Protesters are taking to the streets, demanding change in the wake of George Floyds killing at the hands of Minneapolis Police. All four officers, former officers, current remain behind bars. This afternoon the Minneapolis City Council voted to ban the use of chokeholds. This all comes as Police Confrontations are drawing increased scrutiny, including this from buffalo, new york, police knocking over an elderly man, who fell back and his hit hand. The two cops involved have been suspended. Its important to note the department originally lied about this incident, falsely claiming the 75yearold tripped on his own and fell. Once again, driving home the point that smartphones are exposing not only Police Brutality but official government lies about such abuses of power. Today, new yorks Governor Andrew Cuomo blasted the officers, saying the video made him sick, as cnns Jason Carroll reports. Reporter 11 days of nationwide protests. Anger, outrage, and a call for change after george floyd was killed with a Police Officers knee on his neck. The words black lives matter now emblazoned in yellow paint one block away from the white house. Part of that call for change, renewed scrutiny on police. In minneapolis, the City Council Voting to ban the controversial chokehold and vowing to work toward systematic change in the department. All four former Police Officers in the department are in jail, charged in George Floyds killing. This as a growing number of Disturbing Police incidents on video are emerging. In buffalo, new york, two officers have been suspended after a 75yearold protester was pushed and left bleeding on the ground. An initial message from police described as a man who tripped and fell. When i saw the video, i got sick to my stomach. Oh, my god, that was so scary. Reporter in tacoma, washington, a new video posted to social media appears to show officers violently striking manuel ellis as he lies on the ground. A second video appears to show Officers Holding him on the ground and telling him to put his hands behind his back. Ellis died after being physically restrained by police. His family is calling for four officers to be fired. The medical examiner ruled the death a homicide. He was a blessed child, okay . He was blessed. He was good. And did not deserve to be murdered at the hands of the police. Reporter and in atlanta, new video of a woman being body slammed by a Police Officer, breaking her collarbone at a profit on may 29. No word yet from the Atlanta Police department whether the officer involved will face it disciplinary actions. While in new york city last night, a small sign of hope as a police chief in brooklyn deescalated a situation with protesters by shaking hands and listening. Theres an africanamerican Law Enforcement officer, how does that sit with you . Im a black man but i love being a Police Officer. Im not resigning. Im going to continue to make sure people are safe. Reporter new legislation is being introduced which includes banning chokeholds and appointing the state attorney general to independently investigate when allegations of Police Misconduct arise. New york city is still under that 8 00 curfew. Many of these demonstrators out here today say they plan on doing exactly what they did in previous nights and march right through it. Jake . You say this country is at a turning point. Where do we go from here . Thank you for having me, its a pleasure to be here today. Were standing on the precipice of either great rejuvenation, a rebuilding, a restructuring of our country, or we walk away from it with only seeing it within the context of george floyd and Ahmaud Arbery and the other cases that we can so easily name. I want to be clear that these are just the tip of the iceberg for all of the people who didnt have a camera, who didnt have footage, who never made it to the press. Theyre just an icon for milliliters of oth millions of our people in our community. We have a lot of work to do. I have never seen the rallying of people of all people, cultures, races, generations, around a cause as we have seen in recent weeks. It gives me hope about the possibility that we could get substantive change. I want to play for you what Atlanta Mayor Keisha Lance Bottoms recently said, if we can roll that tape. We are in the midst of a movement in this country. But its going to be a comment upon all of us to be able to get together and articulate more than our anger. In your view, what does real change look like from a policy perspective . Im sorry glad you asked me that. While the marching has drawn attention and the murders have drawn attention to the issue, no real decisions are made on sidewalks or bridges or marching. That is the place where we got attention. I think its time to move into the second phase where we begin to first realize that this is not just about Police Officers and their behavior. It is about the entire criminal Justice System. It is about the district attorneys and how they work when we do find Police Officers who are acting out improperly. It is about returning the right to vote in the areas where returning citizens from the criminal Justice System have the right to vote. It is about not ceos making nice statements and writing small checks, but it is about them creating a way for returning citizens to have gainful employment so that they do not go back to crime again. It is about looking very strongly at the way poor people of all colors and represented in the criminal Justice System, often stuck in the system with courtappointed attorneys, remanded over into the court, never represented fully, talked into plea bargain deals that causes them to be incarcerated for years. We need a complete overhaul of the entire system. What youre seeing on the sidewalk, its a gate of entry into what youre seeing going on in the courtrooms and jail cells all over america. And what about the people watching right now who arent district attorneys, who dont run nike or the nfl, how do they, how do we, form a more Perfect Union . What do we as citizens need to do . There are two things were looking at here. One of them is racism which is a condition of the heart. And the other one is injustice which is a result of imbalance of power. And we have to work both of them. I think one of the things that every citizen can do is hold our elected officials to a higher standard. Question them more deeply about what agenda do they have for black america, how functionally, look at their record and history as it relates to how theyve dealt with us in the past. Its not that we cant forgive them, but we have to confront and have a conversation about that. We have to talk to people who look differently, rather than learning about us from your favorite news channel. When you write the books you read, the truth is often skewed to one side or the other. We have to build those relationships. We keep looking for the change to come from the white house. They certainly have a role to play, im not excusing them of their responsibility. Congress does too. But whats seeing in the streets of america is the average we the people, joining hands, singing songs and working together to bring about massive change. Together, we can. Very to look at the fact that 70 of black people that aren ca are incarcerated in prison are for nonviolent crimes. We incarcerate more people in america than all the countries in the world combined. We have to look at the whole system. Its not working. We have to take them off the Stock Exchange and stop making big business out of locking up black people. Thats just a nicer way to go around slavery. Were still being bought and sold. Those type of things have to be addressed. We need average people to look at it, because you are the voters. As Cnns Kaitlan Collins reports, there was a Tense Exchange at the white house today as the president , celebrating the fact that the overall Unemployment Rate went down, sniped yet again at pbs news hour reporter Yamiche Alcindor for questioning why the president was celebrating the economy while unemployment numbers for blacks and asians were only continuing to rise. Reporter after the Unemployment Rate unexpectedly dropped to 13 , President Trump seized on the first good news hes had in months during a lastminute address in the rose garden today. Hopefully george is looking down right now and saying theres a great thing thats happening for our country, theres a great day for him, its a great day for everybody. Reporter as trump was taking his victory lap, his former chief of staff said he agreed with the scathing assessment of his leadership by the president s former defense secretary. I think we need to look harder as who we elect. Reporter john kelly said if he was still chief of staff he would have argued against clearing the street of proert protesters for the president s photo op at st. Johns church. I would have argued that the end result that have was predictable. Reporter the wall street Journal Editorial Board wrote that trumps demand for personal loyalty and his thin skin clashed with people who care about larger causes. That breaking point could have consequences for the president s support within the republican party. The gop only has a threeseat majority in the senate but after senator Lisa Murkowski said he was struggling with whether to support trump in november, he vowed to campaign against her and support any candidate with a pulse. Mayor muriel browser wrote a letter requesting that he remove all extraordinary federal Law Enforcement and military presence from washington, d. C. Now, jake, i want to point out Something Else that happened during that press conference today, or the white house called it a press conference. The president did not take any questions, he just made a statement. If you look at what was happening in the rose garden before reporters made their way out there, youll notice that the chairs werent set up according to cdc guidelines, socially distanced as they have been for weeks now at multiple events in the rose garden where typically white house staffers come out and wear masks. If you look at this second photo, youll see the chairs were moved much closer together. Those reporters then were not following cdc guidelines as the white house had set those chairs up and they were instead very close together. Now, the White House Correspondents Association has put out a statement blasting this move by the white house, saying they were basically using reporters as a political prop during that event today by putting them so close together knowingly. And when they asked the White House Press office why they had moved these chairs once they had been socially distanced to them putting them together, jake, they said it was because it looks better. Well, of course they were using reporters as a prop. They said it was a press conference and they didnt take any questions. We have breaking news from buffalo, new york were two local stations are reporting that 57 members of Police Emergency Response Team in buffalo have resigned in response to the suspension of the two officers. Those officers will stay on the force not as part of the team. Its a response to the suspension of the two officers. Those two officers are seen pushing a 75yearold man. They were suspended and now the 57 resignations in alliance with those two. Lets bring in cnn Law Enforcement analyst Charles Ramsey who served as Police Commissioner in philadelphia and police chief in washington, d. C. Also with me, darnell hunt, professor of sociology and africanamerican studies and dean of social sciences at ucla. Chief ramsey, let me start with you and your reaction to these 75 officers resigning from the Emergency Response team in support of those two officers who pushed the 75yearold man onto the ground and then lied about it. Well, if they want to resign, they should resign from the department. They dont have a vote in what unit theyre in or the running of that department. They would not be allowed to step down from those positions. If they want to resign from the police department, let em go, and i would not bring them back, it just means you have some slots you have to fill. That kind of stuff is ridiculous and cant be tolerated. One of the things thats interesting here, chief ramsey, to stay on you for one more question, there are a lot of people out here in the world who want to support the police and understand that most police are probably good people, and also decry Police Brutality at the same time we decry violence in the streets from protesters, anarchists or looters or whatever. But the police force this week, the Police Statement in buffalo said that the 75yearold man we saw pushed, the original statement said he tripped and fell, thats not what happened. We all saw it. In washington, d. C. , u. S. Park Police Originally said no tear gas was used to move protesters before President Trump walked across Lafayette Square park, but again, thats not true, we saw it. We saw the tear gas. How do these statements coupled with all this, i mean, how does this cultivate trust in the police . It doesnt. And thats part of the problem. I mean, you can go back to Laquan Mcdonald and the statements that werent true. Anybody who looks at the video of the man being pushed down and injured and say, thats okay. They gave him a shove, it may not have been intended for him to fall, but how do you walk by a person on the sidewalk with blood pooling from their head, and thats okay . That officer shut get a pat on the back and sent back to work . It doesnt work that way. Thats exactly why were where we are right now, its an embarrassment, quite frankly. Professor hunt, Jamelle Bouie in an opinion piece for the New York Times wrote, rioting police have the imprimatur of the state. What weve seen is an assertion of power and impunity in the face of mass anger over Police Brutality, theyve effectively said, so what, unquote. Whats your reaction to that . Do you understand why some people might feel that way . Yeah, its a ridiculous double standard. Lets face it, the problem that were dealing with right now is one in which weve sort of come to this place where the mentality of policing is the idea of the thin blue line, where the police are there to basically be the last line of defense for society descends into chaos. That particular perspective sets up this us against them sort of dynamic as opposed to the police being partners, being protectors, being part of the community. This whole idea of Community Policing has fallen apart. We have a huge cultural problem where you have cultures within Police Departments that can allow the type of just brutality we saw in minneapolis or the fact that these 57 officers would resign from this particular unit in support of the two officers who pushed down this older man. It speaks to a broken culture and something that we have to fix. I think we have to look at Structural Solutions to make sure that this is more than just about individuals. Chief ramsey, i want to get your reaction to this video that captured a tearful Police Officer telling a crowd in ocean city, new jersey, an africanamerican officer, that the problem in his view is lack of awareness of what black americans have been going through for centuries. Take a listen. I get it, because im not recognized when im out of uniform, i get it from both sides, i understand both sides. But the problem is, its lack of education. The Education System is failing us. We dont teach the real American History or where it comes from. We dont teach about the ancestry of black people, the black leaders, what they went through to get here. Officer tyronn rolls in new jersey. Do you agree that some of the problems we have here that were seeing protests about have to do with the lack of education about the way that black americans have been treated in this country for literally hundreds of years . I mean, thats part of it, the history of policing the United States is one that everyone should be exposed to, that young women today werent around in the 50s and 60s. I certainly was around and can remember those times. They cant. They need to understand the history of policing in the United States. When you look at policing through todays lens, police didnt always stand on the right side of justice. And that sort of legacy lingers. People still remember it. And any trust you build is going to be very, very fragile. And you have to understand and recognize it. One of the things ive often thought, i mean, we all look at the world through a different lens, our own lens, depending on our background. But police need to learn to policing through the eyes of those being policed. If they can do that, then they understand better where people are coming from. Why is their anger, why is there bitterness, why is their hostility. If we could come together and have those conversations, it would make a world of difference. Professor hunt, when you hear people like the National Security adviser a few days ago telling me this is just a matter of a few bad apple cops, whats your response . Thats not acceptable. Again, its not about individuals. Its about structures. Its about the culture of policing. We have a fundamental problem when you can treat people as the enemy, almost as if youre occupying a foreign territory. Thats just not acceptable in a democracy. The police work for us. Theyre supposed to serve us. And a few bad apples doesnt explain why you can have the types of, you know, brutality repeated over and over again throughout history and the officers, nine times out of ten or more, get off. If cases are going back up, i understand testing is increasing so thats going to be a part of it, but is it wise for large crowds to be gathering in amusement parks, is it wise for florida to be proceeding with phase ii . The virus is still out there. People fundamentally know that. I think there are inherent risks with doing activities like this where theyre going to be, you know, larger gatherings of people, there are shared public spaces, people are coming from all over perhaps the country and then going back to the communities. Those are the concerns. Those concerns are the same here. I think people will do the best they can to try to lower the risk, but the risks are there. You have to think about this in three phases. Before you go, you have to make sure, if youre vulnerable in any way, if you have symptoms, you dont go. While youre there, you have to do your best to reduce the likelihood of catching the virus, watching public spaces, shared handrails, things like that, wearing a mask, keeping physically distanced. Afterward, jake, people who have concerns may want to quarantine themselves for a while and stay away from vulnerable people. Thats the best approach. Even the amusement parks themselves say there is risk here, so you do this at your own risk. The World Health Organization is encouraging the general public to wear masks. Take a listen to the president s message to governors this morning. And you do social distancing and you wear masks if you want. And you do things. You can do a lot of things. Thats President Trump saying you can wear masks if you want. But the World Health Organization is saying people should be wearing masks. Yeah, i mean, the World Health Organization is very clear on this, as are most Public Health organizations. Admittedly there has been some back and forth on masks. I think the thing that changed everything, jake, is when it was clear there was asymptomatic spread, you can spread the virus without knowing you have it. Wearing a mask goes a long way toward protecting others around you so youre not putting the virus into the environment. How significant . Without a mask, you could be spreading. 18 percent of people will spread the virus. With a mask, thats closer to 3 . Thats early evidence but Significant Impact of wearing a mask. They absolutely take a toll, whether you experience them personally, watch someone experience them, or hear stories from loved ones, im a child of the civil rights generation so i heard these stories from my parents. All of that contributes to an exponentially greater experience of trauma for africanamericans and people of color. Between the video of George Floyds murder and images of violence in protest, sometimes by anarchists, sometimes by looters, sometimes by police, theres a lot of pain for every american to see. How do those watching all of this or participating in the protest peacefully cope . So i think its a wonderful question because im not sure that people always recognize that we have to utilize what we call in my field active coping, right . We have to make an effort to take care of ourselves, we have to make a limit to limit or curate the amount of news we watch. We have to make an effort to take a break and create some space after weve come from protesting. We have to be mindful of the head space were in before we go out to protest. It really does cause a lot of pain. Im always urging people to be mindful of the awaitiweight of this and to work on actively coping to protect your Mental Health and protect your psyche. Give us some tips. Obviously, turn off the tv, put down your cellphone, put down the smartphone. Yes. What do what . Relax . Have a drink with a friend . Tell us. All of those things. And another thing we have to do, we have to start from acknowledging that this is a space and a period of time thats painful, right . Because sometimes we just keep going and keep moving. If we can stop, number one, condition acknowledge that this is an unprecedented time for us as brac people, peop black people, people of all races and backgrounds. Two, if youre feeling upset or uncomfortable, you have to name the issues youre dealing with. Its important for us to raise awareness about what does depression look like, what does anxiety look like, how do we deal with those. Acknowledging were in an unprecedented time, naming what were dealing with, naming our feelings. For parents, we have to help young people name their experiences. Are they happy, sad, angry, frustrated . Once you do all those things, it turns into exactly what you said, an active way of caring for ourselves. Speak with someone, maybe speak with a professional. Its all about taking care of yourself. And there should be no stigma about needing to talk to a professional, its as normal as seeing a doctor because you banged up your knee.
