Shooting death of Michael Brown is met with outrage and calls for his resignation. Wolf blitzer is off today. Im brianna keilar. Youre in the situation room. Following breaking news, a u. S. Government source telling cnn that officials now believe some senior members of a specialized terror cell survived an air strike this week in syria. The u. S. Abruptly attacked this group called khorasan, in an effort to disrupt the terror plot the u. S. Described as imminent. Also following an extraordinary battle that unfolded live here on cnn between isis militants and Kurdish Forces trying to keep the terrorists from seizing a town near the syrian Turkish Border. We are covering all angles of the breaking news with our correspondentings and our guests this hour. We begin with the latest, with cnn senior White House Correspondent jim acosta. What are you hearing at the white house, jim . Reporter i can tell you the white house is seeing positive signs in the fight against isis. But Top Administration officials remain deeply worried about the threat posed by another terror group, khorasan. After assessing this weeks air strikes in syria, u. S. Officials tell cnns evan perez they believe some of the Senior Leaders of the al qaedarelated group khorasan managed to survive and could still be plotting attacks. Top Administration Officials say khorasan may present a greater threat than isis. We have seen Khorasan Group as a determined, capable adversary who presented a clear and present danger. And there has been talk this week about the reason for the air strikes was to disrupt a, some described it as an imminent attack. Reporter unlike the battle against isis, the u. S. Mission against khorasan has been cloaked in secrecy, an approach the white house defended. Should this administration have been warning the public . In order to do that effectively, it does require us to be less than transparent. In terms of the activities that we are engaged in to mitigate the threat that they pose. Reporter but the white house is confident there is nothing to the threat raised by iraqi Prime Minister Haider Al Abadi who said he new of an isis plot to attack u. S. Subways. Personally, i dont have any information about this. Reporter by contrast, the Obama Administration is trying to portray on image of clarity on isis. Still joint chiefs chairman Martin Dempsey is standing by his recent statement that he will recommend u. S. Ground troops in iraq if necessary, something the president has flatly ruled out. I stand by the statement. I will make a recommendation the president gave me a mission, destroy isil. And i will recommend to him what it takes to destroy isil. Reporter white house officials maintain that core Al Qaeda Leaders have been killed. But aides to the president insist he is as determined as ever to hunt all of them down. Jim, thank you so much. Lets get more now upon that extraordinary battle between isis and Kurdish Forces that cnn captured live. Cnns phil black is along the syrian Turkish Border. Phil, you saw it all unfold. Night has now fallen where you are. Whats the latest . Reporter brianna, here since the darkness has fallen, it has become progressively more quiet. The battle we saw being played out just across the Syrian Border from where were standing, that was very different during the afternoon here. What we witnessed was really an extraordinary scene. We saw a group of isis fighters attempting to advance through this Northern Region of syria, this region that is very much under the control and largely populated by ethnic kurdish people. And it was ethnic kurdish fighters that were putting up a very strong, very effective defense against these isis fighters. The isis fighters were effectively pinned down on the top of a hill, a ridgeline that we could see clearly from our position just here across on the other side of the border here in turkey. What we witnessed throughout the afternoon was both sides exchanging repeated small arms fire and heavier indirect fire as well, mortar rounds. The isis group was forced back over the course of the afternoon, pinned down, effectively, on a ridgeline. From there, our cameras saw them come under repeated far, even saw them take hits, casualties. Saw some of those people being taken away. And eventually as darkness began to fall, they decided to fall back behind the hill they were trying to advance beyond. Why this matters, why this is more than just some skirmish, extraordinary as it is to see live as we did, it is because these forces, these isis forces are trying to advance through this region from various directions towards a major town here, kobani. As they have advanced over the course of the week, they have really triggered a major humanitarian exodus from this region, refugees, hundreds of thousands, it is estimated, have made for the Turkish Border and crossed over. Firstly just because of the fear that the isis reputation brings with it. That reputation for brutality. These isis forces will continue to advance through this region. If they do that, that humanitarian crisis is expected to deteriorate. What the fighters, the local fighters on the ground and the refugees are telling us, what theyre asking us, really, is where the the International Coalition that is striking isis from the air in other parts of syria, what they would like to see is that sort of action here in this region of Northern Syria as these forces bear down on this kurdish town. Brianna . Amazing pictures, phil black. Stay safe while youre covering this story. The white house now is picking up some critical new support for the war against isis. Cnn Global Affairs correspondent elise labott covering this part of the story for us. Whats the latest . Reporter today, britain said it would join the air campaign in iraq along with several european nations. But when it comes to syria, for now the u. S. And their arab partners are on their own. The british Prime Minister was blunt, Warning Parliament the threat by isis was, quote, no fantasy and there was no walkonby alternative to join the u. S. Led military campaign. Left unchecked, we will face a terrorist caliphate on the shores of the mediterranean and bordering a nato member with a declared and proven determination to attack our country and our people. Reporter for seven hours, David Cameron fielded tough questions on the goals of air strikes in iraq. Its a civil war, a quagmire into which britain should tread softly what i can be clear about is having spoken to the kurdish leaders in iraq and having spoken to the iraqi Prime Minister, theyve both been frank that they want our help. Reporter in the end, lawmakers approved a limited deployment but only in iraq. Syria, it turns out, wasnt even on the table, designed to prevent the same embarrassing defeat the british Prime Minister suffered last year when parliament rejected his call to join u. S. Air strikes against syria, which casts doubt on britains reputation as americas closest ally during times of crisis. And other european nations are joining arab states in the Global Coalition against isis. French planes are already bombing isis targets in iraq. The netherlands says six f16 fighter jets will carry on air strikes and 250 troops will train iraq and Kurdish Forces. And denmark and belgium also announced plans to send fighter jets for the next phase of the air campaign. And the big question is where is turkey now that the 49 turkish diplomats being held by isis have been freed . They take part in the military campaign . The state Department Says military action isnt a litmus test for cooperation. They say turkeys done a lot to crack down on foreign fighters and will do more of that. Privately, u. S. Officials expect that turkey will play a military role and that officials are having discussions with the turkish government about just what that role will be. But they are very much at odds. Elise labott, thank you for that report. Lets get more on this with the Pentagon Press secretary, rear admiral john kirby. You just saw this dramatic report and these pictures that are coming from where the Kurdish Peshmerga fighters are really begging for help. Thats the question here, i think theyre wondering. I know the chairman of the joint chiefs of staff got at this a little bit but he also seemed to describe a situation where if the forces are separate, which they appear to be in this case, that this would be an ideal situation for conducting air strikes. So where are they . Well, were putting pressure on isil from the air inside syria. Weve done that all week. Most of the targets weve gone after have been strategic, trying to get at their ability to sustain themselves. Im not telegraphing future potential operations. But i can tell you the mandate to the u. S. Military is clear. Were going to keep pressure on them in iraq and in syria and thats going to persist for quite some time. It seems like one of the issues has to do with spotters. There arent really eyes on the ground in many of these situations. And weve heard officials talking about this. Is that the issue here and if thats the case, Public Opinion aside, should there be some u. S. Boots and eyes on the ground . The commander in chief has been clear. Theres not going to be u. S. Personnel, military personnel on the ground in a combat role, either in iraq or in syria. And you dont need spotters to conduct air strikes everywhere and in every circumstance. Sometimes its helpful. But you dont have to have them in every case. Weve done very effective strikes in syria without spotters on the ground. But you need ground forces, competent willing partners on the ground. But they should be indigenous partners. Thats why were supporting the Iraqi Security forces inside iraq. The report you just showed demonstrates that very much. Local fighters are probably the best able to know the ground and know how to defend their communities. I wont get ahead of strikes that may or may not occur. But i can tell you from the air, were going to continue to do what we need to do to put pressure on these guys. And obviously one of the issues is sort of vetting some of those certainly Syrian Rebels to see if they are good partners in all of this for the u. S. Admiral kirby, stick with us. Well have more. We have more to talk about, especially on this issue of the Khorasan Group, what one expert refers to as al qaeda allstars, after the break. She inspires you. No question about that. Officials that Senior Leaders of an al qaeda cell plotting an imminent attack may have survived an air strike in syria this week. The Pentagon Press secretary rear admiral john kirby is back with us to talk about this. And we have evan perez, one of our reporters here at cnn, he is reporting that u. S. Officials believe that at least some of these senior Khorasan Group members, the folks who one of our experts has referred to as al qaeda allstars, that they survived this attack. Can you give us any more information about this . Im sorry. I thought you were going to him. No. Were still assessing the results of this strike. And we know that we hit the targets we were aiming at. We know that we hit some of the capabilities that they had on those sites. Certainly we had reason to believe that some of the leadership was present at those sites when the strikes occurred. But were still assessing and its difficult to do. Its going to take a little time to know what, if any, in terms of individuals were hit as a result of it. And so can you sort of explain something to me we just heard from jim acosta at the white house. He was reporting that white house officials are still saying that core al qaeda has been decimated. And yet khorasan is this al qaeda group, is very much in line with al qaeda. Its sort of an al qaeda offshoot. It is al qaeda, right . So is it true that you have core al qaeda having been decimated . We do believe weve decimated core al qaeda over the past 10, 12, 13 years, of course we have. And weve had a tremendous effect on them. That doesnt mean that there arent, as you described it, offshoots and splinter organizations that are affiliated, sometimes loosely, sometimes more tightly, with al qaeda. Theyre still out there and still wish us harm. The Khorasan Group is one of those groups. Small, very potent with lethal capabilities that they were trying to develop. Again, we felt this was a solid case to be made to hit these guys before they got into an execution phase of what could be a very dangerous attack on a western target. But, yes, of course theres still offshoots that can be very, very dangerous. I think this gets lost a little bit. Just because it may be a, quote, unquote, offshoot of al qaeda, theres a notion that theyre less capable or less dangerous or less important. We dont look at it that way. Certainly not. The abilities of this group are very clear that they are pretty advanced. Allstar al qaeda as one of our experts put it. We heard from secretary hagel and the chairman of the joint chiefs of staff. Secretary hagel saying air strikes are just the beginning. Martin dempsey saying there will obviously need to be Ground Troops. Doesnt have to be americans, others in the region. Who else is going to send in Ground Troops . We believe the most important ground force, particularly in this part of the world, are indigenous ground force, the people that live there, the people that have to defend their own citizens and their own communities. In iraq, its security forces. Up north, were working closely with the peshmerga as well. In syria, it will be the syrian moderate opposition. Were looking forward to Getting Started on this trainandequip program. But you want competent people in the region on the ground, people that know the territory and the politics and the culture. And you need that certainly to really capitalize on the air strikes to have these ground forces. How long is that vetting process going to take so that the pentagon is comfortable knowing who the Syrian Opposition members are that they can rely on . I think thats a great question and im glad for it. Its going to take some time. We think the recruiting and vetting process will take three to five months. And from there, eight to 12 months before trainees can go back into zishsyria, ready to g with leadership in place. Its going to take time. We want to do this right. More than we want to do it fast. Now that we have the authorities, were going to get started we have a team in saudi arabia now starting to do the assessments to get ready for the first step in this process. Have you identified the leaders . The leaders of the moderate opposition, there are no recognized military leaders of moderate opposition. And that, frankly, the leadership issue is one of the issues we want to try to tackle through this program. We want to help them develop basic military skills and organizational competencies and also good leadership skills. Thats going to have to be part and parcel of this whole effort. Dempsey saying there needs to be a political structure these soldiers can join into. Thank you, rear admiral. Airline chaos. A fire and apparent Suicide Attempt at an air Traffic Control center have unleashed travel chaos. Right now, the shock waves are still being felt across the u. S. And beyond. Cnns ted rowlands is at chicagos Ohare Airport for us. Ted, what happened . Reporter well, brianna, basically an individual who was working at an offsite air Traffic Control center in aurora, illinois, about 40 miles away from chicago here, this morning at about 6 00 a. M. , he started cutting wires and set a fire in the Communications Area of the basements of this building and then he attempted, apparently, to take his own life, stabbing himself several times according to authorities. He ended up living and is being questioned by authorities that are investigating this. That investigation is being led by the fbi. The bottom line is, though, he and his actions absolutely shut down traffic to ohare, midway and milwaukee airports. And you can see the remnants of what he did, still this many hours later, people have been in this airport all day long, trying to get to their destinations. In the last few hours, there are some planes leaving and coming finally to ohare and to midway airports. However, theyre at about onetenth of what they would normally be operating at in terms of frequency. In all, more than 1,800 flights have been canceled. A lot of people have not been able to get out. In fact, their flights have been pushed back to either saturday, sunday or in some cases, even monday morning. You can imagine the people that missed weddings, meetings, family events that were very frustrated, literally tens of thousands of passengers affected by this outage. Onetenth what it normally is, that is tremendous, affecting so many people. Ted rowlands, thank you so much. Lets bring in cnns tom foreman. Hes looking at how this is being felt across the country. You saw it right there. This is really a travel nightmare. It really is. At this moment, brianna, there are still people trapped in chicagos airports even though the faa has been trying to sort this thing out for hours. And this is how it all started. Look at this. This tremendous hole in the sky over the chicago area. That opened up after all these flights were shut down. Normally with a weekend looming, this would be solidly filled in. But not today. Then the rippled started, causing cancellations everywhere. And because this radar center handles jets at high altitude, even crosscountry flights that had nothing to do with this area were affected. The faa called in extra help down here in indianapolis at a center there. But they had trouble transmitting information between computers and some flight info had to be entered manually. As of this hour, about 1,800 flights have been canceled at ohare and midway and big delays for all the folks who are still trying to fly. 1,800 flights because of one person. Amazing, tom foreman, thank you so much. Next, new anger in the streets of ferguson, missouri, where the Police Chiefs apology doesnt appear to be helping at all, maybe even hurting. But tension is near the boiling point again in ferguson, missouri. In the wake of the Police Shooting of unarmed teenager Michael Brown, a new Public Relations offensive by the towns police chief is generating scorn and resentment. Cnns Stephanie Elam is in ferguson. Many people there, very unhappy yet again with the chief. Reporter thats true. It was a p. R. Campaign that did not go quite exactly the way the Police Department wanted it to go. What do you want me what do you mean . Talk to me. Reporter it was supposed to be the ferguson Police Chiefs socalled apology tour. Ive been wanting to apologize. Reporter a time to say sorry to the community for how his department handled the shooting of Michael Brown by officer Darren Wilson in august. But instead, the chief was outside of Police Headquarters defending himself against calls for his resignation. All ive got to say is this is a [ bleep ] tragedy. We all know that. And im sorry and i say that from my heart. You dont have to accept that. You dont have to accept that. That came from my heart. I had to get that off my chest. Its been sitting there for two months. Do we have a linchpin . We have to increase training and awareness, we have to get out into the community, we have to change our court system and our ticketing system. We have to change our fine system. Seriously. This is where the mistrust is coming from, right . Isnt that right . The mistrust is coming from your department. All those things that are causing the mistrust have been evaluated and were going to make changes. Reporter then as the chief attempted to walk with the protesters, a scuffle broke out behind him. Please stop it, i was walking next to the chief reporter in the end, several people were arrested. But theres one man who wasnt there devin james. Hes the man behind the ferguson Police Departments recent Public Relation outreach, up until he was fired thursday afternoon by the st. Louis Economic Development partnership, this after a local newspaper reported that james was convicted of reckless homicide in 2006 james acknowledges this saying he acted in selfdefense and served a threemonth sentence. Being a government contractor, theres a high level of scrutiny. We always disclose this on the front end because the risk is youre going to get fired if you dont disclose it. So we had those conversations initially and thats one of the things they thought was beneficial. Reporter ferguson mayor James Knowles is standing by james saying he knew about his past and thinks what james has done with his life is amazing. And its also interesting to note that while the partnership, a st. Louis partnership, has fired james, he is going to continue to work with the city of ferguson, according to the mayor. And its also interesting to note when i did talk to devin james today, he said that he doesnt think that the police chief is a bad man. He thinks its a tough situation hes in but he doesnt believe that hes a racist. Lots of interesting people here backing each other in ways even as these other little scandals keep popping up, brianna. Definitely very interesting. Well break this all down. Stephanie elam in ferguson, thank you so much. Joining me to talk about this here in the situation room, cnn Law Enforcement analyst and former fbi assistant director tom fuentes and cnn anchor don lemon who covered the violence in ferguson. Were also joined by naacp board member john gaskin. What is your reaction to what the police chief said . Well, it appears that basic mistakes continue to be made. As i said yesterday, the apology, i think its good that he did apologize. But its been over a month ago. It seems almost as though its too late. Many people on the ground are feeling that same thing. But to be out there with protesters at 11 00 at night, i dont really see the benefit of what going out there would have done. You have people that are very upset. Ive talked to some people there that have contact with him saying that he was trying to march with the protesters or protest with them. You know, its very concerning these blunders that continue to be made almost on a daily basis. And speaking of that, don, he said lynch mob, just in terms of mistakes, his word choice is unbelievable. I dont want to beat up on the police chief. Youve said that you feel like hes a good guy, hes trying to. Hes a nice guy. He is trying but he doesnt understand the situation. And he is he needed a p. R. Person. But he needed a p. R. Person right after the shooting to come out. He needed authenticity then and transparency then. And so its taken too long for him to get here. Johns being very nice and hes choosing his words. The question that i asked to Stephanie Elam earlier, i wanted to say, what the hell was he thinking . Thats what i would say to him if i interviewed him. What the hell were you thinking . Thats not going to work. Anybody would know that. Just being honest, hes such hes like your uncle at the thanksgiving who says inappropriate things and hes funny and you love it when he comes over. But that doesnt necessarily mean you want them representing you or speaking for you. So i think it was a blunder. He continues to make them. And sometimes you must know when to exit the stage. Tom, you make a really interesting point about that. And that is that he is apologizing but hes apologizing for the wrong thing. Right. The one thing he could have done from the beginning was the afternoon of the shooting while the body laid there, that wasnt his fault. Thats missouri law. The medical examiner has charge of the body. The body is not allowed to be moved till the forensic evidence technicians do their job. And in this case, thats st. Louis county. He doesnt have that skill set on his Police Department. And the county technicians were an hour and a half away at another Critical Incident. So the shooting happened shortly after noon. They dont even arrive, the first of the evidence technicians dont arrive at the scene for an hour and a half. And then they have to do their job. And you cant cover the body and do other things with the body because it will disturb hairs, fibers, evidence. Yes. So that part of it what he should have been doing or a highranking officer from ferguson should have been out in front of that crowd as they were gathering at the scene and explain to them, its not disrespect, its not anything like that. But were not allowed this is whats happening. To that point. Give information to alleviate the crowd thinking its disrespect, starting to think bad thoughts about the Police Department in the very first beginning of this whole situation. And the people on the street the people out on the street werent the only people who were upset by his presence and by the apology. I spoke with ron johnson today, whos head of the missouri Highway Patrol whos been put in charge of security. And he thought it was illtimed as well. He said he thinks the chief is a nice guy and his intentions were good. But the timing is wrong. And the process its really all about the process and how you handle it. And hes handling it the wrong way. John, can he rebuild trust . Is there a chance to do that or has that ship sailed . You know, at some point when cancer takes the body and it has in ferguson i think mr. Lemon can speak on that. Hes been in ferguson. He knows whats going on. There is almost zero level of credibility for the elected officials there and for Law Enforcement there. It is probably best that they start from scratch and shriimpl start over, to begin the process of healing and establishing transparency and credibility. Thats the only way its going to be done. If the grand jury indicts the officer, do you think that has an effect here . Absolutely. In terms of do you think that has an effect in terms of the Police Department should still start from scratch . Absolutely. Absolutely. For this event to have occurred with Michael Brown, theres obviously a much bigger problem here. Its unfortunate that Michael Brown had to have been killed. Its very unfortunate. But i believe this shooting has sparked a bigger movement, taking a look into what is really happening in the city of ferguson. And so these changes are going to have to take place or what we saw last night is going to continue to happen. And this is going to be a nightly event. John, don, tom, stick around with me. Were going to talk a little bit more about this. I want to ask you about yet another bizarre twist there in ferguson, the man handling the polices p. R. Offensive has been fired because of his connection to a fatal shooting. Well talk about that next. At the top of the hour, we have breaking news, sources say terrorists targeted by u. S. Our panel is back to discuss another bizarre twist of events in ferguson, missouri. Check this out. The manhandling the Police Chiefs Public Relations offensive has lost his job. Devin james connection, they revealed his connection to a decadeold shooting for which he was convicted of reckless homicide in 2006. James tells cnns Stephanie Elam the shooting was in selfdefense and hes always been up front about it with people who hire him. John gaskin, first question to you on this. What is your reaction to the fact that, one, there was this pr offensive, and two, this was the man in charge of it . Well, thats concerning. And it makes me wonder who is making these types of decisions. As i mentioned before the last break, these blunders that are occurring day after day in terms of government leadership, there is really a question in terms of who has hired this young man to do this job and the fact that someone with that type of obstacle on his record rather has been put in charge and advising the Ferguson Police chief and the mayor of the city of ferguson during such a terrible time when theyre supposed to be creating transparency and bridging a decide that seems for widening by the day. That really concerns me, and i think the citizens im sure youve heard about the amount of money also being charged here. I think the citizens of ferguson and of st. Louis county need to be bringing these people to task on what is being done here. Tom, when you look at this, is this bizarre to you, that this is something that would be put in place for a pr offensive with the Police Department . I mean, no one is going to argue that this Police Department doesnt need some better pr, but in is a very sort of formal and odd situation, isnt it . Whats interesting is it gives the appearance of insincerity, and it seems as ferguson pd is unable to do anything on its own in terms of the crowd control, the investigation. In this situation, why dont they have people trained in dealing with the media and controlling information during a Critical Incident . As i mentioned, the flow of information to the public should have started on the afternoon and evening of the shooting, the day after the shooting. You dont hear anything for days. Then, of course, everything from the time of the shooting, from the time officer wilson fires his gun, from that point on, everything is being handled by the county, from the medical examiner to the evidence technicians to the crowd control in that first couple of days that looked so militaristic as everybody said, then turned over to the state police. From the time of the shooting onward, ferguson pd had no management of the situation and nobody else really stepped in. Where was the sheriff of st. Louis county to say heres how were going to process the crime scene and when the crowd control situation became so much of a focus of attention, where was he to describe heres what were doing and why . You dont see anybody speak to that until later in the week. You see the governor, then captain johnson in the state police. It speaks, certainly, don, to a lack of someone being a liaison between the Police Department and the people of ferguson. You almost saw that as tom was pointing out from the getgo, from the fact that there was no one there explaining at the crime scene what was going on, this sort of lack of outreach. It makes you wonder maybe why they thought Something Like this, a formal pr situation in choosing this guy to do it, why that would work. Tom hit the nail on the head when he said there is no Public Information officer. Every police temperatudepartmen been in contact with has a Public Information officer, even if theyre small. They dont have that. Listen, i think that this has been a comedy of errors. Its sad that obviously a life has been lost here. But the handling of the situation is a comedy of errors. I would say that the ferguson Police Department needs olivia pope, but i dont think she could even fix whats happening in the ferguson Police Department. It is just that bad. Every day it seems to be something else. This country is all about Second Chances and restitution. I understand that, allowing people to move on, speaking about devin james here. He should be able to move on if he has paid for what hes done. But when youre in a situation like this, you must dot your is and cross your ts and you have to look at everything, including peoples back grounds. If youre going to have someone who has killed someone be your fixer, that does not look good. No, its key. Its amazing they did not pick up on that. They need a fixer and they need a Public Information officer. And the Ferguson Police chief needs to have a handler, a good handler, so that he doesnt go out into crowds, hostile crowds at night when theres been unrest. And make things perhaps worse. Government officials believe some senior members of the Khorasan Group survived air strikes and could be plotting against americans right now. We have correspondents and analysts standing by with all of these breaking developments. We also have an exclusive battlefield report. First, to our chief National Security correspondent jim sciutto. Jim . Reporter today, defense secretary chuck hagel was frank. He said hes under no illusion that air strikes would defeat isis or destroy the Khorasan Group. Sit with that in mine that general Martin Dempsey refused once again to take off the table an option that the administration has tried to, and that is sending u. S. Troops on the ground in syria or iraq. Isis has been making progress. Reporter isis fighters locked in battle with kurds in Northern Syria. A brazen show of force, live on cnn. After ten days of administration denials, today joint chiefs chairman general dempsey stood by his commitment to recommend u. S. Ground troops if he believes necessary to win the fight against isis. I wonder if you stand by that, if you believe its necessary you will go to the president and say mr. Obama, i need Ground Troops in american roles to succeed here. I just stand by the statement. I will make a recommendation the president gave me a mission, destroy isil. And i will recommend to him what it takes to destroy isil. Reporter this is what the war against isis looks like on the ground. Cnns phil black on the front lines as cameras capture syrian kurds exchanging fires with isis fighters on the Turkish Border. What you are watching is live video of isis fighters in syria, attempting to battle their way through this northern mostly kurdish region. Reporter it is one more front in an expanding and confusing war. Here, it is syrian kurds running for their lives from isis. But so far no Coalition Military action to save them. They appear to be facing the same genocidal threat as others in iraq. The u. S. Came to their aid. Why hasnt the u. S. Come to the aid of the syrian kurds from the air . We are discussing how and what we can do with our Coalition Partners to help them deal with it. Reporter one Coalition Partner that could do that is turkey, which boarders syria. However, on the ground, the administration continues to insist the only option for a substantial ground force are local fighters. Iraqis and kurds in iraq, moderate rebels in syria. The only truly effective force that will actually be able to reject isil from within its own population is a force comprised of iraqis and kurds and moderate Syrian Opposition. Reporter we have some news just in now from Central Command, and that is that new air strikes are under way in syria as we speak. A Central Command spokesperson saying we cant confirm Additional Air strikes inside syria. We will provide Additional Details when we become available. A key question, are they the kinds of strikes that weve seen in 24 to 48 hours, which have been a small convoy here, an isis tank there, that sort of thing, or if this is something more significant, like the first night when you saw some very large, fixed targets, command and control, et cetera. I was at the pentagon today speaking to u. S. Military officials. You have jets flying over the area a great deal of the time, and they often take targets of opportunity, which is a possibility. Theyre up in the air, they see a tank, Armored Vehicle and take it out. Thats a possibility here or this could be something more significant. Jim sciutto, thank you so much. Now we want to show you more of that intense battle against isis. Really extraordinary pictures, this view that played out live on cnn. You could see some of it in phil blacks reporting that was just in jim sciuttos piece. Phil joining us live near the Syrian Border with turkey. This is where you were earlier, phil, when we saw really an incredible scene. Tell us about it, and tell us now what has been going on since night has fallen . Reporter the hills of Northern Syria just behind me have fallen largely silent. The odd burst of gunfire, but thats it. Very different to what we witnessed earlier this afternoon, where for some hours we saw this advancing group of isis fighters that were trying to move through this region of Northern Syria, and they were coming up against very strong opposition from local fighters. Local syrian kurds defending their homes and villages, trying to stop this offensive by isis, which has been going on for around a week or more now. So for some hours they exchanged small arms fire repeatedly between the two ridges of two opposing hills, some heavier indirect fire as well. When isis tried to advance down the slope, they were driven back, so they sought shelter at the top of a ridge. From there, their opposition, their enemy, those kurdish fighters were able to direct a strong line of fire into their position. And the shelter from the ridge didnt really help them. We saw them take fire and take casualties. We saw those wounded isis fighters be carried away. Then it was only just after dusk fell that it seems they lost the taste for what they were trying to do. Those isis fighters withdrew behind that hill, falling back. But that is a rare moment in the fight thats been going on in this region for, as i say, more than a week now as isis has moved through this mostly kurdish region of Northern Syria. Those kurdish fighters have been trying to slow their progress, but thats all. They havent been able to stop them, they say. They say each day those isis fighters have been taking a mile or more at a time, advancing towards the major town of kabani, and the Bigger Picture is thats triggered a substantial humanitarian crisis. News of this advance has triggered fear through the local population. As a result, its estimated some 200,000 Syrian Refugees made their way to the Turkish Border and crossed over. Weve been seeing thousands more cross over every day still as those isis fighters take more territory, take control of other villages and towns, and those refugees have terrible traumatic stories to tell about the suffering they have endured to get to the border and the loss many have experienced at the hands of those isis forces. The questions they are asking where are the international help, where are the Coalition Air strikes that they believe could stop these forces bearing down on them. At the same time, the u. S. Wondering if turkey cant be more involved in this. Phil black there for us on the border between syria and turkey. This u. S. Led war on terrorism intensifying. Law enforcement officials are making new arrests here in the United States and around the world. Our justice correspondent pamela brown has the latest on that. Pam . This morning, two additional terrorism related arrests in london, after british authorities arrested nine men, include thing man, a radical muslim cleric who recently spoke to cnn about the beheading of american james foley. Quite frankly, i think its pathetic for you to ask a muslim to condemn the killing of one individual. As air strikes continue in syria and iraq, officials now say down trips are stepping up intelligence sharing to identify potential suspects elsewhere around the globe. Were seeing uptick in radicalization. But weve also seen our ability to intercept and disrupt these plots as a function of our improved agame abroad. Just this week, it was announced that interpol is going to adapt its color Identification System to better identify foreign fighters and inform partner countries. Pam brown, thank you so much. Cnn is learning that some members of an al qaeda cell survived u. S. Air strikes and may be plotting attacks. Were joined by lawrence wright, hes written all about al qaeda. Thank you for being with us. I should mention that you also have a new book called 13 days in september, carter, reagan and sadat at camp david. Youre gone back to look at the origins of 9 11. Tell us how khorasan fits into this and why weve only heard about this in the last two weeks. Its interesting that the Intelligence Community knows as much as they do about the Khorasan Group. I was surprised by that, that they had a cell that they spotted that was active in syria. The head of it was a young man in al qaeda in afghanistan, and he was close to bin laden. He was one of the few who knew in advance, according to intelligence reports, that 9 11 was going to occur. So he would have been very close. The story is that the now leader of al qaeda sent him to syria with the idea of recruiting out of al nusra, the al qaeda affiliate. Possibly some western muslims that might have passports that would allow them to travel easily, and western countries in the u. S. So it is sort of a branch in a way. That are some critics of the white house saying this Khorasan Group is al qaeda. It is proof that really the Obama Administration has not tackled al qaeda in the way that it has put out a narrative it has. What is your, i guess in a way fact check on that . Al qaeda is not dead. Its not healthy. But its still alive and al qaeda affiliates have proliferated zawahri announced a new chapter in india. So it still exists. Whats perhaps more dangerous are the affiliates. Al qaeda in yemen is probably the greatest danger because of their expertise. Whats happening in syria and iraq is problematic. So many westerners have gone to syria to fight, and they have passports that let them go anywhere in the world. So i am concerned about that. That is really the worry right now with so many officials, this transit that allows foreign fighters in. You mentioned al zawahari. The trail has gone old on him. How concerning is it that he is still alive and what kind of real role and danger does he pose . Well, hes never been a charismatic leader. Hes sort of anticharisma. People dont join al qaeda because of him. They did because of bin laden. He had a mystique that was entrancing to a lot of young muslims who wanted to get involved in that. But zawahari had a terrorist career and ran it into the ground. So i dont think al qaeda is well managed. If youre going to have that organization in the hands of somebody, better him than somebody more competent. What does it say, looking back to 9 11, it has been 13 years. What does it say about the worlds approach and fight against islamic extremism that that much that this far past 9 11, whether its al qaeda and yemen, whether its the Khorasan Group in syria, that these are still very real threats, and not just threats in that region, but threats to the u. S. , as well as isis obviously. Breanna, theres a river of despair that runs through the muslim world. There are many tributaries, poverty, joblessness, apartheid, lack of education, lack of opportunity. You name it. All the problems that could contribute to creating a sense of despair and hopelessness are present in many of the muslim countries. We have that as one problem. The other is that theres an islamic civil war going on, and a lot of what were talking about, al qaeda, hezbollah, hamas, theyre all proxy armies inside this vast islamic civil war that we are now putting ourselves into. I want to end by having you tell us a little about your book. It is fascinating. It is about its 13 days in september, about the lasting Peace Agreement made between u. S. , israel and egypt. The key there, the lasting Peace Agreement. Its true. Tell us about your book and what that means for now looking at the crisis in this region. Theres so much terror and so many wars, so little help has come out of this region. Its useful to look back at one time when peace was achieved. In the first 30 years of israels existence, there were four wars with egypt. In 35 years, there hasnt been a single violation of that treaty. You have to look at some of the lessons of camp david that we could apply now. One is, there are no Perfect Partners for peace. Anwar sadat was a nazi collaborator and assassin. Jimmy carter was a weak and unpopular president. You couldnt find a less likely cast of characters make peace, but they all had an abundant amount of political courage. The timing wasnt great. There had just been a war in the middle east. Many israelis did not want to sacrifice the sinai for a piece of paper that said peace on it. Sadat was alone in the arab world thinking that peace was possible. And jimmy carter had double digit inflation, gas lines, crime rate was 20 . Midterm congressional elections. Timing wasnt great. The final lesson is america was crucial in that. Carter had a mistaken idea that you could just get these two guys alone and they would come to like each other and trust each other. They hated each other. They screamed at each other. He had to physically separate them. Then he had to come up with an american plan and that made the difference. Maybe what is old is new again, at least in terms of some of those i guess qualities of timing and of character. Well see certainly what happens in what is going to be a very long, it appears, war. Ill tell you one thing, the middle east will not look the same when this is over. That is startling. Thank you for your expertise. Still ahead, we have the 9 11 call from a horrifying 911 call i should say. This came from a horrifying rampage on the road. A woman was beheaded. There are new developments in the case of missing university of virginia College Student Hannah Graham. The man who may know her whereabouts is heading back from texas where he was arrested this week. Erin mcpike has the latest for us. What are authorities there telling you . Reporter well, the sheriff confirms to us that the extradition process is under way, and that Jesse Matthew is making his way back to virginia, being escorted by Virginia Police and he will be back here tonight. Now, meanwhile, there are still no signs of Hannah Graham. And tonight marks two weeks since her disappearance. Jesse matthew, pictured here leaving a texas jail, is the only link police have to finding the missing university of virginia student. Hannah graham leaves a party on this block around midnight on friday, september 12, alone, and heading in this direction toward mcgradys pub. Police believe she makes another stop along the way but still has to walk this road about a half mile or so by herself and in the dark. 12 45 a. M. This camera captures hannah outside this pub, also alone. She continues to the charlottesville pedestrian mall, but first heads under this bridge and another surveillance camera catches her running by this gas station. Police dont believe anyone is chasing her. 13 minutes after, 1 08 a. M. This Jewelry Stores video captures her. Jesse matthew is first seen her following her. 12 minutes past. She texts a friend saying shes lost. Police say thats the last trace of her cell phone. But some time after, Police Say One witness remembers seeing her inside this bar. The owner disputes that, but shes under 21 and cant be legally served alcohol. Witnesses say matthew is last seen with her outside tempo, putting his arm around her. The rest is a mystery. People saw hannah, and people saw him, and people saw them together. Reporter we learned today that the District Court here is closed for meetings from monday till wednesday. So the earliest that Jesse Matthew will appear before a judge is thursday morning. Well be looking to that. Erin mcpike for us, thank you for your report. We want to get more now on the Hannah Graham case with cnn Law Enforcement analyst tom fuentes, former fbi assistant director. Also joining us is journalist cory barefoot. You wrote a very detailed report, a great report focusing on Jesse Matthew, or l. J. As he is own. You interviewed his acquaintances before he was seen with Hannah Graham. Explain what they said to you about his behavior, because he had a runin with a man and also appeared to be harassing some women, right . Thats right. Made an effort to talk to a number of people who were eyewitnesss that night to the events that took place in the couple of hours leading up to her disappearance. I spoke with people who were partying with mr. Matthew that night. I spoke with people who were in tempo, and they described his behavior as disturbing, erratic, aggressive. He was constantly tracking these women around the bar, touching their hair, touching their back, touching their legs. And one of the young women with whom i spoke told me that she had to tell him, keep your fing hands off me. That took place just about an hour before he ran into hannah hear on the downtown mall. He also had this runin, according to someone you spoked with, and this is your reporting, but you spoke with someone who described another incident where he wrestled a man who pulled his hamstring. This is what led you to write you said that the sources that you spoke with actually said throughout the night, or this is your description do you think this is something that the police are looking at, at this time . At some point, i think the police will have to focus on that kind of behavior and what we know about the behavior of mr. Matthew. Right now i believe that investigators and the police are absolutely focused on finding Hannah Graham. That is our priority. Everyone here in charlottesville is absolutely committed to doing whatever we can do to find hannah and get her home to her mom and dad. Certainly tom, i want to bring you into this conversation. I mean, were assuming that Law Enforcement must have pieced together jesse or l. J. s evening in the way that coy has in his piece. They would try to, but there still could be some gaps going between one establishment, going in another one, being seen at different times on cameras. Whether they can piece together every minute, well find out later. Right now that seems like that might be a difficult chore to do. And it may be secondary to looking for her at this point, just dealing with trying to get information from the suspect. Coy, this is something i think people saw a video, they saw some of the video of hannah and somewhat appeared to be Jesse Matthew together, and he may have had his arm around her in the video. This led some people to say, perhaps they know each other. But i know you actually spoke with a longtime friend, and he told you something very different, didnt he . He did. He told me something quite the opposite. I asked a friend of his, i said, dave, did he know hannah . Did he ever talk about hannah . Was hannah a known person in your circle of friends . And he looked at me and he said, absolutely not. Ive never heard of her, i never seen her, he never mentioned her. I said an eyewitness said he walked up and threw his around her. He said thats what he did to women he was hitting on. Thats a sign he didnt know her. He was described by a friend as a prowler. Tell us more about that. Yeah, he used that word prowler. I pressed him on that. I said i want to understand exactly what you mean. Youve known him for nine years. They eaare not close, best friends. They are partied together in the bars, but he said l. J. Is a prowler, he said what i mean by that, hes the kind of guy that might look for a woman who might be intoxicated, might be compromised, might be vulnerable, because in his words, he would have a better chance. He would have better chances with a woman like this. At this point, tom, theres no hard evidence certainly that we know of that i guess implicates matthew in the disappearance of Hannah Graham, right . Youre right, that we know of. But the police were very conservative, searching his car, searching his apartment. Then they talked to him the next day when he showed up at the Police Department and they still didnt arrest him. So they were very, very conservative, feeling they did not have enough probable cause. Somewhere along the line, they received a report of evidence, either from the car search or the apartment or both, that led them to place the charges for abduction. So they have some piece of evidence that we dont know about as of this time. Im wondering, the last place that we know that Hannah Graham was, or depending on different reports was this tempo bar. According to credit card transactions, matthew purchased two drinks there we understand. But we seem to have some folks working there at the bar who are raising questions about whether it was really hannah inside of the bar. Grant it, she was under age and may have been served alcohol. Is that something Law Enforcement is looking into in terms of whether they put veracity into some of those witness accounts . Theyll be looking at that. But dont forget, the witnesses have been partying all night themselves. So youll have everybody involved in this story having alcohol to one degree or another on that evening, and not knowing what their memory would be, what theyre seeing now when they look back. Very good point. Thank you so much for being with us. Really enjoyed certainly the facts that you uncoerred. Just ahead, where is north koreas leader and why hasnt kim jongun be seen in weeks . The only thing i can do, i feel like im a leader in society. Teach my kids and the people following me. He does not shy away from discussing these National Issues when it comes to race. How important is that to him . You know, its so interesting. The last great figure in basketball that we saw of this magnitude was michael jordan. Didnt want fans or anybody to feel like he was coming down on the wrong side of things. Talked about hey, thats not my area. Lebron at the beginning echoed that.
