Die of coronavirus. Now, i spoke with Michael Oster holm, one of the authors of this new study. He told me this is whats going to happen unless, a, theres a vaccine, or b, unless the Trump Administration begins what weve been discussing now for weeks, an intense program of testing hundreds of millions of americans repeatedly and then Contact Tracing and isolating those infected. But there has been little indication that the Trump Administration is attempting anything remotely like that. A stark warning as today marks more states reopening nonessential businesses. Dr. Anthony fauci telling cnn that communities can expect to see local spikes of coronavirus cases, and again emphasizing the need for widespread testing. But consider this. Today, on may 1, there is not even enough Testing Available for all of the 100 u. S. Senators who are returning to the capital to try to lead the nation out of the pandemic. The capitol physician says testing is limited and only available for those feeling sick. For all the insistence by President Trump and others that testing shortages are not real, currently the United States senate is not able to muster the resources to conduct 100 tests. And amid all this depressing news, a reminder that President Trump called his response to the pandemic, quote, spectacular and his aide and soninlaw Jared Kushner called it a Great Success story. Cnns nick watts reports the death toll in the u. S. Continues to be in the tens of thousands. Reporter in virus might circulate among us for another two years, says one new study, until 60 to 70 of us are infected. This is going to continue to be a rolling situation throughout the world, not just our country, for these months ahead. So expect many more new yorks to occur. Its very likely they will. Reporter the u. S. Death count doubled these past two weeks. One newly updated model from northeast university now suggests 100,000 people in this country will die by midsummer. This morning, in texas, a line at a restaurant. Movie theaters, restaurants, and malls can reopen in the state at a quarter capacity. Beginning to see beaches open, beginning to see guests on the beach. Reporter in dallas county, nearly 100 new cases yesterday, the single biggest case spike theyve seen since it began. It does feel like a bit of a gamble. Reporter partial opening now under way in at least 32 states. It doesnt appear any of them meet the white houses vague guidelines which state that there should be a downward movement of cases for 14 days. States are leapfrogging over the first checkpoint. Obviously you could get away with that but youre making a really significant risk. Reporter the vaccine. Maybe by january . If we didnt care about safety, we would be using these vaccines today. Reporter and testing . The Washington Post reports marylands governor was fearful that the federal government would confiscate the tests he bought directly from south korea. The plane landed in baltimore last month. The cargo now at an undisclosed location. We landed with a large contingent of Maryland National guard and Maryland State Police because this was an enormously available payload. Reporter in florida, theyll start reopening monday with restaurants and retail. But the states three largest and hardesthistory counties are excluded. I dont know that well be able to open up our beaches really before june. Reporter in california, Orange County beaches closed again by the governor after last weekends crowds. Two cities say theyll file injunction. Meanwhile, in michigan i know that people are itching to get back to work, and i get it, and i respect it. Its okay to feel that way. There is nothing that i want more than to just flip the switch and return to normal. But thats not how its going to work. Reporter so the governor in the shadow of armed protesters at the capitol extended her states stayathome order through may 28. Yesterdays scene at the capitol was disturbing. Reporter and we have just heard from the governor in california who says that we are now days, not weeks, away from some meaningful rollbacks in restrictions. And the cdc dropped a very interesting report today about the early spread of this virus in this country, and they have listed a few issues that helped that rapid spread, among them the continued influx of travelers from overseas hotspots and cruise ships. Also big event lis like a conference in boston, madd r, m gras, and the flu season that made it hard to predict early cases. And despite what the president says nearly every single day, another early issue, according to the cdc, jake, limited testing. All right, nick, thanks so much, appreciate it. Joining me now is cnns chief medical correspondent sanjay gupta. Sanjay, remdesivir receiving emergency use authorization from the fda for extremely ill covid19 patients who are hospitalized. How big a deal is this . Its the only thing out there that has even this sort of emergency use authorization. Theres nothing else right now. So in that sense its a big deal. Its the only thing that has been shown to have some sort of impact. So this eua or this emergency use authorization was expected. I think in the initial part when they trial these types of medications they always trial it on the sickest patients first, jake. I think the question now Going Forward is to really identify who is likely to most benefit from a medication like this, when to give it, how to give it, all that sort of stuff. And we just have the sound in right now from President Trump officially making this announcement. Lets roll that tape. Im pleased to announce that gilead now has an eua from the fda for remdesivir. And you know what that is because thats been the hot thing also in the papers and in the media for the last little while. An important treatment for hospitalized coronavirus patients. Now, remdesivir, as weve discussed, its been found to help patients recover faster, about a third faster, i think, in this early nih trial. Right now it can only be used on hospitalized patients. Its delivered from iv, not orally. The ceo said today he hopes it can be used earlier in patients with a skin injection oreg oral. How soon could we see Something Like that . I dont know how well orally or skin injection would work, studies will show that. Keep in mind, this is an antiviral medication. The way its likely working is one of two things, stopping or slowing down how quickly the virus can enter cells and how quickly the virus replicates once its in the body. When you think of it that way, it would make sense to give it earlier. That probably wouldnt be when it has the most impact and you could probably identify people who are at highest risk because they have some underlying condition and that might be the population of people who would most benefit from this. I think, jake, take a look at the numbers there. The duration of illness is really what was significant here. 15 days without the medication, 11 days with the medication in terms of the duration of illness. The mortality rates were better as well. When you actually did the math on that based on the sample size, it wasnt significant enough to say, definitely the medication is reducing mortality. But i think, you know, jake, i thought it was really interesting, anthony fauci, when he was describing this, sort likened this to azt at the beginning of the aids hiv epidemic. It wasnt a panacea but they built on it. So, for example, with remdesivir, if its given early, you might give an antiinflammatory later to possibly save lives that way. I think thats where scientists are starting to go with this. Thats some potential good news. Lets turn to not so great news. Infectious disease expert Michael Osterholm and his pandemic team, they issued a report saying they expect at least two more years of the coronavirus. They anticipate 60 to 70 of the population will be infected unless two things happen, one, theres a vaccine, we all still hope for that, and two, there is what weve been discussing now for weeks, sanjay, which is a nationwide approach led by the federal government and carried out by the states of testing everyone repeatedly and then isolating and doing Contact Tracing for individuals who are infected, who test positive. We talked to an economist yesterday who said that would cost about 100 billion. Why arent we doing that . This is what i dont understand. We all want to get back to work. We see all this states doing this. Were spending trillions of dollars on bailouts and packages to help people survive. Why not spend a few hundred billion and really actually address the issue . Yeah, i totally agree, jake. The guest that you had on yesterday, an interesting interview, he said the whole country should be tested every 14 days. I think until we have some sort of therapeutic or a vaccine, it does make sense. It sounds outrageous, i think, for people to hear those numbers, but the reality is, and again, your guest made this point, is that we do have the capacity, if you start looking at places like the brot institute, Public Health laboratories. What weve been stymied by, as you well know, jake, is the basic supplies, still. The swabs, the reagents, all that sort of stuff. We would need to get those supplies. We should be able to. This is a country that has done some remarkable things. The idea that we have been hamstrung by these basic supplies does seem a little ridiculous at this point. Until we get a vaccine, how are people going to have the confidence that they dont have the virus in their body, even if theyre feeling fine, how will they have the confidence to start reemerging in the public without being tested in some regular way . That is the point a lot of people are making. This plan that romer put forward and the harvard roadmap put forward, its an audacious plan, but this is an unprecedented time. When you hear the governors or the University President s or others talk about their plans, which include in some cases testing, we just heard from somebody at university of michigan talking to kate bolduan, but in other cases it seems like a lot of, okay, lets put on masks and social distance and cross our fingers. And im sorry, but hope is not science. And the thing about it is that, you know, physical distancing clearly can help. But i think when weve seen this downward trend in some places or at least not having as high a trend as far as hospitalizations and deaths, its because people have stayed at home, the ultimate sort of physical distancing. I think as soon as you start going out in public, because of duration of contact with people, because of shared public spaces, as good as you may be, as careful as you may be, there will be surfaces what are contaminated. People are going to get infected. Its just very hard, and its not really the fault of anyone, its just the Human Behavior in their situations. So until people can be tested, if they are positive, they get isolated. Thats critical, and its worked throughout history in terms of actually curbing epidemics. Keep in mind, jake, you think about things like sars, we always bring that up, 8,000 people around the world were infected with sars, ultimately. It wasnt as contagious as this, obviously. The statement added that the intelligence agencies are still investigating whether the outbreak began through contact with infected animals or if it was the result of an accident at a lab in with yuhan. But that same company has never brought an approved vaccine to market. Cnns Senior Investigative correspondent drew griffin explains why so many people are pinning their hopes on this Unproven Technology. Reporter the next day the fda green lit the trial and within weeks the federal government pledged to give moderna up to 483 million, more than any other vaccine company. Moderna had an edge over other companies. Its scientists had already been collaborating with the nih on a vaccine for another virus so it was able to quickly pivot. This professor, working with a competitor of moderna, is only one of those who are questioning whether the president s investment makes sense. We should be using vaccine platforms proved to be safe and effective rather than an unproven telling. We have delivered on everything weve promised. Reporter this is modernas chief medical officer, interviewed via computer from his base in boston. Actually the Public Investment proportionally is a small investment on top of what this company has invested in its Corps Technology for years now. If its successful, it could allow us to shorten the timeline for developing new vaccines in the future. But it comes with its own challenges. Reporter dr. Evan anderson says challenges for this type of vaccine include that its difficult to store, difficult to massproduce, and no one knows yet whether its effective. Moderna is testing on humans without waiting for animal trials, a speed unheardof before the pandemic. The company is preparing to produce its vaccine in mass quantities on the sheer hope it gets approved and can be distributed almost immediately. The biggest source of pressure is the fact that, you know, this is personal. I think for my colleagues and i who are in the front line of trying to develop a vaccine, its an equal weight of the sense of potential that we can do something about it and a tremendous sense of responsibility that we have to do something about it. Reporter jake, there are dozens of vaccine candidates out there. Moderna is one of the favorites. Its a huge, huge if, but if they can get through phase ii, phase iii, moderna says it can be delivering millions of vaccines per month at the end of this year, tens of millions by 2021. Well see, jake. All right, well see indeed. Drew griffin, thank you so much. Were joined bit director of the Harvard Global health institute, dr. Ashish jha. Dr. Jha, how unusual is it for a company thats never brought a vaccine to market to get this much money from the federal government to create a vaccine of this type . Yes, so jake, things for having me on. It is unusual. Its very unusual. But we are in unusual times. This technology has been developed, we think it has some reasonable chance of working. Im comfortable with the idea of the u. S. Government making a bunch of bets. Because if they can bring this to market, and theyre not the only ones in clinical trials, there are others, but if any of them could bring something to market in a year or less, thats great. Unusual, but were in unusual times. The nih is testing it on humans without waiting for animal trials. I spoke earlier this week with dr. Paul offutt, im sure youre fami familiar with him, from the institute of pennsylvania. He says what worries him the most about getting these vaccines to market is that steps are being skipped or compressed for expediency. Obviously were in an emergency situation. Do you share those concerns . I do. I do. And, you know, vaccines, while when theyre developed under regular circumstances, theyre safe and effective. Were cutting a lot of corners. I get why were cutting corners, but we do need to make sure they are safe. I think were doing some things in parallel. But weve got to make sure its safe. If its not safe, its going to end up really being a costly experiment. I still think we need to Pay Attention to safety. What are the risks . What are the risks of skipping the steps that normally would be taken, animal trials, longer trials in terms of chronology, in terms of time . Yeah, so look, we know that vaccines, obviously if theyre not developed in a standard way, you could have a really bad reaction to vaccines. Some vaccines, again, were trying to elicit an immune response that clears the virus. Sometimes it has the theoretical possibility of generating a hyperimmune response to the virus that could end up making you much sicker than otherwise. Im not super worried about any of these coming to be, but you only can be sure if you do the testing carefully, in a large number group of people, and watch it over time. We want to make sure its safe not just immediately but in the long run. More than 100 vaccines in the works worldwide, only eight of them are in human trials. Dr. Fauci says theyre shooting for at least one of these vaccines to be ready by january, but even that is not a guarantee. Do you think well have a vaccine by january, if you had to bet . So january is really aggressive. Ive been saying 12 to 18 months. January, obviously, is now like seven, eight months. Its hard for me to see it. I hate contradicting dr. Fauci, he is the expert on this. But thats a very, very aggressive timeline. I would put it more into spring to summer of 2021, if things go well. The other thing that fauci and moderna are discussing is mass producing vaccines before they even know for sure that it works. Take a listen to the rationale. Were going to have to make the investment in hundreds of millions of dollars to start developing a vaccine so that we ultimately prove it works. You dont have to wait five or six months to scale up to get enough doses to give to a meaningful number of people. Thats a risky financial circumstance. But its certainly, certainly worth the risk given whats at stake. Do you agree its worth the risk . It is. Look, were going to end up its fine. If we end up wasting a few billion dollars because we made five or six bets and only one of those six ends up panning out, its not great, we dont want to waste money, but remember, the cost is, if we can get a vaccine out six months earlier, it will save millions of lives, it will help our economy prosper. So i think financially these things are completely right. I just want to make sure we dont really skip steps on safety, we have to make sure these vaccines are safe. I think making bets and producing vaccines even before we know theyre ready to give to people, again, were in extraordinary circumstances. Were going to have to make decisions like that. Industry experts would rather describe the food situation as a blip rather than a shortage, but grocery chains are limiting how much customers can buy. How soon before we consumers end up paying for these disruptions . Were already paying, as you rightly point out, in terms of reduced supply. And that was the risk in the short term, just less choice when you go to the Grocery Store. Theres two things going on here. Theres our changing consumption habits, were buying more because were cooking more at home, were eating less at restaurants. That matters for packaging and processing. But the processing aspect is huge. The latest weekly data from the department of agriculture shows beef production is down by a quarter. Pork production down by 15 compared to the same time last year. This is way more than a blip, this is huge. Listen to what the ceo of albertsons said about tackling this. We were all operating in a just in time environment. Its the right thing for steady statements. But when you operate on just in time and you have a tight supply chain, it doesnt allow you to accommodate circumstances like this. We need to think about how we build in redundancy as we go forward. The government should have stepped in earlier and protected the farmers too. We might see prices rising for consumers. Cattle prices are falling, they dont know where to put the cattle. Now the government is responsible for workers, and its responsible for safety in particular, and ensuring food supply. Reporter jake, this was obviously a joe biden who was defiant and unequivocal in denying this allegation. He said this allegation from so many years ago simply did not happen. I think what we saw was a bit of a tough balancing act, right . He repeatedly said that women who come forward with this kind of serious allegation should always be sheheard, they have a right to come forward, they should be vetted with an investigation. At the same time he stressed he believes there has been a close examination of her account and that nobody from that time is aware of such a complaint including himself. And cnn has also interviewed some half dozen former biden staffers who worked in his Senate Office at the time of the alleged assault and all of them told us that they were not aware of this kind of complaint and in fact this is just not the man that joe biden is. But of course it is really important to note, jake, that one thing joe biden did not address in this interview are the people who are close to tara reade who say they were told about the alleged assault at the time. Thats right, there are contemporaneous accounts she shared with family members and friends about this alleged incident. Biden didnt say anything about that. Definition anythi did he have anything to say about her claim that she made a complaint to a Senate Office about this . Reporter biden repeatedly said he was not aware of any kind of complaint that was made at the time, and none of his colleagues knew about any kind of complaints either. And he also said that if such a complaint were to exist, they would be in the personnel files that are at the National Archives, not the university of delaware, and he said that he would call on the National Archives to do a search and release anything that might be related to any kind of complaint. I just think its very important for us to pause and be clear about what tara reade herself has said about what she complained about and what she said. Remember, she said that she verbally shared with a number of colleagues that she was sexually harassed but didnt say anything about Sexual Assault. She also said she filed a complaint with a Personnel Office on capitol hill but again, in that case too, she said it wasnt about Sexual Assault, it was about sexual harassment. So i just think we should be clear that if some kind of document were to turn up, if there is some kind of paperwork, at most it would address Sexual Assault sexual harassment, not the alleged Sexual Assault that tara reade is talking about.
