As the white house grapples with a cascade of economic crises, concern that its sweeping 1. 9 trillion proposal has already run in, blanching at the price tag. The white house, despite its flurry of executive actions, remains unbowed in its push. Were in a precarious moment for the virus and the economy. Without decisive action, we risk falling into a very serious economic hold, even more serious than the crisis we find ourselves in. Its an immediate and potentially seismic challenge for a president who has made clear that bipartisanship is his preferred route. Still a signal that some of the log jam is starting to break on at least one issue, the president s cabinet. One the white house is not paying any attention to, the color scheme of air force one. President trump made a big show of shifting the color scheme, or at least proposing to. Jen psaki, the press secretary today, has confirmed the president himself has not spent a moment thinking about the color scheme and no additional memos are expected to be. The coronavirus and the economy is where theyre focused right now. Shes made that very clear that is not where the focus is. Nice sound track, phil mattingly. Lets talk about all of this. Dana and abby, great to see you, ladies. We just heard from President Biden, talking about this 1. 9 trillion relief package. Here is the pitch he made in the last hour. Lets listen. President trumps top former economic adviser, kevin hasset said, quote, he absolutely is in favor of this rescue plan. This almost doesnt have a partisan piece to it. But, abby, President Biden is already facing some resistance. Yeah. I think he will continue to face resistance. A lot of republicans dont want to spend more money right now. Some will point out that thats somewhat hypocritical, considering thats not really been the concern in the last four years. 1. 9 trillion price tag, biden knows thats a big price tag. What hes trying to build consensus on is the Building Blocks of that price tag, which is Economic Relief for individuals and for businesses and for vaccine distribution, and for testing. And i think that the white house believes if they can build support for those things, theres no reason that congress cant come up to some agreement on a larger package, whether its 1. 9 trillion, i think thats probably unlikely. Something is possible for sure. Yeah. And our reporting is that those in the Biden Administration know its unlikely. Its up for debate. Its a test for the Biden Administration and also for republicans. Will we see them become the party of resistance like they were under the obama years or will they suddenly start working with joe biden . What do you think . It really is the question, pamela. You know, we did see 12 years ago, Mitch Mcconnell famously say that president obama would be a oneterm president. That was their goal. It was not in a specific context but taken to be more broad. That is, in a lot of ways, how republicans acted and reacted to a lot of his proposals. Very, very different time. Biden administration had a congress with huge supermajorities in the senate and in the house and thats just not the case today, a. B, you actually have not just President Biden and the people around him, but also some Senior Republicans who think it is in their best interest, given the times, given everything that we have behind us now, to come up with some bipartisan solutions. I just had one republican senator i was talking to before coming on with you saying, and this is not a moderate, saying, we have to prove that we can govern. We cant act like we did 12 years ago, or we are never going to win back the senate never mind the white house in four years. And, of course, all of this is against the backdrop, abby, of the senate trial that we expect could begin next week. And Mitch Mcconnell has put forward this february timeline. Here is what President Biden had to say about that today. Have time to get the administration up and running. I want to thank the senate for passing the secretary of defense. Looks like our secretary of treasury and secretary of state is in place. The more time we have to get up and running to meet these crises, the better. Then you have this dynamic of the articles of impeachment from the house going over on monday. So whats going on here . What can we expect, abby . The articles of impeachment are going over. Theres still room, even if they go over monday, for republicans and democrats in the senate to come to an agreement about when the trial will begin. Its very important that biden seemed open to thi s some in the biden orbit felt this could be a good compromise. There were initial ideas it could be 100 days. But two or three weeks is a much more modest amount of time to allow some of these cabinet nominees to be confirmed but also still have a relatively Speedy Senate trial but also notably to deal with a major concern that Senate Republicans had been bringing up, which is that President Trump might not get the due process that he deserves. It gives him some time to put together his legal team, to figure out his legal arguments and it probably takes that argument off the table for some republicans who had been relying on that to impose an impeachment trial in the first place . What do you think, hearing that from biden . Does it sound like hes agreeing with Mitch Mcconnell on the timeline . Yes, it does. It absolutely does. Mitch mcconnell and Chuck Schumer, the Current Senate majority leader. Biden needs their cabinet in place in order to function and do the things that they need to do, beyond the executive orders that the president has been signing for the past few days. So, no question about that. I mean, the other issue, once that gets started, is what happens, how quickly it is how long it takes and there certainly we have reporting from our excellent hill team. Ive talked to republicans, more and more, over the past few days, who say that the notion that President Trump would actually be convicted is shrinking by the day. 17 republicans would have to agree to that. Just with the argument that some people who are in President Trumps camp are making that its unconstitutional to convict somebody who is not even in the white house anymore because its unprecedented. We dont know what is and isnt unconstitutional but that seems to be something that those republicans on the fence are listening to. All right. Really interesting, to break it down like that. Joining me now is former Arizona Republican senator jeff flake, now a cnn commentator. Thank you so much for coming on, senator flake. Lets get right to this new reporting. You heard ryan allude to it right there. Cnn has spoken to more than a dozen gop senators. It is becoming clear that republicans are likely to acquit trump. As the Capitol Attack gets more distanced, do you think a conviction looks less and less likely . I do. As long as you can rely on a constitutional argument that hes already out of office, impeachment is meant to remove somebody from office, its easier for a republican to vote against. In the further distance you get from it, i think people say hey, why bother . Hes already out. So, yeah, i think it will be difficult to get 17. Its interesting, because my colleagues, Michael Warren and jamie gangel are reporting a dozen influential republicans in washington that are quietly lobbying republican lawmakers to impeach and convict trump. Their view is, look, if we do this, if you do this, then we dont have to worry about him running again the next time. And perhaps we can sort of extricate him from the party. What do you think . Can your party move away from donald trump, given the dynamic just laid out . I am one of those hoping we can move quickly away from trump and trumpism. If i were in the senate, i would vote to convict. And i know that there are a lot of call it establishment or traditional or mainstream republicans advocating for that. I just dont think its going to be enough to move certain senators to do this. But, yeah, whatever can move us beyond the president. And frankly, whether he is convicted or not, he will lose influence quickly. He already has. Once you lose the trappings of office and the levers of power, its difficult to maintain influence, particularly after what happened just two weeks a ago. Why would you vote to convict . I think he has committed an impeachable act, inciting this insurrection. And they could have added another article which would have had an easier time, i believe. When he called georgias secretary of state and told him to find 11,000 votes. That was clearly an abuse of power. Trying to affect the outcome of an election that he was in. So, yeah. Saying that the senate cannot handle an impeachment trial democrats suggested he should be spending more time on the pandemic. Lets listen. I actually can walk and chew gum. Border issues, coronavirus, cyber security. This is an ongoing investigation. Staff investigators are pressing this. Its time to issue a subpoena. It doesnt take much of my time. Now hes saying we shouldnt do both at once. Whats your reaction . Like it or not, its coming. When the house sends it over to the senate, the senate has no choice but to take it up. I think the senate can do these two things. Everything in the senate or almost everything requires unanimous consent. When they cant agree on a procedure of how to move forward on cabinet nominees, thats very important to the new administration. Impeachment and conviction, a trial is certainly important, too. They can do both. Theres a group of Democratic Senators that filed an ethics complaint against ted cruz and josh hawley. Do you agree they violated Senate Ethics rules . What do you think the appropriate response is . Im not sure if it involves Senate Ethics rules. But, boy, it certainly was irresponsible. I think they will have accountability when it comes for leadership positions or reelection. People will remember that. It was extremely irresponsible to amplify the president s false claims and to use the senate and the congress in this way. It will have ramifications. Uhuh think so . They were doing this for political gain. Do you think it will hurt attempts for reelection . I could, yes. This was significant and se serious. Obviously, they were hoping to garner part of the president s base they may have succeeded but its a slivenging base. Theyll have to be ready for that. And a general election in either missouri or texas, this will be brought up. And this will follow them certainly. I dont think it will have ramifications with Senate Ethics but it will, particularly if they want a leadership position in the senate meantime as well. I am very concerned and think it does explain what happened in december. Reporter how far and wide have these variants spread already . We dont really know. We must be honest and say that the level of comprehensive quens surveillance thus far is not at the level that we would have liked. Reporter its important amidst all this talk of vaccines and variants not to lose site of the daily pain of this. Today in california has been the deadliest day of the pandemic so far. 764 lives reported lost. Pamela, nationwide, were still losing more than 3,000 people, on average, every day to this virus. Pamela . And to think it was about a year ago when the first coronavirus emerged. Here we are, the deadliest day in california. Nick, thank you. Cnns chief medical correspondent dr. Sanjay gupta joins me now. So grim looking at these numbers. I want to talk about the hope ahead of us. That, of course, is the vaccine that people are relying on, hoping this will get us out of the pandemic. Cdc has issued new guidance, claiming a person could take one dose of the Pfizer Vaccine and another of the Moderna Vaccine in exceptional situations and that those could be up to six weeks between if necessary. Do you think theyre loosening the guidelines because production has fallen so far behind . I think is probably driving this here. Uneven distribution, the administration obviously, these vaccines were not where we should be. And this question comes up a lot. Its one of the most common questions i get, pamela. Just got the first dose. What if i cant get the second dose of that same vaccine . People are quiet concerned about it. In the uk, they loosened these guidelines quite some time ago. Hopefully, people dont need to do that. Scientifically, it seems to make sense. It should still work. These are very similar vaccines and 42 days or six weeks later, you should still get the same immunity. But the data that we have is based on three week separation for the Pfizer Vaccine and four weeks for the moderna. This is one of those examples again, pamela, this is what the science says. If we start to veer away from the science, does that erode trust . Thats the balance that the cdc has to weigh here. Try to do it the right way, the way that science suggests you should do it but in exceptional situations you could veer off a bit. What happens if you get the first vaccine and then theres not a second available . And even in this new timeframe that the cdc is putting forth, six weeks, what happens . Do you have to start all over again . Well, we really dont know. I mean, you know, if you looked at the data, you do seem to get some immunity after the first dose. I mean, i looked at those graphics pretty carefully. I think the question is, we dont know how long that immunity will last or how strong it really is. So, i dont you know, were sort of learning real time here, pamela. In a couple of years, we might be able to have better data saying here is what you could do if you were trying to separate out these vaccines. I just dont know that we can say now exactly what that would mean. It would be better than nothing, but its certainly not going to give you the 90 plus protection that we know the Clinical Results showed. You made such a smart point. Were all learning about this in real time, just like we were learning about covid when it first emerged. Youre now having to learn how the vaccines first learned with covid with this new variant. Its all new. Were learning about it in real time together. The cdc also says you should not get the Covid Vaccine and the flu shot at the same time. Why is that . Well, you know, part of it is youre inducing antibodies. The way these vaccines work, youre exposing the human body to a little bit of the virus or a portion of the virus, or a genetic sequence to a portion of the virus. If youre trying to produce antibodies from two Different Things at the same time, might it reduce the effectiveness . Thats the concern. I talked to a couple of folks today about this point. They say in healthy people, it probably shouldnt make a difference. Maybe you wont amount the same effective as effective an immune response. Separated out, they say, by at least a couple of weeks. Another thing they said, make sure you dont have symptoms. Lets say you develop a lowgrade fever or Something Like that after one of the vaccinations. That is not the time to be getting a second vaccine of some sort. I want to ask something thats in a lot of peoples minds. Six in ten Americans Still dont know when or where they will get their vaccine. This reminds me of the testing, where people were like, where do i get tested for covid . Now its the vaccine. Whats the latest timeline on when people who arent in those front line worker or health risk categories, when can they get the vaccine . Well, first of all, in terms of what the administration is trying to do to address this is a few things. First of all, they want to set up these community centers, these Community Vaccination centers, and they say that fema will start working on this right away. I think within the next several days. Were probably going to see some of these First Community centers and were supposed to have 100 of them, they say, within a month. The whole point is putting these centers in communities, so people know, you know, where to get them. Also, you know, ive been talking to people in the pharmacy Retail Pharmacy chains. Theyve largely been focused on longterm care facility residents. Hopefully, they say, by the end of this month, they should have addressed most of the longterm care facility residents and can start shifting their attention to the general public. Maybe sort of midfebruary. Theyll need resources. Theyll need people who can actually administer the vaccine. Theres a lot of work to be done there. Within the next several weeks, hopefully the priority groups expand. Sanjay, stick around. A top priority for the new administration. Still, one of our most useful tools to fight the pandemic. The steps were all taking to make sure we are safe, he is safe, you are all safe. Those include daily testing when were in the white house. It includes wearing n95 masks. The masks have become a partisan issue, unfortunately. But its a patriotic act. Reporter we know two important things. People should wear masks in public and not all masks are equal. The quality of your cloth mask depends on its fabric and the number of layers. Studies have shown they could be as low as 26 effective. But the n95 masks that some aides are wearing in the white house, 95 effective. Even better than the surgical masks i wear in the operating room. This is critical. Harvard medical school is now advocating n95 masks for all. If for four weeks the country essentially wore these masks in those risky settings like that indoors, what kind of difference do you think it would make . This would stop the epidemic. Its an extraordinary statement. Four weeks to essentially stop the pandemic. Were not talking about vaccines here, or some sort of new magical therapeutic, just a properly fitted, 5 n95 mask as you see here in this video. We know now that aerosols spread best when theres poor ventilation, crowding and close contact thats prolonged. We were arguing that actually those settings, cloth masks alone are not going to block aerosols. Remember, aerosols, like a puff of smoke, are those tiny particles that can hang in the air and are small enough to travel through or around some face masks. And the new variants even more transmissible make masks like these more necessary. Thats because the n95 mask has a secret weapon. A unique, electrostatic filter that traps particles like bacteria and viruses and polarizes those particles before they could pass through the mask. Think of how socks get stuck to a blanket in the drier. Better personal protection for people, they can more safely go back to work. Other experts have advocated for n95s as well like Scott Gottlieb who wrote this n95 or equivalent mask offers the best protection. Some European Countries are currently finalizing rules requiring n95 masks in shops and on public transportation. And now more than a year into the pandemic, the Biden Administration is also ramping up the defense production act to make more n95s available for Health Care Workers who still dont have enough and then hopefully for the rest of the population as well. Make masks part of American Culture to stop the epidemic. The key here is to always wear a mask, whenever youre in public. The ability to control the spread is in our hands and on our faces. Now, pamela, one thing about these masks, some people will argue that theyre pretty uncomfortable. They have to be fit tested and they fit pretty snugly on your face, but there are few locations where most of the viral transmission is occurring in this country, in bars, cafes and places of worship. Places like that, where you do get a lot more viral spread. If in certain highrisk locations you can wear these n95 masks, as you heard from the doctor there, it could make a huge difference bringing down the overall trajectory of the pandemic. So important. Officials say the threat of rightwing extremism is here to stay. Thats why it, along with Capitol Police, requested that the guards stay here until january 30th. Now were hearing that could be extended into march. Remember, this is a big job getting the guard here. It will be a big job to get them home. It will take some time. 4,000 members of the guard in that initial wave going home in the next 48 hours. Any indication, pete, that it could be extended because of the Impending Senate trial over President Trump . Reporter at the moment we know that that is a concern. They want to make sure that the guard is here as we go into this session of congress, as this impeachment trial could potentially begin. They want to make sure no potential violent extremists and attack on the capitol could happen again. Guard members are being tested for covid before they go home. Are many of those tests coming back positive . Well, its a real concern here. The guard tells me its looking into that. This doesnt have official numbers to give out just yet. The Defense Department is looking into this as well. You have to consider that members of Capitol Police have tested positive after this.
