Growing group of top aides telling the president of the United States that he is unfit for office. President trump says that his Campaign Kicks off tomorrow with a rally in tulsa, oklahoma, the president issued something of a threat today, not just against looters and others who plan on heading to tulsa, but protesters as the president plans to pack 20,000 supporters into an indoor arena. No social distancing, no masks required. What, as they say, could go wrong . And just now, the Oklahoma Supreme Court ruled that the rally can go on as planned, rejecting local businesses and residents who tried to stop the rally because of health concerns. As Cnns Abby Phillip reports for us from tulsa, oklahoma. Reporter tulsas black wall street now emblazened with the words black lives matter. Were going to have to come together because thats the only way well survive. Reporter a city on edge, bracing for tens of thousands of pro and antitrump supporters to converge here this weekend. Im just tense about everything. Reporter in tulsa asgreenwood district, thousands expected to celebrate juneteenth, a holiday marking when some black slaves first learned they had been emancipated. And supporters of President Trump camped out for the first mass gathering of its kind in the country since the height of the coronavirus pandemic. Tulsas mayor putting in place a curfew for the next two days, anticipating more than 100,000 people arriving in the city for both events. But amid these large gatherings inside and out, the coronavirus pandemic looms. Let me be clear. Anyone planning to attend a largescale gathering will face an increased risk of becoming infected with covid19. Reporter oklahoma, one of eight states in the country seeing their highest sevenday averages of new cases averaging 247 new cases per day in the last week. Tulsa county the location of trumps rally leading that increase and outpacing more populous parts of the state. The Trump Campaign planning to hand out masks to the 19,000 people who will be backed into the bok arena for his rally on saturday. But wont force rallygoers to wear them. White house officials at odds about whether they would wear masks. Its a personal choice. I wont be wearing a mask. If i were at the rally, i would wear a mask. Reporter dr. Anthony fauci telling cbs news wear masks and avoid crowds. Explaining how they will enforce social distancing. But the president appears more concerned about what will be happening outside, tweeting any protesters, anarchists, agitators, looters or lowlives or going to oklahoma, please understand you will not be treated like you have been in new york, seattle, or minneapolis. It will be a much different scene. I dont know what he means by that. Some people who want to come out and be Peaceful Protesters may be, may have second thoughts about coming out. Reporter the white house defending trumps tweet claiming the president was not talking about Peaceful Protesters. But that tweet just the kind of provocation that appears to have prompted a highranking state Department OfficialMary Elizabeth taylor to call it quits over trumps handling of Race Relations and recent protests, and tulsas residents to dismiss the president s overtures on issues of race. I am not going to go to an arsonist to put out a fire. Reporter jake, about that curfew, and just to give you a sense of how deeply involved the president is on the ground here and how fast things are moving, the curfew would have meant that they would not have been able to stay here overnight. And the president just tweeted that he spoke to the mayor and the mayor has agreed to lift the curfew. He told his supporters to enjoy themselves in a statement mayor g. T. Bynum said that they had imposed that curfew because of some intelligence they had received heading into these next two days of activity here on the ground. He now says the curfew is no longer needed. Biggestevent. Com. We dont believe in cnn. Dr. Sanjay gupta joins me now. More than 19,000 individuals, trump supporters, going to file into an indoor arena tomorrow to cheer on President Trump. No social distancing, no masks required. Weve talked about this with the protests as well. I just want to note that for anybody who thinks were unfairly picking on trump, those protests were outdoors and we did see a lot of people Wearing Masks. Whats the potential health risk of what happens tomorrow . Im glad you raised that. Theres a health risk there as well. But i think its safe to say an indoor sort of setting is significantly riskier. Thats just the truth. And the cdc has talked about this almost since the very beginning of the pandemic. A virtual gathering would be the lowest risk. But the highest risk indoor, people coming from all sorts of different areas, difficult to practice social distancing, masks not required. This is the highest risk situation. Jake, yesterday i spent some time just trying to basically quantify this for people. Because you say high risk, and that doesnt always resonate. We basically said how many people are likely to show up at the arena that night already infected based on whats going on in that community . And you can guess about a hundred people probably already infected when they show up. We can show these numbers. Of that there is this principle called paretto principle which means 20 of them are likely to be spreaders. Given the risk factors inside that arena, theyre likely to spread it to 40 to 50 more people. 800 to a thousand people could become infected as a result of that. You get where im going with that. Those people then go back to their homes, back to their communities, possibly spread it more. That is the anatomy of an outbreak. I hope people, once they leave a highrisk event like that, they at least quarantine themselves to decrease the spread to others and their family and their community. And over the last week oklahoma has averaged about 247 new cases per day. Thats a 140 increase from last week. But heres how oklahomas Governor Kevin Stitt explained it, or, rather, spun it. We knew we were going to have an increase a little bit because were 56 days into reopening. But whats interesting its the 18 to 35 group that weve seen a slight increase. But theyre the asymptomatic. And we are testing so many more people right now than we were initially, and the positive cases are still 3. 8 . So, weve seen a steady decline in the hospitalizations. Whats your reaction to that, sanjay . Yeah. He threw a lot out there. Some of it is just, you know, stuff that you can find. Testing rates have actually gone down a bit. Case rates have gone up not a little bit but 140 like you mentioned. So those are just the numbers. Hospitalizations have also gone up a little bit. He is right. Not as much as the positive cases. The issue is this, jake, and weve talked about this for several months ago. There is a lag time in between the time someone gets exposed to the time that they actually get tested for the infection a few weeks can go by to the time that if they need hospitalization they are going to end up in the hospital a few more weeks. If you start to see cases go up significantly, at some point the hospitalizations are likely to follow. Thats just the evidence that we have about how this virus behaves. And just to put that graphic back up, we should note hospitalizations in oklahoma are indeed declining in april and may. But in june they remain stable. In the last few days we see this, theyre taking up, is that cause for concern for people in oklahoma . I think were starting to see the beginning of that lag time. So, cases have been heading up in oklahoma for some time. You can start to predict its going to be different in different populations. But the hospitalizations will follow shortly after. If youre talking about a more vulnerable population like in oklahoma, if you look at the preexisting diseases among this population, higher than in other parts of the country. Hospitalizations are likely to tick up more quickly and higher ultimately than in other places, possibly the same problem in florida, jake. And when you compare the United States sevenday moving average with that of the European Union, it shows a wildly different picture. One Infectious Disease expert told the washington post, quote, it really does feel like the u. S. Has given up. And as you see on that map, the rate in the European Union has plummeted. Whereas in the u. S. It went down a little bit and its kind of holding steady. What do you think of the assessment that it feels like the u. S. Has just given up . It does. Its an inspiring image to look at because you see what is possible, what has happened in other parts of the world. They have been able to say we are not going to toll late 25,000 new people getting infected every day. Were going to bring our numbers way down. We dont have a new vaccine or a new medicine or anything. You have the same thing and yet your graph can look like this. And you are saying 25,000 people roughly, whatever the number is right now a day, is okay. Hundreds of people dying every day. Two jumbo jets full of people dying every day is okay. If i had to put it in medical terms, its kind of like someone is bleeding and i have decided to hold pressure on the wound for a little bit but then i kind of got bored and took my hand off. But then im going to put my hand on and doing this back and forth as opposed to actually taking care of the problem. Were doing a poor job of actually addressing the underlying problem here. And the sight of the rally tomorrow, the bok center, they asked the Trump Campaign for a written safety plan. They say they have not seen it yet. But we are told the campaign will be providing hand sanitizers and masks, although the masks will not be required to wear. And lets be honest, President Trump kind of discourages Wearing Masks by not setting an example, by doing all sorts of events with no one Wearing Masks. What would you like to see in the trump safety plan for the rally tomorrow . I would like it to not happen. As a doctor, as someone who thinks about Public Health, this is a highrisk situation. Were going to gather tens of thousands of people together, not let them physically distance, not necessarily mandate masks in the middle of a pandemic. Its going to look so silly years from now when we look back on that and say that seemed like a good idea to somebody at the time . Its a terrible idea. If you had to try and do it as safely as possible, which, again, i think is really challenging, i think people who are vulnerable individuals should absolutely not go and get tested ahead of time, wear a mask if youre there and possibly quarantine yourself when you get home. So at least if youre now acquired the virus, you dont spread it to others. Sanjay gupta, thank you so much. Juneteenth, also known as emancipation day, celebrates the end of slavery in the United States from oakland, california, to d. C. , thousands of people are marching through the streets this afternoon with signs calling for unity and justice and tributes to some of those who have been lost because of police violence. I want to bring in an author, activist, and one of the founders of the black lives Matter Movement. Happy juneteenth. Ive heard a lot of black commentators including van jones say that he thinks this is a real moment in the u. S. , americans hearts are opening, attitudes are changing. Obviously theres a lot of work that remains. But do you agree, do you think were in something of a cultural shift . We absolutely are in a cultural shift. And its not just hearts and attitudes changing. Were also seeing entire Police Departments transforming. Were seeing city councils, county board supervisors, governors, the National Government trying to have a much more difficult and promising conversation around Reimagining Public Safety. I think thats profound. Two polls released this week show that the majority of the American People polled support the protests over George Floyds death and a pew poll from last week shows that 67 of americans polled support the black lives Matter Movement compared to 30 who oppose. Now, for context, only about 40 of americans polled supported black lives matter in 2016. Thats just four years ago. What does this poll tell you about how much perspectives have changed since then . Well, i think whats most important to recognize about what has happened in the last four years is that black lives matter organizers and the movement for black lives has not stopped acting. We have been in the streets, we have continued our work, we have continued being in educational settings. We have made sure that the movement stayed alive. Many people didnt believe that we would last. Weve been able to not just last but sustain ourselves over the years. And i think thats why you see such a drastic change in how people understand who we are. What did you think when you saw mitt romney marching in the streets and saying black lives matter . To me that was one of the most stark cultural shifts in terms of people just understanding. This isnt about like any specific individuals or any specific leaders. This is just about whether or not black lives matter. Mitt romney was doing that, the 2012 republican president ial nominee. I think what happened there with mitt romney saying black lives matter is it created an understanding that black lives matter isnt necessarily a political issue but rather how were having a conversation about black people, and black people as human beings. I think that that was really profound. But i will say that now that the world is saying black lives matter, theres a new conversation that were having, which is a conversation about policing, and a conversation about if the police should have as much money as they have, and where money should be going. For us on this juneteenth, were talking about a reinvestment into black communities. That feels really important as well. Yeah. Thats my next question. Theres competing legislation right now. The House Democrats have won. Senate republicans have another. What do you make of the policing measures in congress now . They are measures clearly being introduced because of the protests and the organizing. But what we want is a bold and courageous ask right now. We need to be taking risks on what you hear from the movement and what you hear from protests is people calling for a defunding of the police, a reallocating of resources. So were hoping to work with legislators to start to develop and draft something that is closer to the vision of whats actually being called for on the ground right now. Correct me if im wrong. When you say defund the police, you dont mean abolish Police Departments, you mean take some of the money that is going to police and put them in other places for social services for the homeless, for social workers, for psychologists, for education. Do i have that right . You have that right. In this current moment our demand is reallocating resources. The resources that dont need to be in the hands of law enforcement, and actually need to be in the hands of caseworkers and the hands of psychiatrist of violence prevention workers in the hands of our cultural programs. Thats what were calling for right now. So, i had congressman jim clyburn, the House Majority whip and the highest ranking black person in congress on my sunday show. I asked him about it. Heres what he had to say. Nobody is going to defund the police. We can restructure the police forces. Restructure, reimagine policing. That is what we are going to do. Now, are you two agreeing or are you disagreeing here . I think, fundamentally, what im hearing rep clyburn say is that he wants to think about reimagining law enforcement. Thats what i think our movement is fundamentally saying as well. Were Reimagining Public Safety in this moment. What we currently have as policing does not work. We dont need to see another killing. We dont need to see another humiliating black folks in relationship to the police. What we need now is a new vision for what Community Safety looks like. I think people are hung up on the word defund. And thats unfortunate because so many time whats weve heard over the last 25 days is black folks, black organizers, protesters saying we want more in our communities. We want a reinvestment in our communities. Thats what im hoping that we can work on with legislators on as well. Ive heard a lot of criticism of former Vice President joe biden from civil rights activists. The election obviously will be a choice. How do you think biden matches up compared to President Trump when it comes to these issues that are important to you . Well, im hands down trump not only needs to not be in office in november but he should resign now. Trump needs to be out of office. He is not fit for office. And so what we are going to push for is a move to get trump out. While were also going to continue to push and pressure Vice President joe biden around his policies and relationship to policing and criminalization. Thats going to be important. Reporter jake, another big march today in what has been a month of marches in new york city. There are several all over the city. And they will go through the night. Today sort of because its juneteenth, both a mixture of rage and a bit of celebration as well. A lot of people learning the history of this holiday, which largely was a texas holiday to celebrate a Major General marching in galveston and informing slaves over two years after emancipation that they were free, their masters hadnt told them. Its a holiday of deferred liberty and justice. And over a century and a half later, a lot of people still motive ya motivated that it is still deferred liberty and justice for all. Given the day off today. The city is just now beginning to open up in phase two of the coronavirus lockdown. So a lot more traffic in the streets. Itll be interesting to see as the night progresses. But over this last month, jake, the detente has gotten to a place where its almost routine now. But the passion, the righteous anger shows no signs of slacking any time soon. All right, bill weir in the streets of new york. Thank you so much. One of the kentucky Police Officers involved in the killing of Breonna Taylor is getting fired. The louisville mayor released a statement that he was, quote, initiating termination procedures for officer Brett Hankison who was one of the three Police Officers who raided taylors apartment back in march with a noknock warrant as they were looking for someone who they had already had in custody. What do we know about this officer. Do we know what will happen to the other two cops who conducted this deadly raid that night . We dont know whats going to happen to the other two Police Officers. But this officer, detective Brett Hankison is the one who fired ten rounds into Breonna Taylors apartment. We know that the family has wanted the louisville mayor to fire this officer. We now have our hands on a memo and letter from the chief of police spelling out the ways that hankison violated procedure. He said the chief of police says these are extreme violations of the departments policies saying that hankison wantonly and blindly fired these ten rounds into taylors apartment and that he showed extreme indifference to the value of human life in doing that. And there are other points that the chief makes. He says that, look, hankison fired into this apartment without being able to discern whether there was any direct threat to him or the other officers. In fact, he fired through a patio door and a window that was covered with material that wouldnt allow you to discern who was really inside, whether there was anyone innocent inside. The chief also mentions that hankison fired shots that ended up in the apartment next door, which endangered the lives of three people there. Some pretty stern warnings or words, i should say from the chief of police regarding detective hankison. But we are still waiting to see what happens with these other two officers. Jake . And i understand we have some reaction from Breonna Taylors family attorney. We do. They see this as a good first step among many steps. Lon lon lonita speaking about how her mother took it. She said this is the best news shes gotten today. She is definitely pleased with that information. But there is still a lot to be done until we have justice for breonna. And so Breonna Taylors family and friends and the people protesting in the street, they want to see all three officers fired and all three officers facing charges. Jake . And there is a movement also in the u. S. Senate to get rid of noknock warrants. Coming up, the legal battle between President Trump and his former National Security adviser john bolton. But thats not the whole story. Take Orange County, florida, which is the orlando, florida, area, which less than two weeks ago was reporting that 2 of those tested had the virus. But yesterday Orange County reported a 15. 1 rate of positive coronavirus tests. As cnns nick watt reports for us now, confusion and inconsistencies with reopening measures across states may be at least partly to blame. Reporter florida, arizona, california, oklahoma, all setting records, seeing the most new cases in a day since all this began. We are in the midst of the greatest Public Health failure in american history. And if were going to continue to open up and not open up safely, were going to continue to see increased cases. Reporter these eight states home to roughly a third of all americans right now seeing their highest ever average new case counts. Apple now closing some stores in arizona, the carolinas, and florida. The phillies just shut down spring training in clearwater after five players tested positive. This is not over. Masks work, those are facts. But theyre now politicized. Take the governor of nebraska reportedly now withholding federal coronavirus emergency money from any county mandating masks in government buildings. Dallas county, texas, now mandating masks in the workplace. But the governor of the state wont. Orange county, florida, now mandating masks for all. But the governor wont. Its simple. No vaccine, no treatment. All you need is test and trace of good Public Health, combine it with good personal responsibility. Masks, social distancing, handwashing. Put the two together and you can go to zero cases in this country. New zealand routinely reports zero cases in a day, small country, sure. So lets take europe. A steep drop and now fewer than 5,000 new cases a day. Here in the u. S. Nearing five times that and climbing. What europe did differently is they stayed locked down a bit longer, a bit more uniformly. Reporter today florida started phase one reopening. There were fewer than 1,000 new cases reported in the state. Today, nearly 4,000. A new record high. I dont think we can scale back how weve opened. But we can simply slow down how we move forward and put these precautions in place like wearing a mask. Reporter the governor thinks the spike in cases is down to more testing, so does the president. But even his own adviser disagrees. There are about 18 states right now where the positivity rates are going up. Which means if the cases are going up, its not just because youre doing more testing. Reporter but the northeast is doing well lately, so pushing ahead with reopening today was the new york governors last daily covid briefing. Today, we are seeing the virus spreading in many places. Esnt have to be that way. Forget the politics. Be smart. Reporter but, here is an example of just how charged the whole issue of masks has become. Yesterday the boss of amc theaters told us we want to keep the politics out of our theaters. So, they were only going to encourage, not mandate, movie theatergoers to wear masks. But they got such a backlash online that they have now changed course. You will now have to wear a mask when you go to an amc theater. The ceo today saying its clear from this response that we didnt go far enough regarding the usage of masks. Jake . All right, nick watt in santa monica, california, for us. Thanks so much. In our politics lead today, a federal judge expressed doubt that he could stop john boltons book, which i am holding in my hands right here, from reaching readers. You think he can keep it from reaching readers . The judge saying that in a d. C. Court today, the horse, as we used to say in texas, seems to be out of the barn. It certainly looks difficult to me about what i can do about those books all over the country. Books like this one that im holding in my hands right now. The judge did not make a final decision today during the twohour hearing and says he will review the classified parts of the book before deciding how to diseed. Bolton has accused the white house of attempting to censor him and his book over political reasons, arguing that the department of justice was attempting to stop publication which goes against his First Amendment rights. Cnns Jeremy Diamond joins me now live from the white house. And, jeremy, the White House Press secretary today defended President Trumps decision to hire bolton. Thats because in recent days the president has derided as him as whaco and overrated. Saying that the president likes to have counter vailing viewpoints and likes the model of having a team of rivals like abraham lincoln. But lets be clear, that is not at all whats happening at the white house. The president likes to encourage some of the infighting, some of the chaos with these different personalities. But that doesnt mean that he likes people who disagree with him. He certainly doesnt necessarily like ideological diversity of viewpoints. This is a president who has empowered his former body man johnny mcantee to purge the Trump Administration of officials who are not sufficiently loyal to the president. In fact, jake, a new questionnaire for political appointees, not only asks these folks about their ideology, but it asks them what part of the president s Campaign Message most appeals to them. So, very clear here, jake, team of rivals is not exactly whats happening here. Thats not what is happening at all. Something else on the Campaign Front thats interesting. President trump tweeted out this meme, this video last night which had a fake cnn graphic showing a black toddler running away from a white toddler. It was this kind of twisted meme. It was later labeled by twitter manipulated media. The video has been floating around since 2019. The father who took the original actual video which shows the toddlers running towards each other, he is upset with how President Trump used it. He is the father of one of those toddlers. He took to facebook to say he will not let the president turn this beautiful video to further his agenda. And he requested to have this video removed. Facebook has going to head and done that. Twitter, so far, has labeled the video as manipulated content but has not removed the video. And, jake, the White House Press secretary kayleigh mcenany, she was asked about why the president went ahead and posted this manipulated footage. She described this moment between two toddlers, which was once something heartwarming, completely apolitical. She said that she thought it was quite funny for the president to take this video and twist it in the way that he did. Jake . Im sure she did. Jeremy diamond, thank you so much. Appreciate it.
