Our commitment is to end our citys toxic relationship with the minneapolis Police Department, to end policing as we know it. But the mayor is not onboard. I am for massive structural and transformational reform to an entire system that has not, for generations, worked for plaque and brown people. We have failed them and we need to entirely reshape the system and entirely abolishing the Police Department . No, im not. Leaders across the country areal ready looking for new ways to repurpose some funds from Law Enforcement to other areas like in new york city. Were going to be able to take money out of that police force and put it into Youth Programs and still keep new yorkers safe. This is preventative and this is proactive. In washington, d. C. , where activists painted defund the police during the black lives matter street mural the mayor said whats been submitted in her budget is whats needed. We recognize it as expression and especially right now acknowledging and affirming expression is important to the discussion that we have to have as a community. Others are stranger who have heard what george floyd has done for this country, and i just spoke to congresswoman Sheila Jacksonlee who is here about to pay her respects and she put it succinctly, this country has never fully dealt with racism and the problems between the black community and police. Once again, he did not take any questions from reporters as the president continues to push an aggressive, quote, law and order, unquote, response to the protests over George Floyds murder. The president has in recent days retweeted conservatives attacking george floyd, the dead man, as not a good person, but despite that and the president s history of racially incendiary, if not outright racist remarks. Cnns Kaitlan Collins reports that officials in the white house are working on a plan for the president to address this nation this week on race and unity. Reporter following two days of nationwide protests, President Trump met with Law Enforcement today as some aides are considering whether he should address the nation again. I believe youre going to be hearing from the president this week on this topic in some detail. Trump is still facing criticism for his last statement on the protest, and a new survey finds it may be hurting his standing with voters. The president s Approval Rating slipped seven points in the last month according to a new cnn poll and 63 of adults disapprove of how hes handled Race Relations in the country. 65 say his response to the protest has done more harm than good. The president once said all negative polls are fake news and today he dismissed the new numbers by claiming cnn polls are as fake as their reporting. Race relations are as big of a Campaign Issue as healthcare and the economy. In turn, Trumps Campaign is focusing on activists who have advocated for Defunding Police departments while trump portrays himself as the law and order candidate. Moments after the Trump Campaign said biden was endorsing defunding the police by staying silent, bidens Campaign Says he does not believe the police should be defunded. This comes as several of the president s top cabinet officials have said they do not believe there is systemic racism in Law Enforcement. Theres racism in the United States still, but i dont think that the Law Enforcement system is systemically racist. I do not think that we have a system and racism problem with Law Enforcement officers across this country. That kind of thing is very uncommon now. Today the white house would not say if the president believes theres systemic racism in Law Enforcement . He believes most of our Police Officers are good, hardworking people and theres a lot of evidence of that and he has great faith in our Police Department. Reporter as he faces criticism for his own handling of the unrest across the country. The president mocked mitt romney for marching with black lives matters protesters. End violence and brutality and to make sure that people understand that plaqblack lives matter. Trump tweeted, tremendous sincerity, what a guy. He has declined to engage with the press at length in over a week, ignoring reporters questions during his last appearance on friday. Jake, youll remember that when the president was talking about the nfl players who kneeled during the National Anthem as a form of protest of Police Brutality. He not only said they shouldnt be doing that, he said they should be fired from the job. Now that the commissioner has apologized over how they handled that situation, i asked whether the president still thinks those players should be fired. Does he still believe that nfl players who kneel as a form of protest against Police Brutality should be fired. The president has made clear for years that kneeling is tied to the National Anthem and it does not respect our men and women of this country and he thinks its disrespectful to the military as the kneeling originated at the kneeling during the National Anthem. Does he think they should be fired . I have no comments on that. We should know as he was meeting with Law Enforcement, he also did not take questions there either. All right. Kaitlan collins at the white house for us. Thank you very much. Today and Senate Democrats introduced a Sweeping Police Reform bill which includes a ban on choke holds nationwide. It limits militarystyle equipment given to officers, and it requires all federal uniformed Police Officers such as Border Patrol agents or park police to wear body cameras. The bill does not, quote, unquote, defund the police which protesters and activists and some members of congress have been calling for, potential fissure in the democratic party. Kamala harris and cory booker and in the house of representatives and karen bass, Hakeem Jefferies and others introduced the legislation after kneeling for 8 46. That, of course, the amount of time that Police Officer had his knee on George Floyds neck ultimately killing him. Cnns manu raju is live on capitol hill for us. The bill would also create a National Registry to track police misconduct, why . The reason for that is if one Police Officer were to engage in any misconduct if he or she were to go to another jurisdiction and they would track their pattern of behavior. That is one aspect of this larger bill that would include the number of National Standards, banning the use of choke holds and also making it harder, and making it easier for officers to get sued in civil court if someones Constitutional Rights have allegedly been violated. This bill has more than 200 democratic sponsors and he plans to have a vote in his committee as early as next week and have a vote in the full house and theyre hoping for the week after, but what does not have is support from republicans. No republican cosponsor as of yet. Mitch mcconnell as he was leaving the floor this afternoon i asked him if if he would support any National Standards including the banning of choke holds. He did not answer that question, but when he was on the floor he was sharply critical to fund the police of movement saying i think you may want a Police Officer to stop a criminal and arrest him before we try to work through his feelings. Democrats, jake, are not embracing this to fund the Police Movement and police are embracing the rhetoric or the slogan and Democratic Leaders including nancy pelosi. I asked her about it today. This is a local issue that has to be debated on local jurisdictions and the Congressional Black Caucus who is a cosponsor of this bill could be a distraction to the larger efforts to reform the police. So that is something theyre trying to steer clear away from. That language as they push through this hill because because it is forming to his bill. As the former now charged with murder appears before a judge, ill talk to the prosecutor of baltimores case about the difficulty of prosecuting Police Officers. Police reform advocates say that a major hurdle in bringing about the change being discussed is the influence and power of Police Unions often accused of protecting bad cops and fostering a culture of silence. As sara murray reports Union Supporters say police on the front lines are under siege and being targeted and need protection. Reporter as protests across the country grow in the wake of George Floyds death, elected officials under pressure to overhaul Police Tactics are pushing to a critical hurd toll reform. Police unions. Let me be very clear. Were going after the police union. We need to be able to have the culture shift. Reporter in minneapolis where four officers were fired and charged in floyds death, the head of the police union is a vocal supporter of President Trump. The Obama Administration and the handcuffing and oppression of police was despicable. The lieutenant called it a terrorist movement and vowed for the officers jobs. The police union pressured 57 officers to quit a special Emergency Response team after two of their colleagues were suspended for pushing a 75yearold protester. The Buffalo Police union is on the wrong side of history. They are wrong in this situation. They have been a barrier to further police reform. Government officials and labor experts say contract provisions make it tough to remove bad cops and Police Departments nationwide. Contracts with limit officer interrogations and misconduct allegations, require the destruction of officers disciplinary records and prevent superiors from considering those records in removal position. The chief will say i was forced to promote this guy, and i know that the officer is problematic because three years ago falling right outside of the period protected in the contract there were five incidents that really caused me heartburn and that is troubling given the awesome authority that police have over peoples lives. Officer discipline is often handled through arbitration where outside arbiters can overrule the police chief often in technicalities buried in the contracts, experts say. We need reform in the area of the police union to make sure that the chief can actually have disciplinary control over the force. Police unions say they work to secure better pay and benefits for their officers and that they have a duty to defend their members. Theyre also politically powerful, using a war chest of membership dues and lobby against legislation that could put limits on policing. They form Political Action committees and they donate to district attorneys race or states attorneys race and state senators and representatives and so forth, and then we wonder why you cant get anything done. Now, jake, today jim pasco the National Director of the fraternal order of police which is the Largest Police union in the country said they want to be a constructive part of this process. Pasco says were talking with the white house, were talking with republicans and were talking with democrats and we are talking with activists and were willing to talk to anyone willing to make a difference. Back to you. All right, sara murray in washington. Joining me now is marilyn mosby, she prosecuted the six officers in the freddy gray case back in 2015. They were not ultimately convicted and they went back to the department. Ms. Mosby, thanks so much for joining us. First of all, just so people understand, you work with police. You rely on them more than you prosecute them, right . So you probably have a somewhat nuanced view of police and the role they play. So, yes, you work hand in hand with the Police Department as a prosecutor. You know, we prosecute approximately 40,000 to 50,000 cases a year in Baltimore City so that goes hand in hand, however, your job as a prosecutor is to seek justice and it has to be one standard of justice for all regardless of your sex, religion or your occupation and thats what happened in 2015 when an innocent 25yearold black man by the name of freddy carlos gray jr. Made eye contact with police and he was placed in a metal wagon, head first, his spine fractured in the back of that wagon and his pleas for medical attention were ignored and i applied one standard of justice for the Police Department. Why is it so difficult to convict policemen for crimes that if i did them i would go to jail . So i think its incredibly difficult to hold Police Officers accountable as was just suggested. You have a very powerful labor union that goes against you. You saw my colleague in minneapolis that tried to deflect from his inaction and bring me into it and showcase the freddy gray convictions or lack thereof. It comes with a level of intimidation. You know, you are harassed and you are intimidated and you are sued. I was sued. Theres a number of issues that come along with the prosecuting police, but there are also a great deal of tangible reforms that can come about by doing your job and merely applying that one standard of justice. A week after i charged those officers the department of justice came in and began discriminating practices and that exposure ultimately led to reform and we have an enforceable condition sent decree that even despite trump is still on record and recognize with the tangible reforms and the use of force policies that emphasized the deescalation and the sanctity of light and the affirmity of duty for officers to intervene. Many protesters calling for more accountability for Law Enforcement. President trump today leading the charge against the Sweeping Police Reform measures introduced by democrats today, tweeting, quote, law and order. The radical left democrats have gone crazy. That, of course, is not descriptive of course, of what House Democrats unveiled today. They had proposals that do not Defund Police and they are making it easier for citizens to sue Police Officers who they believe violated their Constitutional Rights and more. Joining me now, democratic congresswoman alisa slotkin of michigan. Congresswoman, a pleasure to have you back. Your colleagueses are c cosponsors of this bill. Is there anything in the bill that youre concerned about . Look, we got the bill this morning. Its over 100 pages so i just have a rule they Read Everything before i support things. I have no reason to believe that im going to have a problem supporting it, but i do read and that hopefully gives my constituents some comfort. I think we should listen to what people are telling us in the way people are marching in the streets and theyre coming forward talking about this systemic issue. I think it is just about the Perfect Timing to be talking about something substantial that were going to vote on this month. Okay. One of the big issues that a lot of critics of House Democrats have is that, obviously, you have the majority in the house. You can pass whatever you want, but republicans control the senate and very often democrats in the house dont seem to communicate at all with Senate Republicans so that the legislation can actually head to the president s desk, getting through the senate first. Have you spoken to any of your republican colleagues in the house or senate about this legislation or legislation in general to approach this issue of police reform. Yeah. I actually have. I am part of the Problem Solvers Caucus and its equal numbers of democrats and republicans in the house, and the head of the Congressional Black Caucus representative karen bass came to one of our meetings and briefs us all on some of the ideas now contained in this piece of legislation and i was heartened to hear some of my republican colleagues say hey, we want to be on this bill. Can you include us in the conversation . We want to be able to vote on something. That is how you know that things are really different and people are really hearing things, i hope, that are on the street. So im really hoping that this will be bipartisan. The stuff that im seeing so far is something that we all should be able to rally around. Its not the stuff thats being put out in the press as you mentioned at the top of the segment. So im hoping that it will be bipartisan. I dont think any republicans have endorsed the bill, and i think, in fact, a lot of republicans are already attacking it. Thats not necessarily a statement about the bill itself, but were republicans consulted . Is this a bipartisan process . Well, listen, i can just tell you what i witnessed where the head of the black caucus came in and sat with a bisapartisan gro came in and gave briefings and there was an hourlong exchange of ideas. I know leader mccarthy came forward and said he wanted to do something. Ink thats a good sign, and i do think that in my experience people have gotten the chance to give some of their views. I hope they read it thoroughly, and i hope people make independent decisions, diss based on what were seeing and hearing from people on the ground and not just sitting in lockstep because one Party Supports something and another party doesnt. A new cnn poll out today finds twothirds of the country, twothirds of the American People polled. 67 believe that the countrys criminal Justice System favors whites as well as blacks. So public sentiment would seemingly be on your side, the side of the democrats when it comes to realizing that there is an issue when it comes to judicial inequities and is public sentiment going to be enough . Having this many people protest in communities that have never seen protesting before and this is new for some communities. Ive been heartened by what ive seen on the ground, but well see. We have a divided washington, and i hope that not only the senate, but also the president says that this is an opportune moment to hear what people are saying and move this legislation forward, but i dont know. I dont know if its enough. I hope it will be. You saw the president s tweet claiming the democrats want to defund and abolish the police. We saw the Minneapolis City Council vote last night to dismantle its Police Department as it exists right now although there are no plans yet on what would replace it. What do you make of the defund the police chant that were hearing from protestersthat some of the democratic colleagues in the house of representatives support. Is this something that youre concerned about when it comes to getting legislation through and also winning in november. Yeah. I dont support defunding the police, and i had a big meeting with 80plus leaders from around my district this past weekend and you know, a lot of the africanamerican leaders were saying listen, its not about just straight defunding the police and its about having a conversation of how resources are spent and how people are held or not held accountable and how we have oversight over that process, and i think thats people are asking for and thats what the bill speaks to. It doesnt defund the police and it doesnt make me yank money from more than when are just isolated incidents. And you have one data mints that has a trend and we have way more than three data points on this conversation. So lets have it and have uncomfortable moments and its not defunding, but it is questioning how resources are spent. Democratic congresswoman e lisa slotkin of michigan. Good to see you. Sanjay, theres been this Contact Tracing program where the bucks county, pennsylvania, residents 12 of them that contracted coronavirus are tied to gatherings on the jersey shore. Is Contact Tracing the only way to determine whether any future spike might be linked to the protests . Yeah. Pretty much. You get some idea obviously because you can see whats happening and the lack of physical distancing, and you can show that obviously theres going to be an increase in infection rates there. I think what is challenging is then trying to directly link people arrive at these protests and they then go back to their homes and communities even and people get secondary infections and being able to trace those back as challenging and typically, if someone was infected you would ask them who have you been in contact with in close proximity and go back and figure out who those people are. They dont know at a protest. You dont know who these people are next to you, so it can be challenging and add into that memorial weekend was a couple of weeks ago so we may start to see increasing cases in that and states are reopening, jake. So all these things combined may make it challenging to go back and specifically trace to the protests. And we are learning this hour that the Trump Campaign wants to resume rallies. The president loves going to these rallies. The campaign thinks that these protests for Police Reforms and civil rights have made it more palatable for them to have rallies, too. And the virus doesnt care what your political ideology is or the righteousness of your cause. What recommendations might you have for anyone attending rallies, whether for President Trump or george floyd, whatever, what should people in these rallies be doing . Its a risk no matter what. I guess life, and theres a series of a risk reward decision and this is a big one. I guess i would say is the virus is still out there and it is still con ageous and that hasnt changed and what are the potential things you can do to decrease it. Heres what you might go to make it safe or safer. Bee know some of the studies request provide protection buzz it, and it may decrease transmission sixfold so wearing a mask is beneficial. Not being next to a certain individual for more than ten minutes or so, thats considered a close contact. So are you moving . Are you able to keep space . Are you able to wear a mask and can you do this outside . Those things would help and none of that is to say thats going to make it okay. There are still going to be people who would otherwise get infected that would not if they didnt attend any of these types of gatherings. Yeah. And lastly, quickly, if you can. Hes quite a man, general jim mattis and for him to do that tells him where he is relative to the concern he has for our country.
