My fear, as any case like this, resemblance to katrina is that the elderly and disabled people and the people that didnt have the means to leave are shut in their homes now and now they will be surrounded by flood waters either from the surge or the rain water. And the majority of people we lost during katrina were home alone, most of them we found alone at home. That was from most of them died from the storm surge, you know, from that flooding. I have to ask you, the president signed a disaster declaration. Explain what that means, general. The normal declarations are signed after the event happen, the normal tornado would come in and a couple days later the governors would assess what their problems are and would ask the president for a disaster declaration. The enormity of this storm caused the president to sign a prelandfall declaration, and he had been asked by the governor of texas to do this. What this does is freeze up all federal assets are now available, and for available for them to use and the charge for anything that they rent, overtime, all those things start prior to landfall. This is a big deal. This is really going to help the small towns and can Rural Communities out there in texas. Now they know they will get reimbursed. Those counties have been declared a disaster area, and they can further prepare tomorrow. The ex spans of the storm, there are people that are dry tonight, will be wet come monday morning, and under water, now they can be better prepared, they can get generators because the power is going to go out, and they can have the shelters as well as keep the infrastructure like hospitals, gas stations that will have generators. Theyll be able to put those in tomorrow. Lieutenant general, the president , the white house has said the president is planning to visit texas next week. Good choice, you think . I think depending where he go. I mean, he can go to texas and visit the state capitol, he can go to texas and go to some place thats he got access to. There are many airfields down there in the south that he could have access to. I think at this point in time, that would be a good call. I mean, people expect to see the president. You remember what happened after hurricane katrina, that big boo bah. Lets see how bad this end up being. I expect the winds they going to be three to four times, hes going to have a hard time flying in the helicopters. The wind is expected to be above 35 miles an hour and thats hard fly for helicopters and unsafe. Those there are flying will be doing Search And Rescue and get water to people that are isolated. Well, im in houston at the Disaster Command Center here of the red cross. Hour strategy in everything that we do at the red cross is prepare, respond and recover. Last several days weve been in the prepare mode, the safety mode. We want our staff, volunteers, neighbors and communities to be safe and preparing. Tonight weve sent people home to get some rest knowing this is the last time theyre probably going to get good rest because starting tomorrow in the southern part of our region, down in corpus, theyre in respond mode. Up in houston were trying to get the last night of rest because its going to be about respond for days and im guessing weeks here in texas. What are you most concerned about, david . Im most concerned about my fellow texas ans. This Community Means a lot to me. I huddle in my home in Channel View East Of Houston for hurricane alee shaw. And it was less than a hour after the storm passed that my neighbors and my fellow texans were recovering from that efent. The last Disaster Response that our founder served on before retiring was the Galveston Hurricane in 1900, the weve been responding all over this country since then and we will be long after Hurricane Harvey. What are you most concerned about with this storm, first you, david. Im most concerned about the flooding in the greater houston area. The southern part of our region in our state, the winds and potential for tornados. Were hearing about building collapses. The flooding will have the long term impact that i think can be devastating and keep a lot of people out of their homes for a long time. I think for me thats what im concerned about the most right now. Lieutenant general, what about you . Flooding and the fact that we didnt have a fullfledged mandatory evacuation. You know, katrina, we had a mandatory evacuation. And we got 80 out of the city before the storm. We may have come close to that in corpus, but the rest of that area, very little evacuation, particularly in the small rural area that are inland that can be affected by the surge water, and those areas subjective to flooding because its a coastal plain. Its a lot more dynamic than new orleans because its rural areas subject to flooding and now we have these small towns where people are isolated. That is what i fear the most. And those pictures were deceiving that we were just showing you in rock port because they are in the eye, in the center of the eye where there is no weather. But its about to get really bad again. Winds gust at 130 Miles Per Hour near rock port earlier, and theres a lot of damage in that town. And theres going to be more damage with the second part of the eye moves over. Heres what we expect for the next few hours, the storm to linger along the coast. Done you might have a barometer at home or your mom does or grandpa did. Look for 27. 70, pretty much guarantee thats not even on the barometer. Thats the current pressure of the storm. Even though its on shore, its going to take days for it to die. This is one of the lowest pressures to make landfall in a very long time, one of only four cat 4s since 1970. The last was charlie. This is a big deal. This was a big wind damage deal. Good news it didnt get in the way of any real big cities. Corpus christi had damage, but this did not run over houston. So, it is going to be there for a while. It is not going to move very much. Theres no way to know where this storm is going. We know the storm surge is there. We know that theres flooding. This is such a Dig Hurricane its going to take that long to finally go away. Finally we talk about the rainfall numbers. We will see some spots with 20 to 30 inches of rain if the next five days because its going to rain where its raining right now and its going to keep on raining. Don. As bad as you thought it was going to be, chad . Yes, i think so. I do believe weve only just gun. This is the First Quarter mile of a 26. 2 mile run. We are just in it now. You cover up the entire state of South Carolina with 20 inches of rain, and thats what its going to be, the size of south carolina is going to be covered up with 20 inches of rain. Do you think the residents of texas, in the path of this storm, understood that . Well, i think they do now. I think its been very widely presented by the media, and theres no question that theres been a awful lot of preparation for the storm. But still, for houston to see 15 to 20 to 25 inches of rain is just a enormous disaster. And right now, the concern is that the storm is going to head our direction. Explain the damage youre expecting to see in the aftermath of this hurricane. Well, houston is a very large metropolitan area and extremely flat and it is somewhat flood prone. There are a lot of buy use here that are only designed to carry maybe 10 or 12 inches of rainfall. So, if the 20 inches or so that they project, if it comes in over a long three day period, we may see some flooding. But if a lot of that rain all falls in a single day, for example, then we could be in real, real trouble and we could see a return of something that happened here in 2001 like Tropical Storm al i son which generated billions and billions of damage in doug last county. We all remember i he i have to get your reaction what youve seen from the president , hes pardoning a controversial sheriff, a ban on transgender troops. Whats your reaction. We dont even have a head of homeland security. A lot of key posts in Emergency Operations in the federal government havent been filled by the trump administration. Cities like rock port, padre island are going to get a brunt of surge where the whole community will be devastated for years. S. Coast guard which did almost flawless job in katrina has a mighty task ahead of them, as well as Texas National guard, how do you get people to the Rural Communities. This is a very wide storm, there is a real need to think about the human lives. We can compute the dollars, the billions its going to cost later, we have to save as many lives as we can. The window gets short, people die if you dont get to them in a few days after a storm like this. Doug, some of the biggest mistakes president s have made during national disasters. Remember george w. Bush after katrina did a biga shuks, President Bush stayed in san diego, he played air guitar talking about iraq and acting like the storm wasnt a very big deal, a little like donald trump in camp david. Then bush decided to do a flyover, people want a president eventually to seem more engaged with a catastrophic national disaster. Lyndon johnson, when Hurricane Betsy Hit in 1965 went into the lawyer ward of new orleans, went in a boat and said i am your president , i am here. Donald trump has announced hell be coming in texas next week. Thats good. But were going to need billions and billions of federal dollars to go and help these storm victims. How much have you been able to get out, about and around . Are you seeing much flooding . Not much. The main threat thusfar has been the wind. Its obviously been raining very heavily, but it hasnt sustained itself in the long range as has been forecasted. Theres definitely a lot of water coming down and that will continue throughout the remainder of the night. Anybody on the road besides Storm Chasers and weve seen a few locals and we were taking shelter at times. We saw other folks driving. Not everyone got the message this is a dangerous storm, a category 4, the second strongest hurricane on earth, a high end storm we were surprised to see the people out and about on the road ways. We got word there are thousands and thousands of people without power. Youre looking at that shot. The gas station has no power, pizza hut, no power. Weve seen lots of these large green power flashes as the storm moved in. Different parts of the power grid failing. Those will probably be outages for days or weeks until all of the lines can be restored on the texas gulf coast. Do you have devices to read the wind speed and all of that . You said the Biggest Issue has been lots of rain and the wind, right . Do you know how high the winds are . We have a variety of equipment. Weve had gus its consistently up to 100 miles an hour and in the eye we had winds over 100. Lot of damaging Wind Potential that came into the Bolton And Rock Poert area. Thats where the eye came in, thats where well see the most digt damage when the sun comes out tomorrow. Whered you start out ben. We started in Corpus Christi we were gafl the storm shifted a little east and north, Corpus Christi a city of 300,000, less populated area, but very unfortunate here in The Rock Poert and how far up the road are rockport were looking at a 30 mile wide area where the eye came on shore, not really large. Ice of hurricanes can get much larger. We have a small compact eye, but very intense winds, we were talking about that category 4 storm, the second strongest hurricane possible. Not a large area thats affect, but the damage will be very severe when daylight comes. How will you protect yourself on the back end. What you dont see is theres a concrete building to our left side which is blocking the majority of the wind thats why were able to give you the shot safely of the Current Conditions in the hurricanes eye wall, well maintain our safety throughout the night. A storm chaser just a few moments ago said he was witnessing winds 110 miles an hour. Knocking down trees, power poles, signs. But what have you been experiencing throughout the night . Well, we were out there earlier, and we actually kind of saw everything coming in. And once we started noticing it started getting harder, thats when we came home. As far as power, weve had power here were like in the center port of corpus. So weve had power up until about 11 15 central time. And then it went out, and turned back out and it turned back on since then. So weve had power since then.
