces on the edges of the city is that moral is dropping that many of the iraqi isis fighters are leaving the city because they realize that the battle is lost. And that the only people staying behind apparently are the foreign fighters who really have nothing to lose here except their lives, of course. So definitely if you look around iraq at the moment and even into syria where Kurdish Forces have expanded the area they control around the city of kobani definitely isis is losing ground in ways we havent seen before. All right. I want all of you to stand by. Were going to get back to this. There are other developments breaking right now. Theres another stories, including a fashion model whos in hiding after witnessing a murder. Now a very strange twist to the investigation as a suspect allegedly blows himself up. Theres another major story were following. New questions are being asked after the release of an exhaustive report on malaysian flight 370. The among the new revelations, the search for the jets flight data recorder may have been a wild goose chase because its bat battery actually expired more than a year before the cal questions. Where is the plane and what caused it to vanish . An official report on the disappearance of flight 370 reveals the pinger batteries on one of two black boxes expired long before. The family members reporter lawyers representing 27 of the victims families say that may have compromised the search. The balancettery pinger expired, its another dagger in the heart of the families. Reporter the airline admits the maintenance oversight but denies it hampered the search because batteries on the other black box worked. The revelation is one detail in a newly released report which shows there was chaos and confusion in the hours after the pilot uttered his last words. Controllers waited 20 minutes, 15 minutes longer than protocol, to alert others after the flight failed to check in with the tower. Then the airline told controllers they could see the flight over cambodia but after an hour and a half they realized it was the projected path not the actual flight. It took another two hours to activate the Search Coordination Center and still another hour before distress signal went out. It was ten hours after the pilots last words that the first search flights finally took off. It was clear that the air Traffic Controllers had no procedures to follow up that Malaysian Airways was giving out Bad Information to the air Traffic Controllers. Reporter after checking backgrounds, even examineingeing body language investigators found no motivation for the captained on crew to cause harm. No sign of Severe Weather or problems with the planes engines. What we have now at the end of this first almost 600page report is a deepening mystery. What happened to this plane . We dont know. Reporter search crews are focus on an area the size of west virginia. Ships mapping the floor of the indian ocean have scoured 40 of the area. But this may not continue indefinitely. It cant go on forever. As long as there are reasonable leads, the search will go on. Weve got 60,000 square kilometers that is the subject of this search. If thats unsuccessful, theres another 60,000 square kilometers that we intend to search. Reporter finding the plane is critical to the aviation industry. The 777 is popular, widely used. Its critical that we learn why it disappeared to prevent it from happening again, wolf. Critical. But we still dont know a year later. Thanks very much for that. Joining us in the situation room, our aviation analyst miles obrien and tom fuentes, a former assistant director of the fbi. The expired battery, i mean people were going on a wild goose chase, they thought they heard pings. They didnt hear pings . We werent looking in the right place. Where they were listening for pings, there is no wreckage. I think its a bit of an academic discussion. But to the extent that it may reflect on how the airline runs iths main its maintenance program, its something to consider. You accept this notion that they found nothing disturbing in the psychological profile of the pilot, copilot crew members that they could have caused this disappearance . I dont know about the other crew members. But certainly the pilot and copilot were extensively investigated by the Royal Malaysian Police with assistance from the fbi. They sent the captain and copilots computers, Flight Simulator for examination. Nothing bad was found. They did the voice analysis of the cockpit voice controller conversation. That was sent for analysis of who was speaking and whether there was stress. That came back negative. They worked very hard on looking at the captain and copilot. You found out they were looking at past film of them coming through the airport, walking in the airport. Nothing that indicated any kind of mental disturbance with either one. Has there been anything like this that comes to your mind a year later theres not even a tiny piece of wreckage that was found . No clues. 600page report says i dont know. Have you heard of anything like this before . No. This is unprecedented. We know where Amelia Earharts plane might be than we do about this. There is wreckage we have recovered from her aircraft. The fact that a cushion, flight magazine anything hasnt washed up. When you look at drift models over the course of a year is astounding. This leads us down the road where its almost inescapable to say this is a deliberate act. Who and why and what happened or did it go awry are questions we dont know. Very quickly, they are suggesting that maybe that delta flight that flew from atlanta and skidded during the ice, there may have been a problem with the brakes. Theres a report that they are looking into the brakes as they are look being into the contaminated runway and other factors venl s factors. If you are landing and your antiskid braking system isnt operative it could lock up. Maybe the pilots have reported to the ntsb there was a brake failure. Maybe thats what they are looking into. To say theyre looking into the brakes on an incident like this is in the category of of course theyre looking into the brakes. Theyre looking into everything. Thanks very much. Will talk to the University President to find out what action is being taken. Isis and growing signs that the group may be crumbling from within within beaten down by air strikes and on the vernl ofge of a military defeat. All those stories and more with our correspondents and our guests and the White House Deputy security adviser. Lets begin with barbara starr. First of all, tell us about this new offensive involving the city of tikrit in iraq. Are gains being made against isis . Reporter wolf everybody has been watching this with laser focus for the last several daze. It looks like gains are being made. Iraqi troops with a good deep of help from iran and the shia militia are on the outskirts of tikrit there are areas that have been liberated. Pictures coming in of them taking down isis flags and vowing to move beyond the outer areas of tikrit into the city and get it back from isis to liberate it. This will be a big marker if the iraqis can succeed on this. Because the theory is it will set them up to get momentum going to go further north and maybe eventually to get to the cityfof mosul. There are reports as you know that isis is struggling as an organization. What are you hearing . Reporter well there is evidence many officials say, including top u. S. Military officials that there are problems within isis. That there are shortages of food electricity, commodities, oil due to air strikes against Oil Refineries in the areas that they are trying to govern. They have set themselves up to be this islamic state. They have to provide for the people and they cannot do that right now. We are told in many areas. You are beginning to see some of the tears in the fabric of what isis did over the last several months when it was just rampaging through these areas unchallenged. But now the question is where does this leave everything . You know isis still has is a recruiting powerhouse. They are bringing in foreign fighters. They are able to recruit local people. Some through intimidation but they are able to recruit. Still they have some capacity. I dont think anyone is counting them out of this just yet. But these anecdotal tears in the fabric beginning to emerge. Lets see where that leads. Thank you. An ohio teen who says he is alligned with isis is speaking out in a jailhouse interview detailing a plot to assassinate obama and attack the congress. Pamela brown has details. What is he saying . Inspired by isis Christopher Cornell boasts his thiswarted on the president would have been devastated. It would have been a major attack events that will follow are dangerous and more enormous. Reporter in a phone interview with wxix, he admits he planned to kill president obama, then make his way to the u. S. Capitalop toll capitol. Police say he bought ammunition at this gun store in cincinnati. I would have took my gun. I would have put it to obamas head. I would have pulled the trigger. Then i would unleash more bullets on the senate and house of representative members and i would have attacks the Israeli Embassy and various other buildings full of kafir. The 19yearold ohio man landed on the fbis radar after writing about jihad on social media sites. I have connections with many brothers over there. Even corresponding for quite some time actually. Reporter when did you first come in contact with them. I wont say that in specific. Reporter a man he believed would be a partner was an fbi informant. Cornell told the informant he was working with isis and that u. S. Lawmakers were his enemy. The thing is we are here in america. Each and every state, where he here in ohio, were here in ohio were in every state. Were more organized than you think. Reporter fbi agents arrested cornell in january. The takedown captured in this image. I want to give him a hug and bring him home. He aint out to hurt nobody. Reporter at first his parents defended their son. My son is not a monster. Im not just saying that because he is my son. If i thought he was up to something, i would have beat his butt. I would have been the first one to turn him in. Reporter after hearing this interview, they say they are cutting him out of their lives. He now disowns his son. He had no idea that that was what he was all about. He believes us now. And he disowns him. Reporter cornell faces several charges including attempted murder of Government Employees and in case you are wondering how he was able to make the phone call to the news station, he apparently according to the sheriff there has a cell phone inside his jail cell and can still make calls. He has no restrictions to who he can make calls to from that phone in his cell. Very strange, indeed. Good report, pamela. Thank you very much. President obama slamming a letter to irans leader signed by nearly every Senate Republican warning without their approval any nuclear deal signed by president could be null and void after he leaves office. Lets go go to michelle can a sdin skichlt shes working the story for us. Its a stunning letter when you read it. Whats the latest reaction over there . Reporter you know we have seen republicans and some members of congress try to bring up legislation, though unsuccessfully to give them a vote on any nuclear deal with iran. Now, they have written this unprecedented open letter to iran. The response came quickly from the white house and democrats who call what they are trying to do basically amounting to a back Channel Communication with iranian hardliners. 47 republican senators put their names today to this open letter to iran informing iran that it may not fully understand our constitutional system and a warning that the senate must ratify International Agreements which isnt the case for a deal like this and they go on to say that any Nuclear Agreement not voted in by congress will be viewed as nothing more than an executive agreement between president obama and the eye ya ayatollah. Ayatolla ayatollah. I think its ironic to make common cause with the hardliners in iran. Its an unusual coalition. Reporter the surprising move was led by senator tom cotton who today defended it. The only thing unprecedented is an american president negotiating a nuclear deal with the worlds leading sponsor of state terrorism without submitting it to congress. Reporter democrats wasted to time as pouncing on this as a ploy. Juvenile political, pettiness that did i that diminishes. Reporter it highlight our divisions. This a military response to iran developing their Nuclear Capability becomes more likely. These represent senators should think twice about whether their stunt is worth the threat of a war. They are against a deal. If they are so ashamed of the position why wouldnt they advocate it publically . Reporter the white house would not say whether a letter harms the negotiations with iran. Would only say it interferes. Congress would have some role in this process. Ultimately to remove the tough sanctions against iran or not if that were part of the deal. But interestingly, the white house revealed that that would only happen years down the road from a deal. A number of years, they said, after iran proves itself willing to comply. You can see this deep division. Some of the republicans feel like making a deal with iran at all is dangerous. They are putting a time frame on a deal or allowing them to have any kind of Nuclear Program is a threat to Americas National security. White house feels not having a deal is a bigger threat because it would take away any real scrutiny of what iran is up. Iran also responded to this letter today, at least in a few words, calling it propaganda ploy. That he would about the foreign minister of iran who has been the chief natureegotiator. The irrapeanians responding and the white house responding. Joining us the Deputy National security advise toertr to the white house. Thanks for joining us. Let me get your reaction. 47 republicans, almost the entire Republican Caucus in the u. S. Senate writing this letter directly to the iranian leadership. Give us your reaction. Im sure you have read this letter. What do you think . Well wolf i think its reckless. Sadly, its not toomatter is we have one president at the time. He has to have the ability to conduct foreign policy. Not only is this a difference of policy but this is a fundamental misunderstanding about how the system works and who is responsible for the conduct American Foreign pellolicy. Explain why you think this is a misunderstanding of foreign policy. The constitution does give congress a right in certain areas. Absolutely. Congress has an oversight role. But in terms of the negotiation of agreements thats something that the president leads. We have agreemented eds that give our troops protections they need in afghanistan, the security agreement, at greedthe agreement to remove chemical weapons. These are things the president negotiates. Congress has an oversight role to play. To insert themselves a negotiation to prevent this from getting reached, thats harmful. Its important to remember its not just the United States in the negotiating table. Its the United States the u. K. France germany, eu, russia, china. World powers at the table. Let the negotiations play out. Then we will present it to congress and have a debate. Will Congress Vote on this agreement . Wolf part of the agreement is going to involve sanctions relief to the iranian government. Clearly, congress has had a role in building the sanctions. So atd some Point Congress will be heard on the sanctions relief. There will be a role for congress to play in lifting sanctions down the line as a part of this agreement. And, again, after the agreement is reached, congress can look at it will have a debate about what role they play in terms of oversight. The negotiations of this agreement, that authority is with the rest. How many years down the road would congress have to vote on easing sanctions against iran . Thats something being negotiated. Frankly, the principle that we want is that we keep some of the sanctions in place so that those sanctions can snap back on iran if they dont comply. Theres a leverage that comes from maintaining the sanctions. Again, the duration of the agreement is still being negotiated. Exactly how the sanctions will negotiated. Stand by. We have a lot more to discuss. Isis in iraq other important issues. Much more with president obamas Deputy National security adviser right after this. An open revolt by republican senators against president obamas foreign policy. Almost every one has signed an open letter to iran warning that any Nuclear Deal Reached by the white house with iran will be terminated the day president obama leaves office. The president says the republicans are aligned with those iranian hardliners who oppose any deal as well as as irans foreign minister is calling it a propaganda ploy. Lets get more from ben rhodes who is with us. The called that letter reckless in your words. The democrat in the senate he said understanding if these negotiations fail a military response to iran developing their Nuclear Capability becomes more likely. These republican senators should think twice about whether their political stunt is worth the threat of another war in the middle east. A lot of the republicans, including jason chaffits would support a preemptive strike to do away with irans potential of having a nuclear bomb. You havent ruled out any options at this point, right . The president said all options are on the table. Were testing right now the negotiation whether we can do that. It would be more effective in preventing iran from getting a military weapon than a military strike as long as the deal were envisioning. There are costs that come with mill tarlry action. Its not enough to oppose the negotiations. Frankly, if the alternative is military action that comes with costs and consequences. Turning to isis right now. Iraqi forces backed by militia, backed by the republican guard, troops with them in iraq are they winning this some of the these wars against isis right now around tikrit, the battle snzs . We have seen isil push back around baghdad and in the area around tikrit just as we pushed isil back in the north around the kurdish areas where we have worked in support of peshmerga. The amount of territory that isil holds inside iraq has been shrinking. Would iran emerge as the winner if isis were destroyed right now. No wolf. I think the iraqi people would be the winner. There are kurds, sunnis shia. The iranians have had relationships there. But we worked hard to make sure there was an inclusive government in iraq. You have a new Prime Minister who reached out. We want to see an outcome na benefits all of the different communities inside of iraq and not one sector over another. Is there any indirect coordination going on with those Iranian Revolutionary guard troops involving the United States . The u. S. , for example, sharing information with the Iraqi Military which then in turn shares that information with the iranians . Well wolf, we certainly dont coordinate or cooperate militarily with the iranians. Our cooperation is focused on supporting the Iraqi Government the Kurdish Forces on the ground. We know iranians have provided support to the Iraqi Government. That takes place in a separate channel from our efforts to support the Iraqi Government. Does the u. S. Still regard iran as a state sponsor of terror . Absolutely wolf. Its very important for people to understand were negotiating to prevent iran from getting a Nuclear Weapon. The day after we would reach that type of agreement if we reach it, we would be sdruft asjust as concerned about their support for terrorism, what its doing to destabilize the region. It would be better iran is not possessing a Nuclear Weapon capability to support the efforts. Thats why were trying to take that off the table in this negotiation. Clarify one thing. If the u. S. Regards the iranian government as supporting terrorists we dont negotiate with terrorist negotiations. We do negotiate with governments around the world, that includes governments who have been on the state support of terrorism list. Were noteegotiating with a purpose, to deny the government that has supported terrorism the ability to build a Nuclear Weapon. That is going to be good for security and its going to significantly set back their ability to support terrorist proxy with the umbrella of a Nuclear Weapon. One final question unrelated involving the former secretary of state, Hillary Clinton, the uproar over her personal email account. I assume i dont know if you received any emails from her directly. You have been with the president and the National Security team from day one. Did she endanger National Security by using a personal email account on official state Department Business . No wolf. I think whats important when it comes to security is we have classified systems and then unclassified systems. The important thing for National Security is that were dealing with classified information, that stays on a classified system. That information is very protected. People do do a lot of email work on the unclassified system. The important principal is that that information be preserved for Record Keeping here at the white house. We certainly abide by those protocol protocols. Thats whats at issue here. Again, we have to make sure were always keeping our sensitive information, classified information on the protected system. Did you receive emails from her . You know, wolf, i thought about this. I dont remember receiving emails from secretary clinton. The fact is some officials email more frequently than others. Secretary kerry uses his email quite frequently at the Statement Department email that i have have used with him. The fact of the matter is different officials have different email habits. The principal is that they are kept and protected for Record Keeping purposes. That has a transparency purpose and to historians. Thats what secretary clinton is seeking to fulfill that requirement in her engagement with the state department. As far as you know did she do anything wrong . Not that im aware of. The principal is that those emails, those records are kept for posterity and transparency purposes. Shes seeking to fulfill that objective in her efforts with the state department. Were following an exploding scandal at a major American University. The clock is ticking for members of one fraternity at the university of oklahoma. They will be locked out of their house. Its now shut down following a shocking racist chant that was caught on camera. Our National Reporter nick valencia is joining us with the latest. Its shocking. Give us the latest information. Reporter shocking and disturbing, certainly, wolf. Its the largest fraternity in the United States with more than 15,000 members. It has a checkered past. That didnt stop the student body from reacting angrily are the video that were about to show you. Today bags are packed at this university of Oklahoma Fraternity house. The president minced no words telling members they were unwelcome after this video released sunday showed unspeakable bigotry. Cell phones captured this racist chant sung by some members white riding a bus to a party. Silent protesters began to flood the campus within hours of the videos release. Today, there is no sign of slowing down. Perhaps the most shocking africanamerican students here say the only thing novel about this racism is that it was finally caught on tape. Clearly, this has been going on for years and years and they think it is okay because nobody said anything nobody said hey, this isnt okay. Reporter this woman is the cofounder of unheard, a black Student Group advocating for change on campus. Its the same Group Responsibility for posting the video chant. Its really hurtful that students can think that this is okay. Theres no reason that it should have escalated somebody. Somebody should have said this isnt okay as opposed to clapping and singing along. Reporter the song wellknown to the Fraternity Members came as a blow to the fraternitys National Leadership as well. Its appalling and disgusting. Whenever people take it upon themselves to do Something Like this it affects the entire organization. Reporter the chapter will remain closed for at least four years. For many of the students here thats just not enough. I hope that the university mandates mandatory sensitivity training something to let people know where you dont see people of color to understand that they are different than you but that does not make them lesser than you. Reporter some students here say that the penalties levelled against the chapter on the university of oklahoma campus are not enough. They were surprised it was caught on tape because there are other frats that are worse. She is calling for the greek system here at the university of oklahoma to be investigated. Wolf . Thanks very much. Lets get more now from the president of the university of oklahoma the former governor of oklahoma the former senate. Senator, thanks very much for joining us. How could this happen at your university . It seem almost impossible to me. I was outraged the minute i heard about it. I was saddened by it the more i think about it. And thats why we have decided to take immediate action. Within minutes of learning of this video and determining some of our students were involved we have kicked the fraternity off the campus. They are packing up their bags. They have to be out of the house within 24 hours. Were not going to tolerate it. We have a zero tolerance policy. I think that is of racism. Thats not who sooners are. Real sooners are not racists. Real sooners respect each other and care about each other. Were not going to put up with this. You have to send the strongest possible message. You impact not only the entire culture on this campus and across the country. All of us across america have to start having zero tolerance. We cant sit still when we hear racist jokes or remarks being made. We need to speak out. I think thats why were having all this problem across the country. Thats what were trying to do here. What about the students who were seen in the video . The members of the fraternity whats going to happen to them . Well we are investigating the individual members as we can determine who they are now. Were making progress in that investigation. Then were examining our rights under the Civil Rights Act of 1964 to see if we can take other actions, suspensions, expulsions for their students. And we had begun several weeks ago studies, ironically, of all of our different organizations on campus to make sure that they were being sensitive and were being inclusive. We have been in the process of making i think, some positive change. But our student them service, im proud of them because as you have seen the students of the university of oklahoma without regard to race, have said this is not us. This is contrary to our believes. They have stood up. They have demonstrated. I was out there with them this morning in the early dawn hours. Im very proud of them. Im proud of the person who brought that video to light. And i have told them if you have any other kind of information about anything going on in this campus thats not inclusive, let me know. We will take action and we demonstrated that today. Why not simply expel the students . Well we have to be very careful under federal law and under the constitution in terms of what we do. We have to prove that they created a hostile environment for other student in their education. Were certainly going to do that. We have suspended students here before for racial activities. It has been many years. I thought we were long behind that because we have worked so hard to create a family environment here that it would be a model for the rest of the country. So when Something Like this happens, i think, again, to change the culture and to make the point very quick action. We just cant have any tolerance whatsoever zero tolerance. I think we have to have that for all of american Higher Education and for the country. We hear stories following your stories on ferguson from wisconsin today. It keeps going on across the country. Issues with the police, other kinds of issues. And i think we just have to start, awful us wherever we live whatever we do we have to say we have a zero tolerance. As individuals. Its shocking to me im sure to almost everyone else 50 years after selma, we had commemorative ceremonies over the weekend, this kind of chant could still be going on. How confident are you, senator, this is a tiny, isolated incident incident . We heard students say they believe this has been going on for a long time but it hasnt been caught on videotape. Well i dont think its an hes lated isolated incident. I think its more widespread. Its subtle. Thats what shocks me about this is this is almost a return to the 1960s, the kind of seclusion air seclusionary attitude. We have to engage in looking at other forms of discrimination as well. I certainly invited our students. We have been working closely since early this fall to make changes and make sure that all the committees of our major organizations, whether its homecoming whether its the Concert Series whether its the Orientation Program for our students let alone the greek system were trying to make sure that all are inclusive, they have minority representation and points of view that need to be heard. Were making progress. But this was to me, im like you, its unbelievable to me that in this day and age we could have anyone especially at our campus where our students overall, including our africanamerican students who have been very i think helpful in this regard and i just cant imagine it happening. Were not going to put up with it. Thats the message were trying to send. Good luck to you and everybody at the university of there. Were following the growing outrage over the video of a shocking racist chant by members of a fraternity at the university of oklahoma. Joining us tom fuentes, sunny hostin and don lemon. We heard from the university. You have looked at the video. Its hard to believe this is going on. I suspect its going on all over the place. We dont necessarily catch it on video. You know i never disagree with you. Its not hard to believe for me that its going on. Im not surprised that i was surprised it was caught on videotape. I told your producers of a similar experience i had when i was in college, which wasnt all that long ago, back in the late 80s. I was the senior the student body president for my school. Each week in the summer i got letter upon letter dozens of letters every week from fraternities to come join. Each fraternity that i went to when they found out i was black, they would not allow me in. All of my white friends went off to white fra termternityfraternities. There were reasons that had you to have black fraternities. But im not so surprised. That did not just go away. That doesnt go away overnight. I think people use tradition of fraternities as a shield for racism. Its tradition. This person is a legacy. This is how we do it. Im not surprised. Its outrageous. Its disgusting. But i heard and still hear worse things ss than on that videotape even today. Its hard to believe. Whats your reaction when you heard that . I, too, like don wasnt necessarily surprised. I mean, you know what is surprising though is in the wake of the department of justice report on ferguson i dont think anyone at this point can say racism doesnt exist and racial bias doesnt exist in our society. Certainly the highlight has been or the spotlight, rather has been on our Police Departments. But i was a bit surprised to hear educated college kids this generation the millennials, sort of espousing this sort ofepitaths. Have i heard i have heard people that are racist are over 40 or over 50. Now we see the millennial generation on videotape chanting not one voice, not two, but many voices. That is what has concerned me the most about this. Thats an excellent point. You dont expect it from the young kids who are educated. Theyre in a university. Thats a good point. Its a good point. The unfortunate part is the morons excuse me, alleged moreons at Oklahoma University they paint the picture of racism being rampant. Then the next story say white Police Officer shoots a black kid again. That must be a racist act before we have the facts of what occurred. We were talking about what happened in wisconsin. A 19yearold was shot and killed by a white Police Officer. We wait to hear what the results of that investigation. Its not going to be conducted by Madison Police. Its conducted by the division of criminal investigation of the Wisconsin State Department of justice. No madison Police Officer is allows by law to participate in the investigation. But thats going to take weeks, maybe months to be concluded. And in the interim, we have now this again, another racial occurrence in the country which just lends credence to what the demonstrators are saying that racism is rampant and it must be racist on the part of the Police Officer. Sources are telling cnn Hillary Clinton will address the controversy over the use of a private email account while she was secretary of state perhaps as soon as the next 48 hours. It will be most likely be in a News Conference although a final decision has not been made. Lets bring in our newest correspondent, jeff zelen. Secretary clinton is assuring Top Democrats she knows she needs to address this controversy. She decided not to do it today. Thank you for joining us as we take on this great Unfinished Business of the 21st century. Hillary clinton talking about Unfinished Business. But tonight shes not talking about her secretary of state emails. In new york today, clinton was talking but not about the controversy threatening to consume her for a second straight week. She tried sticking to womens adequately. There never been a better time in history to be born female. But the rest of the political world is still asking whether she violated Administration Policy by using a personal email as secretary of state. As republicans demand answers, nervous democrats are urging clinton to break her silence. What i would like for her to come forward and just say what the situation is. The silence is going to hurt her. I agree with Dianne Feinstein. I think she needs to explain what she did and shes called for the release of information. I think thats a good thing. Over the week president obama said he didnt know about her email habits. At the same time everybody else learned it through news reports. Good afternoon, everybody. But the white house clarified his comments today saying the president and secretary clinton did exchange email. The point that the president was making is that not that he didnt know her email address. He did, but he was not aware of the details of how that email address and that server had been set up. The issue has now snowballed into a new punch line on saturday night live. This is not how Hillary Clinton goes down. I mean, what did you think my email said . Hi its hillary, i really screwed up on benghazi today. Please. But many supporters of secretary clinton just arent laughing. They know this will not blow over until she answers questions. That could happen in the next few days possibly a press conference or a sitdown interview. Shes hoping to finally change the subject. Stand by Gloria Borger our senior political analyst. What are you thinking . I think within the clinton camp theres a recognition that shes probably got to do that and that will come sooner rather than later because the pressure is building as you just heard in jeffs piece, you know you had dick durbin Dianne Feinstein saying look we need to know all the details. You cant expect everyone else including people at the state department to give the detailed explanation that you want from your point of view. Youve got to do it yourself and if its simple and one of my sources said to me what she did is, quote, completely innocent at a certain point you have to come out there and say it and tell the American People why. Shes thinking of having a News Conference having an open statement, take questions from reporters. Do you know which way shes leaning . They are Still Deciding that. Shes trying to decide shes running a Different Campaign in 2016. This would also elevate it. They are still undecided but she is going to address it in some fashion. She knows she has to even if its a innocent thing. Shes been quiet for more than a week. At i think at one point she tried to dismiss it with a tweet, a midnight 11 35 tweet, and that really didnt work and again theres a question of whats the right mix here . If you do a large press conference theres going to be a scrum of i would say a gazillion reporters around there and maybe she will sit down with somebody to discuss exactly what occurred and why. Because the question she hasnt answered to me is why . Why did chef this separate email account . Maybe there is an innocent explanation for it. Shes really heightened the controversy, dont you think, by waiting so long she had a tweet saying i handed these documents over to the state department. We dont know if they are all the documents. We dont know if the documents were deleted on that personal private server. Its elevated the importance of this. It has. This media environment is different than anything shes dealt with before. Its different from the 2008 campaign its certainly different from the time in the white house. She does not have the full Scale Campaign apparatus to deal with this let. Thats what some of her sport supporters need to happen. The thought process is let the republicans fight amongst themselves and ill just stand back but the downside of not having the the apparatus when Something Like that happens when you dont expect is that you are not prepared to figure out how to deal with it in realtime. Did she think it would go away if she ignored it . Well, its hard to say, wolf. I think that they felt that perhaps the state Department Explaining it even the president of the United States explaining it might have been enough. They wanted to see how that was going to play out because you did it questioned at the state department podium at the white house podium and even the president himself, but that did not answer all the questions, and only she can answer why. Are you surprised dick durbin Dianne Feinstein, two very friendly loyal democrats come out and say youve got to explain . Im not surprised. Now they have know they are trying to send a signal to her and her team. They are two big supporters but they are getting nervous. They are trying to send her a signal. By the way, its not as if the democrats have a broad and deep field of president ial candidates. Its Hillary Clinton and alsoran at this point. Whatever field is out there. Some of them are smelling an opportunity to move on. Lets see what happens. The story will not go away. Thank you very much. Good to have you. Welcome to cnn. Good to have you here with us.
