Two Top Health Officials who are urging americans to stay at home. Dr. Deborah birx of the White House Task force on the coronavirus pandemic is saying this week was not the week to go to the Grocery Store or pharmacy if you can avoid it. Stunning images from wisconsin today, long lines of voters for the states primary, wisconsin the only state to allow inperson voting to go on this month during this deadly pandemic. As cnns nick watt reports, Health Officials across the country are telling americans that social distancing seems to be working and is changing the number of projected infections and deaths and are using that to argue that these precautions need to continue. Reporter new york state just had its deadliest day. 731 people who we lost. Behind every one of those numbers is an individual, is a family, is a mother, is a father, is a sister, is a brother. Reporter but here on the front line, the new case count appears to be flattening. For the past couple of days, discharging more patients than were admitting. This is the time to redouble our efforts. Reporter the battle is not over. The war goes on on board the usns comfort, the Navy Hospital ship docked in the city. A crew member has tested positive for coronavirus. The nytd Just Announced a 13th member has now died from the virus. And more than 500 new York Fire Department personnel have it. Im still getting emts and medics called, theyre upset they got sick, because theyre not out there. I mean, i dont know what to say. Thats whos taking care of you. Reporter nationwide, numbers still rising. A lot of other parts of the country are not anywhere near flattening the curve, theyre still rising exponentially. Reporter michigan one of few states keeping racial data. The black population there is around 14 . Yet 40 of coronavirus deaths are in that black population. Theres still a huge gap between races when it comes to health care. And this is magnifying it. Reporter in chicago, black people make up 30 of the population. But 72 of covid deaths. In louisiana, similar numbers. I represent that legacy of growing up poor and black in america and i and many black americans are at higher risk for covid. Reporter in wisconsin today, social distancing at polling places. There is also a line in south florida but no social distancing waiting for an unemployment form for state websites. A staggering 97 of americans are now under stayhome orders. Seven states Still Holding out. And approaches still differ from place to place. In texas the governor just closed state parks. In georgia, the governor has reopened state beaches. The president unwilling to implement nationwide guidelines. Legally, i can. But morally, you know, i believe in our constitution much more so than most people. And i would love to be able to let the governors do what they have to do. Reporter the administration is now looking to a light at the end of this tunnel. Normal is going to be a different normal, whenever we do reopen. Reporter you know, it was interesting listening to that cdc director this morning talking about that terrifying model that said 200,000 of us were going to die. He now says the number is much lower because we are social distancing. The original model, jake, was based on only 50 of us paying attention and a lot more of us are in fact paying attention. Here in l. A. For the past couple of days weve had relatively good numbers but still on social distancing were being told to double down, jake. Right, this is just an indication, its working, keep at it. Nick watt, thank you so much. Lets talk about all this with chief cnn medical correspondent dr. Sanjay gupta, who joins me every day to talk about this topic. Big news from the cdc that the death toll could be lower, it looks like it will be lower if the American People continue to stay at home, continue to physical and social distance. He said the models, as you heard nick watt say, assumed 50 of the American Public would Pay Attention, and its higher, more americans than that are taking this seriously. Again, its what passes for good news in this grim era. But still, what does that mean . 80,000 dead projected . Yeah, look, i think that there is some good news in here, jake. You know, in terms of seeing this plateau in some of the hotspots that weve been talking about for the last few weeks now. Look at these projections here, what we thought last week versus this week in terms of what we think the peak is going to look like. As you look at these numbers, youll see potentially some good news, this week they say its closer to 82,000, coming from the university of washington model, thats lower than last week. But the bottom line, this week, the peak deaths, at the peak, they think it will be 3,100 people dying in a day versus 2,600 people dying in last weeks model. So you get more deaths in a particular time but fewer deaths overall, jake. That means you might have more of a surge that might be shortlived in terms of the numbers of people hospitalized and sadly die from this disease. One thing i want to say, jake. First of all, statisticians basically say all models are wrong but some are useful. And i think i would put this model in that category as well. It keeps changing. And what shouldnt happen, and i think nick watt was sort of alluding to this, people shouldnt use this as an excuse to say, were doing okay, were in the clear, maybe we dont need things weve been talking about for some time. This model is one of the good or even best Case Scenario models right now. It was based on really strict sort of social distancing out of wuhan. They were looking at what happened in china and saying could that apply here as well. Theyre now adding in data from other countries around the world, thats why its fluctuating. But we have to be careful, jake. These numbers are going to continue to bounce around so i dont think anyone should get too married to them. We should also point out that even while most of the American People seem to be adhering think these guidelines, you saw the lines in florida today, people trying to get unemployment, and for some reason the state set it up so that there was no social distancing, people wearing cotton masks, but that didnt look particularly secure to me. I dont want to blame them, theyre looking for unemployment, they need the money to live, but it didnt seem to be very wellplanned by the state or the county there. Voting in wisconsin, people seem to be social distancing there, but still a choice that people shouldnt have to make, vote or risk your life. So we also have the states where theyre not doing anything, the seven or so states. So good news, and yet there are still theres still reason to doubt that everyone is doing everything they can. Yeah, no doubt, jake. In these other states, you remember, and we followed this for so long now, there were states where we were looking at a dozen or 15, 20 cases a couple of weeks ago. And those states now have well into the thousands of people who have become infected. Were also, jake, as you know, a lot of people are becoming more aware of this, what are we looking at right now with these numbers . Were looking at a snapshot sort of from a couple of weeks ago. A doctor i interviewed today said, its like a polaroid picture, you take the picture from a couple of weeks ago and its just now coming into focus. The real question is going to be, how did we do over the last two weeks, because thats going to tell us, you know, well see the impact of that a couple of weeks from now, jake, between the time someone gets exposed to the time they get diagnosed to the time they get sick, if theyre going to get sick, most people wont, thankfully, or wont get that sick. It could be several weeks. So were lagging a little bit in terms of the numbers. Thats expected, but we cant look at that and say thats what america is today. Thats what america was two or three weeks ago. Right, exactly. And lets talk about some really grim statistics. People originally were talking about this as the great equalizer, you can get it if youre rich or poor, old or young. Its not the great equalizer, we see deaths from this virus are disproportionately impacting the africanamerican community. In louisiana, for example, africanamericans make up 33 of the population but represent 70 of the deaths from covid19. In michigan, africanamericans are about 40 of coronavirus deaths even though theyre just 14 of that states population. In illinois, 42 of covid deaths are in the black community. Africanamericans make up only 15 of the state population. So what is going on here, how do Health Experts explain this . Is this a matter of the fact that africanamericans remain, unfortunately, disproportionately poor with less access to the Health Care System . I think thats part of it. You know, i spent a lot of time today talking to people about the various factors driving this. There are many, as you might imagine. While testing was poor in this country in the beginning, everybody has sort of conceded that, it was even more inadequate for africanamericans who werent getting tested as much even as other populations of people. Theyre more likely to have preexist conditions. Africanamericans more likely to be front line essential workers upon whom we depend, jake. And despite that, they have less oftentimes have less access to health care. Theres all these different things. When you talk about preexisting conditions, to be clear, you know, were all genetically susceptible to this virus, nobody is more susceptible or not because of race. People who have preexisting conditions are more likely to become more ill as a result of the infection. And if you havent had good access to health care, if you live in areas where you dont have good access to good foods and, you know, food deserts and things like that, it magazineny pha magnifies the problem even more. Eight infuriating to africanamerican doctors who heard that this is going to be the great equalizer. We are all in this particular, but any particular population of people who doesnt get tested as robustly, doesnt get access to health care as robustly, is more likely to be on the front lines. That disparity is going to be magnified. And we have to Pay Attention to that. So its the same tragic store every time, jake, when it comes to whatever sort of health problem, maybe there will be some Lessons Learned this time with regard to africanamericans and other disenfranchised groups. Theyre disproportionately affected by this, and theyre disproportionately our front line workers, people who we all depend on for all kind of things. Ems, nurses, police, et cetera. Breaking news for you now, acting secretary of the Navy Thomas Modly submitted his resignation this afternoon to President Trump just one day after audio leaked of the acting secretary disparaging the fired commander of the uss Theodore Roosevelt, captain brett crozier, after he wrote a memo describing a terrible coronavirus outbreak aboard the Aircraft Carrier and it leaked to the media. Cnns jim sciutto joins me now. Jim, how did this all go down, was this a willing resignation . Reporter no, this was a resignation under pressure. Im told just in the last few moments that the secretary of defense, esper, has accepted modlys resignation. A replacement has been named, mcpherson. The comments of modly disparaging the outgoing commander of the uss Theodore Roosevelt as naive or stupid, after initially standing by those comments, modly released an apology saying he does not believe crozier is naive or stupid. Jake, i dont need to tell you when you have a secretary of the navy, acting secretary of the navy calling a Senior Commander or a recently former one naive or stupid and then having to deny that, thats not a good look for the navy as a whole. This is an episode that nobody is happy with, going back to croziers comments. I spoke to many folks about his position and many were not happy with the public nature of those comments, those comments going out in public, although they respected him as a commander. But when it went even further, to have the secretary, the Navy Secretary taking shots at the outgoing commander, that just made the situation worse. And one final note, jake, just to look at the broader leadership here, you have an acting Navy Secretary, he was never senate confirmed, acting, now gone very soon after he took that post. He replaced the previous Navy Secretary spencer who got into a flap with the president over the pardoning of an s. E. A. L. Convicted of a war crime. It shows you instability in the military leadership under the Trump Administration, part of an ongoing issue here. Modly is not somebody anybody in the military or the navy wanted here. In late january as President Trump was repeatedly downplaying the threat of the coronavirus pandemic, one of his closest trade advisers, a longtime china hawk, was trying to sound the alarm of just how bad that virus could get if it came to the United States. Sources confirm to cnn top trade adviser Peter Navarro sent the white house two memos, one in january and one in february, warning that the coronavirus could become a fullblown pandemic in the United States and kill more than a million americans. But as Cnns Kaitlan Collins reports, it appears to be another warning sign that the president ignored. Something that nobody expected. Reporter despite the president s repeated insistence that no one saw the coronavirus outbreak coming, a top aide of his did and tried to warn him about it months ago. Newlyuncovered memos reveal trumps trade adviser, Peter Navarro, warned in january about the risk of a possible pandemic and how unprepared the country was to deal with it. In a memo dated january 29th, first reported by the new york times, navarro wrote that the lack of immune protection or an existing cure or vaccine would leave americans defenseless in the case of a fullblown coronavirus outbreak. Navarro, the highest level official known to have sounded the alarm, said it could imperil the lives of millions of americans. The president named his Coronavirus Task force the same day and a half arrnavarro sent. It looks like by april, when it gets a little warmer, it miraculously goes away. I hope thats true. Reporter the times says navarros memo was circulated among top officials but the Surgeon General claims he never saw it. There are a lot of voices in the administration, some, how shall i say, more urgent than others. I never saw that letter. Many people at all levels just did not expect Something Like this to happen at this magnitude. Reporter trump is also continuing his attacks on the health and Human ServicesInspector General who published a report detailing severe shortages in hospitals across the nation. Its just wrong. Did i hear the word Inspector General, really . Its wrong. Theyll talk to you about it. Its wrong. Reporter instead of focusing on the substance of the report, the president only asked who wrote it. A career official who served in both republican and democratic administrations. Where did he come from, the Inspector General . Whats his name . Reporter it came from the Inspector General report. No, whats his name . Reporter today the president sidelined another overnig nighs official, the pentagons acting Inspector General who was in charge of overseeing how his administration spends trillions of taxpayer dollars in encroach emergency funding. A spokesperson confirmed that glenn fine is no longer on the Pandemic Response accountability committee. And jake, on top of all of that there has also been a shakeup at the white house today. The press secretary, stephanie grisham, is out of a job, going back to the east wing without ever having briefed reporters while in that position and instead, Kayleigh Mack K Eck mc will take over. She said months ago that she did not think the coronavirus would ever come to the United States. Now shes entering a west wing in the middle of dealing with the outbreak and pandemic. President trump finished a videoconference with banking leaders about adding more money to the Stimulus Program overwhelmed by small indicbusin rushing to apply for loans. In that meeting, the president s top economic adviser, larry kudlow, says he sees no reason why the second half of the year cannot resume strong economically. Lets get to cnn business anchor julia chatterley, julia, good to see you as always. The Treasury Department wants another 250 billion on top of the 350 billion loan program that launched last friday. Banks have not cut the first round of checks, yet congress is signaling that theyre ready to add more money in just a matter of days. Logistical issues aside, adding more cash here, and the noises from both sides, parties in congress, are saying they want to do the same, this is critical and the right decision. Part of tsunamilike response for these loans that weve seen is, one, because businesses are desperate for cash, we keep talking about this, but two, theres a fear of missing out. Businesses are afraid if they dont get their application in early, they simply wont get the cash. So congress is sending a message today saying, more money is coming. The psychology is key. Businesses may make different decisions today if they think theyll get money eventually and that could save jobs. And thats what this programs about, jake. Thats great, and its great that congress is being so responsive. We heard repeatedly that the website banks are using to try to upload these loan applications keeps crashing. One source said, quote, were building the Space Shuttle as it is rocketing towards mars. Obviously this is being done on the fly, everybody understands the logistical challenges. But what is being done to address these technical issues . So the Small Business administration, where the holdup has been is working with Amazon Web Services last week on something called the lender gateway system to try and speed up this process. I hear today that that is now up and running. So watch this space, well have to see if it smoothes out. In two weeks time i think this will be a completely different story. But for now, of course, to use your analogy, the rocket certainly took off but someone forgot the landing gear. Small businesses, of course, employ about 80 of americans in the country and Small Businesses are shedding these jobs at lightning speed in the face of this economic crisis caused by the pandemic. Is it the Small Business loan program, is it the attractive offer for them to keep employees on the payroll that everyone hopes it will be . The beauty of this deal is that if you spend three quarters of the money on payroll, its forgiven. But the downside of that is they have other costs, rent, utility. What im also hearing from restaurants is, perhaps their workers would be better off claiming four months of Unemployment Benefits than paying them for two months with the ongoing uncertainty. Thats the challenge with this Lending Program and with the stimulus in general. The money has to come first and thats most important. New numbers showing just how much doctors and nurses are putting their own lives at risk to save the rest of us. 2,200 Staff Members from michigans two largest Hospital Systems have coronavirus or symptoms of it. Thats about 2 of their staff. And some are recovering and returning to work to try to continue to help more people, including my next guest, dr. Baron lerner who recovered from coronavirus. How are you feeling, doctor . Im feeling much better, thank you. And how long did the illness take you out . A couple of weeks, three weeks . It depends on your definition of that. To some degree its been three weeks and im still more fatigued than i usually am. But i was back to work in a week. Fortunately i just had a fever and bad body aches the first 24, 36 hours, then mostly fatigue after that. So my hospital wanted me back pretty quickly. Its amazing what we consider lucky these days but i guess its lucky that it didnt get more serious for you. If somebody doesnt have access to a test where they can test negative and demonstrate that they dont have it anymore, how can somebody who has survived coronavirus know whether he or she is contagious anymore . Well, were still learning a lot about this. The guess about contagion is, if you have a fever, whether or not you test positive, seven to 14 days of selfquarantine is reasonable. 14 is probably overkill, but were trying to err on the side of caution. So i think anybody who thinks they have it, whether or not they were tested, and frankly, even if their test comes back negative, should really selfquarantine for seven to 14 days before they interact with other people. So youre now seeing patients, not in the hospital but on an outpatient basis. Are most of these coronavirus patients . Well, its a mix. Its amazing how this has really scattered throughout the population. So among the thins im doing is what we call televisits. Im calling patients on the phone to see how they are. Lots of them are fine. Were urging them to stay in their apartments and things. Others tell me the story, well, i think i had it. And i said, well, what happened . And they describe it, and sure enough, a couple of weeks before they had a fever, they didnt feel so good, and they didnt get tested because you dont necessarily really need to be tested if youre feeling okay. And so some of them had it, and are in the community, and maybe eventually theyll get an Antibody Test that might be able to confirm it. As more doctors and nurses and Health Care Workers become infected, and certainly ems and police and fire personnel, thats an issue in new york too, are you concerned that we could get to a point where there will not be enough people on the front line, wihether ems or nurses and doctors, to help treat patients . Oh, its a real concern. I think especially the folks, the ems folks and people in icus who are in contact with patients, even with the best protective gear, youre definitely at risk. So i guess the hope is, you get supplemental people, so for example lots of people around the country have been coming to new york to help out. One of the advantages is folks like me, since ive had it, and im back at work and perhaps am immune, we get back into the flow and start staffing if other people get out. So its not really what you imagine in a normal medical situation, that you sort of have a rotating group of medical people. But in this case i think the folks who have recovered and are immune would be glad to take the spots of those who need to go out sick. And after going through the recovery yourself, whats your advice to your patients . What do you say to them if they come to you and tested positive or have the symptoms of covid19 . Look, the main thing im saying is, follow the Public Health advice. So if they think they have it or theyve tested positive, find a place in their apartment or house, its easier in a house, to stay separate from everybody else if they havent gotten it. Have the folks who live with you give you food but try not to interact with them. And try to stay inside as much as possible. Its really good advice and it works. I can tell, at least anecdotally, my wife was here the whole time that i had the fever, tested positive, and tried to selfquarantine, and maybe we were just lucky, but she was able to stay healthy to this point. So if you follow the rules, i think you can generally stay uninfected, even if youre around someone whos infected. Were so glad youre feeling better, dr. Both of these supplies are coming in from flights overseas. And when they come in, theyre secured by a private company, fema tells the company. Half of it goes into the private market and half must go to these critical hotspots, although fema is not giving much of an indication as to exactly what critical hotspots are receiving what. But for those that go back into the private market, its a place where a lot of governors have expressed frustration about being able to get their hands on supplies. So what are they doing . You have some states that are relying on others, governor gavin newsom in california announcing hes going to be sharing ventilators. You have other states that are hoping they can go through the private market. And then you have some states that are just finding other means. I spoke to one local government in connecticut that says their firefighters, because they cant get sanitizer, are now actually using a machine with uv ultraviolet light to sanitize their equipment, jake. All right, leyla santiago, thank you so much. While states are searching for the equipment they need especially in hardhit michigan, detro detroits most famous industry is trying to step up to help. This, as President Trump has invoked the warera defense protection act to ensure companies do their part. Workers here say they dont need to be asked. The people here, you know, are fighting for their own families. Reporter his son justin is a member of the chicago fire department. We could potentially have firsthand contact with a covid patient. Reporter when he told his dad his team needed protective gear, rod was happy to help. Im proud. Im very proud of everything were doing. More proud that youre getting one. Amid this pandemic, one famous chef is trying to make sure that those in need remain fed. Today chef jose andreas and his charity, world central kitchen, teamed up with Nationals Park to distribute thousands of meals inside the baseball stadium. He says the worst is yet to come, and they want to feed anybody who will be in need the next few days. Chef jose andreas joins us now. Jose, always an honor to talk to somebody who rises in moments like these to help people. Your charity has been serving in low income neighborhoods and battling the coronavirus for weeks. Tell us what youre seeing on the front lines. My role has mainly to be in washington, d. C. But we are right now operating in more than 25 cities, east, west coast. Were seeing more homeless in the streets because now you have traditional ngos who are maybe not providing the same services because theres not so many volunteers. So we need to be taking care of that homeless population, not only bringing them food but making sure were able to bring them sanitizer and trying to tell them they need to keep distance from each other so we will not have pockets of homeless getting sick. We are bringing food to other people when they need extra support. In elderly homes or one by one, were partnering with many of the Delivery Companies to make sure that if anybody is at home and they dont have money to be calling in, were going to be able to be providing them those meals. What we see is that if we are not careful, we may have a humanitarian crisis as many people are losing their jobs and as many ngos are not able to be providing services that normally they provide. Were here to cover the blind sfo spots and getting ready in case the worst comes. You know an urgent issue here is that a lot of the traditional soup kitchens and people who provide food to those who are food insecure or homeless or issues along those lines, a lot of them are volunteerrun and dont have volunteers now because everybody is adhering to the guidelines. What are the challenges to you and your distributors to get out this food amid the restrictions . We said we were opening communal kitchens, we have very small menus, we can provide free food to anybody in need. That means we had very small teams, very protected, making sure that nobody goes inside the restaurant, obviously, and that people are able to order or pay without any contact. This is very important. At the nationals, we love it, because we can respond to virginia, maryland, washington, d. C. , as maybe we become a hub zone and can go up to 50,000 meals a day. So its very important that in the process of doing this, we protect the people. Remember, that weve been feeding emergencies since yokohama when we sent a team there to help the japanese government with the cruise ships. Weve been getting experience in how to do it right, protecting our teams, and also protecting the people receiving our meals. And youve also been outspoken, you believe that every school should reopen the kitchens to make meals for students who need them. A lot of students obviously in the United States are food insecure, rely on School Lunches for their only nutrition of the day. What do you say to people who are worried about the Health Issues that thought might create if those School Kitchens were opened . We need to think out of the box. We need to understand that in certain areas, to keep certain kitchens open is not any different than keeping the supermarkets open. We need to have different ways to be able to feed people. So its been a lot of different things. I was on cnn, actually, many weeks ago, saying that if the schools closed, because the money has been preapproved by the usda, that if any School District will close, they will need to maintain somehow the feeding of those children without having a lot of close contact. So california was one of the first ones to announce that, some districts, their families come and pick up the food. The yellow buses distribute to the same pickup locations. I think it has gone well if it is done in the right way. We can maintain america fed without risking the virus. Thats what were trying to do, make sure we have the systems to make sure that food is the solution and doesnt become part of the problem. Its just incredible what you do, and every time theres a disaster like this you always rise to the challenge. At the moment hes not requiring ventilation but remains in the intensive care unit which means doctors thinks he requires that one on one observation and care. It is encouraging that his condition hasnt deteriorated further after that rapid 24hour decline that we spoke about yesterday. The foreign secretary, dominic raab, is at the helm. There are questions over whether he really does have authority. He keeps repeating hes carrying out the Prime Ministers instructions and following up on Boris Johnsons strategy. All of this is happening in a context where the nation is shocked that the Prime Minister himself is suffering so badly from covid19. The Prime Minister might be the countrys most prominent patient, but there are over 55,000 people in the United Kingdom who have tested positive for this and britain has also seen its deadliest day with 786 deaths recorded, jake. Cnns david culver joins me from shanghai. David, is life going back to normal there . Reporter jake, i would characterize it as transitioning to a new normal. So we have the restrictions easing for Outbound Travel out of wuhan. And we know that as of about five hours ago, crowds of people were already doing so, getting on trains, planning to fly out or get on the highway and finally be able to leave after 76 days. I need to point out, though, within the city of wuhan, for folks who are staying, restrictions are still in place. Those are enforced by, for example, your local community officials. That would be like your hoa or Condo Association enforcing the quarantine, monitoring people going in and out and limiting many people to two hours a day, one person per family, to go out and go back into their homes. The other reality is people are hesitant if not terrified, jake, because quite frankly theyre skeptical about the numbers being so positive. They wonder if its too good to be true. Theyre skeptical of the numbers, but no one would say that publicly, i would assume, given the control of the Chinese Government. Reporter youre right. But they do tell us that, and its one of the reasons theyre so concerned about venturing out and about.
