Congress and the white house, this as food prices are surging and schools are debating whether to open in the fall. Now the leading mods from the university of washington has once again raised its projections by 10,000 projected deaths to 147,000 people in this country dying from coronavirus. And thats just by august 4. In part, the modelers have upped the projected death toll because of relaxing social distancing measures happening all over the country. As cnns erica hill reports now, while the number of new cases is thankfully trending down nationwide, mayors of major cities, including washington, d. Jake, were also getting new information today about this rapid test that the white house has touted which will give results in about 15 minutes. Researchers at nyus school of medicine today said they found those tests are often missing some positive results. D i do want to point out these results have not been published in a medical journal. Abbott says its reviewing the results from the researchers at nyu. The Research Found that in terms of negative tests, it had a much Better Success rate, 95 for that test, jake. Erica hill, thank you so much. Joining me is cnn chief medical correspondent dr. Sanjay gupta. Sanjay, what is your read on these rapid tests which the house has been using . These tests are missing, in some cases, some positives. Yeah, this latest research, which is not peerreviewed, abbott has to look at this research still, they say, but 48 of cases were missed. 48 false negative. So out of a hundred people, 48 of them were told they dont have the virus when in fact they did. That would be obviously significant. Jake, weve been doing a lot of reporting on this. Previous studies showed 15 false negatives. Another study showed 25 false negatives. When we reached out to abbott before, they said there was a problem with the media used to transport the swabs. Now theyre saying maybe the test was being done correctly at nyu were the test was performed. We have to check into this. As we talk about the number of tests, we have to constantly be asking not only the number but how accurate are they, how quickly can people get results as well. Those things make a huge difference. This one is quick but if its not accurate, thats not going to be helpful. Sanjay, President Trump has been saying that this virus is going to eventually disappear. But the World Health Organization said today this virus might become endemic, essentially never going away, just having different outbreaks. How likely do you think it is that it becomes endemic, and if that happens, if we dont have a vaccine, what do we do . Yeah, i mean, its interesting, you look at a virus like hiv, which is a very different virus, obviously. And after decades, we still dont have a vaccine and its essentially become endemic. You look at other coronaviruses like sars and mers, and they did sort of wither awaybility that e get herd immunity, so the virus still out there but we essentially are inoculated against it. I did some calculations on that, jake. If a Million People a week became infected in the United States, it would take about four years to establish herd immunity, so that takes a long time. Then obviously the vaccine, that would make a difference. So we dont know. I mean, it could become like flu where it becomes migratory and seasonal as well. Were not sure with this virus, its not behaving in conventional ways. I dont know if we know enough yet to say whether it would become endemic or not. And because theres so little testing compared to the size of the population and so little antibody testing, we have no idea of how widespread it is. Right. Sanjay, the cdc is expected to put out an alert about the potential impact of covid19 on children with what appears to be a rare inflammatory condition, weve been discussing this for several weeks now. The governor of new york says they have more than 100 cases in that state. Do you think this will become more widespread . I dont think so, jake. We have been digging into this for some time. There was an alert that went out in the uk some weeks ago telling hospitals to be on the alert for this, now were getting a similar alert in the United States. I talked to my sources in asia soon after that uk alert came out. Interestingly, they didnt see a lot of cases of this kawasakilike syndrome, theyre calling it pediatric inflammatory multiorgan system, pims. Why are we seeing it four to five months after patients were identified in the United States . We dont know the answers but it suggests maybe this will not be widespread. Doctors are on the lookout for it now, but theres a lot of things that can be confused with it, fever, rash, that parents should be on the lookout for. In so far, thankfully, it doesnt appear to be that widespread. We hear from doctors about so many unusual systems that reflect not just the lungs, weve obviously heard about the respiratory problems, but problems with the heart, blood flow, with toes, with the brain, with kidneys. This was originally seen as a respiratory disease, its obviously much worse than that. Yeah, its interesting, just today i was having a conversation with a microbiologist about this. The way that this virus seems to enter the body, the types of cells it binds to when it comes into the body are certain types of cells that are present in areas besides the lungs. Theyre present on blood vessels, theyre present around the heart. Is this virus somehow getting in the blood . Because the blood is obviously a common denominator between all these places. Its still hard to explain why people would have isolated loss of smell. Thats it, they get loss of smell, thats the only symptom they ever had, or chilblains, as you were talking about, these lesions on the feet and toes. Why is that . Theyre blood clots. The blood itself seems to be the common denominator. It still seems to be a respiratory virus, person to person, or touching a surface and then touching your face. But after it gets into the body, it does seem to behave differently than other coronaviruses. Researchers dont know for sure. The potential treatments, stopping the virus from entering the cells, could be the same sorts of treatments, if we could develop those. Sanjay, nine states are currently trending up in terms of coronavirus cases. 19 states are holding steady. 22 are trending down, as you see in the map were showing right now. The updated model from the university of washington now projects 147,000 people in the u. S. Will lose their lives to coronavirus by august 4. Thats stunning. Yeah, i mean, it really is. Potentially 100,000 people by the end of this month, jake, by memorial day. Its clearly related to increased mobility and the projected increased mobility as these states start to reopen. Theres no secret here, theres no magic here. The virus is still out there. Its very contagious. The good news, jake, as weve talked about, still, the majority of people who become infected are not likely to get that ill. The problem is, as weve learned over and over again, is we dont know for certain who is likely to become ill. You could be someone who spreads the disease. I know people talk about risk and im willing to take the risk. But youre not only risking your own health, youre risking the health of those around you. Sanjay, thank you so much. [ piano playing ] schools out for summer. Schools out forever . In our national lead, the california State University system is canceling inperson classes for the fall, impacting nearly a half Million Students classes in that state. Canadas Mcgill University and the universities of ottawa and montreal announced the same today. This comes as other schools in the u. S. Insist they will find a way to bring students back to campus. Were joined by jim henderson, president of the university of louisiana system which includes the university of louisiana at lafayette, the university of new orleans, and grambling State University. Thanks for joining us, jim, i appreciate it. Let me run through some things im wondering about. Youre planning to resume inperson classes this fall across all nine of your campuses, thats about 92,000 students. Are you going to test all the students and faculty and employees . Jake, weve got to develop plans that meet the needs of the University Communities at all nine of our institutions. Of course testing will be a component of that. Our board will meet at the end of this month to develop a framework. We put the health and safety of students, faculty, and our staff as a paramount concern. Testing, identification, Rapid Response when an outbreak is detected, will absolutely be a part of that plan. I think youll see theres some great similarities between what were doing and what my friend tim white is doing in california. Will students be asked to wear masks . Were going to follow the guidance of our health officials, gubernatorial regulations and other policies. I imagine most will be Wearing Masks for some time, in addition to having increased hygiene recommendations, increased sanitation procedures for our staff on campuses. I think youll see social distancing become part of the new norm for us going forward. And youre right, i think youll see a lot of masks in classrooms. Its hard to imagine social distancing in college, to be honest. So much of the College Experience is packed classrooms, packed parties, packed buildings. What about Football Games in the fall, will you have fans in the bleachers . Listen, were in louisiana, and you know how much football is part of our culture. I hope that we have a return to collegiate athletics. Its an important part of the experience. But only if it is done in a safe way, a way that protects the athletes, that protects the coaches and all of the support staff thats necessary to have an reflect competition, and certainly the spectators. We continue to learn more and more about how the virus is transmitted, youve done a great job on the show in keeping us educated as far as thats concerned. Well learn more in the coming months. The time is coming close when we have to make some definitive decisions and, again, focus on the safety and health of our communities. What do you do if a student, or more to the point, a professor, because people who are older, 50, 60, are more vulnerable to this be statisticalically, but lets say theres a student who has a preexisting Health Condition or a professor, they want a Remote Learning or teaching option, will you provide it . Thats such a great question, because we talk about our protocols. We talk about things in the aggregate. We have to bring these down to the individual level. When you have a student thats of a more vulnerable population, how are you accommodating their learning needs, for a faculty member, ensuring were accommodating their needs as well. We use technology quite well in our system. Our faculty did the Herculean Task of moving, in six days, 92,000 students from traditional instruction to online instruction until the spring. For this fall, were going to do some planning ahead of time. Those faculties that do want to teach online and its conducive to the discipline or the class that theyre teaching, well accommodate that and ensure were meeting their needs in addition to meeting the needs of students. So you have hybrid approaches you can implement. Utilizing technology to deliver instruction is something weve been expert at. Its just applying that now to a real world crisis situation. So mr. Henderson, even if you do everything right, and i hope you do, i hope you achieve everything you need to, i hope the students are happy, but even if you do, the odds are someones going to get sick, someone is going to get Novel Coronavirus with a student body of 92,000. What do you do . Whats the response of the university . So you have to have outbreak protocols in place, that you can manage positive cases, you can identify them, you can isolate them, do contact tracing. All those plans have got to be in place before you open your campus back up. Again, time is running short. Thats why by the end of may, all of our campuses will have their plans theyll put in place in front of our board for approval, with a framework of plans across the state. Well monitor them within the guidelines put forth by science. Science is the way we beat this virus. Its the way we beat the next pandemic. Weve got to follow the guidance of the experts. And what do you do about parties . What do you do about fraternity parties or dorm parties . Do you just ban them and send in the Campus Police . What happens . I think theres going to be significant restrictions on those types of engagements. And i remember my days in college, social distancing would have been very difficult for us. We wouldnt even have been able to envision it. Weve had several months to socialize this. Were informing students in an important way, were helping them understand that the needs to engage in these safer behaviors, and well certainly have some restrictions that are enforced. Enforcement is going to be key. Weve seen this quite often in other social activities, with the greek organizations that do add great value to our campuses. Sometimes just giving the guidelines is not significant enough, you have to be able to enforce them. Well have those mechanisms in place. All right, jim henderson, thank you so much, best of you can to you, your students, your faculty, and your employees. We appreciate it. Jake, thank you very much. The announcement comes as ousted white house official rick bright predicted how bad it could get this fall if the government doesnt step up its preparations. Cnns kaitlan collins, who is the new vaccine bar . Reporter jake, this is for the warp speed effort to speed up vaccine production thats so obviously needed for the coronavirus. Theyve appointed a Prominent Research researcher. Theyve been interviewing a few directors for the last few weeks. They also picked a retired fourstar general, head of Army Materiel command. Those two individuals will head up the effort. Were also told hhs secretary alex kx azar and expected to be involved, as well as dr. Anthony fauci and others. There has been a lot of excitement about this project inside the administration as the other former Vaccine Agency head, rick bright, is getting ready to testify on capitol hill tomorrow to talk about the efforts that his office, he believes, was slowed in its efforts early on but will also offer a warning on whats to come if the federal government doesnt step up and take efforts that he and these other experts have been recommending. Many of those, including things like a National Testing strategy, which youve seen lawmakers call for as well lately. And kaitlan, tell us about mike bowen. He is a businessman from texas, hes also testifying tomorrow. I read dr. Brights whistleblower complaint. It includes descriptions and emails from bowen from january, offering to help manufacture millions of n95 masks that were needed. Reporter yes, hes an executive at a company in the United States that makes these mafk masks. If you look at his emails to rick bright back in january, hes talking about calls he was getting from people at the department of Homeland Security about masks. He was trying to give the federal government a heads up about what he saw as a demand coming down the pipeline. He says hes warned about too much dependency on foreign supply chains for some time now, mainly china. In these emails with rick bright that hes expected that to talk about tomorrow, mike bowen says, were getting interest from china, from hong kong, from several other countries, wanting to know more about getting these masks. Obviously he wanted to prioritize them for the United States but he says he wasnt hearing a lot of interest from the federal government. Dr. Bright trying to push up and let people in the administration know about these masks and apparently, according to him, not getting much of a response. Right now there are actually thousands of people around the world who have volunteered to be exposed to the Novel Coronavirus on purpose. Theyre called challenge vaccine volunteers. And as cnns drew griffin reports for us now, theyre part of a program to try to speed up a cure for the rest of us. Reporter he donated a kidney last summer. Now hes ready to volunteer again, this same as a human guinea pig, in a trial designed to provide a vaccine for a virus the world has never known. Im willing to do this so we can move forward as a nation and as a world. Reporter hes 20 years old, has seen what the pandemic can do, and has signed up online to be a volunteer in a vaccine trial. In a challenge trial, unlike other trials, a group of volunteers will first be injected with a potential vaccine and a second control group will be injected with a placebo. After allowing sufficient time for the volunteers who got the vaccine to hopefully build up immunities, its all challenged. All the volunteers, those with and without the vaccine candidate are intentionally can they with coronavirus. Risky. Potentially even deadly. Yes, all of that. But it also might be a quicker path to an actual vaccine for the rest of us. This is designed to get some people sick. Thats right. The intention is to make some people at least infected. Reporter this harvard epidemiologist is gaining interest from the World Health Organization. This could save months off the time required to create a vaccine. The goal is to do the fastest responsible and scientifically valuable way of creating a vaccine. Reporter controls would be put in place for all the volunteers. By selecting only young, healthy adults, he says the chance of dying is extremely low. But its not zero. Thats why this is an altruistic act to volunteer for this. Reporter its not just the risk. It is the unknown risk, says Professor Robert reed at the university of South Hampton in the uk. Hes in favor of the idea but insists there will need to be full disclosure. This case is different. Were not able to quantify the risk to the volunteer. When we take informed consent from them, we will have to say to them that we cannot say exactly what is going to happen to them. Reporter youre going to be infected with something for which there is no treatment for at this time. Right. Reporter does that give you pause . It certainly gives me pause. I dont want to be naive or arrogant and i dont want to hide from the fact that this is a risk. Reporter people have already signed an online form, including a u. S. Army veteran, businessman, and father of four, john gentle of alabama. Yes, im putting more people directly related to me at risk if something were to go wrong. But i feel like the risk is low. Reporter so far the challenge vaccine trial is hypothetical. 16,000 people say theyre ready if needed to take the risk if it means they can be part of ending the covid19 pandemic. 16,213 people have signed up to date, jake. Its not as crazy as it seems. John gentle says hes probably going to get the covid19 virus anyway. He would rather get it in a controlled setting where he has a guaranteed hospital bed if he needs it, jake. Well, thats one way to look at it. I think its pretty selfless. Chicken is up 5. 8 , ground beef almost 5 , fresh fish 4. 2 . Baby food up almost 3 . Lets bring in cnn big anchor July Business anchor julia chatterley. Julia, are prices up because of factory closures . For meat prices, absolutely. But theres more to this story. The whole Food Supply Chain was shaken up by the lockdowns and us staying at home more and cooking for ourselves. The Grocery Stores couldnt keep up with the extra demand. Plus we saw hoarding. That explains the broad price raises we rises. Supply chains take time to adjust, i think we have to expect higher prices for the foreseeable future. That comes at a time when one in five families are insecure. The timing couldnt be worse. Prices for groceries are up, but it seems like almost Everything Else is down. Clothes prices are down, airfare, even the price of gas. The price of cars has dropped. But as you know, thats not necessarily a good thing. No, its not. Cheaper stuff is good when youve got the ability and the money to about go out and buy t. The good turns to bad if people hold off from spending because they think theyll get cheaper prices in future. And that could be a downward spiral. That mindset is really critical in an economy like ours where its spendingdriven. It relies on consumers being out there and spending. This is one more thing to watch for policymakers, it could be bad for business and bad for jobs. The fixes need to be right for those things. Julia chatterley, thank you so much, appreciate it. Airlines want passengers to feel more comfortable flying. But new memos obtained by cnn show Major Airline carriers are reluctant to enforce the new mandatory face mask policies. And if you dont feel safe, youre not entitled to a refined. Cnns pete montini joins us. Reporter jake, airlines can essentially prevent a passenger from boarding if they dont have a mask but once youre onboard, its a different story. They want to avoid confrontation at all costs. This memo was sent to flight attendants and pilots, it outlines some exceptions for health rules but, quote, if the customer chooses not to comply for other reasons, please encourage them to do so but do not escalate further. Likewise, if a customer is frustrated by another customers lack of face covering, please use Situational Awareness to deescalate the situation. The unanimous message from airlines, jake, is do not get into situations where flight attendants have to boot passengers off a flight or even worse, turn an airplane around and land. Airlines are doing all of this in the absence of a requirement from the federal government. In the absence of leadership, really. United airlines is an airline trying to keep the middle seats of their planes empty, despite some photos weve seen of crowded flights. What happens if a customer booked on a flight wants a refund . Reporter its important to note that those photos of flights are the exception and not the norm. United says most of its flights are now less than half full. After this whole pr debacle, united changed its policy, allowing passengers to rebook if they felt like their flight was too full, also giving them warnings as much as 24 hours ahead of time and even at the gate. When it comes to refunds, the bottom line is youre not entitled to a refund if you balk from flying because of coronavirus concerns. Pete, thanks so much. But the eu warns you will be traveling at your own risk. Cnns Fred Pleitgen joins me now. Fred, the European Union wants to open certain borders so europeans can go on holiday . Reporter they certainly do, but they say they have to do it in a responsible way. Right now most borders in europe are closed. They say if two countries want to open their border with one another, they have to have the same type of coronavirus situation over there. Right now between austria and italy it simply isnt possible because the situation in italy is so much worse. At the same time they say any country that wants to accept tourists has to have adequate capacities as far as icu beds, for instance, are concerned, if there should be an outbreak so they can deal with it. When it comes to traveling itself, they say that will remain very restricted. For instance vehicles shouldnt have too many passengers in them so people can keep their distance. Masks should be available at any given time. Hand sanitizer as well, just to make sure people are able to travel in a safe way. Families unable to access food, clinics closed and people stuck at home, all of that could result in deaths, particularly for those under 5 years old. Jake, since the 90s theres been a huge improvement in under 5 mortality across the world, especially on the african continent. You know i se unicef say those gains could be lost because of coronavirus. They say policymakers look very carefully at what the consequences of these lockdowns are on the economy and the health of people across the continent.
