Reporter trumps medical experts have said americans should brace for difficult months ahead, but today trump defended holding an indoor rally with thousands of people in nevada and attempted to blame the states governor. The governor of the state who tried to make it impossible for us to have a rally. You know, democrat, rather liberal democrat and a political hack. He tried to make it difficult. Reporter trump didnt mention that he also held a crowded indoor event in another state the next day. His soninlaw Jared Kushner says its up to the supporters who decide whats safe. Look, again, we have to figure out how to live our lives to some degree as well. President trump is not part of this lets lock down, you know, pore perpetuity. People want to do what they want to do. Reporter only a month ago trump said he wouldnt hold rallies out of safety concerns that he now seems to have abandoned. Id love to do the rally, but we cant because of the covid. Reporter the president is still dealing with the fallout from Bob Woodwards new book where he acknowledged that he purposefully downplayed the pandemic despite knowing the dangers. He now says hes read the book. Woodwards book to me was a very boring it was inaccurate. No matter what you did, it was going to be negative. And i wanted to give it a shot. I didnt devote much time, but i wanted to devote time. Reporter now, jake, of those hundreds of guests that you saw here at the white house today, we are told that the foreign delegations, the three of them were tested beforehand. And even reporters were tested around 6 30 a. M. The american guests that were invited by the white house, however, did not have to get tested before coming into this event. American reporters like myself, we were not tested before going in either. And were told that the scatter shot approach there was actually something of a concern to the israeli delegation given their country is about to enter their second lockdown. And for three weeks where you cant even go within 1,500 feet of your home. And so those were matters that were of concern to them as it really seemed like the precautions were half in half out here at the white house today. Right now joe biden is visiting florida for the first time as the democratic nominee first attending a roundtable with veterans. And in just a few hours he will host a hispanic heritage month event. And, arlette, the former Vice President was trying to make this appeal to latino voters that he trails with according to some polls in florida. Reporter yeah. Joe biden talked about the impact of covid19 on latino communities, as that is a critical block of voters here in florida. Florida is going to be an incredibly close race to begin with. But when you take a look at those numbers among the Latino Community, joe biden has acknowledged that he has some work to do. Now, a monmouth poll showed biden up by 26 points among registered latino voters here in florida. Thats about running with par with where Hillary Clinton was back in 2016 when she won latino votes by 27 points despite slightly losing the state to President Trump. But two other polls of likely voters paint a much closer picture of this race. An nbc poll shows trump and biden were running nearly even among latino voters. Biden yesterday before heading here to florida acknowledged that he needs to work like the devil to earn support from latino and hispanic voters here in the state. The Latino Community is not a monolith. There are very Diverse Communities here in florida. Biden in a short while will be in kissimmee. He will be holding a hispanic heritage month event. This is an area that has a significant puerto rican population. Youve seen the Biden Campaign tailor their outreach. Theyve tailored their ad to the puerto rican versus cuban communities. But the Biden Campaign clearly aware that they have work to do with the Latino Community, as its going to be a critical voting bloc in november. Lets discuss with all with our panel. So the images and the substance from the white house today, they were really powerful and president ial. But i have to say President Trump started today by retweeting a deranged and disgusting lie about joe biden. Just the absolute worst kind of smear someone could ever make. Thats also part of his legacy today. Yeah, absolutely, jake. I think that this is one of those cases where the president once again is simply retweeting things that he thinks are in his favor and that oppose his opponent without looking at the substance of it or not caring about the substance of it. And in this case this was a vile Conspiracy Theory lie that is actually pretty dangerous. And his own government says that its dangerous. A couple days ago i said the republicans are kind of flirting with this whole qanon Conspiracy Theory which is part of what the president retweeted today. But it seems as though they are full fledged Holding Hands going steady with this Conspiracy Theory because the president does not want to offend the people who believe in it who might support him. I think thats pretty irresponsible going into this election cycle. Its just amazing when you think about all the times that republicans ask for the record to be corrected when the New York Times or whoever makes a mistake. Its just astounding that this gets no comment from them at all. Jackie, lets turn to these agreements between israel and the uae and israel and bahrain. Good news for the middle east, good news globally. The timing of course also interesting, just seven weeks before the election. But do you think that this could have an impact . Its hard for me to think that this has an impact. Theres lots of reasons. Nearly 200,000 people dead from a virus that the president knowingly downplayed the seriousness of to the american people. The effects of climate change, the president denied happening is hitting both the west coast and the gulf coast. There are just so many and of course so many people are unemployed and theres no relief coming that we can see from congress. There are just so many things happening domestically that a signing ceremony and some good news from the middle east, its hard to think that thats going to break through. Although where credit is due, this is obviously a positive. Abby, this event might also be overshadowed for some by the fact that it was celebrated with a huge crowd during a pandemic, no distancing, no mask requirement. These behaviors will extend how long we have to deal with this pandemic. But do you think voters care about that, about the example the president is setting or failing to set . Well, it depends on who youre talking about. If you, like President Trump, care mostly about how Republican Voters feel, i dont think that Republican Voters care about images like that. In fact, they might like it. The polls show Republican Voters are much more likely to say that theyre not worried about the coronavirus, that they want to just go back to normal. But when you look at the rest of the country, whether its democrats or independents, you see that they want the president to take this more seriously. And every time these images show up that are incongruous with the lives that people are living where theyre taking precautions, they are teaching their kids or their kids are going to school remotely at home, and at the white house you see a completely different picture. I just dont think that that resonates with people, and the polls consistently show they want the president to do more to protect the american people. Jackie, politicos reporting that some downballot candidates, sam gideon who is running in maine, bullock who is running in montana. Thats a break from what the Biden Campaign is doing. They stopped the practice because of covid19. What do you make of this . Do you think that the Biden Campaign is making a mistake . I mean, doorknocking can be done safely if you wear a mask and distance yourself from whoever answers the door. And the Biden Campaign is saying that they are finding other ways to make connections with voters in a safe way. And whether that is a mistake, well have to see, jake. This is beta testing. This has never happened before where a candidate has departed from this and not taken these traditional ways of campaigning. They seem to be very confident that they are still going to be able to make the same connections. And perhaps these other candidates feel safer doing it because of the state of the coronavirus in their particular region. But thats the course that they are taking right now. And well just have to wait and see whether that ends up hurting them at the end. I know there are a lot of democrats who are concerned that the Biden Campaign is making a mistake by not doing this. Abby, let me ask you, in north carolina, Cal Cunningham, a veteran, he is looking to unseat thom tillis. He said he would be hesitant to take a Coronavirus Vaccine during the trump administration. Take a listen. Ive got questions, and i think we have seen entirely too many times and especially in recent years politics intervening in what should be driven by health and science. You would be hesitant to receive the vaccine if it were approved by the end of the year . Yes, i would be hesitant. We should note that obviously there has been some politicization of the fda and the cdc. But as of right now theres no evidence at all to of course that any vaccine will not be anything that is safe and according to science. And we have people like dr. Anthony fauci in there saying people should take the vaccine. Republicans are now attacking people like Cal Cunningham as antivaxxers, although cunningham has since tried to walk that back. What do you make of it all . I think democrats need to be really careful here. There is an important Public Health reason why they should not be feeding into anything that undermines the confidence in vaccines in general. And we should be mindful, as you said, that dr. Fauci laid out what he thought was a reasonable safe time line for a vaccine. And that would be in line with a vaccine being developed by around the end of the year. So there is a difference between a vaccine that is available in a normal time line and one that is pushed forward for political reasons, perhaps before the election, as President Trump repeatedly implies. But, you know, he is not alone in that view. There was a recent poll that said 65 of americans said that if a vaccine became available before the election that they would think that that was the result of a rushed process. So theres a real need to reassure people that science is leading what is going on here. Science is. All evidence indicates that science is leading the hunt for a vaccine. The United Arab Emirates, israel, and bahrain signing diplomatic agreements to open up official relationships between the two arab nations and the jewish state, in part, brokered by the trump administration. President trump is heralding this as the dawn of a new middle east. The ceremony was witnessed by hundreds of people seated shoulder to shoulder on the white house lawn. Reporter almost three decades since israel last signed a peace deal with an arab neighbor, today it signed diplomatic agreements with two. These agreements will serve as the foundation for a comprehensive peace across the entire region. Reporter joining President Trump the Foreign Ministers of the United Arab Emirates and the tiny island kingdom of bahrain along with the israeli Prime Minister signing the socalled abraham accords. Let us rise above any political divide for long after the pandemic is gone, the peace we make today will endure. Reporter it is without question a historic turning point for the Political Landscape of the middle east, one that will see the establishment of normalized ties for israel with more of the arab world, where it has long been seen as an enemy. Ties that will include embassies, direct travel, security partnerships and increase business relations. For too long, the middle east has been set back by conflict and mistrust. Now, i am convinced we have the opportunity to change that. Reporter until today, israel only had diplomatic relations with two arab countries, jordan and egypt. Now with the uae and bahrain, that number doubles, and others are expected to soon follow. Well have at least five or six countries coming along very quickly. Reporter the actual details of the deals are still very much unclear. Though we do know that the alliance against iran is now stronger. The uae could now be allowed to buy advanced american f35 jets, something israel has opposed surrounding countries acquiring. And israel is expected to halt plans to annex Palestinian Land in the west bank that would be part of a future state at least for now. The palestinians have called todays agreements a betrayal. The peace effort with them led by Jared Kushner failed. Now they could find much of the arab world moving on. Kushner and the president saying today they expect the palestinians to reengage. The palestinians have an offer on the table. At some point when they decide that they want to live better lives, i believe that they will engage. But we cant want peace for them and for their people more than tey want it for themselves. Reporter and, jake, it was not lost on anyone at the white house today that there is an election coming up. There is concern among many gulfera countries that a Biden Victory would mean more diplomatic outreach to iran. Reporter but he says not everywhere would accept a mask mandate, and the president himself retweeting praise of a federal court ruling that pennsylvanias restrictions on some large gatherings were unconstitutional. A tragedy when we look back on this is that all these people didnt have to die, and it happened because we made each other the enemy, not this virus. When you have a situation of a combination of inherent divisiveness in society, a lot of politicalization during a climate such as an Election Year where it really brings out differences among groups, it makes it much more difficult. Reporter now, again, this morning, the president saying that we might have a vaccine in a matter of weeks, four to eight weeks he says. That is something that most experts strongly disagree with. And, jake, even if we had a vaccine, right now there is no federal plan in place to distribute it. Jake . All right, nick in california, thank you so much. Joining me now to discuss, cnn chief medical correspondent dr. Sanjay gupta. And, sanjay, today, the World Economic forum said there is a strong possibility that the current manufacturing capacity of a covid19 vaccine may not meet the Global Supply need. How might that impact the time line for a vaccine being developed and distributed worldwide . Yeah. I think its going to be different in different places. I mean, it may not have that much of an impact on the time line, for example, here in the United States, jake, i spoke to he said probably 30 to 40 million doses available at the end of this year. 300 million doses potentially available by mid 2021. And maybe up to 800 million doses by sort of the fall of next year. It depends on a few things. That sort of counts on several vaccinemakers having approved vaccines. And also, jake, we dont know is this going to be one shot or two shots . Two shots, youre talking 700 million doses you need roughly. If its one, then obviously half that. There is still some Unanswered Questions in terms of figuring out that supply. Not to mention what nick just said about the fact that we know of no distribution plans here in the United States, forget globally. Two former commissioners of the fda said that even if a Coronavirus Vaccine gets a quick approval through the emergency use authorization, the eua, it does not mean there will be fast or wide deployment. Why not . Well, part of that has to do with what they can already start to manufacture and what they will have manufactured by the end of the year. And just to be clear, approval different than authorization. Emergency use authorization is the first sort of thing that they may get. It may be some time within the next few months. Approval, mostly vaccinemakers will still try and obtain months down the line. Nicks right, there is no distribution sort of plan here. But they do have an idea of who would get vaccinated first. Essential workers, 9 Million Health care workers, 15 million other essential workers. Jake, thats sort of the supply for this year roughly, maybe a few extra million doses beyond that. But its going to take a while to get the rest of the country vaccinated or even to get to that 60 to 70 of the country that would be required for that herd immunity. Bill gates has called the u. S. Response shocking and mismanaged. Take a listen to what he had to say about the fda. We saw with the completely bungled plasma statements that when you start pressuring people to say optimistic things, they go completely off the rails. And so the fda lost a lot of credibility there. Historically just like the cdc was viewed as the best in the world, the fda had that same reputation as a topnotch regulator. But theres been some cracks with some of the things theyve said at the commissioner level. Look, every Health Expert ive talked to has said that the trump administration, the Trump White House and its politicizing of these agencies and this pandemic has really hurt the credibility of organizations like the cdc and the fda, not to Mention Health and human services. What do you make of gates criticism of the fda . Yeah. I think its exactly what you said. Hydroxychloroquine got an emergency use authorization, had no data behind it, as bill gates was just saying. They sort of really exaggerated the data around convalescent plasma. It doesnt inspire a lot of confidence. Jake, i will say there is a whole significant process when it goes into authorizing even a vaccine. An independent body, this data monitoring safety board, they have to sort of look at the data before the fda even looks at the data to say, yeah, we think now its okay for the fda to sort of think about authorizing this. So i do think there are safeguards in place. I think if the science goes through that normal process, i think id be much more comfortable with this. I understand that theres some loss of confidence. But a vaccine is different. A vaccine is something thats given to healthy people. And as a result i think the safeguards and the rails are stronger here. We got to make sure that everyone is able to look at that data. Lets talk about the astrazeneca trial that was put on pause after one trial volunteer suffered from an unexplained illness. British regulators resumed the trial, but the nih and fda are still examining that side effect. What do you make of this all . The you know, jake, i dont know what to make of it right now. Because there is enough of a concern obviously that the trials not resumed here in the United States and has resumed in britain. I think that the nih is concerned because they just havent seen any data or any particular blood samples to sort of give them an idea, was this something for sure that was caused by the vaccine, was it Something Else entirely . How significant was the adverse effect . Theres been a strange lack of transparency. I spent some of the weekend talking to some of the sources. I just think we dont know how concerned to be right now. Obviously, the regulators in britain said its not of concern. A los angeles sheriffs deputy is being credited with saving her Partners Life after they were both ambushed and shot while sitting in their car saturday night. This video might be disturbing to watch. But in it you can see the 34yearold female Deputy Sheriff covered in blood after being shot in the face. Shes applying a tourniquet to her fellow deputys injuries. Both were shot four to five times. They are expected thankfully to survive. I want to bring in cnns sara sidner. The reward is now 175,000 in the manhunt for the gunman. Do investigators have any leads . Reporter we have heard nothing new from investigators. We know there was a very, very vague description of the person responsible for this, a man who had dark skin is the only thing that they had put out there, which is too vague for anyone to go on. But we do want to show you the Surveillance Video. And it is incredible that these two deputies survived this partly because of the heroism of that 31yearold mother of a 6yearold who helped get her partner to safety, put a tourniquet on his arm. But you do see the shooter coming up to their vehicle as they are sitting outside of a metro station here in compton. He just opens fire on them. They are hit we are told multiple times. And you can see the female deputy who has a gunshot wound to the face. We also learned that the 24yearold deputy, her male partner, had a gunshot wound to the head, also to the arm. And that they were shot maybe four or five times according to the sheriff. They miraculously survived this, in part, because of her heroism trying to get her partner settled, trying to put him behind a pillar there, worried about further gunfire. But, yes, at this point in time theres 175,000 reward for anyone with information that leads to an arrest, and the manhunt is certainly underway. This has certainly upset this whole community. Sara, other than evil, we dont know what the motivation was for this shooter. Obviously evil is part of it. But you say this happened in the context of very intense tensions between some members of the Los Angeles Community and Law Enforcement. Tell us more. Reporter in compton, there have been a couple of accusations about a Los Angeles Sheriffs Department gang being formed in the Compton Department here. And they call it the executioners according to a deputy who has a filed a deposition and a complaint saying that they were trying to use Excessive Force or that they were using Excessive Force in getting tattooed as part of a gang made up of deputies. That accusation has gone out there. We have talked to the union about that accusation. The union rep for the sheriffs deputies says he believes there is no such thing as a deputyformed gang. And the sheriff said that they are looking into it investigating. But certainly there have been tensions here and we saw that play out with about five people who came out of the hospital as these two deputies were trying to survive after only being on the force for 14 months, and you heard someone say we hope they die. , that gives you some sense of the anger and also the disturbing comments made while these two deputies were trying to survive. Joining me now democratic congresswoman karen bass of california. Shes also the chair of the congressional black caucus. Congresswoman, thanks so much for joining us. You represent parts of los angeles county. You heard sara talking about tensions between Law Enforcement and the community. Tell us about the bigger issues that need to be addressed here. Sure, absolutely. Well, historically, especially in recent history, there have been a lot of tensions with the sheriffs department. But i have to begin by just saying that my heart goes out to those officers and to their families. Absolutely. And my prayers are absolutely with them. That was horrific that happened. But that gang issue is one that surfaces in the Sheriff Department every few years, and for the union to say that they dont believe that exists i think is a problem. When there are problems within Law Enforcement, its really important for Law Enforcement officers to come forward and admit it. And so that is a documented, welldocumented history with that sheriffs department. Every few years they expose another gang. And i think its important, its not like the cripps and the bloods are infiltrating the sheriffs department. They are creating their own gangs. And this has been documented for many years. And obviously as you made note of, this is separate and apart from the coldblooded attack, the ambush on these two deputies. I do have to ask you, after the deputies were shot, there were people standing outside the hospital chanting, blocking ambulances according to the Sheriffs Office saying they hope the deputies died. How can one even attempt to begin to bridge any chasm and repair relations if people are actually hoping that two officers that were just sitting there not doing anything wrong are shot and ambushed in cold blood . People hoping that they die. How do you repair that . I think that is horrific as well. But, you know, i do think its really important over these last few months when we have had protests all around the country and the overwhelming majority of the protests have been peaceful. Its really important not to collapse it all together. So, who knows who it was that was out there chanting that. That is despicable. That shouldve never happened. And for heavens sakes, i certainly hope that that was a random act of some people and it was not part of any organized protest. I will tell you, though, and im sure you know this. There have been a couple of shootings in the area, officerinvolved shootings in the compton area. And im sure that that added to it. But there is no excuse for that. There is no excuse for the violence against the officers, period. I want to turn to the Historic Deal we saw at the white house today. Youre on the House Foreign Affairs committee, the United Arab Emirates and bahrain, two arab countries agreeing to normalize relations with israel today. Administrations have been trying for decades to achieve any sort of diplomatic deals, peace deals. Do you give President Trump some credit for helping to broker these deals . Well, i give him some credit for it. But i need to know a lot more about the deal. One of the reason why the deals have been problematic in the past and havent happened is because they tried to bring all the parties to the table. And i dont know that all the parties were to the table with these peace agreements. Im not exactly sure the relationship that the palestinians had. So i would want to delve a little deeper into that. You cant have an agreement and just bring one side to the table. But i give him partial credit. I guess one of the theories of the case is that Jared Kushner and others who have been working on these diplomatic deals is there wasnt a war going on between bahrain and the uae against israel. But this is an acknowledgment and a normalization of relationships. If they do, then maybe oman will be next, maybe saudi arabia at some point will come forward, et cetera until the palestinians really are pressured to come to the table and there actually can be some sort of peace. Im not saying i buy it or i dont buy it, but thats the theory. What do you think . Right. Well, i think thats the theory. But im not really sure that thats what leads to peace. To me peace is about bringing all of the parties together to the table. And you know that there is a vart of other problems that are happening in that area as well, internal to israel. Israel is certainly grappling with covid right now. And then theres the situation with netanyahu. I think at the end of the day peace happens when everybodys at the table. Youre a prominent supporter of joe biden and kamala harris. One of the frequent attacks we hear from the Trump Campaign is that biden is hiding in his basement instead of spending time on the campaign trail. Obviously that is a huge overstatement, its campaign rhetoric. But it is true that since the end of the conventions, President Trump has taken at least ten trips while biden has taken six. Do you want biden to ramp up his public schedule to get out there to win this race . Well, let me tell you. I love seeing the Vice President out there. But what President Trump is doing exposing his own supporters, hes very concerned about his own health. Everybody has to be tested to be around him. He makes sure he has social spacing. But he doesnt care about his own supporters. And, jake, you know before this week is over, we will have lost 200,000 americans. He obviously doesnt care about them. But what has been shocking to me is that he doesnt care about his own supporters. And so i dont want to see Vice President biden or senator harris on the campaign trail in that manner at all. I liked what ive seen from the Vice President because the meetings and the discussions that hes had, you can see hes always following the Public Health protocols. Theres always social distancing there. And theres substantive conversations. President trump is holding rallies because he needs it for his own psychology. He needs it. The category i hurricane is expected to linger because of its slowness, dumping record rainfall. Upwards of two feet in some spots. While only moving at about 2 miles per hour, slower than an average walking pace. Cnns ed lavandera is in mobile, alabama. The warning there, dont compare this hurricane to prior category 1 storms. Reporter you really cant. Weve seen some of the most sustained winds we have seen throughout the day here in the last hour or so. But this is really not at least so far a story about the wind and the damage that those fierce winds can and will bring. It really is a story of just how long this entire experience is going to last. We originally thought that Hurricane Sally wouldve made landfall by earlier today. But it wont make landfall until some time tomorrow. It is moving at a painfully slow pace, 2 miles per hour. That allows the storm to dump a record amount of rainfall in this part of the gulf coast. So those warnings from mississippi here in alabama and also into southwest of florida as well as the areas of greatest concern here as Hurricane Sally continues its approach. It almost doesnt even matter exactly where this storm makes landfall. It is wide enough to dump an incredible amount of rain throughout three of these states. Youve been traveling along the gulf coast. From your perspective are people there listening to the warnings . Reporter i think they are. They are definitely listening to the warnings. They arent evacuating. Many people along the gulf coast feel comfortable riding out a storm of this level here in this region. They dont feel the need to evacuate. But they are paying attention. We have seen hundreds of people making their own sandbags and taking all of those precautions to get ready for the storm that is coming. And they are definitely, especially if they live inland, are very aware of those flooding possibilities that will emerge here in the next day or two. All right, ed, stay safe. There are 87 major wildfires burning right now. 25 in california alone, burning a record 3. 2 million acres. Cnns kyung lah is near the bobcat fire. What firefighters are battling. What did you see . Reporter you get a sense of how granular this fight is crew by crew. First of all, i want to show you whats at stake here. Monrovia is a foothill community. You can see how close we are to this neighborhood. Were just standing right in the middle of it. And then if you look over this way just over my shoulder, thats the view from this house. It is an entire carron that is on fire. That is active fire according to the firefighters, especially on the other side of that ridge. What we did is we went to the front edge of the fire near the mount wilson observatory. We really got a sense of the dangerous terrain, the tedious fight, the conditions here are so dry. These embers get into the air. Theyre flying, they hit dead tree, and then everything goes up. The ground crews already exhausted are then putting out these hot spots place by place using axes, chainsaws, and then climbing this mountainous terrain, fire all around them, trees that are on fire that are falling. Here is what the fire captain told us. I would describe it as a concerted effort to keep the fire in areas where we want it to go to strike containment lanes we call it the box and keep the fire within the box and not let it get outside of that. Reporter and this is the bobcat fire. It has grown since we spoke yesterday, jake. It is now 41,000 acres. The firefighters say it has been now nine days on the line trying to contain it. It is simply exhausting given the terrain. And then you mentioned the search.
