This map tells the story. 32 states are battling an increase in cases. 11 states are flat. Only 7 shat state states are s decline with dr. Anthony fauci warning the United States is at a cross roads and americans can choose to be part of the problem or part of the solution. Unfortunately, President Trump and Vice President pence seem to be opting to be part of the problem. Trump is refusing to set an example and wear mask in public. He continues to hold rallies with no social distancing. Rallies that are petri dishes. Today at the first Coronavirus Task force briefing in two months the Vice President made statements to the American People that simply do not square with the facts. Pence insisted that states are opening safely and responsibly when the fact is very few states adhered to the white houses own guidelines for reopening. Medical data clearly proves that was a mistake. Then mr. Pence said this. The reality is were in a much better place with the efforts President Trump mobilized at the federal level. We slowed the spread. We flattened the curve. We saved lives. Now its true that things might be better today than weeks ago when 2,000 americans were dying from covid19 every single day, but the curve has not flattened. The opposite is true. Just look at the chart of new cases. Yesterday, the United States reported more than 37,000 new confirmed infections of the Novel Coronavirus virus. Thats the highest oneday increase ever and the curve, as you can see on the graph, is rising again. It has been brought down a little and then it unflattened and is going north. The United States with less than 5 of the worlds population has a quarter of the worlds death due to coronavirus per official numbers. It did not have to be this way. Look at these charts from the European Union and south korea. Has of now have dealt with the virus effectively especially compared to the United States. Thats what bringing down the curve looks like, the green there or the pink. There remains no aggressive or effective nationwide surveillance testing and Contact Tracing program in the United States. Now were learning there are divisions within the White House Task force about how the proceed with Testing Program that is in place. To reiterate, the response has not been a success. It has been one of the least successful responses in the entire world. President trumps desire for this pandemic to be over does not make it over. In fact, the lies, including the projections we heard today of this false sense of security, these lies could likely make the pandemic even worse. Cnns nick watts starts us off from hard hit california. Were tracking them carefully, there may be a tendency among the American People to think we are back to that place we were two months ago. The reality is were in a much better place. Reporter yesterday we saw more new cases in this country than ever before. All 50 states are opening up our country again. People are going back to work. Reporter no mention of the 11 states that are now pausing or rolling back reopening. We have a rise in many places and were not locked down. It makes me very worried about are we will be a month from now. Reporter at noon, in texas, the bars were ordered to close once more. Houston is now recommending people stay home again. Clearly we opened up too fast, too soon. In my district in the Rio Grande Valley we had a 700 increase in last 30 days. Reporter in texas theres more new days cases and more Covid Patients in the hospital than ever before. My only concern is are these restrictions too late . Are they enough . Reporter in florida, the dap reopening began midmay, fewer than 1,000 new cases were reported. Today, nearly 9,000. An all time record high. They just out lawed alcohol con sujs in bars again. Still no statewide mask order but miami will fine anyone who wont wear one. Hoping that helps. Really dont want to go backwards and undo the openings and reimpose a stay at home order. You cant discount that option as a possibility. Reporter some of those northeast states hit hard early, now hoping to have kids back into modified classrooms come the fall. I can tell you plan a is the maximum number of kids the school. Reporter testing must increase. The White House Task force considering whats called pool testing. You pool the blood of a bunch of people and test it. If negative, they are all clear. If positive, then you take the time to test every one individually. Pooling would give us the capacity to go from a half a million tests a day to potentially five million individuals tested per day. Reporter jake, more bad news from california. We just heard again new records for the number of people in the hospital. The number of people in the icu. The mayor of San Francisco just tweeted this. She says our numbers are low but rising rapidly. As a result, they are temporarily delaying the reopenings they have planned for monday and the governor of california is now telling imperial county, thats rural, agricultural, hes telling them theyre numbers are now so bad they need to go back to their safer at home order. Jake. All right. Thank you so much. Lets discuss this with dr. Sanjay gupta. You heard the Coronavirus Task force today. You heard Vice President pence say the u. S. Is in a better place. People should not be upset. Rehad the highest number of confirm cases in one day yesterday and we know mortality is a lagging indicator after a great spike, people die. That was a mind numbing Coronavirus Briefing there. I thought there was going to be some acknowledgement that things are really as bad as they are. There was just a couple of hat tips to that. I think there was going to be some plan, some new plan they would talk about in terms of testing or in terms of Public Health measures in these hot spot, so to speak. There really wasnt. It was more talking about the fact despite the graph youre seeing on the screen where were at the highest number of cases, there was more talk about how things are better than they look and they are not. The numbers dont lie here. All 50 states are reopening safely and responsibly. That was one of first things said. Thats not true. If you look at the criteria that any state met the criteria for opening. All of them are talking about ropie i reopening before they should. Ta talked about we have greatly expanded testing. Were still probably at 10 of where we need to be. They said its been 45 days since we started to slow the spread. The spread has not slowed down if you look at theeds numbse nu. The only person talking about this in way that reflected more of the reality was dr. Fauci. He acknowledged the places on the map are still vulnerable. People are still moving around and we still have to be very, very individuvigilant. Thats as panicked as ive seen him talk about this. Its mind boggling they think they can lie when the data is right there. Literally after the worst day for the highest number of new infections. Lets talk about the one truth teller on the stage there, dr. Fauci. He said something about what is not working. Take a listen. Its a paradigm shift because were dealing with young people, people who are going to be asymptommatic and people who are getting infected in a community setting. Not in outbreak setting where you know who to identify, isolate and Contact Trace. Explain that to our viewers. What is he talking about . Why is this important . This is really fundamental point. Ive talked a lot to dr. Fauci. I talked to him regularly. Here is the point. Is the reason you had these criteria, seeing a 14day downward trend is so that you could get to a low enough number of daily cases where you could actually start to Contact Trace in a meaningful way. You find people who are newly diagnosed. You trace their contacts. People need to be quarantined. Thats how you start to extinguish the flame of this pandem pandemic. If youre talk about 40,000 new people getting infected. Theres no paradigm of how that works. You dont have enough Contact Tracers to handle the Contact Tracing that is needed. This is calling people on the phone, going to their house and knocking on the door. Kwintsing people they need to quarantine themselves. You cant do that with this many new cases a day. The paradigm shift is we have to bring the cases down before all these other critical measures are going to work. The the criteria had been met, all these other basic Public Health measures would have an impact. Its going from being unmitigated and unmitigated disaster to potentially, jake, i want to be careful here, but its going from unmitigated to uncontainable disaster. I think thats what dr. Fauci was referring to. Dr. Fauci expressed frustration at the difficulty in conducting the Contact Tracing which is so central to getting a sense of the virus with individuals refusing to answer questions when they are called to find out more about who else they have been in contact with so as to prevent the spread of the virus. You get a call from an unknown number and if you know its a government number, are you likely to answer the phone. If you do answer the phone, are you likely to believe the other person on the other end of the line. Are you going follow the recommendations of that person is making. They will call you and say, jake, you didnt know this but you came in contact with somebody for a significant enough time or we think youre a close contact of someone with covid. Here is what you need to do. Youve got to believe many steps in that whole equation and abide by the recommendations in order for this to work. There will be a lot people who dont listen to those recommendations. If youre talking about 40,000 new people a day and talking b about each of them has five to six contacts, thats 200,000 to 250,000 people a day that would need to be Contact Traced. Its really, really laborious and almost impossible task. Youre learning theres a schism on the Coronavirus Task force, on the issue of testing. Tell us more about that. The cdc has taken a lot of criticism over their handling of the initial coronavirus test. It wasnt a good test. It had a flawed reagent that didnt allow it to give a reliable result. We know that now. Its past history. What is fueling this division is fact that four mobtss innths in, we still dont have widespread testing that could give these accurate, quick results. We know about the pcr testing. We know theres a significant false negative rate with those. Theres a lot of talk a couple monthsing a where birx said now is time to get a breakthrough in antigen testing. Thats ha we wanted available in every household in dun tri as needed. Were nowhere near that despite the fact were this many months into the pandemic. Thats causing a lot of frustration on the task force. Why hasnt the cdc been able to step up to that task. All right. Thank you so much for that reality check which the country needs after the lies we heard from the white house today. Coming up, swing and a miss. The basic yet crucial question President Trump could not answer about the 2020 election. Thats next. When you have 15 people and the 15 within a couple of days will be down to close to zero, thats a pretty good job weve done. We have it so well under control, we really have done a very good job. President trump four months ago today promising the American People that number of coronavirus case will be close to zero. Right now, there have been 2. 5 million coronavirus cases in the United States and so far nearly 125,000 american lives have been lost. Kind of the opposite of a very good job. As in a horrible job. For the first time in two months President Trump was not there. He was off tweeting about people vandalizing a statue of president andrew jackson. Vice president mike pence reminded americans what to do to stay safe. He forgot to mention one very important thing, wearing a mask. At the first Coronavirus Task force in two months Vice President mike pence claims this moment is different than what he last addressed the nation. This moment in the coronavirus pandemic is different than what we saw two months ago. Reporter in the eight weeks since the task force, over 70,000 more americans have died from Coronavirus Infections have surged and the u. S. Set a record for daily new cases all factors the Vice President glossed over today. The reality is were in a much better place. Reporter as the Health Experts offered sobering warnings. This is part of a process that we can be either part of the solution or part of the problem. Reporter pence defended his and President Trumps decision to hold Campaign Rallies indoors with thousands of supporters and little social distancing. The freedom of speech, the right to peacefully assemble is enshrined in the constitution of the United States. We have an election this fall. Reporter he ticked off a list of precautions that americans should take to slow the spread of coronavirus but he made no mention of wearing a mask. Continue to practice good hygiene, wash your hands, avoid touching your face, disinfect frequently. Reporter asked by a rt reporter why mask have become a political issue, he deflected and ignored how cdc guidance recommends wearing a mask in public. We recommend people listen to the leadership in their state and local community and adhere to that guidance. Reporter President Trump didnt attend the briefing or the Task Force Meeting but he pointed to texas as an example, dr. Debra birx refuted a claim hes made for weeks and said rising positive rest rates are cause for concern. You can see throughout may after opening the test positivity continued to decline as testing increased. It was in the last two and a half weeks we saw this inflection of riding test positivity along with rising testing. Reporter that graph counters the president s misleading claim the only reason there are more coronavirus cases is because theres more coronavirus testing. Even though we have not had a Task Force Briefing in two month, the Vice President only took a handful of questions before leaving the room. We had many more for him. The president himself was not there. He was tweeting while this was going on. We should note the president is now going to have to make his reelection pitch to voters with these surging new cases and concerns about whats going to happen in the fall going on in the background. Last night during a fox news town hall when asked what would his priorities be, he did not answer that question, offered no examples of what his priorities would be and turned the question around to talking about john bolton who he called a moron. Okay. Thanks so much. Calling texas a hot spot is like calling the sun a hot spot. Those words from a medical expert describing the dire situation in texas right now. This afternoon houston moved to its highest alert level which means the outbreak is severe and uncontrolled. Yesterday republican Governor Greg Abbott paused texass reopening plan. Today he went so far as to reverse some of the reopening ord orders, including closing bars and adding more restrictions for restaurants. The houston mayor is announcing some harrowing data about the infection rates there. Tell us more. Reporter thats right. Infection rates in houston three times higher than they were three months ago. This is raising a will the of alarm amongst local officials. The governor pulling back on that reopening plan mandating that bars, for example, as of a few hours ago had to shut their doors to patrons, restaurants slashing capacity from 75 to 50 . Outdoor gatherings of 100 people or more now restricted. Local officials who see the devastating impact on the ground say it doesnt go far enough. Take a listen to the Harris County judge. She had some strong words today. Today we find ourselves careening toward a catastrophic and unsustainable situation. Since when did we decide as a society that instead of savoring a life and preventing the spread of the virus we would treat human lives, the lives of our neighbors, as collateral damage. Reporter shes worried that Harris County hospitals could room out of a room in a week and t m Texas Medical Center icu filled up yesterday. The Trump Administration said it will keep funding five coronavirus testing sites in texas. A program that was supposed to expire in a few days. Reporter its mind boggling that the federal funding is getting ramped down as the cases are skyrocketing. This prompted an outcry from lawmakers on both sides of the isl aisle including republican senatorers cruz and cornyn. They will keep funding open for five centers here in texas but seven others across the country, their money will be cut off june 30th. Thank you. Joining us is the medical executive director of Critical Care at Memorial Hermann hospital in houston, texas. Tell us what youre seeing in your hospital and icu right now. Were seeing increased volumes across houston and across our icu on our campuses. As we know about 20 to 25 of all patients who develop covid19 and end up in the hospital end up in our icus. There is some good news in that because were seeing a younger pash Patient Population get admitted to our hospitals and develop covid19 disease, were seeing a little less likelihood to end up in our icus. We do have some tools in our tool box, so to speak to manage early disease which we think may be decreasing some progression to the icu. Regardless, right now we are starting to make sure that we have increased capacity. The volumes, as you know, are starting to increase and we expect over the next few weeks that we will have large volumes of patients getting admitted but having said that, we have been practicing now for a few months. Making sure that we know how to expand our capacity and surge. Right now my hospital as well as other Hospital Systems are developing those surge plans, implementing those plans to handle the capacity. At this point, i think over the next week or two we can handle the capacity but if we dont do something right now to stop the spread, to stop the increase in houston, we wont be in the same place in a couple of weeks. The mayor of houston Just Announced the infection rate is three times higher today in houston than it was three months ago. What happened . Why do you think this is going on the wap y it is and how do y begin to reverse the trend . Wbefore memorial day, we hada good control of ifectinfection. We had a steady decline in cases. I think there was a misunderstanding in when texas started opening up, i think people assumed it was okay to stop practicing what we know we needed to do to decrease the virus. People stopped wearing their masks as commonly as there was during the shutdown. We know people started going to bars and the bars started opening and so forth. I think we let our guard down and you can see the volumes have skyrocketed. Today rehad five times the five fold the increase we did three weeks ago. We need to control it now because we will be in trouble a few weeks from now. Officials in Harris County said today the capacity for testing and Contact Tracing is strained. How much harder does that make it to contain the outbreak. I know theres continued inkreei inkries over the weeks but not ready to use Contact Tracing to contain the virus. Now we need to practice what we know. We need to make sure that we really limiting our contact with other individuals. We need to make sure as we go from our home to our work that we dont actually do other activities where we expose ourselves to other individuals. Limit take out food rather than going sitting in or making sure if youre taking Public Transportation that youre social distancing. What we really need to really make sure that we practice every one of those measures right now because otherwise houston will be in a lot of trouble in a few weeks. It sounds simple. I think that judge hidalgo as well as mayor abbott put in measures that will help bring the points the light. Every one of us has to take our personal responsibility to make sure were not contributing to the spread of this. We will see patients in the e f because they wont be able to manage patients. In our politics lead today, the Trump Administration is asking the u. S. Supreme court to get rid of the Affordable Care act. Aka, obama care even as half a million americans have turned to obama care during this pandemic because they lost their jobs and thus their Health Insurance. Joining us now to discuss, Jeffrey Toobin and abby phillips. Let me start with you. The Trump Administration is trying to get rid of a program that, whether you like it or not, it provides Health Insurance for millions of americans right now. The president last year, this month, pledged he would propose an alternative to fill the place of obamacare. Is this move to kill obamacare in the Supreme Court, is it being accompanied by anything from the white house, any alternative to help the tens of millions of americans who are trying to survivor a pandemic and need that Health Insurance . No, its not. It wasnt actually last year either when the administration claimed they were going to put out a plan, they was actually something of a knee jerk reaction to the fact that it was so politically unpopular for them to make this move. They said were going to put something out. Then they never did. There were never any plans to at the time as we reported. This is just a continuation of that. Its interesting because as you pointed out, 500, half a Million People have im sorry. So many people have now used the Affordable Care act to get lelt insurance because of the coronavirus and in the white house statement they said a Global Pandemic does not change what americans know. Obamacare has been an unlawful failure and further illustrates the need to focus on patient care. I do think that the coronavirus has changed the way people feel about the Affordable Care act because millions of people who before had a job, could get Health Insurance through their jobs are now forced to use the exchanges to get insurance. That does change things both politically and practically for the american public. Even though they are Going Forward this way, i dont see how they can justify it given the dramatic increase in the utilization of the Affordable Care act at this time. Jeffrey, the once obama care individual coverage man date and two other key provisions are invalidated, the remainder should not be allowed to remain in effect. This is the third time the court is going to hear a challenge to obama care. It is a conservative leaning court. Do you think the justices might actually side with President Trump on this and kill obama care and if so, when . When could this happen . Well, the answer is they definitely might do that. I have been wrong on predicks about what the Supreme Court will do about obama care at least once. I dont want to be i dont think again. This is a conservative court, as you point out. Chief Justice Roberts who saved obama care in the first case in that five to four decision, he did not necessarily commit himself on the precise issue that is now before the court. This case will probably be argued in october. The beginning of the Supreme Courts next term which is days or weeks before the next election. Its possible the justices could kick it until after the election and the decision will not come out until after the election. The human stakes of this case in terms of people who will lose the ability to get insurance because they have preexisting conditions, people in their 20s, who want to stay on their parents Health Insurance and all these people who have lost their jobs and now are going to health care. Gov, the exchanges to try to get insurance, all those people have been incredible stake in the outcome of this case. Jake, it dud make me wonder whether that is something the court might consider because the fact there is no alternative is a real practical issue and the administration, its one of the reasons why many republicans who did not agree with the president s decision to join into this case because they knew that in the absence of anything, people could be left in the lurk and that could be a huge problem.
